There is therefore an urgent need to re-educate in-service teachers in the philosophy, and related methodologies underpinning Curriculum 2005. To this end, in-service education courses need to be developed "which will encourage teachers to reconstruct their beliefs about teaching and learning. INSET programmes in the past were aimed at either "topping up" qualified teachers, or "adding on" for under qualified teachers - neither of which have proved successful. It is therefore unlikely that applying similar methodologies to support teachers in the shift to OBE will meet with success, nor will simply "training" teachers to use the new learning programmes. Government documents on Education Policy are calling for teachers to become reflexive practitioners, able to guide learners in their efforts to achieve the critical outcomes which are intended to develop a competent citizenry of lifelong learners. Therefore, teachers ought to be empowered as curriculum developers in their own right. This interpretative case study hoped to find out from teachers themselves what aspects of an activity-based environmental education course acted as change agents in assisting them to begin the shift to constructivist theories of teaching and learning. A variety of research tools were used, including questionnaires, interviews, journals, narratives and concept maps, all of which provided a rich source of data for interpretation. From what was gained from four participants in this research, tentative suggestions for incorporation into the next cycle of action research in future INSET programmes are made.

- Description: While the South African government has implemented an information and communication technology (ICT) policy to address issues of universal access and service, questions remain about the effective implementation of this policy in rural areas. This article explores the extent to which ICT policy and regulation were implemented in rural South Africa, with specific reference to the Eastern Cape province. Focus group interviews and in-depth face-to-face interviews were conducted to collect qualitative data from 28 high school learners, two local municipal mayors and two women support group leaders in the Chris Hani District Municipality. A theme analysis indicated that the Universal Service and Access Agency of South Africa (USAASA) is failing to fulfil its mandate of promoting universal access and service. It is recommended that the provincial government in the Eastern Cape design an ICT strategy for its municipalities and that there should be easy access to Thusong Service Centres in rural areas.

- Description: Over a period of nine months in 1999, a longitudinal teaching intervention was undertaken with Grade 3 learners in the Fort Beaufort district, Eastern Cape. Working in the interpretive paradigm, the intervention focussed on: - the development of the common fraction concept, - the relevance of the hierarchy of Murray and Olivier’s Four Levels of Development in common fractions and - whether learners’ informal knowledge could be utilised in developing this concept. Using the Problem-centred approach to teaching mathematics, problems set in reallife contexts were used as vehicles for learning. Learners were required to discuss, reflect and make sense of the mathematics they were doing. Participant observation, completed worksheets and unstructured interviews with learners, formed the primary method of data collection. Learners’ work was analysed and classified according to the method used and manner in which the solution was notated. Results showed that learners were able to achieve a significant degree of success in developing a stable common fraction concept. Learners were afforded opportunities to construct their own ideas and to develop a deeper understanding of the concept. Many methods used were based on their informal knowledge of sharing. Learners made sense of realistic problems using drawings, and invented their own procedures. Apart from Level One, Phase Three, all Murray and Olivier’s Levels of Development could be identified during the research. This study will provide educators with valuable information on how learners solve mathematical problems involving fractions and how informal knowledge can be used as a foundation on which to build.
