- Description: This research was undertaken within the broader concept of Corporate Social Investments and how this concept is integrated within the context of staff retention and what this means for business and creating employment opportunities for people with disabilities. Illustrated through the description of CSI literature and intending to explain the link between CSI and employee retention, research questions presented as part of the outcomes for the research examines notion that there is a relationship between Corporate Social Investment and Employee Retention. Reference to the case study "Rhodes / Kuyasa Partnership" illustrates how such partnerships attempt to create opportunities for the community, the organisation, people with disabilities and employees at large. The case study was written to be used as a teaching case study in the context of Human Resources, Business Sustainability and Corporate Social Investment. The effectiveness and viability of the Kuyasa / Rhodes partnership will highlight acceptance and or non acceptance of people with disability by the non-disabled workforce. This case study will highlight CSI linkages that lead to staff retention, higher job satisfaction, lower turnover of staff, enhanced community engagement, creating opportunities that accommodate people with special needs, developing models that can be replicated in other organisations, creating additional opportunities for existing staff. Metcalf (2008:61) suggests that organisations need to ensure that the leadership and organisation culture within organisations is appropriate to engage staff with disabilities and non-disabled staff, and that their most senior managers demonstrate their commitment to develop, and help others develop, in the same way. The Kuyasa Rhodes Partnership may have started off as a Retention Strategy, however has given rise to a social initiative that can be replicated in other enabling organisations. The case study material was acquired through one on one interviews, and a focus group session on the effectiveness with the retention of such employees with intellectual disabilities, internship and mentoring issues, and as well as issues such as affirmative action, and the benefits and shortcomings of staff retention to the organisation. Key stakeholders interviewed for this case study expressed differing view -points, and in particular the benefits and shortcomings of this initiative. The Rhodes Kuyasa initiative appears to have achieved some success in enabling young adults / learners to work in a mainstream working environment by developing employment skills and life skills, and by improving their employment opportunities. Factors critical to the continuation of such initiatives included: the close involvement with both partners (Rhodes and the Kuyasa Special School), the sensitive treatment of the learners, and creating internal departmental partnerships within the Rhodes environment. A selected group of ten learners were mentored and provided with full time employment within the industrial Campus Food Services facility. Discussion that was highlighted in the case study must give consideration to a more investigative approach into overcoming the barriers of discrimination in the workplace and the major barriers to skills development. These have highlighted a number of relatively consistent themes around what were the successful and unsuccessful strategies. Integration of people with disabilities within the Rhodes University service areas has had positive effects for the disabled learner and employee workplace. People with disabilities indicated on how having mainstream employment allowed them to be independent, have a purpose in life and enhance their self worth in their communities and place of employment. Furthermore, being employed had positive repercussions on the person‘s co-workers. By demonstrating their competence, people with disabilities have had significant impact on other people‘s attitudes to disabled persons. Discussions held with the Principal of the Kuyasa Specialised School highlighted the need for crucial planning within special schools for disabled people in the area of transition from school to skills development and work. Skills development guidance is important in ensuring a choice of relevant interventions and obtaining the necessary information. Some staff expressed frustration at being with co-workers who questioned their presence and placement in the kitchen environment. Even though the disabled person was suitably placed they faced stereotypical behaviour and attitudes from their co-workers on what people with disabilities can or cannot do. Staff with intellectual disabilities commented that their co-workers see them as needing constant attention and care and not being capable of working. Some of the staff with disabilities had to work much harder to be recognised by their co-workers and supervisors. Currently few people with disabilities seem to be receiving career guidance while at school, as reflected in the case studies. One person with an intellectual disability described how the intervention of developing a comprehensive school leaving plan, which was then implemented by the school, allowed for good transition from school to Rhodes University. The role of personal factors such as life skills, personal motivation, the desire for personal achievement and a positive attitude were common themes that came out of the focus group. Initiatives to ensure that people accept themselves, their circumstances and are able to express their desires and realise their dreams are important factors. In addressing the barriers, co-worker attitudes make a big difference to how effectively the disabled person is able to participate in the training and employment. The future focus must be enabling and in line with successes and failures in the areas of employee integration in the workplace, life-skills development for people with disabilities. A clear career guidance plan should be developed for all disabled children before they leave school. This plan should include provision of adequate information on different career options and training. The negative attitudes of co-workers and supervisors should be changed by providing training support to ensure that they feel confident to meet the needs of disabled staff. Employers should be providing support and information on how to meet the needs of disabled employees. People with intellectual disabilities are an integral part of the South African population. Business and social enterprises need to have a focused inclusive strategy to integrate people with intellectual disabilities within the South African society to ensure equity and diversity awareness. Working with people with intellectual disabilities has been the focus of this research to ensure long term sustainable employment, CSI and Employment equity. Integrating Corporate Social Investment policies with Human Resources Equity policies are important factors in ensuring that people with intellectual disabilities are a fundamental focus in recruitment and retention strategies within business and social enterprises. Initiatives such as the Kuyasa / Rhodes Partnership are attempting to align to the overall objectives of incorporating people with intellectual disabilities into mainstream work, in particular, with the objective of incorporating people with disabilities in some accessible sections within the organisation. This contributes to the Rhodes University Campus Food Services becoming an example of excellence in the CSI and employee retention field. It is hoped that this teaching case study will make an important contribution to students learning about sustainable business practices, and for business focusing on employment recruitment and retention strategies to integrate people with intellectual disabilities within their organisations.

Challenges facing this province are well documented, and it is important to measure and quantify how the business sector in South Africa currently contributes towards addressing those challenges. The Eastern Cape remains by and large undeveloped, with economic activity well below economic potential. Currently, economic activity is concentrated in Port Elizabeth, East London and Mthatha. Notwithstanding economic growth, high levels of unemployment and poverty persist, particularly in the rural areas where two-thirds of the population reside. The research study purposely sampled the top 30 companies from the top 100 listed in Trialogue. A total of 14 questionnaires were completed and returned by respondents. Five CSI managers were randomly selected from the 30 companies for in-depth interviews. The purpose of this exercise was to solicit further views to enable substantive triangulation of data from other sources. The research reveals that corporate groups in South Africa use different but complementary models and strategies in contributing towards poverty reduction. Education, particularly support for secondary school technology and science tuition, and also early childhood development (ECD), constitute key intervention areas by corporations in the Eastern Cape. This is closely followed by economic inclusion or enterprise development. There is no demonstrable evidence that corporate social investment in South Africa is informed by a coherent theoretical framework. The study revealed that education receives the largest share of CSI budgets in the Eastern Cape. Within education, mathematics and science is the most supported sub-programme focus area. This is followed by higher education which is also a preferred sub-programme focus area. A total of 40 percent of CSI spending has been channeled towards rural areas and towns in the former Transkei area. The ‘Mandela factor’ also plays an influential role in thedistribution of CSI spending, especially in the rural areas of the former Transkei. Donations ‘in kind’ are mostly distributed in urban areas.

Due to their remoteness, limited resources, and fluctuating quality of teacher expertise, these schools are often more challenged in terms of curriculum implementation (Delport and Mangwaya, 2008:224). Although there are many factors affecting the (in)effectiveness of implementation, this study regards a school’s curriculum implementation plans and the subsequent management of these implementation plans as crucial to ensuring successful implementation of a new curriculum. The central research problem that guided this study thus relates to the planning and subsequent management of curriculum implementation at school level. - Description: Dakhil, Ural, & Tewfik (1987) noted that majority of people particularly in the developing world live in poverty and as a result, the acquisition of proper housing is becoming a major problem. Dakhil, Ural, & Tewfik (1987) explained that, after the Second World War, many developing countries gained independence and due to political and economic reasons, population exodus in different parts of the world occurred. This coupled with the ever increase in the population growth has contributed to increasing the housing problems in these part of the world. This problem has led governments, private sector and scholars alike to devote time to searching for mechanisms and policies that would lead to the construction of proper dwellings at a cost that would be within the reach of all concerned especially the poor and needy (Malpass & Murie, 1990). Within South Africa, an example of such policies is the social housing policy. Social housing is a relatively new concept in South Africa (SA) (Du Preez & Sale, 2013). The aim for its development is first, to restructure SA societies in order to address structural, economic, social and spatial dysfunctions and secondly, to improve and contribute to the overall functioning of the housing sector in order to widen the range of housing options available to the poor (Department of Local Government and Housing, DLGH, 2005). The purpose of this study was to examine the feasibility of a Social Housing Project, the Walmer Links Development, as an affordable and quality housing option for low income earners in the Nelson Mandela Bay Metropolitan.

- Description: This research report investigated the effects of a poverty alleviation project, the Cala bakery, on the community members of the Sakhisizwe Municipality in the Eastern Cape. This chapter provides a background to the study and also provides an introduction to the research report by discussing the relevance and problem statement, the research questions, sample and setting, research design and methodology and finally considers the ethical implications of the investigation. May 1997 described South Africa as being a developing nation with the majority of households in poverty, and having unequal distribution of income and wealth. Due to this, the democratic government of 1994 had adopted pro poor policy that focused on social services which its budget increases every year. Within this realm, poverty alleviation projects remained an important component of the government‟s challenge of tackling poverty (May, 1997). After almost 16 years of democracy in South Africa, poverty and unemployment remained a major challenge facing government in provision of basic services (Shasha, 2004). South Africa continued to be characterised by a large scale of unemployment and poverty in the formal sector of the economy in both rural and urban areas (Shasha & Liesle, 2004).Although there was poverty throughout South Africa, poverty was distributed unevenly among the nine provinces of the country. The Eastern Cape, Limpopo and Free State provinces have the highest poverty rates especially among the rural areas (DOS, 2009). The only people who survived poverty in the South African country were people that were well to do, people that could be able to make economic gains. Those people who were unemployed found themselves in debt, as it had been identified that a majority of homes and people do not save. This was due to being a country depending on social welfare services which resulted to disserving of people and to unsustainable levels of household debts. These debts were usually based on social, economic and psychological problems (Shasha & Liesle, 2004). In response, the South African government introduced community based projects whose operation was limited to a particular neighbourhood, and were run and managed by the local members of a community. The white paper for social welfare 1997 had encouraged the establishment of income generating projects which were run and managed by the group of community members who were predominantly unemployed people. The Department of Social Development (DOS, 2004) had further emphasised that these people had to include unemployed youth and that the project beneficiaries would not come from the same household to ensure that the initiative was touching a number of households within the community(DOS, 2004). Furthermore, these government intervention programmes aimed to reduce unemployment and poverty in South Africa by encouraging people to reduce poverty by themselves (Shasha, 2004). An example of one of these programmes was the Cala Development Project. The Cala community‟s youth had a business idea of producing baked products for the community and the surrounding areas. The purpose was to bring people together in order to reduce poverty and unemployment, specifically targeting young people who were household heads. The project has 8 beneficiaries that were committed to working together in this project, with the aim of producing baked foods.

- Description: On the 21st September 1995, the government introduced the Motor Industry Development Programme (MIDP), in compliance with the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO). Deliberate efforts by the South African government were required to promote structural changes to the domestic motor industry by opening up the economy to international competition through a programme of tariff reduction and export promotion. The integration of the South African automotive industry into global markets would have been extremely difficult, if not impossible, without the MIDP and it would thus be safe to conclude that the economic performance of the researched would have been close to impossible if it was not for the MIDP. The MIDP, as an economic policy, has been embraced by the researched company as a "vehicle" to drive corporate goals in terms of value creation for all stakeholders. The research proposition that the MIDP as an economic policy has contributed to the economic performance of the researched company is examined. In this respect, Annual and Management Accounting reports were analyzed to determine the effect the MIDP has had on the researched company over the last ten years. In addition, two semi-structured interviews were also conducted with the Strategic Finance Planning executive and the Financial Controller of the company. The results show that the MIDP has had positive spin-offs for the researched company. The same results should be valid for the other original equipment manufacturers (OEMs) in the local automotive industry that have embraced the MIDP as a vehicle to create economic value added.

Quantifying the annual fish harvest from South Africa’s largest freshwater reservoir

- Description: South African inland fisheries are poorly developed and their contribution to near-shore communities is poorly understood. This study is the first comprehensive assessment of recreational and subsistence angling undertaken in an inland fishery in South Africa. The study was conducted on the 360 km2 Lake Gariep, South Africa’s largest freshwater reservoir. A total of 508 anglers were interviewed between February 2007 and January 2008. Of those interviewed, 67% were subsistence anglers and 33% recreational anglers. Catch per unit effort (CPUE) did not differ significantly between sectors. CPUE fluctuated seasonally, ranging between 0.37 (95% CI= 0.26 to 0.51) kg·angler-1·h-1 in winter and 0.88 (0.67 to 1.17) kg·angler- 1·h-1 in summer. The duration of a fishing day ranged from 5.99 (5.24 to 6.74) h in mid-winter to 7.26 (6.88 to 7.63) h in early summer. Expected end-of-day catch (CPUE × fishing-trip duration) ranged from 2.2 to 6.4 kg·angler-1·d-1 depending on the season. The number of anglers ranged from 22 (8 to 53) anglers·d-1 in June/July to 74 (25 to 176) anglers·d-1 in April. Total annual catch from the roving creel survey was estimated at 71.4 (57.4 to 91.4) t·yr-1. Another 7.5 t∙yr-1 were landed during recreational angling competitions. The resultant total catch divided by the lakeshore population equated to a per capita fish supply of 11.1 kg·yr-1. More than 70% of the catch was the alien invasive carp Cyprinus carpio and there was no evidence of overfishing. The fish resource of Lake Gariep is of significant recreational and subsistence value. As a result of the low fish price (ZAR5.72 ± 2.60·kg-1) subsistence fishing was considered a low-revenue activity that mainly augmented food security in lakeshore communities. The relatively high CPUE indicated that the fishery may be an important safety-net during periods when alternate sources of livelihoods are limited. Consequently, we recommend that the importance of angling to local communities needs to be taken into account when planning fisheries development and developing an inland fisheries policy

Student teachers‟ reflections on classroom practices experienced during their teaching practice training period for their initial teaching qualification inspired me as lecturer to embark on my own journey of inquiry and study the phenomenon above. As this study was undertaken in South Africa, the need arose to take into consideration the changes that have occurred since 1994. Observations of how democratic values and desires feature, or do not feature, when engaging with the phenomenon had to be considered. This study also aimed to emphasise inequalities in everyday practice. The discovery of “good practice” (Cooper 2010:170) contributed towards addressing the factors that emerged as influencing the implementation of MWPs. Jansens (2009:170) book Knowledge in the blood presents compelling reasons for disclosing the state of current practice and seeks alternatives to promote the required change in mathematics teaching, with one of the perspectives on mathematics education being the emphasis on implementing MWPs in the Foundation Phase. Teachers often extend their own preferences into practice and emphasise their “knowledge in the blood” as their view of good practice. Learners‟ needs and learner diversity are often overlooked. Learners‟ assessment scores, both nationally and internationally, have revealed more negative facts. These low scores have often been, and often still are, news flashes, contributing to a negative view of teachers and education. In order to address the widespread sentiment that there is “no hope for teachers” (Jansen 2011:19), and to avoid a recycling of negativity, “good practice” (Cooper 2010:170) is key to success. This study aimed to discover hope for teachers and learners.

The impact of the Blue Crane development agency on tourism development: a comparative analysis

- Description: This research investigates the impact of the Blue Crane Development Agency (BCDA) on tourism development by comparing the implementation of the Responsible Tourism Sector Plan of the Blue Crane Route Municipality (BCRM) with the Responsible Tourism Sector Plan of the Sundays River Valley Municipality (SRVM). In the latter instance, there is no development agency involved. A qualitative approach to research is applied with a specific focus on in-depth interviews. The literature review focuses on responsible tourism, local economic development (LED) and development agencies. The research is grounded in the Endogenous Growth Theory. The research notes the phenomenal success of the development agency model for delivery of LED projects. There is a notable growth in the tourism sector within the BCRM. With 45 permanent jobs created, the BCRM is a better place as compared to what it was in the era prior to the establishment of the BCDA. This surpasses by far the number of jobs created in the SRVM where the development agency model does not exist. The South African Local Government Association (SALGA) prefers a district-wide development agency as opposed to a local development agency. The establishment of Cacadu Development Agency (CDA) follows this suggestion. The findings of this research are thus very significant for the SALGA in their pursuit for best practices in LED. Both the BCRM and the SRVM are under-marketed, a negative factor on their tourism growth and development. Placing of billboards at the Ncanara interchange to advertise them would ideally enhance their tourism marketing campaigns. The research also finds that both local municipalities have inadequate monitoring and evaluation systems for projects. In this respect, the research suggests that the Eastern Cape Parks and Tourism Agency (ECPTA) should consider conducting a provincial research covering all the districts, on the contribution of tourism to the local economies. As a provincial entity, the ECPTA would be better placed to undertake that task. They would have less legal restrictions imposed by jurisdictional issues than would a local municipality. The research recommends the relocation of the CDA and the CDM from the metropolitan city of Port Elizabeth to one of the local municipalities. That would most likely increase business tourism, thereby boosting the local economy in the relevant small municipality. In conclusion, this research proposes that the presence of a development agency enhances tourism growth and development in the BCRM.

- Description: Canola, Brassics napus L. is a relatively new crop in South Africa. Insect pests have not yet been a major problem, but the notorious brassica specialist, diamondback moth (DBM), Plutella xylostella (L.) (Plutellidae) is establishing itself as a serious pest of this crop. DBM is the most important insect pest of plants from the family Brassicaceae throughout the world. It has developed resistance to all chemical pesticides used against it in the field and to toxins of the bacterium Bacillus thuringiensis. The pest status of DBM in South Africa is lower than in other countries with similar climates. However, due to indiscriminate use of pesticides, local populations of DBM are showing signs of resistance. An initial survey has indicated that in addition to DBM, canola is also attacked by aphids, Myzus persicae (Sulzer), Brevicoryne brassicae (L.), Lipaphis e1ysimi (Kaltenbach), (Aphiade), thrips, Thrips tabaci (Lindeman) and other pests mostly brassica specialists. The study was initiated to determine the composition of the community of insects found on canola, the seasonal phenology of DBM populations in canola, and the composition, relative abundance and seasonality of its parasitoids. Monitoring of the insects was carried out at weekly intervals for three years at Rietondale and Bapsfontein in Gauteng province of South Africa. Berlese funnels have been found to be useful in extracting insects from plants, and were used to indicate the presence ofDBM larvae and other insects found on canola. Adults of DBM were monitored with synthetic pheromone traps; larval and pupal populations were monitored by scouting canola plants. Samples of larvae, pupae and parasitoid cocoons were brought into the laboratory. Parasitoids that emerged were identified and their incidence recorded. Monolepta cf bifasciata (Chrysomelidae) and Listroderes costrirostris (Schoener) (Curculionidae) were the most abundant of the coleopteran pests. (DBM) and Heliothis armigera (H.) (Noctuidae) were most abundant lepidopteran pests of Canola. There was a high proportion of first and second instar larvae as indicated by the results of the Berlese funnels as compared to visual scouting in Bapsfontein. From May to August the infestation level of DBM was high, reaching the maximum of 0.25 larvae per plant in June 1996, then declined and remained low for the rest of the season in Rietondale. From September to December for all three years of the study, the population levels Of DBM were high, reaching a maximum of 9.6larvae per plant in September 1997, and remained low from January to August in Bapsfontein. The number of adult moths per trap per week ranged from 0 to 91 in Rietondale, peaking in January 1996 and September 1997. There was no correlation between infestation levels and the pheromone trap catches. In contrast to Rietondale, there was a high correlation between pheromone trap catches and subsequent larval infestations at Bapsfontein. Although DBM infestation levels were generally low, parasitism levels often reached 100% caused by a complex of parasitoids. - Description: Canola, Brassics napus L. is a relatively new crop in South Africa. Insect pests have not yet been a major problem, but the notorious brassica specialist, diamondback moth (DBM), Plutella xylostella (L.) (Plutellidae) is establishing itself as a serious pest of this crop. DBM is the most important insect pest of plants from the family Brassicaceae throughout the world. It has developed resistance to all chemical pesticides used against it in the field and to toxins of the bacterium Bacillus thuringiensis. The pest status of DBM in South Africa is lower than in other countries with similar climates. However, due to indiscriminate use of pesticides, local populations of DBM are showing signs of resistance. An initial survey has indicated that in addition to DBM, canola is also attacked by aphids, Myzus persicae (Sulzer), Brevicoryne brassicae (L.), Lipaphis e1ysimi (Kaltenbach), (Aphiade), thrips, Thrips tabaci (Lindeman) and other pests mostly brassica specialists. The legal obligation of the Department of Local Government is to support Municipalities to able them to perform their function and execute the duties allocated to them. This mandate originates from the Constitution of the Republic of South Africa, Act 108 of 1996. The Provincial Department of Local Government Integrated Development Unit is therefore obliged to support and guide municipalities in the development of IDPs by mobilizing and coordinating sector departments to participate in IDP processes, and to identify and allocate funds for projects. It is suggested that the DLGTA IDP Unit is not doing enough to support municipalities so as to deliver credible IDPs, hence the wide-spread violent service delivery protests. The study aimed at establishing whether there is a direct link between the efforts or not of DLGTA to help the municipality to develop a credible IDP and service delivery protests. The IDP may be credible, but the implementation may be flawed, or funding does not flow as expected, or the people on the ground may not understand that it may take years to deliver services. The study targeted senior managers of coordinating Departments, the Sunday’s River Valley Municipality (SRVM) and IDP Managers of SRVM and the Cacadu District Municipality (CDM). The study discovered that sector departments do not participate meaningfully in IDP processes mainly because: (1) SRVM does not extend invitations to all sector departments to attend IDP meetings; (2) There is no legal obligation to participate at local level; (3) There appears to be no commitment shown by senior managers of SRVM on IDP Processes. The DLGTA IDP Unit efforts to assist SRVM to deliver credible IDPs cannot be deemed successful, because the SRVM IDP continued to receive medium rating score for four years in succession. The DLGTA IDP Unit never paid attention to the issues cited above as the cause of stagnation of SRVM IDP. The DLGTA IDP Unit was not aware that the issues cited above were the cause for the poor SRVM IDP until the researcher brought it to their attention. It is therefore recommended that the culture of participation in the IDP processes by top management of both SRVM and DLGTA should be included in the performance contracts of top management officials. It is also recommended that the Inter Governmental Relations (IGR) Framework Act be reviewed to recognize IGR IDP Structures at local level such as IDP Representative Forums. The Act currently is silent on those structures at local level.

The study further attempted to confront racism from the perspective of finding ways in which human relations of a diversified higher education population could be improved. As the issue at hand in this study relates to racism, critical race theory (CRT) was explored in an attempt to understand different perceptions and ways of dealing with racial inequality. CRT recognizes the complexities of racism and the construction of race as a way of justifying political, economic and social inequality (Stovall, 2006:247). This understanding played a role in making sense of perceived racial discrimination which is also connected to gender, age and social class. CRT conceptual tools, such as stories and counter stories featured strongly in the data collection process. Understanding the relationships of power, race and racism, as advocated by CRT, was vital in the process of analyzing data, reporting on the findings, and the proposed recommendations. The empirical data and literature provided insight in the design of a ‘Wheel of Humanity’ which serves as a succinct portrayal of ideas that can work in nurturing acceptable, to better, human relations. The study revealed that Meta-stereotypes influenced the perceptions of racist attitudes, behaviours and practices. As much as overt forms of racism were reported as minimal, subtle and implicit forms still exist, and are aggravated by the ‘culture of power’ that is taken for granted. The success of initiatives designed for the purposes of going beyond race, and adopting a humane approach in instilling the principles of ubuntu, depends on changing attitudes and preconceived ideas.

In South Africa, public participation is receiving prominence and increasing attention especially at local government level as this level is regarded as the sphere of government closest to the people. The new democratic government in South Africa regards public participation as a cornerstone of democracy. Ackerman (2004:448) asserts that the opening up of the core activities of the state to societal participation is one of the most effective ways to improve accountability and governance. Such accountability and involvement can be better achieved when communities are part of decision making processes in their communities. In South Africa, public participation was heralded by various pieces of legislations which obligated the public to participate and have a say in the decisions taken by their communities. Section 152 of the constitution: Constitution of the Republic of South Africa (Act No 108 of 1996) requires local authority to “encourage the involvement of local communities and community organizations in matters of local government” Informed by the broad principles of the Constitution, the White Paper on Local Government 1998 introduced the notion of developmental local government. According to this Paper, “developmental local government is defined as local government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve the quality of their lives”. It is through the process of public participation that citizens are given the opportunity to provide input and partake in decision making on service delivery and governance matters of their municipalities. It is widely acknowledged that active public participation is evidence of deepened democracy and can assist municipalities in i) enhancing service delivery ii) making government and officials more effective and accountable and most importantly involve the communities in decisions affecting their lives and communities. By and large, community involvement through public participatory systems ensures that municipalities incorporate the developmental needs of the people. Theseneeds are expressed and consolidated in municipal integrated development plans. To realise the above, the White Paper on Local Government 1998 suggests that “municipalities should develop mechanisms to ensure citizen participation in policy initiation and formulation, and the 3 monitoring and evaluation of decision-making and implementation”. As outlined above various laws gave a new meaning and a legitimised mandate to the role of local communities in the development of their communities. Informed by the above, this study examines the extent to which public participation influences decision making within the IDP processes and by association its impact on service delivery. This study is premised on the widely accepted view that public participation is a process involving the community or the public to gather opinions, investigate the needs, desires and wishes of the local community and to ensure that they as the community are involved in the decision making processes of their municipality. The study is of the view that the IDP processes represent a structured vehicle to enable citizens and groups to influence decision making through institutionalised municipal participatory structures. By so doing, the public and the government form a pact/partnership to ensure that the needs and aspirations of the community receive priority in the IDP processes.

Section 152 of the constitution: Constitution of the Republic of South Africa (Act No 108 of 1996) requires local authority to “encourage the involvement of local communities and community organizations in matters of local government” Informed by the broad principles of the Constitution, the White Paper on Local Government 1998 introduced the notion of developmental local government. According to this Paper, “developmental local government is defined as local government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve the quality of their lives”. It is through the process of public participation that citizens are given the opportunity to provide input and partake in decision making on service delivery and governance matters of their municipalities. It is widely acknowledged that active public participation is evidence of deepened democracy and can assist municipalities in i) enhancing service delivery ii) making government and officials more effective and accountable and most importantly involve the communities in decisions affecting their lives and communities. By and large, community involvement through public participatory systems ensures that municipalities incorporate the developmental needs of the people. Theseneeds are expressed and consolidated in municipal integrated development plans. To realise the above, the White Paper on Local Government 1998 suggests that “municipalities should develop mechanisms to ensure citizen participation in policy initiation and formulation, and the 3 monitoring and evaluation of decision-making and implementation”. As outlined above various laws gave a new meaning and a legitimised mandate to the role of local communities in the development of their communities. Informed by the above, this study examines the extent to which public participation influences decision making within the IDP processes and by association its impact on service delivery. This study is premised on the widely accepted view that public participation is a process involving the community or the public to gather opinions, investigate the needs, desires and wishes of the local community and to ensure that they as the community are involved in the decision making processes of their municipality. The study is of the view that the IDP processes represent a structured vehicle to enable citizens and groups to influence decision making through institutionalised municipal participatory structures. By so doing, the public and the government form a pact/partnership to ensure that the needs and aspirations of the community receive priority in the IDP processes.

The findings were that if the traditional leaders can be well capacitated, they can play a crucial role to enhance service delivery and also in the monitoring of the services rendered.

- Description: Water resource management has become a pertinent issue of global environmental concern in response to the conditions of a growing global population, increasing development and a limited freshwater supply. It is against the backdrop of such conditions that effective water resource management has gained popularity in seeking to ensure that the needs of the growing population will be met and secured for future generations. The notion of integrated water resource management (IWRM) is a perspective on water resource management that has evolved out of the global opinion that social and ecological systems are linked and therefore cannot be managed separately. The department of water affairs (DWA) in South Africa highlights the importance of approaching management of water resources from a catchment perspective which forms the basis for a particular integrated approach to management called integrated catchment management (ICM). ICM recognizes the catchment as the correct administrative unit for management. It integrates water resources and the land that forms the catchment area in planning and management. Researchers have described the implementation of ICM as being complicated and difficult. This is no exception to South Africa. Principles of ICM have received widespread prominence in South Africa as they have been incorporated into national water policy. Actual implementation however is still in its infancy. The study is therefore a case study of ICM with respect to factors influencing implementation amongst different stakeholders. The study aims to explore the theme of implementation of ICM within the context of the Gamtoos River Catchment with a view toward identifying and addressing challenges that may be more broadly applicable. The study adopts an inductive, exploratory approach to the connection between theory and practice. A systems-based framework characterized by sequential steps similar to that employed in a case study conducted by Bellamy et al. (2001) in Queensland Australia is used to facilitate the evaluation of ICM in the Gamtoos River Catchment. The evaluation is achieved through a three step process of exploration in the current study. Triangulation is applied to the choice of methods of analysis which involves the use of a global analysis method, the use of learning scenarios and a grounded theory method. Findings reveal seven core themes which help to provide a detailed, contextual understanding relating to the status quo for ICM in the catchment. Results from a grounded theory analysis summarized the main challenges to implementation into five broad categories. Based on this analysis method and the application of the three learning scenarios for the Gamtoos River Catchment, the extent to which these challenges exist was discovered. The state of ICM in the catchment was classified as falling within a condition of a level of success being achieved with room for improvement to a condition of optimal ICM. The study concludes that based on the context of ICM being an example of a Complex Adaptive Systems (CAS), this state of ICM in the Gamtoos River Catchment is subject to change. This therefore necessitates the consideration of approaches to implementation that are adaptive to change. Findings may serve to inform decision making on how ICM can be effectively implemented elsewhere in a South African context.

- Description: This study explored the experiences of mature women undertaking Master’s degrees at a Historically Disadvantaged Institution of Higher Learning in South Africa. Attaining a Master’s degree is a significant milestone in education and the process may take from one to three, or more, years. The study aims to describe aspects of the women’s experiences of their research journeys and the goal of the study is to present descriptions of these experiences. The methodology is qualitative and uses a critical feminist approach, appropriate to exploring the research questions. A critical feminist stance holds that women experience the world differently to men given the patriarchal structure of society. Emphasis is placed on the primacy of the co-researcher’s perceptions of their experiences. A single method research design was followed using semi-structured interviews. The analysis resulted in the emergence of a number of central themes. Together these reflect the experiences of the co-researchers, although they did not automatically share all the experiences. The findings show that postgraduate study, in the form of a Master’s degree, was found to be transformative, meaningful and worthwhile, although not without difficulties; mainly the demands required of multiple roles within home, community, work, and the university. This study contributes towards the larger body of research within education, in particular in the understanding the experiences of mature women within the field of postgraduate study.
