- Description: In 1924 the Industrial Conciliation Act was passed setting up a system of centralised collective bargaining for white workers. Black employees were excluded from this legislation. The Act allowed for the establishment of industrial councils that set wages and conditions of sendee for white workers. The 1970’s was marked by a rapid increase in the number of black workers especially in the manufacturing industries. This led to the rise in militant black trade unions fighting against low wages and poor working conditions of black employees. The state then passed the Black Labour Relations Act of 1973 through which liaison and works committees were set up at plant level. These committees were however, rejected by black trade unions as they did not ensure any improvements in the working conditions of black workers. As the militancy of black trade unions began to grow, a new Industrial Conciliation Act was legislated in 1979 that included all black workers (although migrant workers were initially excluded). The Act allowed for the registration of black unions and participation in centralised bargaining within the industrial councils. The new law still did not protect the rights of black workers and the trade unions instead adopted a strategy of strengthening plant level negotiations as opposed to centralised bargaining. In the late 1980’s as the trade unions strengthened their power base on the shopfloor, they once again changed their strategy and opted for industry wide collective bargaining. This move came about as trade unions realised the potential of industry wide industrial action to ensure improved wages and working conditions of black workers. This move also allowed for the bargaining of non-wage benefits such as maternity benefits, provident funds, health and safety issues, etc. Employers were now opposed to centralised bargaining and reintroduced plant level negotiations by closing several key industrial councils. The 1990’s was characterised by increased pressure from trade unions to legislate centralised bargaining. The Labour Relations Act (LRA) of 1995 was enacted to allow for the establishment of bargaining councils, which replaced industrial councils. However, the LRA only facilitates and promotes centralised bargaining but does not make it compulsory. With the push for increased centralised bargaining came the expansion of the bargaining agenda to include industry' and sector policies, workplace and sector restructuring. HIV/AIDS policies, employment equity, skills training, etc. Employers then began to argue for the introduction of multi-year agreements so that sufficient time could be given to incorporate not only'wage issues but also other socio-economic concerns raised by workers. With the onset of globalisation came the pressures towards increased international competition, restructuring of workplaces, retrenchments, casualisation, privatisation, etc. Collective bargaining is thus being conducted under difficult economic pressures as workers lose their jobs and inflation rates are escalating. Within this climate employers are set to push for the reintroduction of enterprise level bargaining especially in sectors where trade union militancy is strongest. International trends show an increase in - enterprise level bargaining where individual contracts are negotiated. In addition, where centralised bargaining is set to continue, employers will fight to introduce multi-year agreements to allow for more time to phase in non-wage socio-economic demands placed on the negotiating table by workers.

During the years of struggle against apartheid several ecumenical documents addressed the issues of the day. The Letter to the People of South Africa (1968), the Kairos Document (1985), the Evangelical Witness in South Africa (1986), the Road to Damascus (1989) and the Rustenburg Declaration (1990) may be mentioned in this regard. In the same ecumenical and prophetic spirit, this document seeks to address the escalating destruction of our environment that results in immense suffering for people, for other living species and for our land as a whole. In responding to this challenge Christians in South Africa may recognise, acknowledge and learn from the many voices and contributions on environmental concerns coming from all over the world — from churches and ecumenical movements, from the Earth Charter movement, from other religious traditions and from environmental organisations. - Description: The decision by the previous apartheid governments to deprive the black population of quality education and training has dealt both the people (student and workers) and the economy of this country a severe blow. That blow is demonstrated by the current lack of skills among the majority of people of this country, particularly the black workers who constitute the majority of the workforce. The post-apartheid government is making a strong attempt at redressing the past injustices in all its forms, of particular interest in this research project, the endeavours in the education and training sphere, specifically developments associated with the National Qualifications Framework. The passing into law of the South African Qualifications Act of 1995 and the formulation of the National Qualification Framework represent significant milestones towards redressing current education and training imbalances. In order to actualise the promises of these policies and laws, new qualifications will have to be developed. This research project explores training needs of environmental practitioners in three different contexts employing a combination of research methods, i.e. Case Study and a Survey. The research project sought to identify the roles and training needs of environmental management practitioners in fulfilling their job demands as well as for career advancement. The research also sought to identify through a survey training courses currently on offer in South Africa in the environmental management field. The cases revealed a range of roles and competencies required by 'entry-level' environmental managers. Of note was the observation that these roles were broader than what the traditional perspectives on environmental management might suggest, and competencies required included several social skills, in addition to various technical skills. The survey revealed a strong leaning towards technical competence among the majority of available training courses in environmental management; and that technical emphasis remained the case even among those courses that appeared to include at least one 'social' dimension. It thus seems that this emphasis on technical competence is not consistent with the job demands of the three studied environmental management practitioners. The research identified a need for an encompassing (broad) course or qualification at 'entry level' that would take into account the realities on the ground as they confront these practitioners on a daily basis. Such training will provide practitioners with the necessary competencies to function in this seemingly evolving field of environmental management. Suggestions to inform the development of an entry-level qualification or training programme are made as part of the recommendations flowing from the research findings. The suggested qualification 'framework' is based on generic areas identified among the research participants. - Description: This dissertation re-examines an era in the production and reception of English language poetry in South Africa by black writers. Intellectually the 1970's was the Black Consciousness phase of South African history and very few aspects of life in the country were untouched by the intellectual movement led by Steve Biko and other young black student leaders. The aesthetic and literary output of the time, like all other facets of South African life, exhibited the influence and pressures brought to bear by Black Consciousness. Moreover, the Black Consciousness poets introduced the most vibrant and innovative phase for English language poetry produced in South Africa. It is my contention, however, that such vibrancy and innovation has consistently been compromised by unsympathetic, often hostile, and almost-always ill-informed criticism. The dissertation offers a critique of the academic and journalistic practice of criticism in South Africa. I argue that critical practice in South Africa has been engaged throughout the twentieth century in the discursive enforcement of ‘discipline’. In his Discipline and Punish (1977) the French post-structuralist philosopher Michel Foucault demonstrated how power is wielded against oppressed/suppressed groups through self regulated proscriptions, and argued that power is a discursive rather than a corporeal phenomenon. My dissertation follows Foucault in reading the critical reception of Black Consciousness poetry as the practice of disciplinary power. The dissertation also engages critically with the poetry of Oswald Mtshali, Mongane Serote and Sipho Sepamla, and argues that their work is the inscription of black subjectivity into the literary and cultural mainstream. It situates their work within wider 6 societal debates and definitions of ‘blackness’. In this regard use is made again of Michel Foucault’s insights and methodology of discourse analysis as shown in The Archaeology of Knowledge (1972). I argue that Oswald Mtshali’s work is a failed attempt at a dissection of apartheid and colonialism from a broadly Christian and humanist perspective. In my reading of Mongane Serote I explore the relationship between women’s bodies and the practice of representation. It is my contention that Serote is most concerned with claims of belonging, and this is shown through his extensive use of the trope of ‘Mother’. My discussion of the poetry of Sipho Sepamla focuses on language and (self- )representation, particularly the use of practices of naming in constructing subjectivity. My contention is that Sepamla ultimately abandons attempts at representation in favour of oppositional self-construction in language. In the concluding chapter I defend the thesis that the politics of discipline have prevented the broad critical establishment from gaining access to these discursive constructions of blackness in the committed poetry of South Africa.

- Description: This thesis examines Dickens's presentation of evil women. In the course of my reading I discovered that most of the evil women in his novels are mothers, or mother-figures, a finding which altered the nature of my interpretation and led to closer examination of these characters, rather than the prostitutes and criminals who may have been viewed negatively by Nineteenth century society and thereby condemned as evil. Among the many unsympathetically portrayed mothers and mother-figures in Dickens's works, the three that are most interesting are Lady Dedlock, Miss Havisham, and Mrs Skewton. Madame Defarge initiates the discussion, however, as a seminal figure among the many evil women in the novels. Psychoanalytical and socio-historic readings grounded in Nineteenth century conceptions of womanhood provide background material for this thesis. Though useful and informative, however, these areas of study are not sufficient in themselves. The theory that shapes the arguments of this thesis is defined by Steven Cohan, who argues strongly that the demand for psychological coherence as a requisite of character obscures the imaginative power of character as textual construct, and who both refutes and develops character theory as it is argued by Baruch Hochman. Cohan's theory is also finally closer to that outlined by Thomas Docherty, who provides a complex reading of character as ultimately "unknowable".

- Description: In 2001, participatory research, incorporating various participatory rural appraisal techniques, was conducted in five, rural, primary schools in the Eastern Cape, South Africa. The participatory research was aimed at identifying and addressing schools' needs in terms of lifeskills education in a changing South Africa and educational environment. This whole process has been written up as a case study and further analysed in an attempt to describe the emerging role of the psychologist, working in participation with educators, in this kind of setting. Going beyond description, the researcher reflects upon the function and nature of the role of the psychologist within the developmental participatory process. In doing so, the article addresses the need for participatory research results to be further analysed in generating theory, particularly within Psychology. The article highlights some of the strengths of qualitative research, and the primacy of the personal in that endeavour.

- Description: The main objectives of this study can be divided into three categories. In the first place it refers to the determination of production- and reproduction norms for the different main production areas in the greater Burgersdorp area, to promote production. In the second place it refers to the determination of the different management styles of sheep farmers in the greater Burgersdorp area. In the third place it refers to the calculation of gross margins for sheep farming in the greater Burgersdorp area, to establish the sustainable economic position. The survey area (the greater Burgersdorp area) includes the magisterial districts of Burgersdorp, Molteno, Steynsburg and Venterstad. The four magisterial districts were divided into two main production areas namely Stormberg Highveld and Burgersdorp Lowveld. Stormberg Highveld includes Molteno and the high-lying area (highveld) of Burgersdorp. Burgersdorp Lowveld comprises Steynsburg, Venterstad and the low-lying area (lowveld) of Burgersdorp. The management strategies of sheep farmers in the survey area were determined by means of a questionnaire and statistically analysed. The economic analyses of the sheep industry (wool and meat) were performed with the Geyer computer model. In this study it showed that the Dorper farmers obtained the highest gross margin per sheep. The lowest gross margin per sheep resulted from the Vleismerino farmers. Although the composition of the gross production value and the directly allocatable variable costs compare favourably, each main production area has unique management strategies for the different sheep breeds. The different management strategies can serve as the norm for extensive sheep farming, applicable to the specific main production area.

- Description: Many applications need the ability to do real-time notification when events occur. Often the people who need to be kept aware of events are in a remote location. This paper looks at a bi-directional gateway between networked computers and the GSM short message service. The gateway is implemented as a web service, and uses the Simple Object Access Protocol to facilitate data communication. The service interacts with a database in order to facilitate retrieval of sent or received messages, as well as provide accounting abilities. It is intended as a practical proof-of-concept application demonstrating some ofdemonstrating some of the capabilities of the Simple Object Access Protocol.

A case study of the language policy in practice in the foundation phase of schooling

- Description: This interpretative case study takes place in the foundation phase of a previously parallel medium school in the Eastern Cape. Learners from all three major language groups of the province (English, Xhosa and Afrikaans) are enrolled at the school. The study examines the language attitudes of teachers, parents and young learners and records their language practices in the classroom, the wider school environment and at home. Research carried out through this case study found that all stakeholders perceive English as the language of access to improved education and lifestyle. All young learners displayed a positive attitude to multilingualism and were keen to be able to speak all three provincial languages. The attitudes of their parents and teachers however differed from the learners and each other. The teachers and the English speaking parents were primarily concerned with the maintenance of the standards of English. The Afrikaans and Xhosa speaking parents were committed to their children developing proficient English language skills even if this meant supporting the development of their primary language and culture at home. Furthermore it was discovered that little attention had been paid to developing a school language policy in accordance with the new Language in Education Policy of July 1997. This policy promotes an additive approach to bilingualism and seeks to ensure that meaningful access to learning is provided for all children. By suggesting steps that could be taken by this school to develop their own language policy, the study highlights the necessity of recognising and remedying the gaps between policy and practice in the issue of language rights, identity and education in general.
