- Description: The purpose of this thesis is to disseminate research work done towards a higher degree and report on the findings of the research that was conducted relative to South African Public Private Partnership (PPP) projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The aim of the research was to fulfil the requirements for the award of the degree of philosophiae doctor in construction management; contribute to the PPP body of knowledge; contribute further understanding of the performance of PPP projects in South Africa; and develop a systemic model for a sustainable PPP system within the country and beyond. All the aforementioned have been achieved, despite the research limitations as indicated in Chapter 1. A case study approach was adopted to examine various performance aspects of operational South African PPP projects. The research was a multi-case study design. Each individual case study consisted of a ‘whole’ study, in which facts were gathered from the selected PPP projects and conclusions drawn on those facts. A web-based questionnaire was used to capture the experiences and perceptions of various actors involved directly, or indirectly in selected PPP projects. The sample stratum consisted of all operational PPP projects registered in accordance with Treasury Regulations as of December 2005 and other projects that reached financial closure before the Public Finance Management Act of 1999 became effective. PPPs involve highly complex procurement processes, are relatively new in South Africa and to date have attracted limited investigation to refine our understanding of the operational performance of PPP projects. This is notable, as significant financial and other resources are involved, and the perception exists that service delivery in most parts of the country is poor. Key empirical evidence from the research indicates that South Africa has developed a robust policy and regulatory framework for PPPs; has an inadequate level of PPP awareness and training; and lacks the project management capacity to facilitate deal flow. It is suggested that further research be conducted on a yearly basis, preferably every six months, so that trends can be established concerning various aspects of other operational PPPs. Further, it is recommended that the PPP Unit commission sector-specific studies that will conduct further research, to compare research across PPP and non-PPP contracts. The choice to conduct a multi-case study required extensive resources and time beyond the means available to the researcher. Further, the sensitive nature of PPP projects made it difficult to obtain required data at the first attempt. However, the researcher made several follow up calls and reminders before eventually obtaining the required data from the respondents. A systemic PPP model has been developed for PPP implementation and management. This model was tested for appropriateness by conducting a further survey on PPP participants attending an international conference on 'Financing of Infrastructure Development in Africa through Public Private Partnerships’ staged in August 2007, in the St. George Hotel, Johannesburg, South Africa. The findings from this research make an invaluable and original contribution to the PPP body of knowledge, provide insight for further research in this important field, refine the understanding of operational PPP projects, and provide direction for policy and decision makers in the public and private sectors, within South Africa and beyond.

The construction industry is one of the growing forces contributing to the current economic growth of South Africa. However, in the speech made by the president Thabo Mbeki, he highlighted the labour market as one of the key constraints to achieving higher and sustainable growth. It is believed that there is a skills shortage or a mismatch in the labour market (Mail & Guardian, 2006). The construction industry has seen a steady growth over the past number of years. When South Africa won the bid to host the 2010 world cup, this required more building work to be done, such as construction of stadia, hotels, etc. This has put further strain in the construction industry. As the work load increases, the companies in the industry require more resources, with the human resources being the most affected. This has seen a high rate of talented staff turnover in the industry as companies seek to increase their capacity to allow them cope with the current work load. The consulting engineering industry plays a critical role of the construction industry. The selected company is part of the electrical and mechanical consulting engineering industry which has also been affected by the high talented staff turnover. The main purpose for this research was to identify retention strategies that can be used by the selected company to reduce the turnover of their talented staff. The research also investigated methods to retain the knowledge within the company that was possibly lost due to a high talented staff turnover rate. The first step used to resolve the issues discussed above was to complete a full literature study. The literature study sought to reveal what characteristics were required in the company that ensured staff would be happy in that company and remain there for a long time. The literature study also covered what knowledge iv management methods can be used by the company to retain its valuable knowledge. Secondly, the views of current staff, ex-staff and management of the selected company on staff and knowledge management strategies were asked in an empirical study, which involved completing questionnaires and conducting structured interviews. Based on the findings of the literature study and the empirical study, the last step was to make recommendations on what strategies should be implemented to retain staff and knowledge for the selected company.

- Description: Admissions assessment batteries at most South African higher education institutions augment matriculation results with assessment data from cognitive and non-cognitive measures, in order to identify potentially successful students. The Motivated Strategies for Learning Questionnaire (MSLQ) is a non-cognitive measure, developed in the United States of America to assess the motivational orientation and use of learning strategies among college students. Numerous international studies have confirmed the reliability and validity of the MSLQ. Presently only three quantitative studies have been conducted in the South African higher education context, and in these, researchers have focused on the predictive validity, construct validity and reliability of the MSLQ when used with multicultural and multilingual groups of test-takers. An overview of these studies revealed a confirmation of adequate reliability of the MSLQ, and whereas it was established that nine of the fifteen subscales of the MSLQ are significantly related to the academic success of undergraduate students, limited support was found for the construct validity of the measure. As a result of these findings, a lack of qualitative methods for confirming or disconfirming the quantitative results was noted. The general aim of this study was to explore the applicability of the MSLQ in a higher education South African context, with respect to aspects related to bias, through assessing the item content with specific reference to language and cultural appropriateness. This was to ensure that items on the MSLQ did not favour or disadvantage any cultural and language groups. Investigations in this regard are a necessity in a country like South Africa in an effort to promote fair assessment practices. In order to achieve the above-mentioned aim, a quantitative and qualitative approach was utilised following an exploratory-descriptive research method. The researcher employed a non-probability, purposive sampling procedure to select post-graduate participants employed at the Nelson Mandela Metropolitan University (NMMU) to act as expert reviewers. A Bias Review Form was the primary mode of data collection and this enabled the researcher to collect the biographical details of the expert reviewers, their ratings of the language and cultural appropriateness of each item, and their comments, suggestions and recommendations for improving identified problematic items. Descriptive statistics were used to analyse the reviewers’ responses to the short biographical questionnaire included on the Bias Review Form, while frequency counts were calculated based on the reviewers’ responses to the language and cultural appropriateness of each item. The reviewers’ comments were analyzed into themes using Tesch’s model of content analysis. Three main themes relating to potential bias were identified, namely, language, culture and item characteristics. Guba’s model was employed for assessing the trustworthiness of the qualitative data and for data verification.

Originally it was interpreted that section 197 allowed for the automatic transfer of employees in cases where there was a transfer of the whole or part of a business, trade or undertaking as a going concern. That meant that the contracts of employment transfer to the new owner and that the employees could not refuse to be transferred. Various judges were tasked with interpreting this section in its original form and thus different interpretations emerged with the Labour Appeal Court ultimately deciding in the NEHAWU v University of Cape Town matter that employers involved in the transfer can decide between them, not to transfer the employees. The LAC further held that “outsourcing” does not necessarily entail a transfer of a business. Section 197 was amended in 2002 and the effect of the provisions is that the old employer is not required to seek the consent of the employees before their contracts are transferred and that the employment contracts transfer automatically. However, the current section has also raised some difficulties especially relating to: when does a transfer of a business as a going concern take place; what constitutes a “business”; when is an entity part of a business, trade, undertaking or service? A more glaring controversy relates to whether section 197 applies to “second-generation contracting out or outsourcing”. All provisions of the LRA should be interpreted in the context to advance economic development, social justice, labour peace and democratisation of the workplace. One of the primary objects of the LRA is to give effect to and to regulate the fundamental rights of the Constitution of the Republic of South Africa, 1996. Thus section 197 is to be interpreted in light of the objectives of the LRA as well as to promote the spirit, purport and objects of the Bill of Rights. The common law and international law are both important sources of comparison. The common law allows employers who transfer businesses free to decide whether or not the transfer will include the employees of the transferor. International law, particularly the European Union and the United Kingdom, favour the approach that when an entity is transferred, it retains its identity after the transfer and the safeguarding of employee rights in the context of business transfers. European and English jurisprudence have shown that almost any combination of events can constitute a transfer of a business.

The sample consisted of thirty project members from six different projects and also included five Community Development Practitioners from the Department of Social Development. Semi- structured interviews, document review and focus group discussion were used to collect data for the study. The data was analyzed using descriptive statistics and thematic methods. The study revealed factors that contribute to the sustainability of the projects. These factors include the capacity of the project members and the departmental officials to implement and monitor the projects. Management and organization of the project plays an important role in determining the sustainability. Active participation of the project members in the planning of the project is important. Stakeholder participation and sharing of expertise is another important factor in determining the sustainability of the projects. Lastly, the study shows that monitoring and evaluation of the progress is necessary to ensure that the project achieve the desired outcome. It is recommended that the Department of Social Development should consider these factors and add them in the checklist before the funding of the project is approved. It is also important to determine the duration of the project in order to be able to measure its impact in a given period of time.

Lastly, the study shows that monitoring and evaluation of the progress is necessary to ensure that the project achieve the desired outcome. It is recommended that the Department of Social Development should consider these factors and add them in the checklist before the funding of the project is approved. It is also important to determine the duration of the project in order to be able to measure its impact in a given period of time.

The results of the study indicate that all influences within the three interrelated career systems have an influence on the career development of black adolescents. Furthermore, the MSCI workbook was shown to assist participants in identifying and evaluating significant systemic influences that have contributed to their career development to date. Participants from both genders and all grade levels were able to successfully complete the MSCI workbook and provide reflective comments on their MSCI personalised diagrams. The applicability of both the STF and the MSCI are acknowledged. Limitations and recommendations for future research based on the present findings are suggested.

The three schools are from differing social, historical, political and economic backgrounds. The schools chosen are a former model C school, a ‘Coloured’ school and a ‘Township’ school. These three diverse schools have been selected to identify the dominant Discourses that inform the homework practices. The eventual effect of these Discourses on the learners is also included. The material and personal effects on the learners is discussed. The prevalent Discourses on homework in the model C school, work to produce disciplined subjects who are able to ‘self govern’ and thereby succeed in society. At school’s B and C the dominant Discourses are of a deficit nature. These discursively position the learners as victims and subjects who are unable to manage their academic and private selves, as a result of their circumstance. While the staffs at schools B and C appear to be well intentioned, this abovementioned deficit model is perpetuated by their talk. These principals and teachers need to become aware of the power that their discursive formations contain and the impact thereof. A qualitative methodology is adopted in this study. Three different methods of data collection are employed in order to promote triangulation and thereby increase the validity of the findings. Discourse and Critical Discourse analysis provide the tools with which to analyse and draw conclusions from the gathered data.

The HIV prevalence amongst 15 to 24 year old South Africans is 10.4 percent. It has become vital that youth receive education about HIV/AIDS as early as possible, to ensure that they do not contract the virus. Psycho-education seeks to teach psychological knowledge and skills to individuals. This is also known as life skills teaching. The National Departments of Health and Education have developed a life skills programme for schools. This programme aims to, amongst others; educate young people about HIV/AIDS. The effectiveness of this programme will be assessed in two schools in the Port Elizabeth area. In this exploratory descriptive, triangulation research study, a quasiexperimental, one group pre- and post-test design was used to assess the effectiveness of the life skills programme amongst 211 Grade nine middle to upper socio-economic group learners. Four focus groups were conducted after the programme to explore the learners attitudes and perceptions of HIV/AIDS and their experiences of the programme. Teschs model of content analysis and Gubas model of trustworthiness were used to analyse the data obtained from the focus groups.

Ostrich chicks (1-28 days of age), with no previous exposure to flavourants showed a strong preference for salty feed. Another experiment determined the effect of different colourants on the feed intake of ostrich chicks. Exposure of chicks to feed coloured artificially in different colours (green, red, blue and yellow) had no impact on the feed intake of ostrich chicks (1-28 days of age). Throughout the study the dry matter intake was the highest for the control diet, indicating that the provision of coloured feed to ostriches, as practised in this study, will not stimulate feed intake. The effect of feed processing and restriction of water availability for ostrich chicks was also examined. Extrusion reduced microbial counts in feed by 99.7 percent. Feed intake as well as average daily gain of chicks were lowered by both the pelleting and the extrusion process practised in this study. Processing did not have a positive influence on the production of ostrich chicks 6-15 weeks of age. Dry matter intake for chicks subjected to water restriction were the same as for birds receiving water ad libitum. Similarly growth rate as well as feed conversion ratio was not effected by restriction of water, as practised in this study. Another technique studied was to determine the effect of 24h artificial light on feed intake, growth and the behaviour of ostrich chicks (1-28 days of age). A Timeactivity budget revealed that chicks subjected to 24 hours of light spent more time eating (14.7 percent) than those subjected to normal day and night cycles (11.4 percent). In spite of this, no significant difference in feed intake, growth rate and feed conversion ratio was observed for ostrich chicks subjected to different light regimes. The effect of different dietary salt levels on the production of ostrich chicks (8-12 weeks of age) was also determined. The performance of chicks was the best on a diet with a salt inclusion of 1.4 percent.

- Description: The Stanford Prison Experiment (SPE) was conducted to determine the psychological and behavioural effects of adopting the roles of prisoners or prison guards. In various published research articles Zimbardo reported that he instructed the prison guards to maintain law and order (Haney, Banks, & Zimbardo, 1973). However, in the Quiet Rage video (Zimbardo, 1989), Zimbardo gave the prison guards additional detailed instructions. To examine the effects of these different instructions on expected prison guard role behaviour, first year Psychology students were requested to predict expected prison guard role behaviour under two different conditions. In the order condition, participants received the instructions used in published research articles. While in the fear condition, participants received the instructions from the Quiet Rage video (Zimbardo, 1989). Participants estimated the likelihood of 50 guard behaviours. Participants in the order condition predicted more pleasant behaviour, while participants in the fear condition predicted more unpleasant behaviours. This indicates that the different instructions influenced their intent to perform the different behaviours. There was no significant difference between the fear and order conditions, and the control behaviours. Participants in both the fear and order conditions rated the control items as expected prison guard role behaviour. Participants in both conditions indicated that they would behave in this manner. Gender had no significant influence on expected prison guard role behavior.

It is based on a ten month period of research involving a literature review, interviews with headmasters of secondary schools who gave permission to survey their students, educational talks to secondary school learners and a survey of 500 learners from different schools in the Mthatha region. Purpose: The research endeavour addressed the problem of investigating the effectiveness of blood donor education in secondary schools in Mthatha region. Design/methodology/approach: This study employed a questionnaire-based survey. Five schools namely Mthatha High School, Holy Cross High School, Strategic High School; St Johns’ College and Zamukulungisa High School participated in this study. The Statistical Analysis System was employed to assess the association between the awareness strategies and general donor response. A chi–square test of association, based on the p –value approach, was used to achieve the results. Findings: This study finds that a blood donor education programme can increase blood donation awareness; benefit the schools and community, thus increasing the blood donor base. Receiving information as to the criteria for blood donation and how each individual donation is used to save a life is seen as a powerful means of reinforcement. Research limitations/implications: Further research is recommended on a large scale, involving all schools in Mthatha region. The research was delayed because it employed a new approach and a team had to be appointed before the blood donor centre can be opened. It is further recommended a once–off educational programme is not ideal because learners may not have received blood donation education before and should be repeated in follow-up sessions. Originality: This is the first research study looking at the effectiveness of a blood donor education programme in Mthatha secondary schools.

Five schools namely Mthatha High School, Holy Cross High School, Strategic High School; St Johns’ College and Zamukulungisa High School participated in this study. The Statistical Analysis System was employed to assess the association between the awareness strategies and general donor response. A chi–square test of association, based on the p –value approach, was used to achieve the results. Findings: This study finds that a blood donor education programme can increase blood donation awareness; benefit the schools and community, thus increasing the blood donor base. Receiving information as to the criteria for blood donation and how each individual donation is used to save a life is seen as a powerful means of reinforcement. Research limitations/implications: Further research is recommended on a large scale, involving all schools in Mthatha region. The research was delayed because it employed a new approach and a team had to be appointed before the blood donor centre can be opened. It is further recommended a once–off educational programme is not ideal because learners may not have received blood donation education before and should be repeated in follow-up sessions. Originality: This is the first research study looking at the effectiveness of a blood donor education programme in Mthatha secondary schools.

The research concluded with proposals on revisions to some clauses to ensure a better contract document that will be acceptable to all contractors in the Building Industry and ultimately to be an internationally acceptable document.

Goats in the transformed treatment consumed a higher diversity of plant species (94 species) compared to those in the intact thicket (42 species). The higher species richness per faecal sample and the larger seasonal variation in plant species utilized by the goats in the transformed treatment reflected the variability of this treatment in response to rainfall. The proposed site was the Klipfontein Vlei which is located just north of the Bushmans River Mouth. Artificial recharge is defined as augmenting the natural movement of surface water into underground formations by some method of construction, the spreading of water, or by artificially changing natural conditions. A variety of methods have been developed, including water spreading, recharging through pits and wells, and pumping to induce recharge from surface water bodies. The choice of a specific method is controlled by local topography, geology and soil conditions, and the quantity of water to be recharged and ultimate water usage. In special circumstances, land value, water quality, and climate play an important role. Artificial recharge is not a foreign concept to South Africa and this project is to test its feasibility in a back dune wetland area. Augering done in the study area revealed the dominance of sandy loam in the upper layers of the pans, loamy sand in the middle levels and the presence of some sand lenses in the lower reaches. Particle size analysis done by sieving and hydrometer test, showed a dominant 3f fraction. There was variation in modes in pan 1 from unimodal to bimodal to trimodal. Pan 2 showed no variation as all samples were unimodal and moderately well sorted. Infiltration tests were done by a double ring infiltrometer. These results showed that the infiltration rates of the pans became stable after 15 to 20 minutes, thus indicating that the soil had reached its saturation point. The resistivity surveys revealed a stepped water table. The inclination of the water is controlled by the predominately argillaceous horizons of the Bokkeveld Group. Based on the above results, it is recommended that the Klipfontein Vlei be used as an artificial recharge site.

- Description: School-related mistakes and low pass rates have led this researcher to perceive that some students are not adequately prepared for Mathematics 1. To address the problem of under-preparedness overseas universities use placement or diagnostic tests. Diagnostic testing identifies areas of weakness and provides information to guide the development of appropriate remedial support. This researcher embarked on a study to identify the sub-domains (criteria) that should be included in a diagnostic Mathematics test battery at the NMMU. An analysis of first-year curricula was undertaken to determine the required Mathematical pre-knowledge and skills entry-level students should have. Thereafter, the required pre-knowledge and skills were reflected against the standard grade school syllabi. From this it was determined that the school learners should acquire the necessary pre-knowledge and skills for university success as part of the school syllabus. However, in reality this is not the case as the researcher and other Mathematics lecturers identified a number of basic errors that incoming students make. This suggests that they have not developed all the required knowledge and skills. Furthermore, their performance in the matriculation examinations does not provide an adequate measure of the requisite Mathematical pre-knowledge and skills necessary for success at university-level Mathematics. No suitable existing diagnostic Mathematics test could be found. By utilizing both an action research as well as a test development methodology, the researcher thus proceeded to delineate the sub-domains that should be included in a diagnostic Mathematics test battery. Thereafter, test specifications were developed for two pilot tests and items were developed or sourced. The constructed response item-type was chosen for the pilot tests as it was argued that this item-type was more useful to use in a diagnostic test than a multiple-choice item format, for example. The pilot test battery, which consisted of a pilot Arithmetic and Algebra and Calculus tests, was administered to a sample of first-year students at the NMMU in 2004 and their performance in Mathematics at the end of the first year was tracked. Tests were scored holistically and analytically to provide a rich source of information. Thereafter, the test results were analysed to obtain evidence on the content validity of the pilot tests, including the item difficulty values and the item-total correlations; to determine the predictive validity of performance on the pilot tests with respect to final first-year Mathematics marks; and their reliability was determined using the Cronbach’s Alpha statistic. These findings suggest that appropriate sub-domains (criteria) were delineated and the items appropriately covered these sub-domains (i.e. the content validity of the pilot tests is acceptable). This task is challenging for teachers who are already working under the pressure of demanding workloads. In order to achieve the intended outcome of AIDS awareness, training of highly efficacious teachers is required. The education module, PSED201, Issues in School and Society, offered as part of a BEd degree for in-service mathematics and science teachers at the Nelson Mandela Metropolitan University, provides one such training opportunity. This study investigates the impact of this module on the self-efficacy of 128 teachers with respect to their role as HIV and AIDS educators. Both quantitative and qualitative methods were used and data were collected by means of questionnaires and interviews. The results suggest that there has been an improvement in all four areas of teacher self-efficacy examined in this research. As such, it may be concluded that an important outcome of this intervention has been achieved. As highly efficacious teachers are more likely to influence the behaviour of their learners, the findings of this research should make a meaningful contribution to the debate around AIDS education in South African schools.

The impact of an in-depth code comprehension tool in an introductory programming module

- Description: Reading and understanding algorithms is not an easy task and often neglected by educators in an introductory programming course. One proposed solution to this problem is the incorporation of a technological support tool to aid program comprehension in introductory programming. Many researchers advocate the identification of beacons and the use of chunking as support for code comprehension. Beacon recognition and chunking can also be used as support in the teaching model of introductory programming. Educators use a variety of different support tools to facilitate program comprehension in introductory programming. Review of a variety of support tools fails to deliver an existing tool to support a teaching model that incorporates chunking and the identification of beacons. The experimental support tool in this dissertation (BeReT) is primarily designed to encourage a student to correctly identify beacons within provided program extracts. BeReT can also be used to allow students to group together related statements and to learn about plans implemented in any semantically and syntactically correct algorithm uploaded by an instructor. While these requirements are evident in the design and implementation of BeReT, data is required to measure the effect BeReT has on the indepth comprehension of introductory programming algorithms. A between-groups experiment is described which compares the program comprehension of students that used BeReT to study various introductory algorithms, with students that relied solely on traditional lecturing materials. The use of an eye tracker was incorporated into the empirical study to visualise the results of controlled experiments. The results indicate that a technological support tool like BeReT can have a significantly positive effect on student comprehension of algorithms traditionally taught in introductory programming. This research provides educators with an alternative way for the incorporation of in-depth code comprehension skills in introductory programming.

- Description: Reading and understanding algorithms is not an easy task and often neglected by educators in an introductory programming course. One proposed solution to this problem is the incorporation of a technological support tool to aid program comprehension in introductory programming. Many researchers advocate the identification of beacons and the use of chunking as support for code comprehension. Beacon recognition and chunking can also be used as support in the teaching model of introductory programming. Educators use a variety of different support tools to facilitate program comprehension in introductory programming. Review of a variety of support tools fails to deliver an existing tool to support a teaching model that incorporates chunking and the identification of beacons. The experimental support tool in this dissertation (BeReT) is primarily designed to encourage a student to correctly identify beacons within provided program extracts. BeReT can also be used to allow students to group together related statements and to learn about plans implemented in any semantically and syntactically correct algorithm uploaded by an instructor. While these requirements are evident in the design and implementation of BeReT, data is required to measure the effect BeReT has on the indepth comprehension of introductory programming algorithms. A between-groups experiment is described which compares the program comprehension of students that used BeReT to study various introductory algorithms, with students that relied solely on traditional lecturing materials. The use of an eye tracker was incorporated into the empirical study to visualise the results of controlled experiments. The results indicate that a technological support tool like BeReT can have a significantly positive effect on student comprehension of algorithms traditionally taught in introductory programming. This research provides educators with an alternative way for the incorporation of in-depth code comprehension skills in introductory programming.

The impact of cultural context on web design for e-Government in South Africa

- Description: The role and power of ICT today, particularly the Internet, cannot be underestimated. The Internet has a great impact on the business environment, where a large majority of companies and organisations have made substantial investments in an online presence in the form of websites, as well as the IT infrastructure needed to improve business processes. In terms of websites, research has shown that it is critical to identify the target market of the site and the actual users, and to construct the site according to their specific needs and preferences. This is to a large extent the focus of the field of Human Computer Interaction. It therefore makes perfect sense that many software products and websites fail to meet the users‟ needs, as they are designed mainly by Western designers for Eastern and African users. In essence, the failure is due to the fact that the design does not accommodate the cultural behaviours, understandings and preferences of the intended users, thus making it difficult for them to use and adopt them. This has been confirmed by many researchers who have studied various culture dimensions and their relation to Web design. As mentioned, the role of the Internet in terms of its effect in the business world is becoming increasingly important. However, the Internet could prove to play an influential role in the public sector as well and could therefore be used as a critical tool by government in the form of e-Government. Many countries are adopting e-Government initiatives in an attempt to improve their relations within government itself and with their citizens and businesses. This would help them to render better service delivery and at the same time empower the citizens to also participate in the governance of the country itself. The concept for this dissertation was formulated in terms of three key ingredients: e-Government, culture dimensions and Web design. The purpose of this dissertation is to examine the way a specific culture dimension, referred to as the cultural-context dimension, which focuses on the communication process, can impact in Web design. Once this is achieved, it will be possible to determine how this can positively affect the design of the South African e-Government website so that the overall usability of the site may be improved. The improvements will be justified because the site would then match the cultural behaviours, perceptions and Web design preferences of South African users. In short, the goal of this III dissertation is to provide guidelines and recommendations that will improve the South African e-Government website (www.gov.za) by examining anthropologist Edward Hall‟s cultural-context dimension and its role in the Web design process.
