- Description: Despite a wealth of literature on the aetiology of somatic distress or somatization, somatic theory has failed to expand beyond a dualistic epistemology of causation. Within the primary health context where medically unexplained symptoms are characteristically articulated as literal, symbolic gestures of internal psychological processes, individuals' subjective accounts of somatic distress are reduced to objective phenomena and thus articulated on the grounds of absence. Within this context, the body as a lived, meaningful, perceiving subjectivity is silenced in favour of the corpse, thus rendering the somatizing individual's lived and subjective experience, expression and knowledge of somatic distress inaccessible. Instead, the somatizing individual is positioned within a domain of perturbed silence - a domain in which the professional's turning away or retreat from engaging somatization on the grounds of unique, subjective and corporeal experience, positions the patient/client as a passive, silent recipient whose somatic expressions as lived are overlooked. This study attempts to initiate a theoretical focus of departure from existing articulations of somatic distress through the development of a theoretical and epistemological framework that addresses some of the tensions inherent to contemporary somatic theory. The subsequent semi-structured in-depth interviews probed the practices and perceptions of male and female journalists and editors in relation to the degree of change in gendered representation in the news. This study finds that the editorial gender policy at the Times of Zambia has not had any significant impact on the journalistic practices and it probed the reason for this lack of effectiveness. It argues that this can be partially attributed to the orientation of the policy within a liberal feminist paradigm which neglects the internal and external factors that influence the representation of women and men in news production. Further, this position ignores the societal structures and power relations which impact, albeit unintentional, on the treatment of news. Inter-organisational factors such as profit maximisation, political interference, the use of news values and news beats are identified as leading to the exclusion of representations of women in hard news. At an intra-organisational level, lack of importance attached to the policy by senior staff and their attitudes to news production in general have meant that the policy was not enacted or ensured in any meaningful way. It investigates the relationship between Hoban's religious vision and his literary style, through the lens of his 'fictional philosophy' as it is presented in his essay collection The Moment under the Moment. In Chapter One, Kleinzeit is analysed to illustrate Hoban's portrayal of a contemporary crisis of meaning. It includes an introduction to the pattern of individuation and an exposition of Hoban's unique notion of heroism as embodied in Kleinzeit's journey of self-discovery. Hoban's mythopoeic impulse is elucidated with particular reference to his use of the Orpheus and Eurydice myth. Finally, in an attempt to demonstrate Hoban's ideas on the relationship between language and reality, various metafictional techniques are examined, especially in relation to the theme of transcendence. In Chapter Two, the individuation theme in The Medusa Frequenry is considered as a work of mourning, portraying Herman Orfrs movement towards reconciliation and creative renewal. Following Paul Ricoeur, the Orpheus and Eurydice myth is seen as a myth of fault, embodying a primal transgression, and a source of the creative arts. The metafictional style is examined, especially the narrative mode, in order to show how Hoban dissolves the everyday world of reality into a fantastic realm of myth. Chapter Three focuses on the individuation pattern as initiation in Riddley Walker, charting the hero's growth into adulthood. Various myths in the text are analysed to show how they portray human development and the nuclear catastrophe as a mythic Fall. The chapter argues that through Riddley's quest Hoban evokes a redemptive and regenerative fertility myth. The unique literary style of the novel, including the characteristics of 'Riddleyspeak' and the complexity of the process of interpretation is studied. In Chapter Four, which deals with Pilgermann, the final phase of individuation - preparation for death - is discussed. Hoban's religious vision is dissected in relation to his mystical impulse as exemplified in the construction of the Hidden Lion pattern. Hoban's notion of God is investigated in relation to the philosophical problem of evil and suffering. Finally, Pilger mann is shown to be Hoban's mOSt experimental literary novel as it activates his recurring meta fictional techniques, investigations into narrative, and the relationship between language and the sacred. This thesis concludes that Hoban's fiction is best understood holistically with both his religious and literary concerns inextricably entwined. - Description: This study explores what happens in a reading class where grade 3 learners from specific cultural and ethnic backgrounds are taught to read in a language other than their mother-tongue. The research takes place at a primary school in the Eastern Cape, South Africa where English is the Medium of Instruction (MOI).The report on the findings of this research reveals that the teaching strategies and reading theories of the teacher, the literacy backgrounds of the learners, as well as the language preferences of the parents, are some of the contextual factors that impact on reading. One of the major findings in the study constitutes the debilitating effects of the learners' socio- economic circumstances on their reading performances in the classroom. The socio-political factors that impact on the learners, the teacher, and the school as a social unit, proved to be the factors that are remnants of the Apartheid segregation polices as well as the educational policies of the present government, especially, those pertaining to mother-tongue Instruction. Although it is difficult to generalize from a small-scale study like this, its benefits lie in the evidence that confirms the influence of specific contextual factors on reading proficiencies, the evidence that identifies poor and effective teaching practices and the evidence that elucidate the implications of non-mother tongue instruction. A critical analysis of oppositional discourses of the ideal female body in women's conversations

- Description: Socialisation agents such as the popular media and same age female peers construct and reproduce notions of what is physically ideal, feminine and beautiful in a woman (Hesse-Biber 1996). My interest lies in how a group of young women reproduce, contest and possibly transform such notions in conversations with their same age female friends. The study aims to answer the following question: What ideologies are reflected and perpetuated in the discourses associated with the ideal female body? Since notions of what is ideal and beautiful are indeterminate and in perpetual flux, I focus in particular on areas of contradiction and contestation in the body talk conversations. As such, the analysis examines three extracts in which the young women draw on oppositional discourses to construct notions of female beauty. I believe that these extracts represent discursive struggles in relation to the dominant Western ideal of the slim, toned female body, an ideal which more closely resembles a newly pubescent girl's body than the curvaceous, shapely body of an adult woman (Bartky 2003; Grogan 1998). My analysis is based on conversational data collected from sixteen, white adolescent English-speaking women between the ages of fourteen and eighteen who attend a boarding school in Grahamstown. I elicited the body talk data using three stimulus exercises designed to encourage discussion on topics such as the overweight female body, dieting and the ideal body. I selected three extracts from the recorded conversations and used the methodological framework of Critical Discourse Analysis to analyse the data. This framework proposes three interdependent stages of analysis: 1) the Description of the formal features of the text, 2) the Interpretation of the text in terms of the participants' background assumptions, the situational context and the intertextual context and 3) an Explanation of the text in light of the sociocultural context and the text's contribution to the reproduction or transformation of the status quo. Since I was present during the conversational recordings and contributed to the discussions, part of the interpretation stage of analysis critically evaluates how the asymmetrical power relations between myself and the participants influenced the conversations. In this regard, my findings attest to my coercive role in promoting conservative, reactionary discourses which sustain the dominance of traditional ideologies of female beauty and which stifle oppositional ideologies. My interpretation of the extracts also reveals that, in their discussions of topics such as excess weight, female ageing and cosmetic surgery, the young women negotiate alternative conceptions of what constitutes the ideal female body. However, the articulation of an alternative beauty ideal, one which values women of different body sizes and ages is not sustained in the extracts. By discussing the relationship between these alternative constructions and dominant norms of beauty, I show how the prevailing ideal of the youthful, slim, toned female body wins out in the conversations. The interpretation of the extracts also reveals the participants' preoccupation with the pursuit of health and well¬being. In this respect, the young women construct the ideal body as not only slim and youthful, but also healthy. In my explanation of the extracts, I explore the sociocultural factors which have contributed to the rise of the health ethic. In concluding, I argue that the valorisation of the healthy body in the conversations, far from challenging the imperative to be thin, actually reinforces it by constructing dieting as a necessary adjunct to the pursuit of health. From this perspective, the preoccupation with attaining the ideal thin, toned body can be justified in terms of a desire to be healthy.

- Description: The study is set out to analyze organizational communication at South African Port Operations (SAPO), Port Elizabeth. The analysis was based on the four formal flows of communication in an organization, which are upward communication, downward communication, horizontal communication and diagonal communication. The study was also meant to provide suggestions on how to improve communication at SAPO, Port Elizabeth especially with regard to the above mentioned flows. The literature review looked at the four different flows of communication which occurs in the organization. From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

The analysis was based on the four formal flows of communication in an organization, which are upward communication, downward communication, horizontal communication and diagonal communication. The study was also meant to provide suggestions on how to improve communication at SAPO, Port Elizabeth especially with regard to the above mentioned flows. The literature review looked at the four different flows of communication which occurs in the organization. From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

The researcher noted how heavy losses of recruited professional nurses might have had an influence on the quality of service delivery. It is a costly and time-consuming task to recruit enough nurses into the profession and retention of staff is especially difficult. There had been a significant increase in the number of professional nurses leaving the district hospitals either to primary health care service, private hospitals or other countries. Before the commencement of the study the turnover rate at the district hospital where the study was conducted, almost doubled the accepted norm, which was ten percent of the staff. For those reasons the researcher decided to conduct a study named, “Accelerated staff turnover among professional nurses at a district hospital.” The constant heavy losses of qualified nurses from the profession constitute one of the serious challenges for nursing managers. The researcher wanted answers to the following question: “What were your experiences of your job as a professional nurse at the district hospital?” The objectives of the study were: · to explore and describe factors leading to high staff turnover of professional nurses at a district hospital · to develop guidelines to help retain professional nurses. The design of this study, which was conducted in one of the district hospitals in the Makana Local Service Area in the Eastern Cape, is qualitative, descriptive and contextual. Informed permission for conducting the research was obtained from relevant authorities and participants were asked to sign a consent form before the researcher proceeded with the study. Participants that met the selection criteria were selected by means of purposive sampling. Data was obtained by means of semi-structured telephonic interviews that were audio-taped and later transcribed verbatim. To ensure trustworthiness of the study, the researcher applied the four strategies as proposed by Lincoln and Guba (De Vos, 2002:351) namely, credibility, transferability, dependability and confirmability. Collected data was analysed according to the descriptive method proposed by Tesch (in Creswell, 1994:154). The services of an independent coder, who was provided with transcripts and a protocol to guide data analysis, were utilised. A consensus meeting was held between the researcher and the independent coder to discuss the identified themes and sub-themes. Following the data analysis, a literature control was undertaken to highlight the similarities to and differences in comparison between this and previous studies. Working within a poststructuralist and social constructionist paradigm, Spirals works with groups and communities to facilitate and enable experiential links between the drama based and performative nature of identity construction - and the possibilities for transformation and healing provided by participative drama methodologies. The structure of the thesis follows the principles of the Freirian based Action Learning praxis within which Spirals works. It begins with an account of the contextual dynamics and events that gave rise to the development of the Programme, followed by a reflection on the conceptual frameworks regarding both identity construction and participative drama methodologies that informed Spirals' development. These paradigms are then analysed in relation to the articulated experiences of three workshop participants using critical discourse analysis. The field of study is located within the ambit of gender and media studies with specific attention to the power of the latter to not only reflect, but actually shape realities and attitudes. Carolyn Byerly and Karen Ross (2004) comment that “the media have the potential not only to reinforce the status quo in power arrangements in society, but also to contribute to new, more egalitarian ones” (2004:24). The core question, then, is to determine whether traditional gender roles are confirmed, or positively shaped, by the way in which the selected media reported on professional women athletes in various sporting codes. As this is a neglected topic in South Africa, the study relied heavily on the research done by various American and European academics. Academics such as Pamela Creedon (1994) and Susan Birrell and Cheryl Cole (1994), found that female athletes are marginalised and stereotyped by the media. Their research also denotes that female athletes are objectified and judged on their looks and dress code instead of their sporting abilities. Female athletes are continuously stereotyped according to societal induced feminine traits. These representations alienate women who do not possess feminine qualities as “the other”, namely falling outside the desirability as determined by sponsorship and an assumed male viewing / reading public. The media further focus more on beautiful, glamorous athletes than female athletes that are less feminine, but with no less achievement and ability. Extensive examples are provided in the treatise of how the selected South African print media misrepresented women in the six month period that was studied. The conclusion is unambiguous: The South African media unfortunately follow the international trend of objectifying women according to male stereotypes. The media that were studied therefore missed an opportunity to shape gender attitudes as they collude with the powerful forces of sponsorship and viewer-ship to reinforce the status quo.

Indeed, they are shot through with contradictions which include Mama Africa, Warrior, and Abhorrent Mother. The figure of Madikizela-Mandela is a nexus for different opinions and interpretations; she is a focal point for and of the divisions in South African consciousnesses. Therefore the depictions of this persona provide the reader with a means to analyse the discourses through which she is represented. Such an exploration might also provide South Africans with insight into some of the biases and beliefs generally held more than a decade after the advent of democracy. The South African texts Country of My Skull by Antjie Krog, and The Cry of Winnie Mandela by Njabulo Ndebele, extensively represent Madikizela-Mandela and (re-)mythologise her, and as such each provides interesting comparative material for a discussion of the ideological implications imbricated in each. These texts are also particularly appropriate to use in such a study because the writers, a white woman, and black man respectively, could not be further apart on the continuum of South African cultural identification. The politics of the representations of Madikizela-Mandela can thus be interpreted from opposing social extremes. The Mandela name is a powerful signifier, and often constitutes much of Madikizela-Mandela’s public identity. The power of naming is thus the focus of Chapter One of this dissertation. - Description: Budget control is a process of financial monitoring to ensure effective allocation, collection and efficient utilizing of public funds. It is a process that is aimed at ensuring the accomplishment of public policy objectives. Budget control is regulated by financial legislation as well as regulations and procedures which guide public financial administrators. Continuous monitoring is needed once appropriation is allowed by parliament or provincial legislatures to ensure effective service rendering as well as tax and user charges collection. This study investigates the reported ineffective budget control measures implemented by the provincial treasury in the Province of the Eastern Cape particularly in the Eastern Cape Department of Education (George, 2004). Ineffective budget control may be associated with the implementation of unstable fiscal policy by the provincial treasury that led to deficit spending in the Department of Education during the 2004/5 financial year. The purpose of this study is to show that the implementation of stable fiscal policy instruments by the provincial treasury would lead to effective budget control in provincial departments such as the Eastern Cape Department of Education. Governments in many instances encounter various challenges in controlling their expenditures on an annual basis as well as in the medium term. This is due to the notion that once the government exceeds the current year’s budget, it consumes the forthcoming budget. Borrowing is by nature an implicit consumption of future unplanned revenue. This makes the Medium Term Revenue Framework in the province immaterial as the provincial own revenue is insignificant. The relative uncontrollability of government expenditure stems from the notion that the provision of, for instance, primary education and social welfare is intertwined with legal entitlement within prescribed parameters. Allocative efficiency embodies recognition of legal entitlement that is reflected in the distribution imperatives if the provincial treasury is to be effective in the budget control function. The National Norms and Standards for School Funding of 2006 state explicitly that public spending in public schools is targeted at increasing the literacy levels of the poor. Intergovernmental fiscal relations play a pivotal role in modelling the fiscal policy of the province. This stems from the fact that expected national collected revenue is distributed as an equitable share to national, provincial and local spheres of government. The criteria for revenue sharing are based on economic disparities and demographics in each sphere of government. It is imperative to note in intergovernmental relations that there are functional areas of concurrent national and provincial competencies. The budget control function of the provincial treasury is implemented within the framework of various administrative processes which are aimed at ensuring effective transactional activities. The disbursement of funds and various other financial processes are subject to the delegation of powers as prescribed in the Public Finance Management Act, 1999 (Act 1 of 1999), as amended by Act 29 of 1999. The provincial governments’ fiscal policies are modelled to be consistent with the macro-economic objectives of the national government. It is for the purpose of macro-economic stability that only national government is eligible to borrow to finance a budget deficit. Provinces are legally prohibited from overspending their budgets. If the fiscal policies of the provinces materially and unreasonably prejudice the national economic policies, the relevant provincial treasury is responsible for taking appropriate steps to place the financial administration on a sound footing.

As interest in the role of CBOs has increased, so have attempts to build their capacity and increase their stability and sustainability. Capacity-building initiatives which aim to strengthen CBOs as if they were identical to formal, more established organisations have often proved ineffective, and even at times destructive, because they have ignored the very differences that make CBOs potentially the most effective agents of development change at community level. This study is a qualitative exploration of a new mentoring-based approach to CBO capacity-building, which is currently being used extensively with CBOs in the Eastern Cape of South Africa. The research is inductive, beginning with an exploratory, descriptive and contextual study of the personal experiences and perceptions of CBO leadership team members from four sample CBOs which have graduated from the Barnabas Trust mentoring programme. Data was collected using a combination of face-to-face unstructured interviews and focus group discussion, with the objective of exploring the subjects’ experiences and their perceptions of the impact of the Barnabas Trust mentoring programme on the sustainability of their organisations. The insights and findings arising from the research process are then applied as the basis for a series of recommendations for the adaptation of the Barnabas trust mentoring approach and materials. The findings of this study appear to show that the mentoring-based approach has been an effective strategy for capacity-building towards sustainability for the CBOs in the sample, bringing positive change at the individual, organisational and community levels.

- Description: The study investigated the acceptance of electronic (e-learning) based instruction in selected South African companies based upon the dominants of e-learning acceptance that included computer self-efficacy, perceived usefulness, perceived ease of use and behavioral intention to use. A quantitative research methodology was conducted on a sample of male and female trainees in selected South African companies using e-learning as a mode of instruction (N=191) using the “E-learning Acceptance Measure” by Ong and Lai (2006). Analysis of variance was used to determine whether the biographical characteristic of gender could account for any differences towards the determinants of e-learning acceptance. Multiple stepwise regression was used to determine differences between dominants of e-learning acceptance and gender. The results of the study showed that there were no statistically significant differences in mean between men’s rating of computer self-efficacy, perceived usefulness, perceived ease of use and behavioral intention than that of women. In terms of influences, the results show the existence of influence between certain dominants of e-learning acceptance however no gender differences were found in influence. Recommendations were made based upon these results on how South African companies can help trainees accept and use e-learning.

It is against this background that this study investigates the reasons behind the popularity of the Zimbabwean state-controlled tabloid newspaper uMthunywa, among its Bulawayo readers. In particular, it explores the meanings obtained from the content of the paper and the relevance of this content to the readers’ everyday lives. In undertaking this investigation, the study draws primarily on qualitative research methods, particularly qualitative content analysis and in-depth interviews (both group and individual). As the study demonstrates, these methods uncover the complex manner in which Bulawayo readers are attracted to uMthunywa and how they appropriate its textual meanings to their lived realities. The study establishes that despite uMthunywa being state-controlled, it offers space through which the conventional ways of presenting reality are challenged, and the importance of the newspaper being written in isiNdebele. As the study indicates, the popularity of the newspaper is largely dependent on its excessive formulaic and sensational stories, which cover issues experienced by its readers in their lived circumstances. The study thus argues that the newspaper constitutes an alternative mediated public sphere that finds space in the deeper social conditions that have alienated the people of Bulawayo from the macropolitical life of the nation and the ‘power bloc’.

By using a random cluster sample, 60 advertisements found in Cosmopolitan were analysed to examine the stereotypical portrayals of women within its imagery. In addition, survey questionnaires were distributed amongst female students to determine whether exposure to advertisements featured in Cosmopolitan magazines moulds their thoughts with regard to South African women today, as well as to analyse their attitudinal change before and after exposure to a number of advertisements. It was found that even though the majority of respondents claimed to be aware of the stereotypical representations of women found in the advertisements, and did not believe that these portrayals were a true reflection of South African women, various aspects of their lives continue to be affected by these representations in a number of ways. The findings of this study indicate that the trend found in previous studies – that stereotypical images of women prevail in the media – is evident in South Africa too. It was established that the ideologies of both patriarchy and capitalism work together in supporting the pervasiveness of negative, disempowering portrayals of women in Cosmopolitan advertisements. Stereotypical imagery of women serve as the site at which the ideologies of capitalism and patriarchy fuse, drawing on a common, shared notion of the objectified female to further their goals of maximisation of profits and male dominance respectively.

The new South Africa therefore has to go beyond purely representative democracy to address the inequalities of the apartheid era. The Constitution of the Republic of South Africa Act, 1996 (Act 108 of 1996), envisages a complete transformation of the local government system. Subsequently, a policy framework has been developed to give effect to a new vision of local government. The White Paper on Local Government was passed in March 1998. It spells out the framework and programme in terms of which the existing local government system will be radically transformed. This culminated in the birth of the concept of developmental local government. Developmental local government establishes the basis of a system of local government which is centrally concerned with working with local citizens and ward communities in particular to find sustainable ways to meet their needs and improve the quality of their lives. Developmental local government encourages public participation at the local level. One of the most powerful instruments by which the communities and groups become involved in local government affairs is through the ward committee structures and ward planning forums. The Municipal Systems Act, 2000 (Act 32 of 2000), makes provision for community participation. Ward committees are established in terms of section 17 (1) of the Municipal Structures Act, 1998 (Act 117 of 1998). Ward committees play an important role in creating a democratic culture of local participation and accountability. They are the main mechanisms available to municipalities and communities to enhance public participation in ix the local sphere of government. Their major obstacle is that their powers are limited to advising the communities and the relevant council. The White Paper on Local Government provides for three approaches which can assist municipalities to be more developmental, namely integrated development planning and budgeting, performance management and working together with local citizens. Ward committees provide a link between the council and these processes. The new system of local government also provides for the consideration of gender issues at the ward committee level. The local government policy framework requires that at least fifty percent of representation on ward committees should be women. The involvement of youth is also greatly encouraged. The system also provides for and clarifies the role/relationship with traditional leaders at the ward committee level. The local government legislative framework accepts and acknowledges the existence of traditional leaders. Their involvement in ward community activities and functions is well documented. Lastly, the capacity building of ward committees is posing a major challenge. In order for ward committee members to perform their functions effectively training must be provided. The respective local councils should be responsible for providing the necessary training to ward committees through the office of the speaker under which they fall. In the national sphere efforts are made to ensure that training for ward committees is provided.
