- Description: South Africa has become a significant role player in the international relations since being readmitted into the world community after the first democratic election in 1994. The primary focus of country’s international relations is the African continent. South Africa has played a pivotal role in bringing peace across the continent. There has also been an increase in South Africa’s engagement with the continent on economic and trade issues. South Africa’s economic diplomacy has been scrutinized from different angles. There has been perceptions of a South Africa with imperialists or hegemonic tendencies resembling those of the West. There are also those who view South Africa’s economic role in the continent in the positive light as a contributor to economic growth and development. The South African governments have always preached the notion of the “African agenda” and the interest in fair trade and engagement with the continent. This study assesses different debates regarding South Africa’s economic diplomacy in Africa and explores if this is benefiting the continent’s development. The study also considers if such economic diplomacy has positive spin off for the South African economy. Since economic diplomacy is operated at government level the study also considers how economic diplomacy is coordinated in South Africa. There are a number of recommendations presented for the improvement of economic diplomacy in South Africa.

- Description: Urban Renewal which originates in the concept of Local Economic Development (LED) has in recent years gained much global acceptance as a strategy to improve certain areas that are poorly developed in order to improve the quality of lives of the local residents. South Africa have adopted the Urban Renewal approach and ever since, a number of national centres have been targeted for urban renewal activities. The Buffalo City Municipality (BCMM) implemented the Mdanstane Urban Renewal Programme (MURP) which is essentially the case study of this research. Despite the government instituting the Integrated Development Planning (IDP), Buffalo City still remains one of South Africa’s poorest metropolitan areas, with a relatively high unemployment and crime rate compared to other metropolitan cities in the country (Buffalo City Metropolitan Municipality,2012). The study, therefore, sought to empirically analyse the effectiveness of the URP as an initiative of Integrated Development Planning (IDP) particularly on how it has addressed socio-economic pathologies such as poverty and inequality rampant in the area of study. The Mdantsane Urban Renewal Programme was used to monitor and evaluate the impact it had on the communities and the municipality. The study used a mixed methods or triangulation approach as both qualitative and quantitative techniques were used in determining the effect of the MURP on local development as well as in exploring the different perceptions and challenges facing the programme. The data that was gathered was analysed both quantitatively using frequency tables and graphs, and qualitatively based on the key themes that emerged. The research established that whilst the MURP has scored some gains in refurbishing the area of study, there are still various challenges inherent in the MURP such as its non-inclusiveness, lack of transparency, accountability and the lack of real benefits accruing in the local communities. Thus, this research recognised a need for a more inclusive and pro-poor urban development framework that promotes local citizen participation, accountability, sustainability and equity in resource distribution and allocation, in order to improve the livehoods of the local people in Mdantsane.

- Description: Background: Despite the introduction of running footwear in the 1970’s, running injury rates continue to be unacceptably high. The subsequent revival of barefoot running and the introduction of minimalist footwear occurred, in an attempt to reduce injury rates and increase performance. There is much contention in the literature around the effectiveness of these footwear conditions. Furthermore individual responses have recently been proposed to provide more accurate and reflective conclusions than the use of mean data. Objectives: Twofold: a) to compare the biomechanical, physiological and perceptual responses between the shod, minimalist and barefoot footwear conditions and b) to assess and compare individual responses under these footwear conditions. Methods: 26 well-trained, male, habitually shod endurance runners, aged between 18 - 30 years completed three experimental sessions on an indoor runway and motorized treadmill. Each session was completed in either the shod, minimalist or barefoot condition, running at 15km.h-1. Variables assessed included stride rate, stride length, impact peak, vertical impact and average loading rate and strike time (biomechanical); heart rate, oxygen consumption and electromyography (physiological); and rating of perceived exertion and body discomfort (perceptual). Results: Biomechanics – Stride rate and stride length showed a significant (p<0.001) increase and decrease respectively when running in the minimalist or barefoot conditions versus shod. Running barefoot versus the minimalist and shod conditions resulted in a significantly (p<0.001) greater vertical impact loading rate. Strike time was significantly (p=0.008) reduced running in the minimalist and barefoot conditions versus shod. Physiology – Running barefoot versus shod resulted in a significantly (p=0.02) reduced heart rate and Tibialis Anterior activity (p=0.005). There was a large variability in individual responses for many variables, with responders and non-responders seen. Conclusion: The study suggests that there are significant differences between all three forms of running for some variables. It was further noted that there is support for the proposal that individual responses are highly variable and should be analysed accordingly

- Description: Performance management and development is the continuous process of reflecting on, negotiating, developing, reviewing and making decisions about an individual’s performance in achieving organizational goals. The Public Service Regulations, 2001, requires departments to develop a performance management system in order to manage performance in a consultative, supportive and non- discriminatory manner. This should result in enhanced organizational efficiency and effectiveness, accountability for the use of resources and the achievement of results. The Department of Local Government and Traditional Affairs is also expected to implement the employees Performance Management and Development System. Furthermore, the study aimed to evaluate the implementation of the performance management and development system in the Department of Local Government & Traditional affairs. To achieve this Likert questionnaire were distributed to employees of Local Government & Traditional Affairs. After previous steps were completed, the finding and recommendations of the study were made. The recommendations were made to assist management as to what need to be done for effective implementation of PMDS. The findings indicate that managers and supervisors lacked the continuous feedback as no regular meeting during the course of the month or year. The employee and his or her supervisor would meet during the annual assessment period at the end of financial year to decide on the final performance. The main recommendation of the research was that there should be regular workshops or awareness of departmental staff about PMDS and how it influences on productivity.

Many unreported cases show that migrant workers in South Africa have to endure inhuman treatment every day, through the implementation of deportation laws by law enforcement agencies. This is however, done in a manner which disregards their possession of necessary documentation authorising them to be in the country. The Constitution of South Africa, legislation and other related policies provide for the protection of the right to liberty and security of migrant workers. It is against the above that this mini dissertation examines and analyses how the implementation of deportation laws impacts on the right to liberty and security of migrant workers. This mini dissertation points out that there is a dire need to ensure that the implementation of deportation laws complies with the requirements of the right to security and liberty of persons accorded to the status of migrant workers by the Constitution and other related legislation or policies. The methodology made use of in this research is qualitative. This research used legislative texts, case law, journal articles and other academic commentary to acquire information on the right of migrant workers and their plight in South Africa. The study also makes recommendations for appropriate domestic law reform in respect to how deportation laws can be implemented in a bid to protect the right to liberty and security of migrant workers. - Description: Textiles and Clothing programmes in universities worldwide experience numerous challenges in effectively implementing ICT integrated teaching and learning. The aim of this study was to explore how ICT integrated teaching and learning was implemented in Textiles and Clothing programmes at one university of Science and Technology in Zimbabwe, with a view to developing a suitable model to enhance effective implementation. The study was informed by the Activity theory and triangulated by the Technological pedagogical content knowledge framework (TPACK) and the Functionality framework. The study made use of the interpretive research paradigm, the qualitative approach and intrinsic case study design, to generate the necessary data. The participants of the study were purposively and quota sampled from the Textiles and Clothing department of the selected university of Science and Technology, and consisted of seven lecturers, three administrators, two ICT technicians and thirty-two students. Four methods were used to generate data namely in-depth interviews, focus group interviews, participant observation, and document analysis. After coding, data were analysed for content using thematic analysis. The study established that there were no specific ICT hardware and software packages acquired by the universityfor the Textiles and Clothing programmes. Instead, general design related softwares such as CorelDraw, Photoshop, Adobe Illustrator and Mac Paints were used to support the implementation of ICT integrated teaching and learning. The findings of the study further revealed that lecturers lacked thorough technological pedagogical knowledge to apply a variety of ICT in the teaching and learning of students. The study established that there was lack of an effective mechanism for providing monitoring and evaluation as the peer review and evaluation mechanism that was used in the Textiles and Clothing programmes did not identify the specific indicators for the implementation of ICT integrated teaching and learning. Among the conclusions emanating from the findings were that the Textiles and Clothing programmes suffered serious shortage of suitable ICT hardware and subject-specific ICT software applications to facilitate the teaching of practical components thereby compromising the effective implementation of ICT integrated teaching and learning to foster effective skill acquisition in relation to ICT among students. It was also concluded that lecturers were finding difficulties in implementing ICT integrated teaching and learning as they lacked thorough technological-pedagogical-content knowledge and skills that would enable them to select appropriate technological resources and technological pedagogical strategies to teach students appropriate content. The study recommended that the Textiles and Clothing department, through the support of the university, should acquire subject related educational hardware and software like Gerber or Lectra to teach the practical courses of the programmes. The university should organise professional development programmes focussing on TPACK to assist lecturers to develop competences in ICT necessary for implementing ICT integrated teaching and learning. Four school Heads, 4 sports masters, 4 team trainers, 4 team captains, 2 learners with disabilities and a district education officer were purposively selected to take part in this study. Data were presented, analysed/discussed, starting with demographic data in the first section followed by emerging themes. It emerged from the study that all the participants were not knowledgeable about inclusive education and the aspect of including learners with disabilities in mainstream sport. The major barriers identified include inadequate policy dialogue, unavailability of sporting equipment and attitudes. Further findings revealed that there is dire need for knowledge and skills in inclusive sport among teachers in regular schools. Findings also confirmed unavailability of policy circulars in schools. Most teachers were not afforded opportunities to attend workshops and seminars. Findings also revealed that teachers faced major challenges such as funding to undertake courses in SNE and inclusive sport. Teachers were reeled in with a lot of pressure due to congested timetables and large classes. Participants believed that the challenges they faced could be resolved through some proposed intervention strategies. The researcher concluded that teachers in regular schools were not equipped to teach sport to learners with special education needs in the mainstream. The MoPSE was not doing much in preparing teachers to be effective in including learners with disabilities in regular school sport. The study recommended that the MoPSE should put in place provisions to meet the inclusive needs of both teachers and learners. It also recommended that school Heads should be taught about SNE and inclusive sport for them to be able to guide teachers properly. Besides the national policy, schools should design inclusive policies specifically for their respective schools in line with the national policy. The study also recommended that the MoPSE should come up with a comprehensive framework in sport to counter some of these challenges.

- Description: The Organisation of Economic Co-operation and Development (OECD) notes that regulations seek to make improvements by changing individual or organisational behaviour in ways that generate positive impacts in terms of solving societal and economic problems. At its most basic level, regulations are designed to work according to implementation, leading to changes in behaviours that, in turn, lead to changes in outcomes. Such outcomes can be satisfaction in terms of an underlying problem or other (hopefully positive) changes in conditions in the world. Following this premise, this research project investigates the implications of the 2014 Construction Regulations for the Department of Public Works’ procurement system. The study also examines the contents of the construction Regulations; the impact of the Construction Regulations 2014 – permit-to-work; client / contractor procurement issues; the enforcement of compliance to permit-to-work requirements, and education and training demands in relation to health and safety (H&S) competency. The study shows that even though industry role players are relatively familiar with the Construction Regulations 2014, there is a common concern regarding competency (education and training) levels required for the implementation of the permit-to-work requirement of the regulations. The concerns focus on the ability of the Department of Labour (DoL) to process the permits. Based on the study’s findings, the research concludes that there would be cost implications for project actors when implementing the permit-to-work requirement and this cost factor could delay project initiation and planning, as well as service delivery.

The importance of habitat use in the foraging behaviour of village chacma baboons (Papio ursinus, Cercopithecidae: Primates) in Hogsback, Eastern Cape

- Description: Baboons are among the most widespread primates in Africa because they are able to adapt their foraging behaviour and omnivorous diet under challenging and changing conditions. They are attracted by food, shelter and water on human-owned properties, which brings them into conflict with the residents in Hogsback, Eastern Cape, South Africa, and results in them being shot, trapped or poisoned. To quantify the proportion of food baboons obtain from raiding human properties and to assess the quality of this food, I recorded activity budgets for foraging and movement in two free-ranging troops (Evie’s and Nola’s troops) using direct field observation. I determined home range sizes using GIS methods. I hypothesised that a troop that frequents more human-modified areas should have smaller home ranges, higher densities and forage less than a troop that spends more time in natural habitats, irrespective of troop size, because of more readily accessible food sources. The three methods I used (100 percent minimum convex method, 95 percent fixed kernel method and quadrat method) revealed that Evie’s troop used more human-modified habitat, but had a larger home range than Nola’s troop. The troop sizes have been stable for the past four years: at last count, Evie’s troop had 47 individuals and Nola’s, 38 individuals. During my field study I also recorded diverse vocalisations made by the animals, as an aid to detecting and identifying the troops and understanding individual interactions. Responses to the presence of baboons of many of the local residents – whether affluent and living on semi-urban estates, or impoverished and hunting for food – do not augur well for the future of Hogsback’s baboons. Affluent residents with horticultural gardens occasionally shoot baboons that venture on to their properties, while rural occupants hunt baboons in their natural environment. Both of these responses cause troop disruption and decreased troop size, possibly leading to local troop extinctions.

The definition of “resident” in section 1 of the Income Tax Act, 1962, has a direct impact on the tax implications bearing down on any foreigner planning to reside within the Republic of South Africa, especially in relation to the prevention of the double taxation. The following issues or areas have been identified, these issues are summarised below. The persons receiving foreign pensions may be exempt from normal tax under section 10 (1)(gC) and in terms of the tax treaty, they may also escape taxation in their former country of residence. The treatise will look at various treaties that exist between the South Africa and other countries and to discuss the taxing rights. There is a case of double non-taxation and good reason for immigrants to come and avoid tax in South Africa. It is suggested that the legislation and the double tax agreements should be amended. A person who becomes a resident will receive a step-up in base cost for assets other than South African immovable property and assets of a permanent establishment in South Africa under paragraph 12(2)(a) of the Eighth Schedule. The main purpose of the legislation is to ensure that these assets are correctly valued, determining the base cost, when the person becomes a tax resident. The valuation of these assets carries with it the problem of securing sufficient evidence long after the valuation. Most of the tax planning for such for immigrants revolves around estate duty and donations tax. The person would donate his assets to an offshore discretionary trust before taking up residence in South Africa. The advantage is that donations tax will be avoided because there are exemptions in terms of section 56, for assets acquired before becoming a resident. The income and capital gains vested in nonbeneficiary can be taxed in the hands of the donor in terms of section 7 and paragraph 72 of the Eighth Schedule. The donor should be aware of the antiavoidance measures; section 7(2) to 7(8) and paragraph 72 of the Eighth Schedule will deem a different person other than the person who is entitled to the income to be taxable on that person. The income and gains received by the beneficiary of a trust can be taxable in the hands of the donor. The assets owned by the trust will be sheltered from South African estate duty. The foreign discretionary trust, as a non-resident, will not be liable for tax in South Africa. The beneficiaries of such a trust will be liable for income tax from the trust distributions, once they have acquired a vested right to the income. The liability of income tax is deferred to the year when the trustees decide to make distributions. The distribution by the trustees in a subsequent year creates a delay or postponement for taxes which should be paid by the beneficiaries. The trustees are most likely to make distributions in a tax year when the tax rates are low. There are tax opportunities for the immigrants who intend to take up residence. The tax resident might be subject to withholding taxes on foreign income from the previous country of residence, but might be subject to Double Tax Agreement between South Africa and other countries.

- Description: The objective of this study is to explore the role of aspirations on changing livelihood strategies of rural households of Ndabakazi villages in the Eastern Cape. A sample of 80 respondents was chosen randomly for the household survey and semi-structured questionnaires were used to collect the data. Focus group discussions were also used to supplement the household survey. The data was descriptively analysed using a triangulation method. The findings show that social grants, mainly pensions and non-farm employment, and child support grants are the major sources of income. The majority of the households own five hectares of land and more, in which they grow crops only in gardens adjacent to their homes. However, 29 percent do not produce any crops at all. Farming contributes a small portion to the household income. The choice of farming is more powerful than the external factors. Interest in farming is minimal and can be related to the declining farming activities; therefore, household aspirations have an influence on changing livelihood aspirations. In the case of the rural areas of Ndabakazi – as indeed in many other parts of South Africa - policies of rural development mostly take a top-down approach; as a result most of these policies do not become effective in achieving the intended outcome. Development practitioners should incorporate beneficiaries when planning so as to tailor the development initiatives with the aspirations of local people for them to be effect and achieve intended goals thus a bottom-up approach. The notion that rural household farming activities have declined because they lack inputs, farming implements other necessary support is not always true. Some households are not interested in farming and they cannot be forced.

It was based on the assumption that the participation of citizens in decision-making, planning based on local needs and priorities and the implementation of development programmes associated with the decentralisation policy can improve service delivery and result in community development. It is vital that the decentralization policy be well understood so that appropriate strategies may be adopted and implemented with the aim of maximising advantages associated with it. This study provides, in addition to a literature review, a brief historical background of the evolution and transformation of governance in Rwanda. The country‟s system of governance as well as the challenges it has encountered along the way through different régimes are briefly addressed. Also, the legal and regulatory framework of the decentralization policy and strategies adopted and mechanisms of resource transfer are explained. The study used both qualitative and quantitative methods. Primary and secondary data were used in analysing the influence of decentralisation on community development in the Gasabo district of Rwanda. Primary data was collected through survey questionnaires, interviews and focus group discussions, while secondary data were gathered through a literature survey of relevant textbooks, peer-reviewed journals, reports and legislation. The research findings indicated that in the Gasabo district, decentralisation has contributed significantly towards improving governance aspects such as accountability, and citizen participation in development programmes, which are prerequisite factors of development. Concerning the planning process, the research found that the district development plan (DDP) was crafted through drawing its priorities from the national development plans embedded in the Economic Development and Poverty Reduction Strategies (EDPRS) and Rwanda‟s Vision 2020. However, despite the existence of the Joint Action Development Forum (JADF), created to join the development plans of development partners to the DDP, testimonies from development partners revealed that their relationship with the district is characterised by the lack of frank collaboration, leading to their not being fully associated in the planning process. This research also found that the decentralisation policy has contributed only to a limited extent to the improvement of service delivery in Gasabo district. It was observed that effective service delivery is still hampered by the lack of skilled employees, especially in the areas of education, health and engineering, a budget insufficient for the effective implementation of development projects in such a way as to satisfy the expectations of beneficiaries. In view of the aforementioned findings, the study recommends that the central government intervene in training district tax officers regarding mechanisms and strategies of maximising tax collection to draw sufficient funds to carry out development plans. Through building their capacity, the imbalance between the responsibilities and means allocated for carrying out their achievement can be progressively reduced. Furthermore, to prevent development from taking place in a random manner, district authorities should receive technical support from the central government through linking the local planning process to national poverty reduction efforts. The annual performance contract system needs to be strengthened and monitored to evaluate the implementation of district development plans so as to prevent any kind of poor leadership performance, with the aim of optimising available resources.

- Description: This research investigates the influence of introduced forest management approaches on transformative social learning in the community surrounding the Pugu and Kazimzumbwi forest reserves in Tanzania from 2000 to 2015. The term transformative social learning reflects an understanding of learning processes that emerge through conscious changes in the perspectives of individuals or communities while interacting with forest management practices. The investigation explores the learning (if any) that occurred in the community and how and why the learning occurred. It also explores whether the learning was social and transformative and examines the conditions that enable or constrain transformative social learning at the Pugu and Kazimzumbwi community. Thus, the three concepts of social learning, transformative learning, and social practices are central to the research. Participatory Forest Management (PFM) emerged globally in the early 1980s to mobilise rural capabilities and resources in development and environmental stewardship. The Pugu and Kazimzumbwi community was introduced to Participatory Forest Management (PFM) projects by the late 1990s. The recent global focus on empowering communities around forests has drawn attention towards transformational adaptation to climate change impacts and building resilience capacities. As a result, in 2011 the Pugu and Kazimzumbwi community started working with a project for Reduction of Emissions through Deforestation and forest Degradation (REDD), which forms a key focus in this study as the most recently introduced PFM with embedded social learning assumptions. This research is designed and conducted as a qualitative case study. The research seeks to study the complex object of socially and contextually constructed learning through a systemic exploration of learning,using semi-structured interviews, focus group discussions, analysis of documents and archival records as well as observations and a reflexive workshop. Supportive information throughfield notes and audio voice and video recording was also generated. A contextual profile of the research site was conducted in March 2012, prior to the actual data collection in 2013 and 2014. Field explorations during the contextual profile helped to describe the research site and promote initial understanding of the context. During data collection, field inquiries based on interactive relationships between a researcher and participants stimulated practice memories and people’s living experiences with forestry and the introduced PFM projects under examination. Analysis of data employed analytical modes of induction, abduction and retroduction. Thick descriptions of learning obtained from fieldi based interactionswere produced before re-contextualising data through theoretical lenses. The research employed realist social theory by Archer (1995), under-laboured by critical realism, and practice theory advanced by Schatzki (2012) and Kemmis et al. (2014). Significantly greater testicular volume and eminiferous tubule diameter following exposure to a short day-light cycle suggests that these animals may have breeding peaks that correspond to short days. The presence of epidermal spines on the penis indicates that the shrew is likely also an induced ovulator. Flexible breeding patterns combined with induced ovulation affords this solitary species the greatest chance of reproductive success.

- Description: Service mishaps remain a profound topic in business due to their inevitability and detrimental impacts they bring about. As a result of this incessant detrimental effect, service recovery has been initiated into business exchanges to curb such. Moreover, service recovery programmes have been embarked on both in the offline and online delivery systems to retain this diverse need market consisting of the technological averse and experts in trading. This study therefore has to pinpoint the difficulties experienced in offline and online service recovery procedures and demarcate which of the two is the preferred channel. Service failures cut across all sectors and industries, and banking has not been spared in turn. Clients tend to choose a service recovery method based on various factors such as the panel of occurrence, technological skills and awareness, personal behaviours and available options provided by the service provider. The panel of occurrence depicts the method of service delivery that resulted in failed services, thus, an online service delivery is likely to attract an online resolution. Customers who transact online are highly likely to choose the same recovery method due to the associated innate benefits. Technological skills and awareness deal with the client’s articulateness in navigating the business’ website in effort to resolve the encountered problem. Personal behaviours explain that introvert clients would prefer to interact with the system and assistants online to resolve the issue while extroverts will choose the offline methods so as to experience facial interactions. Organisations sometimes detect the panel of solution based on the severity of the problem. Thus, for example, serious problems to be handled using physical means. Assessments of the degree of impact on retaining relations and gaining trust that presently employed recovery strategies pose were unearthed in this study. For physical service recovery, contact, empathy and politeness were assessed on the significance they have in recouping failed services. Responsiveness and the state of the bank’s websites will also depict the degree to which failed clients can be restored in online service delivery. Physical service recovery received greater apprehension by clients during a service error with empathy and politeness emerging as the most customer required successful strategy to enhance relations and trust thereafter. Despite its less preference, online service recovery strategies such as responsiveness and website interface resulted in significant correlations affirming their importance during service delivery and recovery. The measurement model fit quite well with sound goodness of fit indices results as per the comparison with the recommended thresholds. Moreover, the Structural Equation Model fit well with data collected.

- Description: The research project measured the influence of lean culture elements as well as power distance elements on the success of lean manufacturing implementations. The literature review revealed that lean transformations are not always successful and sustainable since organisation see these as quick win opportunities to improve short term profits. Lean, however, is a long term philosophy that entails not just quick changes but a fundamental change in the way that business is done. The elements that were measured in the study were organisational awareness, employee engagement, managerial consistency, accountability, mutual respect and autocratic behaviour. The study revealed a strong relationship between these factors and the success of lean implementations. The results indicated that there is a positive relationship between lean culture and the other lean elements. The study also indicated that autocratic behaviour has a positive relationship to lean implementation. The study showed that tools that were developed in the past are valid across various industries and that power distance does play a role in lean implementations.
