The National Skills Fund and green skills: towards a generative mechanism approach

- Description: The aim of the study was to investigate the role of the South African National Skills Fund (NSF) in responding to green skills training for the sake of better integration and optimal effectiveness in relation to the green economy in South Africa. The NSF is a multi-billion rand fund for skills development, with the responsibility to respond effectively to the country’s skills development needs. Part of the NSF’s mandate is to ensure the development of green skills in South Africa, with special reference to the allocation of grants, as a key mechanism in ensuring adherence to properly governed skills development funding requirements. This study considers the identification of green skills funding as a skills planning and implementation challenge within the post-school education and training context, the NSF, the green economy and related skills debates, both locally and globally. The study contributes to a growing body of research in South Africa that seeks a wider systemic perspective on green skills concerns. The NSF and its functioning is a critical dimension of the wider skills system and is a significant system element influencing further emergence of a coherent national system for green skills development. Providing further rationale for this study is the 2011 finding of the International Labour Organisation, that the green skills development system in South Africa is re-active and poorly systematised, a finding that was also noted in the first ever Environmental Sector Skills Plan for South Africa undertaken by the Department of Environmental Affairs in 2010. As the study is mainly focused on one aspect of the policy system, namely the NSF’s role in green skills funding, the bulk of the data used in this study is documentary. Research information was obtained from NSF documentary sources to describe the NSF organisationally. Information was also obtained from green skills documentary sources to obtain a better understanding of the nature and purpose of the development of green skills in South Africa. The study has also drawn on references related to grant management as a mechanism for seeding meaningful transformations and skills development research in South Africa to understand the skills development landscape, with special reference to the Department of Higher Education and Training’s (DHET) post-school education and training system. Documentary data was supplemented by selected key respondent interviews from the skills sector and from the green skills research community to provide further perspective on the research focus. Critical realism (CR) is utilised as a meta-theoretical framework that seeks to inform the overall academic reflection and interpretation process. The work of Danermark, Ekström, Jakobsen and Karlsson (2002), which describes the process of data analysis in critical realism, was adapted into a four-phased research approach for this particular policy study, which I framed as a Quadrilateral Policy Analysis Framework (QPAF). This provided a data analysis framework which allowed for taking account of the mechanisms shaping the NSF as an important systemic funding agency within South Africa’s emerging post-school education and training context, as this relates to green skills. However, to further analyse this research question and context, I needed to work with substantive policy theory. Given the nature of the policy object that I was investigating, I found Feiock’s (2013) Institutional Collective Action Framework to be a helpful substantive policy theory as it has adequate nuance with which I could describe the NSF’s core function, namely that of grant-making for the post-schooling policy context. Based on the critical realist meta-theoretical framework and the substantive policy theoretical frameworks, I developed four phases of analysis, namely a) descriptive analysis which is divided into Part A (describing the green skills landscape and its funding demands ) and Part B (describing the NSF as it relates to green skills); b) component analysis which further analyses key components of the above; c) abductive policy analysis which identifies critical mechanisms and how they operate; and d) generative mechanism analysis which identifies the underlying generative mechanisms shaping the NSF’s engagement with green skills (or lack thereof). The following main findings are identified: • It emerged that the responsiveness of the NSF to green skills is emergent, essential and yet multifaceted due to competing stakeholder interests, expectations and claims; • Key strategic relations with critical role players within South Africa’s skills levy funding matrix emerged as a fundamental requirement towards the achievement of the NSF’s organisational mandate to respond effectively to national green skills needs and expectations; • Contracting is the central mechanism driving the NSF grant-making process. Related to this is the finding that partnerships emerged as the most versatile and underutilised mechanism that cuts across all four of the NSF grant-making phases; • The NSF’s current method of making sense of funding policy indications as per national policy documents is too reductionist because the method betrays an alignment-mirroring form of sense-making awareness that uncritically endorses substratum philosophical assumptions like Human Capital Theory (HCT) and associated neoclassical economic theories embedded in the policy frameworks. These assumptions contradict and potentially limit engagement with wider theories and policy frameworks for guiding skills development that are oriented towards the wider common good as argued by non-anthropocentric orientations in critical realism and the green skills sector. In summary, an argument is put forward that the NSF is a key funding mechanism towards green skills delivery in South Africa, but that this funding mechanism is under-utilised and inadequately mobilised for transitioning towards sustainability in South Africa. The study recommends that, in pursuit of better integration and optimal effectiveness thereof and in line with the fund’s legislative, organisational and public mandate, a consensual negotiation skills planning mechanism be considered from an institutional collective action response platform. In terms of recommendations for further research, it is proposed that a comparative analysis study could be considered between the NSF and other leading global funding agencies or other national skills funding mechanisms that are also concerned with the inclusion of green skills development. Comparative studies of this nature could potentially enhance the fund’s policy-making process and assist in the development of more appropriate institutional arrangements towards optimal funding responsiveness. Lastly, in the light of the NSF’s current contribution to green skills in the country, an impact evaluation study on the return on green skills investment presents an additional intriguing research endeavour which would contribute further perspective on the arguments presented in this study.

The National Wellbeing Index in the isiXhosa translation: focus group discussions on how South Africans view the quality of their society

The focus group study reported here tested the understanding of the NWI when translated into isiXhosa, a language spoken by 6 million South Africans, or 16% of the country’s population. A challenge for the NWI in measuring national well-being is the tendency for meaning to get ‘lost in translation’ in the wording of the instrument, owing to the disparities that exist between levels of living in developed and developing nations. The focussed discussions with native isiXhosa speakers conveyed the different shades of meaning associated with the six domains that make up the NWI. The isiXhosa keywords for the domains of social conditions, the natural environment, national security, and management of the country’s affairs (government) were readily understood, but discussants asked for further clarification of keywords for the domains relating to the economy and business. Conversations showed up the close link between personal and national well-being: discussants drew upon their personal and parochial life experiences along with their knowledge of current affairs to evaluate the nation’s quality of life. They described the social contract between citizens and their government to create a ‘caring society’ that promotes well-being across key domains of national life. Many of the reference standards used to evaluate national well-being were ones postulated to influence personal well-being (Michalos A.C, Social Indicators Research 16(4): 347–413 1985 ). The study also pointed to a potential problem for longitudinal studies if the bipolar satisfaction scale, formerly used to measure the International Wellbeing Index’s PWI and NWI, is changed to a unipolar one. Findings from this pilot study confirm the potential of the NWI as a tool for measuring national well-being cross-culturally.

- Description: Parental conflict profoundly affects many children globally and in South Africa. In recent times, both the undeveloped and developed countries have witnessed high levels of divorce cases with a resultant negative effect on the children. Poor communication escalates conflict, thereby affecting the decision making of the parents. The ongoing parental conflict commences before the divorce and it is likely to intensify after divorce if not properly managed or resolved. Private family mediators help the parents to regain trust to enable communication regarding contact and care of their children. Therefore, it is imperative to understand how conflict intensifies in order to manage it effectively as conflict introduces change. Despite, the importance of this type of research, there is still an existence of a gap in the literature concerning the need to inform social workers to consider family mediation as an area of specialisation. This will assist in resolving parental disputes during divorce and ensuring the welfare of the children. This study is going to fill the existing knowledge gap by exploring how family mediators influence divorcing parents to renegotiate on the new roles. In this qualitative study, private family mediators in Port Elizabeth were interviewed, on how they assist divorcing parents to communicate on the care and contact of their children. Purposive sampling and snowball sampling were used to select the participants. Face-to-face unstructured interviews were used to gather thick and rich data which was then thematically analysed. The findings revealed that family mediators helped parents improve parent-child relationships and reduce their parental conflicts. In addition, during orientation the mediators informed divorcing parents about litigation, so that the parents are aware of what to expect in the event of failure to reach a settlement in mediation. Most of the people are unaware of family mediation, opting for litigation which escalates emotions and family members become frustrated affecting the adaption of children. The findings show that the participants were concerned on the way mediation is conducted in Port Elizabeth, as some law professionals referred divorce cases to unauthentic mediators. The lawyers tend to intensify the emotional state of the divorcing parties which escalate conflict resulting in re-litigation. The family mediators reiterated that there is “professional jealous” from the lawyers.

The nature of postgraduate student-supervisor relationship in the completion of doctoral studies in education: an exploration in two African universities

The relationship between the student and the supervisor is central to the successful completion of doctoral studies. Production of more PhDs in Africa is of great significance, seeing that there is a growing need for highly trained researchers to support the national social, economic and environmental goals of African countries. However, statistics show that the completion rate of doctoral studies in Africa is still very low. As such, the focus of this study was to explore the nature of the student-supervisor relationship in the completion of educational doctoral studies in two African universities, namely, Nelson Mandela University in South Africa and Moi University in Kenya. In order to answer the main research question: “What is the nature of the student-supervisor relationship as experienced by graduates who recently completed their educational doctoral studies in two African universities?” a qualitative approach was used, located within an interpretivist paradigm and positioned as an intrinsic interpretive case study. Convenient and purposive sampling was utilised to select participants who had recently completed their doctoral studies in education within the last five years. An individual semi-structured interview and drawings were used to generate the data with ten participants, five from each of the two Universities. The data was analysed thematically and the model for interpersonal supervisor behaviour of Mainhard, Roeland, Tarkwijk and Wubbels (2009), was used to make meaning of the findings. The findings were discussed under four areas, namely, expectations of the student-supervisor relationship, experiences of the student-supervisor relationship, negotiating the student-supervisor relationship and perceptions of the student-supervisor relationship in the successful completion of doctoral studies. These findings revealed that there were moments of cooperation or opposition, as well as instances of dominance or submission in the student-supervisor relationship. However, it appeared that negotiation was at the centre of the relationship, as it was evident that it strengthened the affiliation between the student and the supervisor and thus created a harmonious working relationship, while the lack of proper negotiation created discontent and opposition between the student and the supervisor. The conclusions from the findings were used to generate implications which could be helpful to university management in improving postgraduate supervision and in so doing, promote the success rate of doctoral studies in African universities.

The nexus between savings, investment and foreign capital in South Africa : an application of the Feldstein-Horioka puzzle

- Description: This study investigates the relationship between savings, investment and foreign capital in South Africa, with special focus on the application of the Feldstein-Horioka theory. South Africa is a country that is still faced with relatively low saving levels. Given the low savings experienced by the country, available literature has alluded that foreign capital has played a greater role as the major driver of private investment expenditure in South Africa. Based on this background, the study empirically investigates the relationship between savings, investment and foreign capital utilising the Autoregressive Distributed Lag Model estimation technique for the period 1965 to 2015. The empirical results revealed that there is a positive and significant relationship between savings and investment in South Africa. The empirical results also show that for the period 1995 to 2015, the different types of external financial flows utilized in the study and investment have a positive relationship. These results have been consistent with our apriori expectations and other prior studies. This suggests that, in the case of South Africa, apart from interest rates, there are other factors that determine investment. The positive relationship between investment and foreign capital flows suggest that policies which are aimed at attracting the different types of foreign financial flows should be implemented.

South Africa is a country that is still faced with relatively low saving levels. Given the low savings experienced by the country, available literature has alluded that foreign capital has played a greater role as the major driver of private investment expenditure in South Africa. Based on this background, the study empirically investigates the relationship between savings, investment and foreign capital utilising the Autoregressive Distributed Lag Model estimation technique for the period 1965 to 2015. The empirical results revealed that there is a positive and significant relationship between savings and investment in South Africa. The empirical results also show that for the period 1995 to 2015, the different types of external financial flows utilized in the study and investment have a positive relationship. These results have been consistent with our apriori expectations and other prior studies. This suggests that, in the case of South Africa, apart from interest rates, there are other factors that determine investment. The positive relationship between investment and foreign capital flows suggest that policies which are aimed at attracting the different types of foreign financial flows should be implemented.

The Constitution of the Republic of South Africa, being negotiated Constitution, which is internationally lauded, provides for a three-pronged land reform programme, namely restitution, redistribution and tenure reform. The focus of this dissertation is on the restitution leg and more specifically the issue of non-restoration which is provided for in section 34 of the RLRA 22 of 1994, as amended (the RLRA). Section 34 specifically provides that in some instances, land will not be restored to claimants even though they may satisfy the requirements for a valid claim provided for in section 25(7) of the Constitution and section 2 of the RLRA. It is submitted that it is necessary to acquire an understanding of the requirements for a restitution claim even though the land claimed may be removed from the process before a claim has been finalised, since the claimants will still have to satisfy the abovementioned requirements after a particular parcel of land or right in land has been removed from the process by a court of law. In other words, the court has made an order of non-restoration even before the claim has been finalised. Such an application for non-restoration of the land in question or rights in relation to land, may be brought by any national, provincial or local government body, in terms of section 34(1) of the RLRA, and the court will then grant such application provided the applicant has convinced the court that the two threshold requirements listed in section 34(6) have been satisfied. This dissertation outlines a number of cases which serve as practical examples of how the courts dealt with the threshold requirements contained in section 34(6). Included in this examination is the courts’ interpretation of the concepts “public interest” and “substantial prejudice”, which are contained in the requirements listed in section 34(6). This dissertation furthermore sought to determine whether the courts have adopted a broad or narrow approach to these concepts and whether the approach that the courts have adopted strikes an appropriate balance between the constitutional right to restitution and the goals underlying section 34. What is evident from the research is that, apart from the Constitutional Court in the KwaLindile case, none of the other courts provided a substantive definition of the concept “public interest”, but rather chose to refer to academic writings. It is submitted that the courts by and large appear to overlook the fact that the restitution of land and rights in land and arguably, the restoration of land, are in the public interest. While the courts do acknowledge the claimants’ rights to restitution, they downplay the importance of restoration since they argue that there is only a right to restitution and not a right to restoration, and that claimants can still be offered an alternative remedy in lieu of restoration, and in the process courts are ignorant of the fact that these other remedies do not help to change the skewed racial distribution of land in South Africa. Two factors seem to weigh heavily with the courts in favouring the granting of a section 34 order, it being the development of the land or development potential and the avoidance of the cost of a lengthy trial focusing on the restoration when there is no chance of success. It is submitted that there seems to be an over-emphasis on these factors while ignoring the fact that a person’s house is part of his identity, deserving more protection than other property, such as a shopping centre, which is not constitutive of a person’s identity. This view is espoused by Radin. Dyal-Chand postulates the idea that property is not always exclusive but can be shared. This would mean that when it comes to property like shopping centres, which she regards as quasi-public property, the courts should be more willing to grant restoration orders and thus not be so willing to grant section 34 non-restoration orders. Even though the RLRA, through section 34(5)(c) gives the courts the power to transform our colonial system of property law, it is submitted that they have largely failed to rise to this challenge. There appears to be an unwillingness to make a shift from our Roman-Dutch law past and break with our Eurocentric view of property law.

- Description: Post 1994, empowerment became the buzz word in the South African new dispensation and has been on the agenda of almost every democratic elected South African President including the current one. However, there is a perceived confusion on the meaning of the word as others believe that is a false affirmative action while others believe that it requires enablers and cannot only be individually driven in the absence of such resources. Empowerment in context refers to a process whereby those who has been denied opportunities in terms of making remarkable life choices gains such an ability in terms of power to improve their living state and of those around them. For women, it is a capacity to be dependent in terms of choices such as economic participation through business ventures or choice of marriage and more. However, the reality does not necessary mean that such choices are liveable. The lack of empowerment of women is strongly linked to socio-economic, political, stereotypic tendencies associated with culture and requires some concerted efforts by all including communities since its manifestation affects families, communities and nations. Its plight is mostly evident in the villages, rural communities and townships and as results has draws the attention of the researcher to establish such factors that hinders empowerment of women in the 22 years of democracy. The aim of the study is to establish whether women in Khayelitsha have been able to realise socio economic gains (i.e. economic empowerment) since 1994. This study intends to do so by examining perception of women regarding factors that hamper their economic empowerment in Khayelitsha, Western Cape. Additional to that, is the perception of how government strategies including policies have enhanced their socio-economic participation or discrimination of women to defeat the notion of disempowerment. It will provide recommendations on how the system can be improved to prioritise the needs of the women and later improve implementation of the women empowerment strategies. A sample of 46 focus group participants were identified and the qualitative research approach was exploited to gain first-hand knowledge of such perceptions. The focus group study found that women empowerment is still a far-fetched dream and cannot be achieved until all barriers are removed. Moreover, the government mechanisms to facilitate economic empowerment of women are not known and does not benefit all women. It has also found out that such mechanisms are not the answer to every woman`s troubles. The study recommends the following: Government should intensify policy implementation and expansion of the programmes to reach those poor women where sometimes information does not come to them. Government should intensify accountability checks especial in the grassroots level where most women are found. Women should be afforded opportunities and support to realise their full potential. Young women should be motivated to inculcate the culture of willingness to learn amongst themselves, by being involved in community projects as volunteers. The culture of “Vukuzenzele” need to be strengthened so that people can move away from the culture of dependency. Women need to be enlightened to be involved in their communities. Communities need to be capacitated on the notion of empowerment against the existing government policies and programmes. In case where policy gap is observed, policy review must be embarked on. The playing field need to level against discrimination by gender and capacitate women to take opportunities in areas that are male dominated. Government agencies need to be visible for communities to know their purpose and roles in making government realise its agenda. Access to finance for women should be prioritised for women to establish or expand their businesses. Lastly, Government need to devise means for people to be at the forefront of their development such that; they make informed choices, identify market opportunities, sustainable products and seek information to generate income through self-employment.

The Eastern Cape Province is among the provinces with highest percentage of vacancies for nurses in all nursing categories. Nursing shortage has compromised South African health care services as health services are mostly supported by this group of health professionals. As a result of this shortage, rural health services have for a long time depended on the nursing sub-professionals to perform basic nursing services. This category is however also decreasing, which makes it difficult for nursing professionals to cope with the amount of work. South African rural health centres put pressure on professional nurses to do some of the health care activities that are meant to be done by medical doctors. The aim of the study was to explore the role and value of nursing sub-professionals in the health care system as viewed by the nursing managers. A qualitative exploratory study was conducted to get the perceptions of nursing service managers and operational managers on the role and value of nursing sub-professionals in the health service. A purposive sample of 23 participants was selected and interviewed. Most of the participants viewed the retention of nursing sub-professionals as crucial in the health service system. The participants saw sub-professionals as playing a vital role in the health services as the latter have a scope of practice that enables them to work independently. The reasons they put forth in support of their retention include reduction of litigations, easing the work load of professional nurses, sometimes performing non-nursing duties during crisis periods, reduction in the waiting time for patients/clients, and enabling professional nurses to perform more sophisticated professional duties which include management. Few managers viewed the existence of sub-professional nurses as increasing the work of nursing professionals. They felt that nursing sub-professionals worked under the supervision of nursing professionals. This, according to them, resulted in more work for nursing professionals who had to check and/or repeat what had been done in the name of supervision.

- Description: The National Health Insurance is a relatively new concept in South Africa currently being piloted to ensure that all citizens have access to quality and affordable health care regardless of their socio-economic status. This study was prompted by concerns regarding the introduction of the NHI and its implications on the South African health system. Therefore it seeks to determine the professional nurses concerns about the introduction of the NHI in a private hospital in Gauteng and to describe recommendations based on these perceptions. This study used a qualitative, exploratory and descriptive design. Data was collected using a semi-structured individual interview schedule. The sample was purposive consisting of professional nurses employed in a private hospital in Gauteng. Thematic data saturation determined the number of professional nurses interviewed. Data analysis was done with the aid of Creswell’s theory (2014:1996). Ethical considerations were observed and trustworthiness maintained. The results of the study outlined that professional nurse’s perception about the NHI is centred on equal distribution of health services to benefit all South Africans. However, concerns were based on its financial implications for those mandated to pay towards the fund. The feasibility of its implementation in the midst of staff shortage, inadequate resources and its impact on the public health sector was seen as a major challenge. The notion of a joint effort between public and private health sector in creating one health system was anticipated by most participants. The NHI implementation raised concerns about the impact it will have on the private sectors viability in the future. Professional nurse’s non-involvement in policy making, poor communication, lack of transparency, concerns about governance and management were perceived to be stumbling blocks towards efficient and effective implementation of the NHI.

- Description: The National Health Insurance is a relatively new concept in South Africa currently being piloted to ensure that all citizens have access to quality and affordable health care regardless of their socio-economic status. This study was prompted by concerns regarding the introduction of the NHI and its implications on the South African health system. Therefore it seeks to determine the professional nurses concerns about the introduction of the NHI in a private hospital in Gauteng and to describe recommendations based on these perceptions. This study used a qualitative, exploratory and descriptive design. Data was collected using a semi-structured individual interview schedule. The sample was purposive consisting of professional nurses employed in a private hospital in Gauteng. Thematic data saturation determined the number of professional nurses interviewed. Data analysis was done with the aid of Creswell’s theory (2014:1996). Ethical considerations were observed and trustworthiness maintained. The results of the study outlined that professional nurse’s perception about the NHI is centred on equal distribution of health services to benefit all South Africans. However, concerns were based on its financial implications for those mandated to pay towards the fund. The feasibility of its implementation in the midst of staff shortage, inadequate resources and its impact on the public health sector was seen as a major challenge. The notion of a joint effort between public and private health sector in creating one health system was anticipated by most participants. The NHI implementation raised concerns about the impact it will have on the private sectors viability in the future. Professional nurse’s non-involvement in policy making, poor communication, lack of transparency, concerns about governance and management were perceived to be stumbling blocks towards efficient and effective implementation of the NHI.

These differences in values and ethics affect the way in which multigenerational employees perceive one another, which often leads to conflict and demotivation in the workplace. In an attempt to explore the perceptions of managers of the Emergency Medical Services regarding the management of the Millennial Generation, the researcher undertook a qualitative, descriptive, exploratory and contextual study. Data were gathered through 11 in-depth semi-structured interviews with managers of provincial Emergency Medical Services in the Nelson Mandela Bay Health District. Data were analysed by using Tesch’s steps in data analysis. The research ended with recommendations, which should assist managers to manage employees from the Millennial Generation in the Emergency Medical Services more effectively. Recommendations were also made for further research. It is acknowledged that the research study had limitations, which included the fact that the data were only collected from one of the eight districts in the Eastern Cape and that the study did not include the private ambulance services in the Nelson Mandela Bay Health District.

The complexes and their conjugates could serve as good candidates for photodynamic therapy.

- Description: Measures of mathematics achievement (documented locally, and in internationally comparative terms) have shown that South African learners whose first language (L1) is different from their language of learning and teaching (LoLT) are at a significant disadvantage, most particularly learners from vulnerable or marginalised communities. This transdisciplinary case study looks at two experienced Grade 4 teachers’ mathematics classroom talk practices. It is situated within a second language (L2) teaching/learning context in which teachers and learners share the same first language, but mathematics learning and teaching takes place officially through an L2 (English). The study is located within a qualitative and interpretive framework. It brings together insights from a range of distinct but complementary theoretical disciplines in its analysis of the empirical classroom observation and interview data. Its theoretical framing derives initially from professional literature relating to L2 teaching and learning. This is then embedded within a broader theoretical frame deriving from the work of Vygotsky, Bernstein and Halliday, each of whom has focussed on the centrality of language to the teaching/ learning process, as well as contributed to a heightened appreciation of socio-cultural influences on learners’ meaning-making processes. The study illuminates some of the linguistic challenges to L2 children’s maximal participation in the learning of school mathematics. It points too to the significant challenge many South African mathematics teachers face in trying to meet curriculum coverage and pacing demands, while simultaneously facilitating their learners’ ongoing induction – in and through L2 predominantly – into mathematically-appropriate discourse. Grade 4 is a year in which such challenges are often more acutely felt. Independently of the transition across to an L2 for the majority of South African learners, this is the year also where - relative to the foundation phase years - learners encounter an expansion of knowledge areas and more specialised academic text. Many learners struggle to adjust to these higher conceptual and linguistic demands, often leading to what has been termed a ‘fourth-grade slump’. The study highlights the need for more sustained and proactive challenging of perceptions that English as LoLT is the obvious route to educational - and subsequent economic - opportunity. Recognition of the consequences deriving from the choice of English as the main LoLT for mathematics teaching and learning could help counterbalance deficit discourses implicating poor teaching as a major contributor to South Africa’s poor mathematics education outcomes. The study highlights further that, if language is genuinely to be used as the ‘tool’ for learning it is claimed to be, synergistic opportunities for the dovetailing of insights into L2 learners’ literacy/ numeracy development require further exploration. It points to the need for ongoing professional development support for teachers of mathematics (at both pre- and in-service levels) that focuses on broadening and deepening their understandings around the linguistic, and hence epistemological, consequences of learning mathematics through an L2. Expanding mathematics teachers’ repertoires of strategies for supporting learners’ developing cognitive academic language proficiency (CALP) in mathematics (in both L1 and L2) would involve a conception of ‘academic language’ in mathematics which goes beyond a constrained interpretation of ‘legitimate’ mathematical text as that which is in texts such as curriculum documents and text books. Especially important here are strategies which foreground the value of classroom talk in assisting L2 children towards becoming more confident, competent and explorative bilingual learners, and thereby, more active agents of their own mathematical meaning-making processes. The study argues that such meaning-making processes would be further strengthened were additive bilingualism (in place of current predominantly subtractive practices) to be genuinely taken up as core to any teaching and learning of mathematics in contexts such as those described in this case study.

The potential significance of refugia in safeguarding Non-Timber Forest products under Harvesting

- Description: Many rural households living in and adjacent to forests in South Africa harvest a variety of NonTimber Forest Products (NTFPs) such as wild fruits, fibre, fuelwood, seeds, medicine and bush meat for domestic use, sale and maintaining cultural values. To promote the continued availability of these NTFPs it is important that NTFPs are well maintained and that harvest offtake is sustainable, because if it is not, then the important livelihood function that they fulfil will be jeopardized over time. The role of refugia in conserving pockets of threatened species from overharvesting has rarely been considered. Building on Shackleton et al. (2015), six applications of the concept are considered: size refugia, spatial refugia, cultural/spiritual refugia and physical/habitat refugia. I examined the prevalence and type of refugia for NTFPs at three coastal sites in the Eastern Cape province of South Africa. This was done via several community focus group discussions at each site. Here I report on the role of refugia in offering some safeguard to NTFPs by assessing harvested and non-harvested sites of refugia as well as individual plant species by measuring population density, harvest damage and size class profile. Respondents from the focus group discussions perceived a general decline in the abundance of common, widely used species over the past five decades. Decreasing rainfall and distant farming activities was reported consistently by the majority of the respondents. The most common form of refugia was spatial refugia, followed by cultural/spiritual refugia and physical/habitat refugia. Only six species were identified to be in refugia, namely Cyperus congestus, Cyperus textillis, Millettia grandis, Olea europaea subsp. africana, Phoenix reclinata, and Ptaeroxylon obliquum. Population inventories revealed that regeneration and population densities of some NTFP species in the non-refuge site were adversely affected by harvesting. Populations in refuge sites generally had the largest size classes indicating a regeneration potential but likely to impact regeneration over time if pressures are maintained. Therefore, if refuge sites keep larger individuals, NTFP populations can be maintained. Few studies have critically analyzed the concept of refugia in relation to how NTFPs can be safeguarded and the practical implication of the refuge concept needs to be considered in conservation and strategies and population models.

- Description: Rapid and widespread land cover change and the subsequent loss of the buffering capacity provided by healthy ecosystems against natural hazards has resulted in increased vulnerability to natural hazards. There is an insufficient understanding of the natural resources contribution to the resilience of poor urban communities living in informal settlements and the financial implications thereof. Thus, household strategies used to recover from the October 2012 flood shock were investigated within the informal settlements of three small South African towns using questionnaires. Within the vulnerability paradigm and the sustainable livelihood framework, the study also quantified and evaluated the relative contribution of natural resources to recovery strategies and the impacts on household financial capital. We found that natural resources contributed up to 70% to recovery of households from the flood shock, most of this being to reconstruct housing structures after the flood. Factors such as household head education level, household income, kinship level, the extent of property damage and the cost associated with property rehabilitation significantly influenced the uptake of natural resources in recovery from floods, and this was variable among settlements and towns. The main findings showed that natural resources reduced household vulnerability of urban informal settlements by providing an emergency-net function that substitutes financial capital. Their inclusion in disaster management plans and responses has the potential to contribute to the sustainable livelihoods of the urban poor in the Eastern Cape, South Africa.

- Description: Rapid and widespread land cover change and the subsequent loss of the buffering capacity provided by healthy ecosystems against natural hazards has resulted in increased vulnerability to natural hazards. There is an insufficient understanding of the natural resources contribution to the resilience of poor urban communities living in informal settlements and the financial implications thereof. Thus, household strategies used to recover from the October 2012 flood shock were investigated within the informal settlements of three small South African towns using questionnaires. Within the vulnerability paradigm and the sustainable livelihood framework, the study also quantified and evaluated the relative contribution of natural resources to recovery strategies and the impacts on household financial capital. We found that natural resources contributed up to 70% to recovery of households from the flood shock, most of this being to reconstruct housing structures after the flood. Factors such as household head education level, household income, kinship level, the extent of property damage and the cost associated with property rehabilitation significantly influenced the uptake of natural resources in recovery from floods, and this was variable among settlements and towns. The main findings showed that natural resources reduced household vulnerability of urban informal settlements by providing an emergency-net function that substitutes financial capital. Their inclusion in disaster management plans and responses has the potential to contribute to the sustainable livelihoods of the urban poor in the Eastern Cape, South Africa.

- Description: Significant debate exists within Zimbabwean studies about the basis for which people support on an ongoing basis the ruling Zimbabweans African National Union- Patriotic Front (ZANU-PF) under the leadership of Robert Mugabe. In academic literature, the party and state president (Mugabe) is typically seen as an oppressor such that any support for Mugabe is understood based on compulsion rather than consent. Genuine support for the ruling party though implies that Mugabe is a liberator. In drawing upon Zimbabwean academic literature which seeks to understand why Mugabe might be understood as a liberator, this thesis seeks to provide an innovative sociological analysis focusing on the mysticism surrounding the person and ruler-ship of Mugabe. The mysticism portrays Mugabe as being blessed by the ancestors and spirits, as having divine and sage-like qualities, as speaking for the bones of the dead heroes, and as acting as a modern day national chief who cares for his national subjects and defends his chiefdom against enemies from within or without. This portrait of Mugabe resonates with many Zimbabweans as it speaks to their everyday experiences and their longings for nation-building and national belonging. Hence, it should not be strictly understood as a ruling party ideology foisted upon citizens as a means of political deception. This is explored through interviews with a small number of ZANU-PF supporters.

- Description: The legal principles of reasonableness and the burden of proof date back to ancient times. The first codification of these principles occurred in Roman Law. The Tax Administration Act incorporates these principles in various sections. The purpose of this treatise as formulated in Chapter 1 was to determine whether there is a close connection (in practice) between tax administration (within the context of the Tax Administration Act) and the principles of reasonableness and the burden of proof. SARS acknowledges that the principles of best international practice in tax administration must be taken into account1. These principles include equity, fairness, certainty, simplicity, efficiency and effectiveness. Effective tax administration entails that a balance must be struck between the rights and obligations of the taxpayers and those of SARS2. It is important that the taxpayers and SARS strive to communicate with one another in an efficient and effective manner in order to resolve disputes between them. The treatise followed a logical approach. This entailed that the general interpretation of aspects had to be followed by the tax specific interpretation of the aspects. The general interpretation included an analysis of case law as well as research into the origins of the principles of reasonableness and the burden of proof. Reasonableness and the burden of proof do not require perfection. It is important, however, that assertions must be accompanied by evidence. The quality and quantity of evidence submitted is dependent upon the relevant facts and circumstances of a matter. The facts and circumstances of a matter also constitute determining factors in 1 Draft Explanatory Memorandum on the Draft Tax Administration Bill, 2009 at 1 in 2.5. 2 Ibid in 2.1.evaluating whether the principles of reasonableness and the burden of proof have been applied. The treatise concludes that increased efforts are necessary in order to ensure that the principles of reasonableness and the burden of proof are adhered to in tax administration. This obligation is not limited to SARS but also includes taxpayers and tax practitioners. This is closely linked to effective and efficient communication.
