Leadership excellence in African librarianship - the Carnegie Library Leadership Development experience

- Description: African librarianship is determined by the socio-cultural, developmental, economic and political contexts within which it is located. The importance of developing leaders within the library and information services (LIS) sector has never been as crucial as it is today. There is a critical need to develop the next generation library leaders who are able to respond and adapt LIS to the needs and demands of community development imperatives, emerging technologies for access to information and knowledge, and most importantly recognise its ability to impact the intellectual capital of the continent. The current model of library practice is steeped in managerialism and positional leadership that disallows innovation, creative thinking and a dynamic organisational culture to evolve. The Carnegie Library Leadership project, located within the University of Pretoria, was designed to address the above by identifying those with the potential to be the next generation library leaders and who will be able to make an impact within and beyond their institutions. The programme recognised that the transition from managers to leaders is not an easy journey but commences with the path to personal leadership, which then leads to more effective public leadership. This approach has succeeded in developing dynamic young professionals who are succeeding in elevating the standards of practice within their institutions and contributing to the development of the profession nationally. This paper therefore aims to share the rich content, learning and outcomes of the programme, and how it may be used for future development opportunities.

- Description: In this paper we argue that human rights approaches for intellectually disabled people have failed to recognise the complexity of rights claims made by and on behalf of this group. Drawing on a research project into discourses of education for intellectually disabled people in the Eastern Cape, South Africa we discern three rights discourses; namely, rights to full participation, rights to special services and rights to protection. These draw off a social model, a medical model and a protective model, respectively. We note that these discourses may be set up in contestation with each other. However, we argue that they can be seen as complementary if viewed within an ethics of care that enables participation. Within this conceptualisation, participation is viewed within relations of care but is subject to a critique that examines the role of context and disciplinary power in constructing dependency.

- Description: Entrepreneurs choose a particular way of life with the dual aim of maximising profit and gaining a sense of self-satisfaction. In these endeavours, entrepreneurs typically live with the threat of competition and the risk of business failure, while attempting to do their best within the limitations of their resources. This qualitative study first examines existing theories of ethics and ways of applying business ethics and thereafter investigates entrepreneurs' actual experiences by means of in-depth interviews and the use of phenomenology. It finds that entrepreneurs are not guided by any specific code of conduct, and must decide for themselves what is right. It describes the entrepreneurial business ethic, some of the types of dilemmas that they experience and the methods that they have developed to deal with the dilemmas.
