From housing to sustainable human settlements : a case study of Buffalo City Metropolitan Municipality

The objective of the study was to establish the perceived value of inclusive development by relevant stakeholders in the transformation of housing to integrated and sustainable human settlements; assess the effectiveness of available systems in transforming housing to integrated and sustainable human settlements and to establish the level of effectiveness of the current human settlements development model in transforming housing to integrated and sustainable human settlement outcomes. Following a case study approach, the study employed a combination of qualitative and quantitative approaches which is also known as the mixed-method research design. Purposive sampling technique was used to arrive at a sample of 16 relevant officials, whereas the snow-ball convenience sampling technique was used to select a sample of 12 housing beneficiaries in Ndevana, Potsdam and Mzamomhle housing developments. A survey questionnaire was used to elicit data from the officials In-depth interviews were used to gather data from BCMM officials and Focus Group Discussions were used to extract data from twelve housing beneficiaries from (four from Ndevana, four from Potsdam and four from Mzamomhle) housing projects in the BCMM. The findings from this study show that although several people have been provided with houses in Ndevana, Mzamomhle and Potsdam, the settlements lack the requisite economic and social infrastructure that creates integrated and liveable settlements. Furthermore, the type, quality, and layout of houses delivered by the government falls short of the concept of sustainable development. The available systems for transforming housing to integrated sustainable human settlements have been rendered ineffective by the shortage of proper land for land-use planning and spatial development, lack of organizational capacity, lack of accountability, unaffordability of sustainable housing by the poor and insufficiency of the current housing quantum subsidy to deliver sustainable human settlements. The study further established that the integrated sustainable human settlements programs do not incorporate the community needs which have greatly affected sustainable housing delivery in BCMM. The placement of the poor households in the urban peripheries is phenomenal and hence unemployment, poverty and civil unrest have taken a toll in Ndevana, Potsdam, and Mzamomhle. The study recommends a capacity building and competency-based model to BCMM and Eastern Cape Department of Human Settlements, Integration of Government departments and Stakeholder Engagement, the establishment of monitoring and evaluation systems, alignment of provincial and local government budget cycles.

Agreement and coordination in XiTsonga, SeSotho and IsiXhosa: an optimality theoretic perspective

This analysis is then used to formulate a typology of agreement resolution strategies and the contexts which trigger them. Although some accounts in the Bantu literature suggest that agreement with coordinate structures is avoided by speakers (e.g. Schadeberg 1992, Voeltz 1971) especially when conjuncts are from different noun classes, I show that there is ample evidence to the contrary, and that the subject marker used is dependent on several factors, including (i) the [-HUMAN] specification on the conjuncts, (ii) whether the conjuncts are singular or plural, (iii) whether or not the conjuncts both carry the same noun class feature, and (iv) the order of the conjuncts. This thesis shows that there are various agreement resolution strategies which can beused: 1) agreement with the [+HUMAN] feature on the conjuncts, 2) agreement with the[-HUMAN] feature on the conjuncts, 3) agreement with the noun class feature on both conjuncts, 4) agreement with the noun class feature on the conjunct closest to the verb, and 5) agreement with the noun class feature on the conjunct furthest from the verb. Not all of these strategies are used by all languages, nor are these strategies interchangeable in the languages which do use them – instead, multiple factors conspire to trigger the use of a specific agreement strategy within a specific agreement featural context. I show that these effects can be captured using Optimality Theory (Prince and Smolensky 2004). The analysis makes use of seven constraints: RES#, MAX[+H], MAX[-H], DEP[-H], MAXNC, DEPNC, and AGREECLOSEST. The hierarchical ranking of these constraints not only accounts for the confinement of particular strategies to specific agreement featural contexts within a language, but also accounts for the cross-linguistic differences in the use of these strategies. I end off by examining the typological implications which follow from the OT analysis provided in this thesis.

An investigation into the discursive contructions of childhood masculinity and femininity in BEN 10

- Description: This thesis investigates the representation of gendered childhood in popular children’s television series Ben 10. The series focuses on ten year old Ben who is granted alien powers, deciding to use them to protect innocent people from danger. Alongside Ben is his ten year old female cousin, Gwen, presented as his foil and guide throughout the series. As the characters develop the series presents particular gendered ways of performing childhood and adolescence and responses to the challenges of growing up. Before charting the trajectories of masculinity and femininity of the series I provide a theoretical framework drawing on the work of Foucault for his conceptualisation of discourse, discursive regimes and discursive subjects. The discursive approach is further explored by outlining particular concepts posited by Connell and Butler who argue for the discursive construction and performativity of gender. Similarly, I employ a social constructionist approach to childhood, arguing for children as active meaning makers – albeit constrained by broader discourses. They are constantly learning behaviours which shape their social practice, indicating the significance of studies on children’s media. Consistent with a constructivist approach, this study employs a qualitative methodology to undertake a Critical Discourse Analysis of select episodes, also informed by narrative theories. These ideas underpin the textual analysis of each purposively sampled episode of the three series to present the progression of masculinity and femininity from childhood through early and later adolescence through the characters Ben and Gwen. The analysis serves to demonstrate that Rousseau’s gendered notions of childhood still have considerable purchase in the twenty-first century, particularly in relation to the female character. This study’s findings propose a shift in children’s televisual representations to espousing more liberal views of masculinity, wherein boys are permitted space to feel fear and anxiety. Unsurprisingly, the series continues to uphold traditional ideals of heteronormativity and a hegemonic masculinity which uses physicality to demonstrate dominance. Furthermore, despite the modern conception of self-actualising females the series expects its female characters to work doubly hard without fundamentally challenging patriarchal ideals. That conventional, patriarchal gender roles are rehearsed and privileged in this popular series has implications in terms of persistent gender inequalities.

- Description: Over the past fifteen years there has been an extensive conversion of land use from traditional farming practices to conservation and private game reserves. It has been suggested by Langholz and Kerley (2006:2) that privately owned preserved areas can engage in ecotourism initiatives by protecting biodiversity, succeeding financially and contributing to social upliftment. However, ecotourism has to operate within the context of historical land dispossession of the majority black population and current land reform initiatives to address this problem. In view of the economic, social and environmental importance of ecotourism based private game reserves (PGRs) in South Africa, particularly the Eastern Cape, the main goal of this research is to examine the Indalo association of private game reserves in the Eastern Cape Province’s development model for ex-farmworkers and adjacent communities. This was done through a literature survey and analysis of existing studies and by interviewing the managers of the Indalo PGRs and a few farmworkers to get their opinions of the tension between what they are doing and the imperatives of land reform. This involved an exploration of their community development work, particularly around issues of job creation, participation in decision-making, capacity building and sustainability. The thesis comes to the following conclusions. The first is that the establishment of PGRs have a significant positive impact on the local areas in which they are established. As a land-use, ecotourism based game reserves are an economically and ecologically desirable alternative to other land uses. Therefore the ecotourism based private game reserve industry with its extensive community development focus for farmworkers and local communities is a viable and sustainable alternative to conventional land reform. The second is that the Indalo PGRs development work has built capacity in the communities it has served. However, community participation, particularly in decision-making is limited and needs more attention if productive and sustainable development is to be achieved. Lastly, communities rely heavily on external support for their development and upliftment. However, the majority of the PGRs have/or are putting measures in place to ensure the continuation of community development projects to ensure the long-term sustainability of projects.

- Description: The Agreement on Agriculture (AoA) was adopted to eliminate the illegitimate use of tradedistorting agricultural subsidies and thereby reduce and avoid the negative effects subsidies have on global agricultural trade. However, the AoA has been fashioned in a way that is enabling developed countries to continue high levels of protectionism through subsidization, whilst many developing countries are facing severe and often damaging competition from imports artificially cheapened through subsidies. The regulation of subsidies in the World Trade Organisation (WTO) has been a highly sensitive issue. This is mainly due to the fear of compromising food security especially by developed countries. Developing countries have suffered negatively from the subsidy programmes of developed countries who continue to subsidize their agricultural sector. This position of the developing countries in the global trade system which has been described as weak, has drawn criticism that the WTO as it currently operates does not protect the interests of the weak developing nations, but rather strengthens the interests of the strong developed nations. The green box provisions which are specifically designed to regulate payments that are considered trade neutral or minimally trade distorting has grossly been manipulated by developed countries at the mercy of the AoA. Developed countries continue to provide trade distorting subsidies under the guise of green box support. This is defeating the aims and objectives of the AoA. The study examines the regulation of WTO agricultural subsidies from the developing countries’ belvedere. It looks at the problems WTO member states face with trade distorting subsidies, but focuses more on the impact these have on developing states. It scrutinizes the AoA’s provisions regulating subsidies with a view to identify any loopholes or shortcomings which undermine the interests and aspirations of developing countries. This is behind the background that some of the provisions of the AoA are lenient towards the needs of developed countries at the expense of developing countries.

- Description: Project 1: This is a literature review on the teaching of ecology in South African schools. The importance of ecology education in the school curriculum is well reported. It is also reported that in spite of the apparent importance of the subject, not much ecology is taught or learned in schools. This report examines what ecology is supposed to be about and the challenges that confront its teaching. The approaches to teaching the subject are also discussed. It would seem that if teachers focus on teaching ecological concepts using constructivist teaching/learning strategies, students might be helped to learn ecology meaningfully. Project 2: 'Constructing eco-concepts' is a case study that reports the effects of a module whose design was informed by social constructivist ideas on the understanding of selected ecological concepts by college students. Social constructivism as a philosophy of learning has gained increasing attention in science education in recent times and yet the approach is so alien to so many. Many teachers still teach by the traditional teacher-centred approaches. This research project reports the conceptual change of students after undertaking the module. It also reports the students' perceptions about the teaching/learning strategies employed in the module. It would seem that the social constructivist strategies used in the module assisted the students to improve their frameworks of ecological concepts. Data also tend to reveal that the students enjoyed the approach to learning and had positive views about the social constructivist teaching/learning approach. Project 3: With the advent of the new curriculum framework for South Africa, the outcomes based curriculum, it would seem that teachers could no longer approach teaching by the traditional transmission methods. Colleges of education have been criticised for producing teachers who do not seem to be adequately prepared for their job. Presently, the argument seems to be that teachers would need in-service education on a wide scale and the colleges of education would seem to be important in-service teacher education centres. This research, using case study methodology, investigated the potential of one of the colleges of education to become an in-service teacher education institution based on its physical and human resources.

Data also tend to reveal that the students enjoyed the approach to learning and had positive views about the social constructivist teaching/learning approach. Project 3: With the advent of the new curriculum framework for South Africa, the outcomes based curriculum, it would seem that teachers could no longer approach teaching by the traditional transmission methods. Colleges of education have been criticised for producing teachers who do not seem to be adequately prepared for their job. Presently, the argument seems to be that teachers would need in-service education on a wide scale and the colleges of education would seem to be important in-service teacher education centres. This research, using case study methodology, investigated the potential of one of the colleges of education to become an in-service teacher education institution based on its physical and human resources.

- Description: After years of isolation from the international sporting arena, South African sports teams have recently achieved much success. This study is concerned specifically with managing for organisational effectiveness in South African cricket. According to the theory of transformational leadership, there should be a positive relationship between this style of leadership and organisational effectiveness. The Multifactor Leadership Questionnaire was used to collect information about leadership while data for organisational effectiveness, the dependent variable, was collected using the Effectiveness Survey for Cricket Administration. Most of the results regarding the relationship of the transformational leadership factors and organisational effectiveness were significant. On the other hand, most of the results regarding the relationship of the transactional leadership factors and organisational effectiveness were not significant. The overall results provide general support of the relevance of the transformational leadership theory in the context of cricket administration in South Africa. The results also support Bass's (1990b) argument of the universal application of the transformational leadership theory.

- Description: Currently, in the period of Poststructualism literature is widely approached as a cultural and social phenomenon and the aims of literary studies as the illuminating of social codes, ideology etc. embedded in literature. This study evaluates the contribution of specific critics working within the so-called "New paradigm". The concept "New paradigm" is used as an umbrella term covering a number of distinct developments, referring to literature as a system of literary "actions" rather than as a canon of books. In recent years several Afrikaans critics have embraced or adapted current theories in the domains of Deconstruction, Ideology Criticism, Literary, Sociology, Recepticm Aesthetics, Semiotics and Feminism. This study explores and evaluates the application of such theoretical paradigms to their work in the field of practical criticism. This study also explores the relationship between current theories of literature and their antecedents. The notion of current literary theory and practice not only as a broadening of scope and content of the notion of the "literary" but on the other hand as a liberation of theory and practice from an over-deterministic thrust (i.e. the approach of literature as no more than a set of social documents) is also evaluated in this study. A twofold aim of this study can thus be defined: a. to determine the extent to which the shift from the "old" to "new" theories was made necessary by the developing literary and social scene; b. to examine the links beween theory and practice in the work of specific, key figures in Afrikaans. Is it possible for theory and practice to be separated? Is there an important consistence in the relationship between the two in the work of the figures chosen?

History outside the classroom : the use of museums in the teaching of history

- Description: In the modern technical age in which we live , knowledge of the past is often pushed into the background As a result of this history teaching often becomes an attempt to pump an assortment of arbitrary facts into the minds of scholars by means of 'chalk and talk' methods. Educationists all over the world see this tendency as the major reason for the declining popularity of history as a school subject . In other parts of the world, such as the United States of America and Britain, education departments and teachers have faced this challenge and it seems as if the status of history as a school subject has been retrieved . In the Republic of South Africa the new core syllabuses are geared towards moving away from the earlier restricted emphasis of facts, but there is very little guidance on how teachers are to implement this 'new' approach, which focus more on the "how" of history and on the teaching of historical skills In this thesis museum visits as one of the modes of outdoor education, is studied as a possible additional alternative method of teaching history in South African schools . A study is made of what museums are and of the possible educational values of museum visits. It soon becomes clear that the major beneficial aspect of museum visits could be the acquisition of historical skills such as comprehension, application , analysis , synthesis and evaluation In order to gain insight into the practical implementation of museum visits several groups were observed while visiting the museum, after which two pilot studies were undertaken in the Kaffrarian and South African Missionary Museums with Black standard ten pupils and senior student teachers . Attention is given to aspects of administrative , teacher and pupil preparation the implementation of the visit and the types of follow-up work which could be used. During and after the implementation of the two pilot studies certain characteristic problems were experienced these are : the compilation of worksheets and cultural differences . The most important of language difficulties : It also became clear that education officers at museums find it difficult to cope with the special educational needs of the different visiting groups . For this reason an approach is advocated where the teacher compiles his own worksheet suited to the needs of his specific pupils Guidelines are given as to how pre-planned worksheets could be adapted : how different question-types could be used to compile a worksheet in which skills ascend from the simple to the complex: and how worksheets could be compiled for mixed ability groups. It is hoped that this thesis will lead to renewed interest in the use of the museum in the teaching of history and will serve as guideline for teachers planning to take history "out of its coffin".
