- Description: South Africa faces the daily challenge of illegal dumping and authorities cannot seem to contain the problem. This is particularly the case in Buffalo City Metropolitan Municipality (BCMM) as the same non-effective means of curbing illegal dumping is attempted again and again. This study sought to gain insight into why residents would illegally dump waste near their homes considering the numerous negative health and environmental consequences. While many studies have focused on the quantitative aspects of waste management and illegal dumping, none have been conducted in the Eastern Cape or BCMM or enquired as to how citizens felt about the phenomena. This research utilised in-depth semi-structured interviews to gain insight into the problem of illegal dumping through the lenses of both residents and BCMM staff members. One of the key themes within the findings of the study is the apathetic nature of citizens towards their environment. There are also two predominant ways illegal dumping sites form. The first is through ‘Systemic Dumping’ which arises through the lack of waste infrastructure in low income communities and the second is ‘Ad-hoc Illegal Dumping’which form when BCMM does not provide a timely waste management service.

Evaluating critical success factors for effective leadership of projects

- Description: Leadership skills in projects are viewed as the secondary need in projects for a competent project manager while technical core skills are viewed as the primary need. This argues that leadership and technical core skills should be treated the same as the primary need, furthermore the leadership skills should never be compromised when recruiting a project manager. Qualitative research was employed for this study. The researcher explored the ontology and epistemology as the research paradigms of the study. Data was collected through focus groups, unstructured interviews and through case study. The data collected was analysed by employing the content analysis and descriptive analysis. The quality of the data was the main focus for ensuring that correct information was obtained, and hence triangulation was employed. The recommendations provided will contribute to the efficient and successful execution of projects. The drive to ensure effective leadership projects can be achieved through employing the following: Development of accidental project managers; accreditation of project managers; project management training for project managers; recruitment of project managers, hard technical skills and soft skills for competent project managers. If these recommendations are properly implemented the organisation may realise savings on their projects, and will be able to complete their projects on time, within approved budgets and approved scope of work.

Efficiency analysis of electricity distribution by South African Municipalities: a cost frontier approach

- Description: Efficiency analysis in the public sector assesses the performance of municipal and government entities in their provision of services to the public. South Africa, in particular, has experienced a large degree of negative feedback with respect to the ability of the government and its municipal departments to provide basic services to citizens. This has led to a number of service delivery protests throughout the country. To remedy this, the ability of the municipality to provide basic services needs to be assessed in order for improvements to be made. A first step in this process would be to determine the efficiency with which municipalities are providing these services. This study focuses on a particular municipal service, namely electricity distribution. Primarily, the efficiency with which municipalities provide electricity to consumers is determined. This is achieved using the parametric cost frontier approach, which is appropriate since municipalities aim to reduce the costs incurred in distributing electricity. The municipalities are compared to a frontier (theoretical best practice) from which inferences on their performances can be made. Those municipalities whose performances are not optimal, deviate from the frontier. The deviations (errors) are then assumed to be caused by two factors, namely stochastic random noise and inefficiency. This composition accounts for effects for which municipalities cannot control (stochastic random noise) and those for which it can (inefficiency). The parametric nature of the cost frontier approach allows for distributional assumptions to be made on these factors. Stochastic random noise is always assumed to be normally distributed, while inefficiency is assumed to be one-sided and positively skewed.
