In 2005 globally Shell launched its Enterprise Resource Planning (ERP) implementation. Its 16th implementation was conducted in Shell South Africa (Pty) Ltd. (Shell SA) in 2008.   • Description: This is an exploratory study of the impact of the land redistribution programme on the rural poor of Nkonkobe Municipality. There is a brief historical overview of land redistribution in the South African context. The study demonstrates the impact of the programme of land redistribution and its challenges for the rural poor. The critical question is whether the programme benefitted the rural poor of Nkonkobe Municipality. Chapter one deals with the aims of the research, background of the study, sub-related questions, delimitation of the study and the research method. Chapter two deals with the theoretical framework, a brief description of the study area, a discussion of the land question in South Africa including land reform experiences, redistribution policy and the government land reform programme. Chapter three deals with methodology, discussing the research design and research methods used. Chapter four deals with findings and recommendations.

  • Description: A healthy democracy is generally seen as one in which citizens participate regularly in formal political activities. Citizens’ participation in governance has come to be accepted as an expression of their rights and the manifestation of citizen agency. Access to information remains a crucial component of the right to participate. Transparency, as a normative and constitutional value, represents a means, not an end. The means is the mechanism of access to information. Within the South African context, there is evidence of an increase in participation of a variety of interest groups by means of different processes, as well as through the establishment of numerous consultative bodies and mechanisms for popular participation at all levels of the political structure (Houston, 2001:1). However, accountability to citizens can best be gauged by assessing citizens’ opportunities to influence legislation between elections. Ultimately, the effectiveness and sustainability of mechanisms aim at improving citizens’ participation in policy formulation in order to become effective when they are “institutionalized” and when the state’s own “internal” mechanisms are rendered more transparent and open to civic engagement. Furthermore, the success depends on some form of effective interaction between the state and civic society. In the case of South Africa, whilst the political context and culture for participation exist in the form of the constitutional provisions and several pieces of legislation, a discrepancy exist whereby many South Africans are excluded or devalued by the vast differences in wealth. Citizen’s votes may count equally, but they are still not able to participate on an equal basis between elections. Participatory mechanisms established to ensure citizen’s participation, access to information and monitoring inside and outside the legislature, remain ineffective. These unequal opportunities mean that the poorer and less organised segments of society are prejudiced in terms of influencing legislation and policy. Their lack of full and meaningful participation means legislative outcomes are less representative of, and responsive to, the interests of the poorer segments of society (Habib, Shultz – Herzenberg, 2005: 144). The focus of this study is limited to the province of KwaZulu-Natal. The aim is to, firstly, assess the extent to which citizens can control those who make collective decisions about public affairs. Secondly, it assess the extent to which citizens participate in the existing participatory mechanisms, and thirdly, the study explores the possibilities of the synergy between the state and civil society in promoting effective participation by its citizens. The study, therefore : 1. Assess the theoretical and policy framework for citizen’s participation in South Africa; and 2. Evaluate the level of participation and effectiveness of participatory mechanisms inside and outside the KwaZulu - Natal Legislature. The study introduces the theoretical and conceptual framework of citizen participation through a literature review; followed by an empirical study of citizen participation in the legislative process in the kwaZulu Natal legislature. The study makes the following findings: 1. The literature review concurs that South Africa has one of the most progressive and liberal constitutions in the world. This is coupled with a sound policy framework demonstrating genuine political will for citizens’ participation in policy formulation. 2. Within the political context and culture for citizen participation, the main question of how much control citizens have over the actions of their government remains. Another issue is whether existing mechanisms in the legislature are effective in engendering citizen’s participation and quality input in public policy – making processes. 3. The study showed that ultimately the effectiveness and sustainability of citizen participation mechanisms is improved when they are “institutionalised” and when the state’s own internal mechanisms of accountability are rendered more transparent and open to civic engagement. The study also highlighted the need for synergy between the state and civil society. This includes, among other things, participatory budgeting, public expenditure tracking, monitoring of public service delivery, investigative journalism and citizens’ advisory boards. The study, therefore, makes two recommendations: 1. A comparative Citizens Education and Outreach Programme be developed and spearheaded by both the legislature and civil society in kwaZulu-Natal; and 2. A further study needs to be undertaken to investigate the possible structural nature of the synergy (relationship) between the state and civil society in the province.

  • Description: South Africa's HIV prevalence rate is estimated to be 5.7 million and at the end of2007 a total of 45845 HIV/AIDS adult patients were taking antiretroviral therapy (ART). The global incidence of HIV/AIDS has been slowly decreasing over the years but is still widespread. This disease is still more prevalent in sub-Saharan Africa than in other parts of the world, with more than 60% people living with HIV/AIDS. Highly active antiretroviral therapy (HAART), the treatment of choice, slows the progression of the human immunovirus but demands a high adherence rate in excess of 95%. Patients who are poorly informed about antiretrovirals (ARVs) and misunderstand medicine-taking instructions or experience unexpected side effects may interrupt therapy, predisposing them to the development of resistance. Such patients need information but, given the poor literacy skills prevalent in South Africa, written information is often not fully comprehended and is often written at too high a reading level. The objectives of this research project were to design, modify and evaluate HIV / AIDS patient education materials for low-literate isiXhosa speaking adults residing in Grahamstown and to examine their impact on the understanding of various aspects of the disease and its treatment. Pictograms illustrating common side effects of ARVs (e.g. stavudine, efavirenz, lamivudine), as well as various sources 'for purchasing nonprescription medicines, storage and medicine-taking instructions were designed and evaluated both qualitatively, using group discussions, and quantitatively through individual interviews where interpretation of the pictograms was assessed. These pictograms were incorporated in a patient information leaflet (PIL) which had been specifically designed for people with limited reading skills and was a simple document containing the minimum of essential text. A previously developed PIL was modified in collaboration with the target population and two versions were produced, one incorporating pictograms illustrating side effects, the other with none. Pictograms were used in both to illustrate other medicine-taking instructions. The PILs were tested objectively to assess the readability, format, content, and general design. They were translated into isiXhosa prior to being qualitatively and quantitatively evaluated in a low-literate isiXhosa speaking population. Understanding of the PILs was assessed by asking a series of questions about the PIL content. Participant opinion of the readability and appearance of the PIL was recorded. The relationship between PIL understanding and selected demographic variables was investigated. Findings from this study illustrated that well designed pictograms assist in the location of information in written leaflets and they may enhance understanding of the information. It was further demonstrated that education influences total understanding of PIL content thus emphasizing the need for tailor-written information in accordance with the education level of the target population. A desire to receive PILs incorporating pictograms was expressed by the majority of participants. Collaboration with the intended target population is essential to design culturally acceptable, easily interpreted pictograms and to produce user-friendly, easy-to-read, comprehensible patient education materials. The rigorous, iterative design, modification and testing process described in this study is one that should be adopted in producing all health-related education materials.

  • Description: Standard economic models often emphasize inputs, outputs and an examination of the structures in order to conduct an economic performance evaluation. This study applies the Institutional and Development Framework (IAD) in the broader context of New Institutional Economics (NIE) in order to examine the transaction costs of delivering Community and Home Based Care and Support (CHBC) to HIV/AIDS sufferers. For purposes of unveiling the empirical reality guiding decision making processes in the CHBC service delivery, comparative qualitative research techniques of normative variable and concept formation have been adopted to draw out the relative institutional influences from the HIV/AIDS national response partnerships. The study identifies the conflict between the predominantly standardized and more rigid formal management techniques adopted by key members of the national response and the informal cultural techniques familiar to the rural communities, and a lack of motivational incentives in the CHBC structures as the key factors against CHBC capacities to draw external funding for service delivery. CHBCs are also weakened by incoherent governance structures at the district level for facilitation of funding and information flow exacerbating the community vulnerability. Rationalization of the institutional arrangements and a clarification of roles from district to community levels, a shift of focus to facilitation of informal techniques and an integration of performance enhancing incentives are the critical policy insights envisaged to spur CHBCs to work better.

  • Description: With the advent of digital networks that link audio devices, there is a need for a protocol that integrates control and connection management, allows for streaming of all media content such as audio and video between devices from different manufacturers, and that provides a common approach to the control of these devices. This paper proposes such a protocol, named XFN, currently being standardized as part of the AES X170 project. XFN is an IP-based peer to peer network protocol, in which any device on the network may send or receive connection management, control, and monitoring messages. Essential to the XFN protocol is the fact that each parameter in a device can be addressed via a hierarchical structure that reflects the natural layout of the device.

  • Description: Since the official opening of ex-model C (previously whites only) schools to learners of all races, cultures and languages, there has been an influx of black learners into these schools. Reasons for this are that many black parents believe the quality of education and resources available at these ex model C schools is better than those available in township schools (De Klerk, 2000). Parents also believe sending their children to English medium schools enables them to compete and be marketable in the global world of work. This dissertation describes a qualitative case study of grade 8 learners who took part in a six week intervention conducted at a school in the Eastern Cape where they learn through an additional language (English). The purpose of the intervention was to equip these learners with skills to enable them to improve their reading and comprehension in this language. Participation in the intervention was voluntarily, based on a selection conducted of learners who wrote a baseline English assessment test. Assessments done during the intervention suggest that isiXhosa home language learners fare academically weaker than their English and Afrikaans counterparts who learn through the medium of English. This correlates with findings done nationally and internationally with regard to South African learners’ literacy levels. This dissertation looks at the affective and cognitive effects of the intervention on its participants. Literature on how additional language learning should be done is examined, as well as the Language in Education policy of South Africa (1997). Findings from the research suggest the importance of establishing a ‘safe’ teaching and learning environment for learning to take place optimally and indicate that interventions to improve English reading can produce positive results. Furthermore the research provides evidence that explicitly teaching reading strategies can improve the participants’ comprehension and overall language competence. While English, as the language of technology and economics is acknowledged, it is argued in this dissertation that due to a lack of information to make informed choices, parents and learners become victims of the ‘straight for English’ phenomenon, and learners are robbed of an opportunity to reach their academic potential. However, if additional language learning takes place under the ideal conditions, learners can be enabled to become academically equipped to deal with the demands of learning through an additional language. What is essential for the afore-mentioned to materialize is that learners need to be equipped with reading and comprehension skills in their home language first, for these skills to be effective in attaining the ‘other’ language. Also, learners need to be aware of the fact that they carry knowledge in their own language that can and should be used to learn (in) the additional language.

An investigation into a natural language interface for contact centers

  • Description: Contact centres are the first point of contact between a company and a customer after the purchase of a product or service. These centres make use of contact centre agents to service customer queries. In the past contact centres hired as many agents as they could in order to service customers, which have led to an increase in personnel costs causing contact centres to become costly to run. Automation techniques were introduced to decrease personnel costs and one such technique is the Interactive Voice Response (IVR). The usability of IVR systems is, however, dismal. Customers would rather speak to a contact centre agent than navigate through the menu structure found in these systems. The menu structure has come under scrutiny because it is difficult to use and navigate, is often not aligned to caller usage patterns, and the menu options are long and vague. This research investigated whether a Natural Language Interface (NLI) could alleviate the problems inherent to IVR. NLIs, however, come with their own disadvantages of which the main ones are ambiguity and the loss of context of a conversation. Two prototypes were implemented, one of which resembled an IVR and the other an NLI (using ALICE concepts). An evaluation of two prototypes confirmed the advantages and disadvantages of these concepts in accordance to theory. A Hybrid prototype was proposed with the aid of two models. The model which proposed an NLI using a rule base was chosen for implementation. The Hybrid prototype was then evaluated against the NLI and IVR prototypes to deduce which prototype was the most effective, efficient and satisfying. The evaluation through the aid of descriptive and inferential statistics showed that the Hybrid prototype was the most usable prototype. The evaluation of the Hybrid prototype confirmed that a Hybrid approach could limit the shortcomings of IVR through the elimination of the menu structure found in these systems, thereby allowing users to state their queries in natural language. The incorporated rule base provided the Hybrid system with long term memory, eliminating one of the main disadvantages of NLIs.

  • Description: The failure rate of small business initiatives in South Africa is phenomenal, and much is needed to unravel the causes contributing to such failures. Yet small businesses are playing a vital part in our global economy and in particular in terms of job creation and poverty eradication. There are internal as well as external factors that play a significant role in determining the success of these small businesses. In South Africa much emphasis is placed by national, provincial and local governments on small and medium enterprises (SMEs) to drive wealth creation and black economic empowerment. Therefore, an investigation into the factors contributing to the success and failure of SMEs is of vital importance. The South African government’s poverty eradication strategy, which is driven by the Department of Trade and Industry (DTI), allocated funds for job creation programmes as a method to combat poverty and more importantly, to develop young entrepreneurs. Among the seven departments mandated by DTI was the Department of Social Development. Since the birth of the new democracy, this department has transformed from offering a traditional remedial method of service delivery to an integrated developmental approach. This approach included extensive community work, which includes job creation and economic empowerment through the establishment of small businesses. Given the availability of funding, the inability to spend fiscal budgets as per allocation as well as the charity element of receiving involved, it is important to explore whether factors contributing to the success of these SMEs are any different to the traditional business strategies. In this study, the researcher gave special consideration to the social capital element and its contribution in the context of community support as well as the ability of SMEs to become sustainable business ventures over time. The research study aims to highlight unique factors contributing to the success and failures of SMEs established by the Department of Social Development and in doing so hopes to manifest an improved understanding of the management of these SMEs. In chapter one, the researcher gives a brief description of the activities of the Department of Social Development and its mandate to establish SMEs for job creation. A brief explanation regarding the context of the problem that was investigated is also given. Chapter two provides a detailed theoretical overview of the study, focusing in particular on factors contributing to the success and failure of small businesses. In chapter three, the research design and the various instruments used are discussed. Here, emphasis is placed on procedural issues and ethical considerations. The validity and reliability of the research is strongly motivated. In chapter four the research results are discussed. Chapter five aims to discuss the findings of the research with reference to the theoretical overview outlined in chapter two. Lastly, chapter six makes recommendations to the various stakeholders who may benefit from this research. These recommendations are the most important objectives of the research and should add value with regards to the management of SMEs in future, with special reference to the Department of Social Development in the Eastern Cape.

  • Description: The tourism and hospitality industry has made a meaningful contribution to the development of the South African economy. Not only the hotels, but also the demand for self-catering holiday properties such as guest houses and bed-and-breakfast Bed and Breakfast establishments is increasing which could boost the tourist industry. Moreover, the prospect of the self-catering holiday properties in South Africa is extremely positive, particularly when the country is given the opportunity to hold the 2010 FIFA World Cup. Thus, expectations and perceptions are significantly shaped and transformed by the prosperous environment. The self-catering holiday properties should provide the best possible service to international and domestic tourists and ensure that their needs are fully met. The general purpose of this study was to evaluate the service quality of guest houses and Bed and Breakfasts in the Nelson Mandela Bay by comparing guests’ expectations and perceptions. The results of this study could assist the managers of guest house and Bed and Breakfast in improving its service performance to more effectively fulfil the needs of dynamic tourist market. The literature study provided an overview of tourism industry from the management and marketing perspectives, services marketing and a detailed discussion of service quality focusing on the nature of services, determinants of service quality and techniques for measuring service quality. The SERVQUAL model and its derivative, Lodging Quality Index (LQI), were adapted for measuring the guests’ perceived service quality in this research. ii The empirical data was collected by means of a survey, using a self-administered questionnaire distributed to guests who were staying at guest houses or Bed and Breakfasts in the Nelson Mandela Bay identified in terms of convenience sampling. One hundred and five useable questionnaires were received. The empirical findings based on the perception-minus-expectation (P-E) gap analysis showed that the perception mean scores were consistently lower than the expectation mean scores. This implies that guests perceived service quality of guest house and Bed and Breakfast to be relatively low. It is recommended that the managers of guest houses and BBs should: uniform the employees; use every tool to figure out what the guest wants; establish specific working procedures and help employees to understand their job responsibilities and mangers’ expectations; invite suggestions of existing located facilities from guests, and move the inconvenient facilities if possible; employ a communication audit to evaluate the overall quality of the communication system by comparing communication objectives to actual performance; combine useful destination information from different sources and update them on the website frequently; and apply an attracting layout to build positive image.

  • Description: The primary motivation for this research was to examine political apathy amongst students at Nelson Mandela Metropolitan University. The secondary motivation was to question whether youth political apathy threatens the consolidation of democracy. More specifically, the purpose of the study was to critically analyze contemporary literature on the politics of young people in post apartheid South Africa, in order to identify its shortcomings and give an in-depth explanation for youth political apathy, and how it impacts democracy. The writer has employed a qualitative method. Four focus groups were arranged by the researcher at Nelson Mandela Metropolitan University. All participants of the study were Nelson Mandela Metropolitan University (NMMU) undergraduate and postgraduate black students aged 21-35. The sample of this study included fifty participants. Thus the researcher has utilized a purposive sampling technique. Participants were encouraged by the researcher to have maximum participation in the focus group deliberations. The researcher also made use of elite interviews in the study. The findings of this study suggest that political apathy amongst students at Nelson Mandela Metropolitan University does exist. Most of the participants in the focus groups indicated that young people in post-apartheid South Africa have no interest in politics.

  • Description: It has been estimated that between 3000 and 4000 plant species are used for their medicinal properties throughout South Africa, with approximately 27 million South Africans making use of traditional medicines. Of this 27 million, 3 million South Africans rely on traditional medicine as their primary source of health care. Of the 250 000 to 500 000 known plant species, very few have been investigated for their pharmacological qualities, and compounds of significant medicinal value may still remain undiscovered in many plant species. The aims of this study included investigating the antimicrobial properties of Geranium incanum and Artemisia afra, both plants traditionally used for their medicinal properties, and comparing the antimicrobial activity of the latter to that of Artemisia absinthium, as well as investigating the anticancer properties of G. incanum and A. afra, and comparing the anticancer activity of the latter to that of A. absinthium. Infusions, aqueous-, methanol- and acetone extracts of the three plants were prepared and used for anticancer and antimicrobial screening. Plant specimens used to prepare extracts for antimicrobial activity were collected and extracted over three seasons, while extracts used for anticancer screening were prepared from plants collected during the summer only. Considerable variation existed in the percentage crude extract yields obtained when different extractants were used, while the season in which the plants were harvested and extracted also appeared to play a significant role in the amount of extract obtained. The plant extracts were screened for antimicrobial activity against various strains of Candida albicans, Escherichia coli, Pseudomonas aeruginosa, Enterococcus faecalis, Staphylococcus aureus and Bacillus cereus, using an agar dilution method. G. incanum and A. afra possessed activity for C. albicans, while all three plants showed activity for S. aureus and B. cereus. Activity was largely dependent on the extraction method used. iii The 3-[4,5-dimethylthiazol-2-yl]-2,5-diphenyl tetrazolium bromide (MTT) assay was used to screen for anticancer activity of the respective extracts, at varying concentrations, against MCF-7 (human breast adenocarcinoma) cells, HT-29 (human colonic adenocarcinoma) cells and HeLa (human cervical cancer) cells. All of the extracts showed cytotoxic activity in all three cell lines to varying extents, depending on the extract used and cell line screened. The acetone extract of A. afra proved to be the most effective inhibitor with the lowest IC50 (2.65 ± 1.05 μg/ml) having been shown in MCF-7 cells. A. afra and A. absinthium showed similar inhibitory patterns, with the methanol- and acetone extracts having been the most potent inhibitors of each of the respective cell lines in general. Fluorescence microscopy employing 4',6-diamidino-2-phenylindole dihydrochloride (DAPI) and propidium iodide (PI) staining indicated that the acetone extract of A. afra induces apoptosis in MCF-7 cells as apposed to necrosis, and the results were comparable to those obtained for cells exposed to cisplatin. Screening of the A. afra acetone extract for toxicity in normal human cells using the CellTiter-Blue® assay indicated the extract to be toxic to peripheral blood mononuclear cells (PBMC’s) at concentrations comparable to that for MCF-7 cells, while cell cycle analysis of MCF-7 cells exposed to the A. afra acetone extract indicated the extract’s ability to induce apoptosis comparable to that of cisplatin, with the extract exerting its activity at a point during or just prior to the S phase of the cell cycle.

  • Description: Simulation is a complex task with many research applications - chiey as a research tool, to test and evaluate hypothetical scenarios. Though many simulations execute similar operations and utilise similar data, there are few simulation frameworks or toolkits that allow researchers to rapidly develop their concepts. Those that are available to researchers are limited in scope, or use old technology that is no longer useful to modern researchers. As a result of this, many researchers build their own simulations without a framework, wasting time and resources on a system that could already cater for the majority of their simulation's requirements. In this work, a system is proposed for the creation of a scalable, dynamic-resolution network simulation framework that provides scalable scope for researchers, using modern technologies and languages. This framework should allow researchers to rapidly develop a broad range of semantically-rich simulations, without the necessity of superor grid-computers or clusters. Design and implementation are discussed and alternative network simulations are compared to the proposed framework. A series of simulations, focusing on malware, is run on an implementation of this framework, and the results are compared to expectations for the outcomes of those simulations. In conclusion, a critical review of the simulator is made, considering any extensions or shortcomings that need to be addressed.

  • Description: This study looks at aspects of the development of environmental education in South African National Parks (SANParks), in relation to the emergence of national and organisational policy frameworks. In order to put current environmental education practices into context, the study firstly looks at the historical development line of environmental education in SANParks, as well as in the broader national context. This provides a framework within which the processes of change and development can be traced in terms of social, political and economic influences on an international and national front. The study finds that the promulgation of legislation, including the Constitution, National Acts and various other policies, reflected the trends of thinking and set the pace in a democratic South Africa, which led to the emergence of more explicit processes and refined policies. Popkewitz’s finding, that education emerged in modernity, is used in the study to illustrate this tendency. It finds that these changes in South Africa resulted in the establishment of more structured environmental education processes within SANParks, and led to the expansion, diversification and strengthening of environmental education as a field of practice over time. The study traces significant processes of recontextualisation of international and national environmental education related policies according to the framework established by Bernstein (1980). These processes of recontextualisation were followed in the formulation processes of SANParks policy and strategy documents in the period from 1999 to 2005, and resulted in an official pedagogic discourse for environmental education in SANParks. The study establishes a second level of recontextualisation, that is, the official pedagogic discourse of environmental education in SANParks is recontextualised to a pedagogic discourse of reproduction. The pedagogic discourse of reproduction relates to park practices, where contextualisation within park-based programmes appears to be strong. The park-based programmes resemble a ‘curriculum in practice’, which brings us to Cornbleth’s critical curriculum approach. The study utilises this approach to explore and explain the meaning of the critical perspective taken on curriculum construction and change efforts at park implementation level (Cornbleth, 1990). The study finds that the contextualisation of park programmes and practices lead to variety in park programmes, which adds richness to environmental education programmes and activities, and further highlights the fact that environmental education practices are prolific in national parks. The study also finds that historical and contextual processes associated with specific parks strongly characterise environmental education programmes and practices in those parks, and that partnership programmes, such as the Kids in Parks programme, contribute towards, and enhance the growth of environmental education as a specialised field of practice in SANParks. The study comments on the need for environmental education practices in SANParks to be reviewed and expanded in line with the contemporary approach towards the environment as a social construct of interacting components. These components include the biophysical, social, economic and political dimensions. The study also highlights the need for the recognition and acknowledgement of the long, historical development line of environmental education in SANParks in order to build on established structures in a holistic way. The study further determines a need for strong leadership to successfully expand this specialised field of practice and encourages a participatory approach in the review and further development of this field of practice in SANParks. The study ultimately finds that environmental education in SANParks has a long and rich development profile, which has placed it in a strong position for further development. However, it concludes that there is a great need for a rejuvenated approach, which requires expert knowledge, professionalism and broad based networking approach to enable meaningful expansion within this specialised field of practice.

  • Description: The socio-economic dimension of conflicts has enjoyed increasing attention in research dealing with the dynamics of contemporary conflict. The underlying assumption of this study is that the socio-economic dimension of conflict can be hugely informative in terms of providing an understanding as to why peace agreements fail and in that sense can contribute to the resolution of conflicts if taken into account during the formulation of peace agreements. This study explores the way in which conflict theory has dealt with conflict and determines to what degree peace agreements in the Sudan have taken into consideration the socio-economic dimension of the conflict between the North and South Sudan since February 1972 to January 2005. This study proposes a number of recommendations in terms of the peace process in the Sudan with possible wider application to other future peace agreements.

  • Description: South Africa has, since 1994 undergone significant political, social and economic changes and all these changes have had an effect in most of the governmental departments. One department adversely affected in particular, is the Department of Education (DoE). The implementation of a large number of educational policies being developed at national and provincial levels to bring about radical changes, leave much to desire. That has led the researcher to be investigating Teachers’ Formative Assessment Practices in Grade 9 Technology classrooms of selected schools in the Fort Beaufort District of Education. The DoE had explored ways to better educate learners and to improve the entire school performance, hence the introduction of the new methods of assessment, to quote but one, assessment policy No. 19640 of 1998. The new assessment policy in the GET Band is a means of assessing learners in order to enhance individual growth and development; to monitor the progress of learners; and to facilitate their learning. This policy states that assessment and feedback are integral to the teaching and learning process and policy planners and practitioners must be adequately prepared to implement these policies. Assessment is the most powerful lever educators use to influence the way learners respond to teaching and behave as learners. It is crucial that appropriate and effective methods of assessment are employed to ensure effective learning. Therefore, the study examined, within the interpretive paradigm and taking a constructivist approach, experiences and concerns raised by participants concerning the implementation of formative assessment in the case. In order to investigate teachers’ perceptions and the implementation of formative assessment practices, in relation to emerging educational policies, one Grade 9 learning area – Technology - in five schools were purposefully sampled. Data from the participants were mainly collected employing qualitative methods, being in-depth interviews, observations and document studies. The main findings of the study were that participants’ (School Management Team members, teachers and learners) perceptions were not quite clear pertaining to what formative assessment is all about. They did not know how to implement it in their classes and as a result had a negative impact on them. This led to recommending that these practitioners must adequately and rigorously be re-trained in implementing the policy. The DoE ought to outsource such trainings to tertiary institution for certification purposes. In future, the DoE should, before implementing any policy, make sure facilitators know the policy, are adequately and thoroughly trained and skilled before embarking on any further training of policy practitioners.

  • Description: Digital audio network technologies are becoming more prevalent in audio related environments. Yamaha Corporation has created a digital audio network solution, named mLAN (music Local Area Network), that uses IEEE 1394 as its underlying network technology. IEEE 1394 is a digital network technology that is specifically designed for real-time multimedia data transmission. The second generation of mLAN is based on the Plural Node Architecture, where the control of audio and MIDI routings between IEEE 1394 devices is split between two node types, namely an Enabler and a Transporter. The Transporter typically resides in an IEEE 1394 device and is solely responsible for transmission and reception of audio or MIDI data. The Enabler typically resides in a workstation and exposes an abstract representation of audio or MIDI plugs on each Transporter to routing control applications. The Enabler is responsible for configuring audio and MIDI routings between plugs on different Transporters. A Hardware Abstraction Layer (HAL) within the Enabler allows it to uniformly communicate with Transporters that are created by various vendors. A plug-in mechanism is used to provide this capability. When vendors create Transporters, they also create device-specific plug-ins for the Enabler. These plug-ins are created against a Transporter HAL Application Programming Interface (API) that defines methods to access the capabilities of Transporters. An Open Generic Transporter (OGT) guideline document which models all the capabilities of Transporters has been produced. These guidelines make it possible for manufacturers to create Transporters that make use of a common plug-in, although based on different hardware architectures. The introduction of the OGT concept has revealed additional Transporter capabilities that are not incorporated in the existing Transporter HAL API. This has led to the underutilisation of OGT capabilities. The main goals of this investigation have been to improve the Enabler’s plug-in mechanism, and to incorporate the additional capabilities that have been revealed by the OGT into the Transporter HAL API. We propose a new plug-in mechanism, and a new Transporter HAL API that fully utilises both the additional capabilities revealed by the OGT and the capabilities of existing Transporters.

  • Description: The Struandale Engine Plant (SEP) was set up in 1924 and was the 16th Ford plant outside North America. The plant has since produced a variety of different components ranging from wheel hubs, to engine components such as crank shafts and cylinder blocks, to the assembly of engines. Manufacturing at this plant has predominantly been via the job-shop method, where mass production techniques were used. The RoCam programme preparation started in 1999. In 2001, SEP experienced a very steep ramp-up due to an unexpected surge in volume requirements. This forced the plant’s Human Resources team to embark on an “emergency” recruitment drive to cover the required human resources to support the programme. Due to this action being taken by the Human Resources department, the educational level of the employees was at a very basic level and had an adverse effect on productivity. The SEP operating committee made a decision in 2004 to focus on the implementation and maintenance of the Ford Production System (FPS). This initiative was important because ageing equipment needed to be maintained at predetermined intervals through continuous improvement techniques that form part of the FPS programme. If these techniques are not in place, the Overall Equipment Efficiency (OEE) suffers. This programme comprises a number of critical elements such as FTPM that requires a certain education and skill level in effort to completely comprehend the system. Evidently, education was an issue and an effort had to be made to upgrade the workforce skill’s level, specifically the team leaders. On the 30th January 2008, Ford Motor Company of Southern Africa (FMCSA) had announced plans to invest more than R1.5-billion to expand its operations in South Africa for the production of Ford's next-generation compact pick-up truck iv and Puma diesel engine. In an effort to secure and retain the Puma contract at SEP, the plant had to prove that it could compete globally; hence it had to improve OEE levels to the world-class standard. The Puma engine contract had been contracted to South America, Turkey, Thailand, and South Africa. This was a strategic move in order to retain flexibility within the supply chain i.e. if one supplier / plant cannot deliver, demand can be shifted to one of three alternative suppliers. The problem statement which will be addressed by this research is: What are the main causes for the poor Overall Equipment Efficiency level (OEE) at the Struandale Engine Plant of Ford Motor Company of Southern Africa?   • Description: I embarked upon this study to investigate mathematics teachers' practices that have led to the persistence of traditional teaching methods in grade 9 mathematics classrooms in Rundu. The study was conducted from a learner-centred (L-C) perspective or reform approach in the Namibian context. It is a qualitative study oriented in the interpretive paradigm- a paradigm that seeks to understand the meanings attached to human actions. The participants involved in this study were purposively selected and they are composed of two mathematics teachers and their grade 9 learners. This study was conducted at two schools in Rundu. One is an urban school while the other one is a rural school on the outskirts of Rundu. The research tools employed in this study are questionnaires, interviews and observations. The questionnaires were used to identify and select my participants while the observations were used to investigate the participants teaching strategies. The purpose of the interviews was mainly to investigate teachers' understanding, interpretation and implementation of learner-centre education (LCE). Amongst other findings, this study reveals that inadequate teacher-training, controversial educational policies and challenges such as overcrowdedness in mathematics classrooms, lack of teaching and learning materials, lack of cooperation among mathematics teachers and learners' negative attitude towards mathematics are some of the contributing factors to the persistence of traditional teaching methods in mathematics classrooms. Moreover, the study reveals that the persistence of traditional teaching methods in mathematics classes can no longer be attributed to the lack of understanding of LCE. The teachers in this study seem to be well acquainted with the theoretical aspect of the LCE framework while the implementation aspect seems to be a concern.
