- Description: This treatise explores the Matatiele boundary demarcation dispute and, in particular, the role that unmet basic human needs play in this dispute. The subject of identity is also explored. In 2006, the government of South Africa decided that Matatiele should no longer be part of the province of Kwa-Zulu Natal (KZN) and instead should be incorporated into the province of the Eastern Cape. This decision divided the community of Matatiele into two groups; one was pro-KZN and the other, pro-Eastern Cape. In 2008, violence broke out between these two groups. The government’s decision and the resulting violence have created a situation of protracted conflict in the community of Matatiele with rivalries and antagonism being part of the fabric of the society. This treatise attempts to analyse this conflict and link it to the theory of basic human needs as advocated by conflict theorists such as John Burton and Johan Gultang. Human needs theorists hold the view that unmet psychological and physical needs are sources of social conflict and can lead to protracted conflict. This treatise also explores the efficacy of problem-solving workshops and referendums as conflict-resolution techniques for boundary demarcation disputes. The data were collected from unstructured, in-depth interviews with a sample of eleven respondents. The data indicate that there is a nexus between this conflict and the theory of basic human needs and that community-identity concerns are central to this dispute. The findings of this study suggest that the conflict is multi-faceted and that the underlying causes can be attributed to unmet human needs. The data was analysed using the grounded theory approach. This allowed the key causes of the conflict to be identified and subsequently informed the recommendations presented in the conclusion of this treatise.

Budget expenditure control procedures provide a company with a method of control for managing actual spending against the budget. Most companies have a refined practice of budget preparation, and in the larger companies, these are implemented across all departments and carried out by respective managers. Once the budget is in place, it is the responsibility of the managers to ensure that those having expenditure authorisation adhere to it. If control procedures are well managed, this allows for improved efficiency in operations and can lead to benefits in budget performance. Control procedures that are inefficient and poorly managed will inhibit budget objectives being achieved. The control procedures for budget expenditure can be formulated and applied to optimise budget performance and to control budget variance. Formal budget expenditure control procedures, as part of a company’s budget strategy, can provide managers with an effective business tool that improves current budget spending control procedures. This will then result in the identification of potential efficiency gains and improve budget performance.

Incubators provide a place for businesses to build their foundations. Most incubators connect their clients to local service providers (such as lawyers, corporate service providers or accountants) and establish relationships that will last after the firm leaves the incubator. Once an enterprise is ready to leave the incubator environment, it will need space to move into, which in turn, boosts property development and leasing. Because of the enhanced credibility of the business incubation process, landlords would be more confident as a stable, growing business can be a reliable tenant. The empirical object of the study is the Seda NMB ICT Incubator in Port Elizabeth. Eastern Cape. Like any other business an incubator is created to deliver a service or product for as long as possible and in this process must create value because the ultimate objective of any profit seeking business is to create wealth for its owners with due consideration of all its stakeholders (Brigham & Ehrhardt 2005:7-12). A preliminary investigation of the Seda NMB ICT Incubator raised the question whether the operation of this incubator meets the performance standards as identified in the international literature. The purpose of this study is therefore to establish whether the performance of the Seda NMB ICT Incubator is in line with generally accepted performance standards. At this stage the standards can be identified as a strategic alliance of the business (vision, mission and strategy), financing principles, management principles and human resource development and growth opportunities. The SEDA NMB ICT Incubator is financed as follows: Partly by the Department of Trade and Industry (the SEDA technology programme) and partly by the Nelson Mandela Bay Metropolitan Municipality. It is recommended that public/private partnerships should be formed to ensure the continuity of the Port Elizabeth incubator. A second recommendation is that the SEDA NMB Incubator becomes more focussed in terms of its clients it is serving. At present it is serving a wide variety of ICT clients ranging from website design, graphic art to preparing business plans for ICT businesses. The period of incubation may be too extended as some incubatees have been on the premises for more than five years. It is recommended that the SEDA NMB Incubator pays attention to the length of stay of an incubatee. The vast majority of the incubatees on the SEDA NMB Incubator premises are not compliant with business acts and regulations. Seven incubatees reported during the personal interview that they were not compliant with all the acts and regulations.

Yet, generally, the learning and teaching in mathematics classrooms relies heavily on isolated procedures. This study aims to improve teaching and learning of partitive and quotitive division, moving away from isolated procedural knowledge to that of procedures with their underlying concepts through the use of manipulatives, visual representation and questioning. Learning and teaching lessons were designed to teach partitive and quotitive division both procedurally and conceptually. The study explored the roles these manipulatives, visual representations and questioning played toward the conceptual learning of partitive and quotitive division. It was found that manipulatives and iconic visualization enhanced learning, and this could be achieved through scaffolding using a questioning approach. It was concluded that manipulatives and iconic visualization need to be properly planned and used, and integrated with questioning to achieve success in the learning of procedural and conceptual knowledge.

By examining the experiences of former street children in a school environment, namely a teaching and learning environment, this study will contribute towards the literature by providing focused and relevant information pertaining to the way former street children experience learning. By focusing on these particular learners from the street, the study attempts to explore and build an insightful knowledge in terms of understanding how former street children perceive learning in relation to their present personal and past life on the streets. Through this study the researcher will hopefully be able to determine how former street children feel, experience and relate to teaching and learning within a school context. Data collection for this study included the researcher’s observations and face-to-face unstructured in-depth phenomenological interviews with learners who are formerly from the streets. Among others, the study found that these particular learners have low self- esteem, a low opinion of themselves, and lack of self- confidence. The study also revealed that some of these learners are struggling academically and would appreciate it if academic was parallel with vocational skills so as to equip them for the world of work. It also transpired that learners who have relationships with those who have not been to the streets changed their lives for the better by learning from their peers but those who have relationships with other former street children at this school continue to engage in deviant behaviour, for many schooling has helped them to reclaim their childhood identity.

These fibers were used as a solid support material for the immobilization of oxovanadium(IV) which was achieved via a reaction with vanadyl sulfate. The oxovanadium(IV)-functionalized nanofibers were used as heterogeneous catalysts for the oxidation of thioanisole under both batch and pseudo-continuous flow conditions with great success. Under batch conditions near quantitative oxidation of thioanisole was achieved in under 90 min, even after four successive catalytic reactions. Under continuous conditions, excellent conversion of thioanisole was maintained throughout the period studied at flow rates of up to 2 mLh−1. This study, therefore, proposes that electrospun polybenzimidazole nanofibers, with their small diameters, impressive chemical and thermal stability, as well as coordinating benzimidazole group, may be a desirable support material for immobilization of homogeneous catalysts.

The key research question that the study sought to answer was: What are the challenges encountered by schools in the implementation of Inclusive Education in the Ngcobo District of the Eastern Cape Province? The following were the sub-research questions: (a). How does the lack of specialized or in-service, trained human resource personnel challenge or hinder the implementation of Inclusive Education? (b). How is the implementation of Inclusive Education affected by available infra-structure? (c). How do the attitudes of stake holders such as learners, educators (ILST) and parents (SGB) affect the implementation of inclusive education? The findings of the study revealed that: There is a gross shortage of educators qualified in inclusive education or related streams, and in some schools none at all. Institution Level Support Teams (ILSTs) in some schools have not been established and some of those that are established are not functional. Needed specialists such as psychologists and occupational therapists are not available in special schools. Workshops or in-service training for educators generally are held for to ILSTs only instead of all educators and SMTs. School buildings and toilets have not been adapted for when inclusion is to be implemented and there are no specific, funded departmental projects to rectify this. Assistive devices for learners experiencing barriers to teaching, learning and development are rarely found. There are no clear departmental budgets to ensure the policy is implemented in ordinary schools. Negative attitudes of some parents, teachers and learners toward inclusion still exist. The following recommendations were made for consideration in order to facilitate the smooth implementation of Inclusive Education in the schools. The IDP may be credible, but the implementation may be flawed, or funding does not flow as expected, or the people on the ground may not understand that it may take years to deliver services. The study targeted senior managers of coordinating Departments, the Sunday’s River Valley Municipality (SRVM) and IDP Managers of SRVM and the Cacadu District Municipality (CDM). The study discovered that sector departments do not participate meaningfully in IDP processes mainly because: (1) SRVM does not extend invitations to all sector departments to attend IDP meetings; (2) There is no legal obligation to participate at local level; (3) There appears to be no commitment shown by senior managers of SRVM on IDP Processes. The DLGTA IDP Unit efforts to assist SRVM to deliver credible IDPs cannot be deemed successful, because the SRVM IDP continued to receive medium rating score for four years in succession. The DLGTA IDP Unit never paid attention to the issues cited above as the cause of stagnation of SRVM IDP. The DLGTA IDP Unit was not aware that the issues cited above were the cause for the poor SRVM IDP until the researcher brought it to their attention. It is therefore recommended that the culture of participation in the IDP processes by top management of both SRVM and DLGTA should be included in the performance contracts of top management officials. It is also recommended that the Inter Governmental Relations (IGR) Framework Act be reviewed to recognize IGR IDP Structures at local level such as IDP Representative Forums. The Act currently is silent on those structures at local level.

It is by no coincidence that the South African government took a bold decision to elevate the importance of tourism in the economy through the establishment of a dedicated tourism ministry in 2009. Tourism derives its mandate from the Constitution of the Republic of South Africa 108 of 1996, which outlines tourism function as an area of concurrent competence between the three spheres of government that is national, provincial and local government. According to Tsatsire (2008:1), the new mandate given to local government post 1994 implies that local government is no longer expected to render basic services only, but is also required to serve as an agent of development. The main objective of the study is to identify the challenges faced by the municipalities in the implementation of tourism functions, using UMgungundlovu District Municipality as a case study and pursued the following specific objectives: To establish the roles and responsibilities of municipalities in tourism; To assess whether these responsibilities are adequately performed and to understand the reasons for deficiencies, if there are any; To highlight the contribution of tourism to local economic development; To ascertain the status of the implementation of the tourism strategy for the UMgungundlovu District Municipality (UMDM); To highlight the significance of the role of municipalities in achieving national and provincial tourism objectives and; To recommend appropriate actions to overcome the challenges pertaining to implementation of tourism at a local government level. The study is premised upon the acknowledgement that there are many developmental challenges facing municipalities and tourism is one of them. With tourism being recognised more and more as an essential component of local economic development, municipalities are required to play a central role in ensuring the implementation of national and provincial priorities to boost the sector’s contribution to the economy. The study explores various pieces of legislation upon which tourism mandate on local government is embedded. This has enabled to provide clarification with regards to the roles and responsibilities of local government in tourism. The connection between tourism and local economic development is succinctly discussed to ascertain the benefits of tourism and its contribution in local economy. The study took a form of qualitative research and therefore employing the use of qualitative research techniques in terms of data collection, analysis and interpretation process. Data were collected through the review and analysis of strategy documents including the Local Economic Development Strategy, Tourism Strategy and the Integrated Development Plan of UMgungundlovu District Municipality. Interviews were also conducted with the officials responsible for tourism within UMDM and other local tourism stakeholder organization within the study area including uMsunduzi Pietermaritzburg Tourism Association, Howick uMngeni Community Tourism Association, Pietermaritzburg Business Chamber of Commerce, KwaZulu Natal Department of Economic Development and Tourism and Tourism KwaZulu Natal. The methodology that was followed in the study has enabled the researcher to address all the study objectives and to compile the findings report presented in chapter four. Tourism is one of the functions of local government; however, municipalities are faced with a variety of challenges in the implementation of tourism function. Challenges that are pertinent to UMDM are discussed and articulated in this report. The study identified that there is a lack of sustainable interventions in the development of rural tourism which is catalyzed by the absence of rural tourism promotion strategy to support the sustenance of livelihoods through socio-economic transformation. Meaningful socio economic transformation in the African rural areas through tourism remains a major development challenge. Development initiatives through different forms of tourism in the rural communities, has to a less magnitude benefited the rural communities and have negatively impacted the socio–economic environment. A qualitative research methodology and case study design was employed in order to have a deeper understanding of the experiences of the society around this project. Face to face interviews and focus group discussions guides were used to collect primary data. Purposive and convenience sampling techniques was employed to select respondents. Data was analysed using the transformative theory and sustainable livelihoods theory and was organized into categories and themes. The study established that the absence of a strategy is caused by political instability, community conflict, lack of finance, marketing, poor communication, and limited knowledge of tourism. All the aforementioned reasons complement each other and poise a challenge to the sustainability of rural tourism development. For Zimbabwe to effectively transform its economy through tourism, the government needs to plan the process, formulate and implement relevant economic and social development strategies and policies. Although this dissertation is a case study of sustainable rural tourism in Zimbabwe, it can be used to appreciate the role of tourism in bringing about socio-economic transformation and sustaining livelihoods in developing countries.

The main purpose of the study was to investigate the extent to which the learning and teaching of technology were implemented in schools in the Mthatha District. The main research question was: What are the challenges for the implementation of technology learning area in the Senior Phase? Research sub questions were: What support does the Department of Education give to educators?; To what extent have the objectives of implementing the technology learning area been achieved?; and, What suggestions do educators have to improve implementation of technology education? There were 20 Junior Secondary Schools involved in the study. There were two groups of samples: (a) the educators’ sample and (b) the learners’ sample. The educators’ sample: The sample size was 20 educators consisting of those who were teaching technology in either all the Senior Phase grades (Grade 7, 8 and 9) or at least in one of the grades in the senior phase in his/her school. On the researcher’s request, the Principal of each school nominated an educator and hence there was one educator in the educators’ sample from each of the 20 schools. The learners’ sample: The sample size was 40 learners consisting of at least two learners from each of the 20 schools. On the researcher’s request each educator in the educators’ sample nominated two learners from the senior phase. The instrument which was made to collect data was a researcher-designed questionnaire. The researcher personally visited each school involved in the study and gave the questionnaires to the two learners and one educator from that particular school to complete them independently within five days. The researcher personally re-visited each school on a day after the agreed-upon 5-day period but only after confirming over the phone that the questionnaires were indeed completed. The data were analyzed manually. The results obtained revealed that the implementation of the technology learning area is challenged by a number of problems. Those which were specifically identified were: lack of resources especially the rural schools; lack of people who are knowledgeable on Outcomes-based education (OBE) or the OBE modes of learning & teaching technology and its assessment methods, ineffectiveness arising out of large and overcrowded classes, challenges originating from or as a consequence of redeployment and the rationalization of educators and the lack of human resource to assist in the implementation of technology. The study showed the need for the provision of supportive service and continuous contact with educators to offer advice and assistance in order to improve the quality of technology teaching and learning in schools. The professional knowledge and skills of subject advisors as well as educators needed to be extended, refreshed and updated.

Those which were specifically identified were: lack of resources especially the rural schools; lack of people who are knowledgeable on Outcomes-based education (OBE) or the OBE modes of learning & teaching technology and its assessment methods, ineffectiveness arising out of large and overcrowded classes, challenges originating from or as a consequence of redeployment and the rationalization of educators and the lack of human resource to assist in the implementation of technology. The study showed the need for the provision of supportive service and continuous contact with educators to offer advice and assistance in order to improve the quality of technology teaching and learning in schools. The professional knowledge and skills of subject advisors as well as educators needed to be extended, refreshed and updated.

- Description: Background: The musculoskeletal demands placed on the lower limb musculature of fast bowlers over time have not received much attention. In particular, measures of muscle recruitment changes have, to the author’s knowledge, not been considered. Objective: The present study, therefore sought to establish any associations between an eight over, simulated fast bowling spell, and muscle activation patterns, power output, perceptual demands, and changes in performance. This will enable improvements in the development of training programmes. Methods: Players’ were required to attend two sessions in total. The purpose of the initial session was to collect specific demographic, anthropometric and physiological data and injury history information from each player. In addition, this first session allowed for habituation with the treadmill, the jump meter and all other equipment involved in experimentation. The second testing session involved electrode attachment sites being identified on player’s dominant leg. The areas were then shaved, wiped with an alcohol swab and left to dry, to ensure good connectivity. Pre- and post- measures of muscle activity and functional strength of the lower limbs were recorded in the Department of Human Kinetics and Ergonomics. The protocol took place at the Kingswood High Performance Centre, which is in close proximity to the initial testing site. The protocol involved players bowling eight overs (48 balls). During the protocol, accuracy, ball release speed and perceptual measures were recorded at the end of each over. After the protocol, players were driven back to the Human Kinetics and Ergonomics Department where post-testing measures were completed. The dependable variables of interest were muscle activation, functional strength of the lower limbs, ‘local’ ratings of perceived exertion (RPE), body discomfort, accuracy, and ball release speed. Results: For all muscles it was shown that, as the speed increased so did the muscle activity in players’ lower limbs. There were no significant changes in muscle activity preversus post-protocol. There was however, a general trend of decreasing muscle activity post protocol at higher testing speeds. There were significant (p<0.05) decreases in peak power following the simulated eight over bowling spell. ‘Local’ RPE displayed a significant (P<0.05) increase with each additional over and were observed to reach the ‘heavy’ category. The players’ highest discomfort area was in the lower back, with 13 players perceiving discomfort in this region following the eight over spell. The shoulder and chest were another two areas player’s indicated discomfort with eight players selecting the dominant shoulder. Seven players complained of the dominant side pectoral muscle, leading foot and dominant latissimus dorsi muscle being uncomfortable. Interestingly, the dominant pectoral showed the highest body discomfort ratings amongst players. There were no significant changes in accuracy between overs although there were large interindividual differences in accuracy points between players. The decrease in ball release speed observed during over seven was shown to be significantly (p<0.05) lower than overs one to four. Conclusion: The power output and perceived strain results of the players, appears to indicate the presence of fatigue in players. However, the results are not conclusive, as the fatigue was not shown in muscle recruitment patterns, as well as the body discomfort ratings. Characterisation and biotic classification of Eastern Cape mixed substrate shores

- Description: A significant proportion of the South African coastline is composed of both soft (mostly sand) and hard (mostly bedrock) substrata, i.e. “mixed”. This study described and classified macrobenthic assemblages of 20 Eastern Cape mixed substrate shores that differed in shore topography and the extent and position of intertidal rock and sand. A stratified random approach was used. Species richness, composition, abundance and environmental variables were determined. Commonly used beach indices were calculated. A total of 78 macrofaunal and 172 macroalgal species from rock substrate assemblages and 205 macrofauna species from sediment were recorded. Total species richness and richness per substratum exceeded that of sandy beaches devoid of rock and rocky shores with no sand. Rhodophyta were the most diverse and abundant algae, dominating all low-elevation rock surfaces as midlittoral and infralittoral turfs. Chlorophyta diversity was higher than at rocky shores, contributing more to cover-abundance at study sites and in microhabitats with an increased sand load. Sessile macrofauna species richness and abundance was lower than that of rocky shores. Polychaetes and crustaceans were the most diverse and abundant beach infauna. Species richness of both substrates declined from the low shore towards the high shore, but abundance trends varied substantially. The presence and extent of an intertidal biotope/subzone at either substrate depended on substrate availability.The supralittoral fringe in both substrate types was most often affected. Zonal overlap was evident on rock substrate: assemblages of raised midlittoral rock surfaces were enriched by species from lower surfaces sometimes leading to elimination of character taxa. Classification and ordination identified three potential mixed substrate shore biotic types: Biotic type A (Jania-Corallina- Polysiphonia turf) was characterised by robustly-textured algal turfs, a lowered predominance and diversity of polychaetes and an increase in crustacean abundance and diversity in sediment. Biotic type B (Polysiphonia-Tayloriella-Caulacanthus turf) had intermediately and biotic type C (Arthrocardia-Laurencia turf) the most sheltered eulittoral zones and beaches. DCCA identified the major environmental parameters affecting the macrobiota as: the level of wave energy, geological control of waves by hard substrate, sediment grain size and sediment inundation. A strong cross-shore wave attenuation results in sheltered sediments and midshore rock surfaces. Beach macrofauna were highly variable and diverse, which directly opposes previous perceptions about the sediment-bound biota of mixed substrate shores. The hierarchical cluster analysis produced a biotic classification of mixed substrate shores that was indicative of a biotic response to the total effects of leading environmental parameters. Macrobenthos of rock surfaces and sediment therefore showed potential to be used as an alternative or complementary to physical characteristics in classifying mixed substrate shores.

Through overcrowding, outbreaks of novel isolates were recorded from laboratory populations of five geographically distinct host populations. The genetic novelty of these and two commercially available isolates was confirmed through restriction enzyme analysis and sequence analysis of the granulin and egt genes. Phylogenetic analysis showed the existence of two CrleGV-SA genome types. Significant differences in virulence were also shown between certain isolates against certain host populations.

The modified surfaces were characterised using a variety of techniques; predominantly electrochemistry, scanning electrochemical microscopy and X-ray photoelectron spectroscopy. For the formation of self-assembled monolayers on gold, four new manganese(III) phthalocyanines (1a-d), octa-substituted at the peripheral position with pentylthio, decylthio, benzylthio, and phenylthio groups were synthesized and characterised. X-ray photoelectron spectroscopy was used to show the formation of a sulphur-gold bond. A number of approaches using 4-azidoaniline (2a) combined with azide-alkyne click chemistry and electrochemistry were also used to anchor ferrocene and pyridine moieties on to the carbon surfaces, including direct in situ diazotation and grafting, electropolymerisation, and the synthesis of the diazonium salt followed by grafting. Iron phthalocyanine was linked to the pyridine-clicked surfaces through axial ligation, where the strong axial bond formed by the interaction between the central metal and the lone pair of the nitrogen in the pyridine group resulted in stable modified electrodes. The potential of these surfaces for the detection of analytes such as thiocyanate, hydrazine and sulphite are briefly shown as well. This work also describes for the first time the possibility of performing local micro-electrochemical grafting of a gold substrate by 4-azidobenzenediazonium (2b) using scanning electrochemical microscopy in a single and simple one step approach, without complications from adsorption.

- Description: This work presents the syntheses, photophysical and photochemical characterization of arylthio zinc phthalocyanines and their gold nanoparticle conjugates. Spectroscopic and microscopic studies confirmed the formation of the phthalocyanine-gold nanoparticle conjugates which exhibited enhanced photophysicochemical properties in comparison to the phthalocyanines. The studies showed that the presence of gold nanoparticles significantly lowered fluorescence quantum yields and lifetimes. However, this interaction did not restrict the formation of excited singlet and triplet states and hence the formation of singlet oxygen required for photocatalysis. The conjugates showed significantly higher singlet oxygen quantum yields and therefore enhanced photocatalytic activity compared to the phthalocyanines. The zinc phthalocyanines and their gold nanoparticle conjugates were successfully incorporated into electrospun polymer fibers. Spectral characteristics of the functionalized electrospun fibers indicated that the phthalocyanines and phthalocyanine-gold nanoparticle conjugates were bound and their integrity was maintained within the polymeric fiber matrices. The photophysical and photochemical properties of the complexes were equally maintained within the electrospun fibers.
