The use of risk management practices in achieving strategic objectives at the Eastern Cape Socio-Economic Consultative Council (ECSECC)

- Description: The practices of risk management are important in business, because they allow organisations to improve communication with all stakeholders and to be upfront and proactive in dealing with risks. Risk management also supports the achievement of the organisation’s strategic objectives which leads to a controlled working environment characterised by quality, efficiency and effectiveness. As such it is necessary to understand risk management, its benefits, significance and importance in implementing an organisation’s responsibilities. This understanding is especially vital for ECSECC so that risk management is utilised to achieve strategic objectives in a more deliberate manner. This qualitative study was conducted to demonstrate how ECSECC uses risk management to achieve its strategic objectives by analysing ECSECC’s risk management initiatives, their effectiveness and ultimately to provide recommendations to improve the current practices. The total population of nine executive managers from ECSECC was sampled and the data was collected through personal interviews and the content analysis of ECSECC documents. The findings of the research showed that ECSECC was aware of its risk and risks were identified for 2015/2016 and recorded in ECSECC documents. This awareness was also confirmed by the interview findings. The interview findings also revealed that risk management is indeed embedded in ECSECC activities and there are various risk management interventions in place. However the risk management interventions in mitigating the identified risks were relatively ineffective as certain shortcomings were identified. The study is beneficial to ECSECC management in order to ensure that the current risk management initiatives are effective and that there is a clear connection between the utilisation of risk management in achieving ECSECC’s strategic objectives. Organisations similar to ECSECC can also learn the importance of managing risks effectively to achieve strategic objectives and the benefits of risk management as a management tool.

- Description: The study assessed the training of invigilators at Walter Sisulu University. It covered the period from 2010 to 2011. The purpose of the study was to assess the awareness of invigilators regarding rules and regulations pertaining to their duties; whether there are pertinent differences between invigilators who have been trained and those that have not been trained and investigate the challenges that invigilators face during examinations. Following the literature study on training, a qualitative research methodology was employed in undertaking the empirical study. Through purposive sampling, trained and untrained invigilators as well as some examination section managers were selected for participating in the study. Structured and semi-structured interviews were used for collecting data. The study found that a limited number of trained and untrained invigilators were not aware of the rules and regulations regarding invigilation and this had a negative impact on their work performance. Although the study also found that invigilators were experiencing some challenges during the examination periods, it could not find crucial differences between the trained and untrained invigilators in this regard. The study recommends that the quality of training of invigilators should be improved in order to address the challenges experienced by invigilators and it should include all invigilators.

According to the Department of Trade and Industry (2012), international practices show that countries which have achieved economic development also have a vibrant and a dynamic co-operative sector, contributing substantially to the growth of their economies. The sector’s international success and foundations in agriculture have found resonance with the post-apartheid government in achieving social transformation and alleviating poverty in South Africa. The co-operative model in South Africa proved a success during the apartheid era in the agricultural sector with a turnover of about R22.5 billion. Post-1994 the government hopes to achieve the same level of success through the sector to transform the country’s socio-economic landscape. The co-operative sector’s principles of self-help and self-reliance have become synonymous with democratic South Africa’s government plea to active citizenry in development – Vuku’zenzele. Some South Africans have responded to this call to change their economic conditions through co-operatives. However, investment in the co-operative sector has found varying degrees of success and failure across South Africa’s provinces, with the Northern Cape, the Eastern Cape, and Free State experiencing the highest mortality rates. The areas’ rural hinterland has been attributed to this high failure rate, thus posing the need to investigate the challenges faced by co-ops in small towns such as Steynsburg. The study provides an overview of the sector’s history, including its growth in countries across the world. The role of co-ops in poverty alleviation has also been discussed. This role was interrogated in discussions held through interviews and focus groups with both members of the Masizame Bakery and other projects in the area, including public officials involved in both community.

- Description: Acceptable product quality is one of the central pillars of customer satisfaction, which is key to customer retention and business success. The quest to improve and maintain good product quality is as old as mankind himself. In the beginning of time, quality involved selecting edible plants, to craftsmanship then later to mass production. As time went on, various individuals and institutions made valuable contributions to quality control methods, tools and techniques as we know them today. The International Organisation for Standardisation initiated quality management standards, provide requirements, specifications and guidelines that can be used to ensure materials and products meet a certain quality level. These quality management systems were adopted by the global automotive organisations, adapted and tailored to suit their requirements. The result was the development of ISO/TS 16949, which is a requirement for all direct manufacturing suppliers to the automotive original equipment manufacturers (OEMs), like BMW, TOYOTA and GM. Some OEMs specify additional requirements their supplier base, in case of General Motors, Quality Systems Basics (QSB) is a mandatory quality management systems requirement. QSB is designed by GM to help suppliers reduce product defects, improve internal efficiencies and improve supply chain processes. A quantitative approach was chosen, which utilised an explorative and descriptive survey questionnaire in order to complete the research study. The study will show that the majority of the respondents believed that the implementation of QSB has resulted in positive implications in their manufacturing process and supply value chain.

- Description: This research study examined public participation activities in Lady Frere during the LED strategy formulation process. Lady Frere is one of the three small towns constituting Emalahleni Local Municipality (ELM).A review of existing literature and legal frameworks suggest that authentic participation by the public occurs when the dimensions of representativeness, interactiveness, use of stakeholder/public inputs and the quality of public inputs are satisfied. The current study sought to identify conditions that would serve as a measurement to be satisfied before we can say authenticity was factored into the public participation effort during the Local Economic Development (LED) strategy formulation process in Lady Frere. A three-tier model was adopted to assess the performance of the ELM public involvement initiatives during the LED process. Key indicators of the four dimensions of authenticity were formulated and used to determine authenticity of these initiatives (programs).The data for this study came from analysing the LED strategy (2010-2015) document and the qualitative interviews held with purposively selected respondents. Nineteen respondents representing different institutions in Lady Frere agreed to be interviewed for the study. Organisations represented included public service institutions in operation in Lady Frere, private formal businesses in operation in the area and some civil society structures present in the town. The results of this study suggest that the municipality fell short of implementing public participation programs that achieved authenticity during the LED strategy formulation process. A careful and well-intentioned use of various public participation tools that embrace increased interaction between municipal employees and the public can assist in achieving better levels of authenticity in their public involvement initiatives. The willingness of municipal staff to adopt new ideas and innovations learned during public engagements is key to achieving higher levels of authenticity in their programs. Municipal participation programs would greatly benefit from training that increases individual acceptance of public participation as a valid service delivery mechanism. The researcher took opportunity to suggest the following recommendations for the ELM to work towards: Increased opportunities for occurrence of authentic public participation; Creation of individual ownership of authenticity in public participation; Creation of community partnerships to foster authenticity in public participation.
