- Description: This research study deals with ways in which to improve public participation through ward based planning in Port St Johns local municipality. Public participation in South Africa is important, as it is the backbone of the democratic state that was introduced by the 1994 democratic elections. Public participation is essentially a process that engages communities from the planning phase to the implementation and evaluation phases of a particular activity or project. Public participation has become a key aspect of South African planning and is a recurring theme in several legislative and theoretical documents. Public participation is a principle that is accepted throughout all spheres of government. It is important because it is the only method whereby government can gain a sense of the needs and aspirations of the various communities. With specific reference to municipalities, public participation is enhanced through the establishment of ward based planning. The Port St Johns ward based planning process has not only been an opportunity for households and communities to contribute to the integrated development plan (IDP), it has also provided them with access to information. This is the first step towards re-skilling our people to participate in the knowledge economy. The ward based planning process provides a link between municipal level planning and delivery and activities at ward level. Port St Johns’ ward based planning process is the vehicle for entrenching participation in the IDP in order to maximise co-ordination and synergy between priorities and municipal programs. The main objective and aim of the study was to advance recommendations that may be adopted as solutions to Port St Johns’ municipal management for improving a strategy for the public to participate in municipal activities. In conclusion, this study found that community based planning does influence the municipality’s integrated development plan but its effectiveness lies in proper planning and giving it the attention it deserves as one of the tools to be used to improve public participation in the affairs of the Port St Johns Municipality.

- Description: The South African equity market is the largest equity market in Africa and plays an important role in the development of the South African economy. It is a relatively large source of finance for companies that want to invest in capital and expand their businesses. Firms that are listed on the Johannesburg Stock Exchange (JSE) are therefore privy to an additional source of capital funds in addition having access to the credit markets. The development of a country’s equity market gives an indication of the extent to which firms have access to long-term funds which are needed for investment in production of goods and services and the growth of the economy. Historical evidence shows that downturns in the equity markets can disrupt economic performance of countries. The 1929 global depression and the 2008 global recession are examples of economic disruptions that have origins in the equity markets (Mishkin, 2013:190). An understanding of the risk factors that drive an equity market is therefore beneficial to both individuals and institutions. Individuals and institutions participate in the equity market by buying and selling shares of companies that are listed on the JSE. About 40 per cent of shares on the JSE are held by institutional investors such as pension funds and unit trusts (Ambrosi, 2014). The equity market therefore has an impact on people’s savings and pension funds invested by intermediary institutions. Investors who participate in the equity market do so with the expectation of receiving returns on their investment, but such returns don’t come without risk.

This situation has been exacerbated due to exploitation of social grant recipients by illegal money lenders charging excessively high interest rates trapping grant recipients in a vicious cycle of perpetuating debt. In remote rural areas poverty and lack of literacy and numeracy skills go hand in hand. Psycho-social and economic factors play a role in grant recipients’ poor budgeting and financial decision making skills, contributing to them falling into debt in the first place. Aggravating the situation is legislation that limits access to financial resources of those without employment, rendering illegal money lenders the financial entity providing finance by default. The research was conducted in a poor rural area around Tarkastad, Eastern Cape and sought to identify challenges caused by, amongst others, the lack of decent education, poverty and poor budgeting skills, all negatively influencing different social grant holders. Analysis of data from this qualitative study took place by means of a thematic classification against the background of a critical theoretical framework. The researcher believes that this study shed light on issues surrounding exploitation by illegal, unregistered money lenders and that the suggested recommendations, if implemented, may bring about a change in lending patterns and saving behaviour of communities in remote areas.

- Description: One of the responsibilities of every government is to make provisions of basic needs for its citizens. The situation in Omay resembles people living during the dark ages when there was no constitutional government. The government should in accordance with the priorities of its people be seen to be improving the lives of its citizens by providing health, education, roads, communication facilities, and participation in decision making especially on issues that have a bearing on their lives. The human needs theory postulates that one of the most ideal ways of resolving protracted conflicts is by helping people meet their needs. Human needs are not for trading according to conflict scholar John Burton, implying that if one does not meet his or her needs he/she might do anything to strive to meet them. The people of Omay have been deprived of their needs in all facets; first the previous government relocated them to create Lake Kariba for the hydroelectric plant. They were not compensated. They were dumped on very arid, tsetse fly infested mountainous areas adjacent to game reserves and national parks where they have to make do with wildlife; some that destroy their few crops (elephants) and others that kill them or their animals (lions). As a minority group they have been engaged in social unrest and small skirmishes with government and other, bigger ethnic groups as a form of resistance. A deliberate affirmative action to channel funds towards raising their living standards and develop their area so that they meet their needs could be the panacea to the social unrest.
