An analysis of South Africa’s readiness for analogue to digital terrestrial television migration by July, 2020

- Description: The 2006 International Telecommunication Union (ITU) Radio World Conference treaty concluded that all countries should migrate from analogue to digital terrestrial television by June 2015, starting with region one countries, comprising Africa, Europe, the Middle East and the Republic of Iran (Agona & Otim, 2012). South Africa, as part of region one, developed a migration policy, Digital Terrestrial Television (DTT) regulations, and initiated a process of migrating from Analogue Terrestrial Television (ATT) to Digital Terrestrial Television (DTT) to meet the deadline. South Africa, however, missed the June 2015 deadline due to a number of challenges, including a lack of infrastructure readiness, South African citizens’ unawareness and government politics, and the deadline has since been extended by ITU to July, 2020 (African Telecommunications Union, 2018). The purpose of this research is to explore the technology adoption model (TAM) to address challenges associated with digital terrestrial television migration, and analyse the readiness of South Africa to migrate. TAM is a model used by researchers to understand the behavior and perception of users in new technology adoption (Fayad & Paper, 2015). Quantitative research is conducted to determine the relationship between dependent and independent variables. The research was undertaken through the use of an online questionnaire with a sample of South African citizen's. A sample of 60 -150 citizens, comprising middle and senior managers of the broadcasting industry was used for the purpose of this research. Digital television offers many benefits for broadcasters, network operators, spectrum regulators, and consumers. In most countries, the transition was slower than expected, even though most European countries managed to migrate. The digital migration is not an easy transition and analogue switch-off can also be much more difficult. Studies have shown that analogue switch off (ASO) needs to be carefully planned and well budgeted for, and it also needs a good publicity campaign which must involve all relevant stakeholders, such as broadcasters, viewers, manufacturers, network operators, manufacturers and retailers. Even though studies conducted previously identified obstacles of digital migration to include; a) lack of awareness b) lack of information, c) influence of politics and d) influence of corruptLack of information and influence of corruption seem to have strong correlation with DTT migration, so these are areas that need additional attention. Studies have shown that the African continent is struggling with meeting the digital migration deadline and is progressing very slowly. It is therefore advisable for the African continent to do a thorough analysis of how other countries managed to migrate successfully. Most African countries are struggling with the migration of television broadcasting from analogue terrestrial television to digital terrestrial television. This is caused mainly by lack of information and lack of awareness. Even though most South African people have heard about digital terrestrial television, they are not equipped for the migration. To sensitise viewers, as major stakeholders of digital migration, will play an important role. It is important that the South African Government should get a buy in from all relevant stakeholders as soon as possible. Broadcasters, including the national signal broadcaster (SABC), community broadcaster, commercial broadcasters, Sentech LTD and government should coordinate in establishing vigorous DTT awareness campaigns to educate viewers. These will encourage buy in from viewers and, as a result, drive dual illumination costs down, saving the county money. South Africa need to fast-track the implementation of digital migration to prevent incurring financial losses due to supporting two terrestrial television networks. Even though studies show that most challenges associated with digital migration are common throughout the world. It would, therefore, be logical for South Africa to take the best practices from developed countries that have successfully migrated and are already broadcasting in digital. Lastly, digital terrestrial television migration is dependent on set-up box approval, manufacturing and affordability. In order to ensure that set-up box prices are affordable for South African consumers, it is recommended that these boxes must be 100% manufactured in South Africa. This will drive costs down and ensure good, total quality assurance. It will also mean that the required skills are developed and maintained locally to position South Africa better for future technology developments. Successful digital television migration would be a great milestone for South Africa.

The effect of monetary policy on inflation and unemployment in Kenya

- Description: Since the establishment of the Central Bank of Kenya in 1966, monetary policymakers have been changing their policy instruments over the years in an attempt to bring inflation and unemployment rates to the desirable level. This study investigates the effect of monetary policy on inflation and unemployment in Kenya over the period 1991 to 2016. This study employs the Johansen co-integration and vector error correction technique so as to identify the long-run and short-run dynamics among the variables. The Augmented Dickey-Fuller test and Phillips-Perron test for stationarity in the time series is applied. The findings of this study suggest that both short-run and long-run relationships exist among the variables, namely inflation rate, unemployment rate, money supply, real interest rate and exchange rate. The main findings of this study show that monetary policy has a significant effect on inflation in the long-run, while it has little tangible effect on unemployment in the long-run. Among the three monetary policy instruments used in this study, money supply is shown to have the most influential effect on the level of inflation in Kenya. The two monetary policy instruments, real interest rate and exchange rate, have been proved to have little influence on unemployment. This study recommends that the optimum approach for monetary policymakers to adopt towards controlling inflation in Kenya is to implement a monetarytargeting framework ‘...where money supply is controlled...’ in order to affect prices in the economy. Concerning unemployment, this study recommends that the monetary policymakers formulate a policy that encourages investors to lend or invest their money at a rate which increases employment or reduces unemployment. This study also recommends that the best approach the CBK/monetary policymakers could adopt to reduce unemployment in Kenya would be to implement a policy that encourages depreciation in the Kenya shillings.

- Description: Constitution of the Republic of South Africa, in Chapter 7, requires all municipalities to encourage members of the public to participate in the matters of local government. Public participation is the process by which public concerns, needs, and values are integrated into governmental and corporate decision making. The Integrated Development Plan is an example of local government instruments which seek public participation in order to address community needs through service delivery. Consequently, this study was to explore the role of public participation in the Integrated Development Planning process of the Chris Hani District Municipality. The main objectives of this study were to understand the IDP making process, establish the importance of public participation, understand the role played by the municipality to encourage public participation in the IDP processes, understand the influence of IDP in service delivery and to make recommendations based on the findings presented. To conduct this study, qualitative research methodology was employed. The population sample comprised of councillors and municipal officials. Structured interviews were conducted with the councillors, while semi-structured interviews were held with municipal officials. The findings of the study revealed that the Chris Hani District Municipality views public participation as an integral part of the IDP making process. Measures and strategies are taken by the municipality to enhance public involvement in all matters of the municipality, including the IDP process. To achieve this the municipality partners with a number of stakeholders such as the local municipalities, government departments and organised groups. However, this is not enough hence recommendations are presented to improve this situation. Recommendations proposed include introducing capacity building programmes for councillors, establishment of a public participation unit, availing budget for public participation and educating members of the public about public participation and the IDP process.

Determining the willingness-to-pay for the removal of a local undesirable land use

- Description: A manganese ore dump and oil tank farm have been situated in the Port Elizabeth harbour for more than forty years. Although these facilities are independently operated and managed, they are viewed as one distinct disamenity, and there is strong local opposition to their continued location in the harbour. The negative environmental impacts (for example, water and air pollution) caused by the ore dump and tank farm have been well documented. This pollution takes the form of oil leaks from the oil tank farm, and ore dust pollution from the manganese ore dump. The air pollution caused by the manganese ore dump is a result of the dump currently being an open air handling and storage facility. The ore dust is dispersed into the air due to strong prevailing winds in the Bay and has resulted in respiratory illnesses of residents living in close proximity to the facility. Oil pollution, due to leakages experienced at the oil tank farm, has extended far beyond the periphery of the harbour. Inter alia, there has been a decline in local fish populations, as well as a decline in passive and active use satisfaction associated with the adjacent beach area, i.e. Kings Beach. These oil leakages, first reported in 2001, could have a detrimental effect on the Blue Flag status of this beach, as well as the Blue Flag status of other beaches situated further up the coast. The lease agreements for the oil tank farm and manganese ore dump are set to expire in 2014 and 2016, respectively. As yet, there is no consensus on when these disamenities will be (re)moved. In order to mitigate the secondary impacts of these facilities, both of them should be removed. Although these impacts should be the focus of public policy debates and cost-benefit assessments, no direct valuation method exists to value the economic cost to affected communities. Instead, non-market valuation methods, such as the contingent valuation method (CVM), are often applied to assign values to these economic costs. This study seeks to determine Nelson Mandela Bay households‟ preferences for the immediate removal of the manganese ore dump and oil tank farm from the Port Elizabeth harbour. This case was selected since it represents a current public policy debate issue that has not been resolved. Monetary estimates of people‟s preferences for the removal of pollution-creating activities can assist policy-makers and other stakeholders when locating industries in an urban setting. These estimates can also be of use in understanding the benefits associated with air and water quality improvement projects. The primary valuation technique used in this study is the CVM. This method was chosen as it is capable of measuring the economic significance of lost passive-use values of individuals affected by negative externalities. Both a non-parametric and a parametric estimate of mean willingness-to-pay (WTP) were derived. On average, a respondent was willing to pay a once-off amount of between R47.09 (non-parametric estimate) and R93.21 (parametric estimate). Non-parametric estimation (via the Turnbull estimator) was conducted to test the sensitivity of the parametric results (via a logit model). The logit model‟s results showed that the probability of a „yes‟ answer to the referendum question varies with a number of covariates in a realistic and expected way, which offers some support for the construct validity of this CV study. Household income, education, age, and disamenity awareness were significant determinants of individuals‟ responses to the WTP question. A summary of the findings of WTP estimates for both parametric and non-parametric analysis is provided in Table 1. Three primary recommendations stem from this study. Firstly, the study used a relatively small sample size. Although it was sufficient for a pilot study it is recommended that future research into this issue should aim for a much larger sample size to ensure more precise estimates of the WTP for the removal of the disamenity. Secondly, the conservative non-parametric mean WTP estimate should be used as opposed to the higher parametric mean WTP estimate. Third, the aggregate WTP estimation constitutes only a partial analysis of cost. A number of other factors and value streams need to be analysed and compared with the cost estimates generated by this study if adequate holistic decision-making is to take place with regard to the removal of the manganese ore dump and oil tank farm. More specifically, the total WTP estimated in this study should be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of the removal of this disamenity for wider society.

Improving the performance of SME building contractors through the implementation of TQM philosophy

- Description: The study focused on identifying ways in which the delivery of the building infrastructure projects that are executed by SME contractors can be improved. TQM, which has been widely used in other sectors with great success, has been explored as the tool that can be used to improve the delivery of building projects. The literature review that was conducted focused on the entire spectrum of the project cycle. It first addressed the functioning of the public sector and the legislative mandate of the DPW. Then it addressed the construction industry and SME contractors that are working in the built environment. TQM together with its elements were explored in detail to determine its applicability in terms of the delivery of building projects. The empirical study was undertaken to test the outcomes of the literature review in the context of the built environment. A quantitative research method was adopted for the study which achieved a response rate of 44 percent. Descriptive statistics were computed during the analysis of the data with the mode being used as the main measuring tool. The findings revealed that there was an uneven distribution of human capital in the industry and the consulting firms were the biggest benefactors of this. The study also revealed a high turnover rate in the SME contractors while the public sector has the oldest employees. Architects and construction managers were found to be the least represented profession. There was also a high concentration of role players in the Amathole Region. The recommendations were four fold and the Department of Public Works (DPW) as client body had to take the centre stage in implementing such recommendations. The recommendations are meant to address: the development of technical people to enhance their capacity, the reduction of the high turnover rate of technical people, the uneven distribution of resources, and specifying of the roles and responsibilities of all the people that are involved in building infrastructure projects.

The literature review that was conducted focused on the entire spectrum of the project cycle. It first addressed the functioning of the public sector and the legislative mandate of the DPW. Then it addressed the construction industry and SME contractors that are working in the built environment. TQM together with its elements were explored in detail to determine its applicability in terms of the delivery of building projects. The empirical study was undertaken to test the outcomes of the literature review in the context of the built environment. A quantitative research method was adopted for the study which achieved a response rate of 44 percent. Descriptive statistics were computed during the analysis of the data with the mode being used as the main measuring tool. The findings revealed that there was an uneven distribution of human capital in the industry and the consulting firms were the biggest benefactors of this. The study also revealed a high turnover rate in the SME contractors while the public sector has the oldest employees. Architects and construction managers were found to be the least represented profession. There was also a high concentration of role players in the Amathole Region. The recommendations were four fold and the Department of Public Works (DPW) as client body had to take the centre stage in implementing such recommendations. The recommendations are meant to address: the development of technical people to enhance their capacity, the reduction of the high turnover rate of technical people, the uneven distribution of resources, and specifying of the roles and responsibilities of all the people that are involved in building infrastructure projects.

Thus, these microorganisms must possess some regulatory mechanism or system that senses the environmental pH signal and ensures that gene expression of certain molecules is tailored to the pH of the environment (Penalva and Arst, 2002). In Aspergillus species and several other fungi, pH regulation is mediated by seven genes viz. palA, palB, palC, palF, palH, palI and the global pH regulatory gene, pacC (MacAbe et al, 1996; Negrete-Urtasun, 1999; Denison, 2000). The activated form of the PacC protein activates genes that are required at alkaline pH, e.g. genes coding for alkaline phosphatases, and represses certain genes that are functional at acidic pH, e.g. genes encoding acid phosphatases (Negrete-Urtasun, 1999). PacC (and its homologues) also positively regulates genes involved in penicillin biosynthesis, e.g. the isopenicillin N synthase gene, ipnA, in A. nidulans (Penalva and Arst, 2002). It has also been hypothesised that pacC may negatively regulate aflatoxin biosynthesis, a carcinogenic secondary metabolite in several species of Aspergillus (Keller et al, 1997). To elucidate the role of pacC a novel method of post-transcriptional gene silencing known as RNA interference was utilized. This method involved the cloning of a partial pacC gene fragment first in the forward and then the reverse orientations in a fungal expression cassette to create an RNA interference (RNAi) vector. The unique structure of this vector would allow the cloned fragments to be expressed and the resulting RNA to immediately form a double stranded stem-loop structure or short hairpin RNA (shRNA; McDonald et al, 2005). The formation of this shRNA, in turn, would be responsible for activating the endogenous RNA degradation complexes that would lead to mRNA degradation and subsequent gene silencing (Liu et al, 2003; Kadotoni et al, 2003; McDonald et al, 2005). The results presented here have shown that confirmed pacC RNAi mutants produced aflatoxins irrespective of environmental pH (i.e. the mutants produce aflatoxins under acidic and alkaline conditions). Thus, pacC is essential for pH regulation of aflatoxin production in A. flavus. There are numerous other biological (e.g. presence of oxylipins, lipooxygenases) and non-biological factors (pH, carbon source etc.) which affect maize colonisation and aflatoxin production by A. flavus (Burrow et al, 1996; Wilson et al, 2001; Calvo et al; 2002; Tsitsigiannis et al, 2006). However, all the genetic mechanisms involved have as yet not been identified. It has been shown by Caracuel et al (2003) that pacC acts as a negative virulence regulator in plants and these workers have hypothesised that PacC prevents expression of genes that are important for infection and virulence of the pathogen. Therefore the physiological effects that pacC silencing had on the growth, conidiation and pathogenicity of A. flavus mutants were also investigated. The results of this study showed that pacC does not play a significant role in primary growth and development but does affect conidial production. SEM results showed that mutants have many “open ended” phialides and poorly developed conidiophores. This would suggest that pacC activation of conidial production genes is also required. Furthermore, pacC RNAi silencing severely impaired the ability of the A. flavus mutants to infect and cause damage on maize. The results obtained here are similar to that of pacC null mutants in A. nidulans, C. albicans and F. oxysporum which also exhibited low pathogenicity (Davis et al, 2000; Fonzi, W.A, 2002; Caracuel et al, 2003; Bignell et al, 2005 and Cornet et al, 2005). This study indicates that pathogenicity of A. flavus on maize is directly related to the structural integrity of conidia, which in turn is greatly influenced by PacC. This gene is a global transcriptional regulator and may either repress or activate one or many genes in each of the above pathways (Penalva and Arst, 2002). Studies on the genetic mechanisms of pacC regulation on these pathways are needed to elucidate the mechanisms of activation or repression of these genes.

An evaluation of the implementation of curriculum 2005 in grade 7 in the Motherwell primary schools

- Description: This study focuses on the effective implementation of C2005 by the Grade 7 teachers in the Motherwell area. For teachers to meet the demands of the new curriculum, in-service training is needed to develop them to be competent in all the aspects required for the use of the OBE approach. The main research question is: How have Grade 7 teachers in Motherwell implemented C2005 in their classrooms? Questionnaires and interviews were used as tools to collect the data. The data was collected from five selected primary schools in the Motherwell area. The teachers’ responses obtained from questionnaires and interviews were analyzed both statistically (using tables) and descriptively (telling teachers’ stories). Responses determined the competence of teachers in four areas, namely, teaching methods, content, classroom organization and assessment of learners. An account of inservice training courses attended by teachers is provided. These courses revealed the problems encountered by teachers during the implementation process and the subsequent assisstance they received. The data provided in this study is in line with the research done by the Review Committee (Chisholm, 2000) in the Eastern Cape. Recommendations of the Review Committee gave rise to the establishment of the Revised National Curriculum Statement (RNCS). The responses from this study confirmed the need for retraining of teachers to develop their competences. This study urges the Department of Education to focus on establishing methods of training that will develop teachers in their teaching experience. The SMTs should also be able to assist teachers with the problems they encounter in their schools. Teachers should be able to take responsibility for their learners’ competence and take ownership of changes in their schools. The financial assistance of the National Research Foundation towards this research is hereby acknowledged.
