- Description: The study focuses on the assessment of the Implementation of Performance Management System at Amathole District Municipality in the Eastern Cape. Local government is the closest sphere of government to service users, therefore it is expected to be a forefront of efficient service delivery. Local government needs to demonstrate that performance is managed, measured and improved on a continuous basis. For this purpose it must develop a comprehensive performance management system. The development of such a system is, however, not without challenges and local government should identify crucial elements which should be incorporated in such a system (van de Waldt, 2006:128). The aim of this study is to explore the challenges faced by Amathole District Municipality to see how service delivery can be improved through the effective implementation of performance management systems. The researcher has used a quantitative methodology in this study and has prepared questionnaires for the employee participants based at Amathole District Municipality. The total population of the employees is 1700 but the researcher uses a sample of between 20 and 30 employees within the Municipality. The findings of the study reveals that Amathole District Municipality does comply with performance management system policy in order to have an efficient and effective service delivery more operational policies will help the municipality to overcome its financial challenges need to be developed, so that they can be a change in terms of the municipality’s spending.

Contribution of the wool clip project to beneficiaries in King Sabata Dalindyebo Local Municipality

- Description: The focus of the study was on the contribution of the Wool Clip Project to beneficiaries in King Sabata Dalindyebo Local Municipality (KSD LM). KSD LM is predominantly rural and constitutes an integral part of OR Tambo District Municipality which is part of the Eastern Cape Province. The poverty head count in KSD LM was at 14,7% in 2016. The Eastern Cape had the highest percentage of households owning sheep in the country. Approximately 775, 300 sheep were in KSD LM in 2012. This study was located within the local economic development framework. A gap was identified in the yields in terms of national sales of wool which are not commensurate with the portion accounted for in the national flock. The National, Provincial and Local spheres of government intervened resulting in the introduction of the Wool Clip Project as a vehicle to mitigate the challenges encountered with regard to wool production. Through the intervention, it was expected that there should be an improvement in the national sales of wool. The aim of the research was to determine whether the Wool Clip Project has made a contribution to the beneficiaries. This was done through the following objectives: - Determination of whether the project has made a contribution to its intended beneficiaries in terms of its objectives, which are outlined in the Business Plan for the Wool Clip Project (2014). - Determination of whether there has been adequate public participation as dictated by Chapter 4, sections 17 to 22 of the Municipal Systems Act No. 32 of 2000. - Investigation of whether the project has made a meaningful contribution to the relevant communities through the creation of sustainable employment opportunities. v A literature review was done using relevant sources of information and knowledge such as books, journals, policies, research outputs. The aim was to provide a well thought out theoretical framework. The research methodology applied to this study was qualitative, taking into account the nature of the study. Data was collected by conducting semi-structured interviews with ten respondents, who were selected through purposive sampling. The data was then analysed and interpreted using themes and sub-themes. Based on the findings, it was concluding that the project has had a positive effect on the lives of the beneficiaries, even though there is room for improvement. Secondly, it has been established that public participation took place during the introduction of the project as legislated. Thirdly, the project has not contributed to sustainable job creation but there are, however, some benefits that the community has gained from it. Recommendations were made towards improved implementation of the project.

Determinants of household savings in South Africa

- Description: This study empirically evaluates the determinant of household savings in South Africa (1985- 2013). The study used co-integration and Vector Error Correction Mechanism to determine the relationship between household savings and the selected explanatory variables. The study made use of a quarterly time series data sets from the SARB quarterly bulletin. The long-run relationship between savings and its determinants was examined using the procedure suggested in the literature by Johansen. The results of the co-integration tests suggest that there is a long-run relationship between savings and household wealth. The results suggest that wealth is a main determinant of household savings in the long run. However, the impulse response function and the variance decomposition indicated that household debt is dominant in explaining the variations in household savings better than other explanatory variables confirm. On the other hand, household debt, household disposable income and cpi (inflation) and interest rates have negative effects on household savings in the long run. Further, the estimated results revealed that disposable income, interest rate and inflation have statistically significant influence on household savings in South Africa. The implication of the results obtained from impulse response and variance decomposition is that South Africa has liberalized its financial sector to a large extent over the past decade such that households are over indebted. The main reasons for the decline in savings in South Africa is easy availability of Credit which encouraged consumers to take out loans, the rising house prices which encouraged consumers to borrow because of their positive wealth effect, Cultural/Social trends encouraging an attitude of borrowing and spending and lastly low interest rates (both in nominal and real terms). To this end, the study suggests that the South African National Credit Regulator conduct a credit audit to spot-check credit providers’ compliance with the provisions on reckless credit and over-indebtedness. More focus should be placed on indirect measures for preventing over-indebtedness, for example education. It is recommended that governmental or private organisations should set up educational programmes to improve information and advice on the risks attached to consumer credit. It is further suggested these programmes focus on money management for use in schools be made compulsory so as to raise awareness levels and establish financial literacy from an early age. This recommendation is based on the principle that prevention is better than cure.

- Description: Once learners reach high school, they seem to lose focus and become less interested in fulfilling their educational goals. This leads to learner dropout in schools. Yet, the government expects all children to attend school daily and receive the best education so that they can have a bright future. Education prepares the child for life, if the child drops out, he or she will struggle to succeed in life. There are real social reasons that make it difficult for some learners to succeed and lead to them dropping out of school. For example, many learners in South Africa are extremely poor and they dropout because their parents cannot provide for their families. Dropout learners from poor backgrounds also tend to be involved in crime. Young people are under a lot of pressure and consequently, they end up using drugs, smoking cigarettes and drinking alcohol instead of going to school. Teenage stress also contributes to learner dropout. The transition from childhood to adulthood brings challenges, thus making teenagers vulnerable to physical and emotional stress. Many learners do not get the support they need when they are experiencing stress. The high stress levels experienced by learners tend to result in high levels of absenteeism. Pregnancy seems to be another contributing factor to the dropout of learners from school. Thus, learner dropout is a significant problem within the South African context. Not only is learner dropout a problem, but it is linked to many other issues that negatively affect society. This study has examined factors influencing learners to dropout. It employed a qualitative research methodology, using interviews and questionnaires to elicit and investigate the causal factors of learner dropouts. The researcher made use of non-probability sampling because it can be regarded as the only sampling method that makes possible representative sampling design. Purposive sampling was used for the research, because it was convenient for the researcher in terms of time. By using purposive sampling the researcher was able to include participants according to the relevant criteria based on the emerging research questions. The principal, one educator and 18 learners in each of the two high schools were chosen as participants of the study. These participants were coming from two high schools, which are located in King William‟s Town District. Learners who participated in the iv study were chosen from grade 10, 11 and 12. There were six learners chosen per grade. The sampling method used to select learners from grade 10 to 12 and educators was purposive sampling. This type of sampling was used because the researcher wanted rich information from participants and individuals who can express themselves very well about the reasons of learners dropping out at school and also who met the sampling criterion of having had the experience of dropping out of school. The purpose of this study was to investigate factors contributing to the dropout rate of learners at selected high schools in King William‟s Town District. A purposive sampling technique was used to select the participants. The study population was confined to two public high schools in the King William‟s Town District. Using qualitative methodologies, involving a sample of 36 learners, two educators and two principals, the study found multiple motives, associated with individual characteristics of dropouts and social problems emanating from their family background and influence of the community, prompting the learners to dropout. It emerged from the empirical findings of this study that learner dropout is inter alia caused by social factors such as teenage pregnancy, drug abuse, HIV or AIDS infection, gangsterism and learning barriers. These factors are complex issues, which should be handled by skilled people. As learners spend a great deal of their time in the school environment, the educator has become an important role-player to assist learners to alleviate social problems. It is essential that learners with social problems should at an early stage get professional help. The educators who are, due to circumstances, are obliged to help these learners, are not necessarily equipped to give the required assistance. Suggestions and recommendations are espoused to alleviate the situation.
