- Description: The National Treasury Regulations (2009) require all government departments to exercise transparency, openness and fairness in the procurement of all goods and services. The aim of this study was to analyse and determine the use of Monitoring and Evaluation (M&E) as an internal control measure in the supply chain management (SCM) process by the Department of Roads and Public Works (DRT), Sarah Baartman District Center. Poor internal controls, in relation to SCM regulatory framework compliance, remains a key challenge for the DPWT which led to negative performance information in the audit findings (Auditor-General, 2016/17). SCM falls within the finance management pillar which is one of the most important governance areas in public resource management. The study presents the place and nature of the public SCM environment, relevant theories and legislative frameworks towards an efficient and transparent SCM value chain. The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. The study adopted a qualitative documentary analysis research approach. A core finding of the study suggested that the provincial sphere of government needed to develop a participatory provincial government strategy for provincial development. A key recommendation that has been forwarded, suggests that the government needs to strengthen the policy on provincial management in order to facilitate sustainable economic growth and thereby promote social welfare gains.

The introduction provided the background to the research study, a brief theoretical overview of the leadership styles and work engagement as well as the relationship between the two variables was discussed. An overview of the motivation of the study, problem statements, research objectives and the propositions were also considered. A literature review provided a background to the origins, definitions, approaches, characteristics, styles, benefits, consequences, theories and models of leadership and work engagement. Thereafter, the relationship between the two variables were discussed and the propositions were revisited. The type of research conducted was an empirical study which utilised correlational and crosssectional design. The research methodology dealt with the population and sample, the measuring instruments, procedure, validity, reliability and ended off with the ethical standards that were considered whilst the research study was conducted. The findings attempted to answer whether a relationship existed between perceptions of leadership styles with the primary aim to either accept or reject the propositions posed in the preceding chapters. The research study concluded in discussing the results and attempted to link it to the literature that was presented in Chapter Two. The main aim was to identify whether relationships existed between the two variables. The study then concluded in discussing the limitations that were found in the study and discussed possible recommendations for the organisation and for potential future researchers who display an interest in pursuing this study further. In conclusion, the findings posed significant implications for leaders within the workplace who aspire to increase their employees’ work engagement levels for purposes of improving the effectiveness and efficiency of their employees’ overall performance towards achieving the business objectives.

- Description: Organisational change in any organisation, including the healthcare industry, implies a change in organisational culture. The concept of organisational culture refers to those values and norms within an organisation that are prescribed by both the employer and the employees as to how to behave. However, organisational culture should not be viewed in isolation, as culture and leadership are intertwined. Transformational leadership within an organisational culture serves to achieve its goal, missions and aims by influencing, motivating and creating a mutual relationship between employees and employers, which brings about effective organisational change. The alignment of organisational culture and leadership with a hospital’s vision is important to ensure optimal healthcare delivery and organisational change outcomes. A positivistic research paradigm, with a quantitative, explorative, descriptive and contextual approach, was used to conduct the research study. The research study explored whether a supportive organisational culture, transformational leadership and organisational change outcomes were prevalent in public intensive care units. Secondly, the study aimed to investigate the relationship between organisational culture, transformational leadership and organisational change outcomes in public intensive care units in the Nelson Mandela Bay. Data was collected by means of a structured and previously validated questionnaire with a Cronbach’s alpha of more than 0.80. The target population was registered nurses who work in the intensive care units in the public hospitals. The sample was composed of 56 registered nurses and 4 enrolled nurses who were selected from public hospital intensive care units in Nelson Mandela Bay. Descriptive statistics, linear regression analysis, correlation and a Chi-square test were used to describe the hypothesised relationship between organisational culture and transformational leadership (independent) with organisational change outcomes (dependent variable). The results of this study revealed that the alternative hypothesis was accepted as the P value, was less than 0.05 in all variables. This proved that there was a significant relationship between organisational culture, transformational leadership and organisational change outcomes in the public intensive care units which were sampled. Recommendations are made as to how organisational culture can enhance and support transformational leadership and organisational change outcomes to promote a positive change outcome in public intensive care units. Ethical considerations were maintained throughout the research study.

Businesses today strive to retain employees, as their skills learnt, prove to be a valuable asset that takes years to replace. For this reason, all means available are utilised to retain employees in the workplace. The term coaching is a relatively newcomer to the world of business and is seen to take a holistic view of the individual and focuses on work, corporate values, personal needs and career development. The main objective of this study was to identify coaching strategies that can be implemented by organisations in order to ensure the retention and development of employees. Businesses have to rely on employees to help them achieve financial growth, outperform their competitors, produce innovative products and to achieve long-term goals. These tasks would be impossible to achieve if the interests of employees were neglected. It was established from the literature survey that the coaching style of leadership involved more than simply training managers in coaching skills. A whole new coaching culture needed to be implemented in businesses in order to bring about change. Coachees rely on effective coachers to provide guidance and to demonstrate the skills needed. Based on various models in the literature survey a coaching model was formulated. The empirical survey was conducted at five selected companies in the Buffalo City Municipal area. A theoretical model for organisational coaching was developed and tested by means of a questionnaire. It emerged that employees at lower levels had not been involved in any form of coaching.
