- Description: Numerous low cost houses in the Nelson Mandela Bay Municipality, and all over South Africa for that matter, have been handed back to the provincial governments by beneficiaries for remedial work in a government programme called Rectification. Several houses have required demolition and be rebuilt because of patent and latent defects. Government spends huge sums of money in rectifying and fixing the defects on houses that should have been built appropriately from the start; this leads to fruitless and ineffective expenditure. The Department of Human Settlements cannot be solely blamed for the poor quality housing delivery. The contractors, project managers and the inspectors from different stakeholders involved in a project also play a massive role in certifying that the houses delivered are of required norms and standards to assist in minimizing poor quality in the delivery of the low cost housing. The funding spent in rectifying low-cost housing has caused huge backlogs, triggering protests within the communities and, regrettably, incomplete projects around the Nelson Mandela Bay Municipality, contributing to urban decay. The aim of this study was to investigate the poor and unacceptable quality in the delivery of low-cost subsidized houses in the Nelson Mandela Metro Region. The focus of the study was to scrutinize the loopholes and the ambiguities that might exist throughout the life cycle of a low cost housing project, and suggestions to mitigate common problems emerging in various projects. A qualitative research approach was followed in this study. The sample was purposively selected and comprised of 15 beneficiaries residing in the three selected NMBM (housing projects), the Ward Councilors (3), Contractors (3), the Quality Assurance Project Managers managing and foreseeing these projects(3), Quality Coordinators(3) and Inspectors from each organization, (NHBRC, ECDHS and HDA), making three (3) in total.. The study revealed that skills shortage, insufficient workforce training and lack of strict quality control are some of the factors affecting quality. Compliancy to norms and standards is not fully emphasized to the relevant stakeholders during the initiation and the commencement of the project. Tools to measure the effectiveness of quality assurance practices are currently used, but it can be argued that they are not effective enough. The study has offered a set of recommendations to address the key findings.

Vanadium-based catalysts for oxidation of organosulfur compounds: synthesis, catalysis and mechanistic studies

- Description: A series of oxidovanadium(IV) complexes based on the ligand, 2-(2’-hydroxyphenyl)imidazole, with substituent groups of different electronegativities on the phenolic para position, were successfully synthesized, characterized and investigated for their catalytic activities in the oxidation of dibenzothiophene (DBT), a typical refractory sulfur compound found in fuel. It was observed from catalytic oxidation studies that the presence of an electron withdrawing group on the phenolic para position of the ligand results in higher catalytic activity. SC-XRD data and DFT studies were used to explain the trends in activity observed. The highest activity was observed with 6.5 nmol of the nitro derivative catalyst [VO(PIMNO2)2] when 100% of 100 mg (0.543 mmol) of DBT was converted to its sulfone derivative dibenzothiophene sulfoxide (DBTO2) using 2.0 mL (1.05 mmol) of t-BuOOH. Potential to immobilize the complex catalysts was demonstrated through the synthesis of oxidovanadium(IV) copolymer nanofibers. The oxidovanadium nanofibers were successfully employed in the oxidation of sulfur compounds in a real fuel sample (diesel 500) which were then removed through solvent extraction using acetonitrile to give clean fuel. SC-XRD, EPR and UV-Vis spectroscopy were instrumental in providing insight into the mechanism of the catalyzed reaction. Vanadium oxides were also investigated as a cheaper alternative for the catalytic oxidation reaction. Phases of different vanadium oxides were synthesized by calcining NH4VO3 in air at different temperatures with an intention to investigate them for their catalytic activities. The catalyst obtained from calcination at 600⁰C was predominantly the orthorhombic phase of V2O5. Potential to immobilize the vanadium oxides was demonstrated using a silica support where NH4VO3 was impregnated onto silica and calcined in air at 600⁰C. The catalyst showed good potential in the oxidation of DBT to DBTO2, with 10 mg (43.9 μmol) of catalyst successfully converting 100% of 100 mg (0.543 mmol) DBT to DBTO2 using 2.0 mL (1.05 mmol) of t-BuOOH. The catalyst was also employed for a real fuel sample (diesel 500) with good results. The mechanistic aspects of vanadium oxides were also investigated in this study.

- Description: The state of education in South Africa is of nationwide concern and primary school learners are at serious risk of not learning to read. The lack of parental involvement in children's reading development is one of the main barriers to quality education. Mothers are customarily the parent who is most often involved in the reading development of children but there has been an increased interest in asserting more about how fathers are taking on the reading tasks of children. The focus of the study is on the involvement of fathers in the reading development of their children and aims to determine the fathers’ perceptions regarding their roles in the reading development of their children, the barriers that hinder their involvement as well as the benefits of their involvement. The literature review was done using Bronfenbrenner’s ecological systems theory as theoretical framework. A qualitative research design was employed using phenomenology as a research strategy. The research is underpinned by the interpretive paradigm and involved the fathers of grade 4 learners at a primary school in the Northern Areas of Port Elizabeth, South Africa. Data was collected from these fathers by means of questionnaires, group and semi-structured interviews and narratives. The main findings that emerged from the study revealed that fathers’ lack of support in reading development was embedded in the fact that they perceived their role as provider who underestimated their individual contribution. They acknowledged their participation in uncoordinated reading efforts whilst engagement with teacher and policy document were also findings that emerged from this study.

- Description: Substitute care is a temporary or permanent placement of children under the supervision of an adult person due to the absence of their biological parents. The escalating divorce rate, increase in extramarital births, high incidence of family violence, the growing number of children orphaned by HIV/AIDS, and the increasing career-orientatedness of parents have led to the development of diverse family structures. Grandparents and other family members are increasingly becoming the primary caretakers for children. Whilst it is generally assumed by society that children’s well-being is better served when they are raised by their biological parents, the purpose of this study is to: • explore what influence substitute care has on learners’ motivation; • formulate guidelines and recommendations for educators to improve the current levels of motivation of learners in substitute care. The literature related to substitute care and motivation were reviewed, with the aim of providing a firm theoretical basis for the study. Concepts related to motivation discussed, included types of and sources of motivation. Concepts related to the second focus of this study included forms of substitute care. Motivational theories related to this study were briefly discussed, namely: the Attribution Theory, the Drive Theory, Goal Theory, and the Self-worth and Selfefficacy Theories. Factors that have a motivational influence on learners, such as acceptance versus rejection, praise versus criticism, success versus failure and positive self-concept versus negative self-concept, were also discussed. A link was then drawn between motivation and substitute care. ii The research design chosen for this study can be described as qualitative, interpretive and constructive in nature. The research study was conducted in two phases: Phase One provided an investigation of the research problem by means of the following open-ended question: What is the influence or impact of your status as a child in substitute care on your motivation? Data were collected by means of eleven unstructured, in-depth personal interviews. Purposeful sampling was undertaken, which included high school learners all in substitute care. Data were analysed, as proposed by the eight steps of Tesch. Discussions between the observer, moderator and an independent re-coder took place to determine the final results of the research through a consensus principle. Key and related concepts were clustered together to formulate themes, categories and sub-categories. The following three themes emerged, based on the results of the data analysis. I. Problems in the close family circle have profound effects on learner motivation. II. Certain motivating forces help learners in substitute care to cope. III. Substitute care does influence learner motivation. Phase Two offered recommendations, derived from the findings of Phase One, to empower teachers in effectively supporting and motivating learners in substitute care. The conclusion was reached that substitute care does have an influence on the motivation of learners. This motivation can either be positive, which means encouraging learners towards their goal, or negative, which implies that it moves learners away from their goal.
