A critical evaluation of the quality of social development interventions with specific reference to social assistance

- Description: Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

- Description: This study is an interpretive analysis of the roles of NGOs in the social policy process, using the case of postcolonial Zimbabwe. Assessing the period between 2000 and 2010 and the prevailing unique socio-economic and geopolitical crisis, the study engages the major contextual factors influencing evolution of NGOs and their engagement in the policy process. It focuses on the conceptual and state – civil society contestations on the legitimacy of NGO’s as well as an assessment of their impact on the social policy process. NGOs in Zimbabwe have played two major and two minor roles in the social policy process as identified in the study in terms of their prominence and impact on the policy process. That is: policy implementer role complementing state social policy provision, democratisation to pluralism the social policy arena as the major roles; educational role to developing interventions for better social policy and watchdog role monitoring government and other state institutions in meeting the social policy needs of citizens. The thesis argues that analysis of NGOs is embedded in understanding the role of the state and dialectical relationship between state and civil society. Using a neo-Marxist perspective and social democratic approach to the role of the state in social policy, the theoretical generalisations of the study are that NGOs have a legitimate role to play in the social policy process. However, this is defined by the nature and role of the state itself as central driving agent in social policy. Therefore, the roles NGOs are not exclusive in themselves but are anchored within the contextual framework and its definition of societal spheres within it. The thesis established the evolution of the NGO sector in Zimbabwe, its impact on the social, political landscape and argues that the democratisation agenda in Zimbabwe requires a political solution embedded in a transformative state as the panacea for building a redistributive and participatory social policy agenda that engages with non-state actors, NGOs included within a developmental framework. Conclusively, the thesis proposes a theoretical distinction between NGOs as service oriented entities and CSOs as forums for associational life and civic engagement.

The empirical results indicate that the performance management system appears not to have achieved its intended objectives and that the implementation of the performance management system does not adequately address the needs of both the employer and employee within the Graaff-Reinet District. Recommendations in this regard were made based on the literature review and empirical results.

This study is an assessment of skills development programmes for selected employees at the Amathole District Municipality (ADM). The ADM is known as a predominantly rural district. The study revealed that the municipality is faced with a lack of proper skills to accelerate service delivery. This has resulted in the institution neglecting to invest in the development of those competencies needed to function in a constantly changing educational, training and development environment. The success of any organisation depends on its human resources, who are the most important asset. Therefore effective and efficient human resources management and training and development management play a critical role in the well-being of employees. Human resources training and development policies, practices and activities guide the institution with implementation of services and should take on a more strategic role to achieve their objectives. The researcher employed the quantitative research methodology for purposes of the empirical survey and also reviewed official documents and reports. A suitably constructed questionnaire was developed and distributed to the selected sample group from the ADM. The researcher also consulted legislation, official documents, articles, journals, policy documents, reports and books in an effort to obtain as much relevant information as possible. Based on the information gathered from the respondents and literature review the researcher proposes certain recommendations in the final chapter of the treatise.

Before the research was conducted, it was assumed that due to the differing dynamics of a suburban area, where people would be wealthier and more educated, the potential of a violent conflict taking place between the two groups (locals and foreign nationals) would be lower. In this treatise, firstly, the topic will be explained more in detail together with an overview of the background to the topic. - Description: This treatise provides an overview of the American style of school public relations and suggests the possibilities for the positive impact such a treatise could have within the South African educational realm. Three models of school PR are proposed in this treatise in view of the fact that there is no one-size-fits-all kind of approach to school public relations. Schools differ in size either physically or financially, and these differences can have an impact on the extent to which public relations would be practised. Thus each model is described according to the practise of a minimum, standard and an advanced school PR plan. These models strive to provide either a starting point for implementing a PR plan; or a checklist for schools who already practise some form of PR. The nature and scope of public relations is explored within three selected South African public schools in Uitenhage to establish the extent to which the Modern Age of School Public Relations has “arrived”. Based on the research findings it can be deduced that most schools practise some form of PR, whether strategically planned or spontaneously, as the need arises. However, although it is apparent that the Modern Age of school public relations is being set in motion, it must be expanded on and progressed to incorporate all the facets of a proactive systematic PR plan. The content of this research paper details a step-by-step approach for South African schools to start a planned public relations programme. Furthermore taking into account current trends it proposes ideas to involve learners, staff and parents in the planning and implementation of strategic public relations in an attempt to achieve the school’s objectives and validate its vision. This treatise aims to provide a foundation for exploring the current practise of public relations within the educational environment and could stimulate further study by investigating and evaluating the PR of all class ranks of South African schools.

- Description: This study investigates the challenges faced by street traders in Mnquma Local Municipality. The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

- Description: The performance management system has been introduced in the South African public service with the intensions of monitoring, reviewing, assessing performance, developing underperformers and recognising and rewarding good performance. This study was undertaken as an attempt to assess whether the Lukhanji municipality performance management systems contribute to the improvement of service delivery and employee productivity. The literature review undertaken in this study, shows that there is a general poor understanding of performance management systems in Lukhanji municipality. The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

- Description: The aim of this study was to assess community members’ knowledge levels regarding Drug Resistant TB and HIV and AIDS. The study was conducted at ward 40 in Green bushes area in Nelson Mandela Metropolitan Municipality (NMMM). A quantitative research method was used in this study. Random sampling is the type of probability sampling method that was used in this study. The sample consisted of 100 respondents above 18 years who were randomly selected from the beneficiary list of for the RDP houses in Green bushes area in the Nelson Mandela Metropolitan Municipality. Data for this study were collected using close ended questions which were administered by the researcher to the selected participants. Data was analysed using bivariate and descriptive statistics according to the identified themes. The study revealed that community members had high knowledge levels regarding Drug Resistant TB and HIV and AIDS prevention, transmission modes and diagnosis and treatment methods. The findings revealed that community members were highly knowledgeable and aware of the fact that abstaining and practising safe sex were means of preventing the spread of HIV and AIDS as it was spread through unprotected sex, while opening of windows and minimisation of close contact with HIV positive people and children with people infected with Drug Resistant TB are infection control measures or methods of preventing the spread of the disease. Additionally, the study indicated that female respondents were more aware and knowledgeable about prevention, transmission modes and diagnosis and treatment of Drug Resistant TB and HIV and AIDS than male respondents. Furthermore, the findings revealed that the respondents were highly knowledgeable and aware about transmission of Drug Resistant TB and HIV and AIDS; knowledgeable about prevention and less knowledgeable about diagnosis and treatment. A high percentage of female respondents knew that there was no vaccine to neither prevent nor cure HIV and AIDS and that antiretroviral drug were used to manage it. The study also showed that female respondents knew that all people irrespective of race and economic class can be infected with Drug Resistant TB and HIV and AIDS. It is important to note that the respondents between 41-60 years possessed more knowledge regarding Drug Resistant TB and HIV and AIDS than the respondents who were between 18-40 years. Lastly, the study showed that there were significant differences in gender and knowledge and no significant differences in age and knowledge of the respondents regarding Drug Resistant TB and HIV and AIDS. It is recommended that in future, research regarding knowledge levels about Drug Resistant TB and HIV and AIDS be extended to other wards in the Nelson Mandela Metropolitan Municipality (NMMM). Accurate knowledge should be provided by ensuring that educational materials that are developed, are appropriate for the various levels of literacy, and that more appropriate and relevant information regarding these diseases is made more accessible to community members in their home languages. The researcher further recommends that during training interventions and educational campaigns more emphasis should be put on prevention, diagnosis and treatment of Drug Resistant TB and HIV and AIDS.

- Description: This treatise explores the Matatiele boundary demarcation dispute and, in particular, the role that unmet basic human needs play in this dispute. The subject of identity is also explored. In 2006, the government of South Africa decided that Matatiele should no longer be part of the province of Kwa-Zulu Natal (KZN) and instead should be incorporated into the province of the Eastern Cape. This decision divided the community of Matatiele into two groups; one was pro-KZN and the other, pro-Eastern Cape. In 2008, violence broke out between these two groups. The government’s decision and the resulting violence have created a situation of protracted conflict in the community of Matatiele with rivalries and antagonism being part of the fabric of the society. This treatise attempts to analyse this conflict and link it to the theory of basic human needs as advocated by conflict theorists such as John Burton and Johan Gultang. Human needs theorists hold the view that unmet psychological and physical needs are sources of social conflict and can lead to protracted conflict. This treatise also explores the efficacy of problem-solving workshops and referendums as conflict-resolution techniques for boundary demarcation disputes. The data were collected from unstructured, in-depth interviews with a sample of eleven respondents. The data indicate that there is a nexus between this conflict and the theory of basic human needs and that community-identity concerns are central to this dispute. The findings of this study suggest that the conflict is multi-faceted and that the underlying causes can be attributed to unmet human needs. The data was analysed using the grounded theory approach. This allowed the key causes of the conflict to be identified and subsequently informed the recommendations presented in the conclusion of this treatise.

Section 217(1) of the Constitution of the Republic of South Africa (Act 108 of 1996) specifies that procurement must be fair, equitable, transparent, competitive and cost effective. Accountability is the most critical element in improving financial management in the public sector. The objective of the study was to highlight the need for accountability in Public Finance Management. Additionally, it was intended to assess the respective roles of the various processes involved in the acquisition of goods and services with the goal of enhancing accountability in the Eastern Cape Department of Safety and Liaison in Bhisho. The study was conducted at the Head Office of the Supply Chain Management Section and the district offices with officials who are responsible for the procurement of goods and services. In order to achieve the objectives of the research, a survey was conducted using the qualitative method to ensure greater understanding and reliability. Convenience sampling was applied as it allowed the researcher to select the sample that was convenient. Moreover, it made it easier to reach the available participants. Data was gathered by means of face-to-face interviews for the Head Office respondents and telephonic interviews for the respondents of the district offices. The study concluded with recommendations emanating from the research findings that are meant to assist in improving accountability in Supply Chain Management within the Eastern Cape Department of Safety and Liaison.

In order to achieve the objectives of the research, a survey was conducted using the qualitative method to ensure greater understanding and reliability. Convenience sampling was applied as it allowed the researcher to select the sample that was convenient. Moreover, it made it easier to reach the available participants. Data was gathered by means of face-to-face interviews for the Head Office respondents and telephonic interviews for the respondents of the district offices. The study concluded with recommendations emanating from the research findings that are meant to assist in improving accountability in Supply Chain Management within the Eastern Cape Department of Safety and Liaison.

Blends between coal, charcoal and microalgae biomass were made according to the specifications of a D-optimal mixture design so as to be able to model interactions between the three components with maximum precision despite multiple constraints built into the design. These constraints specified that coal can have a minimum value of 70 mass percent in any blend, while microalgae can have a maximum value of 20 mass percent. While coal and charcoal were blended by mixing the two respective dry components, microalgae biomass was incorporated into the blends by first absorbing microalgae onto fine coal from concentrated slurry of the microalgae in water. The microalgae in these blends were therefore intimately associated with the coal. This approach differed substantially from the normal practice of preparing coal – biomass blends (which are usually dry-mixed as for coal – charcoal blends). Proximate analyses of the starting materials showed that the microalgae biomass has a significantly higher volatile matter: fixed carbon content than both coal and charcoal, which should improve the combustion of these materials by providing a more stable combustion flame. Analyses of the thermogravimetric data obtained showed that coal and charcoal have much simpler combustion profiles than microalgae biomass for which five different thermal events could be observed in the DTG combustion profile. Qualitative kinetic analyses showed that the combustion of coal and charcoal follows first-order kinetics, but for microalgae biomass combustion, the first two combustion stages appear to follow first-order kinetics. The TG and DTG profiles for coal, charcoal, microalgae and blends of these three components were used to derive values for the so-called comprehensive combustion property index (S-value), which provides a combined measure of the ease of ignition, rate of combustion, and burn-out temperature. The S-values so obtained were used as response variable for the construction of a response surface model in the experimental domain investigated. Following statistical validation of the response surface model, the model was used to predict an optimum S-value or a blend that would display optimum combustion behaviour. Two optimum blends were obtained from the optimisation process, one in which only charcoal is added to coal, and one in which only microalgae is added to coal. - Description: The reality today is that we are all interdependent and have to co-exist on this small planet therefore, the only sensible and intelligent way of resolving differences and clashes of interests, whether between individuals or nations, is through dialogue --the Dalai Lama Nomadic pastoralist communities all over the world depend on the keeping livestock for their livelihood, and are characterized by constant migration, in search of pasture and water, or what others may call “search for greener pastures”. Most often as the case such as in Northern Kenya these communities or clans are in conflict with each other mainly over the same scarce resources- water and pasture. This particular treatise explores the role of local NGOs in managing such inter-clan conflict. As aptly put by Lewis (1981: 10-13), when grazing land is abundant, settlement patterns of the pastoral communities may include many non patrilineal kin, or other clans, the true patrilineal kin is honored when pressure arises in the form of diminishing water and pasture, in such instances those who are not one‟s clan become undesirable aliens, thus it is was not a surprise to witness, in the course of conducting the study the many sprouting settlements in Wajir County consisting of entirely agnatic kin, meant to protect “clan‟s” ideals at any costs. Intra-clan and inter-clan conflicts are thus common in the entire Northern Kenya; this study explores the management of inter-clan conflict in Wajir County, North Eastern Province of Kenya. In particular, this research offers an exploration and discussion of the sources of inter-clan conflict, the role of the local NGOs and the perceptions of the local communities, politicians, provincial administration and the local peace committees in the processes of the managing inter-clan conflicts by the local NGOs. With reference to relevant research and literature, as well as the researcher‟s good background understanding on the interventions of the local NGOs in Wajir County, this treatise will provide a series of recommendations to respond to the recurrent inter-clan conflict in the Wajir County, which to some extent could also be applicable to communities with similar settings in Africa and beyond.

- Description: The eastern Democratic Republic of Congo has experienced constant instability and conflict since 1996. With the collapse of the state of Zaire and the renaming of the country by the late Laurent Desire Kabila in late 1996, there were high expectations from the Congolese population that the country was going to move forward. However, in less than two years, the central government in Kinshasa was facing a new rebellion from the east of the country, followed by widespread violence and criminal activities by armed and militia groups. Although military intervention from Zimbabwe, Namibia and Angola halted the rebellion march to Kinshasa, the capital city of DRC, and allowed the DRC government to sign peace agreement with its opponents in 2002; since then, the prospect of peace in the eastern DRC, especially the North and South Kivus seems bleak. Since 2002, that region has been the theatre of armed and militia groups (both local and foreign), owing to, in the views of various experts, the presence of mineral resources to support their criminal activities, as well as the economic interests of regional actors to create proxy militia and armed groups in the absence of central government in much of eastern DRC. The purpose and rationale of this study is to critically identify actors in the postconflict reconstruction process, and examine the role of mineral resources among other perpetuating factors of the protracted conflict in eastern DRC, in order to arrive at a comprehensive analysis of the reasons for the failure of peace building and post-conflict reconstruction processes that have been undertaken. This study aims to fill a gap in available literature, by pointing to some conflict drivers and factors which have previously been overlooked in post-conflict reconstruction, and in existing research on the topic, especially the role of mineral resources in sustaining conflict. A thorough conceptualization of relevant conflict theory and a historical overview of the conflict in DRC were provided as a point of departure in order to understand other factors that contribute to the intractability of conflict in eastern DRC, this study found that those factors were rooted in the legacy of colonialism; the bad leadership under both the colonial powers and subsequent government of Joseph Mobutu, manipulation and politicization of ethnic identities especially in the South and North Kivu and the geopolitical location of the eastern DRC. This study further established that the presence of mineral resources in eastern DRC indeed contributes to the continued insecurity in that region by providing succour to armed groups, thus undermining peace agreements especially the Pretoria agreement that formally ended hostilities in 2002. Furthermore, the study found that the issue of mineral resources is not the sole driver of the eastern DRC conflict, as the issues of ethnic polarisation especially, discrimination against Kinyarwanda speaking Congolese in the east, and the view that only military means can solve this problem; coupled with other security threats including the presence of foreign militia groups motivate the neighbouring countries of Uganda, Rwanda and Burundi to constantly meddle in DRC's internal affairs. The study suggests that additional research be conducted to further investigate the regional dimensions of the conflict and how perceived interests in mineral revenue contribute to the polarisation of the population in eastern DRC; leading to the proliferation of armed groups.

Section 15 (ii)provides that an employer who employs more than 50 employees must conduct a gender audit and make a gender equity plan and implement it when new employees are employed. In the Department of Education in the District of Butterworth, there is no gender equality in the number of senior secondary school managers. Men constituted 65 percent and women constituted 35 percent. The study investigated reasons for unequal representation of men and women as senior secondary school managers. The study was qualitative in design. The participants in the study were the Assistant Director of the Human Resource Section of the Department of Education and school governing body members, who were parents and educators. Interviews were used to collect data from the participants The study found that, amongst other things, gender equity was not considered when senior secondary schools managers were employed. That was why there was unequal representation of men and women in senior secondary schools’ management positions. - Description: The research examines the relationship between the Sublime, the written works of H. P. Lovecraft, and the researcher’s production in the studio arts. It analyses how the Sublime is approached as a subject matter and principal objective within philosophical and artistic discourses, historically and within a contemporary paradigm. It also investigates the applicability of the Sublime to selected themes uncovered in H. P. Lovecraft’s work in general, and At the Mountains of Madness in particular. This is undertaken through an investigation of primary and secondary sources whose explorations and contextualization informs and supports the researcher’s practical visual studies. A reflective and critical analysis of this studio work is performed and included in the main body of the dissertation, from which a conclusion is drawn about the effectiveness of this approach. Specifically, the research explores the relevance of the Sublime both as a critical component of contemporary fine arts and as a fundamental element of the work of H. P. Lovecraft, At the Mountains of Madness in particular. In addition, the research’s practical component consists of a visual exploration of the intersection between the two. Furthermore, it represents an evaluation of this overlap in its effective translation across modes of expression, as interpreted through the medium of the researcher’s creative process.

This is undertaken through an investigation of primary and secondary sources whose explorations and contextualization informs and supports the researcher’s practical visual studies. A reflective and critical analysis of this studio work is performed and included in the main body of the dissertation, from which a conclusion is drawn about the effectiveness of this approach. Specifically, the research explores the relevance of the Sublime both as a critical component of contemporary fine arts and as a fundamental element of the work of H. P. Lovecraft, At the Mountains of Madness in particular. In addition, the research’s practical component consists of a visual exploration of the intersection between the two. Furthermore, it represents an evaluation of this overlap in its effective translation across modes of expression, as interpreted through the medium of the researcher’s creative process.
