Stakeholder management for urban development projects in South Africa

- Description: The study arose from a research issue that is both practical and theoretical. The apparent challenges of a stakeholder management nature in the execution of urban development projects in South Africa led to the conception of the study. However, the most compelling need for the study was the theoretical gap – in the urban development theory, in the projects theory, and particularly in the stakeholder management theory – on the management of stakeholders in the South African urban development projects. As a result, the value of the study is both managerial and scholarly. The urban development concept is understood to be referring to the development of urban areas for the purpose of improving the quality of life in the cities, and the development of the infrastructure to enable economic growth. Urban development projects, as vehicles for accomplishing urban development, are important for a newly industrialised economy (NIE) like South Africa. Also, as a result of the political past – in the form of a systematic preferential development based on racial segregation by the previous government, and the two decades of subjection of South Africa to economic and cultural isolation by the international community – South Africa has a huge backlog with regard to the two general purposes of urban development: social progress and economic progress. Consequently, urban development projects in South Africa are very critical and important, particularly for geopolitical and socio-economic reasons. Judging by the extensive negative media coverage, many of the South African urban development projects demonstrate poor stakeholder management. The list of urban development projects that have experienced stakeholder related challenges in South Africa is endless: the Johannesburg BRT project, the Gauteng Freeway Improvement project, the Transnet multi-product pipeline-construction project, the Chapman’s Peak toll-road project, the Kusile and Medupi power stations construction projects, are some examples. The project management profession and body of knowledge view stakeholder management in a serious light, actually a failure in adequately implementing stakeholder management in a project is tantamount to a failure of the project itself. There is also a consensus among numerous researchers that there is a general lack of knowledge for project managers on how to manage stakeholders, particularly external stakeholders. Stakeholder management is a poorly understood and, usually a very badly implemented project management discipline. Managing projects in Africa, and by inference in South Africa, can be particularly complex – given the involvement of multiple stakeholders and their historical, geopolitical, economic relationships, and cultural differences. The study set out to develop a framework to improve the management of stakeholders in urban development projects – by investigating the critical success factors that have an influence on stakeholder management success in urban development projects in South Africa. This study is important primarily because there seems to be no previous research conducted on this important project management discipline, stakeholder management of urban development projects; and there seems to be a neglect of stakeholder management duties by urban development projects agencies, and by inference, projects practitioners in South Africa. A theoretical space was created for this study in the fraternal literature of previous studies on critical success factors and/or stakeholder management in construction projects – as there seem to be none undertaken in the urban development environment, particularly in the South African context.

It has been estimated that only one third of family businesses survive to the second generation. This study attempts to determine what the main features are to promote successful family business succession and continuity. The family chosen for this research is the Venter family. The research has scaled the various influencing variables from the literature review into the following focus areas: relationships, conflict, vision, effective succession characteristics and continuity. The findings reflect many instances found in the literature, some are: individuals can manage themselves and have relationships with others; have the ability to resolve conflicts; have mutual support and trust; there is respect between the founder and successor; the business vision is clear; communication is open and clear and decisions are based on expertise and knowledge. Many other aspects are highlighted in the research that follows. In addition, the study attempts to identify the generational effects, the major characteristics of the family owned succession process and the views of the predecessors on the succession process and the post succession period.

The researcher makes use of a combination of qualitative and quantitative research designs to gather data. The sample consisted of about three members from each of the four projects selected, as well as two officials of the Department of Social Development in the Nelson Mandela Bay. The respondents participated in structured and semi-structured interviews exploring their demographic information, information about the project and how it is managed, views and opinions about differences between a business venture and a project, their understanding of what constitutes a sustainable, viable and stable income-generating project as well as their opinions about what would contribute to ensuring sustainability, viability and stability in these projects. The results of the study reveal that it is important to structure and run the income generating projects using business principles which include vigorous marketing and proper costing. There is also a need to train the participants in business management so that they can run the ventures successfully. It has also become apparent that a clear leader or manager is lacking and thus decision making process is too long, meaning a meeting must take place involving all project members before a decision that affects the operations can be made. Almost all key factors contributing to a sustainable and viable income generating project, as defined by Mango (2004) and Madi (2007) were also found to be lacking in these projects.

The "realisation company" concept in South African income tax law

- Description: The Supreme Court of Appeal has revisited the issue that has attracted the most litigation in South African tax law: whether gains from the disposal of an asset are of a capital or of a revenue nature. In CSARS V Founders Hill (509/10) [2011] ZASCA 66, 73 SATC 183 the court held that „intention‟ is not conclusive in the enquiry and cannot be the litmus test in determining the nature of proceeds from the sale of an asset. This judgement relegates intention to only one of the factors to be considered as it was held that it should be considered objectively whether the taxpayer is actually trading or not. The court also indicated that a „realisation company‟ would only act on capital account if it is formed for the purpose of facilitating the realisation of property which could not otherwise be dealt with satisfactorily. This treatise was primarily aimed at an analysis of the court cases which dealt with the „realisation company‟ concept in South African income tax law. In analysing the „realisation company‟ concept through case law culminating in Founders Hill, it was found that in every instance where „realisation company‟ x had won the argument, there had been compelling reasons why the owners of the assets had found it necessary to realise the asset through an interposed company established for that purpose. These reasons include: to facilitate the sale of property previously held by different people and to consolidate and conveniently administer the interests of beneficiaries under different wills. - Description: The following treatise first frames the role of CBOs in responding to the HIV/Aids crisis in relation to their position in the global health governance system through a literature survey that moves from an analysis of the global structures down to the local. The survey covers the role of international organisations, international NGOs (INGOs), national governments, local NGOs and CBOs and outlines the context in which Masizakhe is working within the global health governance structure. Secondly the research design and methodology are outlined focusing on the longitudinal, case study and participant--‐observation approaches. Hypotheses, conceptualisation, definitions, key variables are described and data collection methods and fieldwork practice extrapolated upon. Following that data capturing, editing and analysis are discussed in conjunction with shortcomings and sources of error. In the fourth chapter the research discusses the history, structure and outlines the research findings by comparing what has changed within the organisation over time, presenting and discussing the results. The outcomes of this research have shown that existing problems in this particular CBO are very difficult to overcome without committed, sustained support from donors, government, community and the organisation’s members. CBOs are often hamstrung by a series of intersecting factors which hamper their ability to problem--‐solve, even when the route to overcoming the problem is clear, particularly when the capacity and will to do so is not always present from both within the organisation and from outside support systems. These challenges then impact on the overall quality of and ability to deliver the services the organisation is structured to deliver. The major challenge for the organisation remains the inconsistent donor cycle and resultant instability thus created within an organisation already working in a highly volatile, unstable situation marked by poverty and disease. Thus the title, The Aids of Aid?, captures the essence of Masizakhe’s struggle with its own syndrome of problems. It summarises a comment made by the project secretary said that: “Sometimes it feels like we are not only fighting for the health of our people – We are fighting for the health of our organisation. We are a sick organisation trying to help sick people. All we need is donors and funding –we can’t live without them, and when they don't give, we get sick” (Stamper, Pers Comm, 2011). The other emergent challenges were a battle internally with ‘founder syndrome’, lack of management transparency and a dysfunctional board.

To survive, businesses more and more depend on the creativity, initiative and problem-solving abilities of their employees. The research in this treatise will focus on the components of a high performance organisation, when assessing the international high performance strategy of Company A, developed by top management. The implementation of Company A’s strategy relies on how well the organisation fosters an environment which is conducive to high performance. At this stage it is not clear if the chosen strategy will succeed and direct the organisation towards sustainable high performance in the long run. Hence, the research question, which is the crux of this study, is to assess the effectiveness of Company A’s international high performance strategy in creating a sustainable high performance organisation in the long run. To achieve the primary objective of this research study, the researcher compared various prominent models of high performance organisations with one another. Despite the limitations, the researcher believes that the significance of De Waal’s model is that he managed to identify the factors involved in creating a high performance organisation. Based on the quantitative and qualitative comparisons, the researcher decided to use the research conducted by De Waal as the framework for the basis of this study. The Delphi Technique was used to identify the effectiveness of the strategy through a consensus seeking and commitment building process. Contrary to expectations, the empirical results indicated that Company A’s strategy does clearly indicate a high percentage of effectiveness. Although it definitely indicates that there is still a long road ahead of Company A to reach ultimate sustainable high performance, it definitely is on the right track. The research highlighted a few areas of concern, but with continuous adjustment and alignment of their strategy Company A would have a solid framework to work towards high performance in the long run.

- Description: In this research the conflict between economic and conservation imperatives in the proposed exploration of shale gas in the South Western Karoo Basin was investigated. The primary aim of this study was to come to a theoretical understanding of the situation through a critical analysis of existing documents which allowed me to outline in detail the two opposing perspectives that either promote or resist a shale gas exploration project. The second objective of this research was to present empirical data from both a questionnaire completed by 20 respondents and two interviews, that helps amplify and verify arguments for or against a shale gas exploration project. The theoretical and empirical components of the research offer the basis for a balanced assessment of the viability of shell gas exploration in the Karoo. Using three fundamental assessment criteria (social, economic and environmental) for what constitutes a sustainable development project the gathered data was analysed in order to help ascertain whether or not the shale gas exploration project is a worthwhile development project. The question answered was whether a shale gas exploration project meets its social, economic and environmental mandates. From this, the final objective of this research was to make recommendations concerning what a responsible policy would be concerning land use in the Karoo.

- Description: In this research the conflict between economic and conservation imperatives in the proposed exploration of shale gas in the South Western Karoo Basin was investigated. The primary aim of this study was to come to a theoretical understanding of the situation through a critical analysis of existing documents which allowed me to outline in detail the two opposing perspectives that either promote or resist a shale gas exploration project. The second objective of this research was to present empirical data from both a questionnaire completed by 20 respondents and two interviews, that helps amplify and verify arguments for or against a shale gas exploration project. The theoretical and empirical components of the research offer the basis for a balanced assessment of the viability of shell gas exploration in the Karoo. Using three fundamental assessment criteria (social, economic and environmental) for what constitutes a sustainable development project the gathered data was analysed in order to help ascertain whether or not the shale gas exploration project is a worthwhile development project. The question answered was whether a shale gas exploration project meets its social, economic and environmental mandates. From this, the final objective of this research was to make recommendations concerning what a responsible policy would be concerning land use in the Karoo.

There are numerous initiatives that having been undertaken by government in an attempt to solve the skills shortage problem. However, these initiatives are not aimed at the tertiary education system. The tertiary education system is the focus of this study as the author investigates how the NMMU Business School can play a significant role in addressing the skills shortage in the credit risk management sector. Following a literature review, surveys were completed by the NMMU Business School MBA students (ninety of them completed it) and personal interviews were conducted with three Provincial HR managers from South Africa’s “four big banks” in Nelson Mandela Bay (Nedbank, Standard Bank and ABSA). The study found that the skills shortage is indeed a problem. The study found that reasons including the legacy left by apartheid and students pursuing the wrong degrees were highlighted as some of the reason for this skills shortage. An opportunity for the NMMU Business School was identified to support the banking industry in addressing credit risk management skills shortage. The benefits include financial reward and more importantly an opportunity to differentiate the Business School and the courses offered at the school from the rest. Some of the recommendations included sourcing of the best practices from institutions like the Millpark Business School on effective partnering with the banking industry as well as a proactive approach to be adopted by the banking industry in terms of lobbying support from other potential role players for example but not limited to, student bodies, BankSeta and the smaller banks in the industry.

This short term solution provides property developers with a 36 month temporarily relief period, before they have to account for the „output tax adjustment‟. Therefore, the new section 18B was proposed to assist property developers in times of an economic recession. Secondly, in the past a vendor who acquired a property from a non-vendor to make taxable supplies was allowed a notional input tax deduction, limited to the transfer duty paid. SARS has however "delinked VAT from transfer duty‟, which means that the notional input tax deduction will no longer be limited to the transfer duty paid. In the competitive and dynamic business environment organisations are faced with, strategic management and planning has gained momentum as a management science which aids managers and executives in circumventing the challenges that such a dynamic environment can present. Strategic management and planning is, however, of no consequence unless the strategic plan is deployed and implemented in an organisation and the implemented plan is evaluated in action. Many organisations find the process of strategy implementation much more of a challenge than the process of strategy formulation. Consequently, many of these organisations have utilised project management to assist in the strategic management implementation process. The competitive and dynamic business environment also requires organisations to constantly develop and execute more innovative business strategies to remain competitive. In order to do this, many organisations have started to explore the alignment between business strategy and project management strategy. Various commentators note that successful implementation of strategy is challenging, especially considering the 70 per cent execution failure rate. It is further noted that organisations only realise 60 per cent of the potential value of their intended strategies due to failures in planning and implementation. Consequently, projects are often chosen as vehicles to implement these business strategies. The primary objective of this research is to improve the implementation of strategic management initiatives within organisations. This was achieved by investigating whether Shenhar’s strategic project leadership elements (i.e. organisational structure, process definition, implementation metrics, implementation tools and organisational culture) have an impact on the successful implementation of strategic management initiatives. The study also aims to investigate whether age, gender, race, designation, education, industry experience and tenure at Eskom Telecommunications, have an impact on the perception of the following variables under investigation: Implementation metrics; Implementation tools; Organisational structure; Organisational culture; Process definition; and Strategic management implementation. If the correlation between strategic management implementation and Shenhar’s strategic project leadership elements is established, it would assist organisations in the implementation of successful strategic management initiatives, by aiding an understanding of how these independent variables affect the implementation process. Improved implementation of strategic management initiatives would assist management teams in organisations to overcome the unique challenges that change in an organisation’s internal and external environment cause. The scope of this study was limited to be conducted in Eskom Telecommunications only. The study is concluded with a number of recommendations that Eskom Telecommunications could implement to improve strategic management implementation and a synopsis of this study’s contribution to theory is provided, in addition to recommendations for future research.

- Description: This paper investigates the effects of real exchange rate misalignment (REM) on economic growth in Kenya over the period 1964-2009. The real exchange rate misalignment is defined as the difference between the equilibrium exchange rate and the actual real exchange rate (RER). The equilibrium real exchange rate was obtained by using the purchasing power parity (PPP) approach. To this effect, the study examined the existence or absence of the cointegration between the REM and economic growth, using the autoregressive distributed lag (ARDL) bounds testing approach. The ARDL approach is employed to determine both the long-run and short-run dynamics of the model. The results suggest that no long-run relationship exists between economic growth and the REM in Kenya. The short-run model is then estimated, using the OLS (ordinary least squares) method. From this model, it is determined that trade openness has a positive impact on economic growth, while foreign aid has a negative impact on economic growth; and both are considered empirically significant. The inflation rate and REM both negatively impact economic growth, but are empirically insignificant. All variables corroborate the a priori expectations.

As a flagship model of skills development, the researcher conducted a longitudinal study of learners with disabilities and Learnership stakeholders to identify successes, challenges and long-term outcomes of a Western Cape Learnership. The research relies heavily upon the experiences of the Learnership stakeholders, particularly learners with disabilities, to articulate how experiences are impacted by the model design as well as societal factors. What is revealed is a social and political context whereby the artefacts of the past amalgamate with present actions of redress, which impact strategies to better prepare learners with disabilities to integrate into the formal economy. The findings examine the impacts of Learnership design and implementation; interconnectedness between disability, race and poverty; influence of government and policy; and overall efficacy.

This prime communal land is situated in the bank of the Sundays River Valley in the Eastern Cape Province. Enon-Bersheba falls under the jurisdiction of the Sundays River Local Municipality. The Municipal jurisdiction provides easy access to this pristine commonage that presents opportunities for economic development as well as residential opportunities. This study presents the diversity of sustainable livelihood alternatives from the community‟s perspective. This study finds that giving the beneficiaries of land restitution authority over decision-making on land usage is an important contributor to success. Land is a significant asset, and it becomes more valuable and development-worthy if legal institutions are in place to manage the planning and development processes, for its full utilisation. In addition to this, the study provides a community-driven development framework with which potential development partners can interact to enhance revenue generating activities and strengthen the institutional environment through the formation of community-private-public-partnerships. The participatory research process that was undertaken made essential findings. The study validates the use of livelihoods-based approach to poverty alleviation. A bottom-up participatory process was effective in determining how best Enon-Bersheba communal land can be put into effective and efficient use. Likewise, an integrated approach to development planning was proven to be important. This study proved an extra-ordinary belief that the stability and changed value systems within a community often derive from complex social problems that are inherently dynamic. The involvement of the Independent Electoral Commission in the referendum process for Enon-Bersheba‟s legal entity that will manage the land suggests the credibility of the process. The existing information around potential development options of Enon-Bersheba was consolidated and verified by the community. The awareness of community abilities and resources served to enhance community mobilization for social action. The study provides a framework for development policy imperatives and a new vision for Enon-Bersheba.

This study generates new perspectives by surveying selected but representative, South African municipalities in their capacities as water service authorities (WSAs) on a range of financial sustainability issues – including cost burden on users, cross sub-subsidisation and cost calculations to set tariffs. The study is part of a wider investigation into the setting of tariffs that cover costs and satisfy demand, funded and advised by the Water Research Commission (WRC). The conclusions and recommendations of WRC Project K3/2087 (Hosking, 2011b) are to address: 1. The choice of water service provider, including the private utility option; 2. Market vulnerabilities in water service provision under alternate models of supply; 3. The determination and realisation of full cost recovery; 4. Demand responsiveness/sensitivity of local government supply; 5. The increasing block tariff (IBT) tariff structure; and 6. Abuse of dominance in the market process. Given the limited perspective (i.e. a focus on WSAs), some important national water sustainability issues are given less prominence, e.g. raw water availability and national government capacity to subsidise water service delivery. The key water service sustainability elements on which attention was focused in this study are: • Backlogs in the water service coverage and infrastructure rehabilitation and maintenance. • Standard of water service indicators. • Relative importance of the provision of water services in water service authorities’ strategy and implementation (including budget and risk). • Adequacy of skills to provide a sustainable water service. • Budgeting and planning for the sustainability of the water service. • Adequacy of the costing and tariff setting nexus, with particular attention paid to method and principle. - Description: Crime in South Africa has been escalating over the past few years. Crime affects all societies in South Africa. It occurs amongst the rich and the poor, in the suburbs as well as in the townships. Serious and violent crimes are reported in most of the national newspapers almost on daily basis. There is no single satisfactory answer as to the causes of crimes and its impact on the economy of South Africa. The aim of this research report is to assess the impact of crime in the South African economy. In order to formulate a conceptual and theoretical framework of the study, growth theories, namely neoclassical growth theory, Harrod-Domar growth model classical growth theory and endogenous growth theory were presented. Although all these growth theories relate to this study as crime cuts-across all sectors of the economy the endogenous growth theory was chosen as a theoretical framework on which to base this study. Endogenous growth theory deals with domestic absorption. Crime interferes with this absorption as it constitutes a cost to the economy. Firms lose profits whilst the opportunity cost of running prisons using a tax payers’ money continues to grow. This study is based on a quantitative research technique, using a vector error correction model (VECM) on a quarterly time series data over a period 2003 to 2011. The variables used to explain variations in economic growth over this period are crime, real interest rates, real exchange rates, unemployment and poverty. The findings of this study suggest that crime exerts a negative impact on economic growth in a long run in South Africa. However, this relationship is not statistically significant both in a short run and a long run. . However, no evidence of short run adjustments between crime and economic growth were found. There is a long run negative relationship between real interest rates and economic growth. This relationship is also statistically significant in a long run but not in a short run. However, the relationship between real interest rates and economic growth is positive in a short run. This can be explained by the fact that high interest rates attract foreign investments causing a rise in economic growth but in a long run high interest rates dampen domestic investments thereby aggravating the unemployment problem. Rising unemployment is likely to lead to increase levels of crime in South Africa. The results also show that unemployment has a negative relationship with economic growth both in the short run and a long run. However this relationship is not statistically significant in a short run but in a long run. Poverty has a negative relationship with economic growth in a short run but a positive relationship in a long run. However, in both instances the relationship between poverty and economic growth is not statistically significant. The implications of this study with regard to the variable of interest namely crime, is that crime constitutes a cost to the economy of South Africa. This means that the problem of crime in South Africa goes beyond just simple counts on a number of offenses. Based on the findings of this study it is recommended that crime prevention is better than cure. Crime prevention should use a wide range of ideas and abilities found throughout the society. Community planning, neighbourhood action, juvenile advocacy, security planning, education and training are some of the ways in which crime actions can be mitigated in South Africa.

Unfortunately, many customers are left unsatisfied because retail banks are moving away from the human interaction when visiting a branch or advise customers to use their self-service channels, sometimes without any assistance. This causes customers to move banks, complain and in so doing reduce profits and customer relationships with their banks.This research’s main objective was to determine the impact of customer relationship management on retail banks that make use of self-service channels. A theoretical overview of self-service channels and customer relationship management was given. Advantages and disadvantages of each option were explored. The researcher wanted to explore the relation between customers using self-service channels and the assistance and protection provided by retail banks. The customer experience questionnaire used in this research asked retail banking customers from the South African population to determine how customers perceive and experience their banks’ self-service channels and customer service. Many questions relating to their needs and wants with regards to banking have been explored. The results show that most customers are satisfied with their banks in general but do feel that the banks can improve their customer service and assistance with regards to using self-service channels like ATM’s, online and telephone banking and E-Wallet. It has concluded that most customers choose their banks based on advertisements and other media, not customer service, product range or word-of-mouth. The general perception is that customers say that their bank charges do justify the customer service received.

This is causing a re-assessment of investment strategies of pension funds across the globe, and increasing support for the argument that, the traditional equity/government bond asset allocation is out - fashioned in a world of lower returns and wider choices. Pension funds by virtue of their size, can impact the society directly and/or indirectly through investments in companies that incorporate environmental, social and governance issues in their corporate behaviours, or in dedicated socially responsible investment funds or other forms of alternative investments. This study sought to provide a link between the investment patterns of pension funds and national economic development. An in-depth literature review was undertaken, and investments impacts were assessed by looking at published reports of select funds and corporations. Pension funds are an integral part of a nation‟s economy. This research work established the various dimensions in which pension fund investments can impact the socio economic development of a country, especially in developing countries, where there exists a huge infrastructural and economic gap among different sectors of the economy. Pension funds are workers capital, and therefore should be invested in a manner that will benefit workers, and these benefits cannot be restricted to mere financial benefits, it should be able to generate social, financial and environmental benefits, and in a sustainable way.

The research methodology for this study is descriptive, sourced from available literature. Due to the restricted extent of the research, no empirical survey is conducted. A number of normative criteria that deal with the research problem are identified from the available literature from which findings are drawn and recommendations made. The findings of the study show that; whilst significant progress has been made to address poverty through policy and legal frameworks and through implementation of poverty reduction strategies and programmes, there is a general consensus in literature that poverty is still widespread in South Africa and that activities put in place to reduce and eradicate it are not sufficiently translating into required outputs necessary for desired outcomes which ultimately impact on poverty. The study has identified the gaps that exist in service delivery as well as the challenges faced by government in effectively impacting on poverty through its poverty reduction programmes. Based on the findings the study has made recommendations that will assist government to enhance service delivery so that poverty reduction programmes are conducted in an effective and efficient, integrated and coordinated manner which will cause government to achieve its desired outcomes.

One of the keys that could assist in the creation of a high-performing work team is a strength-based leadership approach. The study compromised of firstly, the philosophy of strength-based leadership and the underpinnings of this philosophy. Secondly, the author also looked at the high-performance team model, attributes associated with this model and the various theories of how a high-performing team can be created. Thirdly an empirical study was conducted using a selected management team within a major automotive manufacturer that was already following the strength-based leadership approach. The empirical study aimed to establish to what degree this leadership philosophy is being followed as well as gauging the current level of team performance. Finally the empirical findings were correlated with the theoretical back ground established, and recommendations were made. Overall the team studied can be regarded as a high-performing work team, partially due to their approach in following the strength-based leadership approach. Individual team members are very aware of their own strengths as well as those of their fellow team members. The manager also seeks to continually utilize the individual strengths of his team.
