- Description: The perception that someone has of an entrepreneurial career ultimately influences his/her decision to pursue such a career path. By investigating employees' perceptions of owning a business, this study provides insights regarding the question of why so few South Africans embark on this path. Entrepreneurship is regarded by many as the solution to South Africa’s employment and economic problems. As such, an understanding of the reason why some people become entrepreneurs and others do not could provide solutions on how to stimulate entrepreneurship among all South Africans, and hopefully increase the levels of entrepreneurship in the country. The purpose of the study was to contribute to the field of entrepreneurship by investigating the perceptions and attitudes that employees have regarding an entrepreneurial career, that is, to ask employees what they think having their own business might be like. By investigating these perceptions, the researcher looked for reasons why many individuals remain in the employment of others rather than embarking on an entrepreneurial career, as well as establishing whether these employees had intentions of starting their own businesses, Therefore the primary objective of this study was twofold, namely to establish the perceptions that employees have regarding self-employment, running their own business or following an entrepreneurial career, and to establish the influence of these perceptions on their entrepreneurial intentions. After conducting a comprehensive literature study and examining the various models of intentions, attitude towards the behaviour was identified as having the strongest influence on entrepreneurial intentions. Attitude towards the behaviour is the extent to which an individual makes a favourable or unfavourable evaluation of the behaviour in question, and additionally is a function of beliefs applicable to the behaviour. Attitude towards the behaviour is closely related to perceived desirability, and “desirability” is a form of value. More specifically, work values have the propensity to significantly predict career choice. For the purpose of this study, the 14 work values identified by Farrington et al. (2011) served as the factors to be investigated in establishing the perceptions of an entrepreneurial career. The independent (work values) and dependent (entrepreneurial intentions) variables investigated in this study were defined and operationalised. Reliable and valid items were sourced from existing studies. Respondents were identified by means of convenience and snowball sampling, and a structured questionnaire was made available to the respondents. The data gathered from the 184 usable questionnaires was subjected to various statistical analyses. The validity and reliability of the measuring instrument were confirmed by means of an exploratory factor analysis and calculating Cronbach-alpha coefficients. Descriptive statistics were calculated to summarise the sample data distribution. Pearson’s moment product correlations were calculated to establish the correlations between the various work values and entrepreneurial intentions. Furthermore, a multiple regression analysis was undertaken to investigate whether relationships existed between the perceptions of an entrepreneurial career in terms of several work values and entrepreneurial intentions. The following work values were identified as influencing the entrepreneurial intentions of employees working in small businesses: - Stimulating; - Stability and advancement; - Flexibility; - Autonomy. The more the work values above were perceived to be experienced when following an entrepreneurial career, the more likely it was that the respondents in this study reported intentions of following such a career. In order to investigate the influence of the various demographic variables on the independent and dependent variables, an Analysis of Variance was performed. In addition, the post-hoc Bonferroni test was done to identify significant differences between the means scores of the various categories within each demographic variable. The practical significance of these differences was assessed by means of calculating Cohen’s d. The results showed a significant positive relationship between the demographic variable Population group and the dependent variable Entrepreneurial v intentions. In addition, relationships were identified between Population group and the intrinsic work values Challenging and Stimulating, the extrinsic-related work values Financial benefit and security and Stability and advancement, and the social-related work value Serving the community. A significant positive relationship was also reported between the demographic variable Entrepreneurial parents and the intrinsic-related work value Stimulating, the extrinsic-related work value Future prospects and the social-related work value Serving the community. The demographic variable Age showed a significant positive relationship with the extrinsic-related work value Financial benefit and security. This study has contributed to the field of entrepreneurship research by focusing on employee perceptions of entrepreneurship, and the influence of these perceptions on their intentions to become entrepreneurs. As far as can be established, no other study has adopted this perspective for understanding entrepreneurial behaviour in South Africa or abroad. Furthermore, no study has specifically focused on investigating entrepreneurial intentions among employees of small businesses.

- Description: Intrapreneurship expresses organisational activities aimed at increasing quality of products, reducing production cost, capture or creates new product markets, and/or improving processes and services. This research study covers the investigation of potential influences on the intrapreneurial activity within an established organisation, and the possible outcome on financial performance. In the rapidly changing business environment of today, it has become necessary for the organisations to move from boundary-oriented thinking to continuous improvement in order to provide the disruptive competitive advantages necessary to survive and thrive in an environment where the ‘rules of the game’ change quickly in almost all companies and industries (Voelpel, Leibold and Tekie, 2005). Moreover, the automotive industry is no exception to this rule. In general, established companies deal with two significant challenges. First, they have to adapt to the external challenges of constantly changing and developing markets to keep pace with rapid technological evolution, globalisation, and progressively sophisticated competitors (Kemelgor, 2002; Kuratko, Hornsby and Goldsby, 2004). Second, they must deal with the internal challenges of modernising bureaucratic structures and processes, which can lead to slow development, decision-making and an inability to adapt easily to new situations (Hammer and Champy, 1994). In today's context of increasing market globalisation, companies wishing to maintain their competitiveness must innovate constantly (Carrier, 2001). Recognising the importance of meeting these challenges, organisational leaders must create high performance organisations in order to compete in a global mega-economic world. The old ways of doing business as usual and overwhelmed policies and procedures must be rooted out in order for the organisation to compete by identifying and sustaining diversified employees within a global economy (Kennedy, 2010). Companies generally engage in innovation for achieving an increase in quality of products, a reduction in production cost, capture or create new product markets, and reduce the firm’s reliance upon unreliable factors of production (Webster, 2004). There is a growing consensus that established companies must nurture intrapreneurial activity throughout their operations to continue to compete successfully (Sathe, 2003). Numerous authors have suggested intrapreneurship as a method of stimulating innovation and using the creative energy of employees by giving them the resources and independence they need to innovate within the firm (Carrier, 2001; Amo and Kolvereid, 2005). However, there is a certain amount of ambiguity around the concept of intrapreneurship, and this may lead to questions about the difference between intrapreneurship and intrapreneurship (Carrier, 2001). It is therefore important, before introducing the object of this research, to look more closely at the concept on which intrapreneurship is based, and to examine the trends in the research on intrapreneurship. The research conducted by Eesley and Longenecker (2006) suggest that intrapreneurship is a practice of creating new business products and opportunities in an organisation through proactive empowerment and risk-taking. This is considered a key component to organisational success; especially in organisations that operate in rapidly changing industries (Eesley and Longenecker, 2006). Intrapreneurship can manifest itself at every level of the company and regardless of the nature of the position held. Hence, we could have intrapreneurs in technical or non-technical functions; senior, middle or junior management levels; line or staff functions, and manufacturing or service related roles. Beyond this wide perspective, other authors have suggested that intrapreneurship requires a culture built around emotional commitment, autonomy, empowerment, earned respect, and a strong work ethic (Axtell, Holman, Unsworth, Wall, Waterson and Harrington, 2000). They believed intrapreneurship is inseparably connected with leadership, since it involves mobilising teams of people towards a cause much greater than the individuals involved often in the face of significant resistance from status quo preserving forces within and outside the organisation (Seshadri and Tripathy, 2006). Therefore, the failure of organisations to take members inputs on organisational improvement; sanction, promote and encourage risk-taking, empowerment, and improvement actions; give clear organisational direction, priorities, and objectives; and lack of top management support in risk-taking and improvement initiatives, could stifle intrapreneurship (Eesley and Longenecker, 2006). In light of the scope and the group target, intrapreneurship can be considered beneficial for the revitalisation and performance of companies, both large corporations and small and medium-sized enterprises. Previous research conceptualised intrapreneurship in terms of four dimensions that were somewhat distinct in terms of their activities and orientations (Antoncic and Hisrich, 2001): New business venturing; Innovativeness; Self-renewal; and, Proactiveness. The intended contribution of this study is to make use of a self-constructed measuring instrument to demonstrate that intrapreneurship has had a positive influence on corporate performance within an established organisation, in the automotive industry of South Africa. This study can be viewed as a reciprocal contribution to companies seeking to create an intrapreneurial climate aimed, on the other hand at creating high performance organisation and on the other hand to motivate professionals in these companies requiring a wider portfolio of significant knowledge and skills development.

Ethics and values of informal businesses in the Nelson Mandela Bay area

It is generally believed that informal sector businesses are characterised by high levels of unethical behaviour. The informal economy in many developing and under developed countries is large in terms of contribution to GDP and number of participants. The informal economy is largely composed of very small businesses that are not registered. They are not operating from suitable premises but run from homes, street pavements and other informal arrangements. In developing countries, self-employment has a greater share of informal employment than wage employment. It represents 70 percent of informal employment in Sub-Saharan Africa (if South Africa is excluded, the share is 81 percent), 62 percent in North Africa, 60 percent in Latin America and 59 percent in Asia. Consequently, informal wage employment in the developing world constitutes 40 percent of the informal employment outside of agriculture (Becker, 2004). The informal economy is as high as 56 percent of GDP in countries such as Georgia, Zimbabwe and Bolivia, where as it represents about 8 to 12 percent of economic activity in advanced or developed economies (Becker, 2004). In South Africa, informal businesses provide a viable alternative for many who are unable to find jobs in the formal sector of the economy.

- Description: Historically, the most frequently used energy sources have been those nearest and easiest to consume. Unfortunately, society’s reliance on fossil fuel for power generation has occurred at the expense of the environment, coal being a major contribution to carbon dioxide (CO2) emission. Carbon dioxide is classified as a greenhouse gas (GHG); it contributes to the phenomenon of climate change (Haw & Hughes, 2007, p.1). According to Worrell (2011), industry uses nearly 40 percent of worldwide energy on economic activities. Value chain activities alone contribute almost 37 percent to global GHG. Organisations are socially and ethically required to minimise the carbon footprint of their operations. Reducing energy use makes perfect business sense; it saves money, enhances corporate reputations and helps everyone participate the fight against climate change (Carbon Trust, 2011). Gielen, Newman, and Patel (2008) strongly believe the overall energy and emissions trends can be mitigated through additional energy efficiency measures. However, implementing EnMS will enable organisations to establish systematic approaches and the processes necessary to improve energy performance, including energy efficiency, use and consumption (SANS 50001, 2011). The objective of this paper was to evaluate the current energy management strategy adopted by selected automotive manufacture in Eastern Cape. The research was motivated by the fact that previous researchers have focused more on technological aspects and less of management functions. The research paradigm followed in this paper was qualitative because a case study is used to gain an insight and understanding about more and less successful energy management strategies. In this report, background about the global energy outlook and its significant to economic development, factors behind energy demands, the link to climate change and providing effective energy management principles are covered. The energy management principles covered key elements for delivering successful energy management. Literature highlighted that, senior management commitment is the foundation of good energy management, which is delivered through a formal energy policy and a supporting energy strategy with action plan. High level commitment will provide: Advocacy from senior managers; Visibility of the issues across your organization; Impetus for the organisation to implement energy management; Resources, both human and financial. It will also demonstrate that good energy management is part of your organisation’s mission and as relevant as other management aspects. The empirical study is focused on the characteristics of the current management system and organisational structure employed with its relevant functions. Based on these reference points the paper concludes with recommendations for the case study organisation.

The objective of this paper was to evaluate the current energy management strategy adopted by selected automotive manufacture in Eastern Cape. The research was motivated by the fact that previous researchers have focused more on technological aspects and less of management functions. The research paradigm followed in this paper was qualitative because a case study is used to gain an insight and understanding about more and less successful energy management strategies. In this report, background about the global energy outlook and its significant to economic development, factors behind energy demands, the link to climate change and providing effective energy management principles are covered. The energy management principles covered key elements for delivering successful energy management. Literature highlighted that, senior management commitment is the foundation of good energy management, which is delivered through a formal energy policy and a supporting energy strategy with action plan. High level commitment will provide: Advocacy from senior managers; Visibility of the issues across your organization; Impetus for the organisation to implement energy management; Resources, both human and financial. It will also demonstrate that good energy management is part of your organisation’s mission and as relevant as other management aspects. The empirical study is focused on the characteristics of the current management system and organisational structure employed with its relevant functions. Based on these reference points the paper concludes with recommendations for the case study organisation.

Even though South Africa has made some significant progress with its democracy; there is still significant socioeconomic problems. Poverty, lack of economic empowerment among the disadvantaged groups are amongst and lack of proper education are amongst some of these pressing challenges in South Africa. More than a quarter of South Africa's population currently receives social grants (Index mundi, 2011). The Eastern Cape Province is still faced with significant socio-economic challenges such as high unemployment rate. 74 percentage unemployed are the economically active group as they are under the age of 35 (ECDC, 2011:22). “More than a quarter (26.4 percentage) of households in the Eastern Cape relies on government grants as their main source of income. Nationally, the youth unemployment rate is estimated to be close to 35 percentage, with more than three million young people out of work. Youth unemployment in the Eastern Cape averages 41.4 percentage. This is more than twice the adult unemployment rate (18.4 percent). A total of 695,175 young people have been without work every year in the Eastern” (ECDC, 2010-2011: 23). Besides, this province has a third largest number of people who are living with HIV/AIDS in the country. These statistics have a major significance on the province’s economic prospects and progress (ECDC, 2010-2011:22). The RSA Constitution 1996, the White Paper on Local Government 1998 has mandated local governments to facilitate LED. South Africa adopted LED as a way of fighting poverty and stimulating economic growth and development for local residents. LED is promoting skills development, SMMEs and tourism to encourage economic development. However the success of LED has received mixed views in that; some successes of LED were recorded in urban or metropolitan municipalities. Few successes have been recorded of LED projects in rural municipalities. Some of the constraints of LED consist of capacity problems within the municipalities, understanding the role of LED in the municipality and lack of funding. In Makana Municipality, about 23 percentage of households live below poverty line of (R800.00 – R9600 a year). Most of the population earns between R801.00-R1600.00 per month with 24.7 percentage. A mere 0.6 percentage earn R204801.00 or more compared to 12.7 percentage with no income. Inadequate infrastructure poses as a threat to attracting and retaining investment in this municipality. In light of the above paragraphs, this thesis evaluated the impact assessment of the LED projects within Makana Municipality. The premise of this thesis is that realization and significant support of LED projects would impact positively on unemployment and poverty rate that this municipality is facing and subsequently; the burden of unemployment and poverty will be reduced in the region, province and country.

The results were then compared to previous studies, and discrepancies between survey findings of the current study and those of past studies were discussed. The recommendations focused on the top three items identified in each factor group. The results of both past studies, as well as the present study highlight the crucial role the project manager plays in project success. Good co-ordination skills, efficient management of resources and effective leadership were identified as key characteristics of successful project managers. Proper communication was identified as one of the most crucial points in project teams. This study revealed that the ability of the project team to handle unexpected crisis is also an important contributing factor towards project success, along with effective monitoring. Top management support was the most crucial factor towards project success in the factors related to the organisation; this is similar to studies done by previous authors.

Eastern Cape, according to Bradshaw Debbie et al (2000;4) has the second highest poverty levels in South Africa (47percent of households below the poverty line, which is based on imputed monthly expenditure of R800 or less) (SSA, 2000b), combined with the highest provincial unemployment rate (55 percent) in the country (SSA, 2003). This province is characterised by inequitable growth and development. As mentioned above, it has a high level of poverty. For this reason, strategies like Income generating projects (IGPs) have been formulated to address the need for improved livelihoods, better skills and self employment opportunities. Income generating project as a concept is a convincing strategy when looked at a distance however there is a need to evaluate the impact of Income generating projects (IGPs) through a scientific study to determine the evidence of speculations that Income generating projects are claimed to improve and sustain livelihoods of our people. In the light of the aforesaid, the researcher has endeavoured and undertaken a study on the evaluation of income generating projects. This was done to determine the extent to which income generating projects (IGPs) as a mechanism to alleviate poverty address this problem of poverty. Due to the broadness of the concept of the problem and the extensive nature of the geographical area of the Eastern Cape, the study was exclusively focused on the agricultural projects of Ilinge and Machibini Project in Lukhanji Local Municipality. For the purpose of this study, a combined method approach was used. In other words, the study applied both quantitative and qualitative research design in an attempt to gain an indepth understanding of the problem investigated. Both questionnaire and interviews were employed during gathering of data of the study and participants were project members, project leader and key informants as contributing builders and mangers of the projects. Findings revealed that there is lack of sustainability on income generating projects as the projects studied lost a high number of project members with a common complaint of lack of income to sustain project members during their membership on the income generating projects (IGPs). Lack of skills is considered to be a crucial contributing factor as one other project complained of total lack of training of project members.

This was due to the fact that the researcher was interested in evaluating income generating projects with the aim of finding out what leads to their failure, and also of finding out how can they be assisted to be able to sustain themselves. Five respondents from each project were willing to take part in the study and this led to a total of 20 respondents who participated through answering questions that were asked to them by the interviewers guided by the questionnaire which is appendix A of the paper. The results of the study indicated the following factors as the ones that are contributing to the non sustainability of income generating projects: Lack of market for the products; Lack of passion to volunteer from project members; Unnatural causes like storms, that ended up delaying the implementation of the projects; Minimal support from communities by buying their products mostly on credit or not abiding by credit terms when credit is given; Non payment of the project members; Lack of transport for the projects to transport their products to market. The key recommendation that was made was that another study needs to be conducted to verify as to whether these findings can be generalised to other projects in the same district. Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained.

The balanced scorecard is a management system that enables organisations to clarify their vision and strategy and translate them into action. When fully deployed, the balanced scorecard transforms strategic planning from an academic exercise into the nerve centre of an enterprise. A prerequisite for implementing a balanced scorecard is a clear understanding of the organisations vision and strategy. The basis for the vision and the strategy should be the holistic view and the information management receives during systematic strategy work. The research study addresses the integration of South African Airways (SAA) strategy with the performance management system. A comprehensive literature study was performed on performance management and the balanced scorecard. Questionnaires, developed from the literature study, were distributed amongst randomly selected respondents, in order to establish the extent to which South African Airways manages performance. When fully deployed, the balanced scorecard transforms strategic planning from an academic exercise into the nerve centre of an enterprise. The basis for the vision and the strategy should be the holistic view and the information management receives during systematic strategy work. The research study addresses the integration of South African Airways (SAA) strategy with the performance management system. A comprehensive literature study was performed on performance management and the balanced scorecard. Questionnaires, developed from the literature study, were distributed amongst randomly selected respondents, in order to establish the extent to which South African Airways manages performance. Towards the latter part of the apartheid era, management had complete autonomy in the functioning of the human resource management, financial management, operations and so on, of government organisations. Top management, and to a large extent middle management, in most governmental departments comprised predominantly people classified as White. With the launch of the New Democratic Government in 1994, new legislation in the form of the Labour Relations Act of 1995, the Basic Conditions of Employment Act of 1997 and the Employment Equity Act 55 of 1998, was instituted. This transformation heralded an about-turn and rethink by government about policies and strategies governing employees and the workplace; for example, the Labour Relations Act of 1995 restricts the concept of unfair labour practices by employers. The employee’s interest was considered in the new legislation, and is currently part of employee wellbeing programmes initiated by government and incorporated into work schedules. In addition, government has launched strategies such as “Batho Pele” (put people first) and “a home for all” (a Western Cape Provincial Government initiative to improve the image of government) to improve service delivery to communities. The above-mentioned political and legislative changes increasingly required a shift from an autocratic to a team-orientated leadership style and from an exclusively task-orientated to a people-orientated organisational culture. The study explored whether management styles, organisational culture, job satisfaction and job performance have changed in the Provincial Government Western Cape (PGWC) after the advent of democracy in South Africa in 1994. The specific research questions that were pursued included (i) has there been a shift from autocratic to a team-orientated management style in the PGWC?, (ii) has there been a shift from a task-orientated to a people-orientated v organisational culture in the PGWC?, (iii) what were the levels of job satisfaction among the employees, and (iv) how did these changes (if any) in organisational culture, management styles and job satisfaction impact the perceived job performance of these employees. The sample consisted of 100 managers selected from various departments in the PGWC. The empirical results indicated that there has been a shift to a team-orientated management style; that there has not been a shift from a task-orientated to a people-orientated organisational culture; that the perceived levels of job satisfaction and job performance levels are high; and that job satisfaction, especially as it relates to a challenging job content and job fit (in terms of personality, ability and skills), was the main determinant of the perceived job performance of the managers in the PGWC. The managerial implications of these empirical results are discussed and recommendations are proposed on the grounds of these discussions.

(Skjerve and Skraaning, 2004:3). The purpose of this research is to determine what factors affect this decision-making process. In order to carry out this research, an in-depth literature review was conducted using various sources. The sources included, but were not limited to, interviews at assembly plants, the Nelson Mandela Metro University library, various e-journals and the internet. The literature review led to the finding of the factors which affect Levels of Automation (LOA) and to the development of the research instrument which was used to measure the impact of those factors. The results of fifty-two (52) respondents were then analysed and used as evidence to support the three hypotheses proposed. As a result of completing the above procedure the following hypotheses were supported. The greater the level of technology and the lower the skills of employees the greater the level of automation in an automotive assembly plant to be used. The greater the complexity of the assembly processes the lower the level of automation in an automotive assembly plant to be used. The higher the flexibility the greater the level of automation in an automotive assembly plant to be used. This means that managers and supervisors of assembly plants should consider the level of technology and skills of employees, flexibility and complexity during the design stages of an automotive assembly line as these factors will affect profitability by reducing waste, improve quality as well as allow for flexibility in customer demand in terms of volumes and product variance.

This is tested empirically with a binomial-nominal logistic model. In addition to this, various financial and trade transmission mechanisms are tested to empirically determine through which channels the crisis was propagated. The analysis makes use of quarterly data from January 2002 to April 2009, within an OLS framework, with a dummy variable differentiating the periods before and after the collapse of Lehman Brothers. The findings suggest that contagion was in fact not present in this crisis, which speaks to market rationality and indicates that the South African stock market did in fact react rationally to a changing macroeconomic environment over this period. The transmission mechanism analyses indicate that there was a change in the interdependence relationship between the two stock markets following the crash of Lehman Brothers in September 2008. It is apparent that both trade and financial variables played significant roles in the propagation of this crisis.

- Description: Although Zimbabwe is a signatory to various regional and international conventions, treatises, declarations and protocols that seek to promote and create an environment conducive the attainment of gender equality, despite all these commitments, the Zimbabwean Government still lags behind in the area of political participation of women. This study was done to investigate gender equality and the level of participation in governmental decision making processes with specific reference to the cabinet of Zimbabwe. The subject for discussion was traced back to 1980 when Zimbabwe gained its independence and the researcher aimed to ascertain whether there was any significant improvement in terms of women’s participation in governmental decision-making processes and structures. The study also unravelled reasons why women have been at the peripherals of decision- making in cabinet. The study also brought out and evaluated the strategies used by the government of Zimbabwe in managing a gender-sensitive working environment and the legislation that has been put in place to guide the process. At the same time an evaluation was done among the respondents to ascertain the strengths and weaknesses of the strategies identified. Political parties were also included in the process since women who find their way into parliament do so using the tickets of their respective political parties. The political parties have a role to play since they have their respective constitutions in gender sensitive issues and it remains to be seen if they are implementing this which would result in identifying the numbers of women who are in the cabinet. The study is of significance to the Zimbabwean situation at the moment as the country is in the process of drafting a new constitution. The current Constitution in its Section 23 which provides for “protection from discrimination on the grounds of race, tribe, political opinion or physical disability of the persons concerned it is not clear as to what form of representation or position women should occupy in politics and decision-making positions. Given the above research analysis it is possible to conclude that indeed women have an impact on decision making in cabinet. The findings show the impact of considering the value of women in decision-making bodies as they spearheading development in their respective wards and the nation at large. Women were also viewed as decision makers who would contribute in the development of the nation just as much as men are assumed to do. The empowerment of women legislators and the aspiring candidates is a process that has a long way to go to ensure gender equality in governmental decision making processes but it is a necessary process.

- Description: There is consensus that Eskom, South Africa’s main energy supplier, needs to expand its energy generating capacity in order to satisfy the growing demand for electricity, but there is less agreement on how it should do this. The existing supply is heavily reliant on thermal generation using coal, but the combustion of fossil fuels for electricity generation may contribute to climate change because it causes harmful greenhouse gases to be emitted into the atmosphere. This emission is something South Africa has committed itself to reducing. One way of achieving this is by the adoption of cleaner technologies for energy generation. One of these technologies is harnessing wind energy. The problem with harnessing wind energy is where to locate the turbines to harness the wind because these turbines ‘industrialise’ the environment in which they are located. They are a source of increased noise, a visual disturbance, cause increased instances of bird and bat mortality and the destruction of flora or the naturalness of the landscape in the areas in which they are located. The residents located near wind farm developments are most negatively affected and bear the greatest cost in this regard. A proper social appraisal of wind turbine projects would have to take this cost into account. Before such developments are approved there should be an assessment made of the impact on the residents, these impacts should be incorporated into the cost-benefit analysis. The negatively affected residents should also be compensated. The objective of this study was not to undertake a cost-benefit analysis of such a wind farm proposal, but to estimate the negative external cost imposed on nearby residents of such an industry, and thereby calculate appropriate compensation to be paid to these residents. Quantifying preferences for proposed, but not-yet developed, wind farms may be done by applying non-market valuation techniques, e.g. through one of the stated preference methodologies, such as a discrete choice experiment. The selected study site for providing guidance was one where Red Cap Investments Pty (Ltd) has proposed the development of a wind farm - in the Kouga local municipality. The basis for drawing conclusions was the analysis of the response samples of two groups of Kouga residents, distinguished by socio economic status; 270 from each group, 540 in total. The methodology applied to analyse the responses was a discrete choice experiment. The questionnaire administered included attitude, knowledge and demographic questions as well as a choice experiment section. The choice experiment section of the questionnaire required that the respondents choose between two different hypothetical onshore wind energy development scenarios and a status quo option. The hypothetical scenarios comprised different levels of wind farm attributes. The attributes included in the experiment were determined by international studies and focus group meetings. These attributes were: distance between the wind turbines and residential area, clustering of the turbines (job opportunities created by the wind farm development for underprivileged respondent group), number of turbines and subsidy allocated to each household. Three different choice experiment models were estimated for each socio-economic group: a conditional logit (CL), nested logit (NL) and a random parameters logit (RPL) model. It was found that, in the affluent respondent group, the simpler CL model provided the best fit. In the underprivileged respondent group, the RPL model, with the number of jobs created by the wind farm project as a random parameter1, explained by the gender of the respondent, provided the best fit. The estimated models identified distance as an important factor in both sampled respondent groups. Both respondent groups preferred that the wind farm be located further away from their residential areas. In addition to distance, the underprivileged respondent group also valued new job opportunities as an important determinant of choice. - Description: There is consensus that Eskom, South Africa’s main energy supplier, needs to expand its energy generating capacity in order to satisfy the growing demand for electricity, but there is less agreement on how it should do this. The existing supply is heavily reliant on thermal generation using coal, but the combustion of fossil fuels for electricity generation may contribute to climate change because it causes harmful greenhouse gases to be emitted into the atmosphere. This emission is something South Africa has committed itself to reducing. One way of achieving this is by the adoption of cleaner technologies for energy generation. One of these technologies is harnessing wind energy. The problem with harnessing wind energy is where to locate the turbines to harness the wind because these turbines ‘industrialise’ the environment in which they are located. They are a source of increased noise, a visual disturbance, cause increased instances of bird and bat mortality and the destruction of flora or the naturalness of the landscape in the areas in which they are located. The residents located near wind farm developments are most negatively affected and bear the greatest cost in this regard. A proper social appraisal of wind turbine projects would have to take this cost into account. Before such developments are approved there should be an assessment made of the impact on the residents, these impacts should be incorporated into the cost-benefit analysis. The negatively affected residents should also be compensated. The objective of this study was not to undertake a cost-benefit analysis of such a wind farm proposal, but to estimate the negative external cost imposed on nearby residents of such an industry, and thereby calculate appropriate compensation to be paid to these residents. Quantifying preferences for proposed, but not-yet developed, wind farms may be done by applying non-market valuation techniques, e.g. through one of the stated preference methodologies, such as a discrete choice experiment. The selected study site for providing guidance was one where Red Cap Investments Pty (Ltd) has proposed the development of a wind farm - in the Kouga local municipality. The basis for drawing conclusions was the analysis of the response samples of two groups of Kouga residents, distinguished by socio economic status; 270 from each group, 540 in total. The methodology applied to analyse the responses was a discrete choice experiment. The questionnaire administered included attitude, knowledge and demographic questions as well as a choice experiment section. The choice experiment section of the questionnaire required that the respondents choose between two different hypothetical onshore wind energy development scenarios and a status quo option. The hypothetical scenarios comprised different levels of wind farm attributes. The attributes included in the experiment were determined by international studies and focus group meetings. These attributes were: distance between the wind turbines and residential area, clustering of the turbines (job opportunities created by the wind farm development for underprivileged respondent group), number of turbines and subsidy allocated to each household. Three different choice experiment models were estimated for each socio-economic group: a conditional logit (CL), nested logit (NL) and a random parameters logit (RPL) model. It was found that, in the affluent respondent group, the simpler CL model provided the best fit. In the underprivileged respondent group, the RPL model, with the number of jobs created by the wind farm project as a random parameter1, explained by the gender of the respondent, provided the best fit. The estimated models identified distance as an important factor in both sampled respondent groups. Both respondent groups preferred that the wind farm be located further away from their residential areas. In addition to distance, the underprivileged respondent group also valued new job opportunities as an important determinant of choice. Furthermore, over the long term development implies increased living standards, improved health and well being for all, and the achievement of whatever is regarded as a general good for society at large (Allen and Thomas, 1992: 23). Therefore, from the above development appears as a “one size fits all” concept, because it is an attempt to address the problems in society. Furthermore, development has been defined as a participatory, people-centred process intended to reduce the incidence of poverty and achieve better livelihoods for all (Kingsbury, McKay, and Hunt, 2004: 43). The definition of development as participatory and people-centred is the most applicable for the purposes of this study. Participation has been widely used in the development discourse. Within the development sphere, participation has been associated with the community sector (Gaventa and Valderrama, 1999:2). The definition of participation in development has been located in development projects and programmes (i.e. sustainable human settlements for our study purposes), as a means of strengthening their relevance, quality and sustainability (Gaventa and Valderrama, 1999:2). Strengthening of participation in local governance has to do with the strengthening of directcitizen involvement in decision-making by individuals or groups in public activities, oftenthrough newly established institutional channels, such as monitoring committees, planning processes, etc (Gaventa and Valderrama, 1999:8-9). Citizen participation is about power and its exercise by different social actors in the spacescreated for the interaction between citizens and local authorities. However, the control of thestructure and processes for participation - defining spaces, actors, agendas, procedures - is usuallyin the hands governmental institutions and can become a barrier for effective involvement ofcitizens (Gaventa and Valderrama, 1999:7). The above discussion has been an attempt to show what participatory development or participation in a development process is all about. This has been done through briefly defining and discussing development and participation and also showing the relationship between the two concepts. Now the discussion will focus on enlightening the reader about sustainable human settlements – the main issue of this study. The decision to do research in this area came after the realization that there is still a shortage of houses in the Eastern Cape, and when the government does deliver these houses in a particular area people still have complaints regarding the new houses delivered to them. Then a question that came to mind was whether people are consulted or not before these houses are constructed during the planning stages so that they can give their own views or ideas on houses. Overall the reason for choosing this topic was to look at people’s participation on the development of houses. It is evident in the Provincial Medium Term Sustainable Human Settlement Research Agenda that community participation is lacking in the housing delivery process of the Eastern Cape (Province of the Eastern Cape Human Settlement,2011:9).

The CEMAC countries were observed between 1995 and 2008 and panel regression methodologies were employed. A positive impact of economic freedom on economic growth was established using fixed effects method and the generalised method of moments. The impact of a unit increase in the economic freedom index on GDP per capita ranged between 72.65 and 124.51 units (dollars) increase on GDP per capita, ceteris paribus. Economic freedom was also found to Granger-cause economic growth. The results underline a significantly positive relationship between economic freedom and economic growth which is consistent with existing literature. The impact of economic freedom on domestic investment and foreign directs investment was then examined. With regard to domestic investment, economic freedom was found to be statistically significant and positive in all specifications of the model, thereby implying that a unit increase in the economic freedom index increases domestic investment by values of between 0.50 and 0.69 dollars in the CEMAC. The results obtained were consistent with most findings on the relationship between economic freedom and investments. With regard to the relationship between economic freedom and foreign direct investment inflows, economic freedom was unexpectedly statistically insignificant in most specifications of the model. The latter implies that economic freedom does not have a significant impact on foreign direct investment in the CEMAC. However, the study revealed that economic freedom Granger-causes foreign direct investment but foreign direct investment does not Granger-cause economic freedom. This means that economic freedom precedes foreign direct investments, and foreign direct investments do not precede economic freedom. The study strongly recommends an improvement of institutions in the CEMAC in order to enjoy greater levels of economic freedom and therefore foster economic growth and domestic investment in the region.
