- Description: Conflict is an inherent part of any service relationship, and is one of the important methods of effective organisational functioning. Depending on its management, it has both constructive and negative outcomes. The most extreme outcome of conflict in an industrial relationship is a strike. The South African Public Service strike of 2007 was the most protracted and united strike in the history of South Africa. In order to provide an insight into this strike, this treatise explores the following key aspects: • To present a short background of collective bargaining in the public sector through time. • To provide a short background to the public sector strike in 2007. • To develop a conflict model for analytic purposes based on a literature review and to use the conflict model to analyse the strike. A study of the strike was deemed essential because of its current nature and it being charged with political undertones. Moreover, conflict in the employment relationship has had an important influence on theories of industrial relations. The South African labour relations system is pluralist in nature, with a focus on the formal institutions of industrial relations. The focus should be on the motives and actions of parties in the employment relationship. Hence, one should look beyond conventional explanations in understanding conflict.

Although the number of women managers has increased, they may experience difficulty moving into upper management positions. The purpose of our research was to study employee gender perception of key variables of women and the positions held in high technology companies. In this research, phenomenological research method was chosen, because the aim of it is to determine what the experience means for the people who have experienced it. Based on the collected data, answers and experiences, structural analysis was done in order to find out the major phenomena of gender perceptions. A number of variables uncover the perception of aspects of policy and gender and barriers that may affect female employees' opportunities for advancement. Using a sample of 30 full-time employees from Company A, the results indicated that position held was significantly different for male and female employees. The results also indicated that neither male nor female employees appeared to notice the apparent perceptions apparently as a glass ceiling within their company and the Implications discussed and recommendations provided. With reference to the Empirical research, this paper increases the knowledge about women’s career development and provides recommendations how to deal with it. It is also expected that this thesis will be helpful to all women who are in the labour market for their career development and advancement.

Research problem: The study raised two aspects that form part of the statement of the problem. Firstly, strike action has been a major aspect describing the South African industrial relations climate. The high level of strike action prompts the question; “Are South Africans World Class Strikers?” (Anstey, 2006). Secondly, the analysis of strike action has focussed more on the economic and power testing impact analysis rather than psychological and affective impact analysis of the strike such as establishing the impact of the strike on job satisfaction, work climate satisfaction, organisational commitment, management satisfaction, and union commitment. Research objectives: To address the research problem, research objectives, research questions and hypotheses were established. The main objective of the study was to examine the causes, processes and the impact of the strike, thereby making a contribution to both theory and practice. Whereas the contribution to theory took a form of building on to the research carried out by Chaulk & Brown (2008), and exploring through the process analysis on how behaviour during the conflict impacts on the ongoing relationships within the organisation, the contribution to practice took a form of highlighting to management and unions the impact of the strike on employees so that necessary interventions to prevent the negative impact of the strike would be created. Research questions: Six research questions were established and these were; what were the causes of the strike; how did the strike unfold; what were the substantive outcomes of the strike; what were the procedural outcomes of the strike; what were the climate outcomes of the strike; is there a relationship between the demographic factors and the affective outcomes of the strike? Research hypotheses; Five research hypotheses were established for the research. These hypotheses were aimed at establishing the impact of the strike on the affective outcomes of the strike. These were; there was a significant change in the level of organizational commitment after the strike; there was a significant change in the level of job satisfaction after the strike; there was a significant change in the level of work climate satisfaction after the strike; there was a significant change in the level of management satisfaction after the strike; and there is was significant change in the level of union commitment after the strike. Research design and methodology: Both qualitative and quantitative methods were used to collect data. Qualitatively, interviews, media reports and the Municipality records were being used to collect data on the causes, processes and outcomes of the strike. Quantitatively a survey questionnaire was used to collect data. Data was collected from 105 Traffic Officers who had recently been on strike in the NMBM. Measures of organisational and union commitment, employee job satisfaction, and work climate satisfaction were assessed using the Chaulk & Brown (2008) questionnaire. A paired sample t-test, ANOVA test, and Scheffe test and Cronbach’s alpha, were some of the quantitative methods used in data analysis. Henning’s approach was used to analyze qualitative data. Major findings: The results from the questionnaire revealed that job satisfaction, work climate satisfaction and management satisfaction significantly changed in the post-strike period. In addition, impact of demographic factors on affective factors was evident for participation in the strike and the level of union commitment; age and job satisfaction; occupational level and job satisfaction; and service length and union commitment.

- Description: Rationale: It cannot be denied that there has been improvement in demographic representation in South Africa since the implementation of the Employment Equity Act 55 of 1998. Whilst there may still be room for improvement, especially on employer attitudes towards the implementation of employment equity, improved representation of the Previously Disadvantaged Groups has evidently appreciated, however, marginally. Research purpose: This study sought to explore stakeholder perceptions as to why Engcobo Local Municipality had not successfully implemented the Employment Equity Act. Research design, approach and method: This exploratory study was conducted at Engcobo Local Municipality on Councillors, Managers, Key Employees and representatives of Organised Labour. Main findings: a) Engcobo Local Municipality was found not to have complied with various aspects of the Employment Equity Act; b) Respondents mainly believed that failure to implement the Employment Equity Act by Engcobo Local Municipality was due to lack of capacity on the part of the municipality‟s stakeholders; c) Different countries followed different models in the implementation of their Employment Equity, depending on the peculiarity of their circumstances; and d) The most appropriate change management model on which the implementation of the South African Employment Equity is modelled is Hayes‟ Generic Change Management Model. Managerial implications: Future research may be that the municipality can benefit from the recommendations made by the respondents with regard to what they believe needs to be done to remedy the situation. Some of the suggestions include the intensification of communication, establishment consultative structures to facilitate communication and the capacitation of stakeholders to ensure that they understand their responsibilities regarding the implementation of the Employment Equity Act. Contribution: The contribution of the research is supporting the current knowledge base of stakeholders towards the implementation of the Employment Equity Act. Proactive implementation measures should be taken to ensure that people who should benefit from the implementation of the Act are not disadvantaged by the municipality‟s failure to implement the Act. The introduction of the alignment with human resource management practices that complement the implementation of Employment Equity, could overcome the barriers currently being experienced in the effective implementation of the Employment Equity Act.

For example, black wattle (Acacia mearnsii) threatens native habitats by competing with and so repressing or excluding indigenous vegetation: in this way it replaces grass communities, reduces biodiversity, and increases water loss from riparian zones, thereby fundamentally damaging the ecosystem. The Acacia mearnsii threat requires urgent attention: effective control and management is urgently required if these deleterious impacts are to be reversed or prevented. The present study was conducted in the Elliot and Ugie communities situated in the Sakhisizwe and Elundini Local Municipalities. The objective of this study was to design integrated, efficient and cost-effective methods to help farmers and members of these communities with control and management of alien plant invasions. Further the study aimed to evaluate the implementation and efficacy of Working for Water (WfW) initiatives in poverty alleviation, and skills development: in addition the study attempted to assess WfW inputs as regards relevant legislation aimed at combating major wattle invasions. Mixed methodological approaches were employed, utilizing both qualitative and quantitative techniques. Questionnaire surveys, semi-structured interviews, use of photos, content analyses of local documents and experimental field work were all employed in order to collect and interpret data for the study. The study reveals that mechanical control and rehabilitation in combating should provide efficient and cost-effective methods for proper management of rangelands. Moreover the National Department of Agriculture, Forestry and Fisheries (DAFF) should be urged to devise and enforce legislation that will help to ensure sustainable control and management of black wattle through conservation of the natural environment. Furthermore funds should be made available for wattle eradication programmes so as alleviate poverty by creating more job opportunities for members of poor communities.

- Description: This thesis is based on an in-depth assessment of the three rural women co-operatives in the Tsojana village, within the Intsika Yethu Local Municipality, which is the largest and most rural municipality within the Chris Hani District Municipality. 95 percent of households in this municipality live in rural areas or villages (Integrated Development Plan (IDP), 2010-2011). Rural areas are characterised by high levels of poverty, deprivation, poor infrastructure, and poor linkages to markets. Rural women are the ones experiencing poverty at first hand due to the fact that they are less mobile; when food crisis hits, men tend to leave to look for work or income in towns/cities, while women stay behind to look after their families (Moyo-Mhlanga, 2001). In 1975, the World Bank addressed the question of how women can become effective in economic development, hence the establishment of Women in Development Projects to encourage them to be more involved in income-generating activities like rural projects, co-operatives (co-ops) and self-help groups. A co-operative is an autonomous association of people who join voluntarily to meet their socio-economic and cultural needs through a jointly-owned and democratically-controlled enterprise (International Labour Organization (ILO), 2002). The United Nations (UN) recognized the contribution cooperatives can make to achieve the Millennium Development Goals (MDGs) through productive employment, eradicating poverty, enhancing social integration and promoting the advancement of women. This research study was motivated by the fact that- there are various women development projects/co-operatives in Tsojana Administrative Area (A/A) which aim to improve the lives of the rural people for the better, but most of these co-ops are not sustainable and financially viable. Rural women have realized that in order to sustain development they have to integrate themselves into village development structures, as in various co-operatives, informal rural entrepreneurs and agricultural and non-farm income-generating activities. The study proposes to investigate the reasons for the failure of these co-ops to create sustainable rural livelihoods. The study further attempts to explore development strategies that will assist to transform and advance the co-ops towards sustainable development for all. It also aims to explore strategies that will alleviate poverty, create jobs, and address all factors of underdevelopment and deprivation. The overall methodological approach in this study is qualitative in nature, as it is based on the understanding of the situation from the participant‟s point of view, or perspective. It seeks to describe, investigate and explore aspects of development projects, and to also understand the aspects of socio-economic life of rural women. It combines three traditions of enquiry, i.e. case study, phenomenology, and ethnography. A non-probability type of sampling, in particular purposive sampling, was used for the study because the researcher‟s samples are based on her judgement. Interpretive research paradigm was used to allow the researcher to study meaningful social action, not just the external or observable behaviour of people, and various research tools were used to collect data. These co-operatives have been identified as struggling for survival, and lacking training, and material and financial resources. The co-operatives require support for expansion and modernizing their operations.

The United Nations (UN) recognized the contribution cooperatives can make to achieve the Millennium Development Goals (MDGs) through productive employment, eradicating poverty, enhancing social integration and promoting the advancement of women. This research study was motivated by the fact that- there are various women development projects/co-operatives in Tsojana Administrative Area (A/A) which aim to improve the lives of the rural people for the better, but most of these co-ops are not sustainable and financially viable. Rural women have realized that in order to sustain development they have to integrate themselves into village development structures, as in various co-operatives, informal rural entrepreneurs and agricultural and non-farm income-generating activities. The study proposes to investigate the reasons for the failure of these co-ops to create sustainable rural livelihoods. The study further attempts to explore development strategies that will assist to transform and advance the co-ops towards sustainable development for all. It also aims to explore strategies that will alleviate poverty, create jobs, and address all factors of underdevelopment and deprivation. The overall methodological approach in this study is qualitative in nature, as it is based on the understanding of the situation from the participant‟s point of view, or perspective. It seeks to describe, investigate and explore aspects of development projects, and to also understand the aspects of socio-economic life of rural women. It combines three traditions of enquiry, i.e. case study, phenomenology, and ethnography. A non-probability type of sampling, in particular purposive sampling, was used for the study because the researcher‟s samples are based on her judgement. Interpretive research paradigm was used to allow the researcher to study meaningful social action, not just the external or observable behaviour of people, and various research tools were used to collect data. These co-operatives have been identified as struggling for survival, and lacking training, and material and financial resources. The co-operatives require support for expansion and modernizing their operations.

- Description: South Africa possesses a highly fragmented health system with wide disparities in health spending and inequitable distribution of both health care professionals and resources. The national health system (NHI) of South Africa consists of a large public sector and small private sectors which are overused and under resourced and a smaller private sector which is underused and over resourced. In broad terms, the NHI promises a health care system in which everyone, regardless of income level, can access decent health services at a cost that is affordable to them and to the country as a whole. The relevance of this study is to contribute to the NHI debate while simultaneously providing insights from other countries which have implemented national health care systems. As such, the South African government can then appropriately implement as well as finance the new NHI system specific to South Africa’s current socio-economic status. The objective of this study was to examine health care financing models in different countries in order to draw lessons for South Africa when implementing the NHI. A case study was conducted by examining ten countries with a national health insurance system, in order to evaluate the health financing models in each country. The following specific objectives are pursued: firstly, to review the current health management system and the policy proposed for NHI; secondly, to examine health financing models in a selected number of countries around the world and lastly to draw lessons to inform the South African NHI policy debate. The main findings were firstly, wealthier nations tend to have a much healthier population; this is the result of these developed countries investing significantly in their public health sectors. Secondly, the governments in developing nations allocate a smaller percentage of their GDP and government expenditure on health care. Lastly, South Africa is classified as an upper middle income developing country; however, the health status of South Africans mirrors that of countries which perform worse than South Africa on health matters. In other words the health care in South Africa is not operating at the standard it should be given the resources South Africa possesses. The cause of this may be attributed to South Africa being stuck in what is referred to as the “middle income trap” amongst other reasons.

- Description: Public Participation is widely accepted as a way to strengthen the pillars of democratic and accountable governance. In South Africa, public participation is receiving prominence and increasing attention especially at local government level as this level is regarded as the sphere of government closest to the people. The new democratic government in South Africa regards public participation as a cornerstone of democracy. Ackerman (2004:448) asserts that the opening up of the core activities of the state to societal participation is one of the most effective ways to improve accountability and governance. Such accountability and involvement can be better achieved when communities are part of decision making processes in their communities. In South Africa, public participation was heralded by various pieces of legislations which obligated the public to participate and have a say in the decisions taken by their communities. Section 152 of the constitution: Constitution of the Republic of South Africa (Act No 108 of 1996) requires local authority to “encourage the involvement of local communities and community organizations in matters of local government” Informed by the broad principles of the Constitution, the White Paper on Local Government 1998 introduced the notion of developmental local government. According to this Paper, “developmental local government is defined as local government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve the quality of their lives”. It is through the process of public participation that citizens are given the opportunity to provide input and partake in decision making on service delivery and governance matters of their municipalities. It is widely acknowledged that active public participation is evidence of deepened democracy and can assist municipalities in i) enhancing service delivery ii) making government and officials more effective and accountable and most importantly involve the communities in decisions affecting their lives and communities. By and large, community involvement through public participatory systems ensures that municipalities incorporate the developmental needs of the people. Theseneeds are expressed and consolidated in municipal integrated development plans. To realise the above, the White Paper on Local Government 1998 suggests that “municipalities should develop mechanisms to ensure citizen participation in policy initiation and formulation, and the 3 monitoring and evaluation of decision-making and implementation”. A derogatory name such as “makwerekwere” is given to foreign nationals to make them feel inferior and less human. In 2008 these attacks worsened almost in every black township throughout the country. The victims are mostly Somalis and Zimbabweans shop or spaza owners. There are quite a number of explanations that prompted these attacks and they include the following; competition for scarce resources, lack of economic and business opportunities. Foreigners are easily employable because they accept cheap labour, thus making it hard for South Africans to find jobs. Therefore, the main purpose of this study is to explore economic discontent against foreign nationals into xenophobic attacks. This study highlights the relationship that co-exists between economic discontent and xenophobic attacks in Port Elizabeth, Walmer Township and the research methods that were used and how these methods were used in the study.

The Universal Declaration of Human Rights of 1948 also recognises the right to adequate housing as an important component of the right to an adequate standard of living. However, vast numbers of citizens have been unable to access adequate housing due to regulatory frameworks operating in the cities and towns that they live in. Using the case study research methodology, the study shows how an alternative approach to housing delivery can be implemented. The study looks at a community in iCwili Location which is in the Great Kei Local municipality which piloted the managed land settlement (MLS) approach to housing delivery. MLS seeks to promote an incremental approach to site, service and housing delivery. It emphasizes the need for the provision of planned, secure land with access to basic services as a first step towards housing delivery and settlement upgrading. The study documented the process involved in the implementation of the pilot project and how the community was involved with project. The findings revealed that the community appreciated being involved with each phase of the project and being part of the decision-making process. The respondents cited the delight they shared with having occupation rights to the land and they could finally be in position to be able to build their homes with no fear of eviction.

The study looks at a community in iCwili Location which is in the Great Kei Local municipality which piloted the managed land settlement (MLS) approach to housing delivery. MLS seeks to promote an incremental approach to site, service and housing delivery. It emphasizes the need for the provision of planned, secure land with access to basic services as a first step towards housing delivery and settlement upgrading. The study documented the process involved in the implementation of the pilot project and how the community was involved with project. The findings revealed that the community appreciated being involved with each phase of the project and being part of the decision-making process. The respondents cited the delight they shared with having occupation rights to the land and they could finally be in position to be able to build their homes with no fear of eviction.

The primary aim of this study was to establish the views of the residents regarding their perceptions of the LED and its effects in terms of addressing current poverty related problems and their view on the proposed wind farm project, to investigate the proposed implementation process of LED project, specifically at Cookhouse. The second objective of this research was to present empirical data from both a questionnaire completed by 18 respondents and two interviews, that helps amplify and verify the impact of LED at BCRM. The question answered was whether the proposed wind farm will make an impact on the lives of the ordinary people at Cookhouse. The final objective of this research to identify the shortcomings in the LED development process in the BCRM and to make recommendations on feasible actions that could be employed to alleviate poverty. The findings of the research suggest that the proposed project should be evaluated taking the themes of social, environmental and economic aspects of sustainable development into account. Also the findings of the research have noted that community members are not aware of what opportunities this project will bring to the community of Cookhouse. It should be noted that when this project was identified, the community was never consulted and now it’s very difficult at this stage to reject the project since there employment opportunities. Therefore local authorities are constitutionally obliged create space for community participation, which warrants accessibility and availability of information to local communities to enable to participate effectively.

- Description: Though it can be argued that the new democratic government has made tremendous strides in its first decades of democracy, continuing poverty and inequality tends to undermine the gains. Faced by this development dilemma, the government has adopted various development endeavours in an attempt to address issues of social and economic development. The topic of Local Economic Development has received considerable attention from both government and scholars in recent years. At the heart of the concept of LED are enshrined the goals of creating employment and promoting the economic growth and development of a locality or local area. It is in this context that the main objective of the study was to investigate the implementation of Local Economic Development as a cross-cutting dimension in the Integrated Development Plan of the Inkwanca Municipality of in the Eastern Cape Province. The construction of a bridge in the town of Sterkstroom was used as a case study to assess the ability of the municipality to plan and implement a LED project in a coordinated and integrated manner. The study used the combination of both methods of data collection, namely the qualitative and quantitative methods. The tool used to collect data was an interview schedule which consisted of open and closed ended questions. Findings by this study revealed that LED planning and implementation within the municipality does not receive the priority it so deserves and therefore it can not be regarded as the panacea for the development challenges confronted by the community in the municipality. Since LED has failed to create sustainable jobs and grow the local economy, questions can be raised about the efficiency of the municipality in its implementation of LED as a cross–cutting dimension. There appears to have been little cooperation with the LED Unit on the implementation of the Sokoyi Bridge construction project. Neither was there a concerted effort on the part of the municipality to use the project to build skills among the workers that they could use in future initiatives. The study revealed that the line function departments within the municipality could not plan their activities and programmes in a coordinated and integrated manner. Planning is characterised by ‘silo-functioning’. Furthermore, intergovernmental coordination amongst the various spheres of government has been and remains a challenge. Intergovernmental coordination and collaboration needed to be strengthened. The Integrated Development Plan of the municipality which is supposed to be a strategic coordination and integration tool has failed to achieve its objective and as such planning happens in an ad hoc and fragmented fashion. A plan-led system is needed to bring focus and allow long term public interest to guide the development of places. The National Development Plan state that “it will take time to create this capability, drawing on fuller understanding of the limitations of current arrangements and incorporating the lessons of good international practise.” (NDP, 2011: 263). Having a policy in place does not guarantee that there will be developmental or pro-poor outcomes. This study indicated that there are real capacity constraints in local government to plan in an integrated and coordinated manner. The Inkwanca Municipality did not use the developmental opportunities presented by the bridge construction project to its fullest extent. A lack of coordination limited the ability of the municipality to move beyond short-term job creation through a more integrated programme that could have had a broader positive impact on the residents of the Inkwanca municipality.

- Description: Human attributes that constitute a good leader in terms of leadership qualities and thinking styles are somewhat limited. The latter situation makes it difficult to employ the right person with the right leadership qualities in the continuously changing world of work (Lussier & Achua, 2000). The researcher investigated the relationship between cognitive styles and leadership styles of individuals who are employed in the automotive industry and in a supervisory position. A quantitative research methodology was employed for the study of (n= 115) using the Cognitive-Style Indicator (COSI) developed by Cools and van den Broeck (2007) and the Leadership-style questionnaire developed by Clark (2007). Leadership styles have been researched throughout the world, but a dearth of research specifically pertaining to cognitive styles was rather limiting in the context of the research that was undertaken. On the one hand, leadership focuses on three main dimensions, namely: Authoritarian, Participative and Delegative Leadership Styles. According to Clark (2007), the above three dimensions are the core styles that are used within the workplace. On the other hand, a three-dimensional cognitive style model, as proposed by Cools and Van den Broeck (2007) incorporates three dimensions with specific characteristics pertaining to each style. These three dimensions were labelled as: Knowing (K), Planning (P), and Creating (C) styles, which were utilised to find a significant relationship between the various leadership styles. Significant relationships were found between the Cognitive-Planning style and the Participative Leadership style, the Delegative Leadership style and the Knowing-Cognitive style, the Creative-Cognitive style and the Delegative Leadership style, and the Knowing-and-Planning Cognitive style. Similarities were also found between the Coloured and African groups, as the Delegative style is relevant to both the Coloured and African groups, while the participative style is more prominent in the White racial group. No significant correlations were produced for the Asian group, however. Organisations are rapidly changing and adapting to various types of change; and it is essential for all employees – and not only those within a leadership position – but it is imperative that leaders should not only understand and know their cognitive and leadership style, but also of those individuals who are reporting to them.

An investigation into the roles and functions of community health committees

- Description: Community participation has been a popular method of people centred, grassroots development in many developing countries. With an emphasis on primary health care (PHC) through the signing of the Declaration of Alma Atta in 1978, there was a renewed commitment to community participation within the health care system. In South Africa, the end of the apartheid era announced a new dedication towards the principles of a comprehensive, promotive and preventative health care in line with the principles of PHC. These changes were outlined in The White Paper on Transformation of the Health System (1997) and advocated the importance of community involvement in the health care system. These roles were formalised in the National Act Health (61 of 2003) with the provision for the establishment of the clinic and community health centre committees as statutory bodies. The initial implementation of the committees had no guidelines or policy to direct their functioning and therefore led to them being differentiated and poorly functioning. In 2009, the Eastern Cape Department of Health issued a Policy on the Establishment and Effective functioning of Clinic and Community Health Centre Committees. In 2010, the Nelson Mandela Metropolitan University’s Community Development Unit, in collaboration with the Health Department, provided a program to formally establish and train all the community health committees in the Nelson Mandela Bay Municipality in accordance with the new policy. This research aimed to investigate the community health committees (CHCs) in the Nelson Mandela Bay District, specifically the way in which they were functioning, three years on from this establishment process, with regards to the roles and functions outlined in the Policy document. This report highlights the extent to which the roles are being met, the challenges impeding the fulfilment of these roles and other factors which inhibit the effective functioning of the CHCs. A qualitative research method was used including focus group discussions and in-depth interviews with key informants to illicit the necessary data. These results were transcribed and analysed to identify recurring themes in order to draw conclusions. The CHCs were found to have varying levels of functionality but had similar challenges in fulfilling the roles. Generally there was a poor level of awareness of the policy and the roles defined within and in addition to this there was confusion over the terminology used within the Policy. The role of Advocacy was undertaken enthusiastically by the CHCs with many forms of education and health programs being promoted. However, a lack of knowledge of the PHC model was evident, which inhibited the CHCs from advocating the importance of this. Oversight was seen by the CHC members as being the most important role for them to fulfil, as the level of medical care received in the clinic was perceived to be poor. The CHC members readily monitor levels of medication, staff presence and service provision but do not feel that they have much power to improve the situation. The role of Social Mobilisation was poorly fulfilled due to a lack of outreach into the community and therefore social upliftment only takes place when community members come to the clinic to use the services. Finally, fundraising was the most unsuccessfully achieved role of the CHCs. A combination of a lack of formal recognition and misguided ideas, have resulted in little means of funding for the CHCs. Generally the major inhibiting factors that the CHCs face are; an incomplete fulfilment of the outlined membership of the committees, lack of comprehensive community representation, a lack of commitment from the Health Department and a feeling of isolation. All of these factors are reducing the motivation of the dedicated CHC members. Recommendations were made at the end of the study to help increase the impact these committees are having on their communities. It is hoped that the Provincial Health Department can work together with the CHCs and other stakeholders to implement these recommendations to help sustain the CHCs further.

Finally, fundraising was the most unsuccessfully achieved role of the CHCs. A combination of a lack of formal recognition and misguided ideas, have resulted in little means of funding for the CHCs. Generally the major inhibiting factors that the CHCs face are; an incomplete fulfilment of the outlined membership of the committees, lack of comprehensive community representation, a lack of commitment from the Health Department and a feeling of isolation. All of these factors are reducing the motivation of the dedicated CHC members. Recommendations were made at the end of the study to help increase the impact these committees are having on their communities. It is hoped that the Provincial Health Department can work together with the CHCs and other stakeholders to implement these recommendations to help sustain the CHCs further.

Governments have set up programs and agendas that they would like to follow to implement development in areas such as social, education, health and environment. Traditionally developing of communities has always been a government’s mandate. Corporate society established that to live in harmony with its neighbours, it was better to plough back into the community. That said it was paramount to see how the both development and CSI/R can be intertwined reasons behind this qualitative research were to establish if the Kenya Pipeline Company CSI initiatives can be used to promote development. The research methodology used was interviews, distribution of questionnaire and document review. These methods were settled on since they allowed the researcher to gain more knowledge and a greater understanding of the data collected and in it’s the natural setting. Kenya Pipeline Company’s CSI/R policy is not quite in place and development could be pegged to the ethnic group or geographical region that the Managing Director comes from. Stakeholders do not quite contribute and are seldom involved in the decision making process. The first benefactors are the communities that fall by the way- leave of the pipeline moving out. A conclusive policy document needs to be put in place to curb the powers given to a single individual and to be able to involve the various stakeholders so as to ensure sustainable development initiatives.
