- Description: In South Africa the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which has resulted in high unemployment rates. Inequalities were also manifest in the neglect of infrastructural and service provision as well in the effective absence of independent governance among some race groups. This led to a call for pro-active initiatives by the post-1994 democratic government to remedy the living condition of the previously disadvantage people. As part of this poverty relief drive the South African government has embarked on a series of developmental initiatives in bringing infrastructure related service to the poor and to reduce the enormous prevailing backlog, with the aim of increasing community participation, improving service delivery and promoting the upliftment of the lives of poor people through the medium of local governance. This study investigated the integrated Development Planning, which has been undertaken in Cookhouse in Blue Crane Route Municipality in the Eastern Cape to respond to the prevailing poverty and underdevelopment among the poor communities.

They were not only faced with discrimination and segregation, both in organised labour markets and in informal sector employment, but they also had different legal rights regarding inheritance, land and credit. They got less education if any at all, lower pay, although they worked longer hours and had less access to professional training then men (Moser, 1993). For many years, development projects have been technical projects or construction projects focussing on construction work. Since the 1970s, possibilities for women participating in the planning, management and maintenance of development projects were broadened. In many of the projects, the project managers/planners would say that they have worked with the villages, leaders and committees, yet the majority of the time, they work with males living in the village. Women are usually targeted only for health education. More gender sensitive approach was shown in the 1980s, when women had several roles to play in matters of development (Syme, 1992: 6). In the past couple of years, South Africa has had a growing acceptance of a gender-focused approach to development. In accepting the gender-focused approach to development, the country went as far as creating a department of women, children and disabled to fight for the rights of women, children and the disabled. The country also signed a protocol of the SADC on gender and development. This protocol encompasses commitments made in all regional, global and continental instruments for achieving gender equality. It enhances these instruments by addressing gaps and setting specific, measurable targets where these do not already exist. The protocol advances gender equality by ensuring accountability by all SADC member states, as well as providing a forum for the sharing of best practices, peer support and review (SADC, 2008).

- Description: Loosely defined as “political units or instruments constituted by law (the peculiar or unique characteristics of which is their subordinate status to the central government) which have substantial control over local affairs and likewise have the power to tax” (Nyalunga, 2006: 15), local governments, and municipalities in particular, have been in existence since the early history of Anglo-Saxon England (post 1870). As political units, local governments have defined areas, defined populations, organised administrative structures and the authority to undertake and the power to carry out public activities within such defined areas (Nyulunga, 2006: 15). In the three-tiered form of government that is dominant world-wide, local government is the lowest sphere of government and, as such, “is often the first point of contact between an individual and a government institution” (Thornhill, 2008: 492). Although a number of different forms and structures of local government exist in the world, as it evolved, three critical matters defined the nature of local government in any particular country. Firstly, local government is defined by the extent of local self-government. Secondly, it is the autonomy and discretionary powers of the municipality and, thirdly, it is the extent to which the municipality is a momentous force in the lives of the people within a given area (Nyulunga, 2006: 16). Therefore, a consideration if these three defining factors provide clarity in terms of the nature of local government in a particular country. Due to the form of the South African state, which is a unitary state, South Africa established a system of local government aimed at governing various areas throughout the country. For the greater part of the country‟s history prior the 1994 democratic elections, what distinguished the South African local government system from the rest of the world was its relationship with the people it sought to govern. While in the majority of cases around the world municipalities were concerned with the welfare of all their citizens, in South Africa, the successive apartheid regimes worked tirelessly at the adoption and systematic enforcement of draconian policies that effectively brought misery to the majority of the South African population. Pieces of legislation, such as the various Natives Acts, the Reservation of Separate Amenities Act, and the Group Areas Act, implemented through local government – the form of government closest to the people – ensured that South Africa experienced gross human rights violations, the economic exclusion of the majority of the populace, separate and unequal development and, in effect, an absolute monopoly of social, economic and political power by the white minority (Landsberg and Mackay, 2006: 1). Given the immediate impact municipal policies had on the people they sought to govern - this as a direct result of the proximity of this sphere of government to the people - it is not surprising that this level of government was the first casualty in the apartheid resistance campaign led by various liberation movements in the country. With systematic protests against various local government actions, coupled with boycotts of municipal rates and taxes, local government increasingly became detached from the population it served and consequently, was rendered dysfunctional. The election of F.W. De Klerk as the president of South Africa in 1989 proved to be a turning point in the historical trajectory of the country. Understanding the deleterious effects that the repressive policies had on the country‟s social structure, both economically and politically, De Klerk embarked on a road less travelled by opening channels for negotiation between government (and by extension the National Party) and the liberation movements in the country (particularly the African National Congress). As such, from 1990, various political organisations, such as the African National Congress (ANC), the Pan Africanist Congress (PAC), the South African Communist Party (SACP) and the Inkatha Freedom Party (IFP) among others, which had, for many years, been banned on the basis of them being seen as terrorist organisations, were unbanned. This was accompanied by the unconditional release of political prisoners, including South Africa‟s first democratically elected President, Nelson Rolihlahla Mandela. One of the key outcomes of the negotiations that took place in the early 1990s was the development of the Interim, or Transitional, Constitution, Act 200 of 1993. This was an important document in that it provided a „historic bridge‟ between the apartheid state and the democratic dispensation that millions of South Africans aspired to. Additionally, this document provided a framework for the continued governance of South Africa pending the country‟s first democratic elections. The continued governance that the Interim Constitution provided for meant balancing human rights and the continued existence of the state and/or government. This was an important matter, particularly for local government, in that “a fragmented and incoherent range of local authorities cannot be transformed in one process as the negotiators for a democratic system of government wanted to ensure continuity in service provision” (Thornhill, 2008: 494). The temporal reprieve provided by the Interim Constitution allowed the negotiators to deal with the details of what would be the post-apartheid local government system of South Africa. The democratic government that emerged after the watershed event of 1994, under the stewardship of Nelson Mandela, had the immediate task of dismantling the apartheid legacy that had defined the country for many years and moving the country closer to achieving the democratic promise of a better life for all citizens. Practically, and importantly for the transformation of local government, this meant instilling democratic values and principles that would ensure that local government was responsive to the needs of the people and that it remained accountable to the electorate (the Presidency, 2003: 11). The ideal of the incoming democratic government was to transform this sphere of government into one that would ensure inclusive growth and development and equitable redistribution of the wealth of the country such that all people would have equal opportunity for a better life. It is important to note that the elections that were held on 27 April 1994 were only national and provincial elections. Local government elections could not be held at this point, simply because the new constitutional dispensation had not been finalised (Thornhill, 2008: 495). All parties to the negotiations agreed that the process of finalising the Constitution would be done through a democratically elected Constitutional Assembly. It was only after the Constitution of the Republic of South Africa, Act 108 of 1996 (the Constitution), was finalised, that the first local government elections could be held.

Accountability mechanisms of locally owned versus non -locally owned NGOs in South Africa

- Description: This paper reports the results of an exploratory semi-mixed methods study entailing triangulation of qualitative and quantitative data to explore differences in the implementation of accountability mechanisms between locally and non-locally owned non-governmental organisations (NGOs). The study involved NGOs in the Eastern Cape and Kwa-Zulu Natal provinces of South Africa. Comparisons were made between individual as well as grouped (upward, downward and horizontal) accountability mechanisms implemented. Other NGO characteristics such as age, size and donor type were also compared with NGO accountability mechanisms as well as with NGO ownership type (local/non-local). It was found that locally owned NGOs more often claimed to implement downward and horizontal accountability mechanisms and also to implement such mechanisms better than non-local NGOs. As established by means of chi-square tests, the above-mentioned differences were statistically significant. Thereupon, non-local NGOs more often claimed to implement upward accountability mechanisms and to implement such mechanisms better than local NGOs. Nonlocal NGOs were found to be significantly older, bigger and better resourced than local NGOs.Previous research found a correlation between local ownership, downward accountability and aid effectiveness and has also shown that the large majority of NGOs struggle to implement downward accountability mechanisms and focus mostly on upward accountability. Very little research was done on local NGOs. The findings of this paper show that the strategies employed by local NGOs to account downwards could inform the strategies of most non-local NGOs, and thereby improve aid effectiveness. This research suggests that an ideal balance between local and non-local ownership of an NGO exists and if such a balance could be achieved, an NGO would excel in both the facilitation of local ownership and acquisition of resources and thereby optimise aid effectiveness.

A positive approach to leadership and an organisational environment characterised by trust has been one of the fundamental tools towards achieving this goal. The main objective of the present study was to assess the existence of positive organizational approaches (authentic leadership and workplace trust) within the government of Lesotho, especially at a time when the country was facing difficulties. The study was descriptive in nature, and followed a non-experimental quantitative approach. The survey made use of a sample of 153 civil servants occupying positions from supervisory to senior management. Data was acquired through the use of an electronic questionnaire made up of two scales: one was a self-assessment instrument on authentic leadership adopted from Walumbwa and associates, and the other scale was on workplace trust developed by Natalie Ferres. The analysis of data involved descriptive statistics, t-tests, ANOVA, post hoc tests and Cohen‘s d. The results of the study provided evidence that there were high levels of the authentic leadership and trust in the workplace. Demographic variables were not found to influence the outcome of authentic leadership scores, however, education and managerial level were found to have an influence on organisational trust. The findings of the study provoked the researcher to call for an implementation of policy on positive training for management and for further research in this area.

Demographic variables were not found to influence the outcome of authentic leadership scores, however, education and managerial level were found to have an influence on organisational trust. The findings of the study provoked the researcher to call for an implementation of policy on positive training for management and for further research in this area.

Even in the relatively more prosperous Cacadu District in the western portion of the Province, the socio- economic landscape is punctuated by pockets of acute poverty. In order to support government policies to promote co-operatives as a means to address past exclusions from the agricultural sector, as well as to promote socio-economic development in one of its poorest local municipalities, the Cacadu District Municipality has been implementing a support and mentoring programme to agricultural co-operatives in the Ikwezi Local Municipality. Furthermore, Ikwezi was selected because it has the highest concentration of co-operatives in the region supported by the District Municipality and by other Sector Departments from the National and Provincial Governments. The relationships between the support that is provided by Cacadu District Municipality to co-operatives and the extent to which supported co-operatives harness these advantages to grow and sustain their enterprises, forms the cornerstone of this research. As such, the hypothesis that will be tested reads as follows: The government support provided by Cacadu District Municipality to co-operatives in its area of jurisdiction has resulted in the growth and sustainability of the co-operative enterprises. The literature review considers the significant role that co-operatives play in local economic development. It provides a historical overview of co-operatives, as well as the policy framework on co-operatives in South Africa. The role of Cacadu District Municipality with regards to co-operatives and local economic development is reviewed, as well as its co- operative support and mentorship programme. An overview of the socio-economic profile of the Ikwezi Local Municipality and the agricultural co-operatives in the area concludes the literature review. The research approach is based on a mixed method between the qualitative and quantitative research families, with a bias towards the qualitative approach. The study placed more emphasis on the data gathered from individual co-operative businesses and the personal experiences of individuals involved in the co-operative sector. This approach requires qualitative techniques such as interviews and observations. The internet was used as a source for the gathering of relevant data related to the stated research objectives. Other relevant information is gathered through documents reviewed and case studies. The study used questionnaires to interview a sample of agricultural co-operatives in Ikwezi. The collected data was analysed and presented according to a set of themes that formed the basis for the analysis. The analysis provided insights into the background and history of the selected co-operatives, the challenges that they face to survive and the support that they require from government and other potential support structures. Complexities of accessing finance from government institutions and its agencies

- Description: Purpose: with the recent establishment of Small Business Development department, the ministry is tasked and will be responsible for ensuring that the business environment is enabling for new Small to Medium businesses. The real issue and the point of interest in researching this particular dissertation is the available literature around the issue of the SME sector which indicates that new SMEs in South Africa do not move from the first stage (existence) to other stages such as survival, success, take off and resource maturity. The study seeks to inaugurate two specific challenges (difficulties in accessing finance and to examine if there is sufficient non-financial SME incubators and mentorship programs post funding allocation). The area of study focused on SMEs that are concentrated in highly populated areas of Gauteng. Methodology: The study was conducted using qualitative research and a questionnaire was used as a data collection tool. The researcher was able to get valuable information on stakeholders in the SMME sector. This was done through the use of questionnaires to businesses, government funders and incubators. Results: when posed with a question of the start-up capital, a mere 17% responded to having obtained financial assistance from government institutions, 20% from friends and family while a massive 60% indicated they have used own capital to start businesses. When the researcher posed the question of the reasons that often leads to failure, approximately 23% of businesses mentioned lack of working equipment as the core reasons for the business failure while 17% indicated that lack of business opportunities or rather contracts of supply from government departments as the main impeding factor which resulted to failure. In terms of the availability of incubators, approximately 67% of respondents indicated that there were no business incubators available in their areas of business. Approximately 57% of businesses mentioned the inability to obtain loans from government funding institutions was the major business constraint that often leads to failure. The researcher posed a question to business incubators personnel that participated in the study to gain perspective as to why do they think SMEs fail within the first year of operation. Approximately 40% of respondents alluded that, barriers to entry by big corporates in South Africa force Small and Medium Enterprises out of businesses. Other participants added that the South African government procurement system does not provide opportunities to small businesses due to lack of experience. All government funding institutions participants mentioned that in most cases SMEs finance applications are rejected due to the fact that businesses fail to present viable business proposals that show the ability for business to remain operating for a long time Implications: The above analysed study findings indicate that there is a huge gap between small businesses and government funding institutions in terms of the awareness of the available financial support to SMEs. From the government perspective, it was indicated that businesses submit business plans that are not viable. There needs to be the middle ground where business plans compilation support currently provided by SEDA awareness should be spread across SMEs operating in the highly populated areas of Gauteng. Recommendations: Access to finance is a major constraint hindering the growth and success of small enterprises. The South African government has established a number of financial support programmes aimed to assist SMEs. With these financial support programmes, most of the SMEs are unsuccessful due to the fact that they cannot easily access those funds and as a result they remain stagnant for a very long time or end up shutting down. Conclusion: The effect of credit rationing is the potential loss of opportunity and or reduction in the scale of a business, neither of which is a desirable outcome. At the most fundamental level, there are lost opportunities for the borrower and the lender. There are implications for the wider economy also. SMEs are a key source of innovation, competition and choice.

The Gross Domestic Product in Developing Countries (DCs) can be seen confusing and unbalanced, with regular and unconditional falls and booms. This study aims at examining the factors that affect the Gross Domestic Product (GDP) of Developing Countries (DCs) whereby South Africa is being selected as a representative. An econometric analysis of the Keynesian model is adopted to test the South African Gross Domestic Product (GDP) over a decade (10 years). The methodology conducted uses quarterly time series data from the South African Reserve Bank (SARB) where the South African Gross Domestic Product (GDP) is modelled as a function of consumption expenditure, domestic investment, government spending and export/import of the country. This is in order to determine which of these factors best explain South African economic growth dynamics. The variables in the model are tested for stationary and the result shows that the variables become stationary at 1st difference, except for consumption which become stationary at 2nd difference. The Ordinary Least Squares (OLS) results confirm that consumption, investment, government spending and net export all have a positive impact on Gross Domestic Product (GDP). The findings suggest that the South African Gross Domestic Product is mainly influenced by consumption, followed by investment. In the recommendation context, the study recommends that South Africa should continue to maintain price stability while at the same time endeavour to attract more investment to the country. Moreover, Developing Countries need to maintain a fiscal discipline without necessarily losing sight of the international dynamics. For further areas of studies, the study recommends more analysis on macroeconomic policies that are comprehensive and can cover all aspects related to the Keynesian model of economic growth. Finally, it is necessary to remind that the findings and recommendations drawn from the study are limited to the concept of South Africa and are based only on the results from the empirical analysis conducted.

This situation has been exacerbated due to exploitation of social grant recipients by illegal money lenders charging excessively high interest rates trapping grant recipients in a vicious cycle of perpetuating debt. In remote rural areas poverty and lack of literacy and numeracy skills go hand in hand. Psycho-social and economic factors play a role in grant recipients’ poor budgeting and financial decision making skills, contributing to them falling into debt in the first place. Aggravating the situation is legislation that limits access to financial resources of those without employment, rendering illegal money lenders the financial entity providing finance by default. The research was conducted in a poor rural area around Tarkastad, Eastern Cape and sought to identify challenges caused by, amongst others, the lack of decent education, poverty and poor budgeting skills, all negatively influencing different social grant holders. Analysis of data from this qualitative study took place by means of a thematic classification against the background of a critical theoretical framework. - Description: Since Sudan’s Comprehensive Peace Agreement (CPA) was signed in 2005, its border with Uganda has become a hub of activities. These economic activities have been enhanced by ethnic and political relations, but also by diplomatic relations between the two countries. Contrasting developments on the Ugandan side of the border with those on the South Sudanese side, this research draws on empirical fieldwork to examine the impact of diplomatic relations on the development between both countries since 2005, with international trade as the main aspect of development. The study sets out to show how trade between both countries has been affected by the diplomatic relations between them. The post-CPA demand for goods and state-building processes created a range of economic opportunities for traders. This was particularly the case for Ugandan large-scale traders who, as a result, became an important and empowered group. These factors have further been enhanced by good diplomatic relations between both countries, and as a result South Sudan has become Uganda’s most important trading partner as well as a destination for many Ugandans to conduct their trade. Simultaneously, post-conflict problems have emerged in South Sudan such as insecurity, weak government institutions run by incompetent officials, corruption, high foreign exchange rate, cultural diversity, mistrust and poor infrastructure. These problems have emerged as major challenges to trade and investment by Ugandan traders in South Sudan with traders as well as government officials agreeing that these challenges present major setbacks to trade and investment in South Sudan. Ugandan small-scale traders in particular have become more vulnerable to expressions of authority on the part of South Sudan’s post-CPA state, in which state or individual military might is used effectively to control trade. The current conflict, which began in December 2013, has added a new dimension to the list of impediments to trade as insecurity and economic instability have precipitated an atmosphere of uncertainty among many traders and investors. Despite all those challenges, Ugandan traders as well as government officials still view South Sudan as a business destination of choice. Overall, the study confirms that diplomatic relations have enhanced international trade between South Sudan and Uganda by way of solving trade disputes, investment promotion and influencing leadership on policy matters.

- Description: Since Sudan’s Comprehensive Peace Agreement (CPA) was signed in 2005, its border with Uganda has become a hub of activities. These economic activities have been enhanced by ethnic and political relations, but also by diplomatic relations between the two countries. Contrasting developments on the Ugandan side of the border with those on the South Sudanese side, this research draws on empirical fieldwork to examine the impact of diplomatic relations on the development between both countries since 2005, with international trade as the main aspect of development. The study sets out to show how trade between both countries has been affected by the diplomatic relations between them. The post-CPA demand for goods and state-building processes created a range of economic opportunities for traders. This was particularly the case for Ugandan large-scale traders who, as a result, became an important and empowered group. These factors have further been enhanced by good diplomatic relations between both countries, and as a result South Sudan has become Uganda’s most important trading partner as well as a destination for many Ugandans to conduct their trade. Some recommendations are also made as to how departments and organisations must address promotion issues at the workplace. There are often perceptions of alleged unfairness committed by employers in the workplace. These perceptions emanate from a number of allegations. The allegations include but are not limited to past practices, policy considerations, acting in higher positions, prior promises, being better qualified, receiving higher marks in the interviews, irregular conduct by the interviewing panel, unfair decisions by appointing authority or their failure to apply their minds, affirmative action or equity considerations. The study seeks to explore some of these allegations and further provide certainty as to what the legal recourse is under those circumstances. The research further seeks to provide the legal certainty pertaining to issues of promotion in the workplace. The study commences on a general approach to the principles of law relating to unfair labour practice in the public sector. Further developments of the law relating to promotion as it applies to the education sector are explored. The study culminates with possible remedies available to instances where an unfair conduct has been found to be committed by the employer during the promotion process. There is sufficient case law which covers the promotion processes. The study also exposes forms of relief which can be awarded to applicants who had lodged disputes in which it is found that indeed the employer had committed unfair labour practice relating to promotion. The study further aims to explore both procedural and substantive fairness with regard to appointment and promotion processes. Issues which are dealt with concerning fairness in promotion disputes include polygraph tests, whether there are hard and fast rules to the process, whether employees have the general right to promotion, what the requirements for fair appointment or promotion are, the law on substantive fairness, affirmative action and promotion, the consequences of failure to appoint the most suitable candidate, dealing with candidates who obtained higher scores in the interviews, promoting a candidate who had not met minimum requirements and promoting candidates based on flawed scores. The research also deals with frivolous referrals of disputes and costs which can be awarded against such applicants. Further issues which are dealt with in this research include the concept of “joinder” which is critical where there is an incumbent in the post which is disputed and the relief sought is that such post must be set aside. Further clarity is given on who is supposed to be joined in a dispute which is referred in the education sector. The CCMA rules on joinder are also clarified. The consequences of failure to join the incumbent are also dealt with. The research is also clarifying the concept of prematurity or ripeness in promotion disputes and its consequent lack of jurisdiction if such is referred.

South African heritage has the potential to contribute significantly towards the country’s economic development. Cultural Villages were introduced in the South African tourism industry as a contribution to the objective of rural development in order to improve African curio shops and township experiences and to advance diversification. This study was undertaken to investigate Good Governance Principle that can be employed in the Chris Hani District Municipality (CHDM) to enhance optimise development brought about by the Cultural Villages (CV) in the area. The study is qualitative in nature. The literature reviewed in this study shows that there is a general poor implementation of good governance principles in the governance and management of the cultural villages. The researcher attempted to achieve high validity and reliability by ensuring that the views and arguments advanced by respondents are accurate in that the chosen respondents consisted of operational workers within the municipality and members of the community. The study establishes that there are several challenges that hinder the effective implementation of good governance principles in the local and district municipalities. Other findings of the study include that there is a challenge of poor management of the CVs, lack of public participation and inadequate funding for the CVs. The main finding of the study is that, although good governance plays a significant role in the improvement of development, it has not contributed to the improvement of the development of the CHDM communities. The main recommendation based on this finding is that there should be regular and thorough public participation within the local municipalities about all the developments relating to the cultural villages. Additional recommendations include, inter alia, strong partnerships between the municipality and the communities and accountability.

The reason to focus in this project is because they are currently practising crop production under electrified irrigation system but the main obstacle in this project are the dongas which are seemed to be a serious threat to the project site. During rainy seasons the project site is not easily accessible, that hampers access to market. There is also direct and serious effect of land degradation which is food insecurity which is emanating from loss of biodiversity and ground cover, loss of soil productivity, loss of income, decreased yield, and decline in economic productivity and national development. Lastly it is wisely recommended that to reduce the effect of land degradation in Alfred Nzo enlarge, government should strengthen the intervention programmes and provide more support to the LandCare programme which was the concept introduced in Australian and adopted in South Africa in 2001. This programme is assisting at restoring sustainability and productivity to land and water management in both rural and urban areas. It is holistic in nature, encompassing integrated sustainable natural resource management.

Human capital theory posits that education is the greatest determinant of employment in a labour market system that that awards educational credentials with occupational attainment. However, the reality is that a large number of Zambian graduates are jobless despite being educated. This study, therefore seeks to analyse the high levels of graduate unemployment from lternative theories of social capital and the job search. Knowing the different ways social capital expresses itself in graduate job search patterns provides possible solutions and a different perspective to addressing the high levels of graduate unemployment in Zambia. This study adopted a qualitative case study research design and made use of the snow ball sampling approach. Fifteen semistructured interviews were conducted and findings and emerging themes analysed in response to the central question, “how does social capital express itself in graduate job search patterns in Lusaka, Zambia?”. Through extensive thematic analyses, the researcher finds that there are eight ways in which graduates utilize their social capital to look for work and overcome challenges of the job search. This demonstrates that social capital can be a useful and beneficial job search strategy to adopt in a labour market system where educational credentials alone do not guarantee graduates successful job search outcomes.

- Description: Some rural communities in South Africa suffer from the results of inequity and disempowerment. It is especially black females who are affected in this regard. A number of factors contribute to the oppression of female voices in their rural communities. In this study the voice is considered the right and freedom of speech for women to express their opinions in order to influence others. Both the national government and civil society fervently push for the placement of women and children empowerment onto the development agenda. Yet, one still notes with concern that in reality, it seems to be mostly men who fully enjoy freedom of speech, senior employment and decision making powers in South Africa. Thus, it remains evident that not enough has been done to redress gender inequities,especially in South African rural communities. Focussing on one rural community situated in the outskirts of the Eastern Cape (former Transkei), this research undertook to determine the various ways in which rural women may have their voice heard in their immediate communities, particularly pertaining to personal development issues. Community members, who were identified through a purposive sampling method, shared their perceptions on the research topic.Through the research, it has become clear that in order to overcome female silence, the communal role of women needs to be broadened beyond the scope of traditionally gendered activities such as the carrying out of house work/chores such as cooking or childrearing. Furthermore, women must be knowledgeable about their basic human rights and responsibilities; their education in this regard should be made a national priority. It has also become evident that in order to overcome female voices remaining silent, women should begin to take greater personal responsibility over their reproductive health.Practical recommendations to ddress each framed theme have been presented.

- Description: Some rural communities in South Africa suffer from the results of inequity and disempowerment. It is especially black females who are affected in this regard. A number of factors contribute to the oppression of female voices in their rural communities. In this study the voice is considered the right and freedom of speech for women to express their opinions in order to influence others. Both the national government and civil society fervently push for the placement of women and children empowerment onto the development agenda. Yet, one still notes with concern that in reality, it seems to be mostly men who fully enjoy freedom of speech, senior employment and decision making powers in South Africa. Thus, it remains evident that not enough has been done to redress gender inequities,especially in South African rural communities. Focussing on one rural community situated in the outskirts of the Eastern Cape (former Transkei), this research undertook to determine the various ways in which rural women may have their voice heard in their immediate communities, particularly pertaining to personal development issues.
