- Description: This research study aims to produce ‘ecological art’ in the form of a children’s wordless picture book, that can be distributed to many schools in South Africa, bringing awareness to ocean conservation and the effects of the environmental crisis. To do this, a theoretical study has been conducted, synthesising numerous theoretical frameworks, to gather information to create an appropriate children’s picture book. The study first considers environmental philosophy, such as that presented by Spinoza and Naess for instance. At this point, focus also falls on how prevailing societal practices, spurred on by neoliberal capitalism, prevents caring approaches to nature. Then, there is also a scientific side to the study. Research on the Benguela and Agulhas currents of South Africa are offered, as an entry point to seeing how and what is being affected by climate change, also looking at the aquatic animals and their fates. Additionally, an analysis is made regarding representation of different types of megafaunas through forms of media throughout the ages, which helps with selecting which charismatic animals to feature in Tales of the Turtle. Thereafter, research is laid out regarding the relationship between westernised and indigenous teaching approaches. Here specific focus falls on Kenneth Mlungisi Ngcoza’s ‘third space’ and Helio Manuel García-Campos’s ‘interdisciplinary space.’ Finally, the design and illustrative techniques, such as the rule of thirds, line strength, and colour contrasts, are observed to produce an appropriate wordless picture book. South Africans’ relationships with books, access to books, and the relationships that South Africans have with westernised teaching, were also taken into consideration. - Description: This study is located in Mlungisi Township of Komani in the Eastern Cape - where the aim was to closely examine the role played by this community to build and govern its public schools. The study selected the three biggest schools in the area to examine how the community’s involvement in them has surfaced from their founding up to the present times. The study found that through these three schools, this community managed, under apartheid, to take initiative by mobilising itself for self-development by building these schools and infusing them with a liberation curriculum that was required for the conditions of oppression and resistance at the time. This community in essence turned the intentions of Bantu education around by using these schools as sites of alternative education that was delivered by its own activist teachers to conscientise the student youth about community struggles. Black people in this community used these schools as emancipatory spaces to connect student struggles with community struggles to build community power. In the post-apartheid epoch, much of these traditions and levels of community participation have dropped because of new precarious economies and labour conditions that keep the adult population busy. As a result, present-day community participation is not as politically intentional as it was under apartheid. Theoretically, the study applied Paulo Freire’s Critical Community Pedagogy. - Description: The aim of this study was to assess the performance management and development system, its implementation, practices, values and its relevance to the performance of the Nkqubela TB Hospital. The study explored how the institution implemented a performance management and development system and assessed the extent of policy compliance. An assessment was conducted into how the staff viewed, reacted and behaved with regard to the implementation through secondary data. This study also assessed whether or not the performance management and development system still was a viable tool to assess performance and/or if it was still relevant in attaining the objectives of the organisation. An assessment was also conducted into checking whether or not performance management motivated employees as its main purpose from a theoretical perspective versus current practices in the public sector, however, the focus of the study was the Nkqubela TB Hospital. The study also assessed the challenges encountered or experienced during the implementation of the performance management and development system at the Nkqubela TB Hospital. It adopted a qualitative approach and a desktop analysis was conducted. The study also assessed whether or not staff were being or had been trained in order to improve their development and the performance of services at the Nkqubela TB Hospital. As public administration is based on theories, this study also examined performance management from a theoretical perspective in relation to current practices at the Nkqubela TB Hospital. This research study significantly highlighted or discovered that training, communication, feedback and the proper implementation of performance without favouritism were important aspects and that it had to be noted for good governance. The research also revealed that a performance management and development system enabled employees to better understand the relationship and correlation between the strategic goals and objectives of the department, employees’ key performance areas and alignment with the vision of the organisation. Lastly, managers and supervisors should apply the performance management and development system to identify good and poor performance, and act appropriately through development, as well as recognising and rewarding good performance.

Secondly, the research sought to provide the recommendations for policy improvement within soccer in Gauteng Province and possibly at the nation level. This research has followed the qualitative approach which includes, person to person interviews using an interview schedule. The researcher has also used observation as a research tool during the interviews. The data collection techniques employed in this study included interviews and observation (primary sources) and information gathered from relevant scholarly journals, books, newspapers, magazines, internet articles and sport policy documents (secondary sources). Ethics considerations were also covered from the proposal stage up to the final stage. Applying anthropological perspectives in criminal procedures involving murder in Port Elizabeth, 2000-2016

- Description: With the spike of annual reported murders in South Africa, the country is continuing to climb the global rank of the world’s most violent countries. In 2016 alone, there were over nineteen thousand reported murders, equalling over fifty murders per day, with the Eastern Cape holding position as the province with the highest murder rate. Studies indicate that Port Elizabeth is the hardest hit by crime, adding up to 60% of all reported crimes in the province and despite the use of a ‘catch and convict’ only approach in criminal proceedings, violence and crime are still highly prevalent. Thus, overall the situation suggests that it may be beyond law enforcement control and even though the South African Police Service have taken some progressive steps in reforming procedures, generally, these have been too little and too late, as the reforms introduced are piecemeal and crisis driven. This thesis, therefore, proposes that additional approaches may be needed to improve investigations of the most pernicious crimes. Here, the focus is on the role of culture and social life in ‘murder-scapes’ with a critical contribution of the ‘habitus’ of murder allowing for the meaningful engagement with criminal acts, policing, sentencing, imprisonment and probation. In this regard, perspectives drawn from anthropology can possibly assist law enforcement officials in their steps of investigating a murder by providing a more ethnographic, holistic and integrated narrative in all areas of a criminal proceeding. An efficacious and constructive interpretation of the different subcultures, crime scene processing, profiles development, testimony documentation and participation production with the police force and task teams can assist in redirecting and reappraising current practises that prove incompetent. That is, in attempting to review the current procedures conducted by law enforcers to identify how and where anthropological and ethnographical knowledge can be applied and successfully utilised, an assessment may aid officials in better investigative practises which could have implications for wider lenses making use of action, investigation, containment, prevention and rehabilitation. By advancing a deep understanding of the issue of murder in the South African context, implications for a wider, equally modernising and equally troubled society in the global South can be inferred.

Public participation has become a key aspect of South African planning and is a recurring theme in several legislative and theoretical documents. Public participation is a principle that is accepted throughout all spheres of government. It is important because it is the only method whereby government can gain a sense of the needs and aspirations of the various communities. With specific reference to municipalities, public participation is enhanced through the establishment of ward based planning. The Port St Johns ward based planning process has not only been an opportunity for households and communities to contribute to the integrated development plan (IDP), it has also provided them with access to information. This is the first step towards re-skilling our people to participate in the knowledge economy. The ward based planning process provides a link between municipal level planning and delivery and activities at ward level. Port St Johns’ ward based planning process is the vehicle for entrenching participation in the IDP in order to maximise co-ordination and synergy between priorities and municipal programs. The main objective and aim of the study was to advance recommendations that may be adopted as solutions to Port St Johns’ municipal management for improving a strategy for the public to participate in municipal activities. In conclusion, this study found that community based planning does influence the municipality’s integrated development plan but its effectiveness lies in proper planning and giving it the attention it deserves as one of the tools to be used to improve public participation in the affairs of the Port St Johns Municipality.

- Description: The aim of this study is to investigate the employee turnover of educators in the Butterworth Education District. In order to achieve this goal, it was necessary to review the literature on human resource management. The motivation of job satisfaction was used to utilise the full potential people so as to ensure quality products and services. This is a very complex issue owing to the wide range of internal and external factors that impact on it. The study employed a literature study to examine the employee turnover. Moreover, the study discussed the types, consequences and factors influencing employee turnover. It also discussed retaining strategies, steps to manage employee turnover and methods to reduce employee turnover. The findings of the study revealed that an overview of human resource management plays a key role in determining the survival, effectiveness and competitiveness of an organisation. Factors influencing employee turnover determine employee turnover, and one of these is the labour market, which is determined by economic conditions. The findings also revealed that the causes and consequences of employee turnover can impact both negatively and positively to the organisation. Thus, the management of the Department of Education should perhaps adopt intervention strategies to control the main factors. In this regard, the study made recommendations for the motivation of educators in carrying out the core business of teaching and learning. This would involve the adequate allocation of all resources and benefits that surround teaching and learning and the introduction of a retention policy, which might encourage qualified and productive employees to continue working for the Department and reduce the unwanted voluntary turnover of valuable employees.

- Description: South Africa occupies a unique space in terms of the decolonization of the continent of Africa. While massive projects of decolonization where happening across the continent, South Africa was subjected to a conservative and racialised project of segregation. This arrested development makes for an interesting anachronism in South Africa as disconcerting “Third- World” and “First-World” economies emerged creating an anomalous temporality. I was born just a month before the inimitable Ruth First was unceremoniously assassinated in Mozambique in 1982. While further South, one of the most underreported conflicts of apartheid South Africa was in its nascent stages no further than a kilometer away from my house. I am referring of course to the violent clashes between factions of both the Inkatha Freedom Party (IFP) and the African National Congress (ANC), played in the men’s hostel of the third largest township in the country, Umlazi, South of Durban. These would only come to have meaning to me later, when I was at university. I mention these cultural and perhaps socio-political artefacts in so far as they relate to the kind of environment that lead to this research enquiry. Which is to say that as social beings, we are in fact products of the things that affect the social environment that we exist in. This is not a new idea. What is particularly interesting for this enquiry is the eclecticism of the emblems that survive to shapes one’s own identity and perception of the world around them. Within the above stated mini-biography lies a complex matrix of emotions and extrapolated meanings mediated through a conflicted and negotiated understanding of what the social history of South Africa meant for my own personal history. This paper is an attempt to think through articulations of time as they are constituted by future-orientated subjectivities extending back to varied pasts. It does so by exploring a recent work of black South African self-writing, Jacob Dlamini’s Native Nostalgia (2009). Considering the text’s treatment of time, I argue that porous conceptions of temporality open up possibilities for self-enunciation. What Paul Gilroy has described as “the signs of sameness” (2000, 101). Meaning that these could be quantified and as such researchable and in fact applied across various cultural texts (including but not limited to film). The body of work from South African documentary filmmaker Rehad Desai provides an interesting case study to examine Jacob Dlamini’s thematic pre-occupations with nostalgia. Nostalgia here is used to see if such pre-occupations can be applied to a filmic body of work. Desai’s body of work is interesting to this enquiry because it almost exclusively deals with the temporalities of South Africa as “refracted through the prism of the past”. By this I mean Desai through his work appears to reflect on South Africa’s storied past as it affects current happenings. It is the intention of this paper to argue that Desai deals with his subject (the evolution of the South African political landscape) in similar terms to the way Jacob Dlamini explores the notion of reflective nostalgia.

An assessment of the implementation of performance management and development system: Department of Sport and Recreation South Africa

- Description: Performance management and development in the South African Public Service is a critical aspect that engenders officials and management to be committed to the provision of efficient and effective service delivery. The Public Service Regulations (2001) as amended requires all spheres of government to develop and implement policy parameters that address measurable service delivery aligned to their strategic functions. The imperatives of these policy parameters allow employees’ performance with notch increments. The National Department of Sport and Recreation South Africa (SRSA) developed a performance management system that links Employee Performance Management and Development System (EPMDS) at salary levels 5 – 12 to notch increments and Human Resource Development programmes. This system aims to achieve consideration of the desired outputs; meaning the delivery of work required, which is emphasised in the setting of objectives and looking at the necessary inputs; meaning the knowledge, skills, training and resources needed, which are considered in the appraisal and reviewing of the progress that was made. The performance of Sport and Recreation South Africa has not been commensurate with the aims and objectives of the EPMDS system, as the results are not yielding the best outcome on this system. This study sought to investigate whether the EPMDS contributes to improve performance of the employees and that of the entire organisation in SRSA. It would examine whether the employees do get feedback on their performance after the performance assessment period. The study would establish whether those employees who under-performed do get remedial interventions like training, coaching, mentoring and development on the competencies they lack; so that their performance is improved. The study also sought to determined the perception of the employees regarding the effectiveness of the Performance Management and Development System in SRSA Knowledge of employees' perceptions of the performance management system will assist management to implement such a system more effectively. The findings of this study indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. This could be the reason that performance assessment period is viewed as a period of high tension between supervisors and subordinates. The main recommendation on the basis of this finding is that there should be a regular and thorough training of officials at all levels within SRSA about the EPMDS and how it influences productivity. Other additional recommendations include, inter alia, that the identification of gaps on unsatisfactory performance should be made immediately after each performance period. Remedial interventions to address those gaps like training, retraining, coaching and counselling should be formulated, agreed upon and implemented.

The study recommends that the quality of training of invigilators should be improved in order to address the challenges experienced by invigilators and it should include all invigilators.

As any document production is not simple and spontaneous where rules are visible and can be learned or known independently, this study specifically examines the business documentation writing practices of Human Resource (HR) practitioners in the workplace to evaluate the relevance of the BKH 1120 English in Communication A business writing curriculum. The integration of the workplace social context is essential as writing practices encompass not only the physical act of writing, but include abstract cognitive processes and the contexts of the reader, writer, text and social environment that pertain to text processing and production. Therefore, this study intends to inform current HE academic business writing requirements as well as documentation structures and layout practices for the curriculum development of the BKH1120 Communication in English A module. The study used a qualitative research tool based on an ethnographic design. Although an ethnographic study demands that the researcher spends extensive time in the field, an alternative strategy is to conduct the research based on interviews as a thick description of depth and detail that interviewers seek in interviews can be found in the interviewees’ first hand experiences”. Content analysis was also used to analyse the interview responses as well as the document samples collected from the participants. This research study concluded that HE often does not often adequately prepare students for the social, ideological and collaborative workplace writing expectations. Therefore, HE programmes should make careful decisions on which workplace discourse practices to include in their teaching practices and design meaningful and realistic ways to equip students in to prepare them well to deal with workplace writing challenges.

- Description: The proposed study will focus on the dominant writing practices in the Human Resources (HR) workplace environment. Business writing is dominated by English and world Englishes as an international language, and users are increasingly second or foreign language speakers. As a result, business environments adopt English-only policies. As a result, the hegemony of English for business use has been entrenched. In addition, English has become a highly influential language in South Africa. - Description: The study focused on the factors influencing the procurement processes in the Supply Chain Management. The empirical part of the study was conducted at the Eastern Cape Provincial Planning and Treasury at Bhisho. The Supply Chain Management (SCM) is the organisation’s identification, acquisition, access, positioning and management of resources in order to attain its objectives. Supply Chain Management System is the South African reform process that the South African Government developed, for sound management of procurement activities within government. Section 195 (1) of the Constitution of South Africa, 1996 (Act 108 of 1996), sets out the basic values and principles governing public administration which include a high standard of professionalism, efficiency, economic and effective use of resources, and promoting transparency at all times. Section 217 (1) of the Constitution further states that when an organ of state contracts for goods and/or services it must do so in accordance with the system which is fair, equitable, transparent, competitive and cost effective. Treasury Regulation 16A.6 on the procurement of goods and services provides that procurement either by way of quotations or through competitive bidding processes must be within the thresholds as determined by the National Treasury, and in the case of procurement through bidding processes, the SCM system must provide for the establishment, composition and functioning of Bid Specification, Evaluation and Adjudication Committees. The departmental processes were measured against the applicable prescripts and the study revealed that the departmental processes were in line with the applicable legislation. Areas of concerns were however raised where the department needs to come up with innovative ways to implement the procurement processes to be economical and also to train the officials involved in procurement.
