The limited financial resources of a corporation the size of Grahamstown restricted its effectiveness to improve schemes of public works and public health, and further underlined the dependence of the city on the government for assistance. Grahamstown's transition was predominantly one of acceptance of a changed political, social and economic environment.

The "Civilised Labour Policy" and the private sector : the operation of the South African Wage Act, 1925-1937

- Description: The early history of South African industrial development has been approached from essentially two angles. One body of thought has concentrated on the adverse effect colour bars have had on the development of South Africa. It is argued that racial discrimination in industry originated from the racial prejudice of white workers and from state intervention in the economy. Opposed to that view is the interpretation that the colour bar originated out of the specific character and subsequent development of South African capitalism. This study approaches the debates and arguments through an analysis of the Wage Act of 1925. The industrial relations system which operates in South Africa has its origins in the legislation of the 1920s. It is based on the Industrial Conciliation Act of 1924 and the Wage Act of 1925. Very few systematic analyses of the Wage Act have been produced hitherto. Most commentators have focussed on single aspects of the Act, but very few have attempted an examination of the operation of the Wage Board which was established by the Act. The Wage Board was instituted as an element to promote the civilised labour policy in the private sector. Whereas the Industrial Conciliation Act operated to protect organised labour, the Wage Act concentrated on unorganised trades and sections of trades. Although empowered to investigate conditions in the mining industry, the Wage Board was never used to regulate wages in that industry under the Wage Act due to opposition from the industry. It was concerned solely with secondary industrial and manufacturing establishments because agriculture and domestic service were excluded from the Wage Act. The Wage Act was based on the principal of compulsory regulation. Determinations in terms of the Board's recommendations were binding on employees and employers alike. Complex procedures hampered the activity of the Board until 1930 when the Act was amended and simplified. The Board faced a great deal of opposition from manufacturers in its early years. But a cautious approach and the gradual implementation of determinations ensured that employers opposition soon changed to support when it became clear the Board was not an arbitrary one. The Board had to take a number of strict considerations into account. It could not recommend wages if its recommendation would affect the particular trade concerned adversely. It concerned itself with the promotion of efficiency in business, production costs, consumerism , the wasteful employment of labour, the length of the working day and the productivity of employees. As such it was used as a means to assist the necessary rationalisation and reorganisation of South African industry. It could not recommend wages without the Minister's express instructions if all the employees covered by a reference could not receive a civilised wage . Civilised wages were classified as wages at which employees could enjoy white standards of living. This clause effectively introduced a colour bar into wage determinations. It operated before 1930 to buttress Industrial Council Agreements to prevent the displacement of whites by Africans at lower rates. The Wage Board also considered investigations from unskilled, African workers. The Board was not permitted by law to discriminate against people of colour. Apart from the potential colour bar of wage regulation in general in South Africa, the Board was instructed in 1930 to refrain from issuing recommendations for African workers. Regulations were also altered to exclude Africans. The Wage Act declined in importance after the Great Depression as white workers were drawn closer to the wider-reaching Industrial Conciliation Act. The need to regulate African wages and to control African labour became more evident during the period of economic expansion in the 1930s. The Act was replaced in 1937 and the restrictions formerly placed on Africans were removed. The workforce had finally been separated with the provision of different industrial relations appartuses." "...Every industrial and commercial centre in England now possesses a working class divided into two hostile camps, English proletarians and Irish proletarians. The ordinary English worker hates the Irish worker as a competitor who lowers his standard of life. In relation to the Irish worker he feels himself a member of the ruling nation and so turns himself into a tool of the aristocrats and capitalists of his country against Ireland, thus strengthening their domination over himself. He cherishes religious, social, and national prejudices against the Irish worker. His attitude towards him is much the same as that of the 'poor whites' to the 'niggers' in the former slave states of the USA. The Irishman pays him back with interest in his own money. He sees in the English worker at once the accomplice and the stupid tool of the English rule in Ireland. This antagonism is artificially kept alive and intensified by the press, the pulpit, the comic papers, in short, by all the means at the disposal of the ruling classes. This antagonism is the secret of the impotence of the English working class, despite its organisation. It is the secret by which the capitalist class maintains its power. It begins at the point where Grahamstown's commercial importance in the Eastern Cape declines after a flourish of hopes in the prospects of the Port Alfred harbour as a means of bringing trade back to Grahamstown. The study concludes when the foundation of Rhodes University College in 1904, provides a new centre of development for the city.

- Description: I first read the diaries of Thomas Shone in 1971, when working on manuscripts in the Cory Library, Rhodes University, for the Dictionary of South African English on Historical Principles. The diaries were a significant source of South African English; but more than that, they created a moving and vivid picture of one man's life and personality, which made a deep impression. Written daily (unlike many other settler writings, which are reminiscences), the diaries proved to be a journey into the interior life of Thomas Shone, with all his guilt, pain and occasional joys, documented in his idiosyncratic style. Photographs show Thomas to have been a man with a determined, even hard, mouth, and piercing eyes under rather lowering brows. If he was like his son, Thomas junior, he was "erect and bright", and of the "typical Shone build, rather stumpy and fairly broad." His command of language suggests a good education and a sharp intellect, strangely at variance with his description as a labourer. His writing is imbued with the archaic ring of the King James Bible, and much of the charm of the diaries lies in their movement between the sublime and the mundane, as when Shone breaks a discussion of his need to be faithful to God, to note that "Sarah sat a hen on 22 eggs." Shone's diary is an intensely personal document, yet there are signs that he was at times conscious of a possible audience. His use of the phrase "My friends" to address his readers " is likely to have been part of a convention of the time, rather than overt acknowledgement of the presence of an audience; however at the most personal level of all, his relationship with his mistress, he was not explicit, but employed a form of code (.∶.) Furthermore, there is evidence that he kept a rough diary, from which he later made a neat copy. Thomas began his diary in order to record his attempt to stay away from drink, but his writing soon came to mean more to him than this. He gradually introduced notes on his daily activities, and his temptation to drink became just one part of a personal history. From 5 August 1838, when he first wrote of the loss of his wife, the diary became an important outlet for his misery. Despite his unhappiness, Thomas took delight in the use of sarcasm and wry humour to comment on the foibles of humanity. "Me and Billy went to Mandy's; I cut my thumb and three trees", he wrote; and "Indian corn bread makes my belly ache... (My relations have the mind ache; I believe it is worse than the belly ache.)" "Religion is flying away to other parts as fast as it can; the religion here is money, and Cattle and a covetious Spirit for other men's goods ", he grumbled of the Clumber community. The most effective (and prolonged) use of his gift for sharp conment may be found in his description of the watchnight service at Clumber. Shone seems to have possessed a natural flair for language, and used metaphor and simile to good effect, as in the following examples: "Now am I like a dove that as lost his mate"; Every thing seems quiet; I have still a war in my mind"; "Riches very often finds wing and flys away"; and "My mind is like the troubled sea, never at rest". He often showed an affinity for rhythm and alliteration, probably as a result of his familiarity with Biblical English: "These are my days of grief and sorrow"; "poor poverty"; and "Hard is my fate... all things seem to go contrary, strive which way I will." These examples of language provide a strong contrast with his reporting of everyday activities: Shone changes from one linguistic register into another in his movement from introspective to factual writing. At times Shone achieves an extraordinary vividness in his description of small incidents, as in his stories of encounters with monkeys, or his report of an altercation with his son Jack. One of the loveliest passages is his account of a day spent on his old location at Scott's Bottan. Thomas was "political" only insofar as politics touched his own life. For the political historian the diaries are frustrating; except for his descriptions of the War of Mlanjeni, Shone shows little interest in the wider issues of his time. However, the diaries show the complex web of relationships in a small community, and give insights into commercial interaction, domestic activities, marriage ties, religious attitudes, family behaviour and interpersonal conflicts, all set within the political tensions of the frontier society. As the diaries progressed, and Thomas Shone aged, he weed from being an active participant in the life of the frontier, to being an onlooker and commentator. Possessed of a mind (and tongue) which isolated him from many of his neighbours, he was no doubt also separated from his community by his relationship with Ann Hiscock and by his heavy drinking. The diaries became his vehicle for expressing the inexpressible; and in the end it was religion which gave him solace. It is the "interior" diary which provides much of the fascination which Shone's writings hold for the modern reader. Professor Guy Butler has pointed out that writing was a secondary activity for the settlers, whose chief preoccupation was survival in a difficult environment. Shone's diaries certainly reflect his economic struggle; but it is their portrayal of his pilgrimage through life which makes them remarkable.

Written daily (unlike many other settler writings, which are reminiscences), the diaries proved to be a journey into the interior life of Thomas Shone, with all his guilt, pain and occasional joys, documented in his idiosyncratic style. Photographs show Thomas to have been a man with a determined, even hard, mouth, and piercing eyes under rather lowering brows. If he was like his son, Thomas junior, he was "erect and bright", and of the "typical Shone build, rather stumpy and fairly broad." His command of language suggests a good education and a sharp intellect, strangely at variance with his description as a labourer. His writing is imbued with the archaic ring of the King James Bible, and much of the charm of the diaries lies in their movement between the sublime and the mundane, as when Shone breaks a discussion of his need to be faithful to God, to note that "Sarah sat a hen on 22 eggs." Shone's diary is an intensely personal document, yet there are signs that he was at times conscious of a possible audience. His use of the phrase "My friends" to address his readers " is likely to have been part of a convention of the time, rather than overt acknowledgement of the presence of an audience; however at the most personal level of all, his relationship with his mistress, he was not explicit, but employed a form of code (.∶.) Furthermore, there is evidence that he kept a rough diary, from which he later made a neat copy. Thomas began his diary in order to record his attempt to stay away from drink, but his writing soon came to mean more to him than this. He gradually introduced notes on his daily activities, and his temptation to drink became just one part of a personal history. From 5 August 1838, when he first wrote of the loss of his wife, the diary became an important outlet for his misery. Despite his unhappiness, Thomas took delight in the use of sarcasm and wry humour to comment on the foibles of humanity. "Me and Billy went to Mandy's; I cut my thumb and three trees", he wrote; and "Indian corn bread makes my belly ache... (My relations have the mind ache; I believe it is worse than the belly ache.)" "Religion is flying away to other parts as fast as it can; the religion here is money, and Cattle and a covetious Spirit for other men's goods ", he grumbled of the Clumber community. The most effective (and prolonged) use of his gift for sharp conment may be found in his description of the watchnight service at Clumber. Shone seems to have possessed a natural flair for language, and used metaphor and simile to good effect, as in the following examples: "Now am I like a dove that as lost his mate"; Every thing seems quiet; I have still a war in my mind"; "Riches very often finds wing and flys away"; and "My mind is like the troubled sea, never at rest". He often showed an affinity for rhythm and alliteration, probably as a result of his familiarity with Biblical English: "These are my days of grief and sorrow"; "poor poverty"; and "Hard is my fate... all things seem to go contrary, strive which way I will." These examples of language provide a strong contrast with his reporting of everyday activities: Shone changes from one linguistic register into another in his movement from introspective to factual writing. At times Shone achieves an extraordinary vividness in his description of small incidents, as in his stories of encounters with monkeys, or his report of an altercation with his son Jack. One of the loveliest passages is his account of a day spent on his old location at Scott's Bottan. Thomas was "political" only insofar as politics touched his own life. For the political historian the diaries are frustrating; except for his descriptions of the War of Mlanjeni, Shone shows little interest in the wider issues of his time. However, the diaries show the complex web of relationships in a small community, and give insights into commercial interaction, domestic activities, marriage ties, religious attitudes, family behaviour and interpersonal conflicts, all set within the political tensions of the frontier society. As the diaries progressed, and Thomas Shone aged, he weed from being an active participant in the life of the frontier, to being an onlooker and commentator. Possessed of a mind (and tongue) which isolated him from many of his neighbours, he was no doubt also separated from his community by his relationship with Ann Hiscock and by his heavy drinking. The diaries became his vehicle for expressing the inexpressible; and in the end it was religion which gave him solace. It is the "interior" diary which provides much of the fascination which Shone's writings hold for the modern reader. Professor Guy Butler has pointed out that writing was a secondary activity for the settlers, whose chief preoccupation was survival in a difficult environment. Shone's diaries certainly reflect his economic struggle; but it is their portrayal of his pilgrimage through life which makes them remarkable.

As General Superintendent of Wesleyan mission work in "South Eastern Africa", Shaw also had oversight of work in the Bechuana country, but that lies outside the scope of this thesis and requires independent examination. Shaw wrote of the work of the missionary - with his own work firmly in mind, " ... I am fully satisfied ... that wherever there is a British colony in juxtaposition with heathen tribes, or natives, it will be our wisdom to provide for the spiritual wants of the Colonists, while at the same time we ought not to neglect taking earnest measures for the conversion of the heathen."¹ Such an approach made Wesleyan endeavours almost unique in mission history. - Description: [Preface]:In 1862 Grahamstown acquired the dignity, pride and responsibility of full municipal status by its own Act of Incorporation. Ibis Act marked the consolidation of Grahamstown's era of local government by its vigorous and far-sighted Municipal Board of Commissioners, which was established in 1837 and has been examined in depth in K.S. Hunt's thesis on Grahamstown municipal government up to 1862. Clearly, the year 1862 is the logical beginning for a further study of Grahamstown's changing position in the Eastern Cape and its development in the practice of local government during the crucial decades of the 1860's and 1870's. But the choice of 1882 to mark the end of this thesis is in some ways arbitrary. 1882 does not appear to be a turning point, a year of major significance in either the history of Grahamstown or of the Colony as a whole. Besides the convenient time-span of twenty years, there are various factors which, taken together, explain why 1882 is a useful date of demarcation from which to take stock and review Grahamstown's economic, political, social and municipal position after two vital decades in its history. In the civic sphere,the opening of Grahamstown's Town Hall made tangible,in solid Victorian design,a long held ambition of the City Councillors. Buildings, in Victorian attitudes, throughout the British Empire, were regarded as very important civic symbols. One can learn much of Grahamstown Victorian attitudes from the lengthy process of attaining a Town Hall. A much more elaborate ceremony surrounded the opening of the Jubilee Tower, an occasion for assessing the influence of Grahamstown's Settler heritage on the development of the town. Municipal problems concerning finance, water and "native" locations remained thorny questions as they had throughout the period 1862-32. Generally 1882 was a year of transition for Grahamstown and the Colony as a whole. Economically it appeared to start prosperously but 1882 actually marked the beginning of a severe depression which lasted until 1386. It is important to consider how Grahamstown’s economic development relates to the overall economic picture of the Cape Colony at this juncture. Though ostrich feather prices remained high in 1882, the ensuing depression was caused partly by the rapid overexpansion of the industry but most important of all, by a reaction to an inflated era of confidence during the diamond boom years of the 1870's and their consequent easy Bank credit plus intense speculation. Politically 1882 also appeared a year of transition. How to maintain the uneasy peace after the Basuto war remained a constant challenge to Scanlen's ministry. The beginnings of active party conflict in the workings of responsible government were evident only in embryo. The rapid growth of the Afrikaner Bond was to change this. Specifically in relation to the practice of local government in the Cape Colony, the General Municipal Act No. 45 was passed during the Parliamentary session of 1882, enabling any town to seek incorporation. The query is raised as to how far the modus vivendi of the Grahamstown municipality helped frame the clauses of this general Municipal enabling Act. For these various reasons, as well as the additional one that twenty years was found to offer a manageable research unit, 1882 has been decided on as the limit of this thesis. This thesis aims, through a careful examination of Grahamstown's economic, political but particularly civic development, to determine and trace the nature of the Grahamstown community's response to the challenge of the gradual isolation of the 1860's and 1870's. Study has been made of the following major primary sources for the history of Grahamstown 1862-1882: the Grahamstown Municipality records, complete except for incoming letters and housed in the Cape Archives, und the Grahamstown newspapers for the period. The most prolific as well us the most valuable newspaper source of the period is The Grahamstown Journal, a newspaper with a tradition firmly bound up with the formulation of frontier as well as Grahamstown thought, kingpin of the network built up by the successors of Robert Godlonton, the "architect of frontier opinion". It has to be treated with caution as a source because of this very bias. The Council Minutes themselves, meticulously recorded in the Town Clerk's copperplate Victorian script, are scrupulously objective, recording blandly proposers, seconders and fates of motions. What might appear the bare bones of a detailed study of the municipal records yet reflects the economic climate of the town, political opinions, class and race attitudes, civic pride, concepts of public health and charity. The newspapers are a vital addition to the Municipal records themselves. The weekly meetings received faithful, accurate and very copious coverage from press-representatives present at every ordinary meeting. Indeed these reports give a vivid immediacy to the meetings and reveal opinions, pressure groups and lines of conflict within the Council, on issues important and trivial. These, at times lively and enlivening, sometimes stormy meetings, are reported with an authenticity which makes one suspect that often words of speeches were given verbatim - personalities of the Councillors certainly emerge distinctly. Full newspaper coverage is also given to the meetings of the Albany Divisional Council. The annual reports of the Civil Commissioners and Resident Magistrates, which appear in the Parliamentary Blue Books of the period, provide some valuable economic comment on the vicissitudes of life in the eastern frontier districts from 1862-1882. Such information builds useful background for a study of Grahamstown's economic and social development. Efforts have been made to locate probable sources of family papers of one of the most influential Grahamstown families of the period, the Wood family, but to no avail. If any exist they would without doubt have given interesting insight into the business connections of leading Grahamstown men and possibly given an indication of how far civic and political connections linked with religious and family influences in Victorian Grahamstown. Jim's Journal, manuscript in Cory Library, is a record of letters sent home to England by James Butler, while on a visit to the Cape,1876-79 for his health. He provides illuminating glimpses into the day to day life of Grahamstown from a Quaker viewpoint. Taken together, these sources provide considerable insights into the life and times of Grahamstown in the second half of the nineteenth Century. A municipal study examines an area in its totality: it encompasses a study of minutiae within the context of general trends. This fact alone suggests that there are many sources on the history of Grahamstown which have not yet been discovered, but this assessment is submitted on the basis of a thorough study of those which are currently available.

A reappraisal of the governorship of Sir Benjamin D'Urban at the Cape of Good Hope, 1834-1838

- Description: Preface: Sir Benjamin D'Urban only spent four years as Governor of the Cape Colony, yet to many people he is one of the most easily identifiable of all British Governors. The principal reason for this, it seems, is the continuing emphasis placed upon his short-lived settlement of the Colony's troublesome eastern frontier in 1835. The main objectives of this thesis have been to examine some of the most notable analyses of that settlement together with an attempt to remove D'Urban's governorship from the narrow and controversial confines imposed by his frontier policy. I have tried to place his governorship in the wider context of his day, examining the various controls upon him, and his overall role as Governor together with some of his administration's less well known but ultimately equally important aspects. In effect, I have tried to view D'Urban in 'the round '. The thesis makes no pretence at being a complete survey. Several important and possibly contributory aspects to a fuller understanding of D'Urban's Cape interlude - notably his ten years in various executive positions in the West Indies and British Guiana, and his period as commander-in-chief of the British army in Canada - were beyond the reach of anything more than a cursory review. Presumably there are documents relative to this period of D'Urban's life in the Archives in Montreal, Georgetown and London. D'Urban's reputation in South Africa continues to rest upon the short-lived system he established in 1835 and the great promise for future relations between black and white that many authors then and since saw in it, or alternately failed to see in it. With this in mind, and the realisation that 145 years and a succession of Governors, High Commissioners and Prime Ministers have passed since 1835, the following extract from the front page of The Daily Dispatch of 10 May, 1980, is revealing. It was reported that the Ciskei government demanded "all the land between the Kei and Fish Rivers, the Indian Ocean and the Stormberg Mountains to form the territory of an independent Ciskei ." The fundamental questions of to whom the land belongs and of how to establish a just modus vivendi with the Xhosa, which plagued both D'Urban's short administration and the Colonial Office for much of the Nineteenth Century are still with us today. Any analysis of his four year period as Governor of the Cape must necessarily be tempered by this realisation.

- Description: Preface: Sir Benjamin D'Urban only spent four years as Governor of the Cape Colony, yet to many people he is one of the most easily identifiable of all British Governors. The principal reason for this, it seems, is the continuing emphasis placed upon his short-lived settlement of the Colony's troublesome eastern frontier in 1835. The main objectives of this thesis have been to examine some of the most notable analyses of that settlement together with an attempt to remove D'Urban's governorship from the narrow and controversial confines imposed by his frontier policy. I have tried to place his governorship in the wider context of his day, examining the various controls upon him, and his overall role as Governor together with some of his administration's less well known but ultimately equally important aspects. In effect, I have tried to view D'Urban in 'the round '. The thesis makes no pretence at being a complete survey. Several important and possibly contributory aspects to a fuller understanding of D'Urban's Cape interlude - notably his ten years in various executive positions in the West Indies and British Guiana, and his period as commander-in-chief of the British army in Canada - were beyond the reach of anything more than a cursory review. Presumably there are documents relative to this period of D'Urban's life in the Archives in Montreal, Georgetown and London. D'Urban's reputation in South Africa continues to rest upon the short-lived system he established in 1835 and the great promise for future relations between black and white that many authors then and since saw in it, or alternately failed to see in it. With this in mind, and the realisation that 145 years and a succession of Governors, High Commissioners and Prime Ministers have passed since 1835, the following extract from the front page of The Daily Dispatch of 10 May, 1980, is revealing. It was reported that the Ciskei government demanded "all the land between the Kei and Fish Rivers, the Indian Ocean and the Stormberg Mountains to form the territory of an independent Ciskei ." The fundamental questions of to whom the land belongs and of how to establish a just modus vivendi with the Xhosa, which plagued both D'Urban's short administration and the Colonial Office for much of the Nineteenth Century are still with us today. Any analysis of his four year period as Governor of the Cape must necessarily be tempered by this realisation.

In choosing Graaff- Reinet, I felt that being a close-knit community , with its urban and rural populations closely associated with each other, and the white, coloured and black sections of the population interdependent, it adequately represented a microcosm of South Africa as a whole. Then, too, Graaff- Reinet was ideally suited to illustrate the reality, that in South Africa during the Depression " the farmers were the most heavily hit of all". ² The single most significant product of the Graaff- Reinet district was wool, which at the time of the Depression was South Africa's second most important export, and consequently the well-being of the whole district depended largely on the market performance of this product . During the Depression the price of wool dropped drastically and the Graaff-Reinet farmers suffered in consequence . Graaff-Reinet also went, almost according to a blueprint, through the general phases of the Depression. The privations of the farming community led to the financial embarrassment of the local financial institutions causing their collapse , which in its turn led to the widespread hardship of everyone in the town. But these events all had a particular Graaff-Reinet quality, and the twists to the general outline are rooted deep in the local character of the district . Historically Graaff-Reinet is extremely interesting. It is the fourth oldest town in South Africa, being established in 1786, and in studying Graaf-Reinet one cannot but become conscious of the immense tradition and the awareness of history , which all its people have. The study itself starts with a general outline of the Worldwide Depre ssion, its causes and results, then moves on to the Depression in South Africa . The study of Graaff-Reinet in the Depression is divided into three basic sections, the Farmers, the Townspeople, and the Politics of Graaff-Reinet during the Depression. All three contain their own sub-divisions dealing with different aspects. In the Graaff-Reinet sections are included references to national events, tying them to, and explaining the course of, local happenings. In short the study becomes the story of how the Depression effected the people of Graaff-Reinet, how they suffered during this period and how they reacted to it. The arrival of the trekboers in the 1830s heralded the beginning of the land problem in Griqualand West, and the situation worsened with the discovery of diamonds and the subsequent influx of land-hungry Whites. By the 1870s the stage was then set for a major clash between Blacks and Whites with land as the central focus. The Griqualand West Administration tried to rectify this situation in 1875 by setting up a Land Court under Judge Andries Stockenström. Stockenström's judgment was highly controversial, as many Griqua and Blacks lost land, although no land which had been claimed by a Griqua or Black was granted to a White. As Stockenström had not resolved the land problem, the Griqualand West authorities brought in Captain Charles Warren to settle the matter of land ownership in the Province. The Warren Report was considered by all concerned to be fair, but it did not prevent the outbreak of hostilities in 1878. The two main foci of this study are, then, land ownership and the Rebellion and the link, if any, between them. The main sources for the work have been the Griqualand West archive in the Cape Archives, for the period 1872-1880, and various newspapers. The Cape and Imperial Blue Books were useful sources, especially on the military history of the rebellion. Interviews conducted in Bophuthatswana and Griqualand West clarified many obscure points and raised others, most of which have been answered in this work. The Warren Report was considered by all concerned to be fair, but it did not prevent the outbreak of hostilities in 1878. The two main foci of this study are, then, land ownership and the Rebellion and the link, if any, between them. The main sources for the work have been the Griqualand West archive in the Cape Archives, for the period 1872-1880, and various newspapers. The Cape and Imperial Blue Books were useful sources, especially on the military history of the rebellion. Interviews conducted in Bophuthatswana and Griqualand West clarified many obscure points and raised others, most of which have been answered in this work. - Description: This work makes no pretence at being a comprehensive account of the War of Ngcayecibi and its context in Cape and Imperial History. It omits all but passing reference to Imperial Policy, Frere's Federation plans, the Constitutional Crisis and the dismissal of the Molteno Ministry, all of which have been more than adequately covered elsewhere. Rather it concentrates on a study of the war in terms of black/white relations. The responses of the blacks to white pressures on their land and traditional society are examined, particularly those of Sarhili and the Gcaleka, for Sarhili, the gentlemanly but tragic Paramount Chief of the Xhosa, is the central figure in the canvas of black Ciskeian and Transkeian leaders of the time, and the War of Ngcayecibi is very much a Xhosa war. I have tried to avoid a conventional account of the military operations of the war, sketching only the broad outlines of military operations and concentrating on the strategies adopted by black and white forces, and the reasons for which various black chiefdoms or segments thereof participated in the war. Orthography. The matter of orthography is a tricky one, for Xhosa orthography has been recently overhauled and is not yet finalised. I have attempted with the aid of Mr Sidney Zotwana of the Institute of Social and Economic Research at Rhodes University to adopt the most acceptable forms of Xhosa names. I have dropped the use of all prefixes since I felt their use would have been pedantic in what, after a11, is an English language thesis and since there is no chance of confusion between historical figures like Gcaleka and the amaGcaleka people. Sources. The documents printed in Cape an~ Imperial Blue-Books, especially the Cape Blue-Books, on Native Affairs for the years 1874-1884, and the correspondence in the Native Affairs Archive in the Government Archives in Cape Town, proved to be the most valuable official and semi-official sources. The Merriman and Molteno Papers in the South African Library in Cape Town were the most useful private papers consulted, though odd items in the Cory Library, Rhodes University, Grahamstown, proved of use. The rash of memoirs published after the war were, with exceptions, singularly unilluminating. Most prominent amongst the exceptions was West W. Fynn: The'77 War ••• (East London, 1911), an account of the war written by the Clerk of the Resident to Sarhili. Although Fynn has a grudge against treatment he received from the Colonial Government at the time, and is not above dramatising his role, he was in an unparalle11ed position to observe the events leading up to the war and records much valuable information. The voluminous notebooks in Cory Library of the late Dr A.W. Burton, an amateur Border historian who had researched the war, were interesting but difficult to use because of an almost total lack of footnoting or reference to sources. J.R. Soga's two works, The South Eastern Bantu (Johannesburg, 1930) and The Ama-Xosa: Life and Customs (Lovedale, 1931) are well known and proved useful but, as will be seen, have to be treated with care. Of more modern works, J. Peires: "A History of the Xhosa c.1700-1835" if (unp. M.A. thesis, Rhodes University, 1976) proved invaluable as a background to Xhosa society and earlier Xhosa history. The works of Christopher Saunders, who has written much on topics related to the war, were indispensable. C.J. Schoeman: "Die Negende Grensbotsing" (unp. M.A. thesis, University of Port Elizabeth, 1976), the one general study of the war thus far written, covers military operations at great length and is a work very much in the mould of traditional Afrikaner Frontier Historiography.
