Newspapers' institutional voices in Zimbabwe : speaking to power through editorials between 1 June and 31 December 2013

- Description: This study investigates the complex role editorials – a newspaper's institutional voice – play in highly-polarised political contexts. Employing Van Dijk's insight that editorials "are usually not only, and even not primarily, directed at the common reader: rather they tend to directly or indirectly address influential news actors" (1992: 244), the study focuses on how the editorials of two Zimbabwean daily newspapers – The Herald, a perceived pro-government newspaper, and NewsDay, a perceived pro-opposition newspaper – speak to those in power. The study looks at these two newspapers' editorials from 1 June to 31 December 2013, which covers the period prior to, during and after the 2013 national elections. The 31 July, 2013 elections took place after four years of an uneasy government of national unity (GNU), which comprised ZANU-PF and the two MDC formations (Raftopoulos, 2013:978). Given the polarisation that is pervasive in the Zimbabwean politics and media, the study draws on Hallin and Mancini (2004)'s "Polarised Pluralist Model". In this model the media are used as instruments of struggle in conflicts, sometimes by dictatorships and by movements struggling against them, but also by contending parties in periods of democratic politics (Hallin and Mancini, 2004:61). Further, the methodological approach that informs this study is primarily qualitative. A qualitative content analysis of 30 editorials seeks to identify themes covered in the editorials. The study also employs a rhetorical analysis of 12 editorials and in-depth interviews and these form the adopted three-stage research design. The findings of this research somewhat contradict the common view in Zimbabwe that the privately-owned media blindly support the opposition while the stateowned media do the same to ZANU-PF (Chari, 2009:10; Mabweazara, 2011:110). Although The Herald openly supported ZANU-PF prior to the election, it shifted after the election as it pushed the ruling party to fulfill pledges made on the campaign trail. Some ZANU-PF officials were also censured by The Herald, although this selective criticism can be linked to factionalism in the party. NewsDay editorials reminded the newly formed government to mend the economy and provide basic services. While, the daily constantly censured Mugabe and ZANU-PF prior to the election, it also occasionally berated the MDC, which can be attributed to its participation in the GNU as that took away the privilege it previously had of not being hold accountable by the press.

Specifically, the study examines the meanings that the selected audiences make after watching the film. Drawing on the tradition of ‘reception studies’, the data for this study was generated through focus group discussions. These discussions were preceded by thematic analysis of the film and its script. An analysis of the audiences’ responses reveals that Chumo, mostly, successfully conveyed new knowledge about malaria in pregnancy, and reinforced existing knowledge bases about the disease. The audiences were able to ‘decipher’ most of the preferred meanings (of the producers) with regard to the disease, particularly in relation to the transmission of the disease and its prevention in pregnant woman. For example, the analysis indicates that both women and men become more aware of the importance of attending antenatal care sessions at local clinics (hereafter ANC). An interesting finding is that men, mostly, expressed a reluctance to attend ANC with their wives because they fear having to undergo HIV/AIDS testing. Men also expressed the sentiment that attending ANC is a women’s responsibility. The discussion groups also raised issues about the use of insecticide-treated nets - some people believe that using them will affect their health because of the chemicals used to treat the nets. From the reception analysis, various other meanings and themes, relating to the choice of storylines and gender stereotypes used in the story, were raised in discussion. The study attempted to assess whether the storyline was advantageous in conveying the core educational messages, or if some elements of the storyline either ‘got in the way’ or reinforced gender roles in ways that may or may not be helpful in terms of combatting malaria in pregnancy. The study also found that Chumo stimulated interpersonal communication, which may trigger behaviour change. It can be demonstrated, at least for the participants in these focus groups, that the film motivated positive attitudes towards behaviour change, i.e. created at least some intention to change. However, interpersonal communication and attitude to change are not, of course, actual change of behaviour: these elements only indicate the possibility of behaviour change in the future. Further study needs to be undertaken to explore whether the actual change took place and whether the change is a result of the exposure to Chumo.

- Description: This thesis examines the complex ways in which notions of the public interest and commercial imperatives intertwine in journalism practice. It does this through a study of the 2004 takeover and relaunch of the Sowetan newspaper, the highest circulation daily in South Africa throughout the 1990s and an institution of black public life. The ‘public interest’ and ‘the commercial’ are recurring ideas in journalism scholarship and practice, and the relaunch appeared to be a challenge to reconcile the Sowetan’s commercial challenges with its historical responsibility to a ‘nation-building’ public. However, the research shows that the public/commercial aspects of journalism were inextricably entangled with Sowetan’s organisational culture, which was the matrix through which its journalism practice was expressed. Conflict in the organisation over the changes was not simply a contest between commercial realities and the public interest, with journalists defending a responsibility to the public and managers pushing commercial solutions, but a conflict between the culture of Sowetan “insiders”, steeped in the legacy of the newspaper, and “outsiders”, employed by the new owners to effect change. Another conclusion of the research is that commercial “realities” – often conceptualised as counter to the public interest – are highly mutable. Basic conditions, such as a dependence on advertising, exist. However, media managers must choose from a range of strategies to be commercially viable, which requires risk-taking, innovation and, often, guesswork. In such situations, the ‘wall’ between media managers and senior editors is porous, as all executives must manage the relationship between business and editorial imperatives. Executives tend to overlook culture as a factor in changing organisations, but I argue that journalism could benefit from engaging with management theory and organisational psychology, which offer ways to understand the specific dynamics of the organisation. Finally, I argue that the case of the Sowetan throws into question the idea that there may be a broadly universal journalism culture. The attachment of Sowetan journalists to their particular values and practice suggests that forms of journalism evolve in certain contexts to diverge from the ‘professional’ Anglo-American modes. These ‘journalisms’ use similar terms – such as the ‘public interest’ – but operationalise them quite differently. The responsibility to the public is imagined in very different ways, but remains a significant attachment for journalists.

Tug of war : a critical discourse analysis of Punch and Daily Trust newspapers' coverage of polio eradication in Nigeria

- Description: The resurgence of the polio virus in Nigeria following vaccine rejections poses a severe threat to the total worldwide eradication of polio. Vaccine refusals are a huge problem in Nigeria, especially in the North, which accounts for about 60 percent of polio cases in 2013. These refusals were informed by claims that polio vaccines contained anti-fertility properties that were designed by the ‘West’ to reduce the Muslim population. These claims and subsequent vaccine rejections culminated in the killing of health workers during an immunisation exercise in February 2013. This study is an analysis of the coverage of the polio eradication controversy by two newspapers- Punch and Daily Trust, following the killings of the health workers. Daily Trust is situated in Northern Nigeria, while Punch is situated in the South. The choice of these newspapers is based on the argument by Ayodele (1988) and Omenugha (2004) that the Nigerian press has been accused of escalating tension in the country because they view many aspects of the Nigerian reality from the lenses of religious, political and cultural prejudices. Because it is a text-based study, the chosen research method is Fairclough’s (1995) model of Critical Discourse Analysis (CDA), following a preliminary thematic content analysis. In addition to Fairclough’s model, the study employs textual analytic tools such as narrative analysis and rhetoric/argumentative analysis. The selected texts, which comprise editorials and news stories are analysed based on the themes identified during the thematic content analysis. The study concludes that while the two newspapers differ in their locations and stylistic approach to news, they are similar in their coverage of the polio eradication crisis. They both side with the Federal Government and help perpetuate the South versus North animosity thereby ignoring the intricacies involved in the polio eradication controversy.

- Description: Radical social and economic changes have transformed the employment opportunities available to black men in South Africa, and consumer magazines like Destiny Man have been quick to respond. Historical shifts in the configuration of an ideal black masculinity have been proposed over time in magazine representations of black men. Critiques of the representations of black men in consumer magazines pre- and post- independence interrogate the politics of the ways in which black masculinity has been, and is, configured around classed identities. In this study, I present the findings of a critical discourse analysis (CDA) on the construction and representation of masculinity within a contemporary South African’s men’s lifestyle magazine, Destiny Man. This study presents an analysis of the subject positions that this magazine constructs for its male readers. Destiny Man proposes particular kinds of discursive subjects in its sets of representations, both in word and image. The images and copy validate a neo-liberal elite masculinity achieved through self-surveillance and a variety of technologies of self, with the ultimate focus on material success. I argue that these representations have implications for the development of masculinities in a context marked by extreme inequality.

- Description: This research focuses on the controversy surrounding the exhibition and media publication of Brett Murray’s painting, The Spear of the Nation (May 2012). It takes the form of a qualitative Critical Discourse Analysis (CDA), underpinned by Fairclough’s (1995) three-dimensional approach, to investigate how the contesting discourses articulated by the ruling political party (the ANC) and the news media have been negotiated in the City Press coverage in response to the painting. While the contestation was fought ostensibly on constitutional grounds, it arguably serves as an illustrative moment of the deeply ideological debate occurring in South Africa between the government and the national media industry regarding media diversity, transformation and democracy. It points to the lines of fracture in the broader political and social space. Informed by Foucault’s conceptualisation of discourse and the role of power in the production of knowledge and ‘truth’, this study aims to expose the discourses articulated and contested in order to make inferences about the various ‘truths’ the ANC and the media make of the democratic role of the press in a contemporary South Africa. The sample consists of five reports intended to represent the media’s responses and four articles that prominently articulate the ANC’s responses. The analysis, which draws on strategies from within critical linguists and media studies, is confined to these nine purposively sampled from the City Press online newspaper texts published between 13 May 2012 and 13 June 2012. Findings suggest the ANC legitimise expectations for the media to engage in a collaborative role in order to serve the ‘national interest’. Conversely, the media advocate for a monitorial press to justify serving the ‘public interest’. This research is envisioned to be valuable for both sets of stakeholders in developing richer understandings relevant to issues of any regulation to be debated. It forms part of a larger project on Media Policy and Democracy which seeks to contribute to media diversity and transformation, and to develop the quality of democracy in South Africa.

It takes the form of a qualitative Critical Discourse Analysis (CDA), underpinned by Fairclough’s (1995) three-dimensional approach, to investigate how the contesting discourses articulated by the ruling political party (the ANC) and the news media have been negotiated in the City Press coverage in response to the painting. While the contestation was fought ostensibly on constitutional grounds, it arguably serves as an illustrative moment of the deeply ideological debate occurring in South Africa between the government and the national media industry regarding media diversity, transformation and democracy. It points to the lines of fracture in the broader political and social space. Informed by Foucault’s conceptualisation of discourse and the role of power in the production of knowledge and ‘truth’, this study aims to expose the discourses articulated and contested in order to make inferences about the various ‘truths’ the ANC and the media make of the democratic role of the press in a contemporary South Africa. The sample consists of five reports intended to represent the media’s responses and four articles that prominently articulate the ANC’s responses. The analysis, which draws on strategies from within critical linguists and media studies, is confined to these nine purposively sampled from the City Press online newspaper texts published between 13 May 2012 and 13 June 2012. Findings suggest the ANC legitimise expectations for the media to engage in a collaborative role in order to serve the ‘national interest’. Conversely, the media advocate for a monitorial press to justify serving the ‘public interest’. This research is envisioned to be valuable for both sets of stakeholders in developing richer understandings relevant to issues of any regulation to be debated. It forms part of a larger project on Media Policy and Democracy which seeks to contribute to media diversity and transformation, and to develop the quality of democracy in South Africa.

As a result of the constraining political environment in which the newspaper operated, potential advertisers were afraid of placing advertisements in the newspaper because of the nature of the content produced, which in view of Zimbabwe’s rival ethnic history, could easily be labelled ethnically divisive. Also, being a new player in the market worked to their disadvantage as prospective advertisers opted to place their adverts in “tried and tested” publications (Zimpapers and Alpha Media Holdings). Additionally, because of poor management, roles were not clearly defined and hence the newspaper failed to operate as a business enterprise. As noted during interviews with junior reporters, there was little or no experience at management level. The paper lacked a coordinated circulation strategy and from inception, was never officially launched, which resulted in the failure to reach significant audiences.

This study examines the factors shaping the audiences’ readings of the programme and seeks to establish whether the mass media has determining power on its audience in the reception of messages or if the audiences (women) have interpretive freedom. Using Hall’s (1980) Encoding/ Decoding model, the study examines the factors that influence the audiences’ choice in making preferred, negotiated or oppositional readings and the arguments they advance in line with those readings. While the interviews revealed that most of the female listeners “negotiated” the dominant encoded meanings, seeking their relevance to their varied situations and contexts (O’ Sullivan et al. 1994:152; Ang 1990: 159), of interest is the manner in which the women dealt with the discourse of patriarchy within the context of promoting women empowerment. The contestation between women empowerment and addressing patriarchy reflected the subverted notions of maintaining the status quo, while applauding the women’s commitment and ability to interrogate the practicality of issues under discussion and drawing lessons relevant to their day to day lives prior to making the preferred reading. As such, the study revealed that preferred readings are not always automated, but can be a result of intense interrogation among media audiences.

- Description: This thesis argues that there is a clear imbalance in the representation of crime in the newspaper, Grocott’s Mail, in Grahamstown, in the Eastern Cape of South Africa. The thesis concludes that the system of marginalisation and segregation which was established during the apartheid era is the foundation for the continued segregation and marginalisation of certain groups of people in Grahamstown as depicted in crime journalism. Previous research shows that not only people, but spaces are marginalised through media representations of crime. As people are represented as dangerous, so too the spaces they occupy become dangerous spaces. Importantly, the research shows that discourses of marginalisation are present in newspaper reports reproducing the discourses prominent in society, and in turn, the newspaper itself perpetuates these marginalising discourses. This extends into the coverage that different crimes receive in newspapers. For instance, the reports show that a middle-class audience will be more concerned with property crime in middle-class neighbourhoods, than other crimes in lower-class neighbourhoods. I argue that not only the type of crime, but the severity, the effect, and the necessity for justice represented by the newspaper, are all largely determined by the region of the crime. Further, I show that the criminal is not only demonised and represented as individually deviant in the reports in the newspaper, but that these representations are made by this newspaper because they are deeply imbedded as a discourse in society. This is partly because this newspaper has taken on a monitorial role, requiring neutral reporting from journalists, and a dedication to surveying the processes of state institutions, like the police and courts. As a result, the ways in which crime is reported on in the newspaper is fairly well fixed, making it difficult for journalists to conceive of different ways of reporting crime. The representations of the criminal justice system that the monitorial media, this newspaper included present, are a careful balance between the interest of the public, and the need to preserve relationships with sources. The monitorial media in general, and this newspaper in particular, represent the criminal justice system. The relationship between the police and the newspaper, and the courts and the media, therefore strongly influences the way in which crime news is reported. In particular, crime news is represented from the perspective of the criminal justice system. This research was carried out using Critical Discourse Analysis, qualitative interviews, and focus group interviews.

The study attempted to establish how a selected group of Afrikaans-speaking students consisting of Whites, Coloureds and Blacks interpret the work of Die Antwoord as well as their own Afrikaans identity. The purpose of the study was to interrogate the relationship between artistic media, citizenship and belonging to a particular group. The thesis reports on the ways in which interviewees in the group discussions responded to notions of identity, whiteness, class, race, hybridity and creolization registered in the music video which was used to prompt the discussions. Finally the thesis reports on findings regarding the relationship between citizenship and the artistic media. The enormous change in the socio-political position of Afrikaans-speakers in the post -1994 dispensation provides the social context of the study. The project utilised qualitative research and a reception study of the music was undertaken by means of focus group discussions in order to arrive at thick descriptions in an attempt to understand the contextual behaviour of the participants. It was postulated that Die Antwoord provides a discursive site within which audiences could generate their own innovative meanings regarding being Afrikaans. While there was no clear indication that the identities of the participants was constructed by the media, the video prompted discussions regarding identity and provided evidence that media texts are capable of stimulating an interrogation of identities. It emerged that all participants, while abandoning some aspects of Afrikaans culture, strongly embraced and highly valued the language. Participants did not regard race as an important aspect of citizenship. Vociferous discussions regarding class demonstrated how media texts can influence citizenship. Discussions about hybridization and creolization demonstrated how the media can challenge received conceptions regarding citizenship. Responses provided evidence that the media could stimulate new forms of citizenship and contribute to the inclusion of previously excluded subjects. The research findings clearly demonstrate links between artistic media, citizenship and belonging to a group of Afrikaanses rather than Afrikaners. Post- 1994 young Afrikaans-speakers in this study provided clear evidence that they are exploring new and alternative ways of being Afrikaans.

The study surveys the frequency of appearance of anonymous sources in this newspaper for the period of one year from January 2011 to December 2011. Then the study considered how this practice is viewed and understood by the wider journalistic community in Tanzania as well as looking into how the journalists and owners of Raia Mwema make choices about attributing their journalism. Lastly, the study engaged with particular readers to understand what sense they make of this practice in the wider landscape of Tanzanian media and the post-repressive political situation. The study makes use of theories of the sociology of news production so as to understand the context in which Raia Mwema has routinised the practice of anonymous attribution and whether the journalistic community and newspaper readers find the practice credible. The study also employs reception analysis in order to understand to what extent Raia Mwema readers negotiate and make sense of the mainly political, and often critical, media messages they get from newspaper. In this way, it introduces the importance of the reader in the production of meaning and of assessment of credibility of journalism. The interviews – ranging from journalists working at the paper, through the wider journalistic community and taking in the readership of the paper – show that theoretical considerations of journalistic credibility must take into account the political, social and media context in which journalism is produced. Pronouncements on the overuse of anonymous sources, without understanding the way readers and journalists negotiate the complexities of an actual situation, do not tell us much about credibility and how readers understand the messages they are given. From this study, it is clear that in African countries embarking on opening media systems, credibility involves more factors than have been discussed in the literature and that readers and journalists are sophisticated consumers and producers of media messages in countries that place a host of obstacles in the way of investigative journalism and open political communication.

Lastly, the study engaged with particular readers to understand what sense they make of this practice in the wider landscape of Tanzanian media and the post-repressive political situation. The study makes use of theories of the sociology of news production so as to understand the context in which Raia Mwema has routinised the practice of anonymous attribution and whether the journalistic community and newspaper readers find the practice credible. The study also employs reception analysis in order to understand to what extent Raia Mwema readers negotiate and make sense of the mainly political, and often critical, media messages they get from newspaper. In this way, it introduces the importance of the reader in the production of meaning and of assessment of credibility of journalism. The interviews – ranging from journalists working at the paper, through the wider journalistic community and taking in the readership of the paper – show that theoretical considerations of journalistic credibility must take into account the political, social and media context in which journalism is produced. Pronouncements on the overuse of anonymous sources, without understanding the way readers and journalists negotiate the complexities of an actual situation, do not tell us much about credibility and how readers understand the messages they are given. From this study, it is clear that in African countries embarking on opening media systems, credibility involves more factors than have been discussed in the literature and that readers and journalists are sophisticated consumers and producers of media messages in countries that place a host of obstacles in the way of investigative journalism and open political communication.

In the advertisements of FHM and Men’s Health there is interplay between the latter two as global and regional brands both advertise in these magazines. To investigate the portrayal of masculinities in these publications, this study first undertakes a content analysis to survey the “general landscape” of representation in the advertisements and then performs a critical discourse analysis to uncover “thick description” of the production of masculinity. The content analysis, finds that the advertisements in the sample validate both white and heterosexual forms of masculinity. The sample is comprised mostly of white males, white females and black males, generally proposing forms of hegemonic masculinity, emphasised femininity and complicit masculinity respectively. The representation of white males and black males is different both in terms of the frequency of representations and in the types of representations. I argued that a certain tension inhabits the resulting representations, which try to be inclusive of a multi‐racial South Africa, yet do so within a clearly hierarchical structure. An in‐depth analysis of eight texts, informed by Fairclough’s model of critical discourse analysis and Kress & van Leeuwen’s framework for visual analysis, finds similar results to the content analysis while providing insight into how various discourses produced the representations, particularly within non‐narrative advertisements.

The study analysed media content from Thisday newspapers, drawing on the four dimensions of frames identified by Entman: define problems, diagnose causes, evaluate causal agents and their effects, and recommend treatment (Entman 1993). Using an inductive approach to frame analysis, the study identified two overarching mega frames, contested among the ruling elites who sponsor their views on China in the media, which define China's engagement with Nigeria; partner/role model and predator. The two mega frames mirror the broad characterisation prevalent in the academic literature on China in Africa. The primary partner/role model mega frame constructs China's engagement with Nigeria as a mutually beneficial economic partnership while on the other hand the predator mega frame constructs it as unequal and exploitative. The study identified the activities of frame sponsors who are articulating and promoting their views on China's engagement with Nigeria in the media as primarily responsible for these framings. The study also identified the activities of frame sponsors (ruling and economic elites) was key to the exclusion of ordinary peoples' voices, civic organisations, trade unions and human rights organisation in the text. However, the study also attributes the exclusion of ordinary voices, human rights, democracy and civic engagements in the text to the weakness of Thisday journalism in mediating the framings of China being promoted and articulated by elite frame sponsors. This is, however, symptomatic of the fault lines of journalism practice in Nigeria.

- Description: This study examines the home as a context of viewing for the television programme Intersexions in the township of Ginsberg in the Eastern Cape. The central question asked is whether the household influences the interpretation of the programme. The research was mainly conducted through ethnographical methods of participant observation and focus group interviews. Six families were observed and six gender-based focus groups convened. Drawing from the work of Morley (1986) and Lull (1990) that argues that the home be taken more seriously as a context of viewing; this study posits that the home is a rule-bound micro-society that influences the interpretation of media messages. As a starting point, this study contends with the arguments that the South African government has been slow to acknowledge the extent of the problem presented by the HIV/AIDS pandemic. Much has been written about the inefficiency of state efforts to educate the public, with some pundits suggesting that government communications strategies have largely been outdated and thus resisted by audiences (Treffry-Goatley, Mahlinza & Imrie, 2013). To counter the pandemic, a large number of independent educational television serials have been launched in South Africa, and met with popular appeal since 1994. Furthermore, this development is in line with global trends of high audience ratings for Entertainment- Education (EE) programmes (Singhal et al., 1993). To investigate complex issue of EE reception by audiences in this burgeoning area of study, the programme at the centre of this study, Intersexions, is a good example. The serial, which concluded its second season in August 2013, is second to only the established soap opera, Generations, in television ratings in South Africa. Therefore, the impressive ratings garnered by educational serials in South Africa are a chance for audience studies to study audiences in context. This research investigates Intersexions using the understanding that television audiences must be analysed in "cultural and historic specific" sites because the struggle to make meanings of texts takes place at the moment when the text and subject meet (Fiske, 1987). This research investigates the assumption that the meanings made by audiences depend not just on the text, but also on environment. This means that the research delves into the situational context in which media are used and interpreted. Therefore, the central aim of this study is to analyse television viewing of the entertainment education programme, Intersexions, in the natural setting of the home, which is in line with analysing television viewers in cultural and historically specific sites.

“Exploring barriers to citizen participation in development: a case study of a participatory broadcasting project in rural Malawi”

- Description: In Malawi, as in many newly-democratic countries in the developing world, donor organisations and NGOs have embarked on projects aimed at making reforms in governance which have generated a profusion of new spaces for citizen engagement. This thesis critically examines one such project in Malawi against the backdrop of a democratic nation emerging from a background of dictatorial regime. For thirty years, until 1994, Malawi was under the one-party regime of Kamuzu Banda which was characterised by dictatorial tendencies, in which participatory processes were non-existent and development was defined in terms of client-patronage relationships between the state and society (Cammack, 2004: 17). In 1994, however, Malawi embraced a multiparty system of government, paving way to various political and social reforms, which adopted participatory approaches to development. Drawing on a number of literatures, this thesis seeks to historicize the relationship which developed during the pre democracy era between the state and society in Malawi to underscore its influence on the current dispositions displayed by both bureaucrats and citizens as they engage in participatory decision making processes. This is achieved through a critical realist case study of a participatory radio project in Malawi called Ndizathuzomwe which works through a network of community-based radio production structures popularly known as ‘Radio Listening Clubs’(RLCs) where communities are mobilised at village level to first identify and define development problems through consensus and then secondly engage state bureaucrats, politicians, and members of other relevant service delivery organisations in making decisions aimed at resolving community-identified development problems (Chijere-Chirwa et al, 2000). Unlike during the pre-democracy era, there is now a shift in the discourse of participation in development, from the participation of ‘beneficiaries’ in projects, to the more political and rights-based definitions of participation by citizens who are the ‘makers and shapers’ of their own development (Cornwall and Gaventa, 2000). The findings of this thesis, however point to the fact that, there remains a gap between normative expectations and empirical realities in that spaces for participation are not neutral, but are themselves shaped by power relations (Cornwall, 2002). A number of preconditions exist for entry into participatory institutions as such entry of certain interests and actors into public spaces is privileged over others through a prevailing mobilisation of bias or rules of the game (Lukes, 1974: I)

- Description: In Malawi, as in many newly-democratic countries in the developing world, donor organisations and NGOs have embarked on projects aimed at making reforms in governance which have generated a profusion of new spaces for citizen engagement. This thesis critically examines one such project in Malawi against the backdrop of a democratic nation emerging from a background of dictatorial regime. For thirty years, until 1994, Malawi was under the one-party regime of Kamuzu Banda which was characterised by dictatorial tendencies, in which participatory processes were non-existent and development was defined in terms of client-patronage relationships between the state and society (Cammack, 2004: 17). In 1994, however, Malawi embraced a multiparty system of government, paving way to various political and social reforms, which adopted participatory approaches to development. Drawing on a number of literatures, this thesis seeks to historicize the relationship which developed during the pre democracy era between the state and society in Malawi to underscore its influence on the current dispositions displayed by both bureaucrats and citizens as they engage in participatory decision making processes. This is achieved through a critical realist case study of a participatory radio project in Malawi called Ndizathuzomwe which works through a network of community-based radio production structures popularly known as ‘Radio Listening Clubs’(RLCs) where communities are mobilised at village level to first identify and define development problems through consensus and then secondly engage state bureaucrats, politicians, and members of other relevant service delivery organisations in making decisions aimed at resolving community-identified development problems (Chijere-Chirwa et al, 2000). Unlike during the pre-democracy era, there is now a shift in the discourse of participation in development, from the participation of ‘beneficiaries’ in projects, to the more political and rights-based definitions of participation by citizens who are the ‘makers and shapers’ of their own development (Cornwall and Gaventa, 2000). The findings of this thesis, however point to the fact that, there remains a gap between normative expectations and empirical realities in that spaces for participation are not neutral, but are themselves shaped by power relations (Cornwall, 2002). A number of preconditions exist for entry into participatory institutions as such entry of certain interests and actors into public spaces is privileged over others through a prevailing mobilisation of bias or rules of the game (Lukes, 1974: I)

“Please don’t show me on Agataliiko Nfuufu or my husband will beat me like engalabi (long drum)”: young women and tabloid television in Kampala, Uganda

- Description: The “tabloid TV” news genre is a relatively new phenomenon in Uganda and Africa. The genre has been criticised for depoliticising the public by causing cynicism, and lowering the standards of rational public discourse. Despite the criticisms, the genre has been recognised for bringing ‘the private’ into a public space and one of the major ‘private’ issues on the public agenda is women and gender equality. Given these critiques, this study set out to interrogate the meanings that young working class women in Kampala make of the tabloid television news programme Agataliiko Nfuufu and to ask how these meanings relate to the contested notions of femininity in this urban space. In undertaking this audience reception study I interviewed young women between the ages of 18-35 years by means of individual in-depth interviews and focus group discussions. The study establishes that Agataliiko Nfuufu is consumed in a complex environment where contesting notions of traditionalism and modernity are at play. The study also establishes that while mediating the problems, discomforts and contestations of these young women’s lives, Bukedde TV1 operates within a specific social context and gendered environment where Agataliiko Nfuufu is consumed. The study concludes that the bulletin mediates the young women’s negotiations and contestations, but it provides them with a window into other people’s lives and affords them opportunities to compare, judge and appreciate their own. Furthermore, the gendered roles and expectations in this context have become naturalised and have achieved a taken-for-grantedness. Therefore, patriarchy has been legitimised and naturalised to the extent that the respondents define themselves largely in relation to male relatives, and marriage. While the women lament the changes that have taken place in their social contexts which disrupt the natural gender order, they construct themselves as subjects of the prevailing discourses of gender relations that see men as powerful and women as weak and in need of protection.

The policy was formulated to address issues of representation of women both in news coverage and at an institutional level. In spite of the implementation of the editorial gender policy, no change in gendered representation is evident. As a media practitioner and a Zambian woman concerned with social justice, I set out to investigate the impact of this policy on journalistic practices. The study is informed by a Cultural Studies approach to media studies, specifically drawing on the 'circuit of culture' (du Guy et ai, 1997) and focused on two specific 'moments', namely representation and production. Data was collected using two qualitative methods, namely document analysis and semi-structured in-depth interviews. The document analysis established that this policy is informed by a liberal feminist approach to media and identified the weaknesses in its formulation. The subsequent semi-structured in-depth interviews probed the practices and perceptions of male and female journalists and editors in relation to the degree of change in gendered representation in the news. This study finds that the editorial gender policy at the Times of Zambia has not had any significant impact on the journalistic practices and it probed the reason for this lack of effectiveness. It argues that this can be partially attributed to the orientation of the policy within a liberal feminist paradigm which neglects the internal and external factors that influence the representation of women and men in news production. Further, this position ignores the societal structures and power relations which impact, albeit unintentional, on the treatment of news. Inter-organisational factors such as profit maximisation, political interference, the use of news values and news beats are identified as leading to the exclusion of representations of women in hard news. At an intra-organisational level, lack of importance attached to the policy by senior staff and their attitudes to news production in general have meant that the policy was not enacted or ensured in any meaningful way. The primary objective of this study is to assess how ZBC television newscasts mediated pluralistic politics in the coverage of the country's presidential election campaign, in line with the normative public sphere principles. The thesis comprises seven chapters organized, first, with an introductory chapter, which provides the general background of the study. The chapter offers the rationale for the focus on TV rather than other media fomls . There are two theoretical and contextual chapters in which the use of both qualitative and quantitative methods is explained and findings are presented. Finally, the conclusion offers recommendations about the form broadcasting might take to fulfil a public service mandate and these include the strengthening of the public service broadcasting model along normative public sphere principles.
