The effectiveness of juvenile delinquents rehabilitation programmes in Zimbabwe : a case study of Harare Central Prison

- Description: The Zimbabwe Prison and Correctional Services records show that there are around 300 children incarcerated every year. Most of these children commit crimes such as rape, murder, theft, possession of drugs due to issues like poverty, substance abuse, peer pressure and neglect. A number of these children face many forms of abuse in their homes, including physical, emotional, mental abuse as well as rape. The major aim of the study was to investigate the effectiveness of juvenile delinquents’ rehabilitation programmes at Harare Central Prison. The qualitative methodology was appropriate for this study because it gives in depth information through conducting interviews and focus groups with participants. The sampling procedure involved deliberate choice of an informant due to the qualities the informant possessed. A sample size of thirty-seven participants comprising sixteen juvenile delinquents, four social workers, five prison guards, five probation officers and seven community members, were selected for this study. Their perceptions provided baseline data that helped in gaining a deeper understanding of the juvenile rehabilitation programmes. Despite the findings, gaps remain in the current system, for instance children continue to spend prolonged periods of time in adult prisons while they await repatriation to institutions due to resource constraints, and the rehabilitation programmes have proved to be partially effective, yet at the same time the post rehabilitation programmes are not being provided to juveniles after their release from prison. Key recommendations include expanding the Pre-trial Diversion Programme to all the provinces as it has yielded results that benefit the child as well introduction of alternatives of institutionalisation.

The study seeks to investigate the effect of old age grant on poverty eradication programme in Dutywa community in Eastern Cape. Three objectives were set for the study that include: to find out the influence of old age grant on poverty alleviation; to examine the challenges faced by old age grant beneficiaries in fighting poverty; to explore coping mechanisms available for old age grant beneficiaries in fighting poverty; to find out if there are any other support services put in place by professionals or agencies such as Social Workers, Nurses, Educators and Traditional leaders in fighting poverty. Both quantitative and qualitative approaches were used to collect data from respondents. A sample of seventy (70) respondents for quantitative approach and sixteen (16) participants for the qualitative approach were purposively selected for the study. The results reveal that old age grant gives beneficiaries an opportunity of spending, which in turn sustains impoverished and vulnerable communities. In this way, the old age grant strengthens existing, deep-rooted informal social protection systems and social networks. In the case of Dutywa community, this is seen in instances where beneficiaries of the old age grant enable many rural grandmothers to take care of their grandchildren and afford beneficiaries’ necessities. It was concluded that old age grant has positively reduced poverty in Dutywa community of Eastern Cape though it does not meet all their necessities. Appropriate recommendations were made in the study.

- Description: This study explored the impact of cultural attrition on youth behaviour: A case of ulwaluko and intonjane cultural practices in Mthatha and Mount Frere areas, Eastern Cape, South Africa. The study endeavoured to achieve the following specific objectives: (i) to respectively examine youth perceptions of ulwaluko and intonjane cultural practices and their impact towards their behaviour; (ii) to establish different stakeholders’ perceptions on the link between current youth behaviours and attrition of ulwaluko and intonjane cultural practices; (iii) to explore the extent to which cultural attrition has impacted upon the cultural goal posts of both ulwaluko and intonjane practices; and (iv) to establish the effectiveness of policy environment designed to uphold cultural preservation, integrity, growth and development. The study was premised on theoretical lenses of anomie theory, socio-cultural theory, cultural imperialism theory, and cultural feminism theory. Methodologically, the study used both qualitative and quantitative paradigm and was thus guided by mixed research design which was case study and mini survey. The data was collected through in-depth one-on-one interviews, focus group discussions and key informants i n t h e qualitative aspect of the study. In addition, the quantitative data was gathered through distribution of questionnaires. The study used both non-probability and probability methods sample selection, specifically purposive sampling (for qualitative data) and cluster random sampling (for quantitative) techniques were used. Using these techniques, forty-two (42) participants were selected for qualitative interviews, and comprised of eighteen (18) young men and women of both gender divides. Moreover, nine (9) key informants were included in the qualitative data collection. Therefore, the total number of both participants and respondents was 105. Data was analysed qualitatively through thematic analysis, while descriptive statistics was used to analyse quantitative data through the use of SPSS software versions 24. The study revealed the following: a state of cultural crossroad for both intonjane and ulwaluko rites; cultural attrition is indeed a reality; culture incapable of holding their goal posts; modern era a huge driver to cultural attrition; unfriendly policies on cultures a driver to cultural attrition; human rights’ wave and advocacy aiding cultural attrition; political infiltration of cultures; human rights’ wave and advocacy aiding cultural attrition; and community forums as avenues of disseminating the benefits of cultural practices. Based on the evidence gathered in this study, the following recommendations are made: purposive use of mass media to promote indigenous cultures; community awareness in promoting and maintaining cultures; formulating cultural policies that embed stakeholders’ self-determination, and youth ownership and participation in cultural preservation. The study concludes that cultural practices such as ulwaluko and intonjane play a pivotal role in shaping young people’s behaviours and moral conducts. However, modernity forces and various omissions by stakeholders of these cultural practices have contributed to their attrition.

The study area was Epworth District where the study sample, respondents and participants were drawn. Semi structured in-depth interviews and survey questionnaires were used to collect data. What was problematized in the study was that although social cash transfers have gained traction as a poverty alleviation tool used by many governments, their authenticity, sensitiveness and impact on child wellbeing is still being questioned. The study yielded that the HSCT generally led to the improvement of the beneficiary children’s wellbeing. In terms of education the HSCT contributed positively towards children school enrolment, school attendance, school performance and also significantly reduced school absenteeism. Furthermore, the HSCT also removed underlying impediments such as transport costs and consultation fees that prevented the poor from accessing health care facilities. However poor service delivery by government health facilities has threatened to derail initiatives and milestones achieved by the HSCT in improving the health of children. It emerged from the study that the HSCT led to the improvement of the children’s food consumption particularly in terms of quantity. However in terms of quality not much success was recorded because of the small value of the transfer money and also escalating food prices. In addition, the HSCT also led to the reduction of child labour practices as children were enrolled and kept in school hence making them unavailable for work. Money availability also saw external labour being hired to work instead of children. The study noted that the small value of the HSCT is an impediment to the full realisation of child wellbeing. Not much success was recorded in enhancing the nutritional composition of the meals because of the small equitable access to health care was not achieved since private health facilities charge exorbitant fees. Additionally child labour practices could not be totally eliminated because additional income was still needed. The study recommends that for maximum results to be reaped on child wellbeing social cash transfers need to be supplemented and complemented by interventions that strengthens the livelihoods of household. It is also vital to reinforce the goods and services supply infrastructure. This entails the government’s action in strengthening schools, government health facilities and enhancing overall food security in the communities.

Data was collected by means of self-administered questionnaire. The sample was made up of 226 adolescent males whom are high school learners and who aged between 12 and 21 from four schools around Raymond Mhlaba Municipality, Eastern Cape Province. For data analysis, Statistical Package for Social Sciences (SPSS) version 18 was used and it included descriptive statistics and inferential statistics. All statistical procedures were performed at 0.05 level of significance with 95 percent Confidence Interval. The study found that adolescent males from single parent households have positive selfesteem and responsibly sexual behaviours. In the study, the alternative hypothesis which stated that there is a positive correlation between single parenting and the adolescent males’ negative self-esteem was repudiated. On the other hand, the nullhypothesis which stated that there is no positive correlation between single parenting and adolescent males’ negative self-esteem and sexual behaviour was confirmed in the this study. Lastly, recommendations for the parents were made which include a good parent-child relationship that will create a safe space for effective communication and sex education which will likely prevent early sex debut. The importance of African families was underscored in this study, as such, it is deemed necessary then to build on this protective factor that could be helpful during adversities.

Lastly, recommendations for the parents were made which include a good parent-child relationship that will create a safe space for effective communication and sex education which will likely prevent early sex debut. The importance of African families was underscored in this study, as such, it is deemed necessary then to build on this protective factor that could be helpful during adversities.

The court manager, magistrate, prosecutor, interpreter, court clerks, and court users at the Alice Magistrate Court formed the sample for the study. Quantitative data were coded and analysed using Office Microsoft Excel 2010 while qualitative data was analysed using content analysis. The major finding indicated weak records management practices that resulted into loss and misplacement of records, and postponements of many cases that led to delays in justice delivery by the court. The study recommended the enhancement of the records management programme by continuous training of court personnel, the adoption of electronic records management system, and the review of the current records security and tracking systems.

The findings of the study indicate that there were various psycho social needs and challenges that child headed households faced. As Maslow postulated in his hierarchy of needs theory, inferences were made to the diverse needs of the child headed households. Physiological needs like food, clothing and finance were found to be more presenting and eminent needs for the child headed households. The study findings highlighted safety needs in the form of need for formal housing as the majority lived in informal settlements where they were exposed to much vulnerability like violence, sexual exploitation and other social misdemeanours. Other needs were esteem and familial needs, which provided a platform to foster senses of identity and belonging. However, there were other child headed households who were fortunate to have extended family members and community based organisations that assisted by providing these needs and these gestures were appreciated by the households as they ameliorated dire situations and cushioned them from absolute poverty. The findings further revealed that the psycho social challenges and needs did not only present when the household became child headed household but when their parent/s was still with them and were only exacerbated in their absence. The effects of living with parental illness, sadness and anxiety due to dramatic changes in dynamics, pain and trauma witnessing a parent dying were among the psychosocial challenges faced when the parent was still present with the children. After their departure or absence the challenges shifted and the debilitating effects of grief and loss, emotional trauma, living without adult caregiver and stigma and discrimination, were among the cocktail of challenges that the child headed households faced. However, others had support from extended family members and community structures that supported them with palliative care for the terminally ill and this afforded them the much needed respite as they focused on their studies and enjoyed their rights to be children. The study reveals that children have several coping mechanisms that exude their resilience and this includes support from social workers in promoting sustainable development goals (SDG’s) including no poverty, good health and well-being and quality education (goals 1, 3 and 4). The study highlighted that others had to supplement education with paid work (informal) whilst some ended up disengaging from their education to pursue paid employment to eke a living and support their siblings. The community and NGO’s were seen as vital components of the ecosystem that promoted the resilience of the child headed households in coping with their day to day challenges and needs. On the basis of the findings, it is recommended that the South African government should, among other things, provide a properly resourced, co-ordinated and well managed child protection system to facilitate constituency work that responds to the real needs of child headed households and SMART planning by social workers, with systemic teaming around CHH with the DSD as lead agency. The study also recommends a psychosocial approach to CHH care in the form of a model that rallies for robust assessments that social service practitioners and every structure that has the “duty to care” for CHH, can embed in their practice for improved outcomes.

- Description: The perspective of South African liberation history needs to be balanced by recalling events that might otherwise be overshadowed by the subsequent electoral dominance of the African National Congress since 1994. This study is concerned with one such: the Cofimvaba struggles of 1962-3 which was organised by Cofimvaba migrants under the ideology of the Pan Africanist Congress. Whereas previous historians have based their accounts mainly on trial records, this thesis strives to recover the migrants’ own perspective through intensive and detailed interviews with the surviving veterans. It aims to provide an accurate historical account of the role played by migrant labourers, thereby correcting the historical distortions arising from overreliance on official sources to record the memories and perceptions of the struggle veterans, as exemplified by transcripts of interviews with and thereby provide some balance to the overall perspective of South African liberation history. The thesis opens with a description of the situation on the ground in Cofimvaba and Western Thembuland which gave rise to resistance. It continues with a discussion of the Pan-African Congress, especially in the Western Cape, the labour centre where most Cofimvaba migrants were concentrated. It proceeds to a detailed narrative of the events in Cofimvaba, more especially the battle of Ntlonze. The final chapter concludes with a critical reassessment of previous historical work, showing that the role of the migrants and the non-elite require greater appreciation and respect.

The study found that academics were not fully involved in the acquisition of the library electronic information resources; therefore, there is a lack of communication about the acquisition of electronic resources. The study further reveals that there is usage of electronic information resources; however, there are library users who prefers to use search engines such as google, yahoo etc. It was also identified that there are two important barriers that hinder the use of electronic information resources, i.e. physical and personal barriers. The study recommends that University of Fort Hare library should consider including e resources in the collection development policy. It is also recommended that the library online training/tutorials must be installed on the library website to increase the usage of e-resources. In order to stay relevant and visible, librarians should embrace new opportunities and go beyond the comfort zone of traditional librarian principles.

In the context of fragile states, questions of misuse, inaccessibility of social services, dependency and sustainability are often raised. This study sought to examine the transformative potential of social cash transfers on child wellbeing in fragile contexts through a case study of the social cash transfer pilot scheme in Bomi County of Liberia. The study specifically set out to to assess the relevance of cash transfers in the context of child wellbeing; determine how the wellbeing of child recipients of cash transfers had transformed; and analyse the determinants of the transformative effects of cash transfers on child wellbeing. The study adopted a quasi-experimental, mixed method, and cross-sectional research design. It utilised existing household survey datasets of the mid term and end term evaluations of the Bomi County pilot social cash transfer scheme conducted in Liberia in 2012 and 2015 respectively. A sample size of 224 (about 12percent of the sample frame) was used where Confidence Level was 95percent and P=0.5. This sample size was divided equally between households receiving cash (experimental group) and households with the same characteristics although not receiving cash transfers (control group). For the qualitative method, 66 participants were purposively sampled. A total of 34 participants participated in the indepth interviews, 32 children were sampled for focus group discussions. These were divided into 16 children from the experimental group and 16 children from the control group. Quantitative data sets were analysed in Statistical Package for Social Sciences (SPSS), and qualitative data was analysed through thematic analysis. The findings from the study provide a persuasive case for the transformative potential of social protection in fragile contexts. The study confirms the relevance of social cash transfers in promoting child wellbeing through empowering families to address children‘s physical and dependency-related vulnerabilities and institutional disadvantage. The study also confirms the transformative effects of social cash transfers on child health, food consumption, education, housing conditions, household assets, and child labour. In addition, the results indicate that social cash transfers mitigated gender based institutionalised disadvantage, created safe and protective environments for children and positively impacted on the local economy. However, the study also showed that, to a limited extent, social cash transfers had unintended impacts, particularly increase in child labour, where children were requested to sell in family petty businesses, and instances in which recipients misused the cash. The transformative effects of social cash transfers on child wellbeing were dependent on the size of the transfer, priorities in the use of cash, decision-making dynamics, and fairness of the selection process. The study proffers a Child Sensitive Transformative Social Cash Transfer Model based on the determinants of the impact of social cash transfer. The study ends by highlighting the critical role of social protection in infusing a transformative dimension to social work practice in fragile contexts, with a view to addressing equity, gender equality and child rights through confronting child vulnerabilities and institutionalised disadvantage.

- Description: This thesis sought to critically examine the origins, nature and impact of ZANU PF factionalist tendencies and how a particular faction headed by former Vice President Emmerson Dambudzo Mnangagwa was represented in Zimbabwean public discourses. Drawing from comparative politics, history, media studies and Zimbabwean current affairs, this interdisciplinary narrative detailed how the new media played a central role in precipitating factional implosion in the liberation war based political party (ZANU PF). Clearly, ZANU PF internecine conflicts in and outside the state controlled and new media had far-reaching socio-economic and political ramifications as rival ZANU PF factions resorted to dirty strategies and tactics to try and weaken and outwit each other. These political machinations took the form of slandering, use of hate speech, dissemination of fake news, assassinations and poisoning among others. As the battle for factional supremacy raged on, the Zimbabwean economy continued on a downward spiral due to inter alia policy contradictions and uncertainty but at the end, November 2017 saw Mugabe being unexpectedly deposed in a coup after 37 years in power. This study went on to identify a number of factors that were working against Mugabe’s patient and heir apparent – Mnangagwa, as he sought to take over the reins of power. These included inter alia the presence and close proximity of the G40 faction linked to the first family but opposing the former vice president, his tainted political record as a result of his involvement in the Matabeleland massacre of the Ndebele ethnic group in the 1980s, allegedly masterminding and engineering electoral fraud in 2008 and having been Mugabe's right hand man for almost four decades. On the other hand, findings from this study suggest that Mnangagwa’s liberation war credentials and his close association with the military and the war veterans played a pivotal role in assisting him to land the presidency following Mugabe’s forced resignation or what was defined by many as a coup. While the Lacoste faction eventually prevailed over their G40 rivals, the study concluded that ZANU PF factionalism negatively impacted on governmental decisions, policies and systems and the aftermath of the military coup continues to pose serious challenges to Zimbabwe’s political future however defined.

- Description: This thesis uses the urban growth and development theory in analysing and applying place-based approaches in the growth and development of the city of East London. Globalisation despite its seeming elimination of distance has in fact made geographical locations more necessary as agglomeration acts as a comparative and competitive advantage for growth and development. It is the contention of this study that places and spaces can develop more rapidly if there exists factors that support innovation and clustering. In this case, HEIs in cities are described as catalysts for growth and development within cities. By their presence in cities and their contribution through knowledge creation, production, dissemination and sharing, they become anchors of development in post-industrial cities that no longer depend on heavy industries but are driven by knowledge, hence, the knowledge economy. There are several city development theories, those that advocate for the use of big projects; others for infrastructure development; and some, for industrialization as a way to revitalize and drive city economic growth and development. This study argues that these development strategies have previously been used in the East London case but with very little success. It seeks therefore to propose that in addition to these, an anchor strategy, whereby institutions such as universities and hospitals, can be used by cities for their growth and development.

Voices of women who have transitioned from a shelter for survivors of domestic violence to independent living

- Description: Domestic violence is a devastating social ill in South Africa and especially in the Eastern Cape. There were 12059 cases of domestic violence reported at police stations in the Eastern Cape between 2015 and 2017 (Dayimani, 2017). Domestic violence is broadly defined as any act of abuse resulting in harm or suffering experienced by women enacted by an intimate partner (Goosen & Shaik, 2008). One in four women experience physical violence in their lifetime (Rasool, 2015). Women who experience domestic violence often lack social and economic resources and may have no place to go to escape the abuse. In such cases, shelters are identified as places of safety, providing accommodation and psychosocial support to women and children who have escaped domestic violence. The aim of the study was to explore and understand the experiences of women who have suffered abuse, lived in a shelter for survivors of domestic violence and have then transitioned from life at the shelter back to independent living. Independence is defined as “the freedom to organize your own life, make your own decisions” (Hornby, 2015b) and independent living is a concept of leaving the shelter to live in the community. A phenomenological research design was adopted, with the sample of the study consisting of eight women who had resided at a shelter and three staff members from shelters for domestic violence in the Eastern Cape. Interpretive phenomenological analysis (IPA) was adopted to analyse the data that was collected from the participants during semi-structured interviews. The study found that the reasons women seek help at a shelter include the severity of the abuse, the gravity of the impact of the abuse upon their own wellbeing, the fact that the abuse is accompanied by substance abuse, and also because the children are exposed and experience the abuse. The study also found that in addition to resources such as government services and civil society organisations, the shelters themselves are most supportive to women as they leave the shelter and transition back to independent living. Lastly, the study highlighted that the challenges women face as they transition to independent living were the lack of support and the lack of social and economic resources. Recommendations based on the findings of the study are to advocate to stop domestic violence, to collaborate with various departments to combat domestic violence and lastly to fund shelters and ensure the shelter staff are adequately trained to work with survivors of domestic violence.

Knowledge sharing practices amongst librarians in selected federal universities in South-Western Nigeria

The southwest geopolitical zone chosen for this study is one of the largest geopolitical zones in Nigeria. The zone has six states with six Federal universities. Each of the states in south-west zone in Nigeria has one Federal University. The study was targeted at Librarians in each of the Federal Universities. These Librarians studied were from Obafemi Awolowo University (OAU) Ile Ife, Federal University of Technology (FUTA) Akure, University of Lagos (UNILAG) Akoka, Federal University of Oye Ekiti (FUOYE) Oye Ekiti, University of Ibadan (UI) Ibadan and Federal University of Agriculture Abeokuta (FUNAAB). The aforementioned universities are located in Osun State, Ondo State, Lagos State, Ekiti State, and Oyo State, respectively. Specifically, the objectives of this study were to determine the factors that affect the knowledge sharing practices amongst librarians in the south western Federal universities in Nigeria; to find out the perception of librarians on knowledge sharing in the Federal University libraries; to investigate the method of sharing knowledge and the effectiveness of such methods among academic librarians at the selected Universities in Nigeria; as well as to determine the extent to which librarians in Federal Universities encourage information exchange and the use of modern technologies. In order to achieve these, a multistage sampling technique was used. Purposive sampling technique was first used with the criteria that all the universities selected must be owned by Federal government; and only professional librarians in the respective university libraries participated. The Total enumerative technique was also used although not all professional librarians across the six federal universities were reached, owing to few limitations. However, 147 professional librarians across all six federal university libraries in south-western zone, Nigeria were randomly selected and eventually used for the purposes of this study. This study makes use of triangulation for data collection. In other words, the instruments used for all the data collected are Questionnaire, Interview and Focus Group Discussion. This was because the nature of data collected is a combination of qualitative and quantitative data. Questionnaires (147) were administered to librarians in all the federal universities with the aid of research assistants in each of the institution libraries. Descriptive and Inferential Statistics were used to analyse the data gathered with the aid of Statistical package for Social Sciences (SPSS) version 23. Subsequently, the Interview and Focus Group Discussion were organized after retrieving data gathered through questionnaires. Focus Group Discussion (FGD) was used to get some facts in line with the objectives of the study from librarians in the areas of study. This was done with the aid of a tape recorder, which was later transcribed and descriptively analyzed. Data gathered with the aid of interview and FGD were transcribed and interpreted. From all the instruments across the areas of study, it was found that the rate at which knowledge is shared through meetings and workshops is not encouraging as the findings showed that there was a very low response in this regard. The study concluded that there were several factors that affect knowledge sharing practices in the study site. Some of the key factors that influence knowledge sharing practices include: organizational structure, provision of incentives, Managerial practices, improved ICT, social relationship and training. This therefore suggests that organizational structure, provision of incentives, managerial practices, improved ICT, social relationship, training, trust, peer influence and perceived reciprocal benefit have a significant effect on knowledge sharing practices amongst librarians in South-western federal University libraries. It was found that there was a positive and significant effect of organizational structure on knowledge sharing practices amongst librarians. Results of the descriptive statistics on the perception of some librarians showed that librarians understood the concept of knowledge sharing as they agreed that knowledge possessed by an individual should be shared with another individual. In addition, on average, librarians supported the fact that knowledge sharing can bring innovation and creativity to library services. Although the findings were somehow consistent with previous studies, this study noted a number of contradictions and gaps that border on some of these factors. These are mode of sharing knowledge; particularly with respect to the availability of ICT facilities and their usage and the extent to which librarians in the study area share their knowledge which seems to be somehow not encouraging. Based on the findings, it was recommended that Organizational structures within each University library should be friendly and productive. Subsequently, No matter what, more is better than less. Librarians in all the six selected Southwestern university libraries should be motivated by giving them more incentives or rewards (both intrinsic and extrinsic rewards). In other words, there is a need for the management of the respective institutions to introduce additional incentives in order for their staff (librarians) to be fully motivated to increase their impetus to engage more in knowledge sharing practices. In addition, on average, librarians supported the fact that knowledge sharing can bring innovation and creativity to library services. Although the findings were somehow consistent with previous studies, this study noted a number of contradictions and gaps that border on some of these factors. These are mode of sharing knowledge; particularly with respect to the availability of ICT facilities and their usage and the extent to which librarians in the study area share their knowledge which seems to be somehow not encouraging. Based on the findings, it was recommended that Organizational structures within each University library should be friendly and productive. Subsequently, No matter what, more is better than less. Librarians in all the six selected Southwestern university libraries should be motivated by giving them more incentives or rewards (both intrinsic and extrinsic rewards). In other words, there is a need for the management of the respective institutions to introduce additional incentives in order for their staff (librarians) to be fully motivated to increase their impetus to engage more in knowledge sharing practices. - Description: This study sought to examine a sociological approach of the influence of regular provision of school feeding scheme on learners’ academic performance at Ngqele Primary School, Nkonkobe Municipality, Eastern Cape Province, South Africa. The study explored the views of teachers and parents pertaining to regular provision of school feeding scheme on learners’ academic performance. In addition, the study examined the impact of regular provision of school feeding scheme on school attendance and the sustainability of the regular provision of school feeding scheme. The study utilized both qualitative and quantitative research methods in the form of in-depth interviews, and a survey method. The process was made possible through the use of purposive sampling and cluster sampling to generate the targeted participants of the study. The findings of the study have shown that the school feeding scheme has got an impact on learner’s academic performance due to the fact that learners are able to listen and pay attention to the teacher if they are fed, the SFS has a positive impact on learners’ attendance and high enrolment. However, the study has also shown that, despite the positive impact of the school feeding Scheme, there were some challenges that also impacted negatively on learners, the school and the implementation of the programme. Such challenges include irregular supply of food, food shortages and poor quality of food.

- Description: Mental illness rates are climbing, locally and globally. The World Health Organization (2001) has claimed that one in four people will be affected by a psychiatric disorder during their lifetime. With this in mind, there is an array of psychometric assessment measures that are used as tools to assist in the mental health care field. Two such measures are the Beck Anxiety Inventory (BAI) and the Beck Depression Inventory-II (BDI-II). These measures are used globally to assist with the diagnosis and treatment of depression and anxiety. However, in South Africa, a paucity of normative indicators exists. This research set out to determine if there are significant differences in performance on the BAI and BDI-II when comparing a sample from the Eastern Cape, South Africa, to the international norms. It was found that performances on the BAI between the local sample and the international sample did not differ significantly. The local sample, on average, performed 4.76 points lower on the BDI-II than those assessed in the international norms. A series of theoretical models are explored in elucidating the findings in this study.
