- Description: The reactions between the lanthanide nitrate salts and the ligand triphenylphosphine oxide (TPPO) gave rise to nine-coordinated complexes of the nature Ln(TPPO)3(NO3)3, for Ln = La – Dy, Er, Tm, in which the Ln(III) centre is coordinated to three phosphoryl oxygen atoms and three bidentate nitrate ligands. Generally, the geometry can be described as being mer-octahedral, where the nitrate ligands are considered as monoatomic species. The product of the reaction between Yb(NO3)3·5H2O and TPPO, however, was a highly symmetrical eight-coordinated complex, in which the Yb(III) centre was coordinated to two bidentate nitrate groups and four TPPO molecules. The geometry in this case is best described as being trans-octahedral, with the two nitrate ligands coordinated practically perpendicular to one another. The complexes isolated from the reactions of lanthanide nitrate salts with the ligand bis(pentamethylene)urea (PMU) had the general formula Ln(PMU)3(NO3)3, where Ln = La – Dy, Yb, Lu. The complexes were found to be nine-coordinated with distorted trigonal prismatic geometry, in which the one base of the prism is composed of the oxygen atoms of the three PMU ligands and the other base is made up by one oxygen atom from each of the bidentate nitrate groups. The second oxygen atoms of each of the nitrate groups protrude upward, occupying capping positions. The reactions of the La and Pr nitrate salts with the ligand 2,2’-dipyridyl-N,N’-dioxide (DPDO) produced two novel complexes of the nature [Ln(DPDO)(H2O)2(NO3)3]. These complexes are remarkable in that their crystal structures reveal the Ln(III) centres to be ten-coordinated. The geometry around the Ln(III) centres was complex, due to the presence of a seven-membered chelate ring, formed by the bidentate coordination of the oxygen atoms from the DPDO ligands to the metal centres. The chelate ring did not lie in a single plane, but was twisted at the pyridyl bridgeheads to lie above and below the coordination plane.

- Description: Rationale: It cannot be denied that there has been improvement in demographic representation in South Africa since the implementation of the Employment Equity Act 55 of 1998. Whilst there may still be room for improvement, especially on employer attitudes towards the implementation of employment equity, improved representation of the Previously Disadvantaged Groups has evidently appreciated, however, marginally. Research purpose: This study sought to explore stakeholder perceptions as to why Engcobo Local Municipality had not successfully implemented the Employment Equity Act. Research design, approach and method: This exploratory study was conducted at Engcobo Local Municipality on Councillors, Managers, Key Employees and representatives of Organised Labour. Main findings: a) Engcobo Local Municipality was found not to have complied with various aspects of the Employment Equity Act; b) Respondents mainly believed that failure to implement the Employment Equity Act by Engcobo Local Municipality was due to lack of capacity on the part of the municipality‟s stakeholders; c) Different countries followed different models in the implementation of their Employment Equity, depending on the peculiarity of their circumstances; and d) The most appropriate change management model on which the implementation of the South African Employment Equity is modelled is Hayes‟ Generic Change Management Model. Managerial implications: Future research may be that the municipality can benefit from the recommendations made by the respondents with regard to what they believe needs to be done to remedy the situation. Some of the suggestions include the intensification of communication, establishment consultative structures to facilitate communication and the capacitation of stakeholders to ensure that they understand their responsibilities regarding the implementation of the Employment Equity Act. Contribution: The contribution of the research is supporting the current knowledge base of stakeholders towards the implementation of the Employment Equity Act. Proactive implementation measures should be taken to ensure that people who should benefit from the implementation of the Act are not disadvantaged by the municipality‟s failure to implement the Act. The introduction of the alignment with human resource management practices that complement the implementation of Employment Equity, could overcome the barriers currently being experienced in the effective implementation of the Employment Equity Act.

For example, black wattle (Acacia mearnsii) threatens native habitats by competing with and so repressing or excluding indigenous vegetation: in this way it replaces grass communities, reduces biodiversity, and increases water loss from riparian zones, thereby fundamentally damaging the ecosystem. The Acacia mearnsii threat requires urgent attention: effective control and management is urgently required if these deleterious impacts are to be reversed or prevented. The present study was conducted in the Elliot and Ugie communities situated in the Sakhisizwe and Elundini Local Municipalities. The objective of this study was to design integrated, efficient and cost-effective methods to help farmers and members of these communities with control and management of alien plant invasions. Further the study aimed to evaluate the implementation and efficacy of Working for Water (WfW) initiatives in poverty alleviation, and skills development: in addition the study attempted to assess WfW inputs as regards relevant legislation aimed at combating major wattle invasions. Mixed methodological approaches were employed, utilizing both qualitative and quantitative techniques. Questionnaire surveys, semi-structured interviews, use of photos, content analyses of local documents and experimental field work were all employed in order to collect and interpret data for the study. The study reveals that mechanical control and rehabilitation in combating should provide efficient and cost-effective methods for proper management of rangelands. Moreover the National Department of Agriculture, Forestry and Fisheries (DAFF) should be urged to devise and enforce legislation that will help to ensure sustainable control and management of black wattle through conservation of the natural environment. Furthermore funds should be made available for wattle eradication programmes so as alleviate poverty by creating more job opportunities for members of poor communities.

- Description: The procurement process, from the demand formulation to the final delivery of a public building to the end-user, is defined by the government in terms of procedures and policies to be followed, which is based to be ineffective and inefficient where the process as a whole from a client-value perpective, is flawed. Presently, the National Department of Public Works(NDPW) as a governmental administration is deemed to be a controlling institution and cost centre rather than a service provider. This mind-set is reflected by the inability of government project implementing agencies such as the NDPW to deliver projects successfully in terms of cost, time, and quality whilst failing to meet the government's socio economic objectives to create employment opportunities, stimulate economic growth, and transfer skills to the previously disadvantaged through black economic empowerment (BEE) initiatives. Client satisfaction has widely been recognised by researchers as one of the key challenges for quality improvement in the construction industry. It is a vital factor in the development and management of the construction process, as well in the creation of efficient organisation-client relationship. In addition, client satisfaction is deemed to be a catalyst for client retention which is a success strategy for any organisation. This thesis is primarily concerned with project performance and service delivery by the NDPW as a government project implementing agency that involves an integrated approach that considers the entire supply chain of a construction project. The success or failure of a project is is not the effect of a single variable, or factor, but a set of variables interacting with each other to produce the final result. An extensive review of related literature that entails the analysis of publications related to the projectimplementation and construction project management realm was deemed necessary to formulate a clear understanding of the complexities of implementing projjects within the public sector. The use of systems thinking as the nucleus of the multi-methodological approach to this research was to assist in ascertaining the primary causes of the problem situation and to clarify the process of project implementation as a sub-system within the greater system of the construction industry. The success of projects depends as much on the client as it does on the implementing agencies, project managers (PMs), consultants, contractors and the suppliers of materials.

- Description: The Govan Mbeki Mathematics Development Unit (GMMDU) provides additional mathematics content to learners via mathematics workshops and DVDs. Mathematics is presented in PPT format. The prominence of feature phone usage has been confirmed amongst learners in socio-economic disadvantaged schools, specifically those learners participating in the GMMDU mathematics workshops. Feature phones typically contain limited device resources such as memory, battery power, and network resources. Distributed computing provides the potential to facilitate a new class of mobile applications with the provision of off-device resources. The objective of this research was the design of an architecture using Cloud Computing for the provision of mathematics in the form of PPT slides to feature phones. The capabilities of typical feature phones were reviewed as well as various distributed computing architectures that demonstrate potential benefit to the mobile environment. An Architecture using Cloud Computing for Content Provision (AC3P) was subsequently designed and applied as a proof of concept to facilitate the provision of mathematics in the form of PPT slides to feature phones. The application of AC3P was evaluated for efficiency and effectiveness. It was demonstrated that the application of AC3P provided efficient and effective provision of PPT to feature phones. The successful application of AC3P provided evidence that Cloud Computing may be used to facilitate the provision of mathematics content to feature phones. It is evident that AC3P may be applied in domains other than the provision of mathematics.

Acoustic monitoring and control system to determine the properties of damping materials

- Description: Experience shows that the noise and sound quality in vehicles are often a recurring criticism. The bodies of modern vehicles consist predominantly of thin sheets of metal. It is hard to prevent the excitation of bending vibrations and the subsequent emission of disturbing noise while driving. The noise spectrum in a car that can be heard by the driver is from ”latent roar” to ”chattering” noise of the body and engine. In automotive vehicles damped materials, especially plastics or materials made from sheet metal and surface damping treatments, are used. Those have high internal energy losses and damp sound oscillatory systems found in the body or interior of cars. A further advantage of such treated components is that they are applied to existing components working over wide temperature and frequency ranges. Many companies provide such ”sound-absorbing compounds”. The requirements for these damping materials are high temperature-resistance, water repellence, fuel and oil-resistance and good adhesion to the base material [17]. The acoustic properties, especially the damping of the plate vibrations through rubber are of interest. the question arises how can the damping coeficient of coated metal sheets can be measured and secondly, by how much the road noise is reduced when built-in sheets are coated with a known damped material. With the Oberst Bar Test Method (named after Dr. H. Oberst) the properties are determined of the internal damping materials that can be used to simulate mechanical constructions to determine damping of larger surfaces. This method describes a laboratory test procedure for measuring the mechanical properties of damped materials. A block diagram of the test system consisting of a damped material bonded to a vibrating cantilever steel bar is shown in figure 2.1. This method is useful for testing materials such as metals, enamels, ceramics, rubbers, plastics, reinforced epoxy matrices and wood. In addition to damping measurement, the test allows for the determination of the Young’s modulus E of the material. E is calculated from the resonance frequency of a given mode and from the physical constants of the bar. By associating the damping factor with the Young’s modulus, a complex quantity is defined which is called the Complex Modulus of Elasticity. Measurements of dynamic mechanical properties are also useful in the research on the molecular structure of materials.

- Description: Experience shows that the noise and sound quality in vehicles are often a recurring criticism. The bodies of modern vehicles consist predominantly of thin sheets of metal. It is hard to prevent the excitation of bending vibrations and the subsequent emission of disturbing noise while driving. The noise spectrum in a car that can be heard by the driver is from ”latent roar” to ”chattering” noise of the body and engine. In automotive vehicles damped materials, especially plastics or materials made from sheet metal and surface damping treatments, are used. Those have high internal energy losses and damp sound oscillatory systems found in the body or interior of cars. A further advantage of such treated components is that they are applied to existing components working over wide temperature and frequency ranges. Many companies provide such ”sound-absorbing compounds”. The requirements for these damping materials are high temperature-resistance, water repellence, fuel and oil-resistance and good adhesion to the base material [17]. The acoustic properties, especially the damping of the plate vibrations through rubber are of interest. the question arises how can the damping coeficient of coated metal sheets can be measured and secondly, by how much the road noise is reduced when built-in sheets are coated with a known damped material. With the Oberst Bar Test Method (named after Dr. H. Oberst) the properties are determined of the internal damping materials that can be used to simulate mechanical constructions to determine damping of larger surfaces. This method describes a laboratory test procedure for measuring the mechanical properties of damped materials. A block diagram of the test system consisting of a damped material bonded to a vibrating cantilever steel bar is shown in figure 2.1. This method is useful for testing materials such as metals, enamels, ceramics, rubbers, plastics, reinforced epoxy matrices and wood. In addition to damping measurement, the test allows for the determination of the Young’s modulus E of the material. E is calculated from the resonance frequency of a given mode and from the physical constants of the bar. By associating the damping factor with the Young’s modulus, a complex quantity is defined which is called the Complex Modulus of Elasticity. Measurements of dynamic mechanical properties are also useful in the research on the molecular structure of materials.

A review of the literature uncovered evidence that suggested that the state of school management in the majority of schools was in disarray. The problem was compounded by the poor quality and haphazard nature of support that District and Circuit Officials of the Education Department rendered to schools. I therefore saw the need to conduct a scientific investigation into how Circuit Teams could be assisted to support School Management Teams towards whole-school development. Against this background, I formulated the following primary research question to guide the study: “How can Circuit Teams effectively support School Management Teams of underperforming schools towards whole-school development?” The following secondary research questions arose out of this to provide further direction to the study: How can Circuit Teams assist School Management Teams to develop and implement their respective School Improvement Plans? How can Circuit Teams be assisted to develop, implement and monitor their Circuit Improvement Plans? What recommendations can be made to improve service delivery to the schools?. The primary aim of the research was therefore to design an action learning model that would enable Circuit Teams to support School Management Teams of underperforming high schools towards whole-school development. A qualitative research approach was adopted for this study, as it best suited the purpose of the research, and the philosophical assumptions of the researcher. In addition, I drew on a constructivist-interpretative and a critical theory paradigm to guide the design. I chose action research as the specific methodology for the study as, in line with critical theory it aims to empower people to facilitate social change and improvement at a local level. Purposive sampling was used to select four underperforming high schools in the same township within the Cape Town Metro, belonging to the same education Circuit and District Office to participate in the research. In addition, the members of the Circuit Team that serviced these schools were also brought on board as participants. In total, 40 people participated in the research: 4 members from the Circuit Team, 4 Principals, 8 Deputy Principals and 24 Heads of Department. Data were generated in the period January to June 2012 using structured, semi-structured and unstructured interviews, participant observation, and document analysis. Data were analysed by following the eight steps for analysing qualitative data identified by Tesch. An Action Research cycle consisting of the following five steps was followed with participants during the fieldwork, viz.: Identification of the problem; Designing the action plan; Implementing the action plan; Evaluating the action, and Reflection and lessons learnt. Two Action Research cycles emerged from the fieldwork. The first cycle dealt with assisting the schools and Circuit Team to construct their improvement plans. The main findings from this cycle were (1) that the Circuit Team did not function as a team, due to the autocratic management style of the Circuit Team Manager, and the plan of action to address the underperforming schools was not developed in a participative manner. In addition, the Circuit Team had no Circuit Improvement Plan in place with which to support the schools. (2) The schools did not receive the required support to prepare their School Improvement Plans, and although they were able to articulate their areas of support needed, none of them undertook the process of School Self-Evaluation and therefore did not have School Improvement Plans in place. The second action r esearch cycle dealt with the support that schools needed from the other pillars of the District Office to implement their intervention plans. Three themes emerged from this action research cycle: (1) The School Management Teams required capacitybuilding to manage their schools effectively, (2) teachers needed support to implement the curriculum, and (3) learners required assistance to achieve better results. As the outcome of the research, a spiral model consisting of three distinctive phases, each having several loops that describe the particular action that Circuit Teams and School Management Teams have to undertake was developed as the ultimate outcome of the research. The structure of the model was explained, and explicit guidelines for operationalizing it in practice were provided. Based on the findings and the construction of the model, a number of recommendations were put forward to guide future research and practice in the area of Circuit Team support to nderperforming schools. In conclusion, this research study contributed to the body of knowledge by exploring, investigating and describing the working relationship between Circuit Teams and School Management Teams, which until now has not been adequately covered in the existing literature and research. The study culminated in a theoretical model which can be used to improve this relationship permitting Circuit Teams to better support School Management Teams towards whole-school development. The action research design also allowed a more participative and democratic relationship to develop between the Circuit Team and the School Management Teams of the four schools, which is also an innovative idea considering the traditional hierarchic and autocratic approach which has been the norm in the past. Hopefully the findings of this study will encourage the emergence of democratic partnerships between Departmental officials and school management, leading to the empowerment and transformation of school management.

This treatise examines the judiciary’s view and/or attitude to the dividing line between legitimate and illegitimate tax avoidance. It seeks to find out how South African courts have ultimately dealt with the old GAAR section 103(1). The treatise seeks to establish the role that the judiciary plays in tax avoidance and whether it has been pro-fiscus or pro-taxpayer in its deliberations of tax avoidance cases. The treatise focuses specifically on the judicial responses to the General Anti-avoidance Rule Section 103 of the Income Tax Act No. 58 of 1962. In order to show the judicial approaches and/or responses to tax avoidance in South Africa, a selection of income tax cases have been used to illustrate how the judges have interpreted the GAAR and whether they have been sympathetic to the tax payer or to the fiscus. The cases used in this study stem from the old GAAR section 103. There have not been important cases dealing with the new GAAR section 80A to 80L of the Income Tax Act. In the final analysis of this research it would seem that the effectiveness and scope of the GAAR depends ultimately on its interpretation by the courts. Many of the cases that have been decided under section 103 (1) have provided disappointing outcomes for SARS. However it is noteworthy that the courts which were previously taking a restrictive approach and were pro-taxpayer in their deliberations are beginning to take a different approach and are gallant in their interpretation of the GAAR. Judges are slowly abandoning the long standing judicial approach which was that taxpayers are entitled to arrange their affairs in any legal way in order to minimize their tax and are going further and examining the real substance and purpose of the transactions entered into by taxpayers as opposed to the form of the transactions. The Supreme Court of Appeal has now set a precedent which goes deeper and examines the true intention of parties in entering into transactions and does not tie itself to labels that parties have attached to their transactions. This recent judicial attitude and zeal exhibited by the courts will without a doubt hinder tax avoidance activity and strengthen the effectiveness and scope of the new GAAR sections 80A to 80L.

- Description: The focus of this study is the Southern African Development Community (SADC) preventive diplomacy interventions in Lesotho in 1994, 1998 and 2007. The core aim of the study was to evaluate the efficacy of the SADC security mechanism (the Organ on Politics, Defence and Security (OPDS) in conflict prevention, management and resolution on the basis of the Lesotho experience. Data for this qualitative case study was collected through interviews and document analysis. The twenty four participants for the study were drawn from the SADC OPDS unit, Lesotho political parties, Civil Society Organisations (CSOs), Academics from the University of Botswana (UB) and the National University of Lesotho (NUL), retired Botswana Defence officers who participated in the Lesotho missions and office of the post-2007election dispute dialogue facilitator in Lesotho. Documents on the SADC Treaties, Protocols, Communiqués and interventions in other set ups were used to highlight its operational policies, mandate, structures, successes and challenges. Lesotho was chosen as a case study because SADC employed both non-coercive (SADC Troika and Eminent Person mediation, 1994 and 2007 respectively) and coercive measures (the 1998 military intervention). The findings of the study revealed that SADC as a regional body had its own successes and challenges. Different perceptions on the SADC interventions in Lesotho emerged mainly between the participants from the ruling party and the opposition parties. While the former commended SADC for successfully mitigating the calamitous effects of 1994, 1998 and 2007 post-electoral violence, the opposition parties viewed the regional organisations as engaged in illegal interference in the domestic affairs of the country to defend the incumbent governing party. It also emerged from the study that the SADC security mechanism has numerous structural and operational flaws. There were several unanswered questions revolving around the legality and mandate of some of the missions. For instance, no concrete evidence emerged as to whether the 1998 military intervention was authorised by the SADC. The study also revealed that SADC has learnt valuable lessons from the Lesotho missions. Some of the reforms which the SADC has introduced in the OPDS such as the establishment of the SADC Stand by Force, Early Warning structures, the Mediation Unit, and a panel of expert mediators emanated mainly from the Lesotho experiences. The study recommends that SADC needs to harmonise the efforts of its OPDS structures such as the Mediation Unit; the Troika; the Inter-State Defence and Security Committee (ISDSC); the Inter-State Politics and Diplomacy Committee (ISPDC) and the Summit of Heads of States and Governments for rapid, coherent and well coordinated interventions in future regional preventive missions. It is also recommended that SADC should focus on identifying and mitigating underlying causal factors such as underdevelopment; poverty; deprivation of freedoms, marginalisation and other forms of social stratifications and oppression in its preventive diplomacy missions if durable peace is to be achieved in Lesotho and any other future cases.

The competition in the local and global markets has increased significantly in recent years. The increased complexity of products and individuality of customers pose strong challenges for the automotive manufacturers, (OEM – Original Equipment Manufacturers), with regard to product Quality, Cost and Delivery. For these challenges, Volkswagen Group South Africa, has defined objectives that, when met, will contribute towards establishing it as a leading automotive brand. It is aligned to the Volkswagen Group AG, Strategy Mach18, increased vehicle production and the creation of long-term delighted customer base. To achieve these objectives, the Volkswagen Production System (VPS) is an imperative component of the Volkswagen Group South Africa (VWGSA) production strategy. The core elements consist of, “Cycle”, “Flow”, “Pull” and “Perfection”. These are the four fundamentals on which Lean Manufacturing is built, as first introduced and described by the Toyota Production System. The competition in the local and global markets has increased significantly in recent years. The increased complexity of products and individuality of customers pose strong challenges for the automotive manufacturers, (OEM – Original Equipment Manufacturers), with regard to product Quality, Cost and Delivery. For these challenges, Volkswagen Group South Africa, has defined objectives that, when met, will contribute towards establishing it as a leading automotive brand. It is aligned to the Volkswagen Group AG, Strategy Mach18, increased vehicle production and the creation of long-term delighted customer base. To achieve these objectives, the Volkswagen Production System (VPS) is an imperative component of the Volkswagen Group South Africa (VWGSA) production strategy. The core elements consist of, “Cycle”, “Flow”, “Pull” and “Perfection”. These are the four fundamentals on which Lean Manufacturing is built, as first introduced and described by the Toyota Production System. Lean manufacturing is a whole-systems approach that creates a culture in which everyone in the organisation continuously improves the process and production. Volkswagen Group South Africa is facing increased competition in the South African and global marketplace. A search of the internet revealed that extensive research has been conducted into Lean manufacturing in South Africa. However, no research is noted with regard to the sustainability of Lean manufacturing at Volkswagen Group South Africa. Assessing the condition of estuaries is difficult as their state can change depending on what is being measured. Assessments have been carried out on the health of estuaries in South Africa with the results of these studies being used as inputs to the process of assessing the minimum water supply requirements for each estuary (ecological reserve) in order to maintain or improve its functionality. These ecological reserve requirements are assigned using Resource Directed Measures (RDM). These measures, however, have been criticised for being highly complex and too costly to implement for all South African estuaries within a reasonable time period. Another concern is that the levels of demand for recreational goods and services provided by the estuary are not taken into account when assessing estuarine value. It is important to understand that the use of estuaries for recreational purposes is inextricably linked to their health and sound ecological functioning. Although South African estuaries have been quite well buffered from impacts until only very recently, their use and pressures have escalated faster than what conservation authorities and policy makers have been prepared for over the last couple of decades. There is thus mounting pressure on estuaries as recreational outlets, which, in turn, has led to their functional deterioration as well as deterioration in the quality of the recreational experience as a whole. One implication for management is that more and more trade-offs have to be made in an attempt to balance the conservation and recreational use of estuaries.

It involves the replacement of incumbents who have vacated their posts and left the organisation by the appointment of new incumbents in those posts The purpose of the study was to investigate factors influencing the high staff turnover at Walter Sisulu University and to explore strategies which could be utilized to address it. Management has a responsibility of ensuring that staff turnover remains at acceptable levels within the organisation. Causes of labour turnover and their consequences were investigated. High staff turnover could have negative consequences for an organization. It can dent the image of the institution and also have a negative impact on the productivity, especially when it involves the loss of highly skilled and productive workers. Measurement of staff turnover and models of turnover are also discussed and analysed. Job dissatisfaction as a determinant of voluntary turnover is categorically discussed as well as its components. The relationships between management, job satisfaction, performance and turnover as well as the possibility of reducing staff turnover are also explored. An empirical study was undertaken to determine individual, job, organisational and environmental factors influencing staff turnover among staff at all levels at WSU. Interviews were used in gathering data and the findings include the fact that the high staff turnover at this university is attributed to, among others, job dissatisfaction, lack of job security, lack of development and promotion opportunities. Recommendations were made to address factors that may have an impact on staff turnover at WSU as well as strategies that could be utilised to retain staff.

The various interventions have yielded limited success leaving room for other players to contribute to the solution. The Cisco Academy programme, executed through the establishment of Cisco Academies in educational institutions, is a professional education programme focused on the provision of computer networking skills and other basic information technology technical skills. Its comprehensive approach has seen it playing a complementary role to those of the government and other stakeholders. This study focused on the factors that affect Cisco Academy performance. The primary objective was to improve the academic performance of the Cisco Academies in South Africa. More specifically the study assessed the effect of instructor quality, use of technology tools, multi-culture needs, motivation, supporting infrastructure and accessibility on academy performance. The sample consisted of 166 respondents from five Cisco Academies in South Africa. Techniques such as multiple regression analysis, two sample t-tests and analysis of variance were employed on the empirical data. It was established that instructor quality and use of technology tools were the significant determinants of academy performance. It was also established that the Cisco Academy programme is making a significant contribution towards addressing the ICT skills shortage. A number of recommendations are made for the government, Cisco Academies and Cisco systems itself. Recommendations for future research are also provided.

Rural areas are characterised by high levels of poverty, deprivation, poor infrastructure, and poor linkages to markets. Rural women are the ones experiencing poverty at first hand due to the fact that they are less mobile; when food crisis hits, men tend to leave to look for work or income in towns/cities, while women stay behind to look after their families (Moyo-Mhlanga, 2001). In 1975, the World Bank addressed the question of how women can become effective in economic development, hence the establishment of Women in Development Projects to encourage them to be more involved in income-generating activities like rural projects, co-operatives (co-ops) and self-help groups. A co-operative is an autonomous association of people who join voluntarily to meet their socio-economic and cultural needs through a jointly-owned and democratically-controlled enterprise (International Labour Organization (ILO), 2002). The United Nations (UN) recognized the contribution cooperatives can make to achieve the Millennium Development Goals (MDGs) through productive employment, eradicating poverty, enhancing social integration and promoting the advancement of women. This research study was motivated by the fact that- there are various women development projects/co-operatives in Tsojana Administrative Area (A/A) which aim to improve the lives of the rural people for the better, but most of these co-ops are not sustainable and financially viable. Rural women have realized that in order to sustain development they have to integrate themselves into village development structures, as in various co-operatives, informal rural entrepreneurs and agricultural and non-farm income-generating activities. The study proposes to investigate the reasons for the failure of these co-ops to create sustainable rural livelihoods. The study further attempts to explore development strategies that will assist to transform and advance the co-ops towards sustainable development for all. It also aims to explore strategies that will alleviate poverty, create jobs, and address all factors of underdevelopment and deprivation. The overall methodological approach in this study is qualitative in nature, as it is based on the understanding of the situation from the participant‟s point of view, or perspective. It seeks to describe, investigate and explore aspects of development projects, and to also understand the aspects of socio-economic life of rural women. It combines three traditions of enquiry, i.e. case study, phenomenology, and ethnography. A non-probability type of sampling, in particular purposive sampling, was used for the study because the researcher‟s samples are based on her judgement. Interpretive research paradigm was used to allow the researcher to study meaningful social action, not just the external or observable behaviour of people, and various research tools were used to collect data. - Description: South African Municipalities have often been labeled as failures in the provision of services to local communities. These allegations include poor governance, maladministration, corruption and poor delivery of services. Certain municipalities are unable to deliver sufficient services to the communities of their geographic areas due to maladministration, political interference and corruption. This study undertook an assessment of the implementation of the Local Government Turnaround Strategy with emphasis on the Umzimvubu Local Municipality. The study comprises of five chapters and was motivated by the National Cabinet‟s decision to turn around the image of South African municipalities. The study includes an overview on the development and transformation of local government in South Africa as a point of departure. This is followed by an assessment of the implementation of the Local Government Turnaround Strategy, with specific reference to the Umzimvubu Local Municipality. The quantitative research methodology was employed for purposes of the study and the interpretation of the research findings are analyzed and described. A number of conclusions that were arrived at during the study, followed by specific recommendations are proposed in the final chapter. These are based on the findings primarily from the literature review and empirical survey.

- Description: South African Municipalities have often been labeled as failures in the provision of services to local communities. These allegations include poor governance, maladministration, corruption and poor delivery of services. Certain municipalities are unable to deliver sufficient services to the communities of their geographic areas due to maladministration, political interference and corruption. This study undertook an assessment of the implementation of the Local Government Turnaround Strategy with emphasis on the Umzimvubu Local Municipality. The study comprises of five chapters and was motivated by the National Cabinet‟s decision to turn around the image of South African municipalities. The study includes an overview on the development and transformation of local government in South Africa as a point of departure. This is followed by an assessment of the implementation of the Local Government Turnaround Strategy, with specific reference to the Umzimvubu Local Municipality. The quantitative research methodology was employed for purposes of the study and the interpretation of the research findings are analyzed and described. A number of conclusions that were arrived at during the study, followed by specific recommendations are proposed in the final chapter. These are based on the findings primarily from the literature review and empirical survey.

An assessment of the motivational value of rewards among health professionals in Malawi's Ministry of Health

- Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.
