- Description: In South Africa, the quality of health care is directly related to the concept of patient-centred care and the enactment of the Batho Pele Principles and the Patients’ Rights Charter. The quality of health care delivery has dropped drastically, and reports in the media indicate that public hospitals in the Eastern Cape Province are on the brink of collapse, with thousands of patients being treated in condemned hospitals. Receiving and rendering health care in the face of such challenges, the question arose: “Are patients receiving patient-centred care in public hospitals?” The answer to this rhetorical inquiry appeared to be obvious, but this research study explored and described professional nurses’ perceptions of patient-centred care in public hospitals and their understanding of evidence-based practice and best practice guidelines. The proposed study followed a qualitative, exploratory, descriptive and contextual design. The research population included professional nurses who are employed in public hospitals in Nelson Mandela Bay, and consisted of nurse managers and nurses who work in the wards. The research study consisted of three phases. In Phase 1, semi-structured interviews and focus groups were conducted with nurse managers and professional nurses working in the wards in order to collect data about their perceptions of patient-centred care and their understanding of evidence-based practice and best practice guidelines. The interviews were transcribed and Tesch’s eight steps of data analysis were followed to create meaning from the data collected. Themes were identified and grouped together to form new categories. The researcher ensured the validity of the study by conforming to Lincoln and Guba’s model of trustworthiness, which consists of the following four constructs: credibility, transferability, dependability and confirmability. An independent coder assisted with the coding process. In Phase 2, an integrative literature review was conducted in order to identify previous guidelines regarding best practice for patient-centred care. Relevant guidelines were selected, critically appraised, data was extracted and synthesised for the development of a best practice guideline for patient-centred care. An independent appraiser critically appraised the guidelines, thereby ensuring trustworthiness. In Phase 3, the data in Phase 1 and Phase 2 were integrated to formulate a draft best practice guideline for patient-centred care. The guideline was submitted to an expert panel for review and was modified according to the recommendations of the panel, whereby the best practice guideline for patient-centred care in public hospitals in Nelson Mandela Bay was finalized.

A context-aware model to improve usability of information presented on mobile devices

- Description: Online information access on mobile devices is increasing as a result of the growth in the use of Internet-enabled handheld (or pocket-size) devices. The combined influence of recent enabling technologies such as Web 2.0, mobile app stores and improved wireless networks have driven the increase in online applications that allow users to access various types of information on mobile devices regardless of time and location. Examples of such applications (usually shortened to app) include: social media, such as FacebookTM App and TwitterTM App, banking applications such as (Standard Bank South Africa)TM Mobile Banking App and First National Bank (FNB) BankingTM App, and news application such as news 24TM App and BBCTM News App. Online businesses involved in buying, selling and business transaction processing activities via the Internet have exploited the opportunity to extend electronic commerce (e-commerce) initiatives into mobile commerce (m-commerce). Online businesses that interact with end user customers implement business to consumer (B2C) m-commerce applications that enable customers to access and browse product catalogue information on mobile devices, anytime, anywhere. Customers accessing electronic product catalogue information on a mobile device face a number of challenges such as a long list of products presented on a small screen and a longer information download time. These challenges mainly originate from the limiting and dynamic nature of the mobile apps operating environment, for example, dynamic location, bandwidth fluctuations and, diverse and limited device features, collectively referred to as context. The goal of this research was to design and implement a context-aware model that can be incorporated into an m-commerce application in order to improve the presentation of product catalogue information on m-commerce storefronts. The motivation for selecting product catalogue is prompted by literature which indicates that improved presentation of information in m-commerce (and e-commerce) applications has a positive impact on usability of the websites. Usable m-commerce (and e-commerce) websites improve efficiency in consumer behaviour that impacts sales, profits and business growth. The context-aware model aimed at collecting context information within the user environment and utilising it to determine optimal retrieval and presentation of product catalogue in m-commerce. An integrated logical context sensor and Mathematical algorithms were implemented in the context-aware model. The integrated logical context sensor was responsible for the collection of different types of predetermined context information such as device specification or capabilities, connection bandwidth, location and time of the day as well as the user profile. The algorithms transformed the collected context information into usable formats and enabled optimal retrieval and presentation of product catalogue data on a specific mobile device. Open-source implementation tools were utilised to implement components of the model including: HTML5, PhP, JavaScript and MySQL database. The context-aware model was incorporated into an existing m-commerce application. Two user evaluation studies were conducted during the course of the research. The first evaluation was to evaluate the accuracy of information collected by the context sensor component of the model. This survey was conducted with a sample of 30 users from different countries across the world. In-between the context sensor and main evaluation surveys, a pilot study was conducted with a sample of 19 users with great experience in mobile application development and use from SAP Next Business and Technology, Africa. Finally an overall user evaluation study was conducted with a sample of 30 users from a remote area called Kgautswane in Limpopo Province, South Africa. The results obtained indicate that the context-aware model was able to determine accurate context information in real-time and effectively determine how much product information should be retrieved and how the information should be presented on a mobile device interface. Two main contributions emerged from the research, first the research contributed to the field of mobile Human Computer Interaction. During the research, techniques of evaluating and improving usability of mobile applications were demonstrated. Secondly, the research made a significant contribution to the upcoming field of context-aware computing. The research brought clarity with regard to context-aware computing which is lacking in existing, current research despite the field’s proven impact of improving usability of applications. Researchers can utilise contributions made in this research to develop further techniques and usable context-aware solutions.

- Description: In a fast moving, rapidly changing and highly competitive world the importance of strong leadership in both government and business cannot be over emphasised. The realisation that leadership is necessary for the organisation’s success and is key for the organisation’s survival (Alimo-Metcalfe and Alban- Metcalfe, 2008) is evident in the increasing focus on the concept over the last three to four decades. As the world becomes more of a ‘global village’ adapting to doing business in this new environment will require a leader who not only has the traditional skills set but also has the additional knowledge, skills and “mindset to navigate through the complexities brought on by moving beyond one's traditional borders” (Cohen, 2010. p. 3). This is of particular importance to Africa with the influx of foreign investors attracted by the growth opportunities that Africa offers, looking to expand their markets and in doing so imposing western norms and standards on local operations, in complex environments. Unfortunately Western leadership theories have not always been successful as Africans have found that in order to embrace Western ideals they need to relinquish some of their own beliefs. This highlights an opportunity to explore a possible hybrid leadership approach that harmonises the Western approach that is based on facts, logic and the nature of reality with the African humanistic orientation. The main aim of this study is to research the concept, principles, and characteristics of a small sample of business leaders in Africa in order to identify the factors that contribute to the leader’s success in a global business operating in Africa. By applying qualitative research methodology which includes an individual narrative written by each Managing Director, semistructured interviews and focus groups, a framework for business leadership in Africa was developed.

- Description: The “What” and “Why” in information system development in resource restricted environments is already well covered in literature. However, the “How” to do it still has not been explored. This thesis reports on the development of a locally flavoured participatory user requirements elicitation framework for the development of information systems in resource restricted environments. It uses existing participatory design practices, user requirements elicitation literature and local participatory norms and traditions to achieve this. In doing so, it takes a step towards the way information systems could be developed in resource restricted environments. The topic of this thesis is mainly motivated by the recent calls in existing literature for developing countries to start developing their own information systems in order to address their own requirements. Accordingly, and to lay a foundation towards the realisation of this goal, this research is positioned within the user requirements elicitation region of information systems development. Current user requirements elicitation methods use traditional methods where experts/designers ask system users questions through interviews or learn about their environment through observations. This research proposes a shift from this approach to one that not only views users as equal partners in the elicitation process but in the whole information systems development process. This is in the spirit of participatory design, which was developed in Scandinavia more than four decades ago. Further, recent research in participatory design emphasises the importance of its contextual nature and concedes that there is no single best practice for participatory design in information systems that applies to all contexts. This research explores the information systems development discourse in resource restricted environments in Africa. Its purpose is to enhance understanding of the local contexts, thus providing new insights on how to develop a framework that speaks to local challenges using norms and traditions in order to develop information systems that address local requirements. Thus, the main contribution of this research lies in laying a foundation for a locally flavoured participatory approach for information systems development in resource restricted environments. It contributes to the existing information systems development, participatory design and user requirements elicitation body of knowledge by developing a framework for participatory user requirements elicitation. In addition, it contributes to the participatory design body of knowledge by introducing an age-old African participatory decisionmaking approach to the academic participatory design community. In doing so, it adopts the meaning of participation from an African value system point of view, which is something that has only been previously explored in the Nordic countries and North America. Finally, recommendations for the application, limitations and avenues for further research are incorporated into the findings of this research.

- Description: Dr Math is a math tutoring service implemented on the chat application Mxit. The service allows school learners to use their mobile phones to discuss mathematicsrelated topics with human tutors. Using the broad user-base provided by Mxit, the Dr Math service has grown to consist of tens of thousands of registered school learners. The tutors on the service are all volunteers and the learners far outnumber the available tutors at any given time. School learners on the service use a shorthand language-form called microtext, to phrase their queries. Microtext is an informal form of language which consists of a variety of misspellings and symbolic representations, which emerge spontaneously as a result of the idiosyncrasies of a learner. The specific form of microtext found on the Dr Math service contains mathematical questions and example equations, pertaining to the tutoring process. Deciphering the queries, to discover their embedded mathematical content, slows down the tutoring process. This wastes time that could have been spent addressing more learner queries. The microtext language thus creates an unnecessary burden on the tutors. This study describes the development of an automated process for the translation of Dr Math microtext queries into mathematical equations. Using the design science research paradigm as a guide, three artefacts are developed. These artefacts take the form of a construct, a model and an instantiation. The construct represents the creation of new knowledge as it provides greater insight into the contents and structure of the language found on a mobile mathematics tutoring service. The construct serves as the basis for the creation of a model for the translation of microtext queries into mathematical equations, formatted for display in an electronic medium. No such technique currently exists and therefore, the model contributes new knowledge. To validate the model, an instantiation was created to serve as a proof-of-concept. The instantiation applies various concepts and techniques, such as those related to natural language processing, to the learner queries on the Dr Math service. These techniques are employed in order to translate an input microtext statement into a mathematical equation, structured by using mark-up language. The creation of the instantiation thus constitutes a knowledge contribution, as most of these techniques have never been applied to the problem of translating microtext into mathematical equations. For the automated process to have utility, it should perform on a level comparable to that of a human performing a similar translation task. To determine how closely related the results from the automated process are to those of a human, three human participants were asked to perform coding and translation tasks. The results of the human participants were compared to the results of the automated process, across a variety of metrics, including agreement, correlation, precision, recall and others. The results from the human participants served as the baseline values for comparison. The baseline results from the human participants were compared with those of the automated process. Krippendorff’s α was used to determine the level of agreement and Pearson’s correlation coefficient to determine the level of correlation between the results. The agreement between the human participants and the automated process was calculated at a level deemed satisfactory for exploratory research and the level of correlation was calculated as moderate. These values correspond with the calculations made as the human baseline. Furthermore, the automated process was able to meet or improve on all of the human baseline metrics. These results serve to validate that the automated process is able to perform the translation at a level comparable to that of a human. The automated process is available for integration into any requesting application, by means of a publicly accessible web service.

A method for the evaluation of similarity measures on graphs and network-structured data

- Description: Measures of similarity play a subtle but important role in a large number of disciplines. For example, a researcher in bioinformatics may devise a new computed measure of similarity between biological structures, and use its scores to infer bio-logical association. Other academics may use related approaches in structured text search, or for object recognition in computer vision. These are diverse and practical applications of similarity. A critical question is this: to what extent can a given similarity measure be trusted? This is a difficult problem, at the heart of which lies the broader issue: what exactly constitutes good similarity judgement? This research presents the view that similarity measures have properties of judgement that are intrinsic to their formulation, and that such properties are measurable. The problem of comparing similarity measures is one of identifying ground-truths for similarity. The approach taken in this work is to examine the relative ordering of graph pairs, when compared with respect to a common reference graph. Ground- truth outcomes are obtained from a novel theory: the theory of irreducible change in graphs. This theory supports stronger claims than those made for edit distances. Whereas edit distances are sensitive to a configuration of costs, irreducible change under the new theory is independent of such parameters. Ground-truth data is obtained by isolating test cases for which a common outcome is assured for all possible least measures of change that can be formulated within a chosen change descriptor space. By isolating these specific cases, and excluding others, the research introduces a framework for evaluating similarity measures on mathematically defensible grounds. The evaluation method is demonstrated in a series of case studies which evaluate the similarity performance of known graph similarity measures. The findings of these experiments provide the first general characterisation of common similarity measures over a wide range of graph properties. The similarity computed from the maximum common induced subgraph (Dice-MCIS) is shown to provide good general similarity judgement. However, it is shown that Blondel's similarity measure can exceed the judgement sensitivity of Dice-MCIS, provided the graphs have both sufficient attribute label diversity, and edge density. The final contribution is the introduction of a new similarity measure for graphs, which is shown to have statistically greater judgement sensitivity than all other measures examined. All of these findings are made possible through the theory of irreducible change in graphs. The research provides the first mathematical basis for reasoning about the quality of similarity judgments. This enables researchers to analyse similarity measures directly, making similarity measures first class objects of scientific inquiry.

- Description: The perceptions of employees regarding electronic surveillance in the workplace were studied using a mixed method approach. The change that permeates society and organisations have not escaped public FET institutions in South Africa. These changes such as computerisation of work and the employment of electronic surveillance, have implications for management, control, privacy, productivity and trust in the workplace. Yet, public FET institutions are not performing to the expected standards. Surveillance of work and employees at these institutions are interventions of management to ensure organisational goals are achieved. Despite the prevalence of electronic surveillance in the workplace, employee perceptions and their lived experiences thereof are seldom reported. Published research barely focuses on employees’ perceptions of electronic surveillance in the workplace, and instead offers a perfunctory look at the perceptual dimensions. Employees’ perceptions reflects their lived experiences in the workplace and yield a foundational understanding of workplace dynamics and organisational behaviour. The perceptions of employees regarding electronic surveillance were viewed through the lens of quantitative and qualitative analysis to give statistical and thick descriptions respectively to augment better understanding. The study therefore provides a descriptive account of employees’ perceptions of electronic surveillance and its effects. Specifically the study examined employee perceptions of electronic surveillance as a control measure of management, as an intrusion of employee privacy and impacting on the trust relationship and productivity. An extensive review of the literature provided the basis for the research questions and eight hypotheses were proposed. A survey, by means of an electronic questionnaire, was conducted to test the hypotheses using a random sample of employees at three public FET institutions in the Eastern Cape Province, South Africa. The results are presented followed by a discussion, conclusions and limitations. Suggestions and recommendations for future research are also indicated. The central thesis of the study is presented, namely that electronic surveillance is experienced as a measure of management to control workers and that privacy as well trust, as an element of the employment relationship, are influenced by it. Further findings indicated that there are no statistically significant differences in the responses of the three job categories namely lecturers, managers and administration and support staff. Interviews were also conducted and the data from the interviews reported the depth and breadth of the perceptions of a small sample of employees who related their experiences and situations in terms of the key themes of electronic surveillance as control and an intrusion of their right to privacy, trust and productivity. The findings indicate that acceptance of electronic surveillance is contingent upon contextual factors and the meaning people assign to their situations. Privacy concerns were limited to personal information, fairness and dignity. The link between electronic surveillance and control and discipline is reported in the responses. The findings indicate that perceptions of electronic surveillance as managerial control is related to the lived experiences of employees. Employees voiced positive perceptions of electronic surveillance in cases where management clearly communicates the purpose to the employees. The study of the subjective experiences of employees in workplaces under electronic surveillance thus helped to illuminate the intricacies of employment relationships in the changing world of work. The study findings widen the knowledge base on organisational behaviour and is essential for human resources management and organisational development interventions. Human rights and ethics are part of the sense making process when employees construct social reality. Management and control is redefined in various terms and has implications for change management strategies and organisational development practises in globalising and network society. The study raises the critical question whether electronic surveillance as an adjunct for bureaucratic control is still relevant in a changing world of work where good faith, trust and confidence are still highly valued. The insights into the role of trust in the employment relationship is important for managing public institutions in complex settings. Management must be aware of the differences in the lived experiences of employees when dealing with workplace issues.

- Description: Sustainability has gained prominence globally among nations, regions and organisations as a result of factors such as the effects of climate change on the environment, diminishing natural resources and rising population growth with their concomitant impact on economies and social systems. South Africa is a signatory to the United Nations Global Compact (UNGC) that promotes international principles and best practices on sustainable development. Sustainability Reporting is one such best practice. Sustainability Reporting is imperative for good governance and organisations are now expected to support sustainability issues, risks and performance in a balanced and reasonable way. The United Nations and other global bodies have been in the vanguard in promoting guidelines for sustainability reporting with the Global Reporting Initiative (GRI) being the most Prominent Sustainability reporting guideline. The South African Higher Education Institutions generate a number of reports in the course of any given academic year. As has been the case in the global corporate world, failures in governance in some South African universities point to weaknesses in their governance, especially when it comes to oversight of the operations of institutions. Considering this, it is important to critically examine strategic planning processes to understand the aspects that are important for the survival of Higher Education Institutions (HEIs) and therefore they should be regularly and closely monitored. The study begins by exploring literature relating to strategic planning, governance, sustainability reporting practices and Business Intelligence (BI) technologies in Higher Education. The primary objective of the investigation is to propose a sustainability reporting framework for Higher Education Institutions in South Africa. It is argued that with the aid of appropriate BI tools, the proposed Sustainability Reporting framework would be useful in tracking progress in the implementation of strategic plans and at the same time strengthen governance in institutions. The study identified elements of Sustainability Reporting that are important for strategic planning. To develop the proposed framework, an empirical investigation was undertaken. Four online questionnaires were completed and returned by 108 participants comprising of Registrars and Information Managers at 23 South African Higher Education Institutions as well as to Information Managers in selected International Higher Education Institutions and Managers at the Nelson Mandela Metropolitan University (NMMU). The online questionnaires were developed to elicit information to include in the proposed framework. To analyse results, both descriptive and inferential statistics such as Analysis of Variance (ANOVA) were used. Results from the surveys revealed that Higher Education Institutions globally and in South Africa are grappling with the same issues. When it comes to Sustainability Reporting, factors such as information culture and Business Intelligence maturity levels were not found to be very different among the various institutions. In the case study at NMMU, correlational analysis confirmed that variables such as Management buying and the availability of BI reports were positively related to effective strategic planning and vice versa. Similarly, a strong correlation was observed between reporting guidelines and strategic planning. Moreover, the study highlighted the critical role of management and leadership in a university in creating an environment that supports Sustainability Reporting. In conclusion, it was recommended that efforts should be directed at creating awareness and at training staff on aspects that promote sustainability. It is incumbent upon the institution to take advantage of and promote technological tools and techniques to enable the easy flow of data and information in understandable and usable formats to all its stakeholders. Finally, a Framework for Sustainability Reporting for Higher Education Institutions (FSRHEI) and guidelines for implementing Sustainability Reports are proposed.

- Description: Organizations face challenges constantly owing to limited resources. As such, to take advantage of new opportunities and to mitigate possible risks they look for new ways to collaborate, by sharing knowledge and competencies. Coordination among partners is critical in order to achieve success. The segmented South African public sector is no different. Driven by the desire to ensure proper service delivery in this sector, various government bodies and service providers play different roles towards the attainment of common goals. This is easier said than done, given the complexity of the distributed nature of the environment. Heterogeneity, autonomy, and the increasing need to collaborate provoke the need to develop an integrative and dynamic coordination support service system in the SA public sector. Thus, the research looks to theories/concepts and existing coordination practices to ground the process of development. To inform the design of the proposed artefact the research employs an interdisciplinary approach championed by coordination theory to review coordination-related theories and concepts. The effort accounts for coordination constructs that characterize and transform the problem and solution spaces. Thus, requirements are explicit towards identifying coordination breakdowns and their resolution. Furthermore, how coordination in a distributed environment is supported in practice is considered from a socio-technical perspective in an effort to account holistically for coordination support. Examining existing solutions identified shortcomings that, if addressed, can help to improve the solutions for coordination, which are often rigidly and narrowly defined. The research argues that introducing a mediating technological artefact conceived from a virtual community and service lenses can serve as a solution to the problem. By adopting a design-science research paradigm, the research develops a model as a primary artefact to support coordination from a collaboration standpoint. The suggestions from theory and practice and the unique case requirement identified through a novel case analysis framework form the basis of the model design. The proposed model support operation calls for an architecture which employs a design pattern that divides a complex whole into smaller, simpler parts, with the aim of reducing the system complexity. Four fundamental functions of the supporting architecture are introduced and discussed as they would support the operation and activities of the proposed collaboration lifecycle model geared towards streamlining coordination in a distributed environment. As part of the model development knowledge contributions are made in several ways. Firstly, an analytical instrument is presented that can be used by an enterprise architect or business analyst to study the coordination status quo of a collaborative activity in a distributed environment. Secondly, a lifecycle model is presented as meta-process model with activities that are geared towards streamlining the coordination of dynamic collaborative activities or projects. Thirdly, an architecture that will enable the technical virtual community-centric, context-aware environment that hosts the process-based operations is offered. Finally, the validation tool that represents the applied contribution to the research that promises possible adaptation for similar circumstances is presented. The artefacts contribute towards a design theory in IS research for the development and improvement of coordination support services in a distributed environment such as the South African public sector.

- Description: The purpose of this research project was to establish in what way Christian entrepreneurs, in this case owner-managers of small and medium-sized enterprises, drew on their Christian faith – as an identity-creating construct – in the day-to-day running of their businesses. Religion was identified as one of the significant contributing elements that form part of individuals’ underlying values that are used to make numerous value-based decisions. Because SME owner-managers that adhere to the Christian faith constitute a fairly large segment of society in the Western World, a study of this nature can be regarded as a worthwhile undertaking that provides valuable insights related to how and to what extent this particular group of economic actors merge religious convictions with business operations. The research was set up in such a way that SME owner-managers in South Africa, who were self-proclaimed Christians and broadly defined as members of the Protestant tradition, constituted the sample participants. The methodology regarded as most suitable was a qualitative, grounded-theory approach whereby interviews were conducted along the lines of a semi-structured interview schedule. An openended exploratory strategy was adopted that allowed respondents to convey their thoughts and ideas pertaining to the research phenomenon from their personal perspectives. A number of conceptual and linguistic frames offered by the respondents – that gave language to the way they rationalised their faith in the context of managing their businesses – were recorded. A total of sixteen major themes and an additional eight sub-themes emerged from the data. The themes recorded and analysed were: faith, grace, calling, stewardship, kingdom, holiness, discipleship, discernment, love, relationship, anointing, inseparable dimensions of life, the Christian life journey, money, cultural perspectives and biblical principles, including the centrality of the Bible, integrity and honesty, sowing and reaping, humility, forgiveness, power of the tongue, importance of prayer and the centrality of Christ. The research findings revealed that a correct understanding of the Christian identity as well as a correct application thereof is crucial in successfully incorporating Christian ideals in the market. Full integration of the Christian identity plus an internalisation of God’s purposes and principles create an inner sense of direction that is less focused on external moral guidelines and codes of conduct – the phrase living from the inside out’ seems appropriately fitting to describe a group of economic actors who pursue their business careers with a sense of calling coupled with a belief that their commercial whereabouts are distinctively linked to a transcendent objective. In addition, general business administration guidelines, where the issue of religious affiliation per se is of no particular consequence, allow for the integration of the value concepts uncovered through the study by way of the corporate governance framework as contained in the King III report – particularly with reference to business practice interventions related to the formulation and implementation of core organisational values and moral codes.

- Description: The South African construction industry is faced with challenges which impede on successful project delivery. While incentives have been recognised as motivational tools for individual employees to achieve certain goals, the South African construction industry has not fully exploited the various avenues to initiate motivational approaches aligned with project objectives to enhance successful delivery of construction projects. This study is therefore aimed at exploring which monetary and non-monetary incentives would compel construction and consultant team members to improve successful project delivery. The study adopted a deductive approach whereby hypotheses were formulated based on motivation theories and applied them in construction project team situations. In this regard, the extensive literature related to motivation theories such as the hierarchy of needs, incentives, organisational commitment, and teamwork environment were reviewed. A web survey was adopted for the empirical data gathering by means of a questionnaire e-mailed to nationwide selected construction and consultant firms. Data analysis was done by means of ranking, paired sample test, T-Test, ANOVA test, Mann- Whitney, Kruskal-Wallis test of association, and the Principal Component Analysis (PCA). The reliability test was done using Cronbach’s alpha coefficient of reliability. In total, 164 respondents participated in the study. It was revealed that there was a statistically significant difference between mean rankings of motivational factors, and organisational commitment was perceived as the most important motivational factor that compelled construction and consultant team members to achieve project success. There was no statistically significant difference between various demographics (gender, qualification, and experience) pertaining to self-development needs, organisational commitment, and teamwork environment motivational factors, except age groups, which displayed a statistically significant difference in self-development needs and teamwork environment. There was a statistically significant difference between mean rankings of monetary and non-monetary incentives, and non-monetary incentives were preferred to monetary incentives in achieving higher performance. There was no statistically significant difference between various demographics (gender, age, qualification, and experience in the construction industry) of construction and consultant team members pertaining to monetary and non-monetary incentives. There was no statistically significant difference between mean rankings of primary project objectives aligned with monetary incentives, where time was perceived as the most important. There was no statistically significant difference between various demographics (gender, qualification, and experience in the construction industry) of construction and consultant team members pertaining to project objectives aligned with incentives, except age groups which displayed a statistically significant difference in project objectives aligned with monetary and non-monetary incentives. Two models have been developed based on the PCA results of project objectives aligned with monetary and non-monetary incentives. Each model consisted of four parts, namely project objectives, demographic information, short-run project-based interventions, and long-run interventions. The PCA results showed monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve secondary project objectives, such as the provision of work opportunities to SMMEs. In the long-run, this confirms the usefulness of the CIDB initiative consisting of the provision of work opportunities to SMMEs through the National Contractor Development Programme (NCDP) guidelines. The PCA results showed non-monetary incentives could be a useful project-based intervention mechanism in the short-run to achieve primary project objectives, such as quality. In the long-run, a continuous improvement mechanism by various construction industry stakeholders is deemed necessary to maintain project delivery standards.

- Description: The first of the eight United Nations Millennium Development Goals for 2015 is to “Eradicate Extreme Poverty and Hunger”. Achieving this goal would be aided by having an effective and productive agricultural community. Agricultural organisations assist producers to be more effective in their operation through Commercial Extension Services (CES). Through CES, producers are advised and educated about new agricultural practices, techniques and products. A key component of CES is the provision of relevant information to producers. The problem this research addressed was that producers experience difficulty in accessing the information they require in a timeous, relevant and personalised manner. No suitable framework was found for agricultural organisations to use when designing and implementing an Information Services Platform. The main research objective was to develop and evaluate an Information Services Framework (ISF) for organisations offering information as a CES. The research methodology used to achieve this objective was Design Science Research (DSR). DSR is an iterative methodology with three cycles, namely the relevance, the design and the rigor cycles. The relevance cycle was used to acquire the information required to inform the design cycle. The information was collected by using literature research and empirical studies. The first study, the Producer Information Requirements Survey (PIRS) sought to determine the information requirements of grain producers and was conducted by interviewing grain producers in the Swartland region of South Africa. The second study, the Internet and Mobile Device Usage Survey (IMDUS) investigated the use of the Internet and mobile devices amongst South African producers by means of a national on-line survey. The quantitative and qualitative results of the analysis were used during the design phase to develop the ISF. The design phase of DSR process led to the creation of an ISF for providing Information as a Service (IaaS) in CES. The framework allows for information services to be provided in a manner and form customised to an individual producer’s preferences. The foundation of the framework is that information can be sourced from various sources, internal or external to the organisation and distributed to producers by using a unified platform. During the research, an agricultural organisation, BKB GrainCo used the proposed ISF to develop an Information Services Platform (ISP) to provide information to its producers. BKB GrainCo’s development process included two evaluations. The first evaluation, the Information Preferences Prototype Survey, was intended to test a key component of the framework, the nformation Preferences Profile. The Information Preferences Profile was conceptualized following the PIRS. In the PIRS it was determined that individual producers would prefer to specify what information they would receive, when they required it and have it delivered by using a medium of their choice. The second evaluation of the design phase was a Usability Study. The Usability Study was intended to test the functionality of the system across various technologies. The rigor cycle, following the implementation of BKB GrainCo’s ISP, contained the main evaluation, the Information Services Platform Evaluation. The evaluation was used to test the impact of BKB GrainCo’s ISP on perception of received service. The evaluation used a standardised version of the standardised SERVQUAL instrument specifically adapted in this research to measure the provision of IaaS. The results obtained during the evaluation indicated that the BKB GrainCo’s Information Services Platform was found to be valued by producers and improved the communication services of agricultural organisations. It was inferred from the successful implementation of BKB GrainCo’s ISP and the positive response from producers, after the evaluations, that the developed ISF was suitable for an agricultural organisation to provide CES. The theoretical contributions included underpinning the concept of CES in terms of stakeholder theory. Its underpinning provides justification for agricultural organisations to improve CES – including the provision of information. A second theoretical contribution was the extension of SERVQUAL as an IS theory by developing and validating a dimension designed to test the provision of IaaS. Providing producers with accurate and reliable personalised information has the capacity to improve producers’ ability to make informed decisions. Informed decision making will contribute to having an effective and productive agricultural community; resulting in improvement of agricultural output and contributing to food security and job creation. Improved agricultural output, better food security and job creation are aspects which will contribute toward the attainment of the first of eight United Nations Millennium Development Goals for 2015, which is to “Eradicate Extreme Poverty and Hunger”.

- Description: The issue of ethics on the internet has become complicated due to a number of people placing material on cyberspace. NGOs are increasingly using social media to promote their products and services. Jürgen Habermas’ theory of communicative action and discourse ethics as a theoretical basis to the study merges together several factors which impact on the use of social media as a communicational tool for social marketing. The study explores how eight “ethical variables” (ethical and moral problems) are impacted by social media. The variables- justice, privacy, access, accuracy, truth, human dignity, regulation and ownership of information are a basis of enquiry by conducting in-depth interviews with employers/managers of 10 selected South African NGOs, as well as distributing survey questionnaires to 150 employees/volunteers of the NGOs to determine their experiences with cyberspace. The research investigates the social contexts of the selected NGOs and the safety measures they implement to protect their reputations and corporate identities. The study analyzes unethical behaviours that exist within the selected virtual organizations of the NGOs and investigates the ethical guidelines they follow in order to deal with the breaches of ethics. The study offers recommendations into amending drafted or existing public procedural policies for the purpose of self-regulating present and future users of social media. The study proposes that the continued misuse of social media may cause social media guidelines to be embedded into existing national legislative frameworks, such as South Africa’s Bill of Rights, as well as media and communications Acts.

- Description: The Buffalo City Metropolitan Municipality (BCMM) has been experiencing inappropriate job behaviour and performance from some of its workers. These inappropriate practices have been widely reported in the media, audit reports, parliamentary discussions, reports to parliament, municipal reports, and departmental reports. They include misappropriation of municipal resources, maladministration, mismanagement, lack of service delivery, fraud, and corruption. Since many BCMM workers have various levels of formal education, such practices are not expected, because the structural-functionalist assumption is that formal education is a solution to societal challenges. At the BCMM, however, formal education seemed to also serve a different purpose, that of realising the principle that says “[k]now the rules well, so you can break them effectively” (Dalai Lama 2013, 2). This study therefore hypothesises that the perpetual inappropriate job behaviour and performance at the BCMM is due to the paucity of broad skills. The concept of broad skills includes the various dimensions of knowledge (know that, know why, know how) as well as attitudes, ethics and values. Inappropriate job behaviour and performance practices thus indicate that current levels of broad skills are insufficient. This study acknowledges that labour (ability to work) is a product of multifarious forms of capital, hence this study amalgamates four forms of capital - human capital, social capital, cultural capital, and reputation capital – into a theoretical framework in order to get a broader explanation of the workers’ job behaviour and performance. The various forms of capital contribute to the formation of skill, hence the notion of broad skills. How workers discharge their responsibilities is determined by numerous factors such as cultural capital (the workers’ family background, race, ethnicity, personality, and geographical area) (Bourdieu 1977); reputation capital (the workers’ brand, public perceptions of trustworthiness, popularity, authority in the field, ethics, integrity and reputation) (Ingbretsen 2011); social capital (the workers’ social development, social relations, and social networks) (Blackmore 1997); and human capital (schooling) (Becker 1964). The value of adopting the broad skills approach lies in gaining a broader perspective on job performance as opposed to the dominant use of the human capital model alone which predominantly uses schooling to explain job performance. In practice, the human capital model is characterised by its association of job performance problems with lack of skills. However, investigation of the role of attitudes, ethics and values in the labour process reveals that the lack of will also contributes to job performance problems. In fact, the adoption of multiple perspectives for investigating the paradoxical co-existence of inappropriate job behaviour and performance with formal education reveals several factors that make this phenomenon possible, besides lack of skills. These include the job environment, ineffective performance management systems, compromised municipal effectiveness and efficiency due to the politicisation of municipal management, and manipulation of the labour process to suit the interests of the workers who want to engage in inappropriate practices.

- Description: The construction industry produces a high rate of accident statistics. Constructors are exposed to a range of construction hazards and risks which manifest themselves in accidents and lead to a high incidence of illnesses, injuries and fatalities. Despite evidence that up to 50 percent of construction accidents can be avoided through mitigation of hazards and risks in the design phase of construction projects, architectural designers do not adequately engage in designing for construction health, safety, and ergonomics. The research localises the problem in the context of South Africa and sets out to develop an architectural design oriented model toward a reduction of construction hazards and risks, which can be engendered through optimisation of tertiary architectural education and through continuing professional development (CPD) programmes. The ultimate aim is to realise a paradigm shift in architectural design relative to construction health, safety, and ergonomics as architectural designers in South Africa still view it as the constructor’s responsibility. The research intertwined a range of secondary data with four provisional studies undertaken in the Eastern Cape Province considered representative of South Africa. This involved both quantitative and qualitative methodologies and were directed at architectural designers registered with the South African Council for the Architectural Profession (SACAP). The provisional studies were published in international conference proceedings and served to gradually provide local insight, and ultimately provided a line of structured questions for use in the main study. The main study was positioned in the action research (AR) paradigm and used focus group (FG) methodology to solicit a vast richness of qualitative data from SACAP registered architectural designers who participated in the FG proceedings. Synthesis of data with literature and the provisional studies gave rise to a provisional model comprising six main model components and a range of sub-components. The provisional model was validated and refined while simultaneously testing the research hypotheses by means of questionnaires directed at the SACAP registered FG participants. The evolved model includes a core model embedded in a greater process model, and implementation and use of the core model relies on appropriate knowledge of architectural designers. It is ultimately recommended that tertiary architectural education institutions and those involved in architectural CPD programmes take ‘upstream design ownership’ and use the model as a basis for designing and implementing appropriate tertiary architectural programmes and architectural CPD offerings. Ultimately the model is not considered as a complete means to an end, and further investigation is needed in order to design and implement the recommended programmes. Only then can we begin to realise a paradigm shift in architectural thinking and practice.

Assessing the optimal size and composition of public debt in Zimbabwe

- Description: This study provides an analysis of public debt dynamics with a view to assess the optimal size and composition of public debt in Zimbabwe that is consistent with maintaining public debt at sustainable levels. The analysis was performed by applying public debt data for Zimbabwe over the period 1980 to 2012. Robustness checks were conducted, using data for selected low income countries in the sub-Saharan Africa. The study was motivated by the public debt management concerns caused by the 2008/09 global financial crisis and the European sovereign debt crisis as well as the external public debt overhang experienced by Zimbabwe since the year 2000. The findings of the study complement existing research findings and information on public debt management of the International Monetary Fund (IMF) and other researchers. The major contribution of this thesis is the determination of optimal public debt thresholds for Zimbabwe. The optimal public debt thresholds were estimated from a joint analysis of the macroeconomic variables that affect public debt and the reaction of fiscal policy to changes in debt. The classical linear regression and Bayesian Vector Auto Regression (BVAR) models were applied to examine the drivers of debt accumulation and to assess the sensitivity of debt to macroeconomic shocks. The information from the drivers of public debt accumulation, together with the fiscal response mechanism was used to calibrate the long-run stable (optimal) public debt target. The optimal public debt threshold was also determined by assessing the link between public debt and economic growth. This assessment was carried out to establish the tipping point beyond which public debt adversely affects growth. Such a tipping point provides valuable information on the optimal size of public debt. The study also applied simulation approaches to determine the optimal composition of public debt. The results show that public debt dynamics in Zimbabwe largely comprised extensive stock flow adjustments emanating from extra budgetary expenditures to meet social and political related needs. The results of the assessment on the sensitivity of public debt to macroeconomic shocks show that Zimbabwe‟s public debt has been more vulnerable to economic growth, exchange rate and interest rate shocks. The significant influence of these variables highlights the role of automatic debt dynamics in public debt management. The results from the fiscal reaction function show that government has been responding positively to increases in public debt. This analysis also shows that government‟s policies are a-cyclical; as explained by the negative and insignificant response of the primary balance to the output gap. The dynamic stochastic simulation analysis suggests that Zimbabwe‟s public debt could follow an array of potential paths depending on the policy stance implemented by government. The simulated risk to public debt dynamics is larger, with an upper bound public debt to GDP ratio of 100 per cent and a lower bound public debt ratio of 32 per cent. The simulated lower bound provides a measure of a natural debt limit, which the government could adopt without fearing the risk of default. The results suggest that the main risks to public debt sustainability lie in growth shocks, whose volatility have been high for the period under study. The results from the analysis of growth and debt confirm the existence of an optimal growth maximising public debt ratio depicted by an inverted U-shaped relationship between public debt and economic growth. The optimal size of public debt was found to be at public debt levels of between 45-50 per cent of GDP. This means that higher public debt ratios have been associated with lower economic growth rates at debt levels above 50 per cent of GDP. The results are consistent with empirical findings for low income countries which suggest the existence of a debt laffer-curve. The results from an analysis of an optimal composition of public debt show a trade-off between a debt composition with more external concessional debt and one with more domestic debt. While a composition with more concessional borrowing was found to be desirable from a cost perspective, it proved to be less desirable from a risk perspective after taking into consideration stock flow adjustments due to changes in cross exchange rates. The findings of the study point to a need for the Zimbabwean government to swiftly respond to increases in public debt to control the swings in debt dynamics caused by macroeconomic shocks. The inverted U-shaped relationship between debt and growth suggests that government borrowing must be done in a way that simultaneously entrenches debt sustainability and ensures sustained economic growth rates in the medium to long-term. The study also highlights the need for counter-cyclical macroeconomic policies to avoid explosive debt dynamics emanating from frequent changes in the business cycle, and to minimise the interest/growth rate differential to ensure sustainable public debt dynamics. There is also a need for authorities to ensure a true balance between external and domestic borrowing to minimise the volatility in debt service costs caused by macroeconomic shocks. Generally, the findings from this study can assist in informing the policy agenda to address the imperatives of debt resolution, fiscal consolidation and economic growth acceleration.

Behaviour-based health and safety management in construction: a leadership-focused approach

- Description: The construction industry remains a pillar in the South African economy, generating employment and wealth. Nonetheless, the industry is reportedly bedevilled by a high rate of accidents and serious injuries that often lead to permanent deformation and fatalities among workers and the general public. These accidents and injuries manifest due to poor construction health and safety (H&S) performance that is often related to poor H&S leadership of the key project leaders involved in the construction business. Shortcomings pertain to client leadership in terms of involvement and commitment to H&S and project H&S related decisions of professionals (designers, project managers, quantity surveyors and engineers). They also pertain to contractor related aspects such as H&S management systems and leadership at all levels of management. In addition, contractors’ inadequacies of H&S management relative to workplace planning and materials related issues have continued to marginalise H&S performance in construction. The H&S leadership of key project leaders is very important in creating a culture of H&S in the workplace. This study examined the H&S management practices and leadership of the key project leaders that contribute to at-risk work practices or unsafe behaviour of workers. Presently, there is limited or no research in South African construction on how the H&S leadership of the key project leaders contributes to at-risk work practices or unsafe behaviour of workers. The methodology employed in the study included an extensive review of relevant literature, which enabled the field work to proceed unhindered. The quantitative survey and qualitative inquiry was conducted with the key construction participants in South African construction. Focus group discussions and interviews were used in a complementary manner. Accordingly, the sampling technique for the study comprised simple random and purposive sampling. The study revealed apparent poor leadership and lack of involvement and commitment to workers’ H&S by the key project leaders. Notably, there is statistical evidence of poor H&S management practices among contractors in terms of top management commitment to and involvement in project H&S. This statistical evidence includes poor H&S education and training of workers and lack of workers’ involvement and participation in H&S matters, which is the tenet of behaviour-based H&S anagement. The model of leadership influence on worker H&S behaviour developed in this research constitutes an innovative contribution to construction H&S performance improvement through a leadership-focused approach. The study has established a basic level of awareness and understanding among key project leaders in that their upstream decisions during the project planning and construction phases have significant influence on workers’ safe or unsafe behaviour or at-risk work practices. The study strongly advocates transparent leadership, ethical behaviour among clients in public and private sectors, designers’ critical H&S decisions, project managers’ and quantity surveyors’ commitment towards project H&S and contractors’ adoption and implementation of behaviour-based H&S management systems. The developed leadership influence model of worker H&S behaviour in the study provides a useful guide for the key project leaders to realise the desired H&S performance improvement in the South African construction industry.

The aim of the research was to explore the experiences of role transition of final year nursing students, particularly their preparedness to take up the role of a professional nurse in the military health setting in order to assist managers and educators to support and facilitate this professional adjustment appropriately. A qualitative, descriptive, contextual design was employed for the study and followed a three-phase approach. Phase one comprised a qualitative approach, where semi-structured and focus group interviews were conducted to gather the data. Nurse managers, nurse educators, final year nursing students and novice professional nurses formed part of the population for the study. Creswell’s method of data analysis was employed in analysing the data. The second phase dealt with the integrative review of literature on the transition of final year nursing students into professional nurses. Data extracted from the guidelines formed themes that were triangulated to form phase three of the study. Lastly, a best practice guideline was developed to facilitate the transition period of final year nursing students to professional nurses. Principles of trustworthiness were adhered to, participants were treated in a fair manner and confidential information was not divulged without the consent of the participants. Participants were asked to take part voluntarily and without coercion. Ethical approval was requested to give consent for the study to be undertaken and ethical principles were adhered to throughout the study. Findings were then disseminated after the conclusion of the study.

Biofuel, land-use tradeoffs and livelihoods in Southern Africa

- Description: The rapid expansion of biofuel projects in southern Africa creates an opportune issue against which to examine land-use tradeoffs within the areas of customary land tenure. For this an ecosystems services approach is used. Jatropha curcas (L), a perennial oilseed plant which has been the key focus of most of the region’s biofuel expansion to date is used as the focus biofuel crop for which case study data were obtained from Malawi, Mozambique, Zambia and South Africa. Despite the initial enthusiasm for jatropha, most projects have proven less successful than hoped, and many have collapsed. A few are, however, still showing signs of possible success and it is two of these that form the basis of the case studies. Hugely complex tradeoffs are involved when considering biofuel as a land-use option for communal areas. They range from global impacts such as biodiversity and global climate forcing, through national concerns of rural development, national food security and national fuel security, to local household concerns around improving livelihoods. Land that is converted to biofuel needs to be removed from some previous use, and in the southern African case it is typically woodlands and the multitude of services they provide, that suffer. The nature of the tradeoffs and the people affected change over the scale under consideration. For the local farmer it is only the local issues that are of concern, but national and global forces will change the policy environment and lead to new types of development such as biofuels. Change is inevitable, and in all developments there are likely to be both winners and losers. It is clear that the impacts arising from biofuel are situation dependent, and each community and location has unique social and environmental considerations that need to be taken into account. In the case of jatropha the final realised yield and the economic returns that this can generate, will be of critical importance and remain one of the main uncertainties. There are promising signs that under certain circumstances the balance of benefits from jatropha biofuel may be positive, but if implemented incorrectly or in the wrong place, there is extensive evidence of total project failure. It is clear that evidence-based data and assessment tools are needed to assist communities, developers and government departments to make sound decisions around biofuel (or other land-use based) development. A number of such tools are suggested in the thesis. Both the use of large-scale plantations or small-scale farmer centred projects have their advantages and disadvantages. It is probable that in the correct circumstances either can work. However, large-scale plantations can have huge negative social and environmental consequences if poorly implemented. Small-scale projects, though improving livelihoods, are unlikely to take the farmers out of poverty. Tradeoffs from any land-use change are inevitable. Empirical data on biofuel impacts on the environment and society are needed for the development of sound policy. A favourable policy environment can ensure that positive benefits from biofuel are obtained, whilst minimising negative impacts. To develop this policy means that southern African countries will have to clearly understand what they wish to achieve from biofuel, as well as having a clear understanding of impacts from biofuel implementation. Sound scientific knowledge needs to underpin this process. For instance governments may wish to increase the ratio of small-scale to large-scale plantation to increase the developmental benefits, ensure biofuel is used to promote national fuel security rather than being exported, or develop a medium-scale farming sector which can help move farmers out of poverty and assist in developing a market surplus of agricultural commodities. Analysing impacts from biofuel expansion is a complex and multi-dimensional problem and as such will require multi-criteria analysis tools to develop solutions. Global, national and local tradeoffs must all be considered. In addition a wide range of stakeholders are involved and participatory processes may be needed to capture their inputs. Tools to better analyse impacts, specifically at the local level are needed. These local results need to feed into national level economic assessments. The cost of biofuel introduction should be considered against the costs of not implementing biofuel, realising that doing nothing also has a cost and long-term impact. Third-party certification provides a useful tool for shifting costs of ensuring compliance with social and environmental legislation, from the state to biofuel companies. In addition ongoing monitoring and evaluation of existing projects is needed to learn from successes and failures, to identify unintended consequences, and to increase the resilience of projects, community livelihoods and the national economy. This will have to be supplemented with additional focused and ongoing research.

Building Information Modelling as a catalyst for an Integrated Construction Project Delivery culture in South Africa

- Description: The importance of technology in construction partnering agreements has been recognised as a vital part of integrated project delivery (IPD) philosophy. Building information modelling (BIM) is increasingly being used by consultants in South Africa during the design phase of construction projects. However, its use is generally not aimed at an integrated project delivery approach, but rather as a tool to generate documentation, as BIM is generally more efficient than traditional computer aided design (CAD) software. For the full benefits of BIM to be realised, a greater degree of acculturation is required between construction project organisations (CPOs). The current cultures of CPOs are separationist in nature and tend to inhibit acculturation within the industry. BIM provides a central source of information that can improve communications between CPOs and foster a collaborative culture. The research examines IPD and BIM in the South African context and investigates how BIM can contribute to IPD. A survey was conducted among registered contractors from the three top grades and architecture practices from two regions in South Africa. The survey was placed in context by a case study that analysed the use of BIM and the resulting communication network seen in a public works project using typical procurement methods. The associated problems with the current accepted paradigm are illuminated by the research.
