- Description: A background of serious disparities in past welfare policies, legislation and programmes, necessitated the need for a far-reaching new social welfare policy in South Africa. The adoption of the White Paper for Social Welfare by Parliament in February 1997, set the path for the new social developmental approach to social welfare, dealing with key substantive issues in addressing the restructuring of social welfare services, programmes and social security. The Eastern Cape Province is one of the poorer provinces in South Africa. Negative radio and print media reports on social welfare in the province in the past three years has made it clear that serious problems and disparities face the provincial department. Several of these media reports highlighted issues relating to poor service delivery and unacceptable conditions of underdevelopment and poverty still prevailing in the province. The Eastern Cape Welfare Department has been plagued by fraud and corruption, and in a report of the Eastern Cape legislature’s standing committee on welfare in 2001, it was found that fraudulent activities, corruption and misconduct by government officials are still prevalent in the welfare department. The objective of this research was to assess whether the Eastern Cape Department of Social Development (Welfare) is implementing this new social developmental approach to social welfare, as set out in the 1997 White Paper for Social Welfare.

- Description: The advent of globalisation and the re-admittance of South Africa into the international market place have presented both opportunities and threats to local fast food outlets and franchises. These food outlets are faced with foreign competition and the need to adapt their strategies in order to cope with the continued onslaught of these highly efficient, foreign, service orientated organisations if they intend to survive. This research explored the strategies these fast food outlets should utilise to deal with their competition and to facilitate their market growth and organisational development which could lead to them being successfully franchised at a later stage. The study revealed that if any significant growth and organisational development was to be expected, the fast food outlet had to concentrate on customer satisfaction and retention through the innovative use of the 7P’s of the marketing mix in its strategy formulation process. Attention also needed to be given to the competitive forces in the external environment so that competitive strategies were in line with market developments. The triangulation method was applied in this study. In terms of this method, qualitative and quantitative research techniques are combined in order to improve the reliability and validity of the research findings. This method proved to be an effective research tool as the findings in the quantitative research were verified by the findings in the qualitative research. Franchising in South Africa, especially the Eastern Cape, where unemployment is highest, is important as it has the potential for job creation and economic empowerment of the disadvantaged communities. It is therefore essential that every endeavour be made to ensure the success of the emerging entrepreneurs through assisting them to develop strategies that will ensure sustainable development and growth.

A variety of aspects of relationship marketing and strategies that had previously been implemented were then examined. The literature survey also considered the way in which a successful strategy of relationship-marketing should be motivated, planned, implemented and followed through. Secondly the research established what the goals and objectives of the management of Morkels were by means of an investigation into the policies and manuals of the relationship-marketing department. Finally a questionnaire was disseminated to the senior management of Morkels to establish what they considered to be the needs and opinions of the customers of the Garden Route Area. A second questionnaire with similar questions was also submitted to a sample of club members. This was done to establish the opinions of both groups. The major findings of the research were that Morkels is experiencing a degree of success with its relationship-marketing strategy. The research findings also revealed that opinions of the customers and the management of Morkels do not concur on a number of issues. These differences and the most important factors were discussed and recommendations were made to management.

A questionaire was designed based on the strategies found in a literature study on the topic and used to gather inputs from executive women in South Africa. A combination of snowball and self-selection sampling was used. The questionaire was sent to 138 potential respondents, mostly by means of electronic mail. Of the 47 completed questionairs returned, 44 could be used. These were processed and anaylsed using Microsoft Excel spreadsheets and the STATISTICA Version 6 software. In generaL, support was found for personal strategies pertaining to career management, networking (especially the relationship building activities), the reconciliation of home and work responsibilities with the emphasis on building a support system, education, business and organisational insught, skills development and increased input, but not for the assimilation of masculine attributes. Networking opportunities and education, training and development activities were regarded as the organisational strategies with the strongest impact on career progress. The literature was confirmed regarding top management support, an organisational culture conducive to women's advancement, mentorship programmes and a few career development initiatives. Although more than half of the respondents had been exposed to employment equity and affirmative action programmes, they were perceived to have only little to moderate impact on career progress. This was also the case with diversity management programmes. Flexible work arrangements, career adaptation schemes and childcare facilities and programmes were seen as having had little impact on the respondents' career advancement. Only a few of the organisational practices to support women balancing family and work responsibilities were utilised by the respondents' employers. Respondents perceived personal strategies as having greater value than organisational strategies in their progress to executive levels.

- Description: In this mini-dissertation, a study is undertaken for an investigation into the Executive Mayoral System with reference to the Nelson Mandela Metropolitan Municipality. The mini-dissertation comprises of five chapters. The study is based on the assumption that the introduction of an executive mayoral system will enhance the decision-making and policy-making processes at the Nelson Mandela Metropolitan Municipality. This is also based on the assumption that all local authorities and the Nelson Mandela Metropolitan Municipality in particular are faced with challenges of developmental local government. The Executive Mayoral System, therefore, is expected to provide possible solutions and avenues to promote and improve socio-economic development and service delivery to strengthen the local tax base. Another challenging aspect is the capacity building for the staff members of the Nelson Mandela Metropolitan Municipality especially the Executive Mayor who has all the powers vested in him. The main objectives of the research include, inter alia, to provide a brief theoretical background explanation regarding the reasons for the existence of local authorities and restructuring of local government in South Africa. To investigate and report on the implementation of the new mandate for local government with reference to the Executive Mayoral System at the Nelson Mandela Metropolitan Municipality. To investigate whether the Executive Mayoral System at the NMMM will contribute towards efficient and effective service delivery. This will be followed by the impact of the Metropole to promote and encourage community involvement on all the programmes of the municipality. This investigation will ensure that the Nelson Mandela Metropolitan Municipality provides conducive environment for socio-economic development and achieve the national economic strategy under Growth, Employment and Redistribution (GEAR) policy. To bring about experiences from other countries and learn from those experiences based on their approach to the Executive Mayoral System. An overview of the legislative framework and an explanation of selected policies for the Executive Mayoral System are made. Finally, a number of conclusions that were arrived during the study, followed by various recommendations are made. These are based on the qualitative research analysis in order to come up with solutions of ensuring sustainable service delivery with the Executive Mayoral System.

- Description: The main objectives of this study can be divided into four categories: a) The determination of the presence of abscesses in carcasses. b) The determination whether the abscesses are area bound. c) The determination of the causative bacteria which is responsible for abscess formation. d) The determination of the economic impact due to carcass rejections and trimmings. The research area consists of the biggest part of the Northern Cape province, which can further be divided into three main production areas, namely Groblershoop, Gordonia and Hantam. The Groblershoop area includes Groblershoop and the surrounding districts. The Gordonia area includes Upington and the Kalahari. The Hantam area includes Calvinia, Springbok and the other districts bordering the areas. All the carcasses were slaughtered at an export abattoir, namely LAW, which is situated in Groblershoop. The Upington veterinary laboratory bacteriologically cultured the abscess material and the results were processed and noted. The following results were prominent: a) It was determined that abscesses did occur in carcasses. b) It was determined that in the Hantam main production area the prevalence of abscesses is the highest, although the slaughter numbers are the lowest. c) It was determined that the bacterium that was responsible for most of the abscesses was Escherichia coli. d) It was determined that the total occurrence of bacteria did not have a significant economic impact, because there were not many carcass rejections due to abscesses. The economic impact, however, of the value of the total rejections, might become a problem.

- Description: Relationship marketing has grown in importance. This growth affects all industries, including the tourism, hospitality and travel industry. Of particular importance is the bond of relationship marketing between suppliers (principals) and retailers (travel agents) in the distribution channel. The research was undertaken to: determine whether Eastern Cape travel agents perceive relationship marketing as important; establish, what the key elements of relationship marketing strategies are,according to literature; determine what marketing strategies are currently applied by Eastern Cape travel agents; provide guidelines to Eastern Cape travel agents to implement or improve their relationship marketing strategies. Fifty self-administered questionnaires were distributed to the entire population of travel agents in the Eastern Cape. A total of 30 travel agents responded. The empirical findings showed that: Most Eastern Cape travel agents perceived relationship marketing as important; Travel agents realized the importance of the management of such relationship marketing strategies; Most travel agents were aware of or used retention strategies to enhance relationship marketing strategies; Travel agents realized that to survive relationship marketing should be part of their future planning; All respondents believed that to successfully implement relationship marketing, all staff, from front-line to top-management, need to be committed to the programme. In conclusion, relationship marketing is growing in importance and all role players need to acknowledge and manage this trend. However, this research has shown that there is a paradigm shift as more travel agents are moving away from the traditional marketing to relationship marketing.

The failure of this tool to produce a reasonable weld showed that previous ideas into the workings of a retractable pin tool requires further investigation, furthermore a fresh approach to the interpretation and understanding of the FSW weld process needs consideration.

More effort should therefore be put into marketing hunting opportunities for the local hunter. This research focused on analysing the typical building blocks of marketing strategy applicable to service organizations. This was done to determine and evaluate the building blocks of marketing strategy applicable to game ranches in the Eastern Cape Province who are targeting local biltong hunters. A literature review was conducted to determine the ideal building blocks of marketing strategy for service organizations such as game ranches. Thereafter, a survey was conducted by means of a questionnaire to determine the ranchers' perceptions of marketing and evaluate their marketing strategies. Most of the respondents: had a fair idea of what marketing entails; were unaware of the thread that links customer expectations, satisfaction and loyalty; realized the importance of relationship marketing with external markets, but not with internal markets; perceived direct competition as their biggest threat, while other travel opportunities were seen as the most important substitute for hunting; mainly positioned themselves based on the features the ranch offered, and believed that the standard of service delivery and physical features of the ranch (the nature of the offering) were their important competitive advantages. The study proposes that the framework of building blocks of marketing strategy, designed by the researcher be used as a tool with which marketing strategies for game ranches in the Eastern Cape Province targeting local biltong hunters could be developed. Additional research on topics such as advertising and the various market opportunity strategies of diversification and product development, could lead to improvement and modification of this framework, making it an even more powerful tool in developing marketing strategies.

Further- more, the Internet is facilitating new forms of revenue generation of which one recognized potential source is content delivery over the Internet. One aspect that is critical to ensuring a content-based revenue stream is billing. While there are a number of content-based billing systems commercially available, as far as can be determined these products are not based on a common model that can ensure interoperability and communication between the billing sys- tems. This dissertation addresses the need for a content-based billing model by developing the CBiX (Content-based Billing in XML Environments) model. This model, developed in a phased approach as a family of billing models, incorporates three aspects. The rst aspect is access control. The second as- pect is pricing, in the form of document, element and inherited element level pricing for content. The third aspect is XML as the platform for information exchange. The nature of the Internet facilitates information interchange, exible web business models and exible pricing. These facts, coupled with CBiX being concerned with billing for content over the Internet, leads to a number of decisions regarding the model: The CBiX model has to incorporate exible pricing. Therefore pricing is evolved through the development of the family of models from doc- ument level pricing to element level pricing to inherited element level pricing. The CBiX model has to be based on a platform for information inter- change that enables content delivery. XML provides a broad family of standards that is widely supported and creating the next generation Internet. XML is therefore selected as the environment for information exchange for CBiX. The CBiX model requires a form of access control that can provide access to content based on user properties. Credential-based Access Control is therefore selected as the method of access control for CBiX, whereby authorization is granted based on a set of user credentials. Furthermore, this dissertation reports on the development of a prototype. This serves a dual purpose: rstly, to assist the author in understanding the technologies and principles involved; secondly, to illustrate CBiX0 and therefore present a proof-of-concept of at least the base model. This phenomenon was not directly prosecutable in South Africa until the enactment of the ECT Act in July 2002. However this Act also prevents businesses to fully prosecute a hacker due to incompleteness. Any kind of commercially related crime can be duplicated as cyber crime. Therefore very little research appears or has been documented about cyber crime in South African companies before 2003.11.21 The motivation to do this study was that businesses often loose millions in cyber attacks, not necessarily through direct theft but by the loss of service and damage to the image of the company. Most of the companies that were approached for interviews on cyber crime were reluctant to share the fact that they were hacked or that cyber crime occurred at their company as it violates their security policies and may expose their fragile security platforms. The purpose of this study was to attempt to get an overall view on how South African businesses are affected by cyber crime in the banking and short term insurance sector of the South African industry and also to determine what legislation exist in this country to protect them. The case study approach was used to determine the affect of cyber crime on businesses like banks and insurance companies. Each case was interviewed, monitored and was observed over a period of a year. This study discloses the evaluation of the results of how cyber crime affected the cases, which were part of this study. The banks felt that they were at an increased risk both externally and internally, which is likely to increase as the migration towards electronic commerce occurs. The insurance industry felt that they are not yet affected by external cyber crime attacks in this country.

In such an environment it is essential that the operation and architecture of such processes can be modified to reflect such changes. Effect of photoperiod on sexual development, growth and production of quail (coturnix coturnix japonica)

- Description: The aim of the study was to determine the effect of photoperiod on production of quail in South Africa. Day old chicks were randomly divided into two groups. One group (n=74) received continuous light (LL) while the other group (n=77) received 13 h of light (LD) per day. Traits measured were sexual characteristics (age at sexual maturity and testis weight, egg production and egg weight) and growth (body weight) development in males and females respectively. Significant differences in growth existed between sexes; females were 171.44±17.15 and 182.91±17.75 g compared to the 151.77±13.20 and 155.00±16.86 g for males in both LL and LD groups respectively. Both males and females in the LL group initially outperformed the LD group in growth rate but, by day 72 the LD group had compensated and were 4.6% heavier than the LL group. A similar trend was observed for sexual maturity between the LL and LD groups. However, photoperiod did significantly influence initial egg production in favour of the LL group. The LL group had 80% of the females in production by day 44 compared to the 60% of the LD group. The initial egg weight of the LL group was 14 % higher than those of the LD group. Quail subjected to continuous light attained earlier sexual maturity and production with lower final weight compared to quail subjected to an intermediate photoperiod. The application of a longer photoperiod would therefore favour an egg production system.

- Description: The aim of the study was to determine the effect of photoperiod on production of quail in South Africa. Day old chicks were randomly divided into two groups. One group (n=74) received continuous light (LL) while the other group (n=77) received 13 h of light (LD) per day. Traits measured were sexual characteristics (age at sexual maturity and testis weight, egg production and egg weight) and growth (body weight) development in males and females respectively. Significant differences in growth existed between sexes; females were 171.44±17.15 and 182.91±17.75 g compared to the 151.77±13.20 and 155.00±16.86 g for males in both LL and LD groups respectively. Both males and females in the LL group initially outperformed the LD group in growth rate but, by day 72 the LD group had compensated and were 4.6% heavier than the LL group. A similar trend was observed for sexual maturity between the LL and LD groups. However, photoperiod did significantly influence initial egg production in favour of the LL group. The LL group had 80% of the females in production by day 44 compared to the 60% of the LD group. The initial egg weight of the LL group was 14 % higher than those of the LD group. Quail subjected to continuous light attained earlier sexual maturity and production with lower final weight compared to quail subjected to an intermediate photoperiod. The application of a longer photoperiod would therefore favour an egg production system.

- Description: In 1971, scientist Ray Tomlinson sent what is now considered the first email message. It was considered as “nothing short of revolutionary … deserv[ing] a spot in the list of great communication inventions such as the printing press, telegraph and telephone” (Festa, 2001). Whereas email was first used exclusively in the military (Arpanet) and in academic circles, it has now become almost ubiquitous, used widely for private, as well as for business correspondence. According to a Berkeley study (Berkeley, 2000), there were approximately 440 million corporate and personal [e-] mailboxes worldwide in 2001, of which more than a third was corporate mailboxes. As a result of the extensive use of email in the corporate environment, Information Officers have to ensure that the use of email adds business value. In an “always on” market place, the efficiency, immediacy and cost effectiveness of email communication are immediately evident. A study by Ferris Research, quoted by Nchor (2001), shows that there is “an overall productivity gain of US$9000 per employee as they send and receive emails to get projects done.” However, the use of email in the corporate envi-ronment also poses business risks that need to be uniquely addressed. Among these “key business risks” (Surfcontrol, 2001) are security risks, viruses, legal liability, pro-ductivity loss and bandwidth abuse. To address the risks mentioned above and to protect the business value of email, spe-cific policies have to be implemented that address email usage. Information Security Policies are defined in most corporate environments. In a study done by Elron Soft-ware (2001), 83% of respondents who have abused email have company policies regu-lating email usage. There appears to be a gap between policy conception and policy implementation. Various factors inhibit effective policy implementation – ethical, legal and cultural. The implementation of corporate policy becomes especially complex in multinational environments where differing information law Email usage is ubiquitous in the modern business environment, but few companies adequately manage the risks associated with email.

Chapter 2 is an exact copy of the technical contents of a paper submitted to a scientific journal. The format of this paper however has been changed to comply with the format used in this dissertation. The results of this paper were partially presented at the 36th National Congress of the South African Society of Animal Science, 5 – 8 April 1998 held in Stellenbosch. In this chapter errors occurred in the execution of the trial, but these were corrected in the follow-up trial after consulting with the manufacturers. It is discussed in the paper. Results of chapter 3 were partially presented at the 5th International Sheep Veterinary Congress 21 – 25 January 2001 held in Stellenbosch and at an International Congress (The FLICS (Flystrike & Lice IPM Control Strategies) Conference, 25 – 27 June 2001, Launceston) in Tasmania by Mr. S.W.P. Cloete in 2001. The updated results are given in this chapter. The results of chapter 4 were presented at a combined congress between the Grasslands and the Animal Production Societies of South Africa (The GSSA/SASAS Joint Congress 2002. 13 – 16 May) in Christiana in 2002. The results in this chapter represent the same experimental period as was reported upon at that congress, but additional statistical analyses were executed on the same data set. Copies of the abstracts of the contributions to these meetings are attached in chapter 6. The major objective of this study initially was to evaluate the Lucitrap® system under South African conditions. During the experimental period I had an opportunity to visit Australia and meet many role players. It came under my attention that the control of the blowfly is a rather complex problem with many facets. A current issue worldwide on the use of chemicals as a control method against insects and its hazardous influence on the environment is forcing producers to minimize chemical residues in textiles and other agricultural products. An Integrated Pest Management (IPM) approach seems to be the only option. This study has been executed to try and understand some aspects of the blowfly problem for future application in such a blowfly control program.

With wind energy, voltage and current control is generally provided by means of power electronics. The paper describes the analytical investigation in to control aspects of a hybrid field generator controller for optimized performance. The project objective is about maintaining the generated voltage at 28V through out a generator speed range, between 149 rpm and 598 rpm. The over voltage load, known as dump load, is connected to the control circuit to reduce stress on the bypass transistor for speeds above 598 rpm. Maintaining a stable voltage through out the speed range, between 149rpm and 598rpm, is achieved by employing power electronics techniques. This is done by using power converters and inverters to vary the generator armature excitation levels hence varying its air gap flux density. All these take place during each of the three modes of generator operation, which are: buck, boost and permanent magnet modes. Although the generator controller is power electronics based, it also uses software to optimize its performance. In this case, a PIC16F877 microcontroller development system has been used to test the controller function blocks.

- Description: Introduction: There are many components that are required for an organisation to be successful in its chosen field. These components vary from corporate culture, to corporate leadership, to effective protection of important assets. These and many more contribute to the success of an organisation. One component that should be a definitive part in the strategy of any organisation is information security. Information security is one of the fastest growing sub-disciplines in the Information Technology industry, indicating the importance of this field (Zylt, 2001, online). Information security is concerned with the implementation and support of control measures to protect the confidentiality, integrity and availability of electronically stored information (BS 7799-1, 1999, p 1). Information security is achieved by applying control measures that will lessen the threat, reduce the vulnerability or diminish the impact of losing an information asset. However, as a result of the fact that an increasing number of employees have access to information, the protection of information is no longer only dependent on physical and technical controls, but also, to a large extent, on the actions of employees utilising information resources. All employees have a role to play in safeguarding information and they need guidance in fulfilling these roles (Barnard, 1998, p 12). This guidance should originate from senior management, using good corporate governance practices. The effective leadership resulting from good corporate governance practices is another component in an organisation that contributes to its success (King Report, 2001, p 11). Corporate governance is defined as the exercise of power over and responsibility for corporate entities (Blackwell Publishers, 2000, online). Senior management, as part of its corporate governance duties, should encourage employees to adhere to the behaviour specified by senior management to contribute towards a successful organisation. Senior management should not dictate this behaviour, but encourage it as naturally as possible, resulting in the correct behaviour becoming part of the corporate culture. If the inner workings of organisations are explored it would be found that there are many hidden forces at work that determine how senior management and the employees relate to one another and to customers. These hidden forces are collectively called the culture of the organisation (Hagberg Consulting Group, 2002, online). Cultural assumptions in organisations grow around how people in the organisation relate to each other, but that is only a small part of what corporate culture actually covers (Schein, 1999, p 28). Corporate culture is the outcome of all the collective, taken-for-granted assumptions that a group has learned throughout history. Corporate culture is the residue of success. In other words, it is the set of procedures that senior management and employees of an organisation follow in order to be successful (Schein, 1999, p 29). Cultivating an effective corporate culture, managing an organisation using efficient corporate governance practices and protecting the valuable information assets of an organisation through an effective information security program are, individually, all important components in the success of an organisation. One of the biggest questions with regard to these three fields is the relationship that should exist between information security, corporate governance and corporate culture. Intelligent monitoring and control system for a friction stir welding process

The conversion of a conventional milling machine into a Friction Stir Welding machine by applying modern monitoring and control systems is then presented. Complete digital control was used to drive actuators and monitor sensors. A wireless chuck mounted monitoring system was implemented, enabling forces, torques, temperature and speed of the tool to be obtained directly from the process. Software based on a hierarchical Open Systems Architectural design, incorporating modularity, interoperability, portability and extensibility is implemented. This experimental setup is used to analyze the Friction Stir Welding process by performing data analysis using statistical methods. Three independent variables (weld speed, spindle speed and plunge depth) were varied and the independent variables (forces, torques, power, temperature, speed, etc) recorded using the implemented software. The statistical analysis includes the analysis of variants, regression analysis and the creation of surface plots. Using these results, certain linguistic rules for process control are proposed. An intelligent controller is designed and discussed, using the derived rules to improve and optimize certain aspects of the process encountered during the experimental phase of the research.
