- Description: Introduction : South Africa is currently engaged in wide-ranging consultations to formulate a new policy on education in line with the major structural changes currently taking place at the national level. The process has focused mainly on the previous government’s discriminatory policies, which were a cornerstone of apartheid. This research is not concerned so much with policy restructuring as with current pedagogical problems, which are a direct result of policy. During contact with students in different faculties at Technikon Free State over a period of nearly two to three years, made it clear that students experienced major learning problems especially in their first year. The research by Selaledi (1996: p8) seems to reflect one common origin which could be summed up as under-preparedness which, will leads to a high failure and drop-out rate among students. The higher education system is also beginning to respond to the changed social order as reflected, for example, in the changing demographic profile of students’ enrolment. However, the overall effectiveness and efficiency of the system is in doubt, as evidenced by a range of systematic problems (NPHE, 2001:p7-8). These include the overall quantity and quality of graduate research output. The contribution of the study will address aspects of the high failure rate as it has been outlined as a problem in the national plan for higher education. Large numbers of students who attend tertiary institutions are not able to deliver the academic standard of work expected from them. This often results in high failure in other subjects (Esterhuizen, 1995:p15). Technikon Free State declared certain subjects at risk and Accounting Education was included in the list. The high failure rate at tertiary institutions could be ascribed to the difference between the expectations of the lecturers and those of the students (NPHE, 2001:p7-9). Learners who take Accounting at high school spend five years doing the subject. This should give learners a solid grounding for future advanced studies in Accounting. However, according to Fridman (1987:p7-8) this, is not the case, as high school Accounting does not influence the result of first year Accounting. This study proposes to investigate the factors that influence the results of Accounting Education I at Technikon Free State. The study will also determine whether Grade 12 Accounting plays an important role in Accounting Education I results. The research findings may contribute towards a better understanding of the factors that influence academic performance in this field.

People spend as much as 90% of their time indoors, therefor, the associated health risk due to indoor air pollution may be greater than the risk due to outdoor air pollution. Building designs have altered dramatically over the last two decades resulted in "tighter" buildings that rely on sophisticated mechanical systems to provide for the quantity of air required throughout the building. These changes over the years could result in an increased number of complaints received regarding Sick Building Syndrome symptoms. The World Health Organization (WHO) estimates that up to 30% of office buildings world-wide may have significant problems regarding poor indoor air quality (IAQ). This study involves a literature study of the major indoor air pollutants regarding the source of the pollutant, the associated health effects, the measuring techniques available and the results of previous studies conducted on the specific pollutant. Measurements will be taken in two sealed buildings, one an old and the other a new building to identify the major pollutants. A questionnaire was compiled specifically for building occupants and completed by the occupants of both buildings. From the results obtained a step-by-step method for solving indoor air quality (IAQ) problems was proposed. The method was applied and evaluated in a case study of a problem building where indoor air quality related problems were experienced. The results of the study revealed that the major indoor air pollutants are present in old as well as new buildings. The study also revealed that some office workers might be more susceptible than others to the medical reactions cause to human beings by these pollutants. Some concentrations are higher in new buildings than in old buildings. The responses from the questionnaire was evaluated against the results obtained from the measurement study. The step-by-step method in the case study provided a more systematic approach at solving IAQ problems at buildings. Solving indoor air quality problems is a very practical issue and does not necessarily require an investment of expensive high technology equipment, but might merely require a practical approach. Environmental Health Officers can play a major role in providing expert advice when scrutinizing building plans. Environmental Health Officers should empower themselves with the knowledge to do inspections or investigations in office buildings by using the step-by-step method for investigating indoor air quality problems. By addressing indoor air quality problems in buildings, the workers in healthy buildings can increase their productivity with lasting effects on a company’s bottom line.

- Description: South African employees have found a wide range of stressors prevalent in their working experience. The impact of these stressors on the lives of the employees adversely affects the organisational effectiveness of any organisation. The 21st century business world has become more stressful and risky because of the daily workplace demands, coupled with internal competitive challenges, placed on employees. The effect of this stress on employees is seen in an increase in absenteeism, a loss in employee productivity, increased insurance premiums, reduced workforce efficiency and an increase in training and employment costs. As a result, organisations are compelled to commit their management team to ensuring their employees health and wellness. This can be achieved through the implementation of a structured wellness programme or policy. This study's intention, forming the main problem, was to determine the wellness programmes that would be required by the pharmaceutical company, Bodene (Pty) Ltd, in order to enhance, maintain and develop its organisational wellness. This resulted in the development of a wellness programme. The approach taken to resolve this problem began with an intensive literature survey to determine the critical wellness factors that literature indicated as necessary for employees to be successful and happy in their work environments and outside of them. This was followed by an empirical study undertaken within the Small Volume Parenteral department of the organisation. The study was undertaken by the administration of a structured employee questionnaire to blue collar workers and a select number of middle managers in order to determine the level of wellness present amongst the employees. In addition, a structured management questionnaire was administered to the Sister-on-site and the Industrial Relations manager in order to determine whether any wellness programmes currently existed within the organisation, the extent to which they had been implemented, the extent to which they are successful within the organisation and the role, if any, that management play in actively promoting employee wellness. Among the main findings, on the negative side, the study revealed that employees within the department are close-lipped when it comes to revealing information of a personal nature. This has resulted in a difficulty in assessing their sexual and financial wellness, in particular. With regards to management, findings revealed that the employees felt that there is not enough trust between the employee and management. It was also indicated that management is not as open as possible with the employees. In addition, employees indicated that they felt that there was a lack of communication among team members as well as various forms of discrimination existing in the organisation. On the positive side, the study has indicated that a respect for all cultures exists within the organisation. It has also indicated that a minimal amount of conflict is experienced between superiors and subordinates and that the majority of employees feel a sense of belonging within the organisation. Findings from the literature survey undertaken and the empirical study done within the organisation were integrated and a coherent organisational wellness programme was developed. The organisational wellness programme has been recommended to the management of Bodene (Pty) Ltd. If the programme is considered viable, it will be implemented within the organisation.

- Description: There has been a radical exodus of learners from the townships schools to former Model C, Coloured and Indian schools and this has had an impact on township schools. In some schools in the Port Elizabeth townships, learner enrolment has dropped tremendously. This tendency has also been a concern of the Eastern Cape Department of Education. The focus of this research was to determine the reasons that prompted the learners to prefer schools that were far from their homes while there were schools situated nearer to their homes. To accomplish this, a review of literature on why learners in other parts of the world moved from school to school and or why their parents send them to particular schools was done. The literature assisted in identifying key issues pertaining to school choice. These issues were translated into questions used in questionnaires to learners and parents to determine the reasons for preference of schools outside the townships. The data gathered via the questionnaires led to interviews with the staff from the schools in the areas where the case study participants live. Apart from gathering data for interpretation the interviews were also used to triangulate data collected via the two questionnaires. The five most important factors that were common to the parents and the learners, identified and endorsed by the educators as influencing school choice, were firstly the fact that high status parents prefer high status schools; secondly that safety, discipline and the smooth running of the school are of high importance. Thirdly it was indicated that extra-mural activities in the school curriculum play an important role. The opportunity the school provides for parental involvement was rated as the fourth most important factor. The educator’s attitudes towards work were rated as the fifth most important factor. The research report finally emphasized the need to undertake a variety of projects for further research. Suggestions were also made by way of recommendations of possible factors that had to be taken into consideration when determining strategies to attract learners to township schools.

- Description: During the period 1994 to 2004, the Registrar of Co-operatives, situated in Pretoria (South Africa), considered applications and subsequently de-registered 102 agricultural and non-agricultural South African co-operatives, which then converted to alternative business forms. This research was conducted to determine the strategies driving co-operatives to convert to alternative business forms in South Africa, and to evaluate the level of success achieved in a specific case. During the research, the changing legislation relating to co-operatives was identified as one of the main drivers to convert, although during pilot testing, the respondents submitted capital forming or growth restrictions as main drivers for conversions. The main concerns about the impact of changing legislation were about voting rights changing to a one-person-one-vote, which, according to the respondents, could affect control within the co-operative. Financial ratio analysis to determine liquidity, debt management and profitability of a specific converted case was conducted by disseminating and processing data by means of Microsoft Excel spreadsheets. In the selected case the conversion did not guarantee success, and the financial figures showed that a conversion did not have immediate impact, although the last three years of the 10-year period analysed showed signs of a positive growth on the return on total assets (ROA). External influences, especially legislation in the broad sense, and specifically regarding Broad Based Black Economic Empowerment (BBBEE), Employment Equity and Labour practise may have serious impact on the choice of business form the prospective entrepreneur decides upon, or the existing enterprise bases its decisions on as to its future business form.

Investment into such programmes should be justified and measured by increased contractor capacity to execute projects and grow their businesses. The Eastern Cape Development Corporation (ECDC) intends to develop and pilot an emerging contractor development programme with the assistance of the Council for Scientific and Industrial Research (CSIR). In implementing the project, the CSIR and the ECDC will assume the role of the project managers, responsible for planning, executing and coordinating the entire training and mentorship programme. Suitably qualified training providers and mentors have been sourced from private enterprises and individuals. Sixty contractors throughout the province will be selected to form part of the program. Training providers and mentors will provide high quality inputs to enable a group of selected contractors to be assessed and accredited by the Construction Education and Training Authority (CETA) in terms of the National Qualifications Framework (NQF). This dissertation addresses the requirements that an integrated development model needs to be effective in terms of emerging contractors’ further development and sustainable growth.

The SMEs in the Port Elizabeth CBD were chosen as the representative population of the SME sector throughout the country. The research methodology included: A li terature study to determine, on the one hand the current good governance pract ices global ly, and on the other the role, relevance and the challenges of the SMEs in the South Af rican Economy. An empir ical study in order to obtain the empir ical evidence concerning SME compliance to good governance principles and pract ice. This was done through a survey of SME sector in the Port Elizabeth CBD. Lastly, the conclusion and recommendations. The conclusion was reached, inter alia, that the major ity of SMEs do not comply wi th good governance principles and pract ices for various reasons. Therefore the following recommendations were made: Recommended that the organisational accountants appointed in terms of the law should not confine themselves to the financial aspects of the business only, but also look at governance of these small businesses. Recommended that a sub-code for SMEs be developed. Recommended that the existing code of governance be amended to include a clause that requires large and establish businesses to insist on good governance in the SMEs they deal with at any level. Recommended that the South African Qualifications Authority (SAQA) should develop a qualification or unit standard on good governance to facilitate training on good governance. Since good governance knowledge is a key competence for every manager, especially senior management. It is recommended that institutions of higher learning should have good governance in their curriculum.

- Description: Supply chains encompass all of the diverse activities that are associated with the flow and transformation of goods, right from the beginning stage of the raw materials, all the way through to the consumer. Supply chains are broken into three distinct parts, namely upstream activities involving the material and service inputs from suppliers, internal activities involving the manufacture and packaging of the goods, and downstream activities, which involve the distribution and sale of the goods. Since the inception of the automotive industry, buyers and suppliers have been linked in rigid, inflexible relationships. With the advent of the Internet, however, supply chains are becoming less rigid and more efficient. E-enabling an automotive supply chain involves two distinct spheres of interest, namely, the sphere of automotive supply chains and that of e-business. Both spheres are evolving fast and becoming increasingly complex. Due to the increasing complexity, there is a lack of understanding with regard to incorporating e-business principles effectively into automotive supply chains. In order to address this lack of understanding, the dissertation proposes a conceptual framework that can be used to assist in the process of e-enabling an automotive supply chain. Before the dissertation ventures to propose this conceptual framework, a number of challenges that may be encountered when attempting to enable an automotive supply chain are highlighted. The proposed framework, therefore, specifically aims to position activities conceptually in such a way that it can be argued that the identified challenges are considered at the appropriate time in the e-enabling process. The framework therefore, focuses on the entire process, starting at the planning phase and going right through to the implementation phase. As such, the framework consists of various phases, with each phase containing a myriad of activities. The different phases of the framework include developing a strategic business plan, designing an information technology architecture, identifying system and resource requirements, creating a project plan and finally implementing the project. These phases aim to address the entire e-enabling process. The contribution that this dissertation makes is in the form of a conceptual framework which may be followed during the e-enabling process. The framework aims to provide direction and to ensure that the many activities that are involved in the e-enabling process are considered. The dissertation also highlights the many challenges that may be encountered when enabling a supply chain. Lastly a prototype application has been developed using a new Internet technology. The prototype has been developed in order to ascertain the new technologies suitability to the e-enabled supply chain environment.

An important reason for this investigation is that the local beer market has experienced declining growth over the past few years. Furthermore SAB Miller which has had a monopoly in the South African beer market now faces increased competition in the premium segment of the beer market, which is experiencing growth and has good margins. In order to determine whether or not SAB Miller should institute a customer relationship management programme, a theoretical and empirical investigation was undertaken. The theoretical investigation provided a background to what components make up a customer relationship management programme and how these components are used to develop a customer relationship management strategic framework. Due to customer relationship management programmes not operating in isolation, the various key functions that support a customer relationship management programme were also introduced. Both the advantages and disadvantages of using such a programme were also introduced. The information technology aspects of the customer relationship management programme were also investigated. In terms of the empirical study it was determined that SAB Miller is not currently using a customer relationship management programme. The company, however, does make use of a tailored service package to segment their customers, to determine call frequencies by representatives, the financial needs of customers and what level of service to provide to customers. However, after conducting personal interviews with a sample of off-trade retailers in the Nelson Mandela Metropolitan Municipality, it was determined that SAB Miller and Namibian Breweries Ltd (Brandhouse) provided very similar levels of service in terms of key functions supported by a customer relationship management programme. Therefore, by introducing a customer relationship management programme, SAB Miller could enhance their service levels and profitability to off-trade retailers in the Nelson Mandela Metropolitan Municipality.

The devastating impacts of the HIV/AIDS pandemic have already been felt at the workplace as without further successful interventions, HIV/AIDS mortality at DaimlerChrysler South Africa (DCSA) was expected to peak in 2006. Investment in HIV/AIDS programmes has been proposed as good business practice. The DCSA HIV/AIDS Workplace Programme was thus established to limit the impact and consequences of the HIV/AIDS pandemic on its workers, their families and surrounding communities. The empirical survey, comprising a questionnaire, examined the attitude and perception of employees regarding the effectiveness of the DCSA HIV/AIDS Workplace Programme. The findings of the empirical survey corresponded with the findings of the literature survey in concluding that the DCSA HIV/AIDS Workplace Programme has been successful in effectively addressing the HIV/AIDS pandemic. Thus South African industry requires substantial reflection both from the government and private sector regarding issues of service. Organisations therefore need to understand products and services as complex clusters of value adding satisfactions. The main problem of this research is as follows: What customer service management strategies are at the disposal of an information technology organisation? The main problem will be solved in the form of three sub-problems, by identifying what customer service management is. Secondly, depicting a customer service management model and lastly recognising customer service strategies that exist within Dimension Data.

- Description: Due to the continual increase in competitive pressure from international organisations, it has become necessary to assess the degree of transformational change within South African organisations to overcome the effect of global forces. Transformation was investigated in terms of organizational restructuring and the various work designs that are utilised by organisations to deal with the effect of global forces. To examine the main problem, three sub-problems were identified. The first sub-problem that had been identified dealt with the extent of which global forces impacted on the business environment. It was investigated by evaluating various economic, technological and sociopolitical forces. From the results it may be concluded that global forces have a large impact on the local business environment. The second sub-problem looked at the degree to which work designs assisted organisations to manage the effect of global forces. It was evident that the flexible types of work designs were more readily utilised to optimise productivity and employee moral. Finally, the third sub-problem investigated the various structures that organisations could adopt to deal with the effect of global forces. Organisational structures were analysed in terms of customer orientation, fulfilment of company objectives and the types of structures that are used within organisations. The results showed that 75% of the sample population believed that their organisational structures co-ordinated all activities within their organisations. Feedback on the type of structures that were used by organisations revealed that various types are being used.

- Description: The research problem in this study was to analyse how the new constitutional, legal and political arrangements have influenced public policy-making in the department of labour with specific reference to the Employment Equity Act. To achieve this objective a theory for analysing policy–making process was presented. Corporatist theory is based on the following assumptions: Public policy is shaped by interaction between the state and interest groups. The state licences behaviour of interested organizations by attributing public status to them Policy-making is based on interest groups bargaining across a broad range of issues. The groups are functionally interdependent to enhance social stability. The groups use consensus in making decisions. Decision-making is centralised, it is done by leaders. The groups are bureaucratic in organization. The groups must be recorgnised by the state so that they can be allowed representation. The research questions that arise are: (1) Who sets the agenda for policy formulation? (2) How is the policy formulated? (3) how are the decisions taken? (4) How is the policy implemented? (5) How is the policy monitored? The objective of this study analyse how constitutional, legal and political changes have influenced public policy formulation in the Department of Labour with specific reference to the Employment Equity Act. Policy–making processes in the South African arena and factors that led to the promulgation of Employment Equity Act were discussed. This study was a qualitative design. Purposive sampling was used in the selection of five participants who were interviewed. All interviews were transcribed verbatim. Data was analysed as described by Rubin and Rubin (1995:260) The result negated some of the assumptions of corporatist theory and others concurred with the theory. The findings of the study revealed that policy formulation in the Department of Labour is as a result of constitutional, and international conventions obligations. The findings further revealed that policy-information is institutionalised and there are competing interests due to divergent ideological orientations, different social backgrounds; racial differences; different; political beliefs; different class background; different historical backgrounds, and gender differences. (v) The formulation of the act was also characterised by advocacy, adversarism, stereotyping, alliances and consensus. These organisations. were bureaucratic and decisions were centralised. This study recommended a theory and the theory postulates that “public policy is the product of the social, economic, political, cultural, technolergical, and natural conditions of a given society in a particular epoch or period in the historical development of the particular nation or society and is influenced by dominant national and international forces and these influences may be cultural, economically, social, politically, technological, and type and system of government.

Communication is a skill that can be learned, and managers as well as employees should consider the results of the study to initiate changes to the communication strategies used in the organization.

The theoretical study formed the basis for the development of a survey questionnaire to establish the extent to which junior and middle level managers in the SANDF agreed with the theoretical guidelines. The survey was administered to a randomly selected group of junior and middle level managers who were representative of the South African Army, Airforce and Medical Services. The empirical results indicated that there was concurrence with many of the guidelines in the literature, but that there were areas that could be improved. It became evident that many respondents felt that the current system was not entirely fair and was not adapted to meet the needs of the integrated SANDF. Specifically, results indicated that the system should be re-evaluated to eliminate bias and to enhance the development of clear standards, both on a quantitative and qualitative level. It became clear that training and communication were important to the successful development and utilisation of a performance appraisal system. An effective performance appraisal system that is integrated with the overall performance management system of an organisation will enhance productivity, satisfaction and the attainment of goals.

In order to achieve this objective, a literature study was undertaken to ascertain the world-class practices for warehousing. A study was conducted on Spoornet strategy in order to determine whether the company can apply its existing strategy for warehouse operations. The empirical results obtained, indicated that there would be a need for warehousing to support the IDZs in the Eastern Cape. There would be opportunities for storage of raw materials, distribution of parts for production, and finished goods to be delivered to consumers. Spoornet has gained ground on its competitor with respect to logistics and has progressed with its “Freight Logistics Solution” initiative. In conclusion it was recommended that Spoornet uses its existing strategy and convert their goods sheds into world-class warehousing. The warehouse space can be used as a trade-off to gain rail clients.
