- Description: The problems that crop up in each project are unique to that project. They can also be avoided or minimised as inherent weaknesses. Project managers lack strategic considerations when running projects. This is primarily dependent on individuals’ implementation of project management. The concern is how project managers implementing construction projects can be corrected to remove management deficiencies. In recent years, project management has become an essential part of organisations. This is because of the changing nature of managing organisations due to technological advancement and a complex, competitive global marketplace (Nguyen, Nguyen, Le-Hoai & Dang, 2015). Projects require huge capital outlays. As such, it is crucial to have good project management practices to deliver value for money projects and programmes. Therefore, the importance of good project management practices cannot be ignored by corporate managers, as failure destroys shareholders’ value and, in the private sector, can significantly affect the various stakeholders associated with projects. However, studies indicate that companies in the private sector in the Eastern Cape sometimes fail to complete projects. (Fabian & Amir, 2015). Project management deficiencies in the Eastern Cape are as high as those of other provinces in South Africa, if not higher (Saad, 2022). The primary reasons for project management deficiencies are project planning failure, scope management failure, resource management failure, and communication management failure (Liu, Louw, Ngugi & Smith, 2011). Therefore, using different success and failure criteria, this study aims to measure the impact of project management deficiencies in communication management, project planning, scope change, and resource management. The influence of briefing on Eastern Cape government project outcomes

- Description: South African Government projects are frequently completed with large cost overruns, extended schedules, quality concerns and an increase in emerging contractors making a significant loss in projects they undertake. The construction phase has been the focus of many studies on the causes of unfavourable project outcomes. However, the crucial stages in the construction process that influence the success of a project are the early ones. This is where major decisions that influence the features and form of a project occur. This study, which adopts a case study approach, aims to establish the influence of the brief development process on the outcome of Government projects in the Eastern Cape. Through the reviewed literature and primary data collection, the study aimed at establishing the influence of the brief that is utilised for a need analysis, to define a detailed scope of works, stakeholder engagement and the time management on Eastern Cape Government project outcomes. The Sarah Baartman district was the selected geographical scope of research. Five projects were selected; these included three schools, one emergency medical service facility and one office facility. The study revealed that Eastern Cape Government projects brief development is based on the client department 2013 Published Norms and Standards for state buildings and a need analysis for other stakeholders is not considered. The study further revealed that there is no stakeholder management in government projects; therefore, there is no stakeholder engagement plan during the brief development. The study further revealed that government time management is suboptimal because stakeholder needs are not realised. The research also found that Eastern Cape Government projects do not achieve stakeholder satisfaction and are delivered late. However, some Government projects are able to meet the desired quality and are within budget. The study thus proposes that the Eastern Cape Government projects need to adopt the dynamic brief development process and implement stakeholder management. The brief development process should be an ongoing process extending throughout the project life cycle responding in an innovative manner to emerging stakeholder requirements.

The problem of service delivery backlogs is not one unique to South Africa but a problem faced by many developing nations. South African government in all spheres still faces a challenge of creating the good life for its citizen, even more on local Municipality as they are government closest to the people and interacts more closely with communities. It is two decades since South Africa became a democratic state and despite promises and efforts to improve service delivery to the public there still exist backlog in service delivery. In order to address the research problem and to fulfil the research objectives, an in-depth literature study was done on the current state and the role of the Department of Human settlements as well as the current backlog facing the department. Housing process and procedures, challenges, policies, finance, factors influencing housing allocation and delivery were also reviewed. Empirical studies were also performed by means of questionnaires with the community and officials in the Eastern Cape Department of Human Settlements. The literature and empirical study made it possible to identify causes, challenges and impact of service delivery backlog and to recommend possible solutions for resolving service delivery backlogs. These recommendations should be of value to the department and the country as a whole. In this study research methodology was focused on the research design, target population of study, sampling design and procedures, data collection instrument, data collection procedures, data presentation, analysis and interpretation. The major findings were identified in the study such as poor workmanship, delays in procurement processes, illegal acts, vandalism, poor planning, finance, project management and quality assurance. The study also offers recommendations such as revising procurement policy, source more funds from National, employ more qualified staff, involve community and all stakeholders in decision making in order to address the service delivery backlog successfully .All kinds of approaches that the government needs to employ in order to also improve its performance of delivering service to the public in South Africa were determined.

An online survey was used to capture all responses. The data collected was analysed using statistical software (Statistica Version 10.0). The empirical study was conducted on 52 employees involved in projects at the OEM; the study was carried out across various departments including Purchasing, Logistics, Quality, Engineering, etc. The final process of the study included an evaluation of findings. On the basis of the survey responses received, it was possible to identify critical success factors in project management that are related to the automotive OEM. These results were used to draw conclusions and develop various recommendations. The conclusions centered on the project success factors defined in the survey. The results were then compared to previous studies, and discrepancies between survey findings of the current study and those of past studies were discussed. The recommendations focused on the top three items identified in each factor group. The results of both past studies, as well as the present study highlight the crucial role the project manager plays in project success. Good co-ordination skills, efficient management of resources and effective leadership were identified as key characteristics of successful project managers. Proper communication was identified as one of the most crucial points in project teams. This study revealed that the ability of the project team to handle unexpected crisis is also an important contributing factor towards project success, along with effective monitoring. Top management support was the most crucial factor towards project success in the factors related to the organisation; this is similar to studies done by previous authors.

- Description: This project aimed at assessing and evaluating the extent to which deployed ICTs in the rural area of Dwesa have impacted on the lives of the residents there. This occurred between February 2008 and December 2009. The ICTs are an initiative collaboration of University of Fort Hare and Rhodes University, sponsored by Telkom SA, the Government of Finland and other market players. This research started by reviewing the extent to which rural areas in general have lagged behind in terms of accessing ICTs, paying closer attention to governmental policies and initiatives towards rural development. The project then looked at the currently available ICTs in Dwesa and trying to measure the extent to which they have been useful or rather complicated the lives of the people there. Also important was a review of the efforts made by the technology innovators towards ensuring that relevant and appropriate technologies were made available to the rural people. The project also looked into issues of sustainability, maintenance and general running of the project to ensure its success. Important key findings on access, appropriateness of ICTs, use and knowledge about the ICTs, literacy levels, education standards and readiness of community to use ICTs were made during this research. Also included in the findings are issues on state of infrastructure, already present services, and current uses of ICTs as well as notable positive ICT impact in Dwesa. The most important findings of this research were to assist in providing a detailed prediction of future impact of various possible new technologies that can be introduced to Dwesa. This research also had to be able to bring out a monitoring and evaluation system that should measure the impact of the ICT interventions over the past 5 years. This project was initiated in 2005 and is identified by the name Siyakhula Living Lab. The concept of a living lab is a new term for providing ICTs in an area where their usefulness can be tested based on the natural environment in which they are being used.
