- Description: Blended learning constitutes a key element of the NMMU’s Vision 2020; therefore, creating the expectation that academics from the NMMU will implement and utilise blended learning as part of their teaching pedagogy. Implementation reports drawn from Moodle (the learning management system utilised by NMMU) indicates that there are still numerous departments that are not fully utilising blended learning. The aim of this study was thus to determine the factors that impact on the acceptance and implementation of blended learning by academics at the NMMU. A modified version of the Technology Acceptance Questionnaire was electronically distributed to academics from the various NMMU campuses in order to collect the empirical data, with purposeful non-probability sampling being employed. The results indicated that factors, such as perceived usefulness, the student-centered nature of blended learning, the appeal of such environments to students, accessibility, as well as administrative- and communication benefits, had a positive influence on blended learning adoption. Lack of time and lack of knowledge with regard to blended learning use and implementation, concerns regarding accessibility, and lack of capacity and technical support were cited as issues that hampered blended learning implementation.

- Description: The study sought to investigate the factors influencing the contents of antiretroviral therapy (ART) reports in the Amathole Health District of the Eastern Cape Province. A qualitative and quantitative study was conducted to assess the challenges that inhibit this phenomenon. Structurally, the population consists of Amahlati and Nkonkobe sub-districts. Operational managers, information officers, professional nurses, data capturers, and administration clerks were randomly selected from sixteen facilities. Data collection was done on semi-structured interviews, questionnaires; observations were done using the probability sampling method, and the findings were analysed according to the same technique. The study revealed that the District Health Information System (DHIS) is the universal data management and reporting system which all healthcare and ART facilities are using to manage ART. However, regardless of all these universal arrangements such as the use of the DHIS to aid in reporting, the contents of ART reports from various facilities have not been uniform due to various factors. There is a lack of a reliable network to link DHIS computers across facilities. The shift from paper-based to electronic data management has caused the difficulties in the collating and management of ART data since some facilities are manual paper- based while others are automated using the modern DHIS. Lack of daily capturing and validation is a major challenge across the ART facilities. Further, there are Non-Governmental Organisations(NGOs) such as AFRICARE and the IYDSA that have signed a memorandum of understanding (MOU) with the district to provide a budgetary support for staff training in data management of ART reports in the district. While the NGOs keep on assisting the ART facilities with data management, there is a lack of skills transfer. The district could not account on follow-up of ART patients from one facility to another. This is increasing the number of defaulting in ART patients, thus there is no accurate figures on retention of patients in ART Programme. The officials from ART sites tend to use their own transport to carry data from facilities to the district offices and this resulted in late submission of reports. The study thus recommends that, inter alia, data management and trainings should be done to improve data quality in reporting, a reliable computer network be installed, backed-up and maintained for data and report management in the all healthcare facilities. All the ART sites should adopt and use the automated data management system for universality and eliminating the faults of manual paper data management and reporting. This would ensure that the contents of ART reports are uniform and a true reflection of the situation on the ground towards universal access to ART and healthcare in the Amathole Health District, and South Africa at large.

- Description: The study seeks to delineate the African socio-political environment through an analytical contextualisation of repetitive authoritative systems, which perpetuate exclusion and the formation of politicised identity. Through a process of historical evaluation of African politics since the majority of states became independent, the study attempts to test a constructed triangular supposition that explains why identity disputation persists at almost every level of African governance. Bearing in mind the almost natural progression of African politics towards identity contestation, the second overriding objective seeks to evaluate the secession of South Sudan as a possible preventative model for identity politicised conflict. In this fashion, the study delves into the politics of a previously unified Sudan; and the events that led South Sudan to eventually seek secession. The primary objective of the study is to evaluate the assumption that territorial secession in Africa is able to quell identity contestation and promote an opportunity for equitable democratic governance. To meet the above objectives, a comprehensive outlay of African socio-politics and governance will be utilised to frame the analysis. Firstly, the study seeks to elaborate on the historiography of African colonial legacy as providing the foundations of identity exclusive politics on the continent. In this way, considerable investigative reverence must be given to the respective policies of colonial administration, namely indirect rule and direct rule. The effects of either of these policies contend a type of socio-political conditioning of African elites and civil society that still persists at time of writing. The concentration of this endeavour will be focused towards indirect colonial policy most famously implemented by British colonialism. The effects of the British policy of ethnic and ethno-religious categorisation is vitally important to a greater understanding of the majority of examples studied in the literature, including the formation of identity contestation in the case of the Sudan. Secondly, to further understand the complex dynamism of African politics which lead to identity based disputation, the study will turn to an analysis of the rhetoric of African independent governance and ideology. The primary objective here will be to detail how differing enactments of African ideology, including the advent of Pan-Arabism to the case of Sudan, ultimately continued the tradition of exclusive citizenship and dominance of some groups over others on the continent. This leads the study to uncover the deeper reasons for why socio-political exclusion continues to the present day. The final dimension of the triangular process suggests that exclusion has been maintained in Africa to prevent access of subverted groups to governance structures and more importantly to the limited resources of African states. Finally, the case of the secession of South Sudan is interpreted through the analytical lens of politicised identity that forms in the face of inadequate state structures to provide legitimate democratic access to the state. The third facet of the proposed theoretical triangle suggests that conflict and contestation is a product of grievances expressed from political exclusion. In this way, it is pivotal to the study to assess whether secession, as in the case of South Sudan, provides a valid alternative platform for suppressing identity contestation and promoting effective democratic consolidation. By all accounts, there is overwhelming evidence already to suggest that secession may be a successful way to repress identity politicisation. However, there remain substantial hurdles for many African states, including a now autonomous South Sudan, in order to finally dissolve the enduring problems of socio-political exclusion. Propositions and possible solutions will be posited for these states as an ad hoc objective.

- Description: This study evaluates the implementation of Integrated Quality Management System (IQMS) policy to improve the quality of teaching and learning at schools in the Cofimvaba Education District. IQMS involves the measurement and evaluation of teacher performance for developmental purposes and to reward the best performers in order to improve teaching. A qualitative research approach was adopted and data was collected using questionnaires distributed and retrieved from schools in order to determine educators’ experience of IQMS implementation. The data were then analysed using constant comparative methods. The findings indicate that most participants agreed with the objectives of the policy and felt that it should be retained to evaluate teacher performance for accountability purposes and improved teaching and learning results. The system has the potential to develop educators if is implemented honesty and as long as educators trust the evaluation processes to identify weaknesses and strengths. A key recommendation is that IQMS should be part of the school management team’s responsibilities, which must report quarterly on implementation.

- Description: A number of organisations are continuously searching for methods which can be used to improve performance. One such method entails implementing a performance management programme. However, despite a growing body of research that supports the positive impact that effective performance management can have on an organisation’s performance, evidence suggests that organisations in South Africa and elsewhere are not implementing the practices that are recommended by the theory of best practice in Human Resources and performance management (Kock, Roodt & Veldsman, 2002:83). The institutionalisation of performance management in the South African public service after 1994 came as a result of the need to change the legacy of poor performance of the public service (Malefane, 2010:1). This study seeks to examine the effectiveness of the implementation of performance management in the Provincial Treasury, Province of the Eastern Cape (Provincial Treasury). Literature reveals that there is consensus on the view that performance management is a tool that contributes to the effective management of employees in order to yield high organisational performance. Armstrong and Baron (2005 :vii) contend that if performance levels of individuals are raised, better organisational performance levels will follow. According to Dessler, (1997:372) performance management is a systematic approach to managing people, goals, measurement, feedback, and recognition as a way of motivating employees to achieve their full potential in line with the organisation’s objectives. In the South African context, performance management is described in terms of its role and outcome with regard to employee development; hence it is widely referred to by public sector employees as a Performance Management and Development System (PMDS) (Malefane, 2010:7). The Annual Performance Plan (APP) of the Office of the Premier (OTP APP, 2010/11:5) insists that the Eastern Cape Provincial Administration is still plagued with inter alia, a work ethic that is less desirable, weak human capital management culture, poor compliance with policies, lack of accountability and discipline as well as capacity challenges in critical areas which include planning, financial management, monitoring and reporting as well as systematic performance and an inability to respond to identified service delivery challenges. Public sector reforms have been adopted in this province in an attempt to improve performance in order to meet service delivery initiatives. A purposive sampling technique was used to select 30 participants of the Provincial Treasury (employees between salary levels 6 and 8 as well as managers from salary levels 9-13). A qualitative approach was preferred in this study to enhance objectivity which would have vanished if quantitative or experimental strategies were employed. The empirical findings revealed that the employees and the management of this Department perceive that there is no clearly defined purpose of performance management. There is also a feeling that performance management is not useful in identifying under-performers and ineffective in raising the performance of employees. Consequently, it is unable to assist the subordinates to grow. Others felt that performance management is not a developmental tool. It also emerged from the empirical findings of this study that the current rating system does not serve its intended purpose and therefore it should be replaced. Recommendations and suggestions are adopted in this study to address these perceptions.

This research examines the extent to which activists for social change have used social media sites such as Facebook, YouTube, web blogs and other online forums to garner support for their cause as well as generate social mobilization by creating awareness of the economic disparities in their respective societies. Established theories of social presence have been used to explain the relevance and role of social media tools in instigating social mobilization whether online or offline. This discussion focuses on the Occupation Movements staged in various countries globally and to what extent social media played in facilitating social change. It is important to note that the video footage and other social media data under analysis is specifically that which was uploaded onto YouTube and the subsequent URL links posted on Facebook. By scrutinizing these videos and calls for action as well as the comments posted by the international online community, this research elucidates the ‘trickling down effect’ of this type of cyber-activism on the behavioural patterns of contemporary South African society, and further argues that this process is indicative in the resultant Occupy JSE movement

- Description: The political transition from the oppressive apartheid system to post-apartheid South Africa has brought considerable change to the political climate. As a result of this transition, political and religious identities were also affected. This study explores the changing identities amongst religious leaders particularly in the Northern Areas of Port Elizabeth. The research has also explored how the advent of democracy has affected the political perspectives of these religious leaders who were ministering during apartheid. A qualitative research approach was used to frame the study, which employed an exploratory research design so as to understand the current political identities of these religious leaders. The sample of the study was purposively selected using the snowball sampling technique. As a means of collecting data in-depth interviews were conducted. The themes emanating from the study were recognised as being: - Church leaders reflecting on the political climate apparent in the Northern Areas of Port Elizabeth - Church leaders reflect reasons for limited political action from certain segments of the community sighting fear and poverty as central tenets. - Church leaders reveal close link between the church and politics during the apartheid period - The activities of the church in opposing the apartheid structure - Participants reflect on the role of Church leaders specifically during this period. - Church leaders articulate their disappointment in the political environment since 1994. - Church leaders reflect how race has affected the political climate since 1994 - The changing role of the church since 1994 - The growing silence on current political issues since 1994 Based on the identified themes conclusions could be drawn on the current political and religious identities of religious leaders compared to those adopted during the apartheid period. The outcome showed that religious leaders within the Northern Areas of Port Elizabeth are disappointed in the current political government but despite this have remained silent on political issues unlike the visible activism and vocal upheaval waged against the apartheid system.

Re-imagining love and intimacy in the poetry of Gabeba Baderoon, Ingrid De Kok, and Makhosazana Xaba

- Description: This dissertation explores the ways in which the poetry of Gabeba Baderoon, Ingrid de Kok and Makhosazana Xaba challenge the sexist discourses that allow for the exploitation of women‘s bodies. It will also examine how they re-imagine the script 1 of heterosexual romantic love which places women in a submissive position and closes down possibilities for human connections which do not fit within the narrow strictures of this notion of love. The poems selected come from Baderoon‘s two collections, The Dream in the Next Body (2005) and A Hundred Silences (2006), an anthology of Ingrid de Kok‘s poetry spanning all her previous collections entitled Seasonal Fires: New and Selected Poems (2006), and Makhosazana‘s Xaba‘s first poetry collection, These Hands (2005). All three of these contemporary, South African, woman poets present critiques of the sexual exploitation of women and offer explorations of romantic love, relationships and sexual intimacy alternative to contemporary, patriarchal heteronormativity. This analysis will take cognizance of the influence of apartheid and colonial history on the formation of gender politics. It will also examine the representation of women as sexual objects and the spectacularized and graphic depictions of sex and how these poets can be seen to re-present women and re-script sex. Whilst Baderoon and De Kok are concerned with re-imagining heterosexual romantic love and sexual intimacy, their rethinking of love can also be read as useful in engaging with 'queer'2 sexuality and romantic love outside of the heterosexual norm along with Xaba, who is concerned with lesbian desire. Finally, all three poets experiment with traditional poetic form and techniques and it is through this experimentation with poetic language, and the employment of what Julia Kristeva calls the semiotic, that these poets are able to re-imagine love and intimacy. Thus they might be said, to use Kristeva‘s phrase, to stage a 'revolution in poetic language'.

Regional intergration: the impact of a one stop border post between South Africa and Mozabique in enhancing trade facilitation

- Description: The Ressano Garcia Border Post on the Mozambique side and the Lebombo Border post on the South African side represent the link between two of the three Maputo Corridor countries that receives the largest amount of freight traffic along the Corridor. The link has been identified as a major obstacle to the free movement of goods. As a result the process of the establishment of a One Stop Border Post was mooted by the former president Thabo Mbeki and his counter-part in Mozambique Mr. Joaquim Chissano in a bilateral agreement between these two countries. The reasons for these developments are prompted by the protracted problems that have beset intra-regional trade. For example, transport infrastructure in the region imposes significant costs on intra-regional and regional trade transactions. Long delays at border posts add to the intra-regional trade costs. The requirements by the 1996 SADC trade protocol, the basis of the FTA — that member states eliminate non-tariff barriers — poses special problems as it represents different things to different SADC member states. Addressing the SADC summit on 16 August 2006, the then South African President Thabo Mbeki said “the launch of the FTA was much more than a simple acknowledgement that the majority of traded goods in the region are duty-free. Rather we should view the achievement of this milestone as a major step towards addressing the fundamental challenges of poverty and underdevelopment through deeper integration and economic development” (Mbeki, 2006:16). Now that there will be one centre that clears all the documents for the transporters this will effectively culminate in the speedy processing of the documents. There will be no need for the transporters to stop at the other country’s customs offices to do the same job. Once the documents are complete the process is complete, because the barriers are removed between the two countries.

Representing women's holocaust trauma across genres and eras

- Description: This dissertation situates itself within the problematic (mis)representation of women’s traumatic Holocaust experiences that are subjected to and underplayed by the patriarchal paradigm of Holocaust literature, in which male survivor-narratives constitute the norm. In using Holocaust texts from three different genres and periods, namely Anne Frank’s Diary of 1947, Ruth Klüger’s 2001 autobiography Still Alive: a Holocaust Girlhood Remembered, and Bernhard Schlink’s 1995 novel The Reader, this project approaches the role of genres in the re-articulation of traumatic experiences. It is the aim of this dissertation to explore the epistolary, autobiographic and fictional forms and their inherent conventions and to examine how they facilitate the articulation of women’s experiences that have long been underplayed and sanitized by rigid, patriarchal historical and literary discourses. In doing so, the project follows the structurally fragmenting impact of trauma on the mind and thus moves from short, fragmented forms, such as The Diary, to the more coherent autobiography, Still Alive, and eventually to the novel The Reader. In this analysis of the potential, conventions and complexities that each genre poses to the articulation of trauma, this project outlines and crosses boundaries of genre, gender, language and memory. In aiming at a comparative analysis of how different genres may facilitate the articulation of traumatic experiences differently, this project is based on the argument that the verbalization of trauma is essential for a person to regain control over their memories. This project is based on the different issues regarding the treatment of women, which arise in the selected texts. In selecting epistolary, autobiographic and fictional primary Holocaust texts, all of which address women’s trauma in various forms, I investigate the problematic and distorted representations of women’s experiences. These distortions of women’s traumatic experiences of the Holocaust undermine the validity of such experiences themselves. In order to show the extent of this misrepresentation across genres, I choose three very different primary texts. Firstly, a strong educational component has been ascribed to the diary of Anne Frank, which will be read as a subversive tool. Secondly, the autobiographic text chosen deals extensively with the issue of German/English translation and the representation of trauma that is affected by a bilingual condition. Thirdly, I select a postmodern novel that challenges conventional readings of Holocaust experiences through the use of very complex female characters. In approaching these issues, I will first identify such problematic distortions in the representations of women’s experiences in all three selected texts. I will then use the framework of literary theory as well as trauma and gender theorists to substantiate and evaluate my findings. In doing so, I seek to establish a comparative analysis of how the different forms allow women to re-articulate their traumatic experiences.

- Description: The merger has consequently brought about a lot of challenges on Walter Sisulu University (WSU) employees. While the amalgamation of the three historically disadvantaged institutions remains a noble initiative, on the other hand, it has brought about inequalities, such as disproportionate salaries among employees of the three campuses, poor work performance, which can only be attributed to lack of motivation and reluctance amongst the staff members to accept new conditions of service under WSU. A substantial number of those employees, some of whom were employed before the amalgamation, have terminated their service long before the merger even took place. The aim of this study was to explore the implications of the merger on the morale of employees at WSU. The objective of this study aimed firstly, to provide an understanding of those inherent factors, which adversely affected the morale of staff at Walter Sisulu University (WSU) and secondly, to reflect on the impact of the restructuring process on employees. This study employed a quantitative descriptive research design to analyse the data, using statistical procedures. Target population for this study was fifty academic and fifty non-academic staff members from the three sites of Walter Sisulu University, namely East London, Ibika and Umtata. There were, therefore, 100 questionnaires distributed electronically (e-mail), and also a few hand-delivered to the offices of the respondents, in order for them to complete at a time convenient to them. This study used purposive sampling because it is based entirely on the judgment of the researcher. The study established that indeed the merger had negative implications on WSU employees, even though these implications varied from category to category. Through the findings that emerged in this research, conclusions could be drawn that the merger brought about many challenges on WSU employees, namely staff development, human resource and management issues, job security and work environment. Suggestions and recommendations are espoused to eliminate the situation.

- Description: The play Miss Julie was published by playwright August Strindberg in 1888. It is a comment on the class issues in Sweden at the time (Leib, 2011). This commentary is achieved through telling the fictional tale of Julie, the daughter of a wealthy Swedish landowner, Jean, her father’s manservant, and Kristin, Jean’s betrothed who is also the house cook. During the course of a night and the next morning, Jean and Julie admit their feelings for one another, sleep together and plan to run away to start a hotel. In the morning, they ask Kristin to join them when they encounter her on her way to church. She refuses and vows to put an end to their plans. Seeing no way out, and fearing the wrath of Julie’s father, Jean hands Julie a razor and she walks outside, the inference being that she will commit suicide. The play Mies Julie is a South African adaptation, by South African playwright Yael Farber, of the August Strindberg play Miss Julie set in a farming kitchen in the Eastern Cape Karoo that premiered at the Grahamstown National Arts Festival in 2012. It has since been brought to London, the Edinburgh Festival and New York. Mies Julie presents a power struggle between Julie, the daughter of the white Afrikaans farm owner, and John, her father’s favourite farm worker and the son of Christine, the housekeeper who raised Julie. By altering Christine’s role from that in Strindberg’s play, where she was John’s (there Jean’s) fiancé, to that of John’s mother and Julie’s nursemaid, playwright Yael Farber has brought to the fore an interesting irony of South Africa’s history, which has been observed by Ena Jansen (2011) – white children who are raised, both during and post-apartheid, by black women who become part of the household of the privileged white families they work for.

- Description: The implementation of the performance management system is important in every work situation since it has an impact on achieving the organisational goals of excellence. Therefore the purpose of this study is to investigate the implementation of the performance management system, with specific reference to employees attached to the Department of Education in the Graaff-Reinet District. In order to achieve the research objective set out in this study a literature study was done which explains the performance management system, the principles for effective performance management, and how the system should be implemented. Furthermore, an empirical survey was undertaken in the form of a self-administered questionnaire which was delivered by hand and collected upon completion. The empirical results indicate that the performance management system appears not to have achieved its intended objectives and that the implementation of the performance management system does not adequately address the needs of both the employer and employee within the Graaff-Reinet District. Recommendations in this regard were made based on the literature review and empirical results.

- Description: This treatise provides an overview of the American style of school public relations and suggests the possibilities for the positive impact such a treatise could have within the South African educational realm. Three models of school PR are proposed in this treatise in view of the fact that there is no one-size-fits-all kind of approach to school public relations. Schools differ in size either physically or financially, and these differences can have an impact on the extent to which public relations would be practised. Thus each model is described according to the practise of a minimum, standard and an advanced school PR plan. These models strive to provide either a starting point for implementing a PR plan; or a checklist for schools who already practise some form of PR. The nature and scope of public relations is explored within three selected South African public schools in Uitenhage to establish the extent to which the Modern Age of School Public Relations has “arrived”. Based on the research findings it can be deduced that most schools practise some form of PR, whether strategically planned or spontaneously, as the need arises. However, although it is apparent that the Modern Age of school public relations is being set in motion, it must be expanded on and progressed to incorporate all the facets of a proactive systematic PR plan. The content of this research paper details a step-by-step approach for South African schools to start a planned public relations programme. Furthermore taking into account current trends it proposes ideas to involve learners, staff and parents in the planning and implementation of strategic public relations in an attempt to achieve the school’s objectives and validate its vision. This treatise aims to provide a foundation for exploring the current practise of public relations within the educational environment and could stimulate further study by investigating and evaluating the PR of all class ranks of South African schools.

- Description: This study investigates the challenges faced by street traders in Mnquma Local Municipality. The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

- Description: The primary purpose of the study was to investigate the extent to which the Nkonkobe Local Municipality is able to meet its obligations in terms of the LGTAS - specifically as a rural municipality. Further to investigate what impact, if any, the Report on the State of Local Government in South Africa has had on the municipality. The study moved from the premise that municipalities are different, and that a rural municipality’s response to service delivery and the LGTAS, should be understood in the context of additional challenges, because of its remote locality. The study therefore is based on the assumption that the Nkonkobe Local Municipality has not been able to fully meet the objectives, as they are contained in the LGTAS that was approved by Cabinet in December 2009. The study proposed to give a background of the origin of municipalities and evolution and transformation of Developmental Local Government in South Africa. The in-depth literature review was undertaken on Developmental Local Government to achieve the objective of the study. Local Government Turnaround Strategy analysis with reference to Nkonkobe Local Municipality is also presented to test the proposed hypotheses. The empirical survey and research methodology used in the study is described and explained in-depths and followed by data collection in a form of a questionnaire. The research findings of the empirical survey are then analysed and reported in statistical form. In the final chapter; recommendations are presented based on the empirical survey findings through the respondent’s inputs in the questionnaire. Recommendations are also presented on how Nkonkobe Local Municipality can improve its business to achieve the objectives of LGTAS.

- Description: Supply Chain Management is an aspect of the procurement process which focuses on addressing the needs of both the service provider and the end user. It has a constitutional status which enables it to contribute towards addressing past discriminatory practices. It assists in correcting the imbalances of the past in the procurement of goods and services for government. Section 217(1) of the Constitution of the Republic of South Africa (Act 108 of 1996) specifies that procurement must be fair, equitable, transparent, competitive and cost effective. Accountability is the most critical element in improving financial management in the public sector. The objective of the study was to highlight the need for accountability in Public Finance Management. Additionally, it was intended to assess the respective roles of the various processes involved in the acquisition of goods and services with the goal of enhancing accountability in the Eastern Cape Department of Safety and Liaison in Bhisho. The study was conducted at the Head Office of the Supply Chain Management Section and the district offices with officials who are responsible for the procurement of goods and services. In order to achieve the objectives of the research, a survey was conducted using the qualitative method to ensure greater understanding and reliability. Convenience sampling was applied as it allowed the researcher to select the sample that was convenient. Moreover, it made it easier to reach the available participants. Data was gathered by means of face-to-face interviews for the Head Office respondents and telephonic interviews for the respondents of the district offices. The study concluded with recommendations emanating from the research findings that are meant to assist in improving accountability in Supply Chain Management within the Eastern Cape Department of Safety and Liaison.

- Description: In terms of section 152(1)(a) of the Constitution of the Republic of South Africa, 1996 local government should provide a democratic and accountable service to local communities. Therefore, elected representatives and municipal officials must be accountable for their actions. This study investigates the influence of public participation in enhancing the accountability of ward councillors in the Buffalo City Metropolitan Municipality (BCMM). For the purpose of the study, the hypothesis was formulated that accountability of ward councillors is hampered by improper public participation mechanisms in Buffalo City Metropolitan Municipality (BCMM). In order to achieve the goal of this study and to test the hypothesis, it was essential to review literature on the accountability of ward councillors and public participation in local government. Primary data was obtained by interviewing ward committees and ward councillors from Buffalo City Metropolitan Municipality. Interviews were conducted with ward councillors and ward committees in wards 13 and 14 of BCMM. The major findings of the study, inter alia, are that ward councillors give feedback to their constituencies. Ward committees are instrumental in encouraging members of the public to attending these meetings. The most popular forum for public participation is the Independent Development Planning (IDP). It was established that approachability, accessibility and visibility of both ward councillors and ward committees in the community enhance public participation. The study concludes with recommendations that will assist the BCMM to enhance the accountability of ward councillors through public participation.
