Between 1987 and 1992 over R 13 mn was disbursed through this programme. The authors of this report were appointed by the CEC and KT as consultants in November 1992. This is our final report. This report is the product of an evaluation conducted by the consultants in accordance with Terms of Reference defined by the CEC and KT. As such the report does not necessarily reflect the views or policies of either the CEC or KT. It is important to indicate clearly what this report is and is not. It is a report for the funding organizations - KT and the CEC - on their funding of civics and advice centres. It is not a study of civics and advice centres perse. There are important aspects of the civic movement which are not examined here. Our recommendations are offered to the funding organizations. Neither our analysis nor our recommendations are intended to be prescriptive of or for civics and advice centres. It is up to civics and advice centres to assess their own experiences and to choose their own routes into the post-apartheid future. Our concern here in this report has merely been to point out to the funders how their funds have been used, and how funds might be constructively used in future to further the democratisation of governmental and developmental processes. The consultants are grateful to all of the individuals and organizations who were able to spare time to discuss with us their experiences and perceptions of the CACP. They are too many to name here, but they are listed in Annex B. Our role as consultants has been in part to collate the many incisive comments made to us in our many discussions around the country. There are few suggestions here which have not been made by one or other of our interviewees. We are grateful to the CEC and KT for the assistance they provided. At KT’s head office we have been extensively assisted by Spencer Malongete, Pam Hamese and Muzwandile Lumka. We are grateful also to the staff of the KT regional offices who met with us and helped to schedule appointments with projects. Kagiso Trust organised a reference group for the consultants which on two occasions generously criticised early drafts of the report. It has not been easy to co-ordinate the work of three consultants based in Cape Town, London and Johannesburg. Our research was originally divided on a geographical basis. Jeremy Seekings examined the CACP in Cape Town, the Eastern Cape and Border, and parts of the Orange Free State. Khehla Shubane examined the CACP in the Transvaal and Natal. David Simon conducted research in parts of the Transvaal, Southern Cape, and Cape Town. Most of the sections of the report were drafted by one or other of the consultants, and revised in light of comments from one or both of the other consultants. Jeremy Seekings was primarily responsible for sections 2.4, 3, 4, 5, 7.1 and 8. David Simon was primarily responsible for sections 1, 2.2 and 2.3, 6.6, 7.2 and 7.3, and 10. Jeremy Seekings and David Simon drafted the rest of section 6. Khehla Shubane was primarily responsible for section 9 and the executive summary, and made extensive inputs into sections 3.3 and 5.

- Description: There is an emerging consensus amongst economic policy makers that amongst the most important development problems facing South Africa today are the extremely high unemployment levels (estimated at 40% of the formal labour force) and the need to satisfy the basic needs of South Africa's population (ie, food, shelter, clothing and footwear etc). There is also agreement that in order to achieve these twin objectives it is necessary to obtain positive and increasing economic growth rates. The question of how these high and sustainable economic growth rates can be achieved has spawned an intense debate about South Africa's future growth path. This debate about South Africa's economic future after Apartheid is based on differing evaluations of the opportunities offered by the country's current resource endowments and the constraints inhibiting growth (Moll, 1991a, 1991b; Kaplinsky, 1991; Jordan, 1991, Levy, 1991). Some writers1 have argued that a low wage, labour intensive export strategy is the only way that South Africa can rapidly create employment and meet the needs of international competition (Moll, 1991a). Moll therefore argues that increasing the demand for unskilled labour will benefit the poor most. To compete successfully internationally on the basis of low wages (as Moll suggests) is only possible by increasing relative poverty, resulting in increases in absolute poverty, it has been argued (Kaplinsky, 1992). The recent literature (Amsden, 1989; Wade, 1990) on the success of the East Asian NICs (particularly South Korea and Taiwan) strongly refutes the neo-classical view (Little, 1979; Lai, 1983) that developing countries should grow by exploiting their static Comparative Advantage (CA), that is, exploiting the availability of abundant cheap labour. These writers (Amsden, 1989; Wade, 1990) argue that developing countries can move up the value added chain - making it possible for them to pay relatively higher wages - by selective intervention in the market A recent World Bank study (Levy, 1991) analyses the potential of South Africa's manufacturing sector to move on to a dynamic labour-demanding growth path. In analysing the potential of the Garment Sector (the most labour-intensive sector), Levy (1991) argues that South Africa's international comparative advantage lies in the mid- to-upper end of the world garment industry and expanding expons from this sector will increase employment and allow "moderate increases in real wages". In this paper we develop Levy's proposition - that a labour-demanding expon strategy is possible in South Africa for the Garment subsector - for the Footwear subsector. This study will focus on the Footwear subsector for the following reasons. This is a mature industry which is well-established in South Africa. It still remains labour-intensive and well suited like the garment subsector for a labour demanding growth strategy (Levy, 1992). It has a well developed infrastructure in South Africa. However the relative performance of this sector in comparison to that of countries at similar levels of development (the NICs) has been poor (discussed below). It is striking that Footwear has been a leading export sector for the most dynamic, Developing, as well as, Southern European economies during the 1970s and 1980s (Taiwan, Korea, Brazil, Italy, Spain, Portugal, China). Two sets of questions arise from the above discussion. Firstly, like the manufacturing sector as a whole, the performance of the South Afi can Footwear subsector has been unspectacular during the 1970s and 1980s. Why has ihis been so? What is the capability of the Footwear sector to supply the domestic market and to compete internationally ie, export? What are the implications of this for industrial policy? What incentives have been supplied to support the development of this sector and how effective have they been? What incentives will be required to advance the restructuring and development of this sector? What institutions exist in support of this industry and how can these institutions be developed and extended? Secondly, as South Africa develops a more outward oriented manufacturing strategy, it will have to understand the changing nature of international markets and international competition. How have these markets changed? What is the new basis of international competitiveness? What are the implications for South Africa? The objective of this study is to attempt to answer these two sets of questions. The second set of questions will not be answered in any detail in this study, but will draw extensively on a study undertaken by the author (see Ismail, 1992). Previous attempts at developing an analyses and strategy for the industry have been inward oriented (see Van Wyk's IDC Report, 1988) and ad hoc (BTI, 1990). Whilst Sid Cohn's Strat Plan 2000 has gone furthest in developing a systemic approach to the footwear industry, his focus on subcontracting as the main (labour) cost cutting measure has only served to gloss over the underlying inefficiencies of the industry in the management of raw materials and production. We provide a brief summary and critique of these strategies below before presenting a summary of our argument.

Randall (1956a) treated tristis as a synonym of this pecies; the differences in colouration between tristis and pyroferus were regarded as within the range of variability of the latter. Both forms were observed together in Bali in 1982-1991. A. tristis is therefore regarded as a valid species and is redescribed. In the interest of stability of nomenclature, a neotype for A. tristis is designated.

- Description: The professorial inaugural lecture is for the university an occasion to celebrate - celebrate in the full meaning of the word, i.e. to perform publicly and duly, to observe and honour with rites and festivities, to publish abroad, praise and extol. Through the custom of the inaugural lecture the university celebrates and affirms its basic function, that of creating, preserving, transmitting and applying knowledge, particularly scientifically-based knowledge. The university appoints to the position of professor one who has attained excellence in the handling of knowledge in her or his discipline, and through a jealous watchfulness over the dignity and esteem of this time-honoured position of excellence amongst scholars, defends the capacity of the university to advance human knowledge and human progress. The University of the Western Cape is particularly honoured to celebrate by way of this address the inauguration of its first ever Professor of Human Rights Law. We take pride from both the position and the incumbent: the post demonstrates our commitment to scholarly relevance, the incumbent to the pursuit of excellence. This university has distinguished itself amongst South African educational institutions for the way that it has grappled with questions of appropriate intellectual and educational responses to the demands of the social and political environment. That search involved debates and contests over what constitutes knowledge or valuable knowledge, over the nature of the process of knowledge production, over the relationship between theory and practice, about autonomy and accountability, about the meaning of "community" and about how the activities of a university are informed by the definition and conception of "community". The decision to establish a chair in Human Rights Law was arrived at as part of that process of searching for the appropriate forms of curricular transformation. South African society with its history of colonial conquest and latterly apartheid rule is one bereft of a rights culture; and where the discussion of a bill of rights and the general establishment of an awareness of human rights had been started in recent times, it has often been motivated by a concern with the protection of traditionally advantaged sectors of society. A university like ours has an obligation to contribute to the debate about and the promotion of human rights in ways which will also be concerned with healing, reparation and reconstruction in this severely brutalised nation. In this address marking his formal assumption of the University of the Western Cape’s Chair in Human Rights Law, Kader Asmal gives testimony of the depth of scholarly rigour and the breadth of humane concern brought to and emanating from this position. The integral coming together of Asmal the international scholar, the anti-apartheid activist of long standing, the seasoned international solidarity worker, the spirited publicist is evidenced in this address which is sure to stand as a signal point of reference in our national debate about this complex subject. The University had been privileged to attract to its staff some of the finest scholars from the ranks of the formerly exiled South Africans; this inaugural ceremony provides the institution with the opportunity to welcome into its midst one of those in the person of Kader Asmal. , Publications of the University of the Western Cape ; series A, no. 64

- Description: One of CORD's activities is the welfare programme, which started four years ago. It has two features which make it particularly interesting. First, it has introduced a level of welfare into rural areas which has not been there before. Second, it is based on a broad, developmental and holistic approach to welfare — which is what most people agree is needed, but very few actually manage to do. Welfare projects are often well meaning but small in scale, without the ability to help people out of the poverty in which they are trapped. We believe that this welfare programme acts as a catalyst for other development activities — it shows that welfare can be a wedge, a point of entry, for broader community development. For example, every two assistants must be supervised by one social worker. In most rural areas there are no social workers, so there can be no assistants. When new categories of workers are trained, they often meet with strong resistance from two sides — existing professionals, and people in communities. In the welfare field, the strongest resistance will probably come from the professionals. We think that this welfare programme shows how the work of the professionals can mesh together with the work of people with less formal training, so that they can help each other to deliver better services to more people. The welfare context The welfare programme needs to be set against the context of existing welfare services in South Africa. The South African welfare system is inappropriate and inadequate — this is recognised by people in government, people working in the private welfare sector, and is certainly recognised at community level. The problems that are very evident are: • welfare spending and social services have been biased in favour of white provision • the system has not been properly planned • there is a heavy bias in favour of urban areas, and a serious neglect of rural welfare • where social work posts do exist in rural areas, they are difficult to fill. • the privatisation of welfare which is being encouraged by government (along with the privatisation of health, education, transport and other social goods) will mean that the well-off people will be able to buy better private services, but poorer people will have less access to even poorer public services. There is an emerging consensus across the country that if the welfare system is to have a contribution to make to the 'new South Africa' it will have to become: • more developmentally oriented • more appropriate to the conditions in which the majority of people live • more concerned with the welfare of the very poor, especially in rural areas • more accessible to people who need the services, and particularly by women and children. These principles are accepted internationally as guidelines for the provision of social services such as heath, welfare and education. In the field of primary health care in South Africa, we have many examples of model schemes which have tried to learn how to provide appropriate, affordable, accessible health services. Many of these have been written about; some indeed are known internationally. All these case studies are vital to the development of better health services in future. In most rural areas, and in the majority of peri-urban informal settlements, we are not talking of a situation where services could be improved by adding more professionals — we have a situation where there is virtually no access to welfare services at all. These are not mutually exclusive goals. On the contrary, the future of our country depends on the harmonious and simultaneous realisation of all three. The advancement of the majority of people will, in the medium-and-long-term, release hitherto untapped and suppressed talents and energies that will both boost and diversify the economy. Developing the economy will, in turn, provide the basis for overcoming the divisions of the past without creating new ones. Finally, the achievement of a genuine sense of national unity depends on all of us working together to overcome the inequalities created by apartheid. The beacons guiding these advances are equal rights, nonracialism, non-sexism, democracy and mutual respect. A broad, inclusive approach, free of arrogance or complexes of superiority or inferiority, is fundamental. We have to develop a truly South African vision of our country, one undistorted by the prejudices and sectarianism that has guided viewpoints on race and gender, in the past. We have to rely on the wisdom, life experiences, talents and know-how of all South Africans, men and women. There can be no apartheid in finding solutions to the problems created by apartheid. This document does not present a rigid ANC blue-print for the future of South Africa, to which our supporters will be expected to rally and our opponents required to submit. Rather, the document represents a set of basic guidelines to policies we intend to pursue. These ideas will be developed through discussion within the ANC, and through consultation with the broadest spectrum of South African public opinion. The policies will be adapted according to these processes and on the basis of experience. Our problems run deep It is necessary to dwell on the problems which will be faced by the first government which is elected under a new democratic constitution. It will help create an understanding of the magnitude of the tasks involved in transforming our country into one where everyone can enjoy a reasonable standard of living combined with peace and security. It will underline the fact that there are choices to be made and priorities to be established. The nationalist government has pursued active political and social policies which, amongst others things, have led to: extreme levels of poverty and disease in the rural areas; the creation of urban ghettos where people have been denied access to even the most basic means of survival as a result of severely limited access to decent homes, electricity, water-borne sewerage, tarred roads, and recreational facilities; an education system preparing the majority of South Africans for lives of subordination and low income wage jobs; a social security system geared almost entirely to fulfilling the needs of the white minority; a health system that has seriously neglected the wellbeing of most South Africans; the social and political marginalisation of the majority of people, the African community in particular, their exclusion from public life and decision [ making as well as the denial of their culture. Gender discrimination has either excluded or subordinated the nature of women's participation in all socio-economic and political institutions. Combined with apartheid, this has resulted in African women being the most exploited and poverty stricken section of the South African population. Both the political system of apartheid and the pattern of economic development in our country, have been responsible for these developments. The white minority have used their exclusive access to political and economic power to promote their own sectional interests at the expense of black people and the country's natural resources. Black people have been systematically excluded and disadvantaged economically with the result that South Africa has one of the most unequal patterns of income and wealth distribution in the world. Since the mid-1970s, the South African economy has stagnated. An average growth rate of 6% in the 1960s declined to 3% in the 1970s and is now below 1%. Unemployment is estimated at over 40% of the economically active population. For over forty years, economic strategy was based on expanding industry through the substitution of hitherto imported manufactured goods for the wealthy minority. There has also been an emphasis on strategic industries such as arms and petrochemicals. This led to the emergence of a significant manufacturing sector in our country, but one which is generally uncompetitive in terms of international costs and prices. The alienation of land from the indigenous people and the denial of the African majority's rights to land and political power in our country are intimately connected. The agricultural sector in South Africa is currently experiencing a deep crisis. Debt levels of white farmers have reached R14 billion. These problems have led to rapidly increasing unemployment and a serious decline in living standards. Our people remain divided. We do not know each other. We are prevented from developing a national vision, in terms of which, we would see our country through the eyes of all its citizens, and not just one group or another. We live apart, physically separated, spiritually alienated, frightened of getting too close, knowing that we have different life-chances and different views of what change means. We are ruled by a multiplicity of fragmented departments, boards, councils and ministries. Apartheid has left us apart. Policies for transformation In this context it is vital that the ANC develops a clear response. This response must be aimed both at establishing a new and democratic political dispensation that replaces the racist and undemocratic apartheid constitution and addresses the legacy of apartheid in the broader socio-economic sphere. This document is a direct response to the above challenges. It sets out for discussion a comprehensive set of guidelines highlighting the ANC's broad policy response to all the major areas of political, social and economic life. The document is structured so as to highlight the strong relationship between the creation of political democracy and social and economic transformation. It is critical, however, that we honestly face up to the extent of the problems confronting our country. They are not going to be solved overnight and there are no easy or quick solutions. The problems run deep and resources are limited. Accordingly, the policies proposed here represent our broad vision. These policies highlight, our ultimate goals, which will need to be transformed into effective and realisable programmes in the short-term. In other words, we will need to establish priorities both within each of the different policy areas and between these broad areas. These priorities must be arrived at through democratic discussions and decision making processes and we must establish just and efficient mechanisms for implementing these decisions. Progress will also depend on involving as many sections of our society as possible in finding solutions.

- Description: Imagine a "new South Africa" in which, to borrow an idea from a former bureaucrat of the US State Department, history has come to an end.3 A new society in which class, race and gender are no longer necessary categories to define the social phenomenon. South Africa will be, then, the "terrestrial paradise". However, I am afraid to remind the reader that in this particular African country, history has not come to an end. This country experiences the most open and rude expression of struggle (class, race and gender), and it is difficult to foresee that in this period of transition, history or the struggle, will come to an end. Popular justice vis ei vis state justice is, perhaps, one of the best examples in which the struggle between the oppressed and the oppressors is manifested. But the popular justice that I am thinking of, is that particular experience of "people’s legality" that has emerged in South Africa since the popular revolts of the mid-1980s. It could have its origins in African (customary) traditions (Bapela, 1987), but the cultural experience that emerged during the last decade went beyond its traditionalist roots (Suttner, 1986). Thus, the distinctive element of popular justice is that it has been ingrained in a democratic movement for empowering the people. What people?4 Whose justice? In the specific context of South Africa, by people I understand the working class and working classes, unemployed and marginal sectors, and different social sectors that are struggling for equality (ie the youth, women, gays and lesbians, and others). By justice, I mean the development of a new legality that will take into consideration the many gains that have been achieved within the Western legal system of "rights and obligations" (Pashukanis, 1978:100), and that goes beyond that model in the construction of a democratic society with wider social participation. So far, it has been in South Africa’s black townships that an incipient expression of popular justice has emerged.6 The 1980s people’s courts represented a synthesis of a popular project defining its own structures of legality. State repression over these popular structures did not represent the end of the project. The agony of death and destruction that the Namibians have endured for the past 105 years of colonial oppression is about to come to an end and freedom is in sight. The process of transition to independence has already started. On 1 November 1989, the Namibian people will exercise their long-denied right to self-determination by electing their own leaders who. by virtue of being elected by the masses will have the sovereign right to draft the constitution of independent Namibia. This will bring about a new political and socio-economic order. The task before the Namibian people is to seize this historic opportunity and ensure that they join hands to safeguard the revolutionary gains we have made in bringing our country to the threshold of independence. Seizing this opportunity means, first, to register as a voter, and second, to vote and send to the Constituent Assembly men. and women with a revolutionary will, honourable record, vision for a better future, integrity, experience and proven ability to fight for the interests of the broad masses of the Namibian people. Such men and women are to be found in SWAPO. SWAPO has stood tall in the face of formidable odds over the last twenty-nine years of its struggle to free Namibia. Because of this fact. SWAPO had participated in the formulation of Resolution 435 and fought bravely for the last 11 years for its implementation. The motivating force behind this struggle has always been to guarantee that power is given to the Namibian people to decide the future of our country' through free and fair elections. - Description: The six papers which appear in this publication were delivered at a consultative conference of the National and Olympic Sports Congress which was held in Johannesburg from 1-3 November 1991. There is no doubt that this conference on development could not have been held at a more critical juncture in South Africa's history, particularly at a time when the country stands on the threshold of an era which is expected to usher in a non-racial, democratic society. Given the legacy of apartheid, development and preparation have become priorities for the National and Olympic Sports Congress. It was against the background of the inequalities and future projections for transformation of the sports network which brought delegates together from across South Africa and from all codes of sport and co-ordinating regional councils. A central theme of the papers is that the reconstruction of South African sport demands a national programme, one that would ensure progress towards an equitable sports structure but also one that would set realistic goals without raising expectations that are unlikely to be realised. A central challenge of the conference was the search for a suitable combination of high performance sport and mass participation. The gender question in sport also came under the spotlight. Sport's male-dominated, hierarchical and sexist structure was mandated for urgent review. Conference was told that black women have very few opportunities to participate in sport unlike white sportswomen and sports people overall. Five resolutions, aimed at transforming the present state of South African sport, were adopted at the conference. After exhaustive discussions delegates identified the broad themes to be: national development and planning, national sports policy, building one sports federation, sponsorship, rural areas, affirmative action and empowerment. Conference noted the absence of a co-ordinated national sports policy, the heavy commercialisation of sport together with the lack of vision and planning for the future of sport. In this regard it was resolved to intiate the acceptance and development of a national sports policy which would emphasise development, national identity and patriotism, democracy, accountability, non-racialism and non-sexism. If the conference deliberations are to be seriously implemented then the apartheid sports network will undergo structural changes which will develop the historically disadvantaged and unleash the suppressed talents of millions of people who are trapped in an unequal and resourceless system.

Smith Institute of Ichthyology; No. 50 , The eelpout fauna of the southwestern Pacific presently includes 6 species, one of which, Pachycara garricki, is described as new. Full species accounts and illustrations are also provided for Melanostigma inexpectatum, Ophthalmolycus campbellensis, and Lycenchelys maoriorum, known previously only from the meager type series. Two species, Melanostigma gelatinosum, and M. vitiazi were redescribed in the first part of this series, but expanded diagnoses are provided here. Lycenchelys maoriomm and O. campbellensis are expected to be endemic to the New Zealand Plateau and perhaps Lord Howe Rise.
