- Description: The study focussed on the system of billing for basic services in the Nelson Mandela bay Municipality. The role of the municipality in the provision of basic services to the community and how communities are supposed to be billed for the basic services is explained. The research problem has also been identified and explained. The study reviewed the literature on the system of billing for basic services. In that processes, municipal by-laws, relevant books and internet sources were consulted. The researcher used qualitative research methodology: face to face and telephonic interviews were used during the research. 4 meter readers from the NMBM as well as 3 meter readers from each of the 3 contractors were interviewed. The researcher also interviewed 15 consumers whose accounts have been billed on estimations, 2 prebilling and 2 post billing clerks as well as one administration worker from each of the three contractors. The Assistant Director of Meter Services and the Director of Revenue Management and Customer Care were also interviewed. Research findings revealed that meter readers were trained and only a few felt that they needed more training in meter reading. Various challenges were revealed by meter readers as the causes of the incorrect billing of consumers’ accounts. Incorrect meter linkage and inaccessibility of water and electricity meters to meter readers were also reasons for the unending queues on the enquiry counters in the Nelson Mandela Bay Customer Care Centres. It has been highly recommended that the NMBM review the meter reading function and ensure that every meter reader is highly trained and equipped with the equipment needed to perform the function. It has also been recommended that those electricity meters that are inside houses, be placed outside or in an accessible place. The keys can be given to meter readers with a spare key to be kept by the owner of the property. All water meters should be placed outside the yard so that they are easily accessible to the meter readers at any given time.

An evaluation of the mediation process that led to the agreement for the resolution of conflict in South Sudan in August 2015

- Description: In December 2013, a civil war broke out in South Sudan, following the dismissal of the former Vice-President Riek Machar by President Salva Kiir, who accused him of attempting a coup. This led to the splitting of the Sudan People’s Liberation Movement (SPLM) and saw the formation of the Sudan People’s Liberation Movement in Opposition (SPLM-IO). The political power struggle brought an ethnic dimension to the conflict with confrontations between the Dinka and the Nuer, the two largest ethnic groups in South Sudan. In August 2015, the Agreement for the Resolution of Conflict in South Sudan, which was spear headed by the Intergovernmental Authority on Development (IGAD), was signed by President Salva Kiir, Riek Machar, and the G10. Riek Machar returned to the capital Juba, and the Transitional Government of National Unity was formed with his swearing in as the first Vice-President. However, the agreement did not hold as just a day before South Sudan’s fifth independence anniversary; shootings erupted outside the presidential palace in Juba causing Machar to flee. The collapse of the transitional government and an increase in the intensity of violence has threatened the security of the South Sudanese and entire region. This evaluative qualitative study applied the critical research methodology to examine the reasons for the continued civil war in South Sudan. It assessed why intervention through mediation by IGAD, which is the recognised regional authority, failed to bring about peace and stability in South Sudan. The study also applied the Contingency Framework of Mediation to South Sudan’s mediation process to explain the theoretical complexities surrounding the inability for the militant factions to find a sustainable peace agreement. It was found that the regional players and the international community were more interested in pushing for their own interests rather than achieving sustainable peace and stability. The study concludes that provided both the adversaries and the mediators lack a genuine commitment to the mediation process, little can be done to achieve peace and stability in South Sudan.

- Description: This research study was based upon three critical components. These include absence and presence, memory and the female nude. The problem statement aimed to determine how compositionally sound pairings and groupings of bronze, glass and resin figurative sculptures may be manipulated to create visual equilibrium in a work and communicate an inherent conceptual element. This necessitated the following research question which explored what the role of memory and the imago is within dualistic representations of the absent and present, as represented in the mediums of bronze, glass and resin. The creative and research processes culminate in the body of artwork, entitled Absence and Presence: in Search of Memory and the Imago, which is presented as a narrative installation and exhibition of sculptural work. This body of work was driven by the creation of a signifier and allegory for an absent presence or present absence which will always evoke the contemplation of this interplay between these two terms and the ways in which they define and become one another within the narrative of personal memory. Personal memories will always collide with the present and bring with them the memories of absence, but encourage the subject to make tangible this absence in order to confront it and in doing so, realise that it cannot be addressed separately from the presence which defines it

- Description: This study investigates the problem of non- equivalence in the translation of IsiXhosa kinship lexical items or concepts into English. Venuti (2012:5) says translation can be seen as ‘a set of changing relationships between the relative autonomy of the translated text…and…equivalence and function.’ Equivalence, of which non- equivalence is the antithesis, includes “accuracy,’ adequacy,’ ‘correctness,’ ‘correspondence,’ or ‘identity’. A variable notion, it indicates how translation is connected to the source text. A break in that connection results in non-equivalence. Therein lies the problem. The current study examines these notions, among other things, as they apply to the translation of isiXhosa kinship lexical items into English. As Venuti (2010) points out translation rests on particular assumptions about language use. These assumptions draw on two particular, emerging theories or approaches namely, the ‘instrumental and the hermeneutic’ as will be discussed. - Description: The South African trade union movement faces challenges, that are negatively affecting their role and relevance to their members. It is argued that the use of contract workers in the labour market has significantly reduced the bargaining power of the unions, mainly because the unions are finding it difficult to mobilize contract workers and the workers themselves are believed to be reluctant to join trade unions (Mathekga, 2009). This research project investigated and sought to provide an account of the attitudes and perceptions of the retail workers towards their retail trade union in South Africa. South African Commercial Catering and Allied Workers Union (SACCAWU) is one of the trade unions that is representing these workers in the retail sector and thus also affected by the use of flexible employment arrangements, global work insecurity, and poorly organized labour worldwide. Globally, trade unions are not exempted from the impact of the use flexible labour. Lynch, Pyman, Bailey & Price (2009) pointed out that workers in the European retail sector are employed mainly as contract workers and these workers are rarely involved in trade union activities, consequently the number of unionized workers in the workplace is declining. This context speaks to the changing of attitudes of workers towards their unions. This research study explores the attitudes and perceptions of SACCAWU members towards their union in the retail sector, South Africa. The study was conducted in Port Elizabeth, using in-depth interviews, focus group discussions and observations to ascertain the worker participation and perceptions about their union, SACCAWU. The study seems to confirm most of the labour studies scholars work on disconnection between labour unions and their members, while increasing ‘precarity’ forces workers to stay on unionized despite the negative attitude prevailing.

- Description: Local Government has an obligation to provide access to basic services in an economical, effective and efficient manner within their limited financial resources and capacity. However, municipalities are struggling to provide these services because of non-payment by the communities. The non-payment for municipal services dates back to the apartheid regime, where non-payment of services was a means of protesting the apartheid government but that protest is becoming a thorny issue in the current democratic government of South Africa. Municipalities are currently facing increasing challenges with regard to service delivery due to insufficient revenue collection. The South African legislative framework provides for municipalities to collect revenue but it has been shown in this study that municipalities have not been effective in dealing with the revenue collection and as a result, municipalities’ constitutional mandate is in dire straits. Revenue collection needs to be addressed for municipalities to be successful. With the use of qualitative methodology, this study found that the Bitou Municipality is struggling to decrease the current rate of outstanding debt and the attempts undertaken by the municipality to address revenue collection have not yielded the intended results. The study was aimed at identifying the challenges behind non-payment for basic services, identifying the debt and credit control strategies employed by the municipality in revenue collection and their effectiveness or non-effectiveness and assessing the municipality’s methods of credit and debt control. The theoretical data in the study was analysed in order to answer the objectives of the study and the challenges emanating from the non-payment for municipal services in the Bitou Municipality. The study found that non-payment for municipal services is an on-going problem.

- Description: This study acknowledged that while it might be true that protests often turn violent after formal channels have been exhausted, there is an underlying problem of lack of public participation, coproduction and a general lack of trust in and within local government institutions in South Africa. The study therefore proposes that public participation in the municipal governing process is more complex than anticipated. For purposes of data collection, a mixed methods research methodology was adopted and a number of salient recommendations are provided to address the levels of trust within local government. A normative model to enhance coproduction of trust between communities and local government has been proposed. The research is scientifically worthy of distribution to the broader academic community and a number of papers both nationally and internationally have been presented from it.

Conflict analysis with a focus on community polarisation: a case study of a wind energy project in Switzerland

- Description: Switzerland, like many other countries, wants to expand the production and usage of renewable energies, including wind energy. However, wind energy causes much conflict due to the emissions and possible impacts on the people, nature and landscape. In the canton of Glarus a wind energy project called LinthWind is currently projected. This has resulted in a public dispute involving several parties and members of the community. In opposition to the project, the association LinthGegenWind was formed with the aim of keeping the area free from wind turbines. The project developer, as well as LinthGegenWind, are organising information events and provide information through other platforms. The aim of this research is to provide the community with a thorough understanding of the conflict, including its dynamics and possible destructive processes. Through the conduction of conflict analysis, it investigates the conflict evolving around the project LinthWind. With the help of an online questionnaire, the opinions of the participants regarding the project and also the factors influencing the opinion-formation were enquired. This allowed for an examination of the polarization of the community and the factors contributing to it. The conflict analysis presents detailed information regarding the conflict history and background, the parties involved, issues under contention, sources and causes of the conflict, driving factors and the dynamics. Many factors indicate that the dispute is in an escalating phase. It was further shown that the affected community is clearly polarised regarding the project LinthWind. The polarisation is most likely enhanced by certain measures applied by the parties and the voting process. Independently gathered information by the people themselves seem to be the strongest influencing factors for the opinion formation. The success of the tactics applied by the project developer and the association opposing the project vary regarding their influence on the opinion formation. Missing communication between the parties and a polarised community exacerbates effective conflict management. In the case of LinthWind, a forum is therefore suggested where communication and information – the basics for constructive conflict management – are enabled.

- Description: Representative and narrative discourses from international media and academia present an essentialist and misleading idea of African issues, and this misrepresentation has leaked, by association, into a flawed portrayal of the Boko Haram insurgency in Nigeria. That is, just as reductionism, ahistorical attributions, and contradictions tend to occur in writing on African conflicts, this has become the tendency with insufficient attempts to define the identity and explain the actions of Boko Haram. Using a postcolonial critique, this dissertation reveals how news media and scholarly reports often undermine and negate the historical, ethno-religious and ideological nuances of Boko Haram’s identity, as well as the socio-economic and political issues that motivate the actions of the sect. Additionally, the examination of Boko Haram’s origins, influences and ever-evolving identity confronts the contradictions and flaws within the group’s own representation, through its ideology and pragmatism. This multi-fold analysis is done through an initial exploration of Nigeria’s history under British colonial rule and the lasting legacy thereafter, which has been responsible for the contemporary violent conflicts that journalist and scholars tend to reduced to Islamic fundamentalism and terrorism. This is followed by a critical acknowledgement of the complicity of Nigeria’s political leadership in the socio-economic injustices prevalent between the two predominant religious populations of Nigeria’s rich and educated Christian South, and the poor and disadvantaged Muslim North. Critical Discourse Analysis is used as a method to analyse the representation of Boko Haram from three academic journal reports by African scholars and three international print media news reports. This study seeks to contribute to reports/writings on postcolonial interpretations of violence and conflict in African media studies, and to account for the historical and contemporary complexities within African countries and their inhabitants who are often negated by influential libertarian media and trusted analytical-scholarly articles.

- Description: This study develops a model that aims to prove that, regardless of sociopolitical system, where a cult of personality exists, the mechanisms that are used to construct it and to maintain it, from a visual communication perspective, exhibit a methodological sameness. Drawing on Collins’ (2004) theory of emotional energy and interaction rituals, and Márquez’s (2013; 2017) application of said theory as an explanation of the personality cult phenomenon, the model seeks to identify, with regard to affectiveemotional constructions, what is required from leader-based foci to initiate this process. To achieve this, artefacts (visual representations) of Kim Jongil, Ayatollah Khomeini, King Mswati III, and Saparmurat Niyazov and Gurbanguly Berdimuhamedow were collated from within North Korea, Iran, Swaziland and Turkmenistan respectively. Analyses of both the design and semiotic components of the artefacts were conducted and the findings used to develop the model. The model was tested through four unique case studies of personality cults not affiliated with its construction.

- Description: Fashion visually communicates identity. The clothing one wears influences how others perceive and interact with one. The relationship between fashion and identity is important, since fashion communicates aspects of identity without verbal communication. Identity formation and influences would therefore also affect fashion choices. These fashion choices are referred to as fashion identities. Various aspects influence the development of identity. Social interaction and media are two of the main influencers. In contemporary society these two influencers have been combined through social media platforms. This leads to the research questions: “What influence does social media have on identity development?”, “What influence would social media have on fashion identities?” and “Could online fashion content be utilised as a guide in the fashion design process?” These research questions are addressed through both theoretical research and online questionnaire responses from participants. The study consists of two components, namely the theoretical component and a practical component. The two components support, inform and validate one another’s findings. The study found that multiple identity types (personal, social and role) collectively form a person’s identity. The multiplicity of identities makes the representation process unique. Fashion identity can represent each of the identity types, separately or collectively. Furthermore, social media’s fashion content influences online users’ fashion identity and could lead to follow-through purchasing. In order to test the theoretical findings, eight of the questionnaire participants were selected for the practical component. The researcher interpreted their questionnaire responses and fashion content from social media platforms they had submitted with the questionnaire. The analysis and interpretation were used to design eight sketch-ranges. From these eight, two ranges were selected for physical production. The eight participants were asked for feedback pertaining to whether the designs captured their fashion identity and communicated aspects of this identity. The responses affirmed that designs had the necessary appeal suggesting that online fashion content can be used as a guide to the design process, in order to encapsulate identity representation.

- Description: This treatise focuses on the underlying factors of political violence before and after the end of apartheid in South Africa. Its emphasis is on the continuities and discontinuities of political violence with primary attention on the Sharpeville, Bhisho and Marikana Massacres. The treatise deals with the political and socio-economic factors that has led to the aforementioned massacres. This include the relative political, social and ideological strengths of differing political groups and their conflict resolution mechanism. The widespread and recurrent political violence in South Africa has been the connerstone of this study. The analysis established that the Sharpeville, Bhisho and Marikana Masacres had unwarranted consequences in South Africa. The understanding of current and past political violence is a fundamental initiative. This helps to clarify past political violence issues that were not addressed properly and are now resurfacing in a different form. The failure to address the root causes of political violence is the main challenge that has to be dealt with accordingly by government. The treatise also outlined the necessity and urgency of a new research on the training, control and command of members of the South African Police Services to ensure that where the police deal with members of the public engaged in legitimate democratic protest. The escalation of violence is defused and the official response to such violence is consistent with the provisions embedded in the South African Constitution.

- Description: The purpose of this study is to establish the extent to which the OR Tambo District Municipality is able to implement gender mainstreaming to eliminate gender bias in governance and service delivery in order to improve the lives of the women in the district and to develop the community. This study is specifically concerned with the effect of leadership and staff capacity on the implementation of gender mainstreaming. The study was aimed at improving how the local government approaches gender mainstreaming and shed light on how it can be used as an all-inclusive developmental strategy. The data for this study were collected through document analysis and purposively selected in-depth interviews. The subjects of the study were selected from strategic units within the municipality which were identified to be the key stakeholders in gender mainstreaming in terms of the institutional arrangements. The results illustrate that despite a commitment to gender mainstreaming in the OR Tambo District Municipality, the institution still faces many challenges in its implementation. These challenges are linked to the absence of an institutional gender mainstreaming policy, poor understanding of gender mainstreaming and sectoral institutional arrangements that hinder the process of implementation. The data confirmed that a lack of skilled human resources hinders the implementation of gender mainstreaming.

- Description: This treatise is born out of preoccupation with Identity, Culture and Architecture. Through the study of the fragility of the South-African Chinese community: their double heritage, their quest for a sense of place and permanence with the establishment of Chinese Schools that maintain the Chinese culture. It begins with identifying their almost unstable and fragmented nature of movement, their struggle to find a ‘place’ in Port Elizabeth, especially after the establishment of the Group Areas Act of 1960 and their fight against apartheid and discrimination. It becomes clear that migration, racial segregation, confusion, forced removals, and displacement have been their legacy in South Africa. The purpose of this document is to investigate the symbolic nature of architecture, and how it can be used as a tangible medium to bring about an affirmation of identity, and create a sense of place for the future; giving credence to the celebration of culture and social interaction. Through the use of literature reviews, informal interviews, desktop research, analysis, precedent studies and other qualitative studies; there will be an understanding of the community in terms of how they came about settling in South Africa; their migratory patterns due to forced removals and the current status of the community in terms of cultural revolution; understanding the cultural issues the community face; in the establishment of a centralised symbolic precinct that allows for the celebration and promotion of culture. Through the design of the Chinese Cultural School, it will be demonstrated that in order to create a sense of place for the Chinese community, aiding in integration and restoration; one will need to engage in the argument of the vitality of authentic architecture, the vernacular language of a particular culture, and the subjectivity of identity especially in a context outside of its homeland.

- Description: Facilities management is a profession that encompasses multiple disciplines to ensure the functionality of the built environment by integrating people, places, processes and technology. It combines management and business with the most current professional and technical knowledge to provide a people-oriented and effective work environment. The study has the following objectives: to determine whether pro-active planning in order to optimise sustainable physical infrastructure is currently being carried out; to determine whether the cost structure of facilities management is being analysed to ensure proper planning that is aligned with the budget and to determine whether the organisational structure of facilities management (FM) is developed and fully staffed with qualified officials and that it is being operated from the correct department. This will ensure that facilities management carries out its mandate of creating jobs. The mixed research methodology was used in this study as both quantitative and qualitative techniques were employed in gathering, organising and analysing information obtained from the participants. Pilot questions were distributed to all relevant managers within the Amathole District Municipality. The primary data was gathered from Directors, Heads of Departments (HODs), general managers, senior managers, unit managers and assistant managers with a view to ascertaining their level of understanding of the importance of facilities management (FM) within the Amathole District Municipality. The secondary data for this study was obtained from a literature review of relevant publications from various sources, such as reports, books, the internet and articles. From the respondents’ responses, it can be noted that facility management is of benefit to the organization in that it provides for cost value benefit, the development of policies, safety, good property management and an efficient security system. One of the main drawbacks is the lack of a facilities manager in the department. No Senior Manager has been appointed with the facilities management portfolio, which would assist the top management in making informed decisions. As a result, there is no facilities management strategy, policy or framework to guide the portfolio in the right direction.

- Description: The purpose of this study was to develop a deeper understanding on how health care personnel deal with a certain policy and to explore and describe the experiences of staff working at clinics in King William’s Town (Eastern Cape) regarding Primary Health Care delivery. The objective was to explore health care personnel’s perceptions on how the implementation of the Primary Health Care policy has influenced the provision of Primary Health Care Services. To propose recommendations that can be used to improve service delivery at the clinics. Methods used were semi structured interviews were used to clarify concepts, problems and allow for the establishment of a list of possible answers or solutions to the problems experienced by the health care personnel. Analysis began with open coding where transcribed interviews were read and coded line by line to identify descriptions of thoughts and actions. A systematic coding framework was developed; this included grouping the data into key themes. The study concluded that although the challenges that exist in implementing primary health care are clearly understood, Primary Health Care nurses should be well equipped with the tools and equipment they need to successfully execute their duties. - Description: The provision of basic water services to all South African communities is one of the biggest challenges that many local municipalities are currently facing. The objective of this study was to investigate factors affecting water provision in Eastern Cape municipalities, with specific focus on OR Tambo District Municipality. As a Water Service Authority it has the responsibility to ensure that all communities at the district have access to basic water supply. The study evaluated the participant’s views who are municipal officials responsible in water services delivery. The study shows that there is a serious challenge of backlogs in water delivery and these will be difficult to overcome due to financial limitation, lack of personnel capacity. It also revealed that some of the areas in the district are not serviced due to the aging of infrastructure, Data collection was done by using the interview methods which involved direct interactions with the participants from the Water and Sanitation department at the OR Tambo District Municipality who provided answers to the questions of the researcher. The study recommends that the municipality should prioritise looking at other integrated water cycle management strategies that will ease the delivery of water to the citizens. Awareness campaigns for efficient and effective use of water should be launched. Water supply and management must be one of the areas that the municipality prioritise in terms of budgeting on establishing programs to prevent water losses in the system. Maintenance and effective use of the already available resources must be effected at the municipality.

- Description: Media monitoring is an important aspect of the government communication process because through it the communications practitioner is able to identify issues and trends which may affect the organisation. The study explores media monitoring as a government communication tool. This research aims to analyse the media monitoring practices of the Eastern Cape Office of the Premier and, determine how the media monitoring reports are utilised. In the Eastern Cape, the Office of the Premier’s Provincial Communications Unit takes the lead in conducting media monitoring for all the provincial government departments, as part of its oversight role. Employing qualitative data collection methods, the study was able to examine and dissect the media monitoring activities of the Office of the Premier, out of which emerged rich data. Data was classified according to themes and recommendations were made towards improving of media monitoring and analysis for the provincial communications unit responsible for media monitoring in the Office of the Premier.
