Vernacular radio and peace building in Kenya: a study of popular vernacular radio stations in three conflict-prone regions

- Description: In Kenya, just like in most African countries, ethnicity-related conflicts are a common phenomenon. Often times, the media, especially vernacular radio has been accused of incitement to violence as was in the case of 1994 Rwanda genocide and the 2007 post-election violence in Kenya. As a result, numerous studies have focused on the role that the media, especially vernacular radio plays in perpetuating ethnic conflict, while very little has been done to establish its role in peace building. Therefore, this study was informed by the assumption that the media is a double edged sword; while it can fuel tension and lead to conflict, it can also contribute to peace between conflicting parties. It therefore sought to establish the role that vernacular radio play in peace building in Kenya. The literature reviewed showed that vernacular radio has the potential to promote peace in society. The study was therefore guided by the social responsibility theory which underpins the necessity for the media/ journalist to keep society’s interest as a top priority. This means that the society expects journalists to be accountable, liable and responsible in carrying out their duties. This study utilized both qualitative and quantitative research methods. Using a case study of popular vernacular radio stations in three conflict prone regions in Kenya, the researcher employed content analysis, questionnaires and interviews as tools for data collection. The results indicate that the stations have put in place specific policies aimed at ensuring impartiality in reporting and that journalists adhere to them in their work. The stations also work in partnership with other peace practitioners by developing programs that are aimed at promoting peace within and between communities. Furthermore, the findings indicate that the stations’ journalists largely understand and comply with the sections of the Code of Conduct for the Practice of Journalism in Kenya which addresses the need for responsible conflict reporting. Based on these findings, the study therefore concludes that vernacular radio stations working in conflict prone regions in Kenya play a positive role in peace building. However, the study recommends more specialized trainings for journalists in order for these stations to be more effective in this role of peace building.

A content analysis of web-based reporting of corporate social responsibility in selected transport sector state owned entities

- Description: Organisations today are experiencing immense pressure to act responsibly, both socially and ethically. Stakeholders expect organisations to operate with integrity, whilst still being profitable. This pressure is due to Corporate Social Responsibility (CSR) becoming increasingly a mark of good governance. Corporate performance is no longer measured by only financial statements, but CSR is deemed a corporate imperative for financial performance. This non-financial reporting has forced organisations to take cognisance of environmental, social and governance reporting, a process called Integrated Reporting. The purpose of this research was to explore website reporting of State Owned Enterprises (SOEs) in the transport sector. The study explored the phenomenon through six questions: What are the titles used to communicate CSR on SOE websites? What are the CSR activities communicated on SOE websites? What are the similarities and differences of the CSR initiatives communicated on the websites? Who are the stakeholders reached through CSR? What are the reporting practices on the SOE website? What are the similarities and differences of the reporting practices on the SOE websites. This research study was carried out in two stages. The first phase was to examine the corporate websites of the SOEs. The second phase was to use the data collected from the websites to understand CSR representation in SOEs. The purpose is to explore the communication of CSR on the various websites of the SOEs. A key finding of the research is that SOEs use different strategies to communicate CSR on their websites. SOEs communicate CSR activities using multiple titles and use various media on their websites. Additionally, there are variances with the framing of information on the websites. The varying communication strategies indicate the multiple stakeholders targeted by the different CSR focus areas. The research concluded that the different titles made it difficult for stakeholders to access information on the websites. Standardisation of CSR terms and consistency of reporting would make it easier for readers to access information. Further research is recommended in the adoption of strategic communication models by SOEs, as this will assist in the framing of websites.

- Description: The devastation and destruction caused by natural and man-made disasters have become a global concern, particularly as such disasters affect the most vulnerable in society. The devastation they wreak frequently involves loss of lives and property. Globally, Disaster Management has moved in approach from reactive to proactive. Disaster management is now more than a field of study; it is the application of practices and principles which enable disasters to be managed both prior to and in the aftermath of their occurrence. Disaster risk management is the development approach to Disaster Management. The study addresses the integration of disaster risk management into integrated development planning at the local level in South Africa. The impact of disasters on social and economic development is of special interest. In many instances, resources that have been planned for development have to be diverted for response activities during disasters. Thus, development and disaster risk management are two sides of the same coin and should be dealt with in unison and not separately. There is also now widespread international acknowledgement for the idea of mainstreaming disaster risk management into development planning, particularly at the local level of government. The central argument of this study is that by integrating disaster risk management plans into integrated development plans at the local level, the risks faced by communities can be reduced. Risks can be even further reduced, and development enhanced when communities play an active role in disaster risk management. Within this context, the main objective of the study was to develop a model for integrating disaster risk management plans into integrated development plans at the local level. To achieve this key objective, the study used theoretical and empirical studies. The theoretical aspect focussed on international frameworks and national legislation for Disaster Management. Legislative requirements pertaining to the involvement of communities in integrated development planning were explored, as was the literature on asset-based community development. Empirical research complimented the theoretical research through the use of qualitative methods to collect data. This involved semi-structured interviews with eight government officials involved in provincial, district and municipal Disaster Management programmes, and focus group discussions with sixty ward committee members, so that community viewpoints would be included. The findings of the study reveal that the integration of disaster risk management plans into integrated development plans at the local level can greatly contribute towards reducing the risks faced by communities, especially high-risk communities. The study also revealed that by carefully considering and using community assets, local government could ameliorate the financial effects of Disaster Management and empower communities as first responders. The thesis gives an outline of a model that may be used by local government to integrate risks and community assets into an integrated development plan.

A critical appraisal of 21st century peacebuilding in post-colonial Africa

- Description: This study presents a critical appraisal of 21st century peacebuilding in Africa predicated on the evasive nature of peace and development on the continent. Peacebuilding and development initiatives have tended to be unsustainable and post-conflict states have tended to revert to conflict shortly after transitions. This reversion is a cause for concern as the continent has made concerted efforts in establishing organisations and invested large sums of funds in ensuring that the prevalence of conflict and subsequent issues culminating from the instability of conflict-ridden nations diminish. Peacebuilding in Africa remains a field that is continually scrutinised due to the nuanced nature of conflict which occurs in the continent. These include, inter alia, the historically Eurocentric nature of conflict resolution endeavours of the contemporary society which subjects Africa towards being aspirants of modernity in perpetuity through peacebuilding efforts that embody conflict resolution methods that overlook the antecedents of the conflict; an endemic cycle that is erroneous to the efforts of bringing peace that is sustainable. Moreover, although there is an extensive body of work pertaining to understanding of sustainable peace, which focusses mostly on the political economy of conflict resolution and peacebuilding, it has been identified that not many studies have been done in a way which seeks to address the Eurocentric epistemologies, philosophies and practices which may affect peacebuilding in conflict ridden ‘post-colonial’ African states. Thus, the analytical perspective of the study will be to explore the orientation of ‘coloniality’ and ‘subjectivity’ in the field and attempt to bring in a decolonial perspective to the debates on conflict and peace in Africa. Quintessential to the author was the prevalence and reoccurrence of conflict in Africa, a pertinent feature which resulted to the development of this study. Moreover, the author undertook the journey which sought to unravel the nuanced nature in which conflict manifests in an African context, as well as seeking to establish sustainable methods of resolving conflict. By analysing various efforts and existing methods of peacebuilding, the author aims to find the problem to the cause which leads conflict ridden states to revert to conflict. The study is fundamentally premised on the theoretical and analytical critic of conflict resolution in Africa.

- Description: The South African Department of Higher Education and Training (DHET) calls for all Higher Education Institutions (HEIs) to develop, execute and establish strategies for achieving transformed racial truths - inside and outside the classroom. In HEIs, the social media platform, and most particularly, Facebook, is increasingly being used as a platform to critically and rigorously engage students and universities. The study presents Facebook as a social media platform that can contribute towards the transformation agenda. To illustrate this, the Nelson Mandela University was used as a single case study. Using a qualitative research approach, Critical Discourse Analysis (CDA) was used to analyse the Facebook posts that were shared by the university in 2015. This was done in consideration of the national Higher Education transformation themes, the university’s Vision 2020 strategic goals, as well as the university’s values. It was found that the institution partially uses the platform to address transformation. In addition to this, it was found that race representation for posts relating to excellence, student recruitment and protests reinforce race-based stereotypes. To address the gaps, the study recommends that the university includes posts that enhance engagement, race literacy, and race representation. The study contributes to the developing literature on the use of social media towards race transformation in South African HEIs.

- Description: The focus of this research study is on investigating how certain Nigerian youths expression of their agency at consuming popular music as a cultural product could be constrained by certain identified institutions and their gender in Nigeria. Using General Systems Theory (GST) as a theoretical framework, the country is presented as a social system with identified institutions which function within it that guides and constrains the agency of the individuals who live in Nigeria. A review of academic narratives relevant to the research is presented in this dissertation to provide a context for the study. A critical realist epistemology is adopted for this exploratory study, within the qualitative research tradition. A sample of twenty Nigerian youths living at Summerstrand and Humewood, is selected by the researcher using purposive sampling, and semi-structured interviews are conducted with these participants to gather their opinions and experiences regarding the research study. The narratives are analysed using thematic analysis, and the researcher presents an interpretation of these narratives under various topics in the dissertation. The findings from this study shows how some of these Nigerian youths believe their expression of agency at consuming popular music in Nigeria, to be constrained by certain institutions, and their gender in the country which they are part of, although this constraint could sometimes prove to be positive for some individuals. The recommendations from this research study are relevant to improving youth agency at consuming popular music in Nigeria, and advancing sociological inquiry into popular music and youth agency within an African context.

- Description: The purpose of this dissertation is to gather the community perception of females involved in criminal activities at Rosedale in Uitenhage. The main theory used in this study was the Poverty theory. The study was conducted by using the qualitative research design. Interviews were semi structured and conducted using an interview schedule.20 participants both male and female (youth and adults) were interviewed in Rosedale. The thematic data analysis method was used. The findings of this study revealed that the main reasons for female involvement in criminal activities in Rosedale is due to: drug and alcohol abuse there are too many people selling drugs in Rosedale which makes it easily accessible for the youth to purchase and practise use daily. There are too many shebeens and taverns in Rosedale and they allow under aged children to purchase and consume alcohol this causes negative toxic behaviour. Unemployment there are not enough employment opportunities available for the youth in Rosedale. Poverty, some families don’t have the basic needs to survive daily therefore they choose to turn to crime to support themselves and their families. Insufficient recreational activities, the youth do not have anything to do, there is a lack of recreational activities in the community therefore the youth turns to crime. The main challenges facing the youth in Rosedale is that there are a lot of drop outs or they choose not to attend school, unemployment was mentioned again, gangsterism, there are a lot of house breakings and robberies taking place to purchase drugs. All participants are against females being involved in criminal activities in Rosedale they do not agree with it and think that its’ unethical for a female to participate in criminal activities because females are the care givers, nurtures and providers of their families and the society. More police visibility, the death penalty and employment opportunities were highlighted as the main solutions.

- Description: Primary health care (PHC) is a system introduced to bring health services closer to communities. It was introduced with its challenges such as the management and treatment of various illnesses including HIV, TB and STI’s which have affected certain communities. The non-communicable diseases which require the attention of PHC institutions still face numerous challenges including the referral system and clinics with limited medicine. The study revealed that there are limited measures in place to deal with communities in rural areas who require medical assistance from government. Further challenges identified from the study included human resource management, supply chain management, finance and other administrative support systems. The inadequate funding of the Department of Health appears to be directly related to adequate service delivery problems. The study adopted a qualitative research methodology which incorporated an extensive desktop analysis and literature review approach. No human participants were involved. Health legislation is an important enabler and a necessary component of health policy. Research has shown that since 1995 when the first edition of the review appeared, South Africa has been engaged in a constant process of public health law reform and despite significant gains, some legislative processes have stalled. Examples include the certificate of need provided for in the National Health Act, the introduction of compulsory continuing professional development for pharmacists, the recognition of specialist nurses as prescribers, and the introduction of international benchmarking for medicinal processes. The process of introducing NHI remains contested with the legislative component, still under developed. Although NHI will in due course be a game changer and there has been some strengthening of the health service in the NHI pilot district to date, in general, implementation has been slower than anticipated in the NHI green paper released in August 2011. The NHI white paper indicated that public health care spending was likely to increase substantially over the next 15years from 4% to 6% of the GDP. Several mechanisms for raising revenue have been proposed, including some combination of an increase of VAT or payroll tax, or an increase of personal income tax. NHI also has the potential to improve efficiencies in the overall health system through improved pooling, strategic purchasing, medicine price reduction through central procurement, redistribution, improved quality in the public sector and providing greater access to general practitioners. Development of, and amendment to the relevant health technology assessment policy and legislative frameworks are needed in order to inform appropriate universal health coverage and to align with the 2015 NHI white paper Addressing social determinants is the cornerstone of the National Department of Health’s primary health care system. A engineering strategy, and an approach that is embedded in the country’s national development plan is needed. However the translation of this policy commitment to programmatic action at different levels in the health system and in partnership with other sectors remains elusive Evidence indicate that South African patients face challenges in accessing heath care particularly those from rural areas. The main challenge is the lack of a coordinated strategy to ensure continuous access to treatment, cure and support for chronic conditions. This study has shown that the private for profit hospital sector is well resourced and caters to a population that is wealthier, urban and more likely to be formerly employed. The public hospital sector catering to the majority of South Africans, faces lower human resourcing ratios, financial constraints and ageing infrastructure. The ideal clinic realisation and maintenance programme was assigned in response to the current deficiencies in the quality of primary health care services and to lay a strong foundation for the implementation of national health insurance. There is an urgent need to develop cohesive, sustainable systems to support evidence based decisions on appropriate regime choices, while minimizing risks associated with medication. This study has shown the importance of a robust national PV system in order to reduce the significant burden of drug induced diseases, to inform treatment policies with real world evidence, to improve outcomes of common diseases, such as HIV, TB, hypertension, and diabetes through optimal therapeutic management, and to ensure the safety of large scale therapeutic interventions such as vaccines, especially when newly introduced. Results from the study suggest that there is a failure by policy-makers to adequately address the challenges faced by PHC institutions. There also appears to be a backlog in terms of the promulgation of enabling legislation to address certain of the challenges. The Department of Health has a number of draft policies which are negatively affecting the level of service delivery. The study revealed that the challenges include, inter alia, inadequate budgeting, staff shortages, aging infrastructure, the non-availability of certain medicines in hospitals, a poor referral system with limited measures in place to address HIV, TB and STI’s as well as non-communicable treatments.

- Description: This study focuses at analysing the effectiveness of public participation in the integrated development plan in relation to basic service delivery with specific reference, to ward 24 in the Nelson Mandela Metropolitan Municipality in the Eastern Cape. The pragmatic part of this of this study was undertaken in Nelson Mandela Metropolitan Municipality in KwaZakhele. Integrated Development Plan is constituted in Municipal Systems Act 32 of 2000 that municipalities are to undertake this type of development in their designated spheres. It stipulates that municipalities are to engage the public in their developmental planning as it concerns the public. Local government is the government that is closer to the public, and it carries the mandate of National government in ensuring basic services are delivered to the public. This then shows how vital it is for the public to share the same vision with the municipality. This study highlights the effectiveness of involving the public in planning their development by the municipality. Hence this study analyses the effectiveness of public participation, in a verge to see if it yields the desired results. Analysing how integrated development is shaped in the midst of public participation, the study will do that by analysing basic services in the Nelson Mandela Metropolitan Municipality in reference to KwaZakhele Ward. The study therefore encourages effective public participation in integrated development plan specifically in the Nelson Mandela Metropolitan Municipality, as to ensure basic services delivery.

An analysis of the roles of the media and various interest aggregations in the social construction of the obesity epidemic

- Description: The regularly shifting positions between frames of individual responsibility and environmental impact characterising the obesity discourse in the media raises suspicion that the purported ‘obesity epidemic’ may be a social construction as opposed to a bona fide public health concern. Should this be the case, it prompts the question, who would go to the lengths of creating a global perception of being overweight as a life-threatening disease and constructing a global ‘epidemic? Additionally, what could be the possible justifications for doing so? This study is an effort to determine whether the ‘obesity epidemic’ is indeed a social construction. This is of concern, because public representations of obesity not only inform the public of medical or biomedical statistics but endorse shame-based narratives that may impact negatively upon the social identities and lives of people by creating meanings that influence cultural understandings of fatness and health. This study employs frame analysis, conceptualizing media frames as independent variables influencing the nature of the obesity discourse. By employing set criteria, eighty articles were selected from various high-profile South African English news sources with an online presence, representing a broad cross-section of the daily news provided to the South African population. A coding frame of key discourses was developed and coded for frame analysis in the QDA Miner software program. The study found that not only is the ‘obesity epidemic’ a social construction, but the result of propaganda executed through the media by large corporations in the ‘health-industrial complex’ for the sake of economic gain. Continued presentation of the ‘obesity epidemic’ as a global public health crisis, serves to reinforce societal myths and stereotypes, while shaping community beliefs, values and behaviour on behalf of corporate institutions.

An assessment of civil society peace building efforts in the Democratic Republic of Congo

- Description: During the Rwandan genocide, from April to July 1994, more than two million Rwandans, including Hutu extremists who feared retribution, fled to neighbouring countries. The majority of people who took refuge in the Democratic Republic of the Congo (DRC, known until May 1997 as Zaire) were located in North and South Kivu provinces. Tensions grew between DRC and Rwanda governments due to the use of refugee camps in North Kivu as rear bases by Hutu extremists to attack, destabilise and regain control of power in Rwanda (Leeuwen, 2008: 400). In 1996, a group of four political parties [the Council of Resistance for Democracy, the Revolutionary Movement for the Liberation of Congo, the Democratic Alliance of the People and the Party of the Peoples' Revolution] founded the Alliance of Democratic Forces for the Liberation of Congo (AFDL) to pursue regime change in DRC [First Congo war]. Mobutu’s 32 years of bad governance had transformed DRC into one of the poorest countries in the world despite its abundant wealth in natural resources. A deadly conflict erupted in 1998 [Second Congo war], in which several armed rebel groups supported by neighbouring countries sought to overthrow the regime of President Kabila. In 1999, a cease-fire agreement was signed in Lusaka, Zambia which paved the way for the deployment of UN peacekeeping troops. An inter-Congolese dialogue was convened in 2002 in South Africa. As a result of the dialogue, the war ended [sporadic conflicts continued] and a new transitional government of national unity was formed in June 2003. President Joseph Kabila, who was declared winner of the 2006 presidential elections, promised to restore peace and security in the Kivu provinces. But, after more than 10 years, the root causes of the conflict have not been resolved in South Kivu. The province still faces violence perpetrated by armed rebel groups, human insecurity, human rights violations and economic decline; all these issues have compromised the relative peace that local people have had for a couple of years. The treatise identifies, through a literature and documentary analysis, some local and external Civil Society Organisations (CSOs) which have been advocating, supporting and recommending post-conflict reconstruction and development (PCRD) in South Kivu. The concept of Peacebuilding has been one of the core objectives of dozens of actors in South Kivu. The aim of this treatise is to assess local CSOs’ efforts in building peace in South Kivu. The author has evaluated their capacities in resolving the root causes of conflicts, building capacity of communities through training, delivering humanitarian assistance to vulnerable people, and working towards a sustainable and lasting stability in the province. This treatise’s objectives are aimed at assessing the works and challenges of local non-states actors and stakeholders in peace consolidation. The author has also outlined the programmes implemented by local actors to address the root causes of conflicts; has made recommendations to promote peace and has concluded that a durable stability can be achievable with the support of all peace stakeholders in Eastern DRC.

- Description: This study is about investigating the service delivery challenges facing local government, with specific reference to the Lukhanji Local Municipality (LLM). The research study consists of five chapters. The research topic was carefully selected by the researcher as it appears that numerous municipalities in South Africa are facing challenges in terms of adequate basic service delivery (LGTAS: 2009; 17). Key components of the local government system in South Africa are still showing signs of distress. A local government system is in distress when it is seen that: It is failing the poor; it is not working properly; it is unaccountable to the citizens; it is marred by excessive levels of corruption, fraud and maladministration; and municipalities are centres of factional conflicts, political infighting and patronage (LGTAS: 2009; 18). Self-administered questionnaires were used as a method of collecting data from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated certain recommendations.

An assessment of the system of billing for basic services in the Nelson Mandela Bay Municipality

- Description: The study focussed on the system of billing for basic services in the Nelson Mandela bay Municipality. The role of the municipality in the provision of basic services to the community and how communities are supposed to be billed for the basic services is explained. The research problem has also been identified and explained. The study reviewed the literature on the system of billing for basic services. In that processes, municipal by-laws, relevant books and internet sources were consulted. The researcher used qualitative research methodology: face to face and telephonic interviews were used during the research. 4 meter readers from the NMBM as well as 3 meter readers from each of the 3 contractors were interviewed. The researcher also interviewed 15 consumers whose accounts have been billed on estimations, 2 pre-billing and 2 post billing clerks as well as one administration worker from each of the three contractors. The Assistant Director of Meter Services and the Director of Revenue Management and Customer Care were also interviewed. Research findings revealed that meter readers were trained and only a few felt that they needed more training in meter reading. Various challenges were revealed by meter readers as the causes of the incorrect billing of consumers’ accounts. Incorrect meter linkage and inaccessibility of water and electricity meters to meter readers were also reasons for the unending queues on the enquiry counters in the Nelson Mandela Bay Customer Care Centres. It has been highly recommended that the NMBM review the meter reading function and ensure that every meter reader is highly trained and equipped with the equipment needed to perform the function. It has also been recommended that those electricity meters that are inside houses, be placed outside or in an accessible place. The keys can be given to meter readers with a spare key to be kept by the owner of the property. All water meters should be placed outside the yard so that they are easily accessible to the meter readers at any given time.
