- Description: Presenteeism is defined as the loss in productivity when workers are on the job, but not performing to their best because of health-related issues. As with absenteeism, presenteeism is considered negative as it results in low levels of productivity and can, in the long term, have high cost implications. The research problem in this study was to identify strategies for reducing health-related presenteeism at primary health care clinics in the Nelson Mandela Metropolitan Municipality. To achieve this goal, the following actions were taken: A literature study was conducted to identify the extent of health related presenteeism at primary health care clinics as well as the management thereof. Strategies that could be utilised to prevent and reduce health-related presenteeism, ensuring that there is an ongoing service delivery in the workplace, were identified. The literature study revealed, amongst others, that those who suffer from emotional and physical stress have difficulty in performing well on the job. By law, employers have responsibilities to provide a safe environment. Hence, companies have to conduct an audit re-examining the health and safety document of the company. In addition, employers must ensure compliance within the current and developing legislative context. A balance between professional and personal demands of every employee should be promoted. In so doing, employees are able to trust their managers to share whatever problem is encountered. A commitment from the company and good management of presenteeism will result in a positive effect on productivity and customer service quality. A questionnaire was developed and administered to primary health care clinic personnel in the Nelson Mandela Metropolitan Municipality. The results from this empirical study revealed that sick or tired employees are less able to work at optimum levels. These employees have the potential to aggravate their illness, resulting in prolonged absence, or infecting their colleagues. In the study, chronic diseases were perceived as prevalent among employees at the health care clinics. It did not appear as if the management of stress received much attention or that an audit has been done to determine the state of health of employees. It is therefore necessary to educate employees about the importance of their wellbeing. Welldesigned jobs and good management can assist in minimising organisational stressors. Employers need to be convinced that investing in the health of their employees is in their best interest from a business perspective. In today’s competitive business world, companies look at maximising both profit and productivity. Hence, employee health plays a fundamental role in the success of companies. In the health care environment, the wellness of nurses will lead to more productive behaviour and better service delivery.

- Description: Poverty levels in South Africa remain high, and have not been significantly reduced since1994. This is associated with grass root challenges such as asset distribution, inequality, unemployment, high rate of HIV/AIDS, insufficient pro-poor economic growth, corruption, and bad governance. The problems of poverty and non-sustainable livelihoods in South Africa are still very persistent and can be attributed to significant lags in investment in human resource development and in the provision of basic social services, such as education, health and inequality growth and development. In view of the above, the necessity for improved standards of living is viewed as a vital issue in addressing poverty and has triggered the introduction of Integrated Development Planning (IDP) and Local Economic Development (LED) by municipalities. This has triggered the implementation of various projects by private and public sectors amongst which are The Institute for Youth Development in South Africa (IYDSA) and The Golden Stitches Trust, which aim to address poverty at the local level. Even though the effort of the local government to look into the immediate challenges affecting the community of NMBMM the influence of apartheid cannot be undermined. A need for pro-active developmental measures is imperative which will engage the entire citizenry on informing and educating them about steps to achieving a better improved life style. This study discussed the literature regarding poverty, the causes, and most importantly two programs undertaken in the Nelson Mandela Bay Metropolitan Municipality as a mechanism to alleviate poverty. With a view to actualize optimum desired result in the research, a qualitative and quantitative measure was designed for accurate assertions and verification. Data was collected from members of the projects by making use of questionnaires. It is a clear indication that many people are still very much far from development. They are however overwhelmed by low volume of qualitative education, primary health care and social amenities. The need for the local government to intensify their approach to reduce poverty is crucial. The findings of the study revealed that the Golden Stitches Trust lacks funding and faces shortage of members. However the IYDSA is quite successful but have some issues with the DSD pertaining to its name and as well needs more funds to be able to touch more lives.

- Description: The increasing attention to the provision of accessible, decent, safe and academically appropriate student housing in South Africa has led to a closer investigation of the nature and levels of quality in both on-campus and off-campus student accommodation. Nationwide, student housing management recognises that quality student housing is of great importance to both the quality of the higher education system and the success of students. In recent years, many studies in the field of service quality have been conducted within higher education. However, fewer studies have focused specifically on service quality in student housing. The purpose of this study was to evaluate the perceptions of students with regard to service quality levels in on-campus and off-campus student housing at NMMU, and to identify those service quality dimensions that need attention. A literature review was conducted to explore the meaning and nature of service and quality in student housing. It was concluded that from the different facets of service that quality, customer expectations, customer perception and customer satisfaction are important constructs in evaluating fully the levels of service quality. An amended SERVQUAL instrument comprising 41 items was used for students, in order to evaluate the service quality at on-campus and accredited off-campus student housing at NMMU. The results showed that there are significant differences in the service quality dimensions of on-campus student housing and off-campus student housing. Oncampus student housing gleaned a positive assessment for the dimensions of reliability, responsiveness, empathy and assurance. However, negative perceptions prevail with regard to on-campus infrastructural/tangible issues. The off-campus student housing fell short in a number of service-quality dimensions, including reliability, empathy, responsiveness and infrastructural/tangible issues. The assurance dimension received positive assessments for both on-campus and off-campus student housing. The study proposes that the NMMU student housing management pay attention to the shortcomings and make the desired improvements. The findings of this treatise have practical implications for student-housing managers, as they could direct their resources to improving poor service dimensions, and similarly refine marketing strategies, so that students’ needs are met in an exceptional and satisfactory manner.

Succession in a family business in the beer industry

- Description: Every business organisation has a unique set of challenges and problems. The family business is mainly affected by personal factors and family political influences. Most family business political influences are based on succession. Many of these problems exist in corporate business environments, but can be exaggerated in a family business. Family businesses go through various stages of growth and development over time. Many of these challenges will be found once the second and subsequent generations enter the business. One of the key problems is succession planning. Most family organisations do not have a plan for handing the power to the next generation, leading to great political conflicts and divisions. Despite the foregoing problems, family business is the world’s dominant form of business organisation. Based on figures compiled by the Family Firm Institute (FFI), in the Barclays Wealth Insights 2009, family firms comprise 80% to 90% of all businesses in North America. In the United Kingdom 75% of all businesses are family businesses. Some of the world’s biggest and best-known companies are family-owned. In the United States, some 37% of Fortune 500 companies are family-owned. In the global beer industry there are two family owned businesses in the top five, namely the Anheuser Busch Inbev Brewing Company and Heineken Breweries. Charlene de Carvalho-Heineken, a Heineken family member is delegate member of the Board of directors of Heineken Holding N.V. (Heineken Annual Report, 2011).This research report investigated succession at Heineken (as a family business). The researcher employed a mixed methodology approach where both quantitative and qualitative data collection instruments were used to gather data from two different groups of respondents (Heineken Operational Company Executives and Heineken Expatriates). Numerous attempts were made to contact Mrs Charlene de Carvalho-Heineken as well as other members of the Heineken family, without success. None of the questionnaires were returned. The research concluded that despite the fact that Heineken management has been highly professionalised with the majority of senior management structures filled with non-family members; the company is still a family business because 50.005% of the shareholding is held by Mrs. de Carvalho Heineken who is a family member. The research also observed that Mrs. de Carvalho Heineken sits on the Heineken Board of Directors. There is also an interesting side to the family ownership of the Heineken business. According to the Heineken Group’s 2009 Annual Report, the Hoyer family and Heineken family own L’Arche Green, a company that holds 58.78% interest in Heineken Holdings. This scenario confirms earlier research findings that according to the Agency Theory, managers who are not owners will not watch over the affairs of a firm as diligently as owners managing the firm themselves. The placement of Mrs.de Carvalho Heineken and Mr. D.P. Hoyer on Board of Directors is therefore very strategic in terms of maintaining the “familiness” of the Heineken business. Although respondents were not as direct as to whether there was a succession plan at Heineken, available documents reveal that indeed there is a succession plan at the company. It is interesting to note that Mrs. de Carvalho Heineken has been a member of the Executive Board of Directors since the age of thirty-four (she was nominated in 1988). This type of exposure to the Heineken business would went a long way in preparing Mrs. de Carvalho-Heineken for future positions. Her experience as a member of the Executive Board of Directors therefore confirms results of studies that found that positive firm performance by family successors is associated with successor’s development and intergenerational relationships, succession planning, successor’s potential capability, commitment to the firm and successor’s business skills.

- Description: The study was undertaken to satisfy the following objectives of the research study: To determine the livelihoods of residents of a low income housing development; To assess the role played by the local economic development initiatives in the Kuyga community; and To make recommendations regarding policies and actions that could reduce the unemployment rate and create sustainable and viable livelihoods for the Kuyga community in Nelson Mandela Bay Municipality. To note, what triggered the researcher to undertake the study, are the high levels of unemployment, poverty and poor monitoring of the local economic initiatives within the area. In this study, the researcher explores the livelihoods of the Kuyga community and the opportunities for creating more sustainable and viable livelihoods. Attention is drawn to Government policies, Local economic Development as well as Integrated Development Plans of the Nelson Mandela Bay Municipality, simultaneously realising that the South African government cannot work in isolation to deliver all the community needs effectively as expected.

- Description: The study was undertaken to satisfy the following objectives of the research study: To determine the livelihoods of residents of a low income housing development; To assess the role played by the local economic development initiatives in the Kuyga community; and To make recommendations regarding policies and actions that could reduce the unemployment rate and create sustainable and viable livelihoods for the Kuyga community in Nelson Mandela Bay Municipality. To note, what triggered the researcher to undertake the study, are the high levels of unemployment, poverty and poor monitoring of the local economic initiatives within the area. In this study, the researcher explores the livelihoods of the Kuyga community and the opportunities for creating more sustainable and viable livelihoods. Attention is drawn to Government policies, Local economic Development as well as Integrated Development Plans of the Nelson Mandela Bay Municipality, simultaneously realising that the South African government cannot work in isolation to deliver all the community needs effectively as expected.

- Description: This is a study of the relationship between approaches to people management and competitiveness, by examining the case of the textile and clothing industry in Southern Africa. The textile and clothing industry has historically played a major role in many national economies (including many southern African countries) contributing not only to overall economic growth, but also to the creation of significant numbers of relatively well-paid jobs. In the Southern African Region (SAR), the textile and clothing industry has undergone many structural pressures in the face of increased cheap imports from South-East Asian countries – above all, China and Bangladesh - which have resulted in the closure of many firms, and the significant downsizing of many survivors. This study seeks to explore the relationship between HR practice and organizational sustainability in the textile and clothing industry in Southern Africa region, with a particular emphasis on the cases of three countries: South Africa, Mauritius and the Democratic Republic of the Congo. Whilst at very different stages of national development, and with distinct political and developmental histories, all three countries were subject to active industrial policies, including the development of national clothing and textile industries. Again, all have faced the challenge of sustaining these industries in the face of liberalization and intensive competition from the Far East. This study is based on a multi-method approach, combining in-depth interviews with national industry surveys, and the usage of relevant documentary sources. It takes cognizance of the increasing relevance of new HRM practices and discourses to the growing field of Development Studies in the 21st century. The existing HRM literature suggests that there are a number of alternative people management strategies through which firms may secure their competitiveness, most notably strategic approaches to hard HRM (which treats people as an instrument to be strategically deployed to promote competitiveness), soft HRM (which promotes cooperative approaches to managing people) and traditional labour repression (managing people simply as a cost, to be managed in a short-term, un-strategic manner). The literature on HRM in Africa has suggested an alternative paradigm, which combines autocratic paternalism with elements of communitarianism. This study found that the bulk of firms encompassed by the study employed HR policies that recognizably fell within the soft HRM paradigm, enabling high value added production. However, an important exception lies in the area of security of tenure: firms tended to combine high levels of employee involvement and participation; as well as a commitment to human resource development, along with a persistent reliance on the usage of redundancies to adjust changes in the relative need for labour. Hence, this study highlights the limitations of theoretical approaches which see HR strategies as being necessarily coherent and self-reinforcing. Firms may broadly adhere to one approach, whilst adopting aspects of another as needs arise and in response to external pressures. An important exception to this was Mauritius, in which security of tenure appeared to be stronger, perhaps owing to the greater ease of enforcing regulations against illegal imports in a relatively small island country by allowing firms to plan for the future with greater confidence. In contrast, firms in South Africa were characterized by much lower security of tenure, against a backdrop of declining profits, reflecting the competitive challenges posed not only by legitimate low cost imports, but also illegal imports and the proliferation of rural sweatships. One again, this study highlights the relative fragility of the position of many firms and the continued importance of governmental support, most notably in terms of export incentives, support and facilitation in the adoption of new technologies, as well as better policing against illegal imports.

The application of property value models to assess government housing policy : a Nelson Mandela Bay Case Study

- Description: Two developments that may impact house prices have dominated the residential property landscape in South Africa in recent years, namely government’s planned social housing developments and residential property value assessments carried out by local municipalities across South Africa for property tax purposes. Social housing developments are often plagued by “local opposition”, who argue that subsidised housing units may have a negative effect on adjacent non-subsidised residential housing. Negative preconceptions of social housing form the basis of this argument, which is commonly referred to as the “not-in-my-backyard” (NIMBY) syndrome. International studies conducted have, however, produced mixed results with some concluding that social housing developments lead to a reduction in nearby property prices, whilst others conclude that they lead to an improvement in surrounding property values. Currently, the state of the South African economy and demographics are limiting previously disadvantaged, poor peoples’ access to affordable and safe housing, and for this reason the basis of the NIMBY rationale deserves closer attention. In order to test the validity of the NIMBY rationale, this study examines, by means of the hedonic price method, the effect of an existing housing establishment catering for low-income earners (the Walmer/Gqebera Township) on adjacent property values in the suburb of Walmer, Port Elizabeth, Nelson Mandela Bay in the Eastern Cape. The study concludes that the low-cost housing development exerts a negative impact on the property values of nearby houses - the average owner of a non-subsidised residential property in Walmer would be willing to pay between R38 033 and R46 898 to be situated 200 metres further away from the Walmer Township. This conclusion is subject to three qualifications. The first is that the Walmer Township is not a recognised social housing development but merely a proxy for one. The second qualification is that a relatively small data set was used in this study and only one social housing development was considered. The third qualification is that the study period is from 1995 to 2009, which necessitated the adjustment of market prices to constant 2009 rands. For this purpose, data from the Port Elizabeth and Uitenhage section of the ABSA house price indices were used. It was not possible to disaggregate the indices further to obtain a Walmer-specific index. It is possible that an imperfect correlation exists between the Walmer property trend and the metropolitan (Port Elizabeth and Uitenhage) trend used in this study. Based on the results of this doctoral investigation it is recommended that a monthly rebate on property rates of between R269.40 and R332.19 be implemented for affected Walmer residents. This amount could be sufficient to mitigate the capital loss associated with proximity to the Walmer Township. In terms of the management of social housing projects, it is strongly recommended that the following occur in order to alleviate the NIMBY syndrome: existing dwellings should be renovated, tenants should be monitored, dwellings should be appropriately designed and maintained, the composition of the host neighbourhood should be assessed and the image of social housing should be improved. With regard to the renovation of dwellings, social housing site preference should be given to existing structures in need of renovation, as positive externalities are associated with the renovation of such properties. The monitoring of tenants needs to take place in order to ensure that the financial and behavioural obligations of the tenants are met, and that informal “shack dwellings” do not materialise on site, and finally, that tenant default rates remain low. The appropriate management of these projects will also aid in combating the perception that social housing developments lead to private residential property devaluation. In respect of residential property value assessments, many homeowners have recently argued that there is very little equivalence between the municipality’s valuations and true market values. This study uses, inter alia, the hedonic price model to investigate the accuracy of the Nelson Mandela Bay Municipality’s 2007/2008 valuation roll. The investigation was limited to the valuation roll applicable to the Walmer neighbourhood. The study finds that there is, on average, a 13.89 percent difference between market prices and the 2007/2008 municipal assessed values. In addition, this study finds that an attributebased hedonic price model produces property price predictions that are more in line with true market values. This finding is subject to two qualifications. The first qualification is that only the Walmer neighbourhood’s assessed values were considered, thus limiting the findings. The second qualification is that a relatively small data set was used.

The sector’s international success and foundations in agriculture have found resonance with the post-apartheid government in achieving social transformation and alleviating poverty in South Africa. The co-operative model in South Africa proved a success during the apartheid era in the agricultural sector with a turnover of about R22.5 billion. Post-1994 the government hopes to achieve the same level of success through the sector to transform the country’s socio-economic landscape. The co-operative sector’s principles of self-help and self-reliance have become synonymous with democratic South Africa’s government plea to active citizenry in development – Vuku’zenzele. Some South Africans have responded to this call to change their economic conditions through co-operatives. However, investment in the co-operative sector has found varying degrees of success and failure across South Africa’s provinces, with the Northern Cape, the Eastern Cape, and Free State experiencing the highest mortality rates. The areas’ rural hinterland has been attributed to this high failure rate, thus posing the need to investigate the challenges faced by co-ops in small towns such as Steynsburg. The study provides an overview of the sector’s history, including its growth in countries across the world. The role of co-ops in poverty alleviation has also been discussed. This role was interrogated in discussions held through interviews and focus groups with both members of the Masizame Bakery and other projects in the area, including public officials involved in both community.

The study intended to investigate the challenges faced by Eastern Cape municipalities in implementing the LED programme. A sample of ten participants was drawn from two LED projects. The sample was distributed evenly with five beneficiaries per LED project. Data was collected using qualitative research methods through questionnaires. The sampling technique used was purposive to enable the researcher to select specific beneficiaries from each project and to allow the LED official responsible for each project to participate in the study. Budgetary constraints and staff shortages were identified as the main challenges facing the Great Kei Local Municipality. These two challenges have made it difficult for the municipality to implement proficiently LED programmes that are meant to effectively eradicate poverty and create employment. It is therefore recommended that the municipality should form partnerships with the private sector to boost the local economy by way of cooperative delivery of services, funding of projects and the supplementing of the municipal budget. The private enterprise/sector in an economy includes all large, medium, small and micro-enterprises (SMMEs). For example, large mining companies and factories as well the smallest spaza shop or stall at a taxi rank are part of private enterprise in a local economy. Whilst regulating such companies by way of licenses and taxes to raise national revenue, the government has limited control in the determination of how these enterprises are run. The result of such partnerships between the municipality and private sector will hopefully be the realisation of “a better life for all” as local people will be employed through investment promotion.

- Description: Job creation and poverty eradication have been the top priority of the South African government over the past few years and continues to be on the agenda. The government is making numerous efforts to aggressively address poverty levels and create jobs. In 1994 the African National Congress (ANC) led government inherited an economy that had glaring disparities. Most of the important economic resources of the country are concentrated in urban areas, while very few economic activities and resources are found in the rural areas. While about 70% of the country’s poorest people live in rural areas, the abundance of economic resources in towns and cities has led to minimal growth taking place in rural areas. High poverty levels continue to manifest itself in various forms and shapes in communities. The negative effects of unemployment continue to threaten our societal well-being and stability. It is evident that in poverty stricken communities there are limited economic development opportunities and have thus become trapped in a poverty cycle, and economic growth is the only sustainable approach of addressing poverty and unemployment. Local economic development (LED) is but one intervention that could be used to create jobs and eradicate poverty at a given locality. LED has been regarded as an approach towards economic development and growth whereby local people are encouraged to work in collaboration in order to achieve sustainable economic growth, bringing economic benefits and improved quality of life for all community members in a municipal area. LED is an intervention solely based at a local level being driven by local people to realise economic benefits that would improve their quality of life. A qualitative study was conducted at Alfred Nzo District Municipality to assess the contribution of LED on job creation and poverty eradication. The target population included LED managers, Project Practitioners, LED Project Beneficiaries, LED Portfolio Councillors in the Alfred Nzo District Municipality and its Local Municipalities as well as relevant sector departments and Public Entities. The study examined the contribution of LED funded projects in job creation and poverty eradication. In most municipalities LED is still regarded as an unfunded mandate. Most municipalities rely heavily on grant funding from sector departments and state owned enterprises for LED. A point of concern is the lack of regular and structured discussions on LED issues within municipalities which continue to re-enforce uncoordinated planning, insufficient budgeting and poor implementation of programmes within the municipality. The study noted serious skills shortages within the project beneficiaries which hamper effective implementation of LED projects. These skills include financial management, project management, conflict resolution and business management. These are core skills for the sound and viability of management of LED projects. Access to markets has been raised as an on-going concern for LED practitioners. It is recommended that a change is made from project-based LED to a business-based approach in LED. This would require all LED projects to be registered business entities, be liable for tax and require them to produce sound business plans before receiving grant funding.

- Description: Job creation and poverty eradication have been the top priority of the South African government over the past few years and continues to be on the agenda. The government is making numerous efforts to aggressively address poverty levels and create jobs. In 1994 the African National Congress (ANC) led government inherited an economy that had glaring disparities. Most of the important economic resources of the country are concentrated in urban areas, while very few economic activities and resources are found in the rural areas. While about 70% of the country’s poorest people live in rural areas, the abundance of economic resources in towns and cities has led to minimal growth taking place in rural areas. High poverty levels continue to manifest itself in various forms and shapes in communities. The negative effects of unemployment continue to threaten our societal well-being and stability. It is evident that in poverty stricken communities there are limited economic development opportunities and have thus become trapped in a poverty cycle, and economic growth is the only sustainable approach of addressing poverty and unemployment. Local economic development (LED) is but one intervention that could be used to create jobs and eradicate poverty at a given locality. LED has been regarded as an approach towards economic development and growth whereby local people are encouraged to work in collaboration in order to achieve sustainable economic growth, bringing economic benefits and improved quality of life for all community members in a municipal area. LED is an intervention solely based at a local level being driven by local people to realise economic benefits that would improve their quality of life. A qualitative study was conducted at Alfred Nzo District Municipality to assess the contribution of LED on job creation and poverty eradication. The target population included LED managers, Project Practitioners, LED Project Beneficiaries, LED Portfolio Councillors in the Alfred Nzo District Municipality and its Local Municipalities as well as relevant sector departments and Public Entities. The study examined the contribution of LED funded projects in job creation and poverty eradication. The structured questionnaire was aimed at gathering views about e-commerce development and adoption by SMEs in the Eastern Cape with a special focus on barriers to the adoption of e-commerce by SMEs. The results of the empirical study revealed that: E-commerce awareness needs to be created among SMEs. Awareness needs to be created among SMEs about all aspects surrounding the use of e-commerce. Optimisation of the Value Chain and Procurement were identified as the two largest contributors when one needs to improve the bottom line of any company. The purpose of this research was to develop an integrated Value Chain and Procurement cost reduction methodology and system specifications for a software solution which captures, tracks and accurately reports the impact of the improvement initiatives. The main research question was structured as follows: What should the specifications of a software solution be that will integrate the cost reduction processes of the Value Chain and of Procurement, in a manner that will ensure maximum sustainable bottom-line savings for companies in the manufacturing or service industries? The objective was to define the key phases in the Value Chain and Procurement cost reduction process and to determine how and where they integrate. It is important to note that according the literature review and the survey, both the Value Chain and Procurement cost reduction processes consist of seven phases. The phases of the Value Chain cost reduction process were: Phase 1: Budget/ABC costing and data analysis; Phase 2: Generate ideas; Phase 3: Evaluate and approve ideas; Phase 4: Implementation planning and approval; Phase 5: Development of project (idea) specific KPI's; Phase 6: Implementation of ideas; Phase 7: Track and report savings. The phases of the Procurement (Strategic Sourcing) cost reduction process were: Phase 1: Team selection/data collection/spend analysis/work plan development Phase 2: Access requirements/internal and external analysis; Phase 3: Develop strategy/shape value proposition; Phase 4: Screen suppliers, issue RFI/P/Q, implementation planning; Phase 5: Conduct commercial event/negotiate/finalise contract; Phase 6: Implement contract; Phase 7: Contract management/track and reporting. The above two cost reduction processes integrate at each phase of the respective processes and should thus be implemented at the same time due to their interdependencies. Based on the findings of the research it was clear that an integrated Value Chain and Procurement cost reduction process alone is not going to solve the cost reduction problems of companies. It is essential for the successful implementation of the integrated cost reduction process to develop skills and knowledgeable resources to implement the integrated cost reduction process, improve collaboration between the Value Chain and Procurement, and to implement a system to track and report performance during implementation. Further research should include how to adapt the current company processes, structures, procedures and systems in order to gain maximum benefit from the implementation of an integrated cost reduction process. The integrated Value Chain and Procurement cost reduction process, supported by a software system, should improve the success of cost reduction projects in companies. It is, however, important to note that the application of the methodology will vary between industries and that service-related industries might put more emphasis on Procurement cost reduction, while the manufacturing industries might place a bigger emphasis on cost reduction in operations. In conclusion, irrespective of the industries, it is evident that this methodology will enhance the cost reduction results previously obtained from similar efforts.

The effect of the Nelson Mandela Bay Stadium on surrounding house prices: a hedonic analysis

- Description: Sports facilities increasingly feature amongst the most expensive development projects world-wide. One such facility includes world-class stadia. Such facilities tend to commit a considerably large amount of a country's public funds to the project. This public expenditure on new stadia, and the required public taxation, may be economically justified if the benefits from the new stadia outweigh the costs. 15 May 2004 saw South Africa winning the bid to host the FIFA 2010 Soccer World Cup tournament. This mega-event was played in 10 stadia across nine chosen host cities. Five of these stadia were newly constructed, while the other five needed upgrading. Both South Africa's national government and local governments of host cities bore the expenses of the new stadia construction and the upgrading to the existing stadia. This amounted to a total public expenditure of R13.5295 billion on the stadia alone. The Nelson Mandela Bay Stadium on the banks of the North End Lake in Port Elizabeth was amongst the five newly constructed stadia costing R1.7 billion. Many international studies have been conducted to assess the impact of new stadia on the economies of host cities. One particular aspect which has received a lot of attention as far as empirical research is concerned is the impact of stadia on residential property prices (Carlino & Couslon, 2004; Davies, 2005; Tu, 2005; Coates & Humphreys, 2006; Ahlfeldt & Maennig, 2007, 2010; Dehring, Depken & Ward, 2007; Feng & Humphreys, 2008, 2012; Kavetsos, 2010; Ahlfeldt, Maennig & Scholz, 2010; Kiel, Matheson & Sullivan, 2010; Ahlfeldt & Kavetsos, 2011; Coates & Matheson, 2011). The majority of the studies conducted have indicated that the presence of a new stadium in an area has a significantly positive effect on surrounding house values that decays with distance from the facility. As no study has yet been done in South Africa to investigate the impact of the announcement of the construction of new stadia on nearby residential property values, this study examines, by means of the hedonic pricing model, the effect of the announcement to construct the Nelson Mandela Bay Stadium on the banks of North End Lake on adjacent residential property values. The study period for this study was 2004 - 2006. This time period captured the stadium announcement effect. The residential properties in North End that were traded at least once during the period 2004 to 2006 made up the target population. According to the South African Property Transfer Guide (SAPTG), a total of 417 property transactions (excluding repeat sales) took place over the study period (2004 - 2006). The 417 transactions were deemed to be the size of the target population and a list of 100 property transactions were used as the sampling frame. As the study period was from 2004 - 2006, it was necessary to adjust the market prices to constant 2006 prices. For this purpose, data from the Port Elizabeth and Uitenhage section of the ABSA house price indices were used so as to eliminate any inflationary effects on the property values over the study period. The results of the study revealed that the stadium has a statistically significant positive effect on adjacent residential properties situated within a 1 200 metres radius from the stadium. The average owner of a residential property in North End would be willing-to-pay between R10 7898 and R11 704.6 to be situated 435 metres closer to the stadium.

- Description: Health and education are two important aspects of human capital and form the basis of an individual’s economic productivity in any country. In South Africa, hunger and malnutrition continue to hamper the health, quality of life and survival of school going children such that some children drop- out of school due to these socio-economic problems (Tomlinson,2007:2). The introduction of previous School Feeding Schemes to address the question of hunger and poverty within schools was mostly left in the 1980’s and 1990’s to charitable and Non-Governmental Organizations such as Operation Hunger and ITHUBA (Swartz, 2009:38). According to Perlman (1993:14) South Africa’s track record of child deaths was more than double that of any other country of similar income levels worldwide, due to the apartheid government deserting its responsibility of feeding the nation. The White Paper for the Transformation of Health System (1997: 125) had also stated that improving nutrition within the rural schools is an imperative and a sound economic investment which is politically rewarding. Nelson Mandela (1996:8) once said “Our children are our nation’s future. Prospects for development are seriously undermined by the kind of large scale deprivation of children that South Africa has experienced. On the other hand investing in their health, nutrition and education not only improves our children’s quality of life – the gains reverberate into the future generations. ” From April 1994, through the Reconstruction and Development Programme (RDP) the Government of National Unity under the leadership of Dr. Nelson Mandela identified the area of school feeding as a policy prime concern in redressing the imbalances and inequities of the past governments. Another initiative to redress the inequities of the past, was through the programme of Poverty Reduction which manifested itself in lack of income, lack of education and skills, lack of access to services and amenities and lack of ownership of land and housing (Public Service Commission, 2007.

- Description: The world has become more competitive, complex and unpredictable, and this process is continuing. Evolution is taking place resulting in organisations being pushed by strategies and pulled by increasingly assertive customers who demand more accountability and responsiveness (Kartte, 2010). In order to remain competitive in this changing world, many organisations, even financial institutions have adopted Lean principles in order to eliminate waste, reduce cost and streamline everyday processes (Spear, 2012). There have however been a number of challenges that have prevented financial institutions from implementing Lean principles successfully. The primary objective of this study is to improve the effectiveness of Lean principles within a specific financial institution. More specifically, this study will identify the effectiveness of successfully implementing Lean principles at a financial institution by investigating the influence of employee knowledge, understanding and skills, communication, motivation and ownership from management, organisational culture and the impact of trade unions in organisations as mentioned in the problem statement above. Convenience sampling was used to select a sample of sixty eight (68) employees within the specific financial institution. The sample was stratified to include senior managers, managers, team leaders and lower level employees. Questionnaires were distributed personally to the focus groups from the above categories.

- Description: This study examines the effects of conflict on socio-economic development. It focuses on the ongoing political conflict in the Nelson Mandela Bay Municipality due to national political factionalism that has negatively affected service delivery. Political conflict led to the absence of the municipal manager from 2009, impacting the administration of the Metro. Since that time, no municipal manager has held office for more than four months. The municipal manager’s job is crucial to the operation of the Metro, including the allocation of funds required for service delivery. Service delivery has therefore been negatively affected by the conflict, with waste removal being particularly neglected. This has been prevalent in areas such as New Brighton and Motherwell, which will be the primary focus of this treatise. This study found that, as a consequence of the situation in the Metro community members have become indifferent to political affairs. However, they still seek change and have faith that their livelihoods could be improved.

- Description: The high failure rate among small businesses in South Africa has created an urgent need to identify strategies that will improve their levels of performance. The purpose of this study was to investigate the relationship between the entrepreneurial orientation of small businesses in the Eastern Cape and their level of business success. Entrepreneurial orientation was assessed in terms of the 5 dimensions of entrepreneurial orientation, namely Innovativeness, Proactiveness, Competitive aggressiveness, Risk-taking and Autonomy. Business success was assessed in terms of profitability and growth. A literature overview was firstly conducted. The nature and importance of small businesses were described, and the important contributions they make to economic growth, job creation and innovation, as well alleviating poverty and redistributing income were highlighted. The various challenges faced by small businesses were also discussed. Among these challenges, the lack of entrepreneurial orientation was specifically highlighted as a major barrier to small business success. The nature of entrepreneurial orientation and the five dimensions thereof were described. A theoretical framework was proposed illustrating the relationships between the 5 dimensions of entrepreneurial orientation and business success that were to be empirically tested. A positivistic research paradigm was followed and a quantitative approach was implemented. Convenience sampling was used and a total of 350 questionnaires were distributed to small businesses in the Eastern Cape; 317 usable questionnaires were yielded. A measuring instrument was developed based on reliable and valid items from existing studies. Statistical techniques including descriptive statistics, Pearson's product moment correlations, Structural Equation Modelling and an Analysis of Variance were performed on the gathered data. Demographic data relating to the gender, age and race of the respondents, as well as data relating to the number of employees, the tenure of the business, and nature of industry in which the small businesses operate, were collected. An exploratory factor analysis was undertaken, and Cronbach‟s alpha coefficients were calculated to assess the validity and reliability of the measuring instrument. The independent variables, Innovativeness and Proactiveness, could not be confirmed by the factor analysis and a new dimension emerged which was named Proactive innovativeness. As a result of the factor analysis the operational definitions were rephrased. The Cronbach‟s alpha coefficients reported were all greater than 0.7, deeming the scales measuring the various dimensions reliable. Descriptive statistics were calculated to summarise the sample data, and Pearson's product-moment correlation coefficients were established to investigate the associations between the variables. Significant positive correlations were reported between all of the variables. SEM was performed to determine the significance of the relationships hypothesised between the independent and dependent variables in this study. The results of this study showed that the independent variables Competitive aggressiveness, Proactive innovativeness and Autonomy have a significant positive influence on the dependent variable Business success, while Risk-taking was found to have a significant negative influence on Business success. Furthermore, the results showed that Proactive innovativeness was higher in larger-sized small businesses, Autonomy was reported to be higher in small businesses where the owner was in possession of a tertiary qualification, and Risk-taking was found to be higher in small businesses owned by people of colour than in businesses owned by White respondents. In a business environment where change is constant, small business owners need to be able to adapt their operations and strategies to these changes and the consumer demands these changes may bring. Small business owners need to be able to strategically reinvent their businesses if they are to survive over the long term. In order to formulate a conceptual and theoretical framework of the study, a theoretical foundation of the study, unemployment frameworks, theories of development particularly local economic development, the meaning of Local Economic, development and theories underpinning Local economic development and related literature on unemployment. The research methodology for the study is descriptive, sourced from available literature. Due to the restricted extent of the research, no empirical survey will be conducted. A number of normative criteria to deal with the research problem will be identified from the available literature, from which conclusions will be drawn and recommendations made.
