- Description: The South African policy framework on Local Economic Development encourages the establishment of community-based projects in an attempt to address the challenges posed by poverty in local communities. It appears that community-based projects have a role to play in poverty alleviation. Municipalities are supposed to encourage and support the establishment of projects aimed at poverty alleviation in their jurisdictions. The Mbombela Local Municipality has played its role in this regard by supporting the establishment of the Daantjie Bakery Project in 2000. In an attempt to evaluate the impact of community-based projects on poverty alleviation, this study investigated the role played by the Daantjie Bakery Project in local economic development of the Daantjie local community in the Mbombela Local Municipality. Participants included community members of Daantjie, employees of the bakery, and the project manager. The study found that, indeed community-based projects play a role in local economic development since they contribute towards employment creation and poverty alleviation.

The theoretical framework is provided and the theories used to evaluate the housing service are discussed which are institutional theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the nature and place of public administration was discussed. The policy process and the nature and place of policy making as well as steps in policymaking were discussed. The nature and place of policy implementation which includes all the functions was discussed in the study. The policy analysis and evaluation as the final step in the policy process including the stages in policy analysis and evaluation i.e. input phase; processing and conversion phase; output phase, impact/effect phase were discussed The legislative framework for rendering of housing services in South Africa was discussed as it influence and affects the housing service rendering in Intsika Yethu Local Municipality. The role of municipal authorities in the rendering of housing services was discussed. The permission to conduct research was received from Intsika Yethu local municipality on the 13 October 2009 from the Municipal Manager. The research design was explained together with research approaches and strategy as qualitative and quantitative. The research methodology with a clear population and sampling for the study as well as the data collection instruments and procedures as questionnaires; literature study and interviews were explained. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Intsika Yethu Local Municipality to improve the housing service provisioning and ultimately to provide better service delivery.

This was an integration of the three systems, Developmental Appraisal System, Whole School Evaluation System and Performance Measurement System. The system was seen as to be the one that would allow teachers to play a vital role in assessing their own progress, and would integrate this with the necessary evaluation strategy for the professional development of teachers and monitoring of the quality of teaching and learning in schools. The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. It was concluded that educators still do not understand the policy document of IQMS and more training on the implementation of IQMS was recommended. The support and monitoring from the District Office needs to be strengthened.

- Description: This study sought to investigate the extent to which Ward Councillors executed their Constitutional and developmental mandate to enhance basic service delivery in relation to the National Urban Renewal Programme (NURP). For practical purposes, a case study approach was chosen, using Motherwell in Nelson Mandela Bay as the specific area of focus. Motherwell was declared by the national government as one of eight nodal zones for urban renewal in South Africa. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. In this study, the role of Ward Councillors was interrogated and investigated to establish whether the Urban Renewal Programme had benefited the Motherwell community in Nelson Mandela Bay in accessing basic services. In this regard, a legislative framework regulates and guides municipal Councillors in performing their developmental duties to achieve local government developmental outcomes. The legislative prescriptions that underpin the operations and activities of municipal Councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies generally, and the Motherwell Urban Renewal Programme in particular, were examined and interrogated. An overview of the National Urban Renewal Programme was presented. The legislative framework underpinning the Urban Renewal Programme was also reviewed. The study concluded with a number of recommendations based on the findings of the literature, legislative reviews and an empirical survey.

- Description: The evaluation of the implementation of disability policies is a result of the low rate of public participation in the Eastern Cape Provincial Legislature’s programs as well as the low number of disabled persons who are employed. Institutions like Parliaments and Legislatures are law making institutions, some of their tasks in to attract comments, suggestions and ideas from all interested parties to participate in the law making process. They also have a responsibility to conduct vigorous oversight over the provincial government departments; this includes issues like compliance with the relevant policies and regulations. The data was collect from three different groupings namely the staff of ECPL, the members of provincial legislature as well as the general public which includes disabled persons. It was clear from the findings that the management and the MPL, who are decision makers of the institution, have a very shallow knowledge of the disability policies and regulations. There is a disability strategy which was made for all the legislatures and National Parliament; however the strategy has not been implemented in ECPL. The institution has to create a special programs unit that will promote equality in line with the Bill of Rights which enshrines the rights of all people in the country and affirms the democratic values of human dignity, equality and freedom. The recommendations that were made included education and awareness programs and compliance with regulations like the Employment Equity Act that seeks to unsure that the employment equity targets are met.

- Description: During 2009 the State of Local Government in South Africa 2009 Report, (2009:71- 75) showed that much of local government is in distress and it also revealed that most municipalities faced serious challenges such as, inter alia, the lack of service delivery, poor financial management and weak integration between the Integrated Development Plan (IDP) and Local Economic Development (LED). To improve the performance of municipalities, the national government approved a comprehensive Local Government Turnaround Strategy (LGTAS) that serves as a country-wide intervention with the aim to address the communities’ increasing dissatisfaction with poor municipal services, as well as to improve the administrative and financial performance of all municipalities. The purpose of the study was to assess the extent to which the Local Government Turnaround Strategy has managed to deal with the challenges as stated in the State of the Local Government in South Africa Report 2009. It was found during the study that, although some strides and achievements were made in the areas of accountability; citizen participation; anti-corruption; developing skills and capacity and service delivery, there still are challenges in the areas such as governance, accountability, skills shortages, financial well-being in local government, service delivery and a lack of confidence in certain government institutions. The study followed a desktop analysis approach without the participation of human subjects, for purposes of primary data collection.

- Description: The South African government cannot in isolation deliver all the community needs as expected. Therefore, the involvement of all the sectors becomes crucial in the fight against poverty, largely due to the fact that the delivery of services (community needs) by the public sector does not balance with the amount of the resources allocated. This implies that government cannot successfully manage to deliver the community needs in isolation. A shared service delivery strategy to support the socio-economic development initiatives towards sustainable shared growth is therefore essential. The Public-Private Partnerships and Public-Public Partnership have emerged as alternative measures or important public policy tools in addressing the ‘shared delivery’ of services to the general public of South Africa. As a result of high levels of poverty experienced by the people of the Eastern Cape, in fact by the larger South African population, major interventions by NGOs, CBOs and other civil organisation are gaining momentum. Likewise, the establishment of the National Development Agency as mandated is also a public policy tool that looks into improving the socio-economic development of the local communities. Such interventions and partnerships therefore have a big role to play in support of the ANC led government to effectively deliver on its mandate, thus ensuring improved citizen’s welfare. Importantly, what triggered the undertaking of this study are the high levels of poverty, poor local economic developments and poor monitoring and evaluation of the funded projects in the Eastern Cape. In this study community and poverty in developing South Africa is well discussed. Attention is drawn to the whole idea of socio-economic development - simultaneously touching on the socio-economic shift in SA. - Description: The South African government cannot in isolation deliver all the community needs as expected. Therefore, the involvement of all the sectors becomes crucial in the fight against poverty, largely due to the fact that the delivery of services (community needs) by the public sector does not balance with the amount of the resources allocated. This implies that government cannot successfully manage to deliver the community needs in isolation. A shared service delivery strategy to support the socio-economic development initiatives towards sustainable shared growth is therefore essential. The Public-Private Partnerships and Public-Public Partnership have emerged as alternative measures or important public policy tools in addressing the ‘shared delivery’ of services to the general public of South Africa. As a result of high levels of poverty experienced by the people of the Eastern Cape, in fact by the larger South African population, major interventions by NGOs, CBOs and other civil organisation are gaining momentum. Likewise, the establishment of the National Development Agency as mandated is also a public policy tool that looks into improving the socio-economic development of the local communities. Such interventions and partnerships therefore have a big role to play in support of the ANC led government to effectively deliver on its mandate, thus ensuring improved citizen’s welfare. Importantly, what triggered the undertaking of this study are the high levels of poverty, poor local economic developments and poor monitoring and evaluation of the funded projects in the Eastern Cape. In this study community and poverty in developing South Africa is well discussed. Attention is drawn to the whole idea of socio-economic development - simultaneously touching on the socio-economic shift in SA. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Taken further the study will review the kind of service delivery that communities expect and an analysis was undertaken to establish if there is any link between said structures and the expected service delivery by selected communities who fall under the jurisdiction of the Kouga Local Municipality. The literature review assisted in understanding the concepts of public participation, Ward Committees, Community Development Workers and Ward Councillors and their roles and responsibilities in the Local Government Sphere. In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. - Description: The Performance Management System (PMS) has been introduced in the Republic of South African public service with intentions of planning, monitoring, developing under-performance, rating and rewarding good performance. The study was undertaken as an attempt to investigate the impact of the PMS on employees of the ECPL. The literature review shows that there are challenges facing the institution with regards to implementation of PMS. The findings of the study indicated that the supervisors have no understanding of PMS instead they used it as punishing tool. Other findings of the study showed that there’s a culture within the institution of using PMS as a money making scheme or a 14th checque. To achieve this, a semi- structured questionnaire was issued to employees of the ECPL. The recommendation on the basis of the study is that the compliance issue should be strengthened and disciplinary measures be taken against employees who failed to comply with the provisions of the PMS policy.

Literature review was conducted as a secondary source of information and primary information was conducted through sample of 30 respondents which were selected by the Researcher. The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. - Description: Primary health care (PHC) is a system introduced to bring health services closer to communities. It was introduced with its challenges such as the management and treatment of various illnesses including HIV, TB and STI’s which have affected certain communities. The non-communicable diseases which require the attention of PHC institutions still face numerous challenges including the referral system and clinics with limited medicine. The study revealed that there are limited measures in place to deal with communities in rural areas who require medical assistance from government. Further challenges identified from the study included human resource management, supply chain management, finance and other administrative support systems. The inadequate funding of the Department of Health appears to be directly related to adequate service delivery problems. The study adopted a qualitative research methodology which incorporated an extensive desktop analysis and literature review approach. No human participants were involved. Health legislation is an important enabler and a necessary component of health policy. Research has shown that since 1995 when the first edition of the review appeared, South Africa has been engaged in a constant process of public health law reform and despite significant gains, some legislative processes have stalled. Examples include the certificate of need provided for in the National Health Act, the introduction of compulsory continuing professional development for pharmacists, the recognition of specialist nurses as prescribers, and the introduction of international benchmarking for medicinal processes. The process of introducing NHI remains contested with the legislative component, still under developed. Although NHI will in due course be a game changer and there has been some strengthening of the health service in the NHI pilot district to date, in general, implementation has been slower than anticipated in the NHI green paper released in August 2011. The NHI white paper indicated that public health care spending was likely to increase substantially over the next 15years from 4% to 6% of the GDP. Several mechanisms for raising revenue have been proposed, including some combination of an increase of VAT or payroll tax, or an increase of personal income tax. NHI also has the potential to improve efficiencies in the overall health system through improved pooling, strategic purchasing, medicine price reduction through central procurement, redistribution, improved quality in the public sector and providing greater access to general practitioners. Development of, and amendment to the relevant health technology assessment policy and legislative frameworks are needed in order to inform appropriate universal health coverage and to align with the 2015 NHI white paper Addressing social determinants is the cornerstone of the National Department of Health’s primary health care system. A engineering strategy, and an approach that is embedded in the country’s national development plan is needed. However the translation of this policy commitment to programmatic action at different levels in the health system and in partnership with other sectors remains elusive Evidence indicate that South African patients face challenges in accessing heath care particularly those from rural areas. The main challenge is the lack of a coordinated strategy to ensure continuous access to treatment, cure and support for chronic conditions. This study has shown that the private for profit hospital sector is well resourced and caters to a population that is wealthier, urban and more likely to be formerly employed. The public hospital sector catering to the majority of South Africans, faces lower human resourcing ratios, financial constraints and ageing infrastructure. The ideal clinic realisation and maintenance programme was assigned in response to the current deficiencies in the quality of primary health care services and to lay a strong foundation for the implementation of national health insurance. There is an urgent need to develop cohesive, sustainable systems to support evidence based decisions on appropriate regime choices, while minimizing risks associated with medication. This study has shown the importance of a robust national PV system in order to reduce the significant burden of drug induced diseases, to inform treatment policies with real world evidence, to improve outcomes of common diseases, such as HIV, TB, hypertension, and diabetes through optimal therapeutic management, and to ensure the safety of large scale therapeutic interventions such as vaccines, especially when newly introduced. Results from the study suggest that there is a failure by policy-makers to adequately address the challenges faced by PHC institutions. There also appears to be a backlog in terms of the promulgation of enabling legislation to address certain of the challenges. The Department of Health has a number of draft policies which are negatively affecting the level of service delivery. The study revealed that the challenges include, inter alia, inadequate budgeting, staff shortages, aging infrastructure, the non-availability of certain medicines in hospitals, a poor referral system with limited measures in place to address HIV, TB and STI’s as well as non-communicable treatments.

Subsequently, the study made recommendations in this regard.

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

Role of the customer care unit at the Department of Education in the province of the Eastern Cape

Policy documents such as Batho Pele (White Paper on Transforming Public Service Delivery 1997) have captured this. Hence citizens should be treated as customers. Each of the eight Batho Pele principles reinforces and encourages the perception of the end-users of public services as customers, rather than simply as citizens (Batho Pele Handbook, 1997:26). The Eastern Cape Department of Basic Education has experienced challenges which include the malfunctioning of the school nutrition programme, unpaid service providers and unpaid benefits to its employees. These challenges highlight the need for customer care in the provision of these services. This study evaluated the role of the Customer Care Unit in the Department of Basic Education in the Eastern Cape. Interviews and complaints data base were used in the data collection process. The study found that factors influencing the functioning of the Customer Care Unit include, among others, limited collaboration between the Customer Care Unit and the Head Office of the Eastern Cape Department of Basic Education; limited awareness of the existence of the Customer Care Unit; and a shortage of staff and financial resources. The study recommends that Management should support the Unit by, among others, appointing and training adequate staff, raising awareness regarding the Unit and providing financial, technological and physical resources for the Unit.
