- Description: This thesis attempts to understand the concepts of social capital and social networks within the South African government’s current policy on “human settlements”. It considers the association between social networks, social capital and social cohesion, community development and improved general quality of life. The thesis also explores the possibility and challenges of using social capital and social networks amongst low income urban communities as a viable strategy against poverty and for the development of sustainable human settlements. The thesis will examine the nature and form in which informal social networks function in a low income urban community in South Africa and the benefits that arise from these. The thesis particularly looked at informal social security networks in the form of savings clubs/stokvels and burial societies as well as other informal social networks such as religious associations and neighbourhood social support groups. The study discovered that in light of the high unemployment rate, high poverty levels and increasing urban economic pressures, most low income households cannot access or rely on social networks as a means of survival but on grants and wages. Social security networks are only accessible to those who can afford monthly membership contributions thereby excluding the poorest of the poor. For those who can afford to be members of social security networks, the benefits are limited and they do not adequately address household needs. The study also showed how those who cannot afford to be members of social security networks still have access to some sort of communal social support. Neighbours stand out as valuable in this regard. However, the casual neighbourhood support networks are not ‘resource rich’ mainly due to, the inability of people to donate and reciprocate. Religious networks are mainly identified with emotional, psychological and spiritual well-being, providing friendship, comfort and advice but these benefits are only provided to members only in their time of need. The theoretical understanding of social networks producing social capital which is seen as being beneficial to the poorest of the poor is questioned, as the results show the inequalities and divisions that exist within informal social networks themselves. On the other hand, all the social networks considered in this thesis have managed to contribute towards strengthening neighbourly relations, trust, building community identity and promoting values of ubuntu- sharing and caring for one another which in the long-run benefits the community, both members and non-members alike.

- Description: This thesis examines the processes of policymaking in South Africa, as expressed through the shifts in income maintenance policy. The thesis focuses on the processes leading to the establishment of the South African Social Security Agency (SASSA), as its case study. SASSA is the institutional framework for the delivery of social grants. Our intention is to test the efficacy of what we have called ‘state learning’ in the South African context. Therefore, the overall aim of the study is to assess the capacity of the ‘state to learn’ in the process of policymaking as expressed through the shifts in social grant administration and the institutional framework of social welfare in South Africa. The subsidiary goals of the research includes mapping changes in the system of social grants administration since 1994 in order to assess the sources of the shifts in its institutional framework; to assess processes and responses within the state that result in policy shifts and the extent to which these can be considered dimensions of state learning; to assess the power of ideas in the policymaking process and to assess the influence of non-state agencies/actors in policy contestation and learning processes. This is essential, because social policy, especially welfare policy research in post-apartheid South Africa, has focused on the economic value of policies and not the political processes in policymaking. For the framework of analysis the study draws on theories of learning, especially at the organizational or institutional level. We start from the perspective that policymaking and implementation cannot be reduced to a neatly ordered schema (Lamb: 1987:6). Further, that policy change and policymaking are “iterative, haphazard, and highly political processes, in which the apparently logical sequences of decision-making, may turn out to be the reverse” (Lamb, 1987:6). This is mainly because state building is a complex affair and a contested terrain; policy learning and making are neither benign nor do they involve the state working in isolation (Sabatier, 1998). To understand processes of policymaking in South Africa, we rely on content analysis of primary and secondary materials or documents and in-depth interviews with key informants involved in the policy process. The documentary sources include records of parliamentary debates, green and white papers on social welfare, ANC party documents, presidential task force reports, newspapers, magazines and court judgments. The study reveals that the establishment of SASSA lends itself to the idea of ‘state learning’. Learning is indicated in South Africa by the capacity and ability of the state to stimulate ideas, debate ideas to establish ideational matrixes as well as paradigms that have informed the development of policy, take ideas and implement them to try and solve mismatches between the intention of the state and the outcomes and the ability of the state to produce policy.

- Description: This thesis explores the manner in which the conflict in the oil-rich Niger Delta in Nigeria is represented in western Anglophone media. Large oil reserves in the Niger Delta have contributed millions of dollars towards the growth of Nigeria's export economy. Despite this, the Niger Delta is the least developed region in the country and is characterised by high rates of inequality. Residents of the Niger Delta have been outraged by the lack of action on the part of the Nigerian government and multinational oil corporations. Their discontent over the inequalities in the region has resulted in the proliferation of armed groups and militants who often use violent and criminal tactics to communicate their disgruntlement. This thesis closely examines the representations of the violent insurgency in the Niger Delta by conducting a Critical Discourse Analysis of 145 news texts selected from four western Anglophone newspapers from 2007 to 2011. The depiction of the conflict as it appears in the four newspapers is discussed in relation to an overview of scholarly literature which explores the portrayal of Africa not only in western media, but also in other forms of western scholarship and writing. The research undertaken in this study reveals that to a significant extent representations of the Niger Delta conflict echo and reflect some of the stereotypical and age-old negative imagery that informs meanings constructed about the African continent. However, the analysis of the news texts also shows that there are certainly efforts amongst some newspapers to move beyond simplistic representations of the conflict. The disadvantage however, is that these notable attempts tend to be marred by the use of pejorative language which typically invokes negative images associated with Africa. This study argues that the implications of these representations are highly significant as these representations not only affect the way in which the conflict is understood, but also the manner in which the international community responds to it.

Initially, NGO involvement was a response to the influx of refugees from neighbouring war-torn Mozambique. Since then, NGOs have been active in the development sector. Malawi, a small country, has widespread poverty, and has recently been in international headlines as a victim of floods, drought and food shortages. Economically unstable, with environmental problems, Malawi is in need of development assistance. NGOs have been centrally positioned in such efforts, but the academic literature on their role has been limited. NGO interventions in development efforts, generally, have been subject to controversy. While some argue that NGOs provide an essential means of development, especially where state capacity is limited, others argue that, with most NGOs headquartered or funded from abroad, their strategies and practices are often more accountable to external pressures than local needs. This thesis intervenes in these debates with a case study: with the aim of examining the sustainability, appropriateness, accountability and effectiveness of NGO projects, it looks at a project by the international NGO (INGO), Concern Universal (CU), which works in the central region in Dedza, Malawi. It examines the project, using fieldwork in three villages, looking at issues such as its use of participatory methods, relations with local government and village structures, capacity building methods, and donor relations. The thesis argues that (I)NGOs like CU exist in a conflicted situation: they have to remain in the good books of their donors, while, at the same time, maintaining accountability to their beneficiaries; they depend on their ability to manoeuvre through the conflict in order to ensure their continuity, and so, their impact is shaped by competing imperatives. CU has made a real impact on poverty alleviation efforts, but its methods and approaches are shaped by said competing imperatives.

- Description: This study explores the question of religion and ethnicity as a source of family diversity and ideology. An ideal-typical "traditional Muslim family ideology" was developed and tested. Eight Indian Muslim students at Rhodes University were asked about their attitudes and perceptions of marriage and family life, to determine the particular type of family ideology that these students embraced. Family-related issues such as marriage; the division of labour; gender roles; the extended family system; divorce; and polygamy were addressed. On the basis of the research results, it was found that these students largely adopted the "traditional Muslim family ideology". Religion and ethnicity were found to play an important role, in the make-up of these students' perception of marriage and family life, and a strong preference for the extended family was shown.

- Description: The study explores the suitability of the evaluation criteria used in Microprojects Programme Trust (MPT), by looking at hard and soft components of the development programme. In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

During the study it was found that there are a number of obstacles that are hampering effective OHS in the construction industry. Some of these include; management’s lack of commitment to a participatory approach in OHS decision-making, limited resources to invest adequately in OHS, and the lack of sufficient trade union involvement. In addition, we know very little about OHS in the construction industry, and the mere existence of OHS legislation does not help reduce the risks associated with construction work, especially when there is a shortage of skilled personnel to enforce the legislation and regulations.

A study of this nature was essential as many learners with visual impairment, are sent away to special schools on the grounds that they are unfit to attend mainstream schools when they could do well in mainstream schools when provided with appropriate support. As inclusive education is fairly new in South Africa, studies of this kind provide the Department of Education with some understanding of what the situation is with regard to the implementation of inclusive policies. The study attempts to establish from the participants what they think inclusive education is, the reason for introducing inclusive education, the barriers to inclusive education and the kind of support required to implement inclusive education in South Africa. Data collection was through semi-structured interviews and focus groups. A sample of educators, learners and parents was selected from two high schools and one primary school. Coding was used in data reduction and analysis. The study revealed that some learners, educators and parents are not totally against inclusive education as long as they could be provided with the necessary support. The study also revealed the excitement of learners and parents about attending nearby schools which are close to their homes. However two parents and learners are not satisfied due to lack of support and would rather go back to special school. The study ends with recommendations about how inclusive education could be intensified to ensure that learners with disabilities benefit from the mainstream schools. There is no doubt that this research study will be a strong contribution towards inclusive education initiatives particularly with regard to learners with visual impairment in the Eastern Cape Province.

- Description: South Africa is currently experiencing ever-increasing rural-urban migration with many citizens from the former homeland areas migrating to cities to seek employment. Despite long-term residence in urban areas, many township dwellers do not consider these places to be home. Research into circular migration patterns reveal the lifelong relationships that migrants (amagoduka) have with their family home (ekhayeni). This study aimed to explore this relationship, looking in particular at the meanings imbued in the locality of home. In addition, the role of natural landscapes and social components in constructing meanings and attachments to ekhayeni for Xhosa-speaking migrants in Cape Town townships, who have family linkages to rural villages in the Transkei, was also explored. The study found that the landscape of home remains central to migrants’ cultural identity, belonging and well-being. Childhood experiences in nature, and cultural and recreational activities that continue to take rural inhabitants into these landscapes, remain key to this relationship. The rural area, as a geographical entity embodied with social and cultural/spiritual components continued to supply and satisfy many human needs for migrants, which were seen as crucial for psychological, mental and spiritual well-being.

- Description: As a result of apartheid’s history, the current South African government was initially faced with two major challenges in the development of sustainable human settlement in urban areas: delivering the quantity of houses needed to reduce the massive housing backlog (notably in black townships) and overcoming the problem of racially-based spatial separation inherited from the apartheid era. To rectify the legacies of apartheid, the state has sought to pursue a massive housing programme in urban areas for poor urban blacks. In doing so, though, it has worked within the confines of the racially-segregated South African city and has adopted a macro-economic policy with a pronounced neo-liberal thrust. This thesis examines the South African state’s housing programme with reference to questions about social sustainability and specifically sustainable human settlements. It does so by highlighting social capital and the different forms it takes, notably bonding, binding and linking capitals. This is pursued through a case study of a small area of a black township in Grahamstown called Hlalani. The case focuses on the lived experiences of Hlalani residents and their intra-household and inter-household relations as well as their linkages with local state structures. It is concluded that social capital is weak and incipient in Hlalani and that Hlalani could not, by any definition or measurement of the term, be labeled as a sustainable human settlement.

- Description: This study analyses the effectiveness of community participation in service delivery. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

This is a result of the legacy of apartheid which promoted racial inequality in all spheres of South African society, more especially in higher education and the labour market. Post-1994, government dedicated large amounts for the restructuring of the higher education sector of South Africa in order to level out the playing field. However, graduates from HWUs still experience better labour market success than graduates from HBUs. That said, there is limited information about the labour market outcomes and experiences of graduates from a former White university (especially graduates from Rhodes University). Therefore, the central aim of this dissertation is to show that graduates from a historically White university (Rhodes University) experience varying and unequal outcomes in the South African labour market on account of (among other factors) their chosen fields of study, race and sex. This study is informed by the heterodox labour market approach, which is partly inspired by the critical realist account of the labour market. As a result, this theoretical framework allowed the researcher to use the Labour Market Segmentation (LMS) theory as a tool to inform this analysis. The study has adopted a quantitative survey design and has incorporated some of the key methodological lessons learned from the collection of international graduate tracer studies. The findings from this study indicated that ‘field of study’ is a strong determiner of the outcomes of Rhodes graduates in the labour market. This was visible in the persistence of a skills bias towards commerce and science graduates. Evidently, even when we controlled for race and sex, graduates from the commerce and science faculties experience better labour market outcomes than humanities graduates. This is a result of a skills biased South African economy, which has a higher demand for certain skills over others. However, the findings from this study also show evidence of pre-labour market discrimination and inequality (based on race and sex) in the supply-side institutions such as the family, schooling and university. The findings also show continuities and discontinuities of labour market discrimination (based on race and sex) in the outcomes of Rhodes graduates in the South African labour market. More importantly, this dissertation indicates that Rhodes graduates experience varying outcomes in the labour market as a result of (among other factors) their chosen fields of study, race and sex.

This research shows that it may seem as if there are significant changes in this sector since the introduction of the sectoral determination, but paternalistic orientations, one-of-the-family myths, and food distribution suggest otherwise. The research concluded that continuities of exploitative and discriminatory practices are still prominent in the employment relationship when viewed through the lens of paternalistic care, food distribution, and the ‘one-of-the-family’ myth.

- Description: Modern research being conducted on Mental Toughness is now shifting away from efforts aimed at developing definitions for the construct and instead moving toward efforts at understanding its development. This particular research study focuses on the development and implementation of a Mental Toughness programme designed specifically for, and tailored exclusively to, the needs of schoolboy cricket at Kingswood College in Grahamstown, Eastern Cape. The programme development was an intricate process and the research procedure was guided by the Organisational Development Process model. Data from a focus group as well as various individual interviews were integrated with currently existing Mental Toughness literature and theory to devise this particular Mental Toughness programme. The programme entails educating the athletes on six specific mental skills and incorporates elements of practical application as well as awareness of the importance and influence of Mental Toughness and mental training in a sporting sphere. The programme took the form of mental skills workshops held over a three week period. An analysis was conducted post-programme to document the experience of the athletes as a result of exposure to the programme. Results drawn from the array of analysis procedures were used to help identify the level of success of the Mental Toughness intervention as well as help validify current Mental Toughness models. In addition to highlighting the benefits as a result of the programme experience, various recommendations were drawn in order to shed light on the programme limitations and assist future researchers with understanding the intricacies behind better and more efficient programme implementation.

Problem-solving, including marriage counselling has traditionally been done by the extended family. This role of the family as a natural support system has been weakened by factors such as urbanization and Westernisation. This has prompted Black couples experiencing in particular marriage problems to make use of professional marriage counselling services from specialised and other welfare agencies. A major problem in the rendering of professional counselling services is that they are to a great extent based on Western civilization as far as basic philosophy and underlying assumptions are concerned. Thus intervention modalities used for marital problems in the Black community do not address the real needs of the people. The main objective of this study was to investigate how marriage counselling services are perceived in the Black community. It is expected that research findings would assist the helping professions make the necessary adjustments to make marriage counselling approaches more relevant to problems experienced in married life in the Black community. The study revealed that the family in the Black community is still regarded as the main problem-solver although people do go beyond the family for assistance. The nuclear family has also started to emerge in the Black community and bonds to the bigger family systems are beginning to loosen.
