- Description: The study focused on the evaluation of the integrated management system (IQMS) at selected schools within the Queenstown Education District. A quantitative research method was used for the study and questionnaires were used as a research tool to collect data. The respondents were members of the school management teams (SMT) which comprised the principals, deputy principals, heads of departments, senior educators and educators. These are key role-players in the management and implementation of IQMS. The rationale was to obtain pertinent information which would address the research questions and objectives of the study. The primary objective of the study as outlined above was to evaluate the impact of IQMS implementation in the Queenstown district with specific reference to the Lukhanji Circuit, on the performance of the high schools selected. It was envisaged that the results of the study would contribute towards developing measures to ensure that IQMS implementation achieves the desired objectives. The research questions were: To what extent can IQMS implementation be used as a tool to measure and improve teaching and learning? What measures have been put in place by the district to support and build capacity of the educators to perform? What factors hinder the effective IQMS implementation? The key findings of the study reveal that IQMS as a tool to improve teaching and learning had the overwhelming support of the majority of the respondents. However, a reasonable percentage of the respondents were of the view that IQMS constituted an administrative burden to educators. There are educators who displayed a negative attitude towards the implementation of IQMS. The respondents also felt that the district office needs to provide more support for IQMS implementation so that its objectives can be fully realised. The study makes clear recommendations such as the de-linking of IQMS from salaries and pay progression, provision of more support by the district, to make IQMS more user-friendly to educators and additional budget and teacher training to enhance educators’ professional development.

The study focuses on SGBs challenges and plights, highlights the effects of their lack of empowerment and suggests the review of the election criteria used to elect SGBs who have the potential to be empowered. Furthermore, it explores the elements and methods of empowerment that can be utilised to empower SGBs and examines the difficulties SGBs experience in accounting for finances and formulating and implementing policies. The researcher makes recommendations on the empowerment of SGBs based on the findings of the study. It was necessary to review literature on empowerment and school governance to attain the research goals. Conflicts and the mismanagement of finances indicate a noticeable gap between South African Schools Act policy intention and policy practice. The majority of SGBs, particularly the parent component in rural and semi-urban areas, have low levels of education. As a result, it is difficult to empower members because they have little or no basic knowledge, skills and expertise with regard to school governance. The manner in which SGBs function and carry out their duties, roles and responsibilities indicates that SGBs received inadequate training. SGBs lack awareness of the regulations governing the appointment of educators, hence a number of disputes arise. The increasing number of disputes (both formal and informal) in respect of appointments and promotions results from misinterpretations of or variations in legislation governing appointments in schools as well as the competency or capacity of SGBs. To investigate this problem, interviews were used as the research instrument to gather data from eight participants from selected schools. The main finding is that the majority of the SGBs studied are incapable of being empowered due to low illiteracy levels of some members. Low levels of or no education, a lack of basic knowledge and skills and other factors, such as a lack of educational insight and the inaccessibility of information and resources due to the use of English as the medium in which SGBs are serviced, compound the problem. The quality of the empowerment workshops, which are 'one size fits all', have a marked effect on their efficiency.

- Description: The aim of the study is to investigate effective strategies and processes for public participation in the IDP process in the Buffalo City Metropolitan Municipality. A qualitative study was undertaken and literature review on public participation in terms of the Integrated Development Planning was conducted. Relevant secondary data was sourced and structured interviews were conducted with three (3) ward councillors in the Buffalo City Metropolitan Municipal. Focus group interviews were also conducted with ward committee members from three (3) wards in the Buffalo City Metropolitan Municipality. The findings of this research indicate that ward councilors have limited information on administrative processes. This could lead to ward councillors not be able to provide feedback on various service delivery issues and the progress of the municipal projects. Also ward councillors may not be able to influence public participation if they do not understand their role in administrative processes such as monitoring implementation of council decisions and policies. Ward councillors have no influence on the Integrated Development Planning especially the cost and budget estimates for municipal projects which are intended to benefit the members of the community. On the basis of the key findings, recommendations were made that ward committees should be empowered to deal with the complex developments in the Integrated Development Planning process and ward councillors should play a leading role in the Integrated Development Planning process.

- Description: Municipal solid waste management is gradually becoming a major challenge that is confronting governments in all spheres. This can be attributed to urbanisation and startling population escalation. Each and every member in a community is a contributor to this dilemma and a generator of waste. The essence of this study is to investigate whether the utilisation of education programmes can assist to improve how communities handle and dispose their household waste and its contribution to the effectiveness of the integrated solid waste management system for the New Brighton Township in the Nelson Mandela Bay Municipality. A theoretical framework is developed using the systems theory in trying to address the challenge. The study used the qualitative research method. Data were gathered using questionnaires and face-to face interviews. The empirical survey was employed for the purposes of the study and the interpretation of the research findings were analysed and described. As a metropolitan municipality, it is envisaged that this research will assist the NMBM, to identify how to manage solid waste efficiently and effectively and thus enhancing service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings of the study. It is hoped that these recommendations If are adopted, the NMBM will be able to deal more effectively and efficiently with the challenges that the NMBM is faced with in dealing with waste management issues thereby enabling the NMBM to deliver the most basic need to the communities of the New Brighton Townships.

- Description: Human Immunodeficiency virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) is rapidly spreading in the whole world and many adolescents start relationships at a younger age without knowing the danger of the sexually transmitted diseases. Parents should involve themselves in imparting knowledge about HIV/AIDS related information. It is imperative that parents and adolescents should have that relationship of discussing about the dangers of HIV/ AIDS. Adolescents should be taught about the importance of relationships and how to protect themselves against the dreaded disease. The research took the form of a qualitative interpretive case study focusing on a study sample of twenty parents and twelve members of a focus group. Data was collected through semi-structured interviews, document analysis and observations. The study examined the hidden issues or underlying the involvement of parents in imparting HIV/AIDS related information to their adolescents. The study revealed that many parents are aware of the pandemic and they felt it is imperative to discuss with their adolescents. Family life education is very much important even if their adolescents are taught about the HIV/AIDS related information at schools. Government is also involved in ensuring that there are preventative measures against the killer disease. This should be a collective effort by both the parents and teachers. The study further recommends the establishment of a library in order to enhance the literacy levels of parents and educators. It will be very much significant to educate or train the trainers in order to educate even our future generation. HIV/AIDS is incurable, therefore, it is imperative for the Department of education to ensure the literacy levels so that even the department of Health contributes its information to inform everybody about the danger of incurable diseases more specifically HIV/AIDS.

The aim of the study was to establish the emergency worker`s awareness, level of knowledge and attitude to practices of health and safety issues. The study sample consisted of eighty (80) emergency medical workers stationed in Port Elizabeth and Uitenhage. A self- administered questionnaire was developed and used in an empirical survey to collect data from the respondents on information such as health and safety knowledge, behavior, experiences, attitudes, beliefs and opinions in their workplace. The results of the study indicated that 90% of the workers experienced all occupational hazards identified in the questionnaire. Percutaneous injuries were found to be at 48%, PTSD was rated at 40% due to horrific accidents and incidents complicated by violent threats and armed robberies with emergency workers being victims. Musculoskeletal injuries were found to be very common. Ordinary stress was caused by dissatisfaction over human resources issues and structural changes by the management internally. The findings revealed that some workers took incapacity leave for long periods, sometimes more than three years at a time. The emergency workers are at high risk of being infected by ordinary TB or the more complex type, the DR-TB in their line of duty. The study revealed that there were no health and safety structures in the institution; as a result there was no formal documenting and identification of hazards in order to implement measures to protect the workers from future incidences. Health related absenteeism was high when employees were exposed to such hazards and replacement of skill was not implemented. The main recommendations included wearing of personal protective equipment, safe disposal of sharps objects, guidelines for lifting objects, introduction of organizational safety culture and safe transportation of PTB patients.

The background to this research lies in the deliberate policy efforts of the post 1994 democratic dispensation in South Africa to drive development through community-based development approaches. Explicitly pro-poor public policies, development plans and fiscal frameworks were anchored on the concept of community empowerment. The Reconstruction and Development Programme was the first such policy and strategy framework that sought to enshrine the principles of community empowerment and participation. As such, Provincial and Local government are often seen as key strategic drivers of community empowerment initiatives and interventions. South Africa’s governance model is still evolving, but it is clearly committed to local development and service delivery through a decentralised system of government that espouses community involvement. Government strategy has been heavily focused on speed and delivery in order to deal with the historical socio-economic backlogs it inherited. In the focus area of youth development projects, one recognises that poor management has dramatically reduced the effectiveness of many interventions. This research explores how non-adherence of these projects to policy guidelines set out in the Community Development Systems and Operations Manual has contributed to their failure. The research does this by looking at the various management procedures that are supposed to be undertaken during both the initial planning phases and during the subsequent implementation phases of youth development projects. Actual methodologies are compared against this standard. The research is undoubtedly a contribution to the field of strategic management of youth development initiatives which have as their primary intention the reduction of youth unemployment. Research surveys on this topic are limited, and the objective is to enrich the discourse on effective youth projects management practices.

As a metropolitan municipality, the NMBM has been entrenched with a responsibility to promote developmental progression within its locality (Integrated Development Plan: 2007). This research also identified the strengths and the weaknesses of the LGTAS as it is regarded as critical in successful service delivery. It is envisaged that this research will assist the NMBM, and other municipalities’ country-wide, to identify challenges that they are faced with and deal with it accordingly in terms of the objectives identified in the LGTAS. Furthermore, this research study envisages promoting sustainable development within the NMBM as well as improving the efficiency and effectiveness of service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings primarily from the literature review and empirical survey, on how the existing status quo of the NMBM can be changed to enhance service delivery and be aligned to the Batho Pele principles. The researcher also discovered that the poverty alleviation approach was mainly focused on one type of project, other than looking at other avenues to ensure that those who do not have interest in food gardens are given alternative opportunities like cattle farming. In view of these findings, the study recognises a need for empowerment in terms of knowledge and skills, understanding and resource management of agricultural projects. The study thus recommended that community members should be actively involved in community development projects. Additionally, the study recommended for the establishment or formulation of new policies or amendments of the existing policies in order to boost agriculture in rural areas so as to be able to alleviate poverty effectively.

Through purposive sampling, trained and untrained invigilators as well as some examination section managers were selected for participating in the study. Structured and semi-structured interviews were used for collecting data. The study found that a limited number of trained and untrained invigilators were not aware of the rules and regulations regarding invigilation and this had a negative impact on their work performance. Although the study also found that invigilators were experiencing some challenges during the examination periods, it could not find crucial differences between the trained and untrained invigilators in this regard. The study recommends that the quality of training of invigilators should be improved in order to address the challenges experienced by invigilators and it should include all invigilators.

There is a growing focus on the effectiveness of management and evidence-based decision making in public institutions in South Africa. While SDMIS provides large amounts of valuable information, it still has much ground to cover in terms of fully meeting the Department’s information needs. There is an increasing demand for information to inform decision making with regards to priority setting, resource usage, monitoring the impact of the Department’s intervention programmes, and monitoring the progress of the Department’s strategic goals. The main purpose of this study was to analyse the extent to which MIS is utilised in the Eastern Cape Department of Social Development and Special Programmes and to make recommendations for the alignment of MIS with organisational objectives in order to achieve these objectives. Furthermore, the study intends to investigate the extent to which the information needs of managers are considered in designing and providing information. The objectives of the study are, firstly, to analyse the current state of MIS utilisation in the Department. Secondly, to evaluate the utilisation of information provided by the MIS unit for decision making, and, thirdly, to make recommendations on how to improve MIS utilisation. Qualitative approach techniques were utilised to collect data for the study. Research questionnaires were distributed to thirty respondents. Semi-structured interviews were conducted with seven interviewees out of a target number of ten. The response rate was 68 percent and this was considered as adequate for scientific analysis and reporting. The study produced the following research findings: Mainly, the MIS users believe that they understand MIS and its capabilities, and have received training on how to use the system. The quality of information provided by MIS is mostly complete and largely meets user requirements and expectations. MIS information is for the most part accurate and comprehensive enough to expedite decision-making. Although MIS largely meets user requirements and expectations in terms of completeness, accuracy and reliability, the study indicates that it still falls short in integrating information from other sources, which include government transversal systems such as the Basic Accounting System (BAS) and the Personnel Salary System (PERSAL). MIS information is mostly available and easy to access, but occasionally not timely. This is mostly caused by the unavailability of real-time information synchronisation between MIS and other government systems. In light of the above findings, the researcher recommends that: There is still more to be done in order to continuously inform and train users on the latest MIS capability developments in the form of awareness workshops, contact and remote support, and through internal news bulletins. The Department needs to work with other government entities that are custodians of transversal systems in finding a solution to the creation of real-time integration of MIS with other external sources of information. Even though the level of MIS utilisation is not too much of a concern, the Department needs to ensure that users of information are kept up to date with new MIS reporting capabilities so as not to underutilise the system. It is therefore recommended that the Department ensure that information is more often reviewed and reports are customised to meet the ever-changing needs of the Department.

This is mostly caused by the unavailability of real-time information synchronisation between MIS and other government systems. In light of the above findings, the researcher recommends that: There is still more to be done in order to continuously inform and train users on the latest MIS capability developments in the form of awareness workshops, contact and remote support, and through internal news bulletins. The Department needs to work with other government entities that are custodians of transversal systems in finding a solution to the creation of real-time integration of MIS with other external sources of information. Even though the level of MIS utilisation is not too much of a concern, the Department needs to ensure that users of information are kept up to date with new MIS reporting capabilities so as not to underutilise the system. It is therefore recommended that the Department ensure that information is more often reviewed and reports are customised to meet the ever-changing needs of the Department.

The mandate of the South African local sphere of government has been to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and challenges of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000), the City of Cape Town Metropolitan Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Factors contributing to national and provincial government debt accumulation in the Eastern Cape

- Description: In order for the democratic government in South Africa to eradicate segregatio. It was necessary to introduce new policies with school teachers being expected to be agents of change. Teachers have a big role to play in the transformation of the country. This research investigated Integrated Quality management Systems (IQMS) for improving performance of selected schools in the King Williams Town Education District. Three schools were selected in the King Williams Town District . The aim of this research was to examine the implementation of IQMS in the selected schools. The introduction of IQMS by the Department of Education in 2003, did not help the schools in the King Williams Town district improve their performance. IQMS is a government policy. The intention of public policy is to solve a problem. The findings of this study indicates that in the selected schools the problem of poor performance was not solved by the introduction of IQMS. Scholars have written extensively on performance appraisal. Different writers agree that the main purpose of appraisal is to improve performance. The Constitution (1996) and policies provide a strong foundation for the effective implementation of IQMS and public administration provides a good support for the effective implementation of IQMS. Additionally, legislation and subsequent policies give guidelines of how to implement the system successfully. In this study, questionnaires were given to 15 educators to investigate how schools understand and implement the IQMS. Qualitative analysis was undertaken to interpret the responses from the educators. Themes were formulated based on the responses received. Findings were generalised from the responses received. The research discovered that educators do implement IQMS, but they do not see it as a mechanism of improving performance. Teachers demonstrated an inadequate understanding of IQMS.

Job satisfaction is a personal appraisal of the job and the psychological experience at work. It is a measure of the general attitudes to work of a specific individual rather than of a collection of attitudes of an employee to a number of aspects related to his / her job. These include the work itself, workplace interactions and relationships, rewards and incentive schemes, and personal characteristics. The main purpose of this research paper was to identify certain factors impacting on job satisfaction. The literature study was completed on the factors that influence job satisfaction. The factors were work itself, promotion, pay, work group and working conditions. The literature study revealed which methods were used in selecting factors impacting on job satisfaction. The employees at Crime intelligence, protection and security services (CIPS), specifically the warrant officers and constables were asked questions in an empirical study and were asked to complete questionnaires. After the previous steps were completed, the findings of the study and the empirical study were made. The recommendations were also made to improve levels of job satisfaction experienced by warrant officers and constables at Constables at CIPS. The recommendations made were to assist the management assist the management as to what needs to be done to motivate members to achieve their objectives.

In order to understand what effective diversity management means in South African public organisations, a qualitative approach to the research was utilised through document analysis and interviews. Purposive sampling was used to identify participants. Interviews were conducted until a point of data saturation was reached. Data was analysed using the systematic coding tool of the ATLAS.ti software programme. The research reveals that many shortcomings exist concerning diversity management in the Nelson Mandela Bay Municipality. Therefore, a need exists for proper management of diversity that would support tolerance and respect for diversity.
