This problem is compounded by the fact that the assistance provided to these individuals by way of commercially-available retirement planning models does not take into account the effect of income tax on the level of required retirement savings contributions and recent changes in the tax legislation to the income tax payable by individuals has had a significant effect on these required levels. As a preamble to the research process, an exploratory questionnaire was administrated to a sample of individuals, which was designed to measure the level of awareness of these individuals of the contributions to a retirement savings plan needed to fund their postretirement financial needs, and of the impact of age, the level of income and income tax on their contributions. Responses to the questionnaire indicated a low level of awareness of retirement planning amongst these individuals. A retirement planning model was then designed to test the effect of earnings, age and changes in tax legislation on the level of an individual's required monthly contributions to a retirement savings plan. Independent variables of age and income were processed using the model. These same variables were then processed using the Old Mutual and Liberty Life retirement planning models and a comparison was made between the model developed in the research and these commercially developed models, to assess their usefulness and limitations. Based on the above comparison, it appeared that the Old Mutual and Liberty Life retirement models both included the effects of the individual marginal tax rates in their calculations. However, they appeared to be using marginal tax rates which were higher than those reflected in the 2006 individual income tax tables. In addition these models did not include the effect of income tax exemptions and deductions and they therefore provided more conservative estimates than the retirement planning model designed in the research. Recent tax adjustments have had the effect of greatly increasing the after-tax income of individuals and therefore it is important to include the effects of changes in tax legislation in determining the monthly contributions to a retirement savings plan.

Intensive care nurses are confronted daily with increasing work demands, emanating from the growing numbers of critically-ill patients; the introduction of highly sophisticated technologies in the intensive care environment; increasing competition between health care institutions; increased work loads; and limited career opportunities caused by, among other things, budget cuts by the government (Janssen, De Jonge & Bakker, 1999:1360). Research has shown that such stressors can result in mental, physical and behavioural stress reactions among nurses (Demerouti, Bakker, Nachreiner and Schaufeli, 2000:454). The objective of this study is to explore and describe registered nurses’ perceptions of factors causing stress in intensive care environments of state hospitals. The main purpose of the study is to develop guidelines for a stress management programme, to assist registered nurses to cope with the stressors in an intensive care environment. The research design is placed within a quantitative, explorative and descriptive contextual framework. Validity and reliability in testing and evaluating the research questionnaire are discussed, as well as the ethical and legal considerations relating to this research study. Findings of the research study will be utilized to assist the researcher in developing guidelines for a stress management programme to assist registered nurses in coping with stress in an intensive care environment

- Description: Prior to the current constitutional dispensation, the development of South African administrative law was restricted by the doctrine of Parliamentary Sovereignty. Even in that comparatively 'hostile' environment, review for unreasonableness developed as an aspect of judicial review, and was applied as a check on the exercise of administrative power in certain circumstances. The principle of proportionality as an aspect of review for unreasonableness also developed during this period. With the advent of the new Constitutional dispensation, the framework within which administrative law in South Africa operates became one governed by Constitutional Supremacy. The Rights to Just Administrative Action, including a right to reasonable administrative action, were entrenched in the Constitution. Review for unreasonableness is an important aspect of administrative law in the present Constitutional dispensation as the mechanism for protecting the Constitutional right to reasonable administrative action. Proportionality is an important principle underlying the Bill of Rights as a whole, and it is an important aspect of the right to reasonable administrative action, and of review for unreasonableness. In early 2000, the Promotion of Administrative Justice Act No. 3 of 2000 ("the PAJA"), was passed by Parliament in fulfillment of the Constitutional requirement to pass legislation to give effect to the constitutional rights to Just Administrative Action. This thesis examines whether or not review for unreasonableness, and proportionality as an aspect of review for unreasonableness, have been meaningfully incorporated in the PAJA, and if they have not been, what potential remedies there might be. The creation on 3 October of a Shared Legal Service situated in the Office of the Premier provided a unique opportunity to examine the leadership of this change initiative in the context of the organisational culture that existed in the provincial public service. This thesis consequently probes the phenomenon of effective change leadership by means of an examination of the understandings of the three change agents involved in driving the transformation of the provision of legal advisory services to the provincial administration and its constituent departments. The picture which emerges from the insights of the participants is one that casts a shadow over the validity of the contemporary theory of transformational leadership. Furthermore, the research conducted has identified the need to view the nature of effective change leadership through a more nuanced, situation-specific lens: one that appreciates the role of relationships and emotions, and that recognises the importance of culture and its impact on the success of organisational transformation. The case study of the Shared Legal Service change initiative provides useful insights into the many and varied challenges faced by public sector leaders in driving strategic transformation in the provincial administration. It offers an example of successful change leadership and demonstrates the need for change agents within the public service to harness more emotionally resonant and relational forms of leadership if they are to soar to new heights in meeting the service delivery expectations of all who look to provincial government to deliver the fruits of democracy.

- Description: Service Management (SM) is an integrated, cyclical and collaborative approach to the management of service requirements and levels. It involves the definition of client expectations, the satisfying of those expectations and the perpetual refining of the business agreement (Sturm 2001). SM in the ICT sector is a comprehensive process that extends beyond the development of Service Agreements (SAs). A number of identifiable steps constitute the progressive implementation of a managed services environment, the key components of which are a readiness to provide services, the accurate elicitation, management and satisfying of client requirements and the continual improvements to the business relationship. Unfortunately, a number of SM initiatives fail. These failures can be attributed to a lack of SM understanding, the absence of a fully implemented SM strategy, poor communication and people issues. This research describes an investigation of SM implementation. A number of recognised frameworks are explored and critically analysed. The common strengths of these frameworks and the results of an exploratory pilot study are used to construct an SM implementation framework. This framework is then tested empirically by means of an online survey, and revised in the light of the results of this survey. The framework comprises two distinct phases, namely a Foundation phase and a Managed Services phase. The Foundation phase comprises 8 critical preparatory activities that take a service provider to state of readiness to provide and manage ICT services. The Managed Services phase comprises 5 key cyclical steps for the management of ICT services, including Planning, Analysis, Design, Implementation and Review.

The government web sites of Mozambique and South Africa were selected for the purpose of this research. A further aim of this research was to derive a model for the IA of government web sites. The model was based on IA components and guidelines as well as on web site components and E-government requirements. The IA guidelines in the model were derived from general design guidelines and guidelines for government web sites. The IA guidelines in the proposed model were used to conduct an analytical and empirical evaluation of the selected sites. The selection of the sites was based on similarities in the Information and Communication Technology (ICT) strategies and policies, the annual Internet growth rates, the Internet user profiles and the Egovernment initiatives in both countries. Differences between the sites also contributed to their selection. Mozambique is one of the least developed countries in the world, while South Africa is one of the most developed countries in Africa. Heuristic evaluation was used for the analytical evaluation while questionnaires and user testing were used for the empirical evaluation. Some of the usability problems identified in the heuristic evaluation, such as incorrect organisation of information and navigation issues, were also identified in the empirical evaluation, confirming to the existence of these usability problems. The results of this research show that the IA of government web sites has an impact on user performance and satisfaction and that the proposed model can be used to design and evaluate the IA of government web sites in Southern Africa.

- Description: The South African ostrich industry is presently characterised by a drastic decline in the slaughter price of slaughter birds, due to the drop in the price of meat as well as leather. As a result, the economic viability of ostrich farming is severely hampered by these developments, and many generally accepted industry practices have to be reviewed. Among the practices under review is the possibility of slaughtering ostriches at an earlier age than the traditional slaughter age of 12 - 14 months, in order to minimise feed costs and the incidence of damage to the skin. However, little information is available on the effect of the slaughter age on the yield and quality of the economically important end-products. The effect of slaughter age on production and the economic viability of a commercially intensive ostrich production system was consequently evaluated in a completely randomised experimental design involving two batches (n= 81 and n= 94) of ostriches. The experiments took place at Kromme Rhee experimental farm of the Elsenburg Research Centre near Stellenbosch. The birds were subject to experimental treatment at the age of 4 months (n= 81, from May 2004 to March 2005) and 6 months (n= 94, from August 2004 to August 2005) respectively. The ostriches were randomly divided into 10 groups of between 16 and 20 birds per group. Standard production practices, as applied in an intensive ostrich production unit, were implemented. Clean drinking water and self-mixed grower diet (min 15 percent crude protein, 0.68 percent lysine and 11.4 MJ ME per kg feed) and finisher diet (min 14 percent crude protein, 0.55 percent lysine and 9.8 MJ ME per kg feed) were provided ad libitum to the birds. Birds were slaughtered at the ages of 8.5, 10.5, 12.5, 14.5, and 16.5 months respectively. Data on feed intake and yields of cold carcass, crust skin size, skin grade and total feathers was recorded for birds slaughtered at the respective ages. Data was analysed according to the analysis of variances. Values for meat yield, skin size yield and feed intake were predicted by regression analysis based on experimental values. Industry figures and norms were used as proxy for other production inputs and costs. A gross margin type analysis was performed to evaluate the effect of different slaughter ages on the profitability of each production system. There was a positive correlation between age and feed intake (r2= 0.40), slaughter weight (r2= 0.97), cold carcass yield (r2= 0.48), skin surface area (r2= 0.39), skin grade (r2= 0.19) and total yield of feathers (r2= 0.29). The dry skin grade showed deterioration as slaughter age was prolonged. Highly significant differences (P< 0.01) in slaughter weight, cold carcass yield, skin surface area, dry skin grade and total feathers were detected at the different slaughter ages. There were no significant differences (P> 0.05) with respect to gender for slaughter weight, skin surface area and dry skin grade within the different age groups. Males had significantly higher (P< 0.05) cold carcass yield and total feather yield than their female counterparts. From this study it can be concluded that an increase in slaughter age significantly increases feed intake, slaughter weight, cold carcass yield, and skin surface area. It is also clear that an increase in slaughter age can be detrimental to dry skin grade. The relative income contribution of the three main products (skin: meat: feathers) occurred in a ratio of 47:53:0, 52:47:1, 47:50:3, 44:51:5, 39:56:5 at the respective slaughter ages. Total income revealed an increase of 26 percent from 8.5 to 10.5 months slaughtering, an increase of 4 percent between 10.5 and 12.5 months, and an increase of 11 percent between 12.5 and 14.5 months. The income dropped by 0.3 percent between 14.5 and 16.5 months slaughtering. Total costs increased with slaughter age, particularly feed costs which showed an increase (at a decreasing rate) between the different slaughter ages. The margin above specified cost per bird was the highest for birds slaughtered at the age of 10.5 months. The margin above cost showed a steady decline as birds were slaughtered at higher ages. Slaughtering at 16.5 months revealed a negative margin. - Description: The Senior Certificate (SC) examination, a focus of the research described in this thesis, has an important function in terms of the quality of the education system overall and also in terms of the contribution of education to the achievement of national goals. The SC examination functions i) as a measure of achievement at school ii) as an indicator of work readiness and iii) as an indicator of the potential to succeed in higher education. This thesis offers a critique of the SC examination in respect of its functions. The way in which learners' language related needs are constructed is crucial in discussing the SC examination's legitimacy since perceptions about the needs of learners are reflected in what is taught and assessed. Since the majority of candidates writing the SC exarnination do so using a language which is not their mother tongue, the research described in the thesis attempted to identify the way in which the English second language (ESL) SC examination papers construct learners' needs. Examination papers represent a particular domain of social practice and are constructed through discourse. In the context of the research described in this thesis, discourses are understood as sets of ideas which are shared by communities of people and which give rise to practices which then define and sustain those communities and, thus, the discourses themselves. Discourse is language insofar as it converges with power and positions people in the interests of power. The ideological nature of discourse necessitates a critical orientation to research which interrogates, challenges and critiques the status quo. To identify the discourses constructing ESL learners' needs I conducted a critical discourse analysis on a representative sarnple of ESL SC exarnination papers and also interviewed six ESL examiners to corroborate the findings of the analysis. This then allowed me to identify several dominant discourses constructing ESL learners' needs: meaning-related, literature-related and process-related. The first meaning-related discourse, 'Received Tradition' discourse, focuses on the rules of grammar and spelling. Rather than approaching language as a resource to enable learners to understand the ideas to which they are exposed, learners are being taught discrete 'skills' to equip them for higher education study and the workplace. It is argued that school-based language literacy practices are not generalizable to the workplace and to higher education. Another aspect of 'Received Tradition' discourse holds that the study of English literature is a medium for understanding life and that there is moral value in teaching English literature. Learners are therefore constructed as lacking these values and their needs as having to acquire them. 'Received Tradition' discourse also overlaps with a second meaning-related discourse, 'Autonomous Text' discourse, which holds that the text's meaning is explicit and that if the learners can manipulate the rules of English grammar, 'have' vocabulary and can spell, they can retrieve meanings from texts they encounter in a wide range of contexts and construct texts for themselves. It is argued that a lack of awareness that meaning is constructed through recourse to other contexts, texts and the learner's experience is disadvantaging ESL candidates. 'Language as an Instrument of Communication' discourse, the last meaning-related discourse identified, sees language as the vehicle used to convey ideas, thoughts, information and beliefs, which are viewed as having been constructed independently of language. It is assumed that the answers, which, according to 'Autonomous Text' discourse, are in the text, can be conveyed if the tools of language are used correctly. The first literature-related discourse identified is 'Literature Study Develops Language Proficiency'. It is argued this is a misperception since language is learned as part of situated practice and instruction must thus be embedded in meaningful communicative contexts involving situated practice. The second literature-related discourse identified, 'Literature Study is a Medium for Understanding Life', is connected to the 'Received Tradition' discourse referred to above which holds that there is moral value in teaching English literature. This research identifies the ideological implications of these discourses, arguing that values are culture-specific and learners from diverse socio-cultural backgrounds experience life differently from the way it is depicted in English literature. Process-related discourses, which are part of the processes of teaching and assessment, concern the inadequacy of the ESL learner and of the markers and therefore dictate what can and cannot be expected of ESL learners in the SC examination. The research showed how all of the above discourses work through the SC curriculum to impose the values and beliefs of particular dominant groups on the ESL learner. Because of the robust and invidious nature of discourses this is a cause for concern. Although it is difficult to set a school leaving examination which serves both workplace and academic functions, there is a need to move beyond traditional, hegemonic approaches to understanding language learning. This thesis offers an analysis which can be used to inform practice.

- Description: The Senior Certificate (SC) examination, a focus of the research described in this thesis, has an important function in terms of the quality of the education system overall and also in terms of the contribution of education to the achievement of national goals. The SC examination functions i) as a measure of achievement at school ii) as an indicator of work readiness and iii) as an indicator of the potential to succeed in higher education. This thesis offers a critique of the SC examination in respect of its functions. The way in which learners' language related needs are constructed is crucial in discussing the SC examination's legitimacy since perceptions about the needs of learners are reflected in what is taught and assessed. Since the majority of candidates writing the SC exarnination do so using a language which is not their mother tongue, the research described in the thesis attempted to identify the way in which the English second language (ESL) SC examination papers construct learners' needs. Examination papers represent a particular domain of social practice and are constructed through discourse. In the context of the research described in this thesis, discourses are understood as sets of ideas which are shared by communities of people and which give rise to practices which then define and sustain those communities and, thus, the discourses themselves. Discourse is language insofar as it converges with power and positions people in the interests of power. The ideological nature of discourse necessitates a critical orientation to research which interrogates, challenges and critiques the status quo. To identify the discourses constructing ESL learners' needs I conducted a critical discourse analysis on a representative sarnple of ESL SC exarnination papers and also interviewed six ESL examiners to corroborate the findings of the analysis. This then allowed me to identify several dominant discourses constructing ESL learners' needs: meaning-related, literature-related and process-related. The first meaning-related discourse, 'Received Tradition' discourse, focuses on the rules of grammar and spelling. Rather than approaching language as a resource to enable learners to understand the ideas to which they are exposed, learners are being taught discrete 'skills' to equip them for higher education study and the workplace. It is argued that school-based language literacy practices are not generalizable to the workplace and to higher education. Another aspect of 'Received Tradition' discourse holds that the study of English literature is a medium for understanding life and that there is moral value in teaching English literature. Learners are therefore constructed as lacking these values and their needs as having to acquire them. 'Received Tradition' discourse also overlaps with a second meaning-related discourse, 'Autonomous Text' discourse, which holds that the text's meaning is explicit and that if the learners can manipulate the rules of English grammar, 'have' vocabulary and can spell, they can retrieve meanings from texts they encounter in a wide range of contexts and construct texts for themselves. It is argued that a lack of awareness that meaning is constructed through recourse to other contexts, texts and the learner's experience is disadvantaging ESL candidates. 'Language as an Instrument of Communication' discourse, the last meaning-related discourse identified, sees language as the vehicle used to convey ideas, thoughts, information and beliefs, which are viewed as having been constructed independently of language. It is assumed that the answers, which, according to 'Autonomous Text' discourse, are in the text, can be conveyed if the tools of language are used correctly. Tracking spoor of the wild woman archetype during a university merger

- Description: Universities in South Africa are currently undergoing mergers. Intended for commercial gain, mergers rarely accommodate the psychological milieu of staff. Similarly, the majority of studies conducted with respect to university mergers adopt a quantitative approach. This study adopts a qualitative approach and locates the researcher within the epicentre of the research, using a case study, with the researcher as unit of analysis. The lack of merger studies that focus on the experiences of minority groups, including women, prompted me, as researcher, to adopt a feminist approach to conduct this study in the context of the Nelson Mandela Metropolitan University merger. A Jungian gendered view, which endorses the personal experiences of minority groups, explored the connection between organisational change and concomitant opportunities for psychic growth. The primary purpose of this study was to explore the presence of the Wild Woman archetype during a university merger. The data that made up this study were contained in my field notes, research journal and a wall montage. An analysis of the qualitative data and a comparison of Jung’s archetypal theory and Pinkola Estés’ theory of the Wild Woman archetype, enabled the researcher to find evidence of the presence of the Wild Woman archetype during the university merger. The secondary purpose of the study was to document the findings which could act as a spoor which other women could follow on their journey towards connecting with their own Wild Woman archetype. The limitations of this study, and recommendations for future research are also offered.
