- Description: The Prayer Book of the Church of England reached South Africa as a part of the establishment of the British Administration at the Cape. In its new environment it obviously required some revision. The Book of 1662 reflected the political and social conditions of its time. lt was designed for a Church not immediately concerned with missionary work amongst heathen peoples but directly established under the Crown. The circumstances of a Church in the colonies, particularly when the colonies became self-governing, required some modernisation of language, some omission and adaptation of old prayers and some addition of new ones. Yet the Church appears to have been wary of attempting anything more than this, and it was especially reluctant to make any revision which might imply a doctrinal change. The consecration prayer in the liturgy -'our incomparable liturgy' - was particularly sacrosanct by virtue of long use and the accretion of sentimental associations. Revision of this part of the book would naturally be slow and hesitant and this is the revision with which we are concerned - the most interesting and important part of the history of the South African Prayer Book. For, by tracing the influence of his office in relation to the changing political, social and economic structures of the colony, it is hoped some contribution will be made to the knowledge of the period. Thus, the present thesis is, in part, an examination of the duties and responsibilities of the Colonial Office; but more particularly, it is an examination of how Montagu, who virtually dominated the Cape scene for almost a decade interpreted these duties and responsibilities. By concentrating, then, on his role in the civil administration and political management of colonial affairs, other aspects are revealed. The authority of the Colonial Office, which had through the years become a sort of government 'archives', was developed to such an extent, that every memorandum issued by it seems to set the tone for government policy. More. The very fact that Montagu was, time and again, left in charge of civil affairs at the Cape, while it reveals the dominant native problem and the vital question of defence, accounts also for the patenalism in government. The most important primary sources for this study have been the British Parliamentary Papers on Cape Affairs, the Cape of Good Hope Blue Books, Government House Records and the relevant minutes of the Executive and Legislative Councils. The Annual Almanacs of the Cape proved to be invaluable; they contain a wealth of information on the institutions of government, central and local, as well as the most indispensable returns for all the many services at the Cape.

- Description: This first section endeavours briefly to set out the problem, seeing it ln its proper context against the need it fulfils and its historical setting. It attempts to show something of the nature of sin and the need which sin creates; and asks the question Why Atonement? This question can only be answered by an appreciation of the meaning and power of sinfulness. Atonement is necessarily from God's side, and it is costly to God. An important factor in this section is the attempt to see the wholeness of Christ's work; to set the atonement in its true context within the life of Christ. An attempt is made to relate the atonement to the incarnation, The Word made flesh and dwelling among us; to the resurrection, which is not to be misunderstood as a mere evidential appendage to the cross, but to be seen as an essential factor in the salvation of men; and also to the ascension, to the problem of time and eternity, in that while Christ's work was once-for-all, it is nevertheless continued - it was in history, but is not bound within history. When this conception of the unity of Christ's work is grasped then we can turn to a consideration of the cross, always regarded by Faith as the very centre of the atonement. - Description: The City Council's Non-European Affairs Committee honoured me in August, 1957, by permitting me to appear before it to present a research report on the transference of Coloured people to its new housing estates. The report was offered verbally, but I was asked to prepare and submit a report confined to 34 households then under eviction orders: this report on "Non-payment of rent by Coloured householders in the new housing schemes of Grahamstown Municipality" was considered at a later date by Council and various recommendations were adopted. Representatives of the City Council discussed the possible methods of meeting the situation which had arisen with Central Government officers. It was agreed later that I be asked to develop a systematic study of the problems on a wider scale and that this report be submitted to the Central Government on its completion.
