“We are white”: oral tradition, documented history and molecular biology of Xhosa clans descended from non-African forebears and their expression of this ancestry through the idiom of ancestor religion

- Description: Xhosa clan membership is symbolised by a clan-name (isiduko) and passed along the male line from father to son. This social indicator has a biological counterpart in Y chromosome DNA that passes through successive generations in the patriline. Both relate specifically to a distant patrilineal forebear or apical ancestor. The present study has involved the collection and documentation of oral-historical information relating to the descent of certain Cape Nguni clans from non-African forebears and (where possible) a review of documented accounts of such origins. The research has also included collection of buccal cells from male research participants and analysis of their Y chromosome DNA. This method indicates whether a man’s patrilineal forebear lived in Africa. Otherwise, it indicates the broad geographical region from which he originated, hence providing an additional, independent source of information relating to ancestry that can confirm or challenge claims made based on oral history. Ethnographic research into the performance of distinctive ancestor rituals by clan members explores the continuing relevance of foreign ancestry in the contemporary context of rural communities in the Eastern Cape, South Africa. The study heeds calls for the decolonisation of scholarship in various ways: methodologically, through transdisciplinary research; ontologically, by questioning the utility of the nature: culture and related dichotomies; and epistemologically, because instead of relying entirely on the western academic tradition, it takes account of other modes of knowledge production. In rejection of the notion that only one side of history is true, it records multiple voices – those of the powerful but also the ordinary. The study deals with race and racial identification, but confirms the superficiality of these constructed differences by offering evidence of their submergence in the unifying power of kinship and descent.

- Description: This thesis will discuss how the application of place theory might provide insight into how a selection of Xhosa-speaking people in a rural village (Ntloko), in the former Ciskei of the Eastern Cape, interact with and establish relationships with the local indigenous thicket forest (ihlathi). I am concerned with how these influence residents' perceptions and attitudes (relational epistemologies) towards this resource, and how these may (or may not) translate into conservation practices. I am also interested in how socio-political and economic changes have altered these people/place relations (including gender) and their corresponding cultural perceptions. It is argued that the local thicket forest's significance and importance moves beyond the economic and utilitarian value of its natural resources. The thicket plays an important part in local identity construction, due to both its socio-cultural significance and its role in local livelihoods. People form meaningful attachments and relationships (relational epistemologies ) with the thicket as a place, through their interactions with it. While this may or may not result in actions and attitudes in-line with the conservation agenda, it is shown that this relationship is necessary for a local concern and stake in the natural environment. Those who have no or minimal interaction, such as many of the young women of Ntloko, have no opportunity to forge a relationship with it. Ihlathi may be known through narrative, but not personal experience, and as such no significant attachments can be formed, and thus concern for its conservation status is irrelevant. It is clear that if you remove people from an environment, you remove the stake they hold in the environment in question, thereby disrupting the relationship, and alienating people from nature. While a relational epistemology may not equate to conservation practices, it does imply a stake or concern in the environment, and as such, may provide an opportunity for conservationists to work with local communities. Resistance to conservation and development projects that aim to exclude local interaction, and therefore relationships, with the environment, will always be strong when local identities are intricately tied to the places and experiences that form them. Threatening that relationship threatens local identities and the attachments that orient them.

A detailed description of the way in which beer drinks are conducted is provided in Chapter 3, with emphasis on the symbolism involved in the allocation of beer, space and time, and on the speech events (including formal oratory) that occur. The main theoretical argument is that beer drinks may be regarded as 'cultural performances' in which social reality or 'practice' is dramatised and reflected upon, enabling people to infuse their experience with meaning and to establish guidelines for future action. This is achieved by relating social practice to cultural norms and values, in a dynamic rather than a static manner. It is demonstrated that the symbolism involved in beer drinking is highly sensitive to the real world and adjusts accordingly, which means that 'culture' is continually being reinterpreted. Despite poverty, a degree of landlessness and heavy reliance on migrant labour, Shixini people maintain an ideal of rural selfsufficiency and are able to partly fulfill this ideal, thereby maintaining a degree of independence and resistance to full incorporation into the wider political economy of southern Africa. They achieve this largely by maintaining a strong sense of community and of household interdependence, linked to a sense of Xhosa tradition. It is this aspect of social practice, manifested in a variety of forms - work parties, ploughing companies, rites of passage, and so on - that is dramatised, reflected upon and reinforced at beer drinks. In a definite sense then, beer drinks may be regarded as a response and a way of adapting to apartheid, and this study one of a community under threat.

Where dreams become reality: professionalism in flight training in the Eastern Cape

- Description: This study explores the construction of the identity of professional pilots through a case study of a flying school in South Africa. Here, a 15-20-month period of intensive study and training of students, fresh from school or college, leads in most cases to the attainment of a Commercial or Airline Transport Pilot’s Licence. The construction of identity is a continuous process and a lifelong project and hence this study can only reflect upon the factors influencing the early stages of a pilot’s career, until the point where the licenced Pilot leaves the Air School and enters full time employment with a commercial undertaking, but it is argued that this is a crucial step in the formation of professional identity, habitus in Bourdieu’s terms. The culture of the air School reflects the military background of the founders of the school and the staff employed in senior positions. The school, which is residential, observes a strict regime of Ground School and Practical Flying Training and a high standard of performance and personal conduct is demanded, both during training and in off duty hours and excessive consumption of alcohol and smoking are discouraged, and drug use absolutely taboo. Progress with training at the school is closely monitored and a disciplined environment maintained by surveillance cameras, house monitors and security guards; in Foucauldian terms, a modern version of the Panopticon, but somewhat less than Goffman’s Total Institution. It was found that the construction of a flying identity for most of the students entering the air school commenced in childhood or early adulthood, through the influence of friends and relatives and they enter the school with the firm intention of becoming Professional pilots. Full participation of the author in the Ground School revealed how professionalization is implemented through the discipline and rigor of the training methods employed. Through mastery of a complex body of theoretical knowledge in the Ground School and the practical skill of learning to fly in a one-on-one relationship with an instructor, the students gain confidence and efficacy which contributes to their self-respect and maturity. The international reputation of the school, confers prestige upon its graduates and they benefit from membership of a profession which commands respect and a high level of income. In large measure, the thesis shows, the success of the School is a function of the founders’ ‘invention of tradition’ focusing on the wartime training school that existed on the site and the many echoes of those times in the (re)construction of its buildings and facilities, continuing in the approach of the multinational that now owns the School.

- Description: An in-depth study is conducted into ten female-headed households in the township of Rini, an underprivileged section of Grahamstown in the Eastem Cape region of South Africa. The study provides information on the way in which such households function in conditions of poverty and underemployment. The meaning of the term 'household' is clearly defined. A household consists of a group of people, who may or may not be kin-related, but who usually live under the same roof, eat together and share resources. Household members may be absent for varying periods of time, but are still considered to have rights in the household to which they belong. The female-headed household usually contains a core of adult women who are often uterine kin. Men are frequently members of these households and are usually related to the women who form the core. Their status and roles in such households are defined and intra-household relations between household members are discussed. In this study, female headship is observed to occur in conditions of poverty when an elderly woman is widowed, receives a regular income in the form of and old age pension, and when her status as the senior member of the household is acknowledged. The presence of men in female-headed households has not been widely emphasised in other studies, either of the female-headed household itself, or in research done in this area of South Africa. An attempt is therefore made to illustrate the way in which men function in these households and the varying roles they play. An attempt is also made to describe other structures and practices which support the female-headed household in a rapidly changing urban environment. These include church membership, burial society membership, the informal economy, wider kinship networks and, in the case of the men, the rite of circumcision.

- Description: In their article ―Naturing the Nation: Aliens, the Apocalypse and the Post Colonial State (2001) Jean and John Comaroff look at ―the contemporary predicament of South Africa through the prism of environmental catastrophe. Through it they reveal the context in which alien plants have become an urgent affair of the state. Following their lead, I show how alien plants (particularly Australian wattle) continue to provide grounds for new social and political aspirations in South Africa, though in a different setting. With reference to a group of private landowners on the fringe of a World Heritage Site -- the Baviaanskloof Mega-Reserve, Eastern Cape, South Africa -- I show how an increasingly apocalyptic and xenophobic environmental agenda has influenced local activists seeking to address social and ecological issues in tandem with alien-eradication. These local activists adhere to a particular brand of environmentalism which Milton (1993) argues can be considered a social, cultural and religious phenomenon. The subjects of my main empirical investigation offer practical ways of achieving a transformational end through a new ritual activity in relation to a spread and exchange of environmental ideas and practices on a world-wide scale. On the ground this group practices ecosocietal restoration through which they aspire to mend the bond between people and the land in a spiritual and moral sense, bolstering intrinsic incentives for environmental stewardship and achieving ―cultural reconciliation in an attempt to reimagine what South Africa could be.

Urban agriculture: advocacy and practice: a discursive study with particular reference to three Eastern Cape centres

- Description: The purpose of this thesis is to explain the continued advocacy of 'urban agriculture' (UA) in the literature in the face of the seemingly modest role played by cultivation in practice. The analytical framework adopted isrthat of discourse, the theoretical underpinnings of which are derived from the early works of Foucault, and applications such as those of Escobar (1989; 1991) and Ferguson (1990). Using a discursive orientation involves two main tasks - an explanation of how 'UA' has gained some prominence and the man~er in which its currency is able to be maintained. The investigation included an in-depth analysis of the literature and empirical research in th!"e~Eastern Cape centres. The function of the empirical findings is to expose the discourse, as well as to extend the empirical base relating to 'urban agricultural' research in general. The thesis suggests that the growth in interest in 'UA' is a result of a Foucaultian "gap" opening in the discourse. Changes in the conceptualisation of development, the rise-in prominence of the urban poor and emerging ecodevelopment views, among others, have given proponents of "UA' greater room for manoeuvre. However, most case studies promote 'UA' despite providing little evidence of its role in household welfare. The way the discourse maintains its' currency is in the manner in which the objects of 'UA' are constituted. Firstly, the people are characterised as poor, largely divorced from their rural origins, and mainly female. Each of these assertions is questioned on the basis of the literature itself and the empirical findings. Secondly, in the practice of cultivation, emphasis is placed on the inputs used, and the crops that are produced. The treatment of both the inputs and the crops by the literature is cursory. Investigations show that land availability, garden size and irrigation water are e~pecially problematic and vegetable consumption remains low. Four types of alleged benefit associated with 'UA' are analysed - environmental and ecological, psychological and social, financial, and nutritional. In each case commonly held assumptions are undermined by closer investigation. Thus, the thesis contends that the role played by cultivation is a modest one. Most of the claims made on behalf of 'UA' are more congruent with development discourse than actual cultivation practice.

- Description: In medical anthropology there has been a tendency to dichotomize western biomedical . healtb services, on the one hand, and traditional health care practices on the other. Much attention has been focused on the comparison between these two approaches in the hope that they might be reconciled. The problem with this approach is twofold. In the first place, it has not always acknowledged the local, historic~1, political and economic contexts in which different approaches to health care have evolved and in the second place, health care services which belong to neither the western nor traditional healing spheres and which are driven by commercial interests have been almost completely neglected because they fall outside of the basic dichotomy. Amayeza stores have been a feature of South African towns and cities for many years. They mayor may not be run by Africans, but their clientele is almost exclusively African in this region. They deal in a bewildering variety of products and remedies, from untreated herbal and animal products to pharmaceuticals specially prepared for the African market, to Dutch and Indian Remedies. These stores both reflect transfonnations in indigenous perceptions of health care and, by virtue of the choices they offer, generate change. In this empirical study three stores in the Eastern Cape are selected for detailed study - two in King William's Town, the regional capital, and one in the small town of Peddie. The approach is holistic, emphasizing the social, political and economic context, the business histories and running of each shop, and, in particular, the perceptions and choices of a sample of the customers in each case. The success of the amayeza phenomenon derives from its eclecticism and syncretism. These stores impose neither a western nor a traditional model of health care on their clients, but offer them a range of choices that reflects the complex multicultural history of their own South African society.

- Description: Throughout the world, urbanisation is at an all-time high. It is estimated that two-thirds of the global population will be living in urban centres by 2030. The highest urban growth rates are currently found in sub -Saharan Africa, however, approximately 70% of urban residents in Sub-Saharan Africa reside in informal settlements. Such processes have resulted in reduced areas of natural space and biodiversity. While the benefits of exposure to and experiences of nature to human well-being and quality of life are increasingly being acknowledged, these links are largely understood through a western lens, where nature and culture are dichotomised. The implications of this are that the types of nature(s) that are made available in urban areas are designed to provide opportunities for urban residents to only engage in recreational and relaxation activities within such places. However, among indigenous and non-westernised communities, culture is a dynamic and holistic entity, deeply rooted in the constructions of nature. Very few studies from the global south have entered this dialogue. In response, this study, conducted amongst Xhosa speaking urban residents living in two medium-sized towns, was undertaken to explore the connections and meanings they attributed to nature(s) and how their engagement in such places contributed to their sense of well-being. This study found that strong connections and meanings to nature still exist. Many of these relate to personal experiences which are given meaning through local understandings and associations which are deeply embedded within cultural practices and rituals. Engagement and or memories of such are strongly associated with a sense of well-being often only experienced in rural areas. In such contexts, well-being is also understood as a holistic concept that is underpinned by these nature-culture connections. - Description: Faced with problems related to the sustainability and advisability of contemporary irrigation development in Africa, anthropologists have increasingly looked to economic and political explanations for the success or failure of those development schemes. Instead of seeking explanations in these isolated areas, this thesis has argued that irrigation development needs to be understood through relationships within and between politics, economics, social structure and culture. In order to uncover those interactions with regard to the Tyefu Irrigation Scheme in the southern African homeland of Ciskei, reference has been made, firstly, to the mechanisms underlying contemporary state expansion and secondly, to the interaction between external forces, structures and surface forms through time. Anthropological fieldwork techniques have been used to provide detailed descriptions of everyday communications within and between groups associated with the development. Ethnography allows implementation to be conceptualized in terms of the interaction between local level structures and structures associated with the planning and construction of irrigation development itself. When the effect of external forces on the interaction between structures and forms is then taken into account principles emerge that reflect local and historical transformations. These in turn suggest the form of contemporary state expansion in southern Africa, as well as its bearing on daily life on the rural periphery.

The research makes use of Daggafontein informal settlement in Gauteng, providing a general socio-economic overview of this settlement by discussing the ways in which people in this settlement make a living. Most of the people come from rural areas and the patterns of their association within the settlement reveal that they associate themselves with people from their own rural homes of origin. Movement between Daggafontein and rural areas show some level of commitment to home areas. Perceptions of the urban-rural interface by people of Daggafontein informal settlement show that these two areas are not necessarily separate from each other, but are part of the same continuum as socio-economic relations continue to straddle the rural and the urban. As people, perceptions and values move in both directions along the rural-urban interface, the classification of the informal settlement becomes highly ambiguous, because it contains both rural and urban elements.

This study is concerned with the experience of migrant labour among the Gcaleka, who form part of the Xhosa cluster, and who reside in the Willowvale district of the Transkei. It is primarily an attempt to examine and understand the ways in which conservative ("red") Gcaleka society has adapted to the institution of large scale, oscillating labour migration, by looking at the "meaning" of migrant labour to the people involved, and in terms of the relationship between rural social structure and going out to work in town or mine. Much of this meaning and of the relationship between structure and migration is evident in certain ritual and symbolic actions which are associated with a labour migrant's departure from and return to the community. The bulk of the study, therefore, is taken up with a description and analysis of these "rituals of labour migration". An attempt has been made also to relate the rituals of labour migration to the structural principles of society and to underlying moral and religious beliefs and values, and also to the wider Southern African socio-political framework of which the Gcaleka are part. During fieldwork constant reference was made by informants to (ukwakh' umzi) the importance of "building the homestead" and the role of migrant labour in this. The procedure followed here, therefore, after having dealt with basic "background" material and having given an indication of the economic dependence of Gcaleka on migrant labour, is to take the individual homestead as a central reference point. Certain important aspects of social and religious life (kinship, ward section organization, economic relationships and the ancestor cult) are discussed from the point of view of the homestead and the relationships between homesteads in order to outline basic social organizational principles and to identify the socio-economic importance and cultural meaning of migratory labour to conservative Gcaleka. This leads into a discussion of Gcaleka morality in an attempt to demonstrate that the two basic organizational pr inc iples, patrilineali ty and neighbourhood, and their interrelationship, have a counterpart in moral thought. This discussion involves also some tentative ideas regarding the nature of the relationship between morality and religion in this society. All this, it is hoped, provides a basis for the description and analysis of the rituals of labour migration, which follow and which express, inter alia, the importance of the homestead, the organizational importance of kinship and neighbourhood, and certain basic moral precepts. Particular attention is paid to the most elaborate and spectacular of these rituals, the umsindleko beer drink. A separate section is devoted to an attempted analysis of the rituals in terms of Van Gennep's well known schema of rites de passage. Here the absent migrant is viewed as being one who has been separated from society and who has entered a liminal state, to be incorporated back into society once he returns from work. The extent to which liminality is accompanied by the experience of what Victor Turner calls "communitas" is also considered. The general conclusion is that the rituals of labour migration serve as a cultural device to rigidly separate the world of work from the morally superior home reality, to reinforce acceptance of the culturally determined role of migratory labour and migrant labourers and to relate the migratory experience to rural social structure in such a way that the threat of migrant labour is overcome and the rural structure strengthened. To answer the question of why this standpoint towards labour migration has been adopted, it is necessary to outline the position of the Gcaleka within the political economy of Southern Africa, and it is argued that the maintenance of conservatism and the interpretation of migrant labour in terms of the rural structure is largely a response to this position

It is shown that structural violence influences experiences and perceptions of tuberculosis at all levels. Management of tuberculosis in the formal health sector is explored at local levels and related to national and global strategies of health care. The role of health workers, and particularly voluntary health workers, is explored and it is shown that they work within a context of growing burden of sickness and co-infections and a lack of government commitment to deal with increasing TB and HIV incidences. Kleinman’s notion of explanatory models is explored and it is evident that although knowledge of the aetiology of tuberculosis is well-known to patients and general members of the communities, they are nevertheless victims of increased stigmatisation and marginalisation as a result of illness. The importance of social support in curing tuberculosis is explored using Janzen’s concept of therapy managing groups. Social capital is a fundamental component in adhering to biomedical therapy, but is commonly weak among the structurally poor. The availability of temporary social grants for people living with TB influences health seeking behaviour. In a context of structural poverty the sick are faced with what Nattrass terms “perverse incentives”, having to choose between the right to health and the right to social security, both guaranteed in the South African Constitution, for him/herself and dependants. Although adherence to biomedical therapy is essential in curing tuberculosis, it is shown throughout this thesis that ignoring wider structural causes of disease limits the patient’s ability to get well. The ethnography shows that the right to health is a social and economic right which is not the reality for most South Africans.

Historically small commercial hospitality establishments, known as inns in the western world, were of ill repute. Perhaps connected to their reputation, this category of accommodation facility has been seriously neglected as an area of academic inquiry, particularly from the perspective of the host. While there has been a huge growth in the interdisciplinary field of tourism studies in recent decades, little attention has been paid to the role of the host in the host-guest relationship at whatever level of analysis. This thesis seeks to redress the balance. Hospitality is a basic form of social bonding. This type of bonding, where a hierarchy between strangers is implicit (as with hosts and guests), may be termed ‘nexilitas’; nexilitas is a form of social bonding in liminal circumstances. To that extent it is comparable to ‘communitas’ which describes social bonding between equals in certain liminal circumstances. The difference is that nexilitas is a form of bonding between individuals in a complex power relationship. The host controls the hospitality space, but custom also empowers the guest with certain expectations, especially in the commercial context. The thesis identifies the various forms of hospitality – traditional ‘true’ or ‘pure’ hospitality, social hospitality, cultural hospitality and commercial hospitality – and discusses these critically in their historical and cross-cultural contexts, with emphasis on the perspective of the host. The passage of hospitality is then traced through the three phases of preliminality, liminality and post-liminality and discussed along the themes anticipation, arrival and accommodation and finally departure of the guest. While the historical and ethnographic review is mainly based on written histories and the experiences of other anthropologists as guests as well as ethnographers, the passage of hospitality draws on the multi-sited auto-anthropological experiences of the author, both as host and as ethnographer of contemporary South African hosts in small owner-managed commercial hospitality establishments.

- Description: The practice of Development-Induced Displacement and Resettlement (DIDR), historically, has often led to negative consequences for those affected by development projects, including but not limited to, the construction of large dams. Although DIDR arises from the need to provide goods and services that characterise development, it often leaves those who are forced to give up their assets, resources, and long standing social networks in dire socio-economic conditions as a result of resettlement. In many such cases, the provision for losses suffered by those primarily affected is often insufficient, leading to further losses experienced as a result of the complete life change experienced by those affected by resettlement. Research has shown that the insufficiency of such provisions for losses is attributable to not only the value of the provision itself, but also the manner in which resettlement processes are implemented. While early on, researchers believed that the development of policies would have a significant, positive impact on the practice of resettlement and its outcomes, evidence would later show that the development of policies alone is not a panacea for all challenges associated with forced resettlement. Further research revealed that resettlement is characterised by inherent and active complexities which are often at play, and may impede effective implementation. Hence, while the development of policies is essential, both the development and implementation of policies must be undertaken in a manner that seeks to actively address the inherent complexities of resettlement. This thesis aims to explore the implementation of resettlement policies in two case studies, where in one case, resettlement was informed by national policy, and in the other, by policies developed by a parastatal tasked with the responsibility of executing resettlement. The study makes a comparative analysis between the two cases, and explores the factors at play in the implementation of resettlement policies – whether such factors serve to facilitate or impede effective implementation – as well as the nature of the outcomes on the ground. As an overarching goal, the research aims to provide a basis upon which a framework for the development of a national level policy of resettlement may be developed. In this regard, the thesis undertakes a comparison of the Indian resettlement case with the Lesotho case. The former, in addition to having developed a resettlement policy at the national level, has a long history of experience in forced resettlement and displacement, from which invaluable lessons have been learned. The latter, on the other hand, has no resettlement policy at the national level, although the country has also experienced forced resettlement dating back to nearly three decades ago. Although India and Lesotho have distinct social, cultural, economic and demographic characteristics, research has shown that the complexities of forced resettlement, and their outcomes on affected people, are largely applicable across the different contexts. Hence, certain dimensions and lessons can be transferable from the Indian case to the Lesotho case, and vice versa. However, for the purpose of this thesis, the focus is on providing a basis for national policy development in Lesotho, in light of Indian policies and practice. The empirical basis of the thesis is an ethnographic study undertaken in relation to the Chandil Dam resettlement case in Jharkhand, India and the Mohale Dam resettlement case in Maseru, Lesotho. The thesis engaged both qualitative and quantitative research methods, as well as four, complementary theoretical tools that analyse the effects of forced resettlement on affected people. The thesis reveals that the negative consequences of forced resettlement resulting from its inherent complexities continue to manifest with concerning effects on the lives of those affected. It shows that the implementation of policies is a complex process that requires collaborative effort from a wide range of stakeholders in a given context. National policies of resettlement are, thus, instrumental in this regard, as they can create an enabling environment for the facilitation of collaborative efforts towards sustainable livelihood re-establishment for those who involuntarily suffer losses to resettlement.

This thesis aims to explore the implementation of resettlement policies in two case studies, where in one case, resettlement was informed by national policy, and in the other, by policies developed by a parastatal tasked with the responsibility of executing resettlement. The study makes a comparative analysis between the two cases, and explores the factors at play in the implementation of resettlement policies – whether such factors serve to facilitate or impede effective implementation – as well as the nature of the outcomes on the ground. As an overarching goal, the research aims to provide a basis upon which a framework for the development of a national level policy of resettlement may be developed. In this regard, the thesis undertakes a comparison of the Indian resettlement case with the Lesotho case. The former, in addition to having developed a resettlement policy at the national level, has a long history of experience in forced resettlement and displacement, from which invaluable lessons have been learned. The latter, on the other hand, has no resettlement policy at the national level, although the country has also experienced forced resettlement dating back to nearly three decades ago. Although India and Lesotho have distinct social, cultural, economic and demographic characteristics, research has shown that the complexities of forced resettlement, and their outcomes on affected people, are largely applicable across the different contexts. Hence, certain dimensions and lessons can be transferable from the Indian case to the Lesotho case, and vice versa. However, for the purpose of this thesis, the focus is on providing a basis for national policy development in Lesotho, in light of Indian policies and practice. The empirical basis of the thesis is an ethnographic study undertaken in relation to the Chandil Dam resettlement case in Jharkhand, India and the Mohale Dam resettlement case in Maseru, Lesotho. The thesis engaged both qualitative and quantitative research methods, as well as four, complementary theoretical tools that analyse the effects of forced resettlement on affected people. The thesis reveals that the negative consequences of forced resettlement resulting from its inherent complexities continue to manifest with concerning effects on the lives of those affected. It shows that the implementation of policies is a complex process that requires collaborative effort from a wide range of stakeholders in a given context. National policies of resettlement are, thus, instrumental in this regard, as they can create an enabling environment for the facilitation of collaborative efforts towards sustainable livelihood re-establishment for those who involuntarily suffer losses to resettlement.
