- Description: Commercial media entertainment offerings in South Africa especially mainstream soap operas, are progressively infusing dominant social values and ideas which are alien to South African tribal societies. In most of the commodified television drama series, people who hold tight to traditional beliefs and values are often characterised as traditionalists, while those who have imbibed the western defined dicta and ideology of modernity are seen as progressives. This study therefore, sought to ascertain how South African tribal language, traditional institutions, values, social norms and ancestral beliefs are portrayed through the television drama, Generations: The Legacy and what the viewers think about those constructions and the implication for cultural identity. The mixed methods approach was employed involving the administration of questionnaire to 350 participants selected through random sampling and a content analysis of 20 episodes of Generations: The Legacy. The findings suggest that Generations: The Legacy tends to portray South African tribal culture negatively (p-value > 0.05). More than half of the respondents (52percent) strongly believe such negative portrayals may erode the cultural identity of black South Africans, 68.6% were of the opinion that Generations: The Legacy gives preference to western culture as against South African tribal culture. The findings further showed that the African values and traditions represented in Generations: The Legacy do not significantly reflect the South African tribal tradition and values (p-value > 0.05). In the few occasions that African traditional values are represented Generations: The Legacy, they tend to be portrayed as old fashioned (p-value > 0.05), and inferior and backward (p-value > 0.05). In addition, the findings indicate that Generations: The Legacy is a vehicle for promoting dominant culture. Nearly, 59percent of the respondents stated that watching Generations: The Legacy affect the way they view South African tribal culture, while 59.1percent indicated that watching Generations: The Legacy has somehow affected their perception of their own cultural identity. In all, participants rated the representation of South African tribal culture as poor. The study concludes that while South African tribal culture is increasingly finding expression on mainstream soap opera, tribal South African values and beliefs are often depicted as old-fashioned, and inimical to modernisation, and individual’s freedom.

Part of its aim is to assert if there exist xenophobic behaviours among students learning in South African universities, which are influenced by the manner in which media reports have stigmatised foreign nationals. Therefore, this study looked at three South African universities, namely the University of Fort Hare, Alice campus, the University of KwaZulu Natal, Howard college campus and the University of Johannesburg, Soweto campus. Data for the study were collected using the qualitative methods, particularly the focus groups discussions and in-depth interviews. The findings of this study have revealed that xenophobic behaviours were evident among students, in lecture-rooms, as well as student residences. The participants also confirmed that the media’s focus and reliance on negative stereotypes and generalized information when representing foreign nationals were the main contributing factors to xenophobic behaviours, including its previous adopting of the words like Amakwerekwere, Aliens and Amagrigamba. In an attempt to discourage xenophobic behaviours, this study has therefore recommended peace journalism and Ubuntu journalism as alternative models for reporting xenophobic violence and conflict.

- Description: The debate on how the communication function can contribute at a strategic level to organisational success is an on-going one because communicators still need to prove their relevance at the top management level. In general, the contribution of communication as a management function in corporate strategy is not known. It is either considered an afterthought or as an element within other functional departments. In this regard, the purpose of this study was to analyse critically the role of communication in strategic planning at the selected South African universities. To achieve this main objective, institutional theory was applied, as it seeks to affirm the role of communication in decision-making with the intention to be legitimised. In-depth interviews were conducted with senior communicators and strategy planners at six universities on how they approach strategic planning in their respective universities. Significant from the findings was the fact that the South African universities follow the same process for strategic planning. Regarding the role of strategic communication, the findings confirmed literature in the sense that communication practice at functional level has been institutionalised but not at the top management level. It was this study’s finding that university reputation and positioning did not prominently feature in the strategic planning processes. Furthermore, this study found that communicators should play a leading in environmental scanning to identify society, industry and commerce with a view to fine-tune the university’s qualification mix. That is, communicators should provide intelligence on changes in the environment which serve as the basis of the development of university strategies. In other words, they should provide vital information to top management to enable them to take informed strategic decisions. Lastly, it was this study’s finding that communicators should conduct evaluation research to assist top management in comparing the set strategic objectives with actual performance. In addition, the communicators should assist top management in determining corrective actions if need be. In view of these findings, this study developed guidelines that will empower communicators to make a more meaningful contribution in the strategic planning process. Given the paucity of research evidence of strategic communication in a university context, the study provides a better understanding of the theory and practice thereof.

Data was collected using three method and these include, individual face-to- face interviews, focus group discussion and questionnaire administered to youth, government officials and the local authorities. The study was underpinned by the asset based community development theory and sustainable livelihood approach. Findings highlighted that the participants and the respondents meet the characteristics and criterion for selected community development projects aimed at mitigating youth unemployment. The study revealed that there has been lack on youth involvement in the planning and initiation of the youth community development projects which aim to mitigate youth unemployment and poverty eradication. It has been found out that the implementation process of the youth community development projects was surrounded by lack of knowledge and lack of the involvement of the youths, which resulted in the failure of mitigating youth unemployment and eradication of poverty. Although accessibility (to youth) of these community development projects was for all the community youth who were unemployed, it emerged that the access was not as indicated due to factors like, lack of funding, partisan distribution of resources. The study also realized that due to lack of involvement and proper implementation, the youth community development projects were not sustainable, which was evidenced by the high rate of youth unemployment and poverty levels. Furthermore, the study revealed that effectiveness of youth community development projects in v alleviating youth unemployment in the province has also been marred with pitfalls. Thus, there has been an increase of youth unemployment and poverty. Last but not least, the findings of the study revealed that there were a couple of challenges, which are rooted in partnerships, lack of youth inclusion and involvement, as well lack of involvement of other stakeholders with expertise on implementation of youth community development projects to eradicate poverty and alleviate youth unemployment. Regardless of the brilliant ideas and strategic interventions, the government lacks the practicality of the implementation of these intervention strategies. The study found that interventions were there. However, intervention entails a process which has different facets and obligates the government to function systematically to avoid default in the process of service delivery. It is recommended amongst others that the government and various stakeholders should take cognizance and develop mechanisms and strategies for poverty alleviation, growth, development and employment creation for the youth.

- Description: The past three decades have seen dramatic changes within the childcare system. There has been a bourgeoning death rate of child-bearing parents resulting in an unprecedentedly high number of parentless children (orphans) leading to the formation of child-headed households (CHHs). This formation came about as a result of the paucity of informal care for such children as well as the incapacity of the formal child care system. Most of these children are disadvantages with the prospect of facing a bleak future. However, some of them survive and presumably make it in life despite the odds. It is resilience and strengths they have in coping with their life’s’ situations that the research addresses. An exploratory-descriptive and qualitative design was applied in this research as well as Guba's (1981) approach to ensuring trustworthiness in qualitative research. A systematic probability sampling procedure was applied in selecting participants. A semi-structured interview schedule with open-ended questions was applied to both the pilot study and to the study proper. The latter was conducted in the form of fourteen in-depth interviews and a focus group of eight discussants. The protocols were explicated in terms of a full delineation of the themes while the data were analysed by utilizing the thematic approach based on the grounded theory. Three developmental stages were identified: their base before becoming a child-headed household; the transition stage when they were in the child-headed household and the central narrative of how they progressed and coped since leaving the CHH. The third stage was the time for reflecting on what they had gone through and offered advice on coping capacity to children who might find themselves in child-headed households. Each of these stages has been marked by its highs and lows as they navigate through life and developing coping strategies. Some of these coping mechanisms were stage-specific while others persisted through all the stages.

The discourse analysis focuses on the voice of the African peoples where the Europeans are the 'Strangers', the 'Other', reversing the view that the people of non-European cultures were termed as the 'Other'. Indigenous inhabitants of south-east Africa, south of Kosi Bay, first encountered Europeans in 1552 when a Portuguese ship was wrecked at present-day Port Edward. Subsequently, eight more Portuguese ships were wrecked between Plettenberg Bay and Kosi Bay between the years 1554 to 1647. Two Dutch ships landed on the shore, one south of the Bay of Natal in 1686, and the other being wrecked near the mouth of the Keiskamma River in 1713. There were also two English ships, with one striking the rocks on Bird Island in Algoa Bay in 1755 and the other, the more famous Grosvenor of 1782, coming aground at Lambazi Bay, north of the Mzimvubu River. The survivor groups were large, varying in size from 72 to 500, and most included a large complements of slaves. The survivors of the Portuguese ships made their way to present-day Mozambique where the Portuguese had trading outposts. The survivors of the Dutch ships, as well as those of the Grosvenor tried, with limited success, to make their way to Cape Town. The survivors from two of the Portuguese wrecks and the English group on Bird Island, constructed small ships and managed to sail away.

- Description: The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

- Description: The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

In a South African context, the problem is being aggravated by the fact that English becomes a language of learning and teaching in Grade 4 whereas the learners’ medium of instruction in the lower grades has been their mother tongue and therefore did not have a firm grasp of the English language. Subsequently, there is a general outcry in South Africa that the shift from mother tongue to English as language of learning and teaching happens too early. The objectives in this thesis were to examine the experiences faced by Grade 4 teachers in using English as language of learning and teaching; to determine how these experiences impinge on learning and teaching in Grade 4 and to determine whether the teachers’ perceptions of English as the language of learning and teaching impinges on the success of the Grade 4 learners. The theoretical framework of this study is based on bilingualism and multilingualism theories. Qualitative and quantitative approaches were used in the study. The study followed a survey design and both purposive and convenience sampling techniques were used. A sample of 100 teachers from 30 selected schools was chosen. The researcher collected data using individual interviews, questionnaires and observation. The qualitative data was analysed thematically whereas SPSS was used for the quantitative data. The findings of the study revealed that learners lacked confidence in expressing themselves in English in front of their peers and as a result the majority of learners did not participate in class when teachers were teaching in English. The results further showed that learners were passive due to poor understanding of the English language which sometimes resulted in communication breakdown between the teacher and the learner. The researcher recommended that the Government should provide the teachers with workshops that will unpack the strategies of teaching Grade 4 learners in using English as a medium of instruction.

Critics of this type of religious outreach now known as televangelism have challenged its predominant, if not exclusive focus on miracle and prosperity message. Using the mixed-method research design involving focus group discussions, key informant interviews and a survey of 255 respondents, this study sought to ascertain Lagos audiences‘ perceptions of Pentecostal Television programmes on two satellite stations, Start Times and DSTV. The findings revealed that audience members perceive Pentecostal churches programme as primarily focused on converting the audience members to the Christian faith. The result revealed that miracle sessions are a common feature of televangelism. Respondents see the miracles as manipulations largely intended to woo and often, hoodwink audience members. The findings revealed that although some of the Pentecostal churches‘ programmes dwell more on the word of God compared to the mainline churches, the programmes and teachings, however, often tended to promote the leadership of the church and not the gospel of Christ. Generally, the study indicates the majority of the audience members are aware of and identify with the atrocities the Pentecostal Churches are accused of perpetrating through their TV programmes. The findings revealed poor awareness and knowledge about the role of the Nigeria Broadcasting Corporation (NBC). The results suggest participants do not believe the NBC is living up to its responsibilities. The findings of this study highlight the need for the NBC, the Christian Association of Nigeria (CAN) and Pentecostal Fellowship of Nigeria (PFN) to work together in formulating new regulations for controlling religious broadcast on television, Pentecostal TV broadcasts, in particular. This is the only way to safeguard vulnerable members of the audience from being manipulated and brainwashed.

- Description: The thrust of the study was to investigate the common ESL practices towards proficiency amongst O‟ level learners who are L1 speakers of either Shona or Ndebele and who are from either a rural or an urban setting. The aim of the study was to scrutinize how a learner‟s first language and the rural and urban environment influence ESL proficiency. The aim was to establish how rural and urban settings condition ESL proficiency and how ESL proficiency differs between these two settings. The other aim of the study was to establish the strategies that are used by teachers and learners in ESL teaching and learning and also to evaluate the effectiveness of such strategies. The study was qualitative in nature although a limited quantitative design was employed in the presentation of frequency tables. The study used a case study design. The information that was used in this study was gathered through the use of proficiency tests that were administered to forty O‟ level learners and through content analysis of learners‟ essays which were extracted from their essay exercise books. Sixteen O‟ level English language teachers, six English language examiners, one subject manager of English language and two curriculum developers were interviewed. The secondary data also played an important role in the study. The results of the study showed that teachers and learners use a number of strategies in the teaching and learning of ESL of which some of the strategies that they use have previously not been documented by other L2 researchers. It was also realized that learners in rural areas are at a disadvantage as compared to those in rural schools and such challenges include lack of exposure, inadequate reading materials, faulty instruction, unavailability of libraries and some other social issues. The major conclusion that was made in this study was that ESL learning and teaching strategies are of crucial importance to competence and performance in ESL proficiency.

- Description: This research explored the contribution made by shelters in the psychosocial empowerment of survivors of abuse in the contemporary South Africa. Abuse of women is increasing at an alarming rate and government is not able to handle the task single-handedly. The study utilized convergent mixed methods approach (Creswell, 2014) with qualitative and quantitative approaches used in tandem; but with the qualitative approach being more dominant, while quantitative approach was less dominant. For research designs, the qualitative approach used a case study design; while the quantitative method utilized a mini survey design. On the unit of analysis, 52 participants participated in the qualitative sample, with the following sample distribution: 30 participants (15 from each shelter) participated using in-depth interviews, 10 participants (5 from each shelter) constituted a focus group discussion with 12 participants (6 from each shelter) interviewed as key informants. The quantitative approach had a sample of 100 samples women who were victims of abuse complete a mini survey based on questionnaire interviews. The study identified many factors that prompted women to go and reside in shelters from physical abuse and sexual abuse usually perpetrated by women’s spouses taking the larger share. Other important drivers included economic and emotional abuse. This resonates with some of the tenets of the critical feminist theory that an offender’s victimization of another person is an expression of domination and control (Brownmiller and Russell, 1975 in Wilcox 2010). Furthermore, the United Nations recognizes that violence against women is a manifestation of historically unequal power relations between men and women, contributing from male domination and discrimination over women. The study also established various psychosocial services provided to survivors of abuse. Such services were important in order to strengthen survivors’ coping capacities, raise their confidence and reinforce their decision-making processes pertaining to their lives. Some of these psychosocial services provided include provision of accommodation, nutritional meals, therapeutic counselling, basic counselling sessions, group work sessions, access to skills development programmes, assistance in maneuvering the judicial system, job placements, parenting skills, access to education and provision of preschool for their children and information and referrals. This study also managed to unearth and identify the various institutional and operational challenges that beset the running of the two selected shelters in Pretoria. Acutely, shelters suffer funding challenges, with funding either being inadequate or having to take so long before it is availed and, therefore, almost affecting the day to day operations of the shelters. These shelters were also challenged by donor regulations, inadequate infrastructure and a continuous increase of survivors and children in their care. Furthermore, the study identified the shelters’ effectiveness to raise survivors’ hope for the future; boost their confidence; improve their social functioning; provide emotional and practical support; offer them the requisite accommodation and meals; and also provided them with different kinds of skills that made them financially independent. The research recommended that a decentralization of shelters to rural areas across all provinces and the nation at large would go a long way in ensuring that all survivors will get the assistance they need. As the rural-urban migration takes its toll, the abuse of women also continues to increase. Funding is the key to the success of every project, and, therefore, the provision of enough and consistent funding and a sustainable plan to the shelters will ensure the smoothness of the provision of services and reduce staff burnout, reduce high staff turnover, and increase the stability of trained personnel. The study also recommends the government to consider subsidizing the salaries for the staff working in shelters so that their salaries would be on par with their colleagues in other organizations. Government should also facilitate the institution of shelters for survivors of abuse as some men feel that the issue of abuse focuses on females and therefore men shy away from accessing the services of the shelters.

The study intended to achieve three (3) objectives: (i) to establish factors that make caregiving of children by their grandparents challenging, (ii) to establish resources that grandparents need to care for their grandchildren and (iii) to establish the availability of resources required by the grandparents to care for their grandchildren and its possible gaps. The study utilized qualitative research approach, and date collection methods used were in-depth interviews, focus group discussion and key informant method. The number of participants was 34 in total consisting of 23 grandparents and 11 key informants. The findings of the study showed that death of children’s own parents; cultural expectations, youth unemployment, abdication of parental responsibilities, youth unemployment, and carelessness of biological parents were the major reasons for grandparents to care for their grandchildren. The study findings also revealed that grandparents in this caregiving experience both benefits and barriers. The findings further revealed that there are gaps in welfare services, medical services and education. Therefore, the researcher recommended that, those in power should be interested, eager and inquisitive enough about certain aspects that need attention in caregiving of children by their grandparents.

Communication barriers within virtual communities in an ethnoreligious diverse society: a case study of Nigeria

Subsequently, data was collected using qualitative questionnaire that contained open ended questions and through participant observation (online ethnography). Purposive sampling was used to select participants through liaising with Facebook users, as one of the online virtual communities in Nigeria. Having monitored online discourse on Facebook for some months, this study purposively selected 300 active facebook users from various Nigerian cultural and ethnic backgrounds, but only 60 participants indicated their interest to participate. Also, out of the 60 participants who agreed to participate, only 30 participants (25 males and 5 females) fully participated to the final stage while the other 30 withdrew from the study. The participants were mainly adults between the age brackets of 20 and 59. Thematic Analysis was subsequently used to analyse the data by identifying main themes to provide detailed descriptions of the setting, participants as well as activities. The findings of this study revealed that majority of the participants agree that due to Facebook familiarity and Nigeria's religious colouration, there is a display of disrespect, insolence and deep arrogance to other interactants online. The study further identified and revealed other barriers such as differences in cultural backgrounds and opinions, lack of politeness, prejudging and filtering, name calling and insults. The study proposes that social media platforms as virtual communities should be regulated with full implementation of the law and its sustenance, regardless of individuals having power to make their own choices about the kind of languages they use within virtual communities and considering its effect on other online users. Vulgar languages, hate speeches, incitements, bullying and other offensive comments would hopefully be curbed to the barest minimum if this intervention could be implemented. The conclusion of the study was that Nigerians should be civil in responding to discourse in virtual communities as certain inflammatory, religious or utterances based on ethnicity due to an uninformed perspective usually display one's poor knowledge on issues of national interests

The findings of this study revealed that majority of the participants agree that due to Facebook familiarity and Nigeria's religious colouration, there is a display of disrespect, insolence and deep arrogance to other interactants online. The study further identified and revealed other barriers such as differences in cultural backgrounds and opinions, lack of politeness, prejudging and filtering, name calling and insults. The study proposes that social media platforms as virtual communities should be regulated with full implementation of the law and its sustenance, regardless of individuals having power to make their own choices about the kind of languages they use within virtual communities and considering its effect on other online users. Vulgar languages, hate speeches, incitements, bullying and other offensive comments would hopefully be curbed to the barest minimum if this intervention could be implemented. The conclusion of the study was that Nigerians should be civil in responding to discourse in virtual communities as certain inflammatory, religious or utterances based on ethnicity due to an uninformed perspective usually display one's poor knowledge on issues of national interests

The aim of this investigation is to study customary marital practices among the amaXhosa in order to establish their effect on modern amaXhosa society. In addition, this includes other discriminatory practices, such as the diminished status of wedded women. Within the study, the social status of women before and after 1994 is dealt with as depicted in the selected texts. The study further determines the current social status of married women under the current dispensation and finds out whether the rights of married women are sufficiently recognised in the texts under discussion. It is clear therefore that whilst Africa has made good progress on the political front, the same cannot be said for some of the cultural values that are still adhered to in the present age. This applies in particular to the rights of women in an African society. Globally, women and girls suffer the harmful and life-threatening effects of discriminatory traditional and cultural practices that continue under the guise of social, cultural and religious ceremonies. In the democratic South Africa, there is growing concern and awareness that some cultural practices are harmful to women and girls. The study analyses a number of texts namely, novels and drama, that were published before and after the 1994 era in South Africa with aims and objectives being outlined in Chapter 1. Chapter 2 is devoted to the theoretical framework, which includes the general theory pertaining to the status of women, feminism and human rights. Secondly, it deals with African theory pertaining to the status of African women as well as their rights; finally, it reflects on the role of women in societies where traditional marriage custom is still in use. Chapter 3 analyses the depiction of customary marriage as a theme in isiXhosa prose before and after 1994. Chapter 4 examines the depiction of customary marriage in v isiXhosa drama before and after 1994 and focuses more on human rights elements. Chapter 5 summarises the arguments distilled from the analysed works. The researcher came to the conclusion that the practice of forced marriage does not occur in amaXhosa society only but it is also found on a wider scale on the rest of the African continent and beyond. The study was concluded with a set of recommendations that were made to combat the scourge of anti-feminism that is found in modern society.

Development communication for water conservation in rural and peri-urban communities : a study of three district municipalities in Eastern Cape, South Africa

- Description: South Africa continues to ramp up public campaigns to rein in escalating water demand amid dwindling and erratic supply. One of the objectives of the campaign is to reduce water demand in urban areas to 15 precent by 2030 through water conservation and water demand management strategies. While the water conservation drive continue to gain traction among commercial and urban water users, it does not appear to resonate with rural and peri-urban residents. Using the pragmatic convergent parallel mixed methods approach consisting of the quantitative and qualitative methods such as survey, focus groups, and indepth-interviews and observation, this study explored the water conservation attitudes, behaviour and intentions of rural and peri-urban respondents in four Eastern Cape communities in South Africa, and to determine if any factors influence their attitudes and behaviour. The study also attempted to determine whether a dialogic approach to communication about water conservation is likely to lead to positive change in attitude and behaviour. The questionnaires were distributed personally by researcher and trained assistants but respondents were left to complete the questionnaires at their convenience and in their own pace but within a negotiated period of five working days. The collected data were analysed using both parametric and non-parametric methods. The nonparametric methods used include thematic analysis. Transcripts of focus group and individual interviews were coded using Nvivo, while quantitative data was analysed in SPSS and presented in simple frequency and cross tabulation. Regression analysis was used to establish the influence of attitude, subjective norm and perceived behavioural control on water conservation intention. Results revealed respondents consider water conservation important and are favourably disposed to conserving water. Although peri-urban and rural residents considered water important and would want to make effort to conserve water in the future, not all considered water conservation an overarching social priority and, as a result, are generally passive or indifferent to water conservation. The indifference appears to be underpinned by residents’ beliefs about water. Further analysis showed that peri-urban residents have stronger positive attitude towards water conservation and greater intent and commitment towards water conservation than their rural counterpart. Attitude, subjective norm and behavioural control emerged as significant factors influencing water conservation intentions of respondents. The findings suggest that water curtailment behaviours were the prevalent water conservation activities rural and peri-urban residents engaged in, while water efficiency behaviours was very poor among the population. Factors such as cost, need, knowledge and locus of control had significant influence on residents’ water conservation behaviour and intentions, especially in purchasing or installing water efficient appliances. The study found no significant relationship between sociodemographic such as age, level of education and home tenure on resident’s water conservation behaviour or intentions. The findings indicate that many rural and peri-urban communities do not have adequate information on water conservation, what to do, how to do it and why it should be done and this affects their water conservation behaviour. It was also found that engaging residents through participatory dialogue is effective in raising awareness and stimulating interest in water saving activities. The study concludes that rural and peri-urban residents are yet to develop a social ethic of water conservation. The study highlights the need for concerted education and awareness campaign around water issues so as to build community knowledge and support for water conservation. But to encourage residents to make adjustment in deep-rooted “beliefs, habits, or practices” and change to a sustainable water use behaviour in the face of scarce water supplies and increasing demand, requires not just communication to inform and persuade, but also development communication to foster mutual understanding and collective action.

The Department of Basic Education, school administrators and School Governing Bodies are not left out in the search for a distinct approach that would be able to assist teachers and also accommodate diverse learning abilities found in the classroom. The purpose of this study is to investigate English Second Language teachers’ awareness and implementation of differentiated instruction in selected high schools in the Eastern Cape Province, South Africa. The objectives were to find out the extent to which teachers adopt differentiated instructions in their classes: to examine teachers’ narratives about differentiated instruction and the alternative instruction teachers’ use in their classrooms. The study was anchored on the socio-cultural theory, multiple intelligence theory and learning style theory. It employed a mixed method research and triangulation, which was very beneficial for the validation of the research findings. It followed a case study exploratory design and descriptive survey design. A purposive sample of hundred and six (106) participants were used in the study. The quantitative data were analysed using tables, frequencies and percentages while the qualitative data were analysed thematically. The findings of the study revealed that ESL Grade 10 high school teachers were not aware of the term “Differentiated Instruction” even though to some extent they adopted DI approach. Teachers had mixed narratives about DI implementation and they used different alternative instructions during their lessons. The researcher recommended that teachers should be introduced to DI approach and be given more assistance, motivation, exposure and trainings in the form of conferences and seminars on proper DI implementation. Also teachers should be encouraged to continuously develop themselves academically in order to adjust to the new trend of managing the diverse learners that exist in their classes and in differentiating instruction with technology.

Diversion Programmes and Empowerment: A Case Study of Young Offenders’ Experiences in the Buffalo City Metropolitan and Amathole District Municipalities in the Eastern Cape Province of South Africa

- Description: Crime amongst the young in South Africa has been high since the attainment of democracy in 1994. Diversion programmes were established through the National Framework Chid Justice Act of 2008, as part of a plethora of measures to curb the ever spiralling problem of crime amongst the youth. The purpose of this thesis was to investigate the experiences of young offenders regarding their empowerment vis-à-vis diversion programmes in the Buffalo City Metropolitan and Amathole District Municipalities in the Eastern Cape Province. Underpinned by the Empowerment and Social Control Theories, the study adopted a qualitative research paradigm and used focus group discussions and in-depth interviews amongst thirty-five young offenders and five social workers, who work as probation officers at NICRO, to collect data, which was analysed using thematic analysis. The major findings indicated that diversion programmes are effective in reducing the number of children who commit crimes in these two municipalities and in influencing their behavioural change, resulting in fewer chances of re-offending. The Life Skills Programme was identified as the most effective programme, in comparison to the other programmes, such as the Community pre-trial Service Programme, in changing the behaviour of the young offenders, as it helps them to discover themselves; learn respect for the self and others in the community; help with family and community reintegration; and helps them focus on who they want to be in the future. In spite of such positive attributes for the diversion programmes, the study observed that there are challenges being faced by the implementing organisation, NICRO. These include high caseloads; lack of support from the probation officers who refer young offenders; limited support from parents; paucity of financial resources; lack of transport; poor v coordination from the courts; and delays in the implementation of some accredited but not credited programmes. Overall, the study concluded that diversion programmes in the Buffalo city Metropolitan and Amathole district municipalities in the Eastern Cape suffer due to weak partnerships between different organisations and stakeholders that are supposed to complement the efforts of the judiciary. From the research findings above, it is recommended that the Child Justice System should promote a multi-sectored approach in order to restore and reunify all the stakeholders, working with children in conflict with the law. This adds more roles and responsibilities for the various stakeholders, such as the Department of Justice and Department of Social development. Furthermore, there is a need to increase the monitoring and evaluation of diversion programmes to advance accountability and improve effectiveness; and there is a need to enhance the efficiency of accrediting authorities to timeously accredit other diversion programmes that, so far, have not yet been accredited, but may be useful in empowering young offenders. Therefore, the study proposes an extension of the framework with additions of strategies to support diversion programmes at NICRO, through a stakeholder extension to the model allocating more roles and responsibilities for stakeholders in the Child Justice system, in order for diversion programmes to effectively achieve desired goals.

Therefore, the study proposes an extension of the framework with additions of strategies to support diversion programmes at NICRO, through a stakeholder extension to the model allocating more roles and responsibilities for stakeholders in the Child Justice system, in order for diversion programmes to effectively achieve desired goals.

Donor support, electoral dynamics and democratisation in South Africa :the case of the Buffalo City Metropolitan Municipality, Eastern Cape

- Description: This thesis is on Donor Support, Electoral Dynamics and Democratisation in South Africa with particular focus on the Buffalo City Municipality of the Eastern Cape. The main aim of the thesis is to investigate and highlight the global outlook of donor support perspectives and conditionalities and to examine the basic tenets of democratisation and link them to the interplay of the electoral dynamics that influence grassroots political participation. Furthermore, the study attempts to ascertain the involvement and perceptions of local communities with regard to the role of donor support in democratic governance, development and electoral dynamics. In this era and dispensation of democracy, the fledging democratic institutions require substantial donor support to perform their constitutional mandatory obligations. Most of this support had traditionally come from government. Given the weight and pressure on the government budget, the widening unemployment and inequality in South African communities, there is the need to solicit assistance from development partners for electoral administration and development. The current study, therefore, investigated community voters, political parties and the Elected or Nominated Councillors’ perceptions of donor support and democratisation. This thesis further investigated the roles and functions of the Donor Agency, the Independent Electoral Commission (IEC) and Buffalo City Metropolitan Municipality (BCMM) in donor support, electoral administration and democratisation. The study utilized a mixed method approach where 384 structured questionnaires were administered and 52 in-depth interviews conducted with the respondents. The study made use of a systematic empirical inquiry and literature review to understand its subject matter. It did not only scrutinise data previously collected by other researchers but also utilised information from other sources such as tabloid surveys, brochures, bulletins and the internet. Thus, this strategy is ideal for the present study which seeks to capture the views, experiences and feelings and understanding of party officials. This study utilized the Development aid theory, political party and democratisation theories, Gouldner’s theory of Moral Norm of Reciprocity and Social Support in combination with Larzasfeld’s Voters’ behaviour theory and the social justice and equity perspective as elements of the theoretical framework.The purpose of achieving electoral confidence among the citizens is to demonstrate the value of electoral dynamics and perspectives of democratization that forms an expressed vi indicator of the relationship between politics and development. The electoral dynamics that shape political institutions, governance and its discourses in any democratic enterprise include: party affiliation, party and donor support mobilisation, voting patterns, government and the state agency’s performance. In addition, it includes economic policies towards poverty alleviation, service delivery, ethnic politics and all the state democratization policies which are pursued to bring greater relief to its citizens. Correspondingly, it is geared towards creating a balanced relationship on the donor-recipient equation and to ensure socio-economic well-being to the citizens guided by reciprocity, good governance, transparency, accountability and social justice.The emerging findings indicate that most political parties and elected councillors in the municipality receive donor support beside the traditional sources that we know such as membership dues, party subscriptions, levies, state sponsorship,fundraising for special projects and sale of souvenirs. Some of the sources were from international community and Non-Governmental Organisations (NGOs). The study found that donors require huge returns on their support and investments. The IEC and BCMM were largely funded by Treasury for their projects and programmes. However, the BCMM also gets substantial support from sister-city relations with other municipalities abroad. Some community voters hold the view that political party funding opens the doors for the hijacking of democracy. Others hold the opinion that dishonest donors corrupt weak governments, undiscerning officials and immoral leaders. Nevertheless, some political party officials felt that donors were not all that evil. They hold the view that genuine donors help to build the capacity of officials and strengthen party structures, thereby deepening democratic ethics and culture. They were of the view that good donors promote transparency, accountability and good governance to strengthen the pillars and the threshold of democracy and the democratisation processes in emerging states in sub-Saharan Africa. On the basis of these findings, the core argument of this study is that donor support induces democratisation which mainly benefit donor communities and municipal elites at the expense of local communities. Nevertheless, the perception that development projects funded by donor agencies are meant for donor poverty alleviation, despite the absence of visible effects of trickle down, account for community members’ participation in the electoral system.

- Description: Globally, countries, institutions, and organizations are investing time, resources, and human capital on finding best solutions to address poverty, inequality and unemployment; and importantly on achieving sustainable development. This study sought to investigate how social enterprises in Buffalo City Metropolitan Municipality (BCMM) contribute to sustainable social development within the municipality and the country at large. The study endeavoured to answer the following research questions: what is the knowledge level among the selected stakeholders on social enterprise in BCMM? What is the scope, application, and sustainability of selected social enterprises in BCMM? What is the contribution of selected social enterprises in social development in BCMM? What are the bottlenecks associated with the application of social entrepreneurship in BCMM? These questions were answered through mixed methods approaches and techniques, where both qualitative and quantitative data was collected and analysed. The data was collected through in-depth interviews (key informant technique) and a min-survey which was administered to users of the social enterprises. Qualitative data was analysed thematically, while quantitative data was statistically analysed with help of SPSS software. The interpretation of the findings was premised on pragmatic and transformative paradigms. The study further used theoretical lenses such as empowerment theory, capability approach and positive theory of social enterprise to support and explain the findings. The main findings showed that: the selected stakeholders conceptualized social enterprises through the African lens of communal living; the social enterprises widely provided their services across a range of sectors and geographical locations; the social enterprises had direct and indirect contribution to socio-economic development in BCMM. This was specifically through provision of employment, training and skill development among others; the future of social enterprises in the country is bright as many sectors presented opportunities for social investment; and social enterprises face financial constraints, lack of skills in the sector, and competition from the mainstream market. The recommendations from this study address government entities, social services providers and practitioners, social enterprises, and researchers on pertinent endeavours to improve the growth and development of social enterprises. The study concludes that social enterprises are: vital vehicles of socio-economic development, more especially for the marginalized segment of the populations; tools for reducing inequality; platforms for innovations, community participation and conduits of empowerment interventions. Thus, social enterprises play dynamic role and presents potential for capable sustainable social development in the local communities and the South African community at large.
