- Description: The purpose of this study is to critically analyse the functionality of School Governing Bodies (SGBs) in selected rural and township public schools in the East London Education district in the Province of the Eastern Cape. The study will examine the challenges that limit SGBs in discharging their responsibilities and functions as envisaged in sections 20 and 21 of the South African Schools Act, 1996 ( Act 84 of 1996). Particular attention will be paid to factors that limit SGBs in financial management, procurement, fund raising, policy understanding or lack thereof in regard to school finances, finance policy development and implementation and recommendation to the Head of Department the employment of teaching and nonteaching staff of the school. The central question is whether or not SGBs are able to understand legislative framework that empowers them to discharge their roles, functions and responsibilities in school governance. The study will examine whether or not SGBs are empowered adequately to understand, and therefore implement, for example, the Public Finance Management Act, 1999(Act 1 of 1999) as amended which determines how public finances must be managed. A qualitative study will be conducted by selecting and sampling one rural primary school and one high school, one township primary school and one high school. Sampling will be drawn according to the functional areas and membership of SGB of an ordinary public school as envisaged in section 23 (2) (a) to (d) of the South African Schools Act, 1996. Questionnaires will be developed for data collection from the focus group as data sources. Each SGB from each school will be interviewed separately so that the researcher is able to handle a small sample at a time and to get as much data as possible. It is generally assumed that the levels of literacy in rural areas and townships is at low levels, thus, affecting the SGB in understanding policy and legislative framework that empowers SGBs to function as required by law. The study will therefore examine these assumptions and recommend how the Functionality of the SGBs can be improved. Policy adjustments and amendments will also be suggested.

An appropriate research design selected for this research project is the empirical study that utilises the primary data sourced through a survey. A v survey has been conducted targeting different respondents in the legislature community. Findings reveal that in order to improve working relations an enabling environment in the ECPL should be created. Effective and user friendly systems and standard operating procedures should be put in place. Findings also reveal that interaction between management and the union takes place mainly around bargaining issues. Managament and NEHAWU do not trust each other and as a result of that relations are poor. Again, findings reveal a strong support by management and NEHAWU for the development of a “model to improve relations between management of the Eastern Cape Provincial Legislature and NEHAWU”. After analysing and interpreting the findings, the study recommends a model that will help improve working relations between management and NEHAWU. The proposed integrated model deals with institutional strategy that is informed by national policies and legislations, structure (inclusive of MPLs, management and the labour union), systems and standard operating procedures and cultural re-invigoration. Central to this model is an effort to build a team with a common purpose. The model recognises the importance of inter-relation and inter-dependency of its various elements in order to build a successful organization and to cultivate good corporate governance.

A socio-economic impact analysis of selected national development agency funded projects in the Eastern Cape province

- Description: The South African government cannot in isolation deliver all the community needs as expected. Therefore, the involvement of all the sectors becomes crucial in the fight against poverty, largely due to the fact that the delivery of services (community needs) by the public sector does not balance with the amount of the resources allocated. This implies that government cannot successfully manage to deliver the community needs in isolation. A shared service delivery strategy to support the socio-economic development initiatives towards sustainable shared growth is therefore essential. The Public-Private Partnerships and Public-Public Partnership have emerged as alternative measures or important public policy tools in addressing the ‘shared delivery’ of services to the general public of South Africa. As a result of high levels of poverty experienced by the people of the Eastern Cape, in fact by the larger South African population, major interventions by NGOs, CBOs and other civil organisation are gaining momentum. Likewise, the establishment of the National Development Agency as mandated is also a public policy tool that looks into improving the socio-economic development of the local communities. Such interventions and partnerships therefore have a big role to play in support of the ANC led government to effectively deliver on its mandate, thus ensuring improved citizen’s welfare. Importantly, what triggered the undertaking of this study are the high levels of poverty, poor local economic developments and poor monitoring and evaluation of the funded projects in the Eastern Cape. In this study community and poverty in developing South Africa is well discussed. Attention is drawn to the whole idea of socio-economic development - simultaneously touching on the socio-economic shift in SA. Local Economic Development is also discussed with its LED dimensions, including business developments within the two said districts. The main aim of this study is to establish the extent to which the interventions by National Development Agency ‘Public Entity’ have improved the socio-economic development of the rural local communities in the Amathole and OR Tambo Districts towards sustainable and shared growth. The study includes a conceptual meaning of the public sector in general with its key service delivery role players. The study also includes the conceptual theoretical basis of the socio-economic development with specific reference to South Africa then cascades down to the study areas. Under the same note, a detailed explanation is also given on the nature of Public-Private Partnership (PPP) as a model for improved socio-economic development. Conceptual presentation of the Public-Public Partnership (PPP) for shared service delivery is also alluded to.

Furthermore, the study found that control measures for dealing with absenteeism are not properly applied in many schools and there is no consistency in the manner in which they are utilised by school principals. The study also found that school principals are struggling to manage absenteeism to the extent that some of them are not sure how to deal with educators who abuse leave. The study recommends that school principals should be empowered on leave management through various forms of training which include workshops.

However, the objectives of the study were to: Assess parental involvement in school governance in selected high schools in Zwelitsha, King Williams Town District in the Province of the Eastern Cape; To determine the nature and extent of parental participation in school academic activities; To examine the role of parents in the school governing body; To determine measures that can be taken to encourage the participation of parents in school governance These objectives have been achieved by providing empirical evidences which shows that the levels of parental involvement in the previously disadvantaged high schools are very low. This is related to the parents’ level of education. Parents who are literate are more involved than those are illiterate. This research also reveals that high v. levels of working parents contributes to the low levels of parental involvement in school governance. Most parents in this area know nothing about school governance and those that are aware are not keen to be involved. The class structure of the society has an influence in the participation of parents in school governance. Parents’ meetings that are held on Sunday afternoon are a challenge to parents that come from the villages outside Zwelitsha because of the scarcity of transport on this day. and these situations discourage them from being actively involved in their children’s education. The study provides the factors that cause non-involvement of parents in school governance. Subsequently, the following strategies for participation of parents in school governance were given: Capacitating of parents Establishment of teacher-parent collegiality Recognition of cultural capital Establishment of parent organisations Utilisation of non-governmental organisations Establishment of centres of learning. This study also indicates the following strategies that may assist to enhance the parental involvement in school governance: Parents engagement and empowerment Co-operation between schools and parents Collaboration with other community, private and other public institutions Invitation of complaints and welcoming of criticism. In conclusion, the findings provide clear indication that the participation of parents in school governance is low. Recommendations that could assist the schools to encourage and to enhance parents to participate in school governance are given.

- Description: Rural-urban migration appears to be an ongoing process in South Africa. This is attributed to various reasons. In itself, the process contributes towards an ongoing demand for services such as housing, water, sanitation and transportation systems. Rural – urban migration plays a key role in urbanization. The living conditions in rural areas appear to be the main contributing factors towards rural-urban migration. This indicates that the challenges facing rural communities include the creation of conducive environments within those communities. Hence, the issue of rural-urban migration should be addressed from the spatial and socio – economic perspectives. In an attempt to address human settlements needs, South Africa has a policy framework which supports the right to housing as it has been accorded to South African citizens by their Constitution. The objective is to ensure that there is adequate housing for South Africans. This study investigated and analysed the relationship between rural-urban migration and housing delivery in Clermont Township in the Province of KwaZulu-Natal. The participants included the residents of Clermont Township and the representatives of the eThekwini Municipality. Among others, the study found that rural-urban migration is an ongoing process which affects housing delivery in urban areas. As a result it continues to make the objective of ensuring that there is adequate housing for South Africans unattainable. Hence, attention should be paid to the effects of rural-urban migration in housing delivery.

This study investigated and analysed the relationship between rural-urban migration and housing delivery in Clermont Township in the Province of KwaZulu-Natal. The participants included the residents of Clermont Township and the representatives of the eThekwini Municipality. Among others, the study found that rural-urban migration is an ongoing process which affects housing delivery in urban areas. As a result it continues to make the objective of ensuring that there is adequate housing for South Africans unattainable. Hence, attention should be paid to the effects of rural-urban migration in housing delivery.

Explicitly pro-poor public policies, development plans and fiscal frameworks were anchored on the concept of community empowerment. The Reconstruction and Development Programme was the first such policy and strategy framework that sought to enshrine the principles of community empowerment and participation. As such, Provincial and Local government are often seen as key strategic drivers of community empowerment initiatives and interventions. South Africa’s governance model is still evolving, but it is clearly committed to local development and service delivery through a decentralised system of government that espouses community involvement. Government strategy has been heavily focused on speed and delivery in order to deal with the historical socio-economic backlogs it inherited. In the focus area of youth development projects, one recognises that poor management has dramatically reduced the effectiveness of many interventions. This research explores how non-adherence of these projects to policy guidelines set out in the Community Development Systems and Operations Manual has contributed to their failure. The research does this by looking at the various management procedures that are supposed to be undertaken during both the initial planning phases and during the subsequent implementation phases of youth development projects. Actual methodologies are compared against this standard. The research is undoubtedly a contribution to the field of strategic management of youth development initiatives which have as their primary intention the reduction of youth unemployment. Research surveys on this topic are limited, and the objective is to enrich the discourse on effective youth projects management practices.

However, the objectives of the study are to: - Analyse the challenges of decentralisation by SETAs in the Province of the Eastern Cape; - Provide an overview of the impact of SETA provincial offices on requisite skills in the province; - Investigate the advantages and disadvantages of decentralising SETAs in the provinces. These objectives have been achieved by providing empirical evidence as indicated in chapter four, where it shows that participants believe that decentralisation promotes efficiency and SETAs in the Province of the Eastern Cape are not granted discretionary powers to make decisions a primary reason that leads to delays being experienced. This lack of discretionary power is proof that decision-making is still centralised. The study has the following strategies for the SETAs in the Province of the Eastern Cape to carry out their skills development mandate: - Clear strategic intent about SETA provincial offices; - Sector Skills Plans (SSP) to reflect provincial focus; - Provincial offices to exercise some discretionary powers; - Adequate financial resources; - Skilled workforce. In order to be more effective and efficient, a variety of recommendations to SETAs, with respect to decentralisation of SETAs, were made. It is hoped that these recommendations assist in improvement of the implementation of a decentralisation strategy. More importantly decentralisation of SETAs should allow and enable branch offices to exercise discretionary powers. In addition, they should have adequate financial resources to manage their affairs.

Municipalities are supposed to encourage the involvement of communities and community organizations in the matters of local government. Municipalities are obliged to establish ward committees and ensure that they succeed in facilitating public participation. However, critiques contend that ward committees have not been able to live up to expectations. The institution is said to be faced by countless challenges that inhibit its functioning. This study has, therefore, been undertaken with the purpose of analyzing the factors that affect the performance of ward committees in the Buffalo City Municipality. The research found that ward committees in the municipality were properly constituted, functional and handle serious issues for the benefit of communities. Communities are not very interested in ward committee meetings and do not solicit assistance from them. Based on the results of this study, the following are the factors which compromise and limit the ability of ward committees to facilitate public participation: lack of remuneration, low levels of education and skills, unavailability of information on municipal issues and activities; and a lack of municipal support. Following the research, it is recommended that municipalities put in stringent measures to detect and curb corrupt practices in ward committees. On annual basis they should provide a meaningful budget allocation for the remuneration and provision of facilities and equipment necessary for ward committees to effect public participation. - Description: The South African Department of Health, like the health departments of many other countries, has reviewed its policies to focus on the delivery of comprehensive Primary Health Care (PHC). The South African health care sector is undergoing major restructuring in an attempt to address the inadequacies resulting from the fragmentation and duplication of health services in apartheid South Africa. Following this restructuring, the decentralisation to health services has been adopted as the model for both the governance and management of health issues (Department of Health, 2002:7). Before 1994, local government health departments were rendering certain primary health care services in terms of the Health Act 63 of 1977. Post 1994, the Constitution of the Republic of South Africa 1996 (Act 108 of 1996) classified primary health care as a provincial function. Based on this classification, primary health care services in South Africa are now being provided by two authorities, namely local government and provincial government, in the same community. Thus, in the Nelson Mandela Bay Municipality District, primary health care services are rendered by two authorities, namely the Nelson Mandela Bay Municipality and the Nelson Mandela Health District of the Eastern Cape Department of Health. These authorities are targeting the same community, with the same PHC package, with different sets of conditions of service, salary structures, infrastructure, accountability and authority. Such differences are believed to have impeded functional integration, depleted human resource capacity in rendering an effective and efficient PHC system and resulted in inefficient budget spending by both authorities. The problems of location, duplication and fragmentation of primary health care provision in the Nelson Mandela Bay Municipality District are not conducive to optimal service rendering. This will be resolved only once a unified, single integrated health service has been established. This study was undertaken to explore and describe the views of health practitioners with respect to the location of primary health care within the Nelson Mandela Bay Municipality District. The research design of this study was a quantitative, explorative, descriptive survey. Healthcare practitioners, like management, doctors and nurses, were asked to respond to a structured questionnaire. The findings of the study indicate that while health practitioners may hold diverse views on where primary health care should be located, they agree that a unified, single PHC authority would be desirable. Although primary health care is a combination of task-orientated basic health services and the process of community development, it is important that the authority of choice should ensure the highest possible quality through an integrated process, taking into account local needs. The recommendations made by the researcher on the conclusion of this study cover the principles on which a successful strategy for implementing primary health care should be based, including the need to create sustainable communities. It is hoped that the recommendations offered, will contribute to the more effective and efficient implementation of comprehensive primary health care services in Nelson Mandela Bay and also elsewhere in South African local government.

- Description: The South African Department of Health, like the health departments of many other countries, has reviewed its policies to focus on the delivery of comprehensive Primary Health Care (PHC). The South African health care sector is undergoing major restructuring in an attempt to address the inadequacies resulting from the fragmentation and duplication of health services in apartheid South Africa. Following this restructuring, the decentralisation to health services has been adopted as the model for both the governance and management of health issues (Department of Health, 2002:7). Before 1994, local government health departments were rendering certain primary health care services in terms of the Health Act 63 of 1977. Post 1994, the Constitution of the Republic of South Africa 1996 (Act 108 of 1996) classified primary health care as a provincial function. Based on this classification, primary health care services in South Africa are now being provided by two authorities, namely local government and provincial government, in the same community. Thus, in the Nelson Mandela Bay Municipality District, primary health care services are rendered by two authorities, namely the Nelson Mandela Bay Municipality and the Nelson Mandela Health District of the Eastern Cape Department of Health. The aim of the study was to investigate the extent to which there is or there is no alignment amongst these. The study articulated the background of municipal planning in terms of the provisions of enabling pieces of legislation. It further provided a conceptual and theoretical framework for integrated development planning within the local government sphere. The literature raised critical issues revolving around the importance of the district municipality in achieving congruence of development plans of the district and those of its local municipalities. The data was collected using a combination of qualitative and quantitative approaches, to realize the objectives of the research study. The methods used to collect data included, document study, interviews, observation, and questionnaires. The study findings showed that, there is a lot of planning efforts put into achieving alignment of the IDPs of the District and local municipalities under it. The study concluded that, with this good planning by the district municipality a correlating hands on support and monitoring by the municipal unit needs to be firmed up. The recommendations are an evidence that there are processes deliberately put in place by the District municipality to ensure alignment between the IDP of the District and those of its Local Municipalities.

The local sphere of government is mandated to provide developmental and accountable local government and to ensure the provision of basic services to communities in a sustainable manner. The Department of Provincial and Local Government Community-Based Workbook and Guide provided that local government legislation has been put in a place to enable South Africa to constructively work towards providing basic services and improving the social and economic lives of citizens. As local government is the sphere of government where delivery takes place at community level, it is important to ensure and secure the support and participation of communities. It is critical to mention that local government faces many challenges in providing services that will contribute to developing a peaceful, stable and healthy environment. In adherence to Local Government legislation, which includes, inter alia, the Municipal Systems Act and the Municipal Finance Management Act, the local authorities are required to provide systems and processes to enable public participation processes in the affairs of the municipalities. This requirement is mandatory to ensure that citizens contribute by making input in the planning of the municipality. Amathole District Municipality adopted a Public Participation and Petitions Policy to ensure that citizens participate in the activities of the municipality. The main purpose of this study was to establish whether those structures are effective and whether the municipality, in its planning processes, considered the views and input of the communities. The study investigated the extent of community participation in municipal planning and performance and also investigated the effectiveness of ADM community participation strategies. Quantitative research methods were used to collect data for the study. The research questionnaire covered a wide range of council related activities ranging from knowledge of local government legislation relating to public participation, understanding of public participation processes by councillors, compliance of the municipality with public participation processes and related legislation and feedback to communities on the input they make to the Integrated Development Plan (IDP) and the Budget planning processes. The questionnaires were administered to all Councillors within the municipality to ensure that all municipal programmes were covered, and the Executive Mayor, Council Speaker who ensures that council resolutions are implemented and the Chief Whip of Council, who is responsible for the welfare of all political parties in Council. There was also the inclusion of the Chairperson of the Municipal Public Accounts Committee who is responsible for oversight and monitoring the performance of the Executive. The sample group was carefully chosen to represent a wide range of councillors who serve in the ADM Council. The positive response rate therefore provided an acceptable scientific basis for analysis and objectivity to the study.

The research objectives included, inter alia; assessing employee perceptions towards effective administration of PAs, assessing perceptions of employees towards the fairness of the PA process, identifying the motivating factors for the improvement of employee performance and identifying the challenges facing the PA process. To achieve these objectives, a mixed methods research approach was used. The mixed methods approach utilised a combination of qualitative and quantitative research methods. The sample was selected using a purposive sampling technique whereby employees with tenure of at least one year and above in the organisation were targeted. Employees who met this criterion were considered to have reasonable understanding of the PA process and practice of Stats SA. The literature review for this study revealed that employee perceptions towards the PA process are crucial in determining the long-term effectiveness of the PA system. It also emerged that the appraisal process can become a source of extreme dissatisfaction when employees believe the system is biased, political or irrelevant. The findings revealed that 65% of employees perceive the administration of PAs as ineffective whilst 35% of employees consider PA administration at Stats SA to be effective. Ineffective administration of PA was further confirmed by 81% of managers who stated that the evaluation process is not integrated effectively with other human resource (HR) processes at Stats SA. Furthermore, 58% of employees are not satisfied with the fairness of the appraisal process. These negative perceptions towards the PA process were reaffirmed by 88% of managers who also indicated that they are not satisfied with the fairness of the PA process. The research showed that the motivating factors for improving job performance include allocation of adequate resources, training, recognition and appreciation, improved communication along with a good working relationship as well as a performance bonus. According to the research findings, 45% of employees consider the current Performance Management System (PMS) at Stats SA as having a motivational effect on staff to improve their performance whilst 42% held a contrary view and 13% were unsure. The respondents identified the challenges facing the PA process at Stats SA, namely; favouritism and bias, dropping of scores by the provincial moderating committee without clarifying the criteria followed, supervisors scoring themselves high whilst scoring those who are doing the work on the ground low, failure by HR to provide guidance and training on performance management (PM), failure by supervisors to provide performance feedback after the appraisal process, failure to comply with PM policies and procedures, the ambiguous role of the provincial moderating committee, and a narrow focus on monetary reward. The findings suggest that the effectiveness of a Performance Management System (PMS) such as the Performance Appraisal System depends on the achievement of various purposes and objectives for which the PMS is designed and implemented in an organisation. This requires managers and supervisors to be fully involved and committed in the day to day management of employee performance in order to ensure that the strategic goals of the organisation are fully achieved.

This includes replacement of discriminatory policies with those intended to redress the injustices of colonial and apartheid land dispossession. This study has focused on national land reform programme with specific reference to the land redistribution programme. This has been done by assessing the factors affecting the beneficiaries of the land reform process with reference to the selected land redistribution project in the Cacadu District Municipality in the Province of the Eastern Cape. As a result of this study, key challenges experienced by the beneficiaries of the land reform process were identified. - Description: Staff turnover is a human resource management aspect which occurs in any organisation. It involves the replacement of incumbents who have vacated their posts and left the organisation by the appointment of new incumbents in those posts The purpose of the study was to investigate factors influencing the high staff turnover at Walter Sisulu University and to explore strategies which could be utilized to address it. Management has a responsibility of ensuring that staff turnover remains at acceptable levels within the organisation. Causes of labour turnover and their consequences were investigated. High staff turnover could have negative consequences for an organization. It can dent the image of the institution and also have a negative impact on the productivity, especially when it involves the loss of highly skilled and productive workers. Measurement of staff turnover and models of turnover are also discussed and analysed. Job dissatisfaction as a determinant of voluntary turnover is categorically discussed as well as its components. The relationships between management, job satisfaction, performance and turnover as well as the possibility of reducing staff turnover are also explored. An empirical study was undertaken to determine individual, job, organisational and environmental factors influencing staff turnover among staff at all levels at WSU. Interviews were used in gathering data and the findings include the fact that the high staff turnover at this university is attributed to, among others, job dissatisfaction, lack of job security, lack of development and promotion opportunities. Recommendations were made to address factors that may have an impact on staff turnover at WSU as well as strategies that could be utilised to retain staff.
