- Description: The study investigates the role of women in development which is a favourite topic of the researcher. It investigates some aspects of the process of development involving women. It is obvious that the research was provoked by the legal framework directed at the transformation agenda that represents the democratic process of the country. The role of women, in other sectors, who were excluded from issues of community management, politics and government of the country, became obvious for the researcher due to their strategic role in society which is being undermined. The above view poses the challenge of power-sharing with men. This constituted a huge challenge that emanated from a stereotypical perspective and the fear of the unknown. Considerable pieces of legislation, policies, convention resolutions, conferences and publications became catalysts to intervene in the traditional challenge based on the societal construction. This, to the researcher, presents a clear historical anomaly where government has to address all the streamlining and implementation of policies. There should be sustainability through an Integrated Development Plan. The aim of the historical background of women, as envisaged by the study, is to highlight a contextualised role of women in the development of the transformation process and investigate numerous reasons that impede participation and the readiness of government in addressing these issues. Some questions that the researcher had to as relate to; What the impediments causing non-participation of women are; What elements contribute to the participation of women; What government strategies have unlocked non-participation of women; Why women’s contribution is critical to development; What strategies are deployed by government for women’s involvement? What the socio-economic benefits of participation by women are. It is the researcher’s opinion that the municipality should be complimented on its endeavours. However, they need to establish a strategic programme for empowering women to participate in development as a human rights issue.

- Description: Community participation in municipal affairs is the bedrock of participatory democracy, and it has been hailed as the panacea for most public community programmes in South Africa. High-level public community participation empowers communities, increases self-reliance, self-awareness and confidence in self-examination of problems and seeking solutions for them. Community behavioural changes are promoted and utilisation and support of services is facilitated, which are of great significance to all community efforts, especially in areas where the service delivery rate from municipalities is low. The vehicle for driving community participation is the system of ward committees, legislation that is rooted in the Constitution, the Municipal Structures Act, and the Municipal Systems Act. The study sees community participation as people being involved in government decision-making that affects them directly or indirectly. It involves three types of action, namely facilitating rational deliberation, creating and communicating moral principles, and expressing personal and group affects and needs. This research investigated the role of ward committees in enhancing community participation from a South African perspective. Municipalities are organisations tasked with ensuring the equal distribution of services to local communities. Municipalities were chosen on the basis of commitment to communicate effectively with the community and in turn to encourage the community to participate fully in municipal activities. The study is conducted within the parameters of the Constitution of South Africa (1996), which mandates local government to provide a democratic and accountable local government, and to encourage the involvement of communities in the matters of local government. Section 152(1)(e) of the Constitution stipulates that the objective of local government, amongst others, is to ensure the involvement of communities and community organisations in matters of local government, and section 73 of the Local Government: Municipal Structures Act (Act No. 117 of 1998), further requires municipalities to establish ward committees in a manner that seeks to enhance participatory democracy at the local sphere of government. The study therefore investigated the role of ward committees in enhancing community participation. Ward committees are advisory bodies created at ward level in terms of the Municipal Structures Act (Act No. 117 of 1998), and consist of the ward councillor (who is the chair) and not more than 10 members representing diverse groups within a particular ward. The White Paper on Local Government (1998) further indicates that municipal councils should promote the involvement of citizens and community groups in the design and delivery of municipal programmes. A literature survey was conducted to investigate and conceptualise the role of ward committees in enhancing community participation, and to determine the responsibilities of ward committees in municipalities. A desktop approach was used to track down useful existing pre-published information (also known as secondary research), with the data collection coming from secondary sources, such as municipal records. A number of recommendations regarding the improvement of ward committees were made. Recommendations are provided for enhancing community participation in different municipalities in South Africa. It is envisaged that these changes could impact positively in encouraging community participation and ultimately improve service delivery.

- Description: The aim of the study is to establish the challenges that are experienced by traditional leadership that are prohibiting them from performing their roles. The reality is that despite the fact that there are guidelines on roles of traditional leaders, policies that are in place that entail the roles of traditional leaders, there are always problems such as disputes, grievances and complaints of unfair treatment by traditional leaders. The study seeks to explore the community of Mbhashe Local Municipality that has been hailed in developing its communities through the traditional leadership. This study shows the lessons learnt in this municipality that could be utilised as a model for other areas and thus assist in the improvement of other communities through similar relationships. The objectives of the study are based on the above introduction and problem statement namely: those traditional leaders, who have a role to play in the development of their communities, they have a potential to contribute towards the development by involving government departments and other relevant stakeholders with potential to develop the rural communities. The reality is that government has not succeeded in empowering the traditional leadership institutions in terms of development, their roles and functions. The study seeks to establish the meaningful roles and functions of the traditional leaders in their communities with reference to the local governments of municipalities. The study is conducted within the qualitative and quantitative paradigm, based on a literature review, personal visits and interviews with traditional leaders and elected municipal councillors of municipalities and community members. The study concluded by arguing that traditional leaders do have a role to play in the development of their rural communities also government has a big role to ensure that the Traditional Leaders are capacitated. The study therefore seeks to explore the reasons as to why some traditional leaders are not playing their roles as expected, what can be done to improve their understanding of their role in terms of development. The conclusion of the study is based on the fact that the institution of traditional leadership in South Africa dates back to the pre-colonial era. The power and influence of traditional leaders in South African societies has been weakened over the years due to the adoption of Western style political systems. However at the dawn of democracy in 1994, a lot of effort includes legislative and other regulatory steps aimed towards the empowerment of traditional leaders in areas where there is customary law system. Traditional Leaders have served as the spokesperson of the people as well as bringing the gap between the government and the people. The results of the study found that traditional leaders are pivotal in the community development programmes in the Mbhashe Local Municipality. Traditional leaders need empowerment in local government through a vivid policy framework aimed at establishing how they can actively partake in the affairs of the municipality. Also the study found that at present, traditional leaders appear to be operationally parallel with councillors, a situation which creates tension and damage to their morale. Such a policy framework would do a lot to give traditional leaders an engagement model, roles and responsibilities at municipal level. More importantly the manner in which they can cooperate with councillors towards sustainable community development needs more attention and intervention from local government.

- Description: In this Treatise, a study is undertaken to analyse and examine the role of school principals in the success of their schools; with specific reference to township high schools in the Port Elizabeth district (P.E. district). The study assumes that P.E. district principals, as leaders and managers should deliver essential services effectively, efficiently, and with optimal use of resources to attain maximum results in school performance. The same is expected of their counterparts in any part of the country, it is not exclusively demanded from PE district principals. In terms of the current education legislation and policy framework, the principals have to account for the performance of their schools. To this end the National Department of Education introduced legislation in 2007 to ensure that principals account to the Head of The Department of Education of the relevant province. Section 16 A of the South African Schools Act (SASA) was introduced by the Education Law Amendment Act 31/2007. The provisions of this section deal with “the functions and responsibilities of principals of public schools.” Specifically section 16A (1) (b) states that “The principal must prepare and submit to the Head of the Department an annual report in respect of: (i.) The academic performance of that school (ii.) The effective use of available resources.” Since the enactment of section 16 A as referred to above, the Provincial Departments have begun to make principals account for the success or failure of learners, for human resource development, financial management, parent involvement in school matters and the active participation of school governing bodies. What should be clear is that the above encompasses all the critical and fundamental aspects that have an impact on the progress of any educational institution. The combination of the two requirements stated above reflects the extent to which the Department of Education is committed to making certain that principals in their respective schools create an environment where learners can achieve their full potential. It is such creation of conducive environments that will enable all learners in the country to achieve equal opportunities in society irrespective of their original backgrounds. This ideal is consistent with section 9 of the Constitution, 1996 which provides for the right to equality of all people. The research, also assumes that leadership is about direction and purpose, while management lays emphasis on effectiveness and efficiency. Leadership and management are fundamental aspects of those duties and responsibilities associated with the position of a school principal. It is further postulated that, a good principal understands that circumstances determine the proportion of each of these elements that is required by any given situation i.e. whether more of leadership or bigger dose management is appropriate in dealing with a certain set of circumstances or not. The study identifies variables that make a school principal a strong leader and good manager and lists the following as the critical focus areas: Balancing instructional and managerial leadership Strengthening the connection between school and home Developing effective leadership Effective teaching practices Staff development The study also assumes that township schools are no exception to those in different parts of the country. Despite some serious daily challenges peculiar to the township situations, these schools still have to perform satisfactorily like all other institutions of learning. The legislative and policy framework applies equally to all schools. The study argues primarily that all schools can perform well and develop the potential of their learners to the fullest. The difference lies in the leadership and management of the respective institutions by their principals. All stakeholders are presumed to posses the potential, the ability and the urge to do their utmost best to render quality services that would lead to the attainment of excellent results. It is worthwhile for the system that those who show themselves to lack these attributes should be identified, not to weed them out but to assist so that they acquire the necessary skills and expertise. After all it is by strengthening the weakest link that a chain becomes strong.

- Description: The primary aim of this study is to investigate the role of school governing bodies in their oversight role of the implementation of education departmental policies by school principals in selected schools in the Upper Xolobe Administrative Area. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. In the area, there are seven General Education and Training (GET) band schools and one Further Education and Training (FET) band school or senior secondary school which offers tuition for grades 10 to 12. There are, therefore eight (8) governing bodies for the eight institutions. The majority of SGB members are not adequately educated. According to Clarke (2009: 1), schools are effective when there is an institutional environment that is conducive to teaching and learning. There is significant research identifying the characteristics of schools where good teaching and learning are evident, where there is a good work ethic and where children are provided with opportunities to develop to their full potential (Clarke, 2009: 1). The challenge for school governors is to see that they perform their governance functions in a way that will create a school environment where these characteristics are evident. The perceptible indications are that against the background of the challenge of the level of education of the majority of the parent members of SGBs, their mandatory term of office which is only three years and a myriad of other environmental challenges, the eight SGBs of the eight institutions in the Upper Xolobe Administrative Area are to grapple with, creating a school environment where the characteristics mentioned might be challenging. Two important principles of the South African Schools’ Act are concerned with inclusivity and decentralisation. Inclusivity means the participation of parents, educators, non-teaching staff, learners, and other people who are willing and able to make contribution to the school. Bringing decision-making closer to the people is desirable, but this in itself will not solve all the problems and challenges faced by school governing bodies. Research has shown that school governing bodies face many problems despite the fact that decisions are made by people closest to the situation (Ramadiro & Vally, 2005: 1). This study intends to investigate the combined effect of the various components constituting the school governing body members of eight schools in the Upper Xolobe Administrative Area in their oversight role of policy implementation by school principals or school managers.

South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. In the area, there are seven General Education and Training (GET) band schools and one Further Education and Training (FET) band school or senior secondary school which offers tuition for grades 10 to 12. There are, therefore eight (8) governing bodies for the eight institutions. The majority of SGB members are not adequately educated. According to Clarke (2009: 1), schools are effective when there is an institutional environment that is conducive to teaching and learning. There is significant research identifying the characteristics of schools where good teaching and learning are evident, where there is a good work ethic and where children are provided with opportunities to develop to their full potential (Clarke, 2009: 1). The challenge for school governors is to see that they perform their governance functions in a way that will create a school environment where these characteristics are evident. The perceptible indications are that against the background of the challenge of the level of education of the majority of the parent members of SGBs, their mandatory term of office which is only three years and a myriad of other environmental challenges, the eight SGBs of the eight institutions in the Upper Xolobe Administrative Area are to grapple with, creating a school environment where the characteristics mentioned might be challenging. Two important principles of the South African Schools’ Act are concerned with inclusivity and decentralisation. Inclusivity means the participation of parents, educators, non-teaching staff, learners, and other people who are willing and able to make contribution to the school. Bringing decision-making closer to the people is desirable, but this in itself will not solve all the problems and challenges faced by school governing bodies. Research has shown that school governing bodies face many problems despite the fact that decisions are made by people closest to the situation (Ramadiro & Vally, 2005: 1). This study intends to investigate the combined effect of the various components constituting the school governing body members of eight schools in the Upper Xolobe Administrative Area in their oversight role of policy implementation by school principals or school managers.

This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study is both qualitative and quantitative and questionnaires have been used as a method of collecting data. The responses and results suggested that the community members in the Amahlathi municipality were aware of the existence of the IDP. However, a lot of work still has to be done to ensure that there is development in the communities.

The Department of Local Government and Traditional Affairs is also expected to implement the employees Performance Management and Development System. To achieve this Likert questionnaire were distributed to employees of Local Government & Traditional Affairs. After previous steps were completed, the finding and recommendations of the study were made. The recommendations were made to assist management as to what need to be done for effective implementation of PMDS. The findings indicate that managers and supervisors lacked the continuous feedback as no regular meeting during the course of the month or year. The employee and his or her supervisor would meet during the annual assessment period at the end of financial year to decide on the final performance. The main recommendation of the research was that there should be regular workshops or awareness of departmental staff about PMDS and how it influences on productivity.

The study sample consisted of eighty (80) emergency medical workers stationed in Port Elizabeth and Uitenhage. A self- administered questionnaire was developed and used in an empirical survey to collect data from the respondents on information such as health and safety knowledge, behavior, experiences, attitudes, beliefs and opinions in their workplace. The results of the study indicated that 90% of the workers experienced all occupational hazards identified in the questionnaire. Percutaneous injuries were found to be at 48%, PTSD was rated at 40% due to horrific accidents and incidents complicated by violent threats and armed robberies with emergency workers being victims. Musculoskeletal injuries were found to be very common. Ordinary stress was caused by dissatisfaction over human resources issues and structural changes by the management internally. The findings revealed that some workers took incapacity leave for long periods, sometimes more than three years at a time. The emergency workers are at high risk of being infected by ordinary TB or the more complex type, the DR-TB in their line of duty. The study revealed that there were no health and safety structures in the institution; as a result there was no formal documenting and identification of hazards in order to implement measures to protect the workers from future incidences. Health related absenteeism was high when employees were exposed to such hazards and replacement of skill was not implemented. The main recommendations included wearing of personal protective equipment, safe disposal of sharps objects, guidelines for lifting objects, introduction of organizational safety culture and safe transportation of PTB patients.

The adequacy of national student financial aid scheme towards qualification completion at Nelson Mandela Metropolitan University

- Description: NSFAS is a government-funded scheme that was established in 1996 with the objective of assisting financially needy students who are able to perform well academically, but are financially disadvantaged, and cannot afford higher education. The scheme was introduced as a mechanism to develop the country’s human capital and to also eradicate inequalities leading to poverty, crime, skill shortages and high levels of unemployment. This research was encouraged by the realization of the high drop-out rates amongst students funded by NSFAS. The research, therefore, wanted to investigate the adequacy of NSFAS in qualification completion, specifically at NMMU. In order to elicit responses from participants, a mixed method, with both quantitative and qualitative approaches was preferred. Questionnaires containing closed and open-ended questions were used as instruments for collecting data from participants. The study used a selected group of participants, with certain characteristics; and hence, the study was a purposive study. Five main areas were formulated as a framework to present the findings. The five areas involved the economic background of parents of NSFAS recipients, challenges faced by NSFAS recipients, as well as to determine whether NSFAS recipients were motivated to work hard as a result of attaining financial assistance. The last two areas involved reasons for NSFAS recipients to drop out and lastly the available support for NSFAS recipients. In relation to the economic background of parents of NSFAS recipients, findings revealed that almost 50 percent of their guardians were employed, with 26 percent of them being in skilled positions. The challenges faced by NSFAS recipients, were revealed, as being both academic and financial. About 52 percent of participants did not obtain full funding; and therefore, were expected to contribute towards their uncovered expenses. These participants were eventually faced with financial challenges that led them to drop out. To determine whether participants were motivated to work hard, as a result of acquiring financial assistance from NSFAS, about 52 percent of participants agreed to have received financial relief from NSFAS, but were not motivated to work hard. Findings revealed different reasons that led students funded by NSFAS to drop out before qualifying. The reasons included less Lecturer support (17.6 percent), unbearable workload (51.8 percent), bad qualification choice and financial challenges (21.4 percent). The last main area focused on available support from NSFAS as an Organisation to its recipients. Findings revealed no structured support system in place from NSFAS that was directed specifically to see its recipients succeed. Findings of the study can be used to identify students funded by NSFAS who might drop out before finishing their intended qualification. The findings could also guide NSFAS on what the student requirements are – in order to qualify. Recommendations on drop-out reductions and retention successes from local and international countries are provided. Further recommendations directed to NSFAS as a provider and it’s recipients are also provided.

For the study to be successful main objectives were to be highlighted. The study sought to highlight and explain the correlation between ward committee structures and Community Development Workers with regard to basic service delivery. Taken further the study will review the kind of service delivery that communities expect and an analysis was undertaken to establish if there is any link between said structures and the expected service delivery by selected communities who fall under the jurisdiction of the Kouga Local Municipality. The literature review assisted in understanding the concepts of public participation, Ward Committees, Community Development Workers and Ward Councillors and their roles and responsibilities in the Local Government Sphere. In essence, the qualitative approach applied in this study has revealed the casual relationships that may be obtained between variables or events, in order to explain or predict particular phenomena in terms of specific causes. The selection of a qualitative and interpretative approach for this research is justified. The main purpose of the study was to determine the level of effectiveness of Ward Committees, as well as the Community Development Workers in co-ordinating and facilitating public participation process in the Kouga Local Municipality. The study has revealed that there is a need for renewal of the operations of the operations of formal structures, especially the ward committees, as they represent the communities at ward level. The study has revealed that the man reason why national programmes deploying community based workers fail is because of inadequate attention to the provision of institutional support such as adequate training, technical expertise and close supervision. It is recommended that a comprehensive support structure ranging from national to local level is a pre-requisite in order for the CDW programme to succeed.

This study provides evidence that the current challenges confronting the people of Alfred Nzo District Municipality and many citizens of South Africa are the result not only of historical factors, but also “crisis of service delivery”, which in turn is as a result of poor management, corruption, political interference in administration, cadre-deployment, demarcation issues, non- accountability of political and administrative leadership and insufficient funding by the donors and treasury. Furthermore, the results show that the majority of the respondents believe the protests are a result of anger and frustration. In conclusion the study proposes that the South African government must go back to the “Batho Pele” principles as they are regarded as the solution to address the impatience and violent protests.

Each of the eight Batho Pele principles reinforces and encourages the perception of the end-users of public services as customers, rather than simply as citizens (Batho Pele Handbook, 1997:26). The Eastern Cape Department of Basic Education has experienced challenges which include the malfunctioning of the school nutrition programme, unpaid service providers and unpaid benefits to its employees. These challenges highlight the need for customer care in the provision of these services. This study evaluated the role of the Customer Care Unit in the Department of Basic Education in the Eastern Cape. Interviews and complaints data base were used in the data collection process. The study found that factors influencing the functioning of the Customer Care Unit include, among others, limited collaboration between the Customer Care Unit and the Head Office of the Eastern Cape Department of Basic Education; limited awareness of the existence of the Customer Care Unit; and a shortage of staff and financial resources. The study recommends that Management should support the Unit by, among others, appointing and training adequate staff, raising awareness regarding the Unit and providing financial, technological and physical resources for the Unit.

The main aim was to evaluate the public participation in the Integrated Development Plan in the NMBM and whether public participation is seen as vehicle to enhance policy formulation and implementation of the Integrated Development Plan. To provide strategies to remedy the situation. The sample comprised of senior officials, Mayoral Committee, Ward councillors, and officials who deals with IDP. Questionnaires with open and closed questions were employed to councillors and officials, interviews were conducted with senior officials, ward councillors and members in the ward. Findings suggest that the current public participation strategies are inadequate, because Budget and IDP processes are not properly integrated; the plans approved by council are not adhered to resulting to fighting fires. Based on the research findings, councillors and political leaders should consider structuring and moderating the public debate in the IDP process to ensure IDP is real and above all implemental. Finally internal communication between the administrative and political arms of the NMBM needs to be managed in a way that builds trust and understanding of the key process such as the IDP cycle, mid‐term and annual budget cycle.

The study investigates the effectiveness of the use of PPP for the development of commercial beekeeping for the small-scale beekeepers in selected rural areas of the Amathole District Municipality. The small-scale beekeepers do not seem to be achieving the required results of meeting market demands for honey and other bee by-products, due to challenges associated with production and marketing of these products. Significant investment (physical, human and financial) is required to develop the capacity of the small scale beekeepers in order to generate honey for the market and associated revenue in any significant quantity. While job creation and poverty alleviation are key issues on the government’s service delivery agenda, specifically through entrepreneurial development, government alone does not have the capacity to provide all the necessary resources for the establishment of commercial beekeeping to the resource-poor small-scale beekeepers. Based on the results of this study, all respondents (beekeepers and officials) in the study had a general understanding of “Public Private Partnerships”. However, the general interpretation of PPP was where government, business and civil society are working together in areas of mutual interest to achieve common or complementary goals than the regulated PPP arrangements guided by the specialized Treasury PPP Unit, whereby contractual obligation between different role players is paramount. In the context of small-scale beekeeping, all respondents were in support of type of PPP, whereby the association or partnership would involve the transfer of substantial financial, technical and operational risks. Besides the numerous limitations faced by the small-scale beekeepers in the running of their beekeeping operations, the study identified the following as the major factors believed to be compromising and limiting the proper functioning of PPP.

The study is intended to understand the perceptions of students that are currently enrolled in Bachelor of Education Degree level one regarding the Information Literacy Program at Walter Sisulu University. The Information Literacy Program is offered in two campuses of WSU, that is Mthatha and Butterworth campuses. This study was conducted using first year level B. Ed students in Butterworth campus only. This may be regarded as a limitation of the study. The study is largely informed by a literature review of scholarly journal articles, books, internet sources and academic libraries in South Africa. The study applied quantitative method using semi-structured questionnaires as the main data gathering instrument. The sample was drawn from 80 first year B Ed students. A total of 80 questionnaires were distributed and 65 were received back. In the study the significant changes in the higher education in the post-apartheid South Africa are discussed. The historical evolution of information literacy as a course in South Africa and internationally is also discussed. The study reveals that information literacy has contributed positively to students’ study approaches. It has helped the students to learn how to apply computing and internet skills to improve on their studies. More importantly, the study reveals that information literacy has helped the students to learn different ways to search for and use information for the purpose of working on their assignments and enhancing their knowledge generally. Furthermore, the study reveals that it has helped the students to know how to tailor their search for information using specific databases such as OPAC, PROQUEST, EBSCOHOST, and SABINET etc.

- Description: The aim of the present study explores barriers to women educators’ upward mobility in the Department of Education, using the Butterworth Education District as the area of study. Women as human beings, too, have a valid case regarding recognition of their legitimate aspirations because in striving for them, they are exercising their rights similar to their male counterpart. It must also be understood that the same legislative prescripts apply to both male and female educators and the necessary intellectual and physical capacity plus skills commitment and perseverance are understood to be important criteria for promotions. The question of perception of barriers to upward mobility of women in the education department and the wider public sector in South Africa is topical and continues to engender research and policy guidelines. However, conclusive findings and solutions are far from being realised. Empirical research and other scholarly writings posit that despite a suite of legislation and policy guidelines introduced in South Africa since 1994, women continue to encounter barriers in their effort to move up their career ladder. It is argued women are under-represented in management positions in comparison to men all over the world. Unequal representation of women in public sectors, nationally, provincially and locally has illustrated the need for gender equity and mainstreaming in senior management. In research done for the Department of Education in South Africa it was also found that although the teaching environment is made up of both men and women, men in management are acceptable, but women in management experience problems not only from male employees, but from female employees as well.

The question of perception of barriers to upward mobility of women in the education department and the wider public sector in South Africa is topical and continues to engender research and policy guidelines. However, conclusive findings and solutions are far from being realised. Empirical research and other scholarly writings posit that despite a suite of legislation and policy guidelines introduced in South Africa since 1994, women continue to encounter barriers in their effort to move up their career ladder. It is argued women are under-represented in management positions in comparison to men all over the world. Unequal representation of women in public sectors, nationally, provincially and locally has illustrated the need for gender equity and mainstreaming in senior management. In research done for the Department of Education in South Africa it was also found that although the teaching environment is made up of both men and women, men in management are acceptable, but women in management experience problems not only from male employees, but from female employees as well.

- Description: When the African National Congress (ANC) took office in 1994 it introduced various policies that would govern budgetary and financial reforms in South Africa. The main objective was to modernize the management of the public sector. Even though government Departments have started implementing the Supply Chain Management strategies, there are still some challenges and deficiencies that hinder appropriate implementation. The key research objectives of the study is to investigate and evaluate the implementation of Supply Chain Management in service delivery with specific focus in procurement processes of goods and services in the Eastern Cape Department of Local Government and Traditional Affairs This study has demonstrated perceptions in the implementation of Supply Chain Management (SCM) within the Department of Local Government and Traditional Affairs in the Eastern Cape Province, South Africa. The overwhelming majority of participants have shown dissatisfaction with the implementation of SCM. Service providers argue that there is no opportunity for them to develop as Small, Micro and Medium Enterprises (SMMEs) and only those service providers who are fully developed benefit from SCM. The study intends to establish and highlight the challenges that the Eastern Cape Department of Local Government and Traditional Affairs is presently faced with in regard to implementation procurement processes among staff members, managers and service providers This study is mainly qualitative but also exposes the reader to the quantitative research method
