- Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.

Culture involves general assumptions about the manner in which work should be done, appropriate goals for the organization as a whole and for departments within the organization, and personal goals for employees. It is particularly the latter that makes the nature of the psychological contract of special importance in the pursuit of organizational success. It is represented by formal goals, structures, policy and communication. Shaw (1997:15) agrees with Nel et al (2004) that organizational culture composes of the shared values which are important concerns and goals shared by people in the organization that tend to influence the behaviour of the employees. These values persist overtime even with changes in group membership. In the light of the above literature, I’m conducting a research for a masters’ degree in Industrial Psychology at the University of Fort Hare, the topic being “The impact of organizational culture on employees’ behaviour within tertiary institutions in the Eastern Cape Region”. This study seeks to investigate: 1) Determine the extent of influence of organizational culture on employees’ behaviour. 2) Identify how management enforces such a culture into the workplace. 3) Determine the significance of creating organizational culture and its implementation. This questionnaire was designed, in this regard, by the researcher to assess the above mentioned objectives. This questionnaire was distributed to the Nelson Mandela Metropolitan University and the University of Fort Hare.

- Description: Contemporary human resources management suggests that organisations which have been able to make it in the business arena have done so through good people management practices. Job satisfaction, through a people centered approach, has not been spared as one of the critical forces used in achieving organisational effectiveness. Traditional thought behind job satisfaction prescribes that satisfied employees tend to be more productive, creative and committed to their jobs; all of which are imperative to ii achieving an organisation’s bottom line. There has been some controversy surrounding the nature of the relationship between job satisfaction and organisational citizenship behaviour, which is another factor that is regarded as important in achieving organisational effectiveness. Some studies have shown that organisational citizenship behavior is a result of job satisfaction. In this regard, the present study focuses on the extent to which job satisfaction influences organisational citizenship behaviour among selected organizations in Zimbabwe. The study hypothesised that job satisfaction correlates positively with organisational citizenship behaviour. Participants in the study comprise of middle level management, supervisors and lower level employees. Two questionnaires were combined to collect data for the study. The Minnesota Satisfaction questionnaire was used to collect data on job satisfaction whilst a questionnaire by Konovsky and Organ (1996:253) was used to collect data on organisational citizenship behaviour. The results show that employees in the organisations surveyed report moderate levels of job satisfaction and organizational citizenship behavior. It was established that there was a substantive correlation between job satisfaction and organisational citizenship behaviour.

- Description: Property rights are social institutions that define and delimit the range of privileges granted to individuals of specific resources, such as land and water. They are the authority to determine different forms of control over resources thus determining the use, benefits and costs resulting from resource use. That is, they clearly specify who can use the resources, who can capture the benefits from the resources, and who should incur costs of any socially harmful impact resulting from the use of a resource. In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.

However, the interlinkages among the new policies to support biodiversity conservation and management have not been evaluated, particularly the principles and approaches, and how these interact in terms of policy decision-making at the economic and political levels. This study seeks to evaluate the interlinkages among the new policies and how they affect one another, as an avenue to promote a more integrated and comprehensive policy implementation. These policies include the tourism policy, the elephant management policy, and the water provision policy. At policy-making level, the integration of these three policies enhances the possibilities for balancing and controlling the pressures exerted on environmental resources. At the implementation level, it offers a framework for the coordination of the interventions of the policies in space so as to recognise and capitalize on their synergies. Given the inevitably multifarious and departmentalized nature of policy formulation in the KNP, there is a need for the analysis of interlinkages amongst policies. The conceptual framework underpinning this study derives much from Briassoulis’ (2004) policy integration. The research utilizes both qualitative and quantitative research methods, and focuses on selected camp sites within the Park. The findings indicate that current procedures for tourism policy-making and implementation are weak, and little is done by way of impact assessment. This has been attributed to the lack of capacity at the KNP. The findings also reconfirm that policy-making is too fragmented. As a result, policy coordination and cooperation among park managers is weak. This study suggests that an environmental policy integration approach can lead to improved policy-making and implementation. Informed by the data collected from interviews, questionnaires and document analyses, a management framework has been developed to demonstrate how an integrated approach to Environmental Policy Integration (EPI) or management can help sustain the practice of wildlife tourism and support biodiversity conservation. It is concluded that greater realisation of integrated policy-making and implementation in the KNP can be achieved by establishing a formal coordinating office. However, a special feature of KNP policy-making is its widespread consultation system that can provide a fertile ground for enhancing EPI.

- Description: This dissertation critically examines how traditional leaders use cultural laws to allocate land to women and to allow women to participate in land administration in communal areas. Given the government's commitment to gender equity in all spheres of life as stipulated in Section 9 (3) of the South African Constitution (Act 108 of 1996), the dissertation examines whether related legislation and policy (such as CLARA and TLGFA) alone can guarantee equitable access to land for women and their participation in land administration structures in communal areas where patriarchy dominates. In essence, the study interrogates whether state intervention through formalizing laws that govern land matters do achieve gender equity while cultural laws still exist in communal areas. Based on the view that land in communal areas is held by the state and administered by traditional leaders who have historically discriminated against women, the dissertation employs a case study method to examine whether cultural laws are exercised when women apply for a piece of land at the three levels of traditional authority viz: village, sub-village and traditional council levels in the Matolweni village of the Nqadu Tribal Authority. Although women are often the de facto rights holders in rural areas as a result of male migration to urban areas, findings seem to indicate that it is difficult and/or sometimes impossible to translate paper laws into practice while cultural laws are still operating. For effective transformation to occur, the study recommends that unless a strong women's rural movement emerges, coupled with a socialist feminist position that advocates for a radical transformation of rural society to defeat the patriarchal norms and standards, traditional leaders will continue to discriminate against women in land issues.

Given the government's commitment to gender equity in all spheres of life as stipulated in Section 9 (3) of the South African Constitution (Act 108 of 1996), the dissertation examines whether related legislation and policy (such as CLARA and TLGFA) alone can guarantee equitable access to land for women and their participation in land administration structures in communal areas where patriarchy dominates. In essence, the study interrogates whether state intervention through formalizing laws that govern land matters do achieve gender equity while cultural laws still exist in communal areas. Based on the view that land in communal areas is held by the state and administered by traditional leaders who have historically discriminated against women, the dissertation employs a case study method to examine whether cultural laws are exercised when women apply for a piece of land at the three levels of traditional authority viz: village, sub-village and traditional council levels in the Matolweni village of the Nqadu Tribal Authority. Although women are often the de facto rights holders in rural areas as a result of male migration to urban areas, findings seem to indicate that it is difficult and/or sometimes impossible to translate paper laws into practice while cultural laws are still operating. For effective transformation to occur, the study recommends that unless a strong women's rural movement emerges, coupled with a socialist feminist position that advocates for a radical transformation of rural society to defeat the patriarchal norms and standards, traditional leaders will continue to discriminate against women in land issues.

The solution of building RDP housing estates has not solved this burgeoning problem. But even more importantly it has failed to reorganize urban life in South Africa. In approaching this study I look at how these new social housing estates have reorganized urban life. I explore the concepts of community, home, generation, gender, material culture and ‘new’ urbanization to provide a framework for my study. This study is a qualitative study based in the city of East London in the Eastern Cape. It is a community study which attempts to go inside the home to unlock some of the intricacies of urban life. Ethnography is the research key used to unlock these intricacies.In conclusion, this study attempts to examine a non-western narrative of community life. Are these housing estates a solution to South Africa’s housing problem? Do they conform only to western narratives of urban life? What kind of citizens do these housing estates produce? These are some of the questions that this study hopes to answer.

The study found out that the constraints that mostly hinder women from accessing leadership and senior management positions in public, private and NGOs were cultural practices, which represent levels of power and control that in turn hinder reforms; and women's socialisation into feminised roles. The study also found out that in most organisations, most females work under male leadership, and this traditional organisational culture, needs to be deconstructed and reversed in order to achieve gender equality. The study recommended for a human centric and integrated organizational management strategy for public, private and NGOs in Zimbabwe. The adoption of a human centric and integrated management approach should aim at gender equity and reduce women's under-representation. A human centred organizational culture has to be practiced, that would create organisational ethos that guide organizational management. An integrated organizational management approach should integrate all systems and processes into one complete framework, enabling people to work as a single unit, unified by organizational goals, shared vision and common values. The system should depend on a balanced mix of the masculine and feminine attributes. The approach should put its weight towards adoption of measures to attract, advance and empower women so as to benefit from their qualifications, experience and talent in a highly competitive environment.

- Description: Land reform has been going on in Zimbabwe since the state attained independence from Britain in 1980 as a way of enhancing agrarian livelihoods for the formerly marginalized people. This study argues that, the Land Reform Programme in Southern Matabeleland rather than enhancing agrarian livelihoods, well established livelihoods have actually been drastically reduced. This has been exacerbated by the state programme of land re-distribution that prescribes a „one size fits all‟ model. Yet this is contrary to the thinking in development discourse that equitable land distribution increases rural livelihoods. As a way of gathering data this study utilized ethnography and case study methodologies. I spent two years interacting and interviewing purposively selected new resettles, communal residents, migrant workers and gold panners in this region. Results from this study confirm that, land reform has greatly reduced livelihoods, particularly agrarian livelihoods. Also, this research has found out that, the majority of residents now depend on off-farm livelihoods such as gold panning and migration to neighbouring South Africa. This thesis therefore concludes that, despite a massive expropriation of former commercial farms, people of Southern Matabeleland have not benefitted much as the village settlements (A1) and the small size farms (A2) have not received support from this live-stocking community. People in this region pin their hopes on livestock rearing to sustain their livelihoods and this study therefore recommends that, any agrarian transformation programmes should address the issues that promote livestock rearing

- Description: This thesis addresses software design within the field of Information and Communications Technology for Development (ICTD). Specifically, it makes a case for the design and development of software which is custom-made for the context of marginalised rural areas (MRAs). One of the main aims of any ICTD project is sustainability and such sustainability is particularly difficult in MRAs because of the high costs of projects located there. Most literature on ICTD projects focuses on other factors, such as management, regulations, social and community issues when discussing this issue. Technical matters are often down-played or ignored entirely. This thesis argues that MRAs exhibit unique technical characteristics and that by understanding these characteristics, one can possibly design more cost-effective software. One specific characteristic is described and addressed in this thesis – a characteristic we describe here for the first time and call a network island. Further analysis of the literature generates a picture of a distributed network of access nodes (DANs) within such network islands, which are connected by high speed networks and are able to share resources and stimulate usage of technology by offering a wide range of services. This thesis attempts to design a fitting middleware platform for such a context, which would achieve the following aims: i) allow software developers to create solutions for the context more efficiently (correctly, rapidly); ii) stimulate product managers and business owners to create innovative software products more easily (cost-effectively). A given in the context of this thesis is that the software should use free/libre open source software (FLOSS) – good arguments do also exist for the use of FLOSS. A review of useful FLOSS frameworks is undertaken and several of these are examined in an applied part of the thesis, to see how useful they may be. They form the basis for a walking skeleton implementation of the proposed middleware. The Spring framework is the basis for experiments, along with Spring-Webservices, JMX and PHP 5’s web service capabilities. This thesis builds on three years of work at the Siyakhula Living Lab (SLL), an experimental testbed in a MRA in the Mbashe district of the Eastern Cape of South Africa. Several existing products are deployed at the SLL in the fields of eCommerce, eGovernment and eLearning. Requirements specifications are engineered from a variety of sources, including interviews, mailing lists, the author’s experience as a supervisor at the SLL, and a review of the existing SLL products. Future products are also investigated, as the thesis considers current trends in ICTD. Use cases are also derived and listed. Most of the use cases are concerned with management functions of DANs that can be automated, so that operators of DANs can focus on their core business and not on technology. Using the UML Components methodology, the thesis then proceeds to design a middleware component architecture that is derived from the requirements specification. The process proceeds step-by-step, so that the reader can follow how business rules, operations and interfaces are derived from the use cases. Ultimately, the business rules, interfaces and operations are related to business logic, system interfaces and operations that are situated in specific components. The components in turn are derived from the business information model, that is derived from the business concepts that were initially used to describe the context for the requirements engineering. In this way, a logical method for software design is applied to the problem domain to methodically derive a software design for a middleware solution. The thesis tests the design by considering possible weaknesses in the design. The network aspect is tested by interpolating from formal assumptions about the nature of the context. The data access layer is also identified as a possible bottleneck. We suggest the use of fast indexing methods instead of relational databases to maintain flexibility and efficiency of the data layer. Lessons learned from the exercise are discussed, within the context of the author’s experience in software development teams, as well as in ICTD projects. This synthesis of information leads to warnings about the psychology of middleware development. We note that the ICTD domain is a particularly difficult one with regards to software development as business requirements are not usually clearly formulated and developers do not have the requisite domain knowledge. In conclusion, the core arguments of the thesis are recounted in a bullet form, to lay bare the reasoning behind this work. Novel aspects of the work are also highlighted. They include the description of a network island, and aspects of the DAN middleware requirements engineering and design. Future steps for work based on this thesis are mapped out and open problems relating to this research are touched upon.

We note that the ICTD domain is a particularly difficult one with regards to software development as business requirements are not usually clearly formulated and developers do not have the requisite domain knowledge. In conclusion, the core arguments of the thesis are recounted in a bullet form, to lay bare the reasoning behind this work. Novel aspects of the work are also highlighted. They include the description of a network island, and aspects of the DAN middleware requirements engineering and design. Future steps for work based on this thesis are mapped out and open problems relating to this research are touched upon.

Education, land area cultivated, stoniness negatively influenced the probability of adoption of mechanized farming. Furthermore, the technical efficiency estimate of adopter and nonadopters of mechanized farming showed no difference in their level of technical efficiency in agricultural productivity that was 64 percent on average. The level of observed inefficiency was increased by slope, stoniness and household size while age reduced technical inefficiency. It is recommended that government should consolidate the present gains arising from extension services. Also, environmental factors such as slope (topography) and stoniness, which constituted major disincentives in communal areas, could be overcome if government and farmers can identify and open up new areas of farmland for occupation by farmers.

In principal therefore, „use and discard‟ philosophy in water resources cannot be subscribed (Lloyd, 1999). The situation ultimately calls for rational management of water resources to ensure its sustainability. Water intended for human consumption must be free from organisms that are the causative agents of diseases and must not contain chemical substances at concentrations that may be hazardous to human health. In addition drinking water should be aesthetically acceptable, free from unpleasant taste, color, odor and turbidity. Drinking water should also be free from bacteria and viruses whose presence would indicate fecal contamination. Some are known to be toxic and their concentrations must be below acceptable value, taking into account that drinking water is but one of the several pathways by which substances enters the body. ix Due to perceived concerns of over extraction and rapid water resources depletion, optimal management of groundwater resources are now receiving much attention. Their associated literatures have taken quite different approaches both philosophically and operationally to the analysis of how groundwater should be managed, allocated and cared for spatially and temporally. This study investigated the spatial and temporal fluctuations of concentrations of chemical and biological substances in groundwater such as pH, electrical conductivity, total dissolved solids, iron, fluoride, manganese, chloride, sulfates, sodium and fecal coliform in Mchinji District of Central Malawi. Through examination and analysis of static water levels as an indicator of water table fluctuations, groundwater availability was also measured. It was found that anthropogenic activities on the landscape can impact the quality and quantity of the water resources in this area and this impact on the various sectors of the inhabitant‟s livelihoods. Groundwater in Mchinji is composed of a number of chemical and biological elements whose origin is either from the material in which it percolates through, or stored before exploitation. Anthropogenic activities in this area plays a role in the quality and quantity of groundwater through land use and land cover change as evidenced by comparisons of Landsat Thematic x Mapper™ satellite images over different time scales. In Mchinji no regular groundwater monitoring is being done indicating a deficiency in sustainability interventions of the resource. This study calls for integrated and sustainable water resources management and coordinated efforts amongst water users, local councils, regulatory authorities and environmental policy makers. Of far greater importance in groundwater sustainability analysis is the issue of groundwater monitoring. It is imperative therefore to preserve the resource while preservation is still possible. Groundwater is now turning into „blue gold‟ and becoming a highly sought-after commodity. It should, however, be utilized sustainably to meet the needs of the present without compromising the ability of future generations to meet their own needs.

In this study, relevant literature was reviewed. The researcher dwelled on the concept of performance management, historical perspective, elements of performance management and benefits derived from the system. The critical issue that was discussed under this section was the comparison amongst countries. It was evident that there are countries that are measuring both administrative and political arm of government. The data collection instruments that were used were questionnaires and interviews. Questionnaires were distributed to The Secretariat to the National Parliament, Chief Directors, General Managers and Senior Managers. Interviews were held with Presiding Officers: Speaker, Deputy Speaker, Chairperson of Chairpersons, and Deputy Chairperson of Chairpersons, Chief Whips, Whips of Committees and Chairpersons of Committees. A thematic analysis was employed and the Statistical Package for the Social Sciences (SPSS) was used. After analysing the data, the researcher arrived at conclusions and thereafter suggested recommendations. The researcher proffered a model by examining different best models of the world and selecting some of those components. The model indicates performance outcomes, which are; accountability, responsiveness, representativity, transparency and impact as well as parliamentary mandates, which are the Constitutional mandates in a matrix.

This is echoed in the Manila Declaration on People‟s Participation and Sustainable Development, 1989 as follows, “Public participation is an essential part of human growth that is the development of self-confidence, pride, initiative, responsibility, cooperation. Without such development within the people themselves, all efforts to alleviate their poverty will be immensely more difficult, if not impossible” (Burkey, 1993:56). Housing provision plays a vital role in meeting basic needs; dwellings provide the security required for basic functioning and are thus essential for both human development and the alleviation of poverty. South Africa has one of the most progressive constitutions in the world. It includes the municipal legislative framework that provides for community participation in decision-making at municipal level. However, in practice, citizens have had little experience of this, which is particularly relevant in contexts of severe poverty and failure by the state to provide basic services. This case study demonstrates the challenges faced by the Centre for Public Participation (CPP), a national NGO, when working to influence central government policy on citizen participation. It also explores the role and influence of international donors in promoting this agenda. From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community as well as government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns, in an effort to improve and ensure the effective service delivery, as stipulated in the Reconstruction and Development Programme (RDP) document.

An investigation into factors contributing towards teenage pregnancy in secondary schools: a case study in the Elliotdale sub-district

- Description: The focus for this study was to determine the factors that contribute towards teenage pregnancy in the Elliotdale sub-district in secondary schools, in the Eastern Cape. The researcher used the qualitative approach to obtain data from a sample of 8 pregnant learners, two departmental officials, four principals, four school governing body members, and four educators in this research. Interviews were conducted to gain first hand information regarding factors that are contributing towards teenage pregnancy in four secondary schools in Elliotdale, a rural area of the Eastern Cape. The theoretical construct framing this study is grounded in the theories of Bandura and Bronfenbrenner who shape an understanding of social cognitive theory and ecological systems theory. In the study poverty was a contributory factor as a result of unemployment. Ignorance, as well as the attitude of the learners towards moral values, were the major concerns and findings noted by the respondents in this study. The study revealed that the Elliotdale district officials are determined to find ways of eliminating the rate of teenage pregnancy in secondary schools; however, the approach by the district towards the implementation of the existing programmes is not effective. The school principals are unaware of the current policies on preventative measures regarding teenage pregnancy in schools.

As an interpretive orientated study, this research had an interest in understanding the subjective experiences and general factors that influence parental involvement in the development of their children's literacy in the secondary school level. In line with the protocols of the case study, this study used a combination of methods namely structured interviews, semi-structured interviews, focus groups and document analysis in collecting data. The findings of the study revealed different opinions on parental involvement. While some parents appreciate the importance of their involvement, there were, however, some parents who perceive it as a responsibility of educators. Despite these views, there were positive contributions that have been brought about by parental involvement in the development of their children's literacy. The study has also revealed that there are factors that influence parental involvement in the development of their children's literacy in the senior phase such as parents' lack of understanding of their roles, absence of guiding documents, lack of unity among stakeholders, age and qualifications. - Description: This study aims to investigate the informational efficiency of the Johannesburg Stock Exchange with respect to monetary policy. Multivariate co-integration, Granger causality, vector error correction model, impulse response function analysis and variance decomposition analysis are employed to determine the semi-strong form efficiency in South African equity market. Monthly data of Johannesburg Stock Exchange index, money supply (M1 & M2), short term interest rate, inflation, rand/dollar exchange rate, London Stock Exchange index (FSTE100) and GDP from 2000-2009 are the variables of interest.Weak form efficiency is examined using unit root tests. The results of this study show evidence of weak form efficiency of the JSE using the Augmented-Dickey Fuller and Philip-Perron unit root tests. The results reject the hypothesis that the JSE is semi-strong and have important implications for government policy, regulatory authorities and participants in the South African stock market.
