- Description: Our National Congress is the highest decision making body of the Union. Its main task is to adopt resolutions that become the policies of NUMSA. These policies guide the union on how to act until the next Congress. After previous Congresses, we have only published the adopted resolutions. But this has meant that our members have lost out on the lively debates that have taken place during the Congress. In this booklet, we try and bring the Congress alive for you. We give you the full text of the General Secretary’s report, the debates as they took place, word for word. What was decided on the Alliance? Why do we want “nationalisation without compensation”? What was the decision on the Working Class Party? The final resolutions that were adopted are there for you to see. Extracts from speeches of various speakers are also given. Two key issues - the contents of the Reconstruction Accord and Restructuring Industry - will continue to be discussed in the Union. (The documents are included; see pages 65-82) Congress mandated the next Central Committee in October 1993 to take decisions on these issues. Use the booklet to find out for yourself what was said. You will be able to see what were the reasons given for the different positions. This will help you explain to members why NUMSA has adopted these resolutions. You will also see how democracy takes place. In some cases, compromises were reached, in other cases there was no compromise and the motion had to be put to the vote. Comrades, as our new President, Cde Tom, said in the Congress - “Our primary duty is to serve the interests of our members and those who have elected us to represent them. It is therefore necessary for us to be accountable to them in shaping the policies of the union. Most of the time we do not consult our members when we debate issues - even on minor issues we leave them behind It is very dangerous for us to create a distance between ourselves and our members. The members must not follow but must be there with us. We must remember our base is the factory floor.’ Use this booklet as a tool to get rid of that distance between you and the members. Use it to help you understand the positions that NUMSA has adopted as its policies. The General Secretary’s Report also gives a full picture of how NUMSA functions and gives useful background information to many of the discussions. The Tables mentioned are at the back of the book; see page 83 to the end. In this first section the debates and the speeches have been put into shaded boxes so it is easier for you to read. Use the booklet to build, strengthen and consolidate our Union in these difficult times.

Overall strategy for trade union movement The current direction of Cosatu towards so called "Strategic Unionism" must be thoroughly discussed. A progamme of discussion on this must be implemented in the Union. We confirm our belief in the following principles and any strategy must be based on these: worker control, accountability of leadership a combination of negotiations,mass action and struggle as the means to achieve our goals/demands.

NUMSA members must not force anyone to vote for the ANC or any other party. NUMSA members must be free to vote (or not vote) for whoever they want. It is your right to vote; it is also your right not to vote. BUT you may not force anyone to vote or not vote. Voting stations will be in places like schools, community halls. Ask and discuss with your fellow workers, ask at NUMSA or COSATU offices, listen to your radio, look for posters and pamphlets nearer election time to find out.

- Description: As the elected minute secretary, from the Second AGC 1992, I took over the portfolio as acting Regional Secretary when Mundisa Sinuka resigned in October 1992. In SADTU, we can only have a successful union if all our branches are functioning effectively and our members are committed. Members on the ground have been demotivated and this makes our task all the more difficult. Branches tend to work during times of crisis and it should be borne in mind that SADTU is not a crisis union but is there to educate, bur id. protect and defend the rights of teachers.

Where profit sharing schemes exist and are accepted by the unions, this is because of special circumstances. This talk is in three parts: First, I will explain where my union, the National Union of Mineworkers, has accepted profit sharing schemes and why it has done so. Secondly, I will outline the different levels of agreements that we have negotiated on profit sharing and the principles we have agreed should govern such schemes Thirdly, I will speak of the implementation of the schemes, and their potential for providing a basis for greater worker participation in the enterprises which have negotiated profit sharing agreements.

- Description: Today, many elements of the tradition have been discarded or adapted; nevertheless, the concept of singing praises still retains an identifiable character which is based on past tradition. In this tradition, the imbongi' s relationship with his audience and the function of his izibongo (poetry) within his society are of utmost importance. Any analysis of this communitarian art form will therefore have to take into account the context of the performance, the nature of the audience, and the role of the imbongi in a society which continues to be subject to socio-cultural and political pressures of unused intensity. My intention in this article is to provide a case study of Bongani Sitole, a contemporary imbongi, in order to instance some of the ways in which the tradition has adapted. During the course of the discussion mention will also be made of other iimbongi.

The complex [Fe(pc)(CN)2]2– is formed in two consecutive pseudo-first-order processes with k2f= 17.5 ± 0.8 dm3 mol–1 s–1 and k3f= 0.20 ± 0.05 dm3 mol–1 s–1, where k2f and k3f are the rate constants for the binding of the first and second cyanide ligands, respectively. The equilbrium constants were fund to be K2= 3.0 × 103 dm3 mol–1 and K3= 5.7 × 102 dm3 mol–1, for the formation of [Fe(pc)(CN)(dmso)]– and [Fe(pc)(CN)2]2–, respectively.

The COSATU National Office Bearers have produced a document titled "COSATU 1993 Discussion Paper on a Way Forward". It deals with the "Reconstruction Accord". This Accord is a plan for organised labour during this period of transition in South Africa. Since this plan is laying the foundations for a future South Africa, the COSATU document is therefore a plan for the future of the working class. In this short paper we are going to answer the most important questions concerning this COSATU document: Is this the way forward for the workers? Is this plan going to free the workers from the chains of poverty and suffering? Is this plan going to lay the foundations for workers control of the economy, of politics and of the country? Is this plan going to stop retrenchments and starvation wages? In other words, we are going to study the COSATU leadership 's proposals from the point of view of the needs of the workers.

Ranking of topical corticosteroids: principles and results

- Description: The increasing synthesis and use of topical corticosteroid products over the past 30 years has necessitated the development of suitable methods for evaluating the efficacy and potency of new drug entities. Several in vivo models have been developed in this regard using laboratory animals and human subjects. Generally, these tests measure the difference in the non-immunological inflammatory response to an exogenous inflammatory mediator in the presence and absence of the corticosteroid under test. There are also immunologically based assays and several tests which assess the anti proliferative effects of the drug. Several comparative disease model evaluations have also been developed using human subjects. Most of these assays are non-ideal from one point of view or another: most are invasive methods which require some form of trauma to be induced in the skin and therefore problematic to perform and monitor.

- Description: We are forced to acknowledge the major strides which SADTU has made as a union representing the interests of its members. But with equal sobriety and honesty, we have to take stock of the enormous challenges which lie ahead of a union, which is still relatively weak, both structurally and programmatically. Several branches have not been functioning effectively because of the inconsistency of leadership and grassroots members. The crisis of commitment is also reflected in the irregularity of union meetings at site and branch level and the crisis-related activities of SADTU. Because of our weakness in local structures, we are thus forced to respond in a knee-jerk manner to each specific crisis, without consolidating, the members(or non-members) in a union building process.

- Description: In the early 1990’s when internal fraud, theft and dishonesty became an issue of major concern, SASBO members decided to state their position on all forms of employee dishonesty. They expressed the view that criminals should be rooted out of the finance sector, because, inter alia: People of low integrity have no place in finance. Criminals also defraud their colleagues. Reduced profits through fraud would mean lower pay increases. Criminals pollute the working environment and their actions cast suspicion on everyone around them. When crimes take place, innocent employees are accused of not exercising sufficient vigilance and are subject to disciplinary actions, including dismissal. The SASBO National Council, therefore, instructed their Union not to protect guilty personnel. Yet they believed that accused members should receive a fair hearing. As a Union representing the interests of employees in a highly vulnerable workplace such as that found in the finance sector, SASBO, then, had a duty to condemn staff defalcation and fraud in the strongest terms, and to play whatever role that was necessary in ensuring that offenders were removed from the system. The need for SASBO to have a documented policy on the handling of cases involving theft, fraud and dishonesty, when its members were accused of being involved, was obvious. Applying the above principles, and aided by its legal advisors, SASBO’s National Council, in September 1993, adopted the following policy on dishonesty:

- Description: The purpose of this study is to ascertain whether the clients who make use of the services of the Psychology Clinic at Rhodes University perceive the masters students being trained at the Clinic as providing adequate psychotherapy. Using a sample of 18 clients, who underwent psychotherapy at the Rhodes Psychology Clinic during 1990, a follow-up study was conducted to ascertain the perceived success of that psychotherapy. Those variables most pertinent to the outcome of psychotherapy are examined. The study uses both qualitative and quantitative methodology and shows that, overall, 89% of the clients who participated in this study perceived the psychotherapy at the Rhodes Psychology Clinic to be satisfactory. - Description: This research project was developed from the idea that children's drawings reflect both their internal emotional lives and their external lived worlds. The subjects of the project were sexually abused children referred to Fort England Hospital during the first half of 1992. The Kinetic-Tree-House-Person projective drawing test was used as an instrument of assessment in conjunction with the Maudsley Child Psychiatric interview technique. Indications of the effects of sexual abuse were sought in drawing tests administered before and after interventions of ten sessions of group play therapy. Drawing tests were also administered to a control group of children. The research project explored the effectiveness of group play therapy interventions through comparison of pre intervention and post intervention drawings. The rationale for this project was the high incidence of rape and sexual abuse of prepubescent black young women in the Eastern Cape particularly, and in South Africa generally. - Description: The cyclic voltammetry of [(CN)2RuIIPc]2− in acetonitrile or dichloromethane shows two oxidation couples at E12 = 0.31 and 0.85 V (vs S.C.E.) in CH2Cl2 and E12 = 0.45 and 1.15 V (vs S.C.E.) in acetonitrile. The spectroelectrochemistry of [(CN)2RuIIPc]2− in these solvents showed that oxidations occur at the phthalocyanine ligand. K2[(CN)2RuIIPc] dissolves in water at pHs greater than 5. The cyclic voltammetry of this complex showed oxidation couples at 0.32 and 0.29 V (vs S.C.E.) for aqueous solutions containing sodium sulphate (0.1M) and for buffered solutions (pH = 9), respectively. Both cyclic voltammetry and controlled potential coulometry gave evidence of electrocrystallization of the oxidation product. Chemical oxidations of [(CN)2RuIIPc]2− in water also showed phthalocyanine ligand oxidation.

Union restructuring

- Description: The idea to restructure the union is not a new one. Political changes in our country compelled almost all the unions to consider the possibilities of restructuring the union and the industry in general. New approaches to Collective Bargaining Strategies came to the fore. The good example of these Bargaining strategies was the NUMSA THREE YEAR BARGAINING STRATEGY (1993). Later in the same year, CWIU also introduced its Bargaining Strategy in the form of five pillars. The common thing about Numsa and CWIU bargaining strategies is that they both failed to deliver and the process of setting up working groups are more complex than expected. The main cause of the tap problem in my view is that the existing union structures are a big deterent to the development and implementation of new bargaining strategies. Our Centralised Bargaining victory and the new LRA will demand major union restructuring if we want to utilise the openings created by these new developments. In this discussion paper, I will focus on how we should restructure our union. In this paper, I am suggesting that the union (CWIU) must be made up of four semi-autonomous departments.
