- Description: Information is a critical asset in any organisation and its management, including the associated technological channels, requires the attention of decision-makers to ensure that information assets are utilised for the intended purposes. Therefore, decision-makers need to have appropriate governance oversight on technology that produces information and information itself. Over the years, the governance of ICT has been adopted in the public sector given the fact that state funding received from tax collections is utilised to invest in IT solutions with the intention of expediting service delivery and increase productivity. The purpose of this treatise was to identify the root causes of why the department is not implementing Corporate Governance of ICT successfully despite the fact that most good controls do exist. The research revealed that there is insufficient budget to implement ICT projects coupled with inadequate ICT staff to implement ICT strategy. Furthermore, it cited a lack of ICT governance skills with ICT Strategic Committee members who are tasked with pioneering ICT governance. This weakness relates directly to other identified weaknesses such as end-user resistance to adopt ICT projects and a lack of project management function in the department.

- Description: The purpose of the study is to explore and describe challenges experienced by health professionals regarding implementation of the referral system used in Buffalo City Metropolitan Municipality (BCMM) in the Eastern Cape Province. A referral system in health care can be defined as a method whereby a health worker with insufficient skills and less resources in the primary health care setting, who has fewer remedies or options to manage medical conditions, seeks assistance from a more senior practitioner in a tertiary setting with better resources to provide guidance in managing the patient or to take over the management of the patient (Eastern Cape Department of Health, 2007:7). A qualitative descriptive explorative contextual design was used to explore and describe the challenges pertaining to the implementation of a referral system in the public health sector in Buffalo City Metropolitan Municipality (BCMM) in the Eastern Cape. A purposive sampling technique was employed with an inclusion criteria of health care professionals who are doctors, professional nurses, pharmacists and specialists. After obtaining ethical clearance from the respective departments, steps for data collection were implemented. Individual interviews were conducted using an interview guide that was prepared by the researcher. Findings in the study indicate that there are challenges in implementing a referral system in relation to infrastructure, workforce capacity, equipment, transport and drug availability. The participants provided suggestions according to their experiences on what they felt the Department of Health in BCMM could do to strengthen the referral system in place. The researcher then provided recommendations to the Department of Health of BCMM. The health referral system in BCMM needs to be strengthened through provision of adequate infrastructure, improving workforce capacity, and availability of medicines and equipment. A monitoring and evaluation plan must be affected by the Eastern Cape Department of Health. Education and training are needed for the health care workers and the community through their involvement in stakeholder meetings

Functional conversion of commercial buildings in South Africa

- Description: In the major cities of South Africa, there is a prevalence of originally built commercial buildings that are being converted into residential apartments or other industrial economic spaces. These secondary users refurbish the original structures to accommodate their new specialised requirements and this mostly happens after the buildings have been lying vacant for a long period of time. The study by Y.Long et al. (2011) narrates the changes in land use, identification of driving forces and the mapping of areas that are experiencing intense land use transformation. Properties that were developed for a focused particular use, were found to have been redeveloped within a few years for other functions. Subjects that were included in the sample were selected to meet specific criteria. The stakeholders had to meet the following criteria to be included in the sample: They were registered professionals in the built environment such as: Architecture, Engineering (civil, electrical, mechanical and structural), Quantity Surveying, Town Planning, Construction Management and Estate management The method that was used to collect data was self-completion questionnaire that was given out by electronic mail. After the data was collected, it was organised and analysed. For the analysis of closed-ended questions, an online programme called QuestionPro, was used, data was analysed by using descriptive statistics and frequency tables were drawn and from these, the data was presented in pie diagrams and bar graphs. While it is necessary to expand the horizons of the ever-growing global population, it is imperative that all stakeholders in the building industry work together to find sustainable solutions to residential and industrial development.
