Expand public works program on infrastructure : lessons from international public works programs 1920'S - 1950'S and 2004-2016

  • Description: The Expanded Public Works Program on Infrastructure is a national program by the South African Government. It is intending to build and maintain public assets using labour intensive mechanisms. It seeks to offer short term employment and training to the labour participants so that when they exit they may be able to find employment. The program also has an economic sector program of the infrastructure sector called Vuk‘uphile for development of emerging contractors also it is a national program. The Expanded Public Works Program is the government main instrument to job creation in South Africa. Government also seeks to pursue policies that are pro-growth, with the hope that the economic growth will absorbed the unemployed into employment. It is also looking into the small business sector to be the main driver for job creation. Despite this the government‘s commitment, the unemployment rate and poverty rate are increasing and the economy is declining. The study sought to examine if the skills obtained by the participants in the Expanded Public Works Program enable the participants to obtain employment upon exiting the program. It also sought to find any challenges the participants encounter before and after living the program. It sought to look at other international public works programs and theories on public works to learn any lessons. I also sought to study if the program cannot be expanded into for it to create more sustainable employment for the enterprises and the labour participants in order to lengthen the period of work experience skills training, reduce the incidents of poverty and stimulate economic growth. This study followed a literature review methodology, using second source data from various literatures, empirical and non-empirical second source literature. The findings indicate that the skills and the duration of the training are not sufficient for the labour participants to be absorbed by the labour force. The short duration of working in the program is too short to make a meaningful income and work experience that can be sustainable. Upon exiting the program they cannot find employment a large majority of them. The program offered in the Zibambele in KwaZulu Natal offers work on a part time basis for the maintenance of roads over a longer period that acts as a safety net. The program is only in KwaZulu Natal and only on road maintenance; it is not big enough to make a meaningful difference to the amount of unemployment in the country. The Vuk‘uphile program however is offering good skills to the emerging contractor that enables their companies to grow. The international public works programs have been instrumental in creating employment to millions of participants and reduced incidents of poverty. The expanded public works program on infrastructure can be expanded to include asset management, maintenance and can expand to rural infrastructure and development and agricultural infrastructure. The study recommends that the government considers expanding the expanded public works program on infrastructure so that it can provide longer and more sustainable employment to labor participants and entrepreneurs. Also that it considers using the model used to develop emerging contractors in the Vuk‘uphile program to develop small medium businesses in the infrastructure and other areas.

Presentation and representation of environmental problems and problem-solving methods and processes in the Grade 10 Geography syllabus: a Namibian case study

  • Description: Environmental issues in Namibia are considered to be one of the major threats to the lives of the Namibian people (Namibia. Ministry of National Planning Commission [MNPC], 2004). This study explored problem solving as one of the teaching methods used in Grade 10 Geography syllabuses as a response to such environmental issues/risks. Geography provides learners with an understanding of the issues and risks in their world that need to be addressed in order to improve the quality of their lives and health of their environment. This study focused on how environmental problems and problem-solving methods are presented in the Namibian Grade 10 Geography syllabus and how these are represented and implemented through teacher intentionality and practice. The theoretical framework for this study was informed by two theories namely risk society and social constructivism. This study was conducted at three schools in the Rundu circuit in the Kavango region and one teacher was involved in the study at each school. This study was conducted within an interpretive research tradition and was qualitative in nature. The study used document analysis, focus group discussion and classroom observation as data generation methods. The findings of the study reveal that the complexity of environmental issues is highlighted in the syllabus and in teachers’ intentionality and practice. The findings also show that a limited variety of teaching methods were used in problem solving strategies. The study also found that problem solving was influenced by different constructivist learning principles. The study further found that limited numbers of problem-solving steps were used in the process of problem solving. The study concludes by calling for further research into problem solving strategies. This can be done to empower Geography teachers to use more complex problem solving strategies to deepen problem solving and to engage problems in more depth.

The managerial leadership styles of school principals for school effectiveness: a study of six Secondary schools of the Dutywa Education District

  • Description: The purpose of this study was to investigate the managerial leadership styles of school principals for school effectiveness at secondary schools of the Dutywa Education District in the Eastern Cape Province of the Republic of South. The literature review reflects theories concerning the managerial leadership styles of school principals for school effectiveness. In order to attain the aims and objectives of the study, the researcher used the qualitative research method, both in collecting and analyzing the data. The case study design was used to describe and access the phenomenon and the purposive sampling method was used to select (6) secondary school principals. An open ended interview schedule was used for the face-to-face in-depth interviews on the managerial leadership styles of school principals for school effectiveness at secondary schools of the Dutywa Education District. Themes were drawn from the responses of the participants and analysed. Some of the findings were: Democratic and participatory leadership styles were used by the school principals to achieve maximum co-operation from both experienced and beginning teachers and the learners in the schools. Laissez fair and autocratic styles of leadership appeared to be undesirable for the management of schools. For school principals’ effective management, they need to do proper planning, organising and scheduling of activities, assigning duties to teachers and delegating some of their work to competent teachers. The reasons for school principals’ ineffectiveness in this study were: favouritism, over-familiar relationships with some teachers, ignoring teachers’ personal problems, workload, lack of support and co-operation from teachers. Incorrect interpretation of educational policies were seen to lead to chaotic situations, poor performance of both teachers and learners, division between learners and teachers, a lack of unity between school stake-holders, poor job satisfaction and lack of trust and respect for the principals concerned. Factors contributing to principals’ incorrect interpretation of educational policies and execution of management roles were: negligence, lack of knowledge and ability to interpret educational policies, lack of proper induction programmes and training of principals and lack of support on policy matters from the Department of Education. Contributing factors resulting in barriers to principals’ ineffectiveness in the management of schools were: failure to give proper instructions to teachers and learners, failure to effectively use of available funds in the school, failure to implement all educational programmes in the school including co-curricular and extra mural activities, lack of experience, lack of support from both the Department of Education and the parents, lack of resources, high staff turnover, favourtisms and failure to hold teachers accountable for poor work done. Mechanisms deemed to overcome the factors leading to barriers to principals’ execution of their management roles at schools were: making the effort to be knowledgeable about educational policies, timely responses to problems in the school, regular consultation with stakeholders, employment of SGB teachers, taking direct supervision of instructions in classrooms and endeavoring to have good relations and gaining support from the SGB and the parents. The researcher made some recommendations on the managerial leadership styles of school principals for school effectiveness at secondary schools of the Dutywa Education District.

  • Description: Professional growth of teachers is not new, but in recent years, the way in which it is structured and delivered has been reconceptualised. As part of the education reform process, many nations are investing in teacher education as a major engine for driving the changes in the classrooms to ensure learners’ academic success. South Africa is no exclusion to this trend of education reforms, hence, the founding of many professional growth initiatives. Most of these initiatives are aimed at Science and Maths teachers. This was mostly because the majority of Science and Maths teachers in South Africa are considered either under-qualified or not qualified to teach the subject. Yet, despite the efforts and enthusiasm, very little seems to have shifted in the teachers’ practices. Much of the literature still shows that even clusters are not effective in changing the situation completely. Using a qualitative case study design, the researcher explored teachers’ views on their clustering experience, and the benefits such participation and experience brings to their classroom instruction. The major findings of the study show that teachers find clustering as a tool that enriches their teaching, thus, both the content knowledge as well as their pedagogical strategies. The findings also show a consensus of teachers who need the cluster programs done continuously. The researcher concludes that teachers are still not happy with the professional development that is offered to them, and therefore recommends that such programs be offered according to teacher’s need.

Geology, regional diamond exploration and diamond provenance of the proterozoic diamondiferous Umkondo conglomerates, Umkondo group, eastern Zimbabwe

  • Description: The Umkondo Sedimentary Basin in eastern Zimbabwe has been studied by various individuals and organizations since 1901. Their interest had been in finding limestone and beryl and base metal deposits, especially copper, iron and uranium, but these occurrences had proved to be of no economic value (Watson, 1969). The recent discovery of placer diamonds within the Proterozoic basal conglomerates of the Umkondo Sedimentary Basin has now attracted worldwide interest in the basin’s diamond economic potential, in understanding of the geology, and the diamond provenance of the Umkondo conglomerates. The Umkondo Sedimentary Basin basal conglomerate placer deposit might narrowly be defined as a mega-placer because of its sheer large size and high grades, especially on the 70,000 hectare western margin diamond dispersion halo where alluvial diamonds are being mined. Bluck, et al., (2005, pp 213) defines a diamond mega-placer as: . . . a number of linked deposits that are a result of one or a continuous process of transportation and deposition and holds or have held at least >= 50 million carats at >= 95% gem quality, for example, the Orange-Vaal dispersal, off the Kaapvaal craton in South Africa. On craton placers are residual, and transient placers are eroded and deposited into the exit drainage, while terminal placers, the final depositories of diamonds with the highest chances of being mega-placers are deposited into terminal basins like oceans and foreland basins. Though data is limited at the moment, the Umkondo conglomerates caratage is likely to run into hundreds of millions of carats, with a diamond gem content of between twenty and twenty-five percent, as is indicated from recent diamond production data. The greater part of the Umkondo diamonds are likely to be lodged beneath the deep gravels of the Middle and Lower Save River basin, because small remnant tilted mountain blocks and inselbergs forming the caps of hills are what remains of the host conglomerate on the western margin of the Umkondo Basin. Areas to be examined in this document will be the geology; the mode of formation of the Umkondo basin and its sedimentary system; the regional kimberlite exploration around the basin; and diamond production in the Marange diamond field, in order to come up with indications of the provenance of the diamonds within the Umkondo conglomerates. The kimberlite clusters in and around the Umkondo sedimentary basin have all proved to be barren or only nominally diamondiferous and that the kimberlites are between 200Ma and 500Ma and thus much younger than the greater than 1.1Ga Umkondo diamondiferous conglomerates. Studies so far undertaken have not managed to point to the origin, or provenance, of the Umkondo or Marange diamonds, which were discovered on the western edge of the Umkondo Basin and in the east of the basin below the Chimanimani Mountains along the Haroni River. This paper is an attempt to clear up some of the misconceptions surrounding the Marange diamond deposit and to raise interest in the urgent rquirement to study and understand the Umkondo Basin and the origin of its diamonds. The only meaningful studies on diamond occurrence and diamond exploration of the basin were undertaken from 1996 to 2006 by Kimberlitic Searches Zimbabwe (Pvt) Ltd, the then Zimbabwe kimberlite exploration arm of De Beers, Zimbabwe, in their quest to find kimberlites, which were thought to be related to the Umkondo alluvial diamond deposit. As will be shown in the following chapters, many of the discovered kimberlites range from very low grade to non-diamondiferous, and are much younger than the Umkondo conglomerates, whose diamonds are in turn a great deal older. Thus the basic question concerning the origin or provenance of the Umkondo placer diamonds still remains unresolved. Because of the sheer size of the basin, modern, wide-area-coverage, geophysical exploration methods become appropriate to effectively generate diamond potential targets for further examination. This document will attempt to collate various data available to paint a true picture of the state of exploration within the Umkondo Basin.

  • Description: In this treatise a SEIR model for the transmission of tuberculosis was proposed. It assumes that the latent infected individuals progress to active tuberculosis through endogenous reactivation and exogenous re-infection and that the individuals who have recovered from the disease through treatment are not immune to tuberculosis re-infection. While most features of the original model were kept, the model was modified to incorporate two control measures in the form of post-exposure tuberculosis prophylaxis for the treatment of latent individuals and tuberculosis therapeutics for the treatmentof individuals with active tuberculosis. Mathematical analysis of the modelwas done under the assumption that the two control measures are positiveconstants. The disease-free equilibrium point was locally asymptotically stable when the basic reproduction number was less than unity and unstable when this epidemic threshold exceeds unity. An optimal control problem was formulated and the necessary conditions for optimality were derived.The numerical results based on data from Port Elizabeth suggest that using both forms of control measures simultaneously is more effective in reducing the total number of infected individuals than applying single controls separately.

  • Description: The Department of Basic Education classifies the NSNP as one of the critical omponents of the government's Programme of Action, which was specifically assigned the responsibility of addressing learners' ability to learn by providing them with nutritious meals. The success of the programme may therefore contribute towards the country's realisation of the Millennium Development Goals which include the reduction of mortality and the eradication of extreme hunger and poverty by 2015 as well as achieving universal primary education. The aim of the National School Nutrition Programme seeks to promote sustainable food production initiatives in all School Nutrition Schools in order to develop skills. It also aims to enhance learning capacity of a learner through feeding and to promote nutrition education in order to improve healthy eating and lifestyles amongst communities. This study seeks to assess the current status in administering the NSNP in selected schools in Peddie, Eastern Cape. Due to the extensive nature of the geographical area of Peddie, this study focused exclusively on 25 schools. For the purpose of this study, a quantitative approach was employed through a questionnaire constructed to obtain the perceptions of the sample group. The responses from the statements in the questionnaire were analysed by a Nelson Mandela Metropolitan University registered statistician. In the last chapter a number of recommendations are stated to aid in improving the current administering status of the National School Nutrition Programme.

The influence of aspirations on changing livelihood strategies in rural households of Ndabakazi villages in the Eastern Cape

  • Description: The objective of this study is to explore the role of aspirations on changing livelihood strategies of rural households of Ndabakazi villages in the Eastern Cape. A sample of 80 respondents was chosen randomly for the household survey and semi-structured questionnaires were used to collect the data. Focus group discussions were also used to supplement the household survey. The data was descriptively analysed using a triangulation method. The findings show that social grants, mainly pensions and non-farm employment, and child support grants are the major sources of income. The majority of the households own five hectares of land and more, in which they grow crops only in gardens adjacent to their homes. However, 29 percent do not produce any crops at all. Farming contributes a small portion to the household income. The choice of farming is more powerful than the external factors. Interest in farming is minimal and can be related to the declining farming activities; therefore, household aspirations have an influence on changing livelihood aspirations. In the case of the rural areas of Ndabakazi – as indeed in many other parts of South Africa - policies of rural development mostly take a top-down approach; as a result most of these policies do not become effective in achieving the intended outcome. Development practitioners should incorporate beneficiaries when planning so as to tailor the development initiatives with the aspirations of local people for them to be effect and achieve intended goals thus a bottom-up approach. The notion that rural household farming activities have declined because they lack inputs, farming implements other necessary support is not always true. Some households are not interested in farming and they cannot be forced.

  • Description: In recent years, Human-Computer Interaction (HCI) has become a significant part of modern life as it has improved human performance in the completion of daily tasks in using computerised systems. The increase in the variety of bio-sensing and wearable technologies on the market has propelled designers towards designing more efficient, effective and fully natural User-Interfaces (UI), such as the Brain-Computer Interface (BCI) and the Muscle-Computer Interface (MCI). BCI and MCI have been used for various purposes, such as controlling wheelchairs, piloting drones, providing alphanumeric inputs into a system and improving sports performance. Various challenges are experienced by workers in a warehouse environment. Because they often have to carry objects (referred to as hands-full) it is difficult to interact with traditional devices. Noise undeniably exists in some industrial environments and it is known as a major factor that causes communication problems. This has reduced the popularity of using verbal interfaces with computer applications, such as Warehouse Management Systems. Another factor that effects the performance of workers are action slips caused by a lack of concentration during, for example, routine picking activities. This can have a negative impact on job performance and allow a worker to incorrectly execute a task in a warehouse environment. This research project investigated the current challenges workers experience in a warehouse environment and the technologies utilised in this environment. The latest automation and identification systems and technologies are identified and discussed, specifically the technologies which have addressed known problems. Sensory technologies were identified that enable interaction between a human and a computerised warehouse environment. Biological and natural behaviours of humans which are applicable in the interaction with a computerised environment were described and discussed. The interactive behaviours included the visionary, auditory, speech production and physiological movement where other natural human behaviours such paying attention, action slips and the action of counting items were investigated. A number of modern sensory technologies, devices and techniques for HCI were identified with the aim of selecting and evaluating an appropriate sensory technology for MCI. iii MCI technologies enable a computer system to recognise hand and other gestures of a user, creating means of direct interaction between a user and a computer as they are able to detect specific features extracted from a specific biological or physiological activity. Thereafter, Machine Learning (ML) is applied in order to train a computer system to detect these features and convert them to a computer interface. An application of biomedical signals (bio-signals) in HCI using a MYO Armband for MCI is presented. An MCI prototype (MCIp) was developed and implemented to allow a user to provide input to an HCI, in a hands-free and hands-full situation. The MCIp was designed and developed to recognise the hand-finger gestures of a person when both hands are free or when holding an object, such a cardboard box. The MCIp applies an Artificial Neural Network (ANN) to classify features extracted from the surface Electromyography signals acquired by the MYO Armband around the forearm muscle. The MCIp provided the results of data classification for gesture recognition to an accuracy level of 34.87% with a hands-free situation. This was done by employing the ANN. The MCIp, furthermore, enabled users to provide numeric inputs to the MCIp system hands-full with an accuracy of 59.7% after a training session for each gesture of only 10 seconds. The results were obtained using eight participants. Similar experimentation with the MYO Armband has not been found to be reported in any literature at submission of this document. Based on this novel experimentation, the main contribution of this research study is a suggestion that the application of a MYO Armband, as a commercially available muscle-sensing device on the market, has the potential as an MCI to recognise the finger gestures hands-free and hands-full. An accurate MCI can increase the efficiency and effectiveness of an HCI tool when it is applied to different applications in a warehouse where noise and hands-full activities pose a challenge. Future work to improve its accuracy is proposed.

The philanthropic priorities of Chinese and Japanese Americans as they relate to Asian American culturally specific museums

  • Description: Asian American culturally specific museums began forming in the United States in 1963. There are now 11 in existence. Four of these museums (two Chinese American, one Japanese American and one Pan Asian American) dramatically expanded their programs and constructed large new facilities. These culturally specific museums are private nonprofit organizations that are reliant on private donors for most of their financial support. Asian Americans comprise the majority of these Asian American museums’ donor bases. Understanding why donors support these museums may be useful to the museums’ abilities to raise funds.In this thesis I explore the reasons Chinese and Japanese Americans support these culturally specific museums. I used data from my qualitative study involving in-depth interviews of 16 Chinese and Japanese American current and former donors to a Pan Asian culturally specific museum in Seattle, Washington along with interviews of chief executives and other key informants of five other culturally specific museums in addition to primary documents provided by the museums and related secondary information available through the Internet. I also conducted a literature review in the fields of Development Studies, racial and ethnic identity, museology, and philanthropy. While identifying the reasons donors support these culturally specific museums, I also identify the philanthropic priorities and criteria of Chinese and Japanese Americans residing in Seattle and compare them with similar studies of Asian American philanthropy conducted in other cities in the 1990’s. I also examine the roles played by these culturally specific museums in the promotion of social capital, cultural capital and heritage capital in their communities. Chinese and Japanese Americans support these museums to preserve and educate their communities about the contributions their forebears made to the development of the United States. Asian American history has been marginalized in conventional narratives and one mission of the Asian American culturally specific museums is to bring their stories into the American history mainstream. Creating and operating these museums requires substantial networking within the Chinese and Japanese American communities and with other ethnic communities to bring in visitors and obtain financial and other support. The museums promote social capital development through collaboration in the museums’ operations. They increase the communities’ cultural capital by assembling the dispersed cultural and heritage capital of the Chinese and Japanese American communities into curated collections. These Asian American culturally specific museums face challenges stemming from attrition in their donor bases due to age. The museums need to develop activities that attract new supporters who may be mixed race or mixed ethnicity or who are interested in social activism that impacts society. The museums also must create programs that are relevant to younger generations. The findings of this study lay the groundwork for further inquiry into the ways culturally specific museums promote bonding and bridging capital in low and middle class Asian American communities and the degree to which they affect development in their neighbourhoods. Further research into the museums’ educational programs efficacy as they relate to correcting misperceptions about Asian Americans among non-Asian Americans may be desirable.

  • Description: A series of new corrole–BODIPY dyads bridged by ethynyl linker moieties have been synthesized in high yields and fully characterized. The direction of energy transfer upon electronic excitation has been explored, and was found to be dependent on the number of corrole rings and their connection position on the BODIPY core. Intense bands in the absorption spectrum cover most of the visible region, which is potentially advantageous for capturing solar energy. Studies on the excitation spectra and lifetimes suggest that the energy transfer efficiency between the BODIPY and corrole moieties reaches almost 85%, which appears to be efficient in the context of energy transfer within the singlet manifold.

  • Description: Masihlumisane (let’s grow together) is a community based project in a small rural community of Glenmore situated to the south of the Great Fish River Nature Reserve (GFRNR) and half way between Grahamstown and Peddie in the Eastern Cape Province of South Africa. This rural community was established as a resettlement center during pre-1994 South African government forced removals (Hallett, 1994). Glenmore is economically and socially impoverished as there are few businesses, little economic activity and minimal social tradition in the settlement (Murray, 1989). This village is characterised by an out migration of people of an economically active age, high unemployment amongst residents, dysfunctional families due to parents living elsewhere in order to earn a living, and a youthful population desperate to obtain skills and experiences that will benefit them when they leave Glenmore in the future.

  • Description: The role of the Arts Education in South African Education has long been a contentious and disputable topic. Despite this, a large amount of literature has been compiled advocating for the inclusion of the arts in schooling systems worldwide. Most of this literature speaks of the benefits of the arts, covering how they directly and indirectly affect 1) The learning environment 2) The learner and 3) The performance of the learner in other subjects. The basis of this study is to intently look at the third factor, the influence of the arts on a learner’s performance in other subjects, like Mathematics and Science. Though education reform programs are neither new nor few in number, those that have been implemented through the arts, and in low socio-economic areas, portray art education as a salient ingredient to holistic education reform. The study draws from such reform programs, from around the world, and categorically shows how they have successfully integrated arts education into their curricula. Through the investigation of the success and implementation of these programs, this paper shows that creativity - through the teaching of the arts - is a vital key to the education reform that South Africa is in need of, particularly in mathematics and science.

  • Description: A thermal reaction using a series of [14]tribenzotriphyrins(2.1.1) (TriPs, 1a–d) with Rh2(C8H12)Cl2 provides RhIII–TriP complexes (2a–d) in 40−52% yields. The complexes were characterized by mass spectrometry, UV-visible absorption and 1H NMR spectroscopy. Single crystal X-ray analysis reveals that 2b adopts a dome-shaped conformation. The rhodium(III) ion is coordinated by the three pyrrole nitrogen atoms, two chloride ions and the nitrogen atom of an acetonitrile (CH3CN) solvent molecule. The optical spectra can be assigned using Michl's perimeter model. The L and B bands of the 2a–d complexes lie at ca. 600 and 500 nm, respectively, and are markedly red shifted relative to those of 1a–d. A reversible one-electron oxidation and two reversible one-electron reductions are observed in the cyclic voltammograms of 2a–d in CH2Cl2. The redox potentials are consistent with the optical data and the relatively narrow HOMO–LUMO gaps that are predicted in DFT calculations. TD-DFT calculations have been used to assign a third intense spectral band at 375 nm to a higher energy π → π* transition of the [14]tribenzotriphyrin(2.1.1) π-system.

  • Description: An in-depth study of the electronic structure of a 1,4-diazabicyclo[2.2.2]octane (DABCO) induced molecular self-assembled xanthene-bridged and amide-bonded porphyrin dimer is reported. Density functional theory (DFT) and time-dependent DFT (TD-DFT) calculations are used to identify trends in the optical spectroscopic properties. B3LYP geometry optimization predicts the formation of an almost perfectly eclipsed structure with respect to the two porphyrin rings with the analogous pyrrole nitrogens separated by 7.7–8.1 Å. The observed distinctive derivative-shaped band morphology of the pseudo-Faraday-A11 terms in the MCD spectra has been used to identify the main electronic Q and B-bands and to validate the TD-DFT calculations. The absence of a discernible splitting of the redox steps or a quenching of the fluorescence demonstrates that there is no significant exciton coupling between the two porphyrin rings.

  • Description: The synthesis of an optically active hemiporphyrazine with chiral binaphthyl substituents (1) is reported, providing the first example of the incorporation of an intrinsically chiral moiety into the macrocyclic core of a hemiporphyrazine analogue. A negative circular dichroism (CD) signal is observed in the 325–450 nm region of the CD spectrum of (S,S)-1, while mainly positive bands are observed in the 220–325 nm region. Mirror symmetry is observed across the entire wavelength range of the CD spectra of (R,R)-1 and (S,S)-1. An irreversible one-electron oxidation wave with an onset potential at 1.07 V is observed by cyclic voltammetry, along with a reversible one-electron reduction wave at −0.85 V. Density functional calculations reproduce the experimentally observed data and trends, and provide further insight into the nature of the electronic transitions.

Detecting derivative malware samples using deobfuscation-assisted similarity analysis

  • Description: The overwhelming popularity of PHP as a hosting platform has made it the language of choice for developers of Remote Access Trojans (RATs or web shells) and other malicious software. These shells are typically used to compromise and monetise web platforms by providing the attacker with basic remote access to the system, including _le transfer, command execution, network reconnaissance, and database connectivity. Once infected, compromised systems can be used to defraud users by hosting phishing sites, performing Distributed Denial of Service attacks, or serving as anonymous platforms for sending spam or other malfeasance. The vast majority of these threats are largely derivative, incorporating core capabilities found in more established RATs such as c99 and r57. Authors of malicious software routinely produce new shell variants by modifying the behaviours of these ubiquitous RATs, either to add desired functionality or to avoid detection by signature-based detection systems. Once these modified shells are eventually identified (or additional functionality is required), the process of shell adaptation begins again. The end result of this iterative process is a web of separate but related shell variants, many of which are at least partially derived from one of the more popular and influential RATs. In response to the problem outlined above, the author set out to design and implement a system capable of circumventing common obfuscation techniques and identifying derivative malware samples in a given collection. To begin with, a decoder component was developed to syntactically deobfuscate and normalise PHP code by detecting and reversing idiomatic obfuscation constructs, and to apply uniform formatting conventions to all system inputs. A unified malware analysis framework, called Viper, was then extended to create a modular similarity analysis system comprised of individual feature extraction modules, modules responsible for batch processing, a matrix module for comparing sample features, and two visualisation modules capable of generating visual representations of shell similarity. The principal conclusion of the research was that the deobfuscation performed by the decoder component prior to analysis dramatically improved the observed levels of similarity between test samples. This in turn allowed the modular similarity analysis system to identify derivative clusters (or families) within a large collection of shells more accurately. Techniques for isolating and re-rendering these clusters were also developed and demonstrated to be effective at increasing the amount of detail available for evaluating the relative magnitudes of the relationships within each cluster.

  • Description: This study focussed on drafting a framework for Total Quality Management (TQM) for the South African Police Service (SAPS) in the Eastern Cape as a public non-profit organisation where quality of services is fast becoming a key organisational imperative. The early pioneers of Quality laid the foundation for Total Quality Management (TQM). The literature review highlighted that TQM has its origins in the manufacturing industry where it has a proven track record, and that the theory could be purposely adapted use by a specific industry, i.e. SAPS. This study extends the applicability of the TQM theory to the SAPS by using a mixed method approach to gather information by means of interviews and questionnaires. A combination of primary and secondary data was used in determining the Critical Success Factors (CSF). The Primary CSF’s were originally identified as Leadership, Strategic Management, Empowerment of employees, Teamwork, Continuous improvement, Customer satisfaction and Culture. The Secondary factors were identified as Communication, Training, Partnership development, Support structures, Systems and Resources, Systems thinking, Selfassessment, Processes; Elimination of barriers, Adoption of a Prevention approach and Change management. Data was analysed using frequency and other means, as well as correlation analysis. After the data was analysed two CSF’s were discarded, i.e. Training and Elimination of Barriers. The results show support for the applicability of the theory to the SAPS. Critical Success Factors were determined and a framework for implementation specifically for this industry, was presented. The study identified Leadership as the most important primary factor with the ultimate goal of meeting the quality expectations as defined by the customer.
